Hazard class tells you who is downstream. Condition Assessment is the column that tells you something about the structure itself.
If a Flash Flood Warning is active for you right now, stop reading and move. Get every dog leashed and every cat in a carrier, take whatever bag is already by the door, and get to higher ground. The National Weather Service’s instruction for a Flash Flood Warning is to move immediately to high ground, and NWS says outright that in a warning “you may only have seconds to move to higher ground.” Move up and out of the low ground, not along it. NWS Pittsburgh’s flash flood instructions are “Go to higher ground Climb to safety!” and “Get out of areas subject to flooding. This includes dips, low spots, canyons, washes, etc.” Do not go back for anything. Do not drive or walk through moving water to reach an animal. And if an animal cannot be found in the seconds you have, go without it rather than delaying your own exit to keep looking. Come back to the rest of this page once you are somewhere above the water.
Everything below is for the other days, the ones where nothing is happening and you can still find out, in advance and by name, whether a specific dam upstream of you would put water in your living room, and how long you would have to get animals into a car if it did.

Why This Is Not Just Flooding
We already publish a flood and flash flood pet preparedness playbook, and most of it applies here. This page exists because dam failure breaks two assumptions that every other flood guide quietly relies on.
The first assumption is that weather warns you. Hurricane prep works because a hurricane announces itself for days. Even a burn scar debris flow, covered in our landslide and mudslide evacuation guide, at least correlates with a rain forecast you can watch. Dam failure does not reliably do either. The Association of State Dam Safety Officials attributes roughly 34 percent of U.S. dam failures to overtopping, which is rain driven and therefore forecastable. But it attributes about 30 percent to foundation defects and about 20 percent to piping, which is internal erosion caused by seepage working through the structure. Neither of those needs a storm to be underway. Add them and roughly half of U.S. dam failures arise from mechanisms with no weather trigger at all. ASDSO actually names five causes and puts a number on only three of them, leaving cracking and inadequate maintenance unquantified, so that half is a floor rather than a ceiling.
FEMA’s federal emergency action planning guidance for dam owners takes this seriously enough to treat the two cases separately. It says “Several different assumptions on inflow conditions should be made regarding the appropriate conditions prevailing at the time of a dam failure”, and notes that many local emergency management and response organizations request maps showing both a “sunny day” failure condition and a flood failure condition. And it is direct about which one is worse for the people downstream: a fair weather failure “is generally considered to have the most potential for loss of human life, primarily due to the element of surprise.” FEMA’s own flood insurance program puts the underlying point in five words: “No dam is flood proof.”
For a pet owner, that single sentence changes the shape of the whole plan. If the hazard does not come with a season or a forecast, then a carrier that lives in the garage between hurricane seasons is not staged. It is stored.
The second assumption is that the flood behaves like a flood. It does not. ASDSO draws the distinction directly, comparing ordinary floodplain maps against dam failure inundation maps: “Dam failure flood inundation areas can be much larger than the 1-percent-annual-chance floodplain. The flood is more like a wave than a steady current and can have great power and force.” A house that sits comfortably outside the mapped 100-year floodplain, and carries no flood insurance requirement because of it, can still sit inside a dam’s inundation area. The two maps answer different questions, and only one of them was drawn with a breach in mind.
The National Weather Service classifies the resulting event as a flash flood, and its definition names the cause explicitly: flash floods occur “within a few minutes or hours of excessive rainfall, a dam or levee failure, or a sudden release of water held by an ice jam.” Its warning language is the same one used for rain driven flash floods, so nothing in the alert itself tells you which cause you are dealing with. If you have been reading Flash Flood Warnings as rain news, that is the assumption this page is asking you to drop. A Flash Flood Warning, NWS states, “can be issued due to excessive heavy rain or a dam/levee failure.”
What Alert You Will Actually Receive
There is no separate “dam failure warning” in the National Weather Service’s alert vocabulary. What you get is a Flash Flood Warning, and NWS defines the tiers this way:

Two practical notes for animal owners.
