Stuck in Evacuation Traffic With Pets: Heat, Fuel, Water, and When to Turn Around

Some pet emergencies outrun any checklist. If an animal is collapsing, struggling to breathe, or was exposed to something toxic, stop reading and call your veterinarian or the nearest emergency animal hospital now. When officials order an evacuation, go; nothing on this page is worth delaying your own exit. If you are stopped in an evacuation queue right now, do these five things in this order:

  1. Contain every animal. Collar, harness, or latched carrier, so that a door opening for any reason is not also an escape. Put a leash within arm’s reach of the door you would actually use.
  2. Set the climate control deliberately. In heat, air conditioning on, vents aimed at the back seat or the carrier rather than at your own face. In cold, heat on, and read the exhaust rule further down before you idle for long.
  3. Write down your fuel level and the current time. That pairing is your countdown, and you will not remember it accurately in hour six.
  4. Move water, a bowl, and a towel within reach of your seat. Anything in the trunk does not exist for the next several hours.
  5. Look at each animal’s breathing and posture, and keep looking. The AVMA’s heat-stress list is anxiousness, excessive panting, restlessness, excessive drooling, unsteadiness, abnormal gum and tongue color, and collapse, and its instruction is to seek emergency veterinary care if you see any of them. In a cat, do not treat open-mouth breathing as an early warning sign.

Almost everything written about evacuating with pets assumes the car keeps moving. Load the crate, secure the harness, drive to the pet-friendly hotel. The scenario that actually kills people and animals in mass evacuations is the opposite one: a vehicle that has stopped moving on a highway, with nowhere to pull off, for longer than anyone packed for. Florida’s own emergency managers say it directly, that the large number of people who must evacuate will probably cause massive delays and major congestion along most designated evacuation routes, and the larger the storm, the greater the probability of traffic jams and extended travel times. That is not a worst case. That is the published expectation.

Heat: The Clock Starts When the Engine Stops

The National Hurricane Center’s report on Hurricane Rita contains one sentence that belongs on every evacuation checklist ever written: other persons died during the evacuation due to heat exhaustion. Not in the storm. In the queue.

The most-quoted numbers in pet safety are the AVMA’s parked-car figures: an interior temperature rise of about 19 degrees F in 10 minutes, 29 degrees F in 20 minutes, 34 degrees F in 30 minutes, and 43 degrees F in 60 minutes, with the AVMA stating flatly that cracking the windows makes no difference and warning that a vehicle can reach a dangerous temperature even on a day that does not seem hot and even in shade.

Here is the part most articles skip, and it matters enormously in gridlock. Those figures describe a parked, unattended vehicle with nothing cooling the cabin. The AVMA page says nothing about engine status, because it is not written about idling in traffic; we are reading it across to a situation it does not name, and it is worth being honest about that. What carries across is the mechanism. A cabin with no climate control running heats on something like that curve, which means those numbers are not a description of your car while the air conditioner works. They are a close description of your car the moment you shut down to save fuel, or the moment the engine stalls, or the moment you doze off and the engine times out.

That reframes the whole problem. In stopped traffic on a hot day, the traffic is not the hazard. The shutdown decision is the hazard, because that is when the curve starts running. Practical consequences:

  • Never shut down “for a few minutes” in heat and then leave the vehicle, even to walk two cars up to talk to someone. The curve does not pause for a short errand, and the animals cannot open a door.
  • Treat every engine-off interval as timed, and set an actual timer. There is no published safe engine-off interval for a cabin with animals in it, and we are not going to invent one. What the AVMA table gives you is the shape of the slope, and its first data point is a 19 degree F rise at ten minutes. So note the clock time when you shut down, set a repeating phone alarm, and restart on the alarm or on the first change in an animal’s breathing, whichever comes first.
  • Cool before you need to, not after. Pre-cool the cabin hard in the minutes before you shut down. Getting ahead of the heat costs fuel. Catching up to it costs a great deal more, and may not be possible.

Cats are not small dogs on this one. Panting is normal canine thermoregulation and an early sign to act on. In a cat it is not an early sign. Cornell’s Feline Health Center describes noisy open-mouth panting as a feature of respiratory distress and states that any cat showing signs of breathing difficulty, whatever the cause, is at high risk of dying if the respiratory problem is not treated promptly, quoting its own clinician: any time there is a question about an animal’s ability to breathe comfortably, get it to a veterinarian right away. Fuel Is a Life-Support Budget Now, Not a Travel Budget

Once you are stationary, fuel stops being about distance and starts being about hours of climate control for animals that cannot leave the vehicle. That is a different calculation, and it should be made deliberately.