First, the warning may not reach your phone in time, or at all. NWS is candid that “you will not always have a warning that these deadly, sudden floods are coming.” Federal emergency action planning guidance goes further and anticipates cases where “recreational facilities, campgrounds, or residences may be located below a dam where local authorities would not be able to issue a timely warning.” If you live, camp, or board animals directly below a dam, you are potentially in that category, and the honest answer is that the alert system may not be the thing that saves you.
Second, the alert channel matters more here than for slow hazards. Ready.gov’s flood guidance tells you to sign up for your community’s warning system and names the Emergency Alert System and NOAA Weather Radio as additional alert paths. A NOAA weather radio with S.A.M.E. (Specific Area Message Encoding) sits muted until a warning coded to your county arrives, then sounds an alarm, and it keeps working on batteries when the grid and the cell network do not.

A radio is a receiver, not a time machine. It improves the odds that you hear the warning that was issued. It does nothing about the failure mode where no warning was issued at all, which is precisely why the rest of this page is about work you do before anything happens.
Find Out Whether You Are Actually Downstream
The first two steps below are a single sitting at a computer. The third is a phone call to a state regulator, and that one may take days to come back, which is the reason to start it long before you need the answer.
Step one: search the National Inventory of Dams. The NID is the public database of dams in the United States and its territories, maintained by the U.S. Army Corps of Engineers. Congress authorized USACE to build it in 1972 under P.L. 92-367, and USACE published the first version in 1975. It is searchable by location. FEMA’s own flood insurance program gives this as the first of its five steps for dam flood risk: “Find out where dams are located in your vicinity by searching the National Inventory of Dams.”
The NID does not include every impoundment in the country. ASDSO states the inclusion rule directly: “To be a part of the NID, the dam must either be: of high- or significant-hazard potential classification, equal to or exceed 25 feet in height and exceed 15 acre-feet in storage, or equal to or exceed 50 acre-feet storage and exceed 6 feet in height.” The Congressional Research Service adds the part that matters most to a reader running a search: “Thousands of dams do not meet these criteria; therefore, they are not included in the NID.” Small ponds and private impoundments below those thresholds can be absent entirely, which matters because FEMA’s classification guideline warns that “the failure of any dam or water-retaining structure, no matter how small, could represent a danger to downstream life and property.” A clean NID search is not proof that nothing is impounded upstream of you.
Step two: read the hazard classification correctly. This is the field most likely to be misread, because its name suggests danger and it does not measure danger. FEMA’s federal guideline defines the three classes by consequence:
Low hazard potential. Failure “results in no probable loss of human life and low economic and/or environmental losses. Losses are principally limited to the owner’s property.”
Significant hazard potential. Failure results in “no probable loss of human life but can cause economic loss, environmental damage, disruption of lifeline facilities, or can impact other concerns.”
High hazard potential. Failure “will probably cause loss of human life.”
And then the sentence that reframes the whole exercise: hazard potential classification “does not reflect in any way on the current condition of the dam (e.g., safety, structural integrity, flood routing capacity).” A high hazard dam is not a dangerous dam. It is a dam with people below it. A well maintained structure that passes every inspection gets classified high hazard the moment houses are built downstream, and a crumbling one in an empty valley stays low hazard. ASDSO makes the identical point about the maps: dam failure inundation maps “do not reflect the safety or integrity of a dam.”
What the classification is genuinely useful for is exactly the question a pet owner is asking. It tells you whether a regulator has already concluded that people, and therefore animals, would be in the water’s path.
Step three: call your state dam safety official. FEMA’s flood insurance guidance makes this the second of its five steps: “Contact your State Dam Safety Official to learn if an Emergency Action Plan (EAP) is in place for the dam near you.” ASDSO maintains a directory of state dam safety programs and contacts.
How you ask matters, because the obvious question invites the obvious no. “Do you have an inundation map” is a records request, and records requests get refused. Ask instead whether you are inside the line, which is a public safety question a dam safety office is in the business of answering. Something close to this:
“I’m a resident at [your address]. Does my address fall inside the mapped dam failure inundation area for [dam name, NID ID]? I’m not asking for a copy of the map, just whether I’m inside it, and if I am, roughly what the flood wave travel time to my location is.”
Then ask two follow-ups:
Does this dam have a current Emergency Action Plan?
Who issues the evacuation notice for my neighborhood, and how would I receive it?
That second one is not filler. FEMA’s emergency action planning guidance assigns evacuation squarely to government, not to the dam owner: “Evacuation planning and implementation are the responsibility of the state and local officials who are responsible for the safety of the public who live in areas that would be inundated by failure of a dam.” The dam owner warns the authorities. The authorities warn you. Knowing which agency sits in that second link tells you whose alert system to sign up for.
If the state office is not the right door, there are two more. ASDSO’s own figures are that state agencies regulate about 70 percent of U.S. dams and federal agencies about 14 percent, and that “the remaining percentage is unregulated due to state or federal exemptions.” So a state office may correctly tell you the dam is not theirs. In that case, go to your county or city emergency management office, which is the body FEMA 64 puts in charge of evacuation planning regardless of who regulates the structure, and ask the same address question. If the dam is federally owned or regulated, the owning agency listed on the NID record is the third door. If all three come back with nothing usable, that is itself an answer, and it means your plan has to work without a travel time. Skip to the staging section below and build for the shortest window you can imagine rather than a number nobody will give you.
The National Map Probably Will Not Answer It
Here is a finding worth stating plainly, because it changes where the effort actually pays off.
We downloaded the National Inventory of Dams public data file directly from USACE (the snapshot carries an internal date stamp of July 17, 2026) and counted the records ourselves. Of 92,766 dam records:

Among the 17,047 high hazard potential dams specifically, inundation maps had been added to the NID for 1,223 of them, about 7.2 percent. Emergency Action Plans fared much better: 13,194 of those high hazard dams (77.4 percent) were marked as having an EAP prepared, 2,480 were marked no, and 1,362 were marked not required. Eleven records carried no value in that field at all, which we note rather than round away.
Read that carefully, because it is easy to over-conclude from it. The NID field is “Inundation Maps Added to NID”, which records whether a map has been contributed to the national database. It does not record whether a map exists. Federal guidance lists Inundation Maps as one of the six basic elements of an Emergency Action Plan and says “All of the elements should be included in a complete EAP”, so a dam with an EAP very likely has a map somewhere. That is a should in a guideline document rather than a legal requirement, and the map may be held by the state regulator, the dam owner, or a local emergency management office rather than published nationally.
The practical conclusion is not “no maps exist.” It is that for the overwhelming majority of dams, the national database will tell you the dam is there and how it is classified, and will not show you the flooded area. The phone call to your state dam safety office is not an optional extra step. For the specific question of whether your address is inside the line, it is usually the only step that produces an answer.

Condition Assessment is worth a moment on its own, because it is the field readers most often expect the hazard class to be. In the same snapshot, across those 17,047 high hazard dams, we counted 5,316 rated Satisfactory, 5,152 Fair, 2,293 Poor, and 501 Unsatisfactory. Another 3,785 carried no usable rating at all: 2,155 Not Rated, 1,400 Not Available, and 230 blank. So a little over 16 percent of the dams federal classification says would probably kill someone if they failed are carrying a Poor or Unsatisfactory condition rating, and a little over 22 percent are carrying no rating you can read. Neither number is a prediction about any particular dam, and none of it substitutes for the state office. It is the difference between calling with a question and calling with a specific one.
Turn the Map Into a Pet Loading Budget
An inundation map is not just a shaded outline. FEMA’s federal guidance is specific about what belongs on one, and the requirement that matters most to anyone with animals is this: the map should show, at minimum, the peak discharge, the maximum inundation elevation, and “the travel time (in hours and minutes) of the leading edge and peak of the dam break flood wave to critical locations.” The same guidance describes maps as facilitating notification “by graphically displaying flooded areas and showing travel times for wave front and flood peaks at critical locations.”
That travel time is the single most useful number a pet owner can extract from any dam document, because it is not a national statistic. It is your number, for your address, from your dam. It might be measured in tens of minutes or in hours depending on how far downstream you sit and how the terrain runs.
Federal guidance also attaches a caution that has to travel with the number: because of the methods and assumptions used to model a breach, “the limits of flooding shown and flood wave travel times are approximate and should be used only as a guideline for establishing evacuation zones.” Actual conditions may differ. So the number is a planning input, not a countdown you can spend to the last minute. Build your plan to finish comfortably inside it, not to just barely fit.