The Department of Energy’s fuel-economy guidance gives the figure to plan against: idling can use a quarter to a half gallon of fuel per hour, depending on engine size and air conditioner use.

Turn that band into hours, because hours are the only form of it that helps in a queue. The arithmetic here is ours, not DOE’s, but it is only division on their published figure. At half a gallon per hour, the pessimistic end, a bigger engine with the air conditioner working, one gallon buys about two hours of climate control. At a quarter gallon per hour it buys about four. Plan against two, because you do not know where your specific vehicle falls and the wide band is the point.

Now do the division once, out loud, when you first stop. Take your gauge reading, subtract the reserve you have decided not to spend, and multiply what is left by two. That number is your cooling window at the conservative end. It converts a gauge you will otherwise glance at anxiously every ten minutes into a figure you can actually make decisions against, several hours before the decision gets urgent.

Evacuation guidance handles the same problem on the front end. Florida’s Division of Emergency Management says to make sure you fill up your car with gas before you leave. Galveston’s hurricane evacuation guidance goes further and tells coastal residents never to operate their vehicles with less than half a tank of fuel during hurricane season. South Carolina’s hurricane guide puts it on its Be Prepared list: fuel up and service vehicles.

The rule that actually helps in the queue is to split the tank in your head:

  1. A reserve you do not spend. Enough to reach an open station once traffic moves. Name the number on the gauge before you start idling, not after.
  2. A working budget for climate control. Everything above the reserve, converted to hours by the arithmetic above. Spend it on keeping animals comfortable, not on being comfortable yourself with the engine running out of habit.
  3. A rule for what happens when you hit the reserve. This is the step most pages get wrong, so it gets its own section below.

Two honest caveats. Hybrids and electric vehicles change the math substantially and we are not going to invent a figure for your specific vehicle; check your own manufacturer’s guidance on cabin conditioning while stationary, and know your own state of charge before you leave. When You Hit the Reserve: The Engine-Off Rule

Most articles end this thought with “open the windows,” which is not good enough, because this page has already told you the AVMA finds that cracking the windows makes no difference. Here is the honest version, in order.

First, containment, before any glass moves. Every animal contained or attached: latched carrier, or harness with the leash already clipped. An open window in stopped highway traffic is a door, and this is the exact moment the page’s opening rule stops being theoretical.

Second, open the windows properly, and only if it is cooler outside than in. The AVMA finding is about a crack in a closed, parked car, and it is correct: a gap does essentially nothing. Fully lowered glass with air genuinely moving through the cabin is a different thing. If it is hotter outside than in, leave them up.

Third, cool the animals directly, because that is the job the engine was doing for you. This is the step the engine-off state actually needs and the one most gridlock advice omits entirely. VCA Animal Hospitals’ heat-stroke first aid is to pour cool, not cold, water over the head, stomach, armpits, and feet, and to mist the animal and place it in the path of a fan or air conditioning, since evaporation is what moves the heat. VCA is equally specific about what not to do: do not cover the animal with wet cloths, because that blocks the evaporative and radiative cooling you are trying to create, and ice packs and rubbing alcohol are no longer recommended. Water plus moving air is the only cooling you have with the engine off, which is precisely why a battery fan and a spare jug earn cabin space over almost anything else you could put there.

Fourth, escalate rather than wait. Cooling in a stopped car is first aid, not treatment. If an animal reaches the AVMA’s sign list, the destination is a veterinarian, and the plan changes from waiting out traffic to reaching care.

Fifth, change the plan. Hitting the reserve is information. It means the wait has outlasted your supply line, and the next section on turning around applies now rather than later.

Carbon Monoxide: The Idling Risk That Is Not About Fuel

Idling outdoors in moving air is not the same hazard as idling in a closed space, but a stationary queue can create the closed-space condition without you deciding to. Snow packed against a tailpipe, floodwater rising around the rear of the vehicle, debris, or being wedged nose-to-tail in a covered structure all obstruct exhaust.

The ASPCA lists vehicle exhaust among common sources of carbon monoxide exposure for pets, and states the prevention rule in one line: never run engines in a closed area. It also notes that carbon monoxide is roughly the same density as room air, so animals close to the ground are at no more risk than taller animals, which is a useful correction to the instinct that a dog on the floor is somehow safer. The signs it lists in animals include depression, vomiting, weakness, difficult or labored breathing, seizures, and cardiac arrhythmias.

Water: What Matters Is What You Can Reach From the Driver’s Seat

Every authority gives a water figure and they are all worth following. The AVMA’s evacuation kit list calls for at least seven days’ supply of water. The ASPCA’s disaster kit calls for at least seven days’ worth of bottled water for each person and pet. South Carolina’s pet go-kit list calls for three days of water and food per pet.