Once you have it, the work is arithmetic rather than anxiety:
Time your actual loading, once, with a stopwatch. Not an estimate. Ready.gov’s pet guidance already tells you to “Make note of where your pets hide, so you can easily find them in case you have to leave your house quickly”, and AVMA recommends you “practice evacuating with all pets and their supplies.” Do it as a drill on an ordinary evening: from where you normally sit, to every animal secured, to bag in hand, to the car doors closed.
Compare that number to the travel time, then subtract your drive. Getting animals into the car is not the finish line. Getting out of the mapped area is. Federal guidance notes that emergency management agencies may ask for evacuation routes and shelters to be marked on inundation maps, so ask whether yours shows them.
The arithmetic is one line:
Flood wave travel time to your address, minus the time to drive clear of the mapped area, minus a margin, equals the loading budget you actually have.
Worked through with numbers, purely as an illustration of the method rather than as data about anyone’s dam: suppose the state office tells you the leading edge reaches your address in about 45 minutes, and you have timed the drive out of the mapped area at 12 minutes on an ordinary day. Take a quarter of the travel time off the top as margin, because federal guidance says mapped travel times “are approximate and should be used only as a guideline”, which leaves about 34 minutes to work with. Subtract the 12 minute drive and the loading budget is roughly 22 minutes. If your stopwatched two cat drill came in at 9 minutes, you have real room. If it came in at 24, you do not. Every number in that paragraph is invented for the sake of showing the shape of the calculation. Yours have to come from your own map and your own stopwatch.
Then the result puts you in one of three places:
If the loading time fits comfortably inside the budget, stop optimizing and go maintain it. Re-run the drill once a year, and any time you add an animal.
If the two numbers are close, the fix is staging, not speed. You will not reliably get faster at catching a cat under a bed. You will get faster by removing steps: a carrier already assembled by the exit door instead of flat under a bed, a leash on a hook instead of in a drawer, a bag already packed instead of a list to work through.
If your loading time exceeds the budget, staging will not save it, and this is the case the guides skip. Directly below a dam, with several animals, it is a normal result rather than a strange one. Nobody has a clever fix. The honest options are all structural: reduce the number of animals that have to be caught rather than simply collected, by keeping cats in one closable room at night instead of loose in the house; move the animals themselves, by boarding or relocating during any period a dam is under active concern; get a second adult committed in advance so loading runs in parallel rather than in sequence; or accept, in writing and ahead of time, that a warning triggered evacuation with every animal is not achievable at your address, and plan around leaving earlier on any signal at all rather than waiting for a warning. That last one is a real plan. Discovering it during a warning is not.
The ASPCA’s guidance names the same fix from the pet side: “Store an emergency kit and leashes as close to an exit as possible. Make sure that everyone in the family knows where it is.” AVMA says to keep the kit “in an easy-to-carry, waterproof container close to an exit”, and to keep animal equipment “where rescue personnel, neighbors, and friends can easily find it.”

What Goes In a Dam Zone Go Bag
The contents barely differ from any other pet evacuation kit, and our DIY pet go-bag checklist is the base to build from. Ready.gov recommends two kits rather than one: “one larger kit if you are sheltering in place and one lightweight version for if you need to evacuate.” For a dam zone, the lightweight one is the one that matters, because sheltering in place is not a strategy when the water arrives as a wave.
Three adjustments are worth making specifically for this hazard:
Waterproof the container and the paperwork. A dam failure flood is water first and everything else second. Keep the bag at the door you would leave through, not the one you use least. It costs nothing and it removes a whole leg of movement from the drill you just timed.
If a boat or water crossing is even conceivable, fit a life jacket in advance. Our dog flood life jackets guide covers fit. A life jacket is insurance for a controlled water evacuation carried out by responders, never permission to enter moving water yourself.
Everything else on the standard list still applies: several days of food and water per animal, medication, a collar with current ID, a spare leash and harness, and a carrier per animal. Microchip registration with a phone number that still works is the piece people most often let lapse, and it is the piece that does the most work afterward.