In gridlock, none of that helps if it is in the trunk, and on a reversed or contraflow route you may be a long way from a place to stop and get to it. TxDOT defines contraflow as vehicles traveling in the opposite direction of a lane’s normal traffic flow, which is exactly the condition in which your options narrow. So the operational rule is narrower than the storage rule: a reachable jug, a bowl, and a towel stay in the cabin. Everything else is resupply for later.

A few things that follow from being stationary rather than driving:

  • Offer water more often, in smaller amounts. A stationary animal in a warm cabin is losing water to panting whether or not it looks thirsty.
  • Drinking water goes in a bowl, not free-poured into a crate. A crate soaked with drinking water leaves the animal sitting in it, and a spilled jug you cannot refill is a real loss. This is a rule about drinking water only. If an animal is showing heat stress, deliberately wetting the animal is the correct move and not a mistake: that is the VCA first-aid step in the engine-off rule above, and it is worth carrying a jug specifically so you can spend one on cooling rather than on drinking.
  • Do not ration below comfort to preserve supply. If you are close enough to running out of water that rationing feels necessary, that is a signal to change the plan, not to give the animals less.

Toileting: Plan for It to Happen Inside the Vehicle

This is the section that most distinguishes gridlock from ordinary evacuation driving, and the reason is structural, not personal.

South Carolina’s emergency managers describe a lane reversal as a multi-step process in which, during setup and initiation, all entry points to the reversed lanes will be closed, and once the exits have been closed the Highway Patrol uses troopers to flush the reversed lanes before the reversal begins. Read that carefully, because it is widely misreported: what is closed is the entry points, the on-ramps. SCEMD does publish designated exits from the reversed lanes, listing Exits 187, 165, 159, 149, 139, 129, and 125 with a note that the list is subject to change, and it notes that some rest areas along I-26 will be enhanced with additional facilities and that state weigh stations will be available as comfort stations.

So the accurate picture is not “there are no exits.” It is narrower and more useful than that: on a reversed route your stops are the specific ones the state designated, they can be many miles apart, and the ordinary ramp you had in mind is probably not one of them. Motorists are also told plainly not to move cones, barricades, or other equipment to drive around them. Between designated stops, in a queue that is not moving, the bathroom happens in the car.

For cats: a carrier lined so an accident does not leave the animal sitting in it, plus the litter box, litter, and clean-up supplies that South Carolina’s own pet go-kit list already calls for. Cornell’s Feline Health Center notes that a stressful situation such as a long automobile trip may produce a brief episode of loose bowels, so treat an accident as expected physiology rather than a training failure. Cornell also says that if diarrhea persists longer than a day or two and the cat is showing systemic signs such as poor appetite, lethargy, or vomiting, seek veterinary care as soon as possible. For dogs, an actual method rather than a gear list:

  • Put the pad in a footwell, not the cargo area. Behind the passenger seat is usually the flattest surface you can reach from your own seat without opening a door, which is the whole constraint.
  • Lay it before you need it. A dog that has been holding it for eight hours will not wait while you dig through a bag in the dark.
  • Bag it, seal it, and move it away from the animals. Keep the sealed bag out of the airflow path from the vents and away from bedding. Over nine hours in a cabin you cannot air out, this stops being a tidiness question and starts being about whether the space stays tolerable for everyone in it.
  • Keep a second set of everything. Pads, sealable bags, paper towels, and something to wipe the dog itself. One accident is likely; assuming exactly one is optimistic.
  • Try the pad at home first, in a season when nothing is happening. A stopped highway is the worst possible place for a house-trained dog to encounter one for the first time.

A dog that has held it for eight hours and then goes in the footwell has done nothing wrong. If a door does open at all: leash or harness first, before the latch moves, every single time. A panicked animal loose on an active roadway is the failure mode with the worst possible outcome, and it is the one thing on this page you cannot undo. Motion Sickness, Feeding, and Stress in a Car That Is Barely Moving

Stop-and-crawl movement is worse for many animals than steady driving, and hours of it compound with the noise, the heat, and an owner who is visibly stressed.

Cornell’s Riney Canine Health Center gives two concrete, conservative measures. Avoid feeding your pet 4 to 6 hours before travel to reduce the risk of nausea. And if your dog drools or vomits when traveling, talk to your veterinarian about anti-nausea medication to give a few hours before the next trip.

Read the fasting line in the context Cornell actually gives it. It appears alongside advice to plan frequent stops so a pet can stretch, relieve itself, and hydrate, which describes a normal trip, not an open-ended immobilization, and Cornell publishes no medical exceptions to it. That does not make it wrong. It makes it pre-trip advice about nausea rather than a feeding rule for an eleven-hour wait.