Never Enter the Water, and Never Send a Pet Into It
The rule is absolute and the numbers are the reason. Ready.gov states that “just six inches of moving water can knock you down, and one foot of moving water can sweep your vehicle away”, and its flood instruction is unambiguous: “Do not walk, swim or drive through flood waters. Turn Around, Don’t Drown!” The National Weather Service’s own during-a-flood guidance puts vehicles more precisely still: “12 inches of water can float a car or small SUV, 18 inches of water can carry away large vehicles.”
ASDSO describes a dam break flood as behaving “more like a wave than a steady current”, with “great power and force.” What that means practically:
Do not drive through water to reach an animal at home. A vehicle that floats with a pet inside it makes the situation worse, not better.
Do not let a leashed dog into moving water, and do not send a pet across a flooded gap on the theory that they can swim it. Current that moves a vehicle moves a large dog instantly.
If a pet is stranded across water, note the exact location and give it to responders. Entering the water reliably converts one problem into two. This is the same rule our floodwater car escape guide applies to a vehicle.
If you are driving out and the vehicle stalls in water, leave it. NWS Pittsburgh is unambiguous: “If the vehicle stalls, leave it immediately and seek higher ground. Rapidly rising water may engulf the vehicle and its occupants and sweep them away.” A carrier comes with you if you can lift it in one motion. It does not come with you at the cost of standing in rising water arranging things.
If You Get Cut Off Before You Can Leave
This is a last resort produced by running out of options, not a plan you choose instead of leaving. Three sources say three different pieces of it, and you need all three.
The ASPCA’s flood instruction is to “go to the highest location in your home, or a room that has access to counters or high shelves where your animals can take shelter.” The National Weather Service’s during-a-flood guidance adds the call: “If you are trapped by moving water, move to the highest possible point and call 911 if possible.”
And Ready.gov supplies the limit that the phrase “highest location” can otherwise be read straight past: “Get to the highest level if trapped in a building. Only get on the roof if necessary and once there, signal for help. Do not climb into a closed attic to avoid getting trapped by rising floodwater.” A closed attic is the one high place in a house that has no exit above it. Do not take animals into one, and do not take yourself into one.
Two things about carriers here are our reasoning rather than any agency’s instruction, and we would rather say so than dress them up. First, take the carriers and the go bag up with you if you can carry them, because a carrier left at ground level is gone and you may still need to move the animal later. Second, a closed carrier is a way to move an animal, not a way to hold one in a building that is filling with water. An animal sealed in a hard carrier cannot climb, cannot swim, and cannot be seen by a rescuer. If you are sheltering high and waiting, the animal belongs on the counter or shelf with you, secured by a leash or harness or simply held, with the carrier open beside you ready to close the moment you are actually moving again. Do not leave a sealed carrier sitting at a level the water can reach.
After the Water Goes Down
Treat the aftermath the way you would any flood, because chemically and biologically it is one. Floodwater carries contaminants, debris, and displaced wildlife regardless of what released it, and a receding waterline leaves unstable ground, hidden glass and metal, and fences that no longer hold.
Keep dogs leashed and cats carried on every trip outside until you have walked the ground yourself. A pet that has never left the yard in years can walk through a gap where a fence used to be.
Do not let animals drink standing water or puddles. Every drink comes from your clean supply until the water system is confirmed safe. AVMA lists “exposure to or drinking from slow-moving or stagnant water sources” as a risk factor for leptospirosis in dogs.
Rinse an animal that has been in floodwater, before it grooms itself. Clean water and, if the coat is oily or soiled, a pet-appropriate shampoo, paying attention to paws and belly. Keep the animal from licking its coat and feet until it is clean. The rinse is our own instruction rather than an agency’s; what the agencies establish is the reason for it, that floodwater carries sewage, fuel, and chemicals, and that AVMA describes dogs becoming infected with leptospirosis when mucous membranes or skin wounds are exposed to contaminated water or soil.
Watch for downed lines in and near standing water and keep animals well clear of any area utilities have not cleared.