It is also not automatically your animal’s rule. If your pet is diabetic or on any medication timed to meals, is a puppy or kitten or a very small or toy breed, or is pregnant or nursing, the feeding schedule is a medical question and not a travel-comfort question. Ask your own veterinarian how it should work on a long evacuation day, and ask before a season starts rather than from a stopped car. Both of Cornell’s measures are pre-trip actions, which is the honest framing: the anti-nausea plan is something you build with your own veterinarian in advance, not something to improvise in a stopped car. Do not give a human medication, a leftover prescription from another animal, or a dose you found in a forum. If your pet vomits repeatedly, cannot keep water down, or becomes lethargic, that is a call to your vet.

The same pre-loading logic covers stress. One thing that is genuinely within your control in hour six: your own volume. Animals read tone and posture. Keeping the cabin quiet and predictable is a real intervention, and it costs nothing.

Nobody Is Coming to Your Window

Virginia’s after-action report on the January 2022 I-95 shutdown is the clearest published record of what a long stationary queue does to ordinary drivers, and of how little outside help arrives. By 3:00 a.m. on January 4, the report describes clusters of disabled cars and tractor trailers intermittently scattered along a 40-mile stretch of I-95 in both directions, with alternate routes impassable. The last trapped motorists were not cleared until roughly 3:30 p.m. that same afternoon, and the highway did not reopen until 7:30 p.m.

Asked why state agencies did not provide direct assistance to stranded motorists, the report explains that a formal wellness-check mission would have meant tasking responders to personally check each car in the queue, and that VDOT and the State Police concluded the best way to help stranded motorists was to clear the incidents, remove the snow, and get traffic moving again. Localities did open shelters and warming centers, but the report states that they were not positioned to respond to stranded motorists specifically and that there was no feasible way to move motorists out of their vehicles and into shelters. On the National Guard, the report is equally direct: standing procedures require 12 to 24 hours before personnel can be on scene, so the Guard would not have been able to provide direct assistance.

What did happen is worth knowing precisely, because it sets a realistic expectation rather than a cynical one. During the overnight hours, VDOT staff and troopers walked on the ice between cars to check on motorists between clearing incidents, and some distributed cold-weather supplies they keep in their own vehicles for their own personal preparedness. They were limited, the report says, by what they could carry in their arms and by how far their radios reached from their vehicles.

The report’s own recommendation to the public follows from that: if you decide to travel in conditions like these, be prepared, for example by packing food, water, and blankets, in case you get stuck for an extended period.

There is a second lesson in that report for anyone who will be reading their phone in the queue. The Wireless Emergency Alert sent to stuck motorists said help was coming with supplies and to move them, and the report notes that stranded drivers mistakenly interpreted the alert to mean emergency workers would soon be there. Read official messages as direction, not as a delivery estimate.

For your animals, the conclusion is simple and load-bearing: the supplies that exist for your pets during a multi-hour queue are the supplies inside your car. When to Turn Around, Re-Route, or Leave the Vehicle

Three different decisions get collapsed into “should we bail,” and separating them is what makes the choice manageable.

Decision 1: Shorten the destination

This is the one most people never consider and it is the one official guidance pushes hardest. Florida’s Division of Emergency Management says you only need to evacuate tens of miles, not hundreds, and advises selecting an evacuation destination nearest to your home, preferably in the same county, or at least minimizing the distance traveled. Their stated reason is a practical one about capacity: hotels and other sheltering options in most inland metropolitan areas are likely to be filled very quickly in a large, multi-county hurricane evacuation event. Driving farther does not buy you a better bed; it usually buys you more hours in the queue and the same shortage at the end of it.

With animals aboard, this is often the highest-value move available. A pet-friendly room, a boarding facility, or a friend’s house closer in converts an all-night crawl into a manageable trip. Decision 2: Change the route

Sometimes correct, sometimes catastrophic, and the deciding factor is information rather than instinct. On the I-95 queue, alternate routes remained impassable, so leaving the interstate would have traded a bad situation for a worse one. During a lane reversal your options are limited to the designated exits, which may be well past where you are sitting.

Get real information before moving: official alerts, the state DOT traffic feed, and a downloaded offline map. Decision 3: Leave the vehicle, and only for the right hazard

This is a last resort, and the correct answer depends entirely on which hazard is arriving. The two most common hazards point in opposite directions, so this is the one place on the page where following the wrong rule is worse than having no rule.