On the vet call, be specific about the exposure. If an animal drank, swam in, or was submerged in floodwater, say exactly that when you call, even if the animal seems fine and even if the flooding was days ago. Leptospirosis is the reason. AVMA describes it as a bacterial disease that is more common “after heavy rainfall and flooding”, lists the most common signs in dogs as loss of appetite, vomiting, lethargy, abdominal pain, diarrhea, jaundice, dehydration, drinking or urinating more than usual, weight loss, and stiffness or muscle pain, and notes those signs “tend to be non-specific” and overlap with other diseases. The sentence that makes the disclosure matter is AVMA’s own: leptospirosis “may be suspected based on the exposure history and signs shown by the dog.” Your vet cannot use an exposure history you do not give them. Two things follow. It can progress to kidney or liver failure, so this is a same-day call rather than a wait-and-see, and AVMA notes that many mammals are susceptible including people, so wear gloves cleaning up urine from a sick animal and wash your hands afterward. Cats can be affected but AVMA says this happens only rarely.

The Dam Zone Checklist
Search the National Inventory of Dams for dams near your address and note the name, NID ID, and hazard classification of each.
Remember that hazard classification describes consequences, not condition. High hazard means people are downstream, not that the dam is failing. Read the Condition Assessment column for the condition question.
Note the River or Stream Name on the record, and work out which way a release would run relative to your house and your driveway.
Call your state dam safety official and ask whether your address falls inside the mapped inundation area, rather than asking for the map itself.
If the state says the dam is not theirs, ask your county or city emergency management office the same address question.
Ask which agency issues the evacuation notice for your neighborhood, then sign up for that agency’s alert system.
Get the flood wave travel time to your location from the inundation map, and treat it as approximate rather than exact.
Time your own pet loading with a stopwatch as a drill, then compare it honestly against that travel time minus your drive out and a margin.
If loading fits, maintain it. If it is close, close the gap by staging: assembled carrier at the exit door, leash on a hook, bag already packed.
If loading does not fit, decide now which structural change you are making, because staging will not close that gap on its own.
Agree the direction rule out loud: higher ground means up and out of the low ground, not along the road that follows it.
Agree the stop rule out loud too: if an animal cannot be found in the seconds a warning gives you, everyone leaves anyway.
Keep a S.A.M.E. capable NOAA weather radio on fresh batteries where you will hear it at night.
Confirm your microchip registration has a phone number that still works.
Decide your multi-pet sequencing now, in writing, so nobody is deciding it during a warning.
Agree the household rule out loud: a Flash Flood Warning means move, not assess.

How do I find out if I live below a dam?
Start with the U.S. Army Corps of Engineers National Inventory of Dams at nid.sec.usace.army.mil, which is the federally authorized public database of dams in the United States and its territories. FEMA's own National Flood Insurance Program guidance for agents gives the same two steps in order: "Find out where dams are located in your vicinity by searching the National Inventory of Dams", then "Contact your State Dam Safety Official to learn if an Emergency Action Plan (EAP) is in place for the dam near you." The NID will show you which dams are near you and how each one is classified. It usually will not show you the flooded area, which is why the second step exists. The Association of State Dam Safety Officials maintains a directory of state programs and contacts at damsafety.org/states. When you call, ask whether your address falls inside the mapped inundation area rather than asking for a copy of the map itself; the first is a public safety question the office is set up to answer, the second is a records request.
What does it mean if a dam near me is classified high hazard potential?
It describes what would happen if the dam failed, not how likely failure is and not what condition the dam is in. FEMA's federal guideline defines the high hazard potential class as dams "where failure or mis-operation will probably cause loss of human life", and states plainly that hazard potential classification "does not reflect in any way on the current condition of the dam (e.g., safety, structural integrity, flood routing capacity)." A well maintained dam that passes every inspection can be high hazard simply because houses were built downstream of it. The Association of State Dam Safety Officials makes the same point about the maps: dam failure inundation maps "do not reflect the safety or integrity of a dam." A separate NID column, Condition Assessment, is the one that carries a condition rating, and it is worth reading on your own dam's record instead of inferring condition from the hazard class. What the classification tells you is that somebody official already concluded people downstream would be in the water's path, which is useful planning information for a pet owner regardless of the dam's condition.
How much warning do you get before a dam failure flood reaches you?
It depends entirely on the dam and on how far downstream you are, which is why federal guidance puts the number on each dam's own inundation map rather than in a national rule of thumb. FEMA's emergency action planning guidance says an inundation map should show, at minimum, "the travel time (in hours and minutes) of the leading edge and peak of the dam break flood wave to critical locations." Two things make that window smaller than people expect. First, the National Weather Service warns that "you will not always have a warning that these deadly, sudden floods are coming." Second, FEMA notes that fair weather failures, the ones with no storm attached, have "the most potential for loss of human life, primarily due to the element of surprise." Federal guidance also cautions that mapped travel times "are approximate and should be used only as a guideline for establishing evacuation zones." Plan against the number, but do not treat it as a countdown clock you can spend down to zero.
Are inundation maps public, and where do I get one?
Some are, most are not in one place. We downloaded the National Inventory of Dams public data file (USACE snapshot dated July 17, 2026) and counted the "Inundation Maps Added to NID" field: 1,354 of 92,766 dam records were marked yes, including 1,223 of 17,047 high hazard potential dams. That field measures whether a map has been added to the national database, not whether a map exists at all, and many maps that do exist are held by state regulators or the dam owner instead. The practical route for most readers is the one FEMA's flood insurance program recommends: contact your state dam safety official, and ask specifically whether your address falls inside the mapped inundation area rather than asking for the map itself, since the first is a public safety question and the second is a records request. Also ask whether the dam has a current Emergency Action Plan. Your county or city emergency management office is worth the same call, since federal guidance assigns evacuation planning to state and local officials rather than to the dam owner. ASDSO's own figures are that states regulate about 70 percent of U.S. dams and federal agencies about 14 percent, with the remainder unregulated under state or federal exemptions, so a state office may correctly tell you a given dam is not theirs.
What should I do with my pets the moment a Flash Flood Warning is issued for a dam failure?
Secure every animal and move to higher ground immediately, without waiting to confirm anything. The National Weather Service's instruction for a Flash Flood Warning is to "move immediately to high ground" if you are in a flood prone area, and it notes you may have only seconds. Get dogs leashed and cats into carriers first, because a loose frightened animal is what turns a fast evacuation into a slow one, then take whatever go bag is already staged by the door and leave. Move up and out of the low ground rather than along it: NWS Pittsburgh's flash flood instructions are "Go to higher ground Climb to safety!" and "Get out of areas subject to flooding. This includes dips, low spots, canyons, washes, etc." Below a dam the road often runs down the same valley the water will use, so a route that feels like leaving can be a route that stays in the path. Ready.gov is direct that if officials ask you to evacuate, your pet evacuates too, and that pets left behind "may end up lost, injured or worse." The ASPCA's version is blunter: "DO NOT LEAVE YOUR PETS BEHIND. Remember, if it isn’t safe for you, it isn’t safe for your pets." Two limits on that, both of which this site applies to every hazard. Do not drive or walk through moving water to reach an animal; Ready.gov's figure is that six inches of moving water can knock you down and one foot can sweep a vehicle away. And if an animal cannot be found in the seconds a warning gives you, leave anyway rather than delaying your own exit to keep searching.
Do dam failures only happen during storms?
No, and that is the planning problem. The Association of State Dam Safety Officials attributes roughly 34 percent of U.S. dam failures to overtopping, which is rain driven, but attributes about 30 percent to foundation defects and about 20 percent to piping, which is internal erosion from seepage. Add those last two together and roughly half of U.S. dam failures arise from mechanisms that do not require a storm to be underway. ASDSO names five causes in total and puts a percentage on only three of them, leaving cracking and inadequate maintenance unquantified, so the share that needs no storm is if anything understated by that arithmetic rather than overstated. FEMA's emergency action planning guidance treats both cases separately, recommending analysis of both a "sunny day" failure and a failure during flood conditions, and identifies the fair weather case as having the most potential for loss of human life because of surprise. FEMA's flood insurance program states the same idea more simply: "No dam is flood proof." For a pet owner this means a dam plan cannot be a seasonal plan the way hurricane prep is. The staged carrier and leash have to be permanent fixtures, not something you set out when rain is forecast.