Tornado: the vehicle is not the refuge. The National Weather Service is explicit that being in a vehicle during a tornado is not safe, that the best course of action is to drive to the closest shelter, and that if you cannot make it to safe shelter you should either get down in your car and cover your head or abandon your car and seek shelter in a low-lying area such as a ditch or ravine.

Wildfire: the vehicle is the refuge, and the guidance is the reverse. The clearest published federal guidance on being caught in a vehicle by a wildfire is NWCG’s Six Minutes for Safety briefing on vehicle entrapment. It is written for wildland fire crews rather than for evacuating families, so read it as mechanism rather than as a consumer checklist, but the mechanism is the part that matters: park in an area void of vegetation, set the parking brake, leave the motor running at high RPM, keep the vehicle lights on, roll up the windows and do not lock the doors since someone else might need to get in, remain as low in the vehicle as possible, and cover your nose and mouth. It warns that temperatures may reach over 200 degrees Fahrenheit. Nothing on that list is “open the windows,” and nothing on it is “get out and walk.”

That distinction matters here because the most-quoted Camp Fire detail cuts the other way. Cal OES documented that traffic became so congested that many residents began to flee on foot, with residents who could still drive stopping to pick up others whose cars had been ignited. That is a record of what people did under fire, not a recommendation, and it should not be read as a wildfire tactic to adopt with animals in the car.

Two things make this branch survivable with animals whichever hazard you are facing, and both have to be decided before you are in it:

  • Every animal leaves the car contained or attached. Carrier, harness with a leash already clipped, or in-arms for the smallest. Cal OES recorded roughly 4,000 animals separated from their owners during the Camp Fire, and while the report does not attribute those separations to any single cause, it is the scale of what a chaotic evacuation produces.   • Know that your abandoned car becomes an obstacle. Cal OES reported bulldozers being used to clear evacuation routes of abandoned vehicles, fallen trees, telephone lines, and debris so that gridlocked residents could evacuate. If you have any choice at all about where the vehicle ends up, off the travel lanes is better for everyone still behind you.

The Record These Rules Come From

Everything above is built on three events documented in primary government records rather than folklore. If you are reading this before a season rather than during a queue, this is the part worth sitting with.

Hurricane Rita, 2005. The National Hurricane Center’s tropical cyclone report describes Rita’s approach as provoking one of the largest evacuations in United States history, with media reports indicating the number of Texas evacuees could have exceeded two million. Seven fatalities were directly attributed to the storm’s forces. At least 55 indirect fatalities were reported in Texas, including a bus accident south of Dallas during the evacuation that killed more than 20 people, mostly elderly evacuees from a nursing home. And, as noted at the top of the heat section, other persons died during the evacuation due to heat exhaustion. The killer, in the official record, was substantially the evacuation itself.

The Camp Fire, 2018. Cal OES’s after-action report describes evacuation routes gridlocked and exits blocked by rapid fire spread. NIST’s reconstruction of the same fire counts at least 19 burnover events, some involving downed power lines or flaming vegetation that blocked roads, causing gridlock and putting lives in danger. None of those three were survivable on a half-empty water bottle and a hopeful attitude. That is the standard this page is written to.

There is no published hour figure, and anyone giving you one is guessing. The honest answer is that the limit is set by three things you can actually monitor: whether the cabin is being actively cooled or heated, whether you still have water within reach, and how the animal is behaving. The AVMA's well-known parked-car data (roughly 19 degrees F of rise in 10 minutes and 43 degrees F in an hour) describes a parked, unattended vehicle with no climate control running, so it describes what happens after you shut down to save fuel, not while the air conditioner is running. Treat the engine-off state as the countdown and the running state as borrowed time paid for in fuel. Should I keep the engine running to keep the air conditioning on for my pet?

In heat, yes, and budget the fuel for it deliberately. The Department of Energy's fuel-economy guidance states that idling can use a quarter to a half gallon of fuel per hour depending on engine size and air conditioner use. Turn that into hours before you need to: at the pessimistic half-gallon end, one gallon buys roughly two hours of climate control, and at the quarter-gallon end roughly four. Plan against two. The practical approach used by evacuation guidance is to start with a full tank: Florida's Division of Emergency Management says to fill up before you leave, and Galveston's hurricane guidance tells coastal residents never to operate a vehicle with less than half a tank during hurricane season. Pick a reserve level you will not spend, so that when traffic finally moves you still have fuel to reach a station that is open. If the exhaust pipe is ever obstructed, by snow, floodwater, or debris, stop idling: the ASPCA lists vehicle exhaust among common carbon monoxide sources and its prevention rule is to never run engines in a closed area.

What do I do about my pet needing to go to the bathroom in stopped traffic?

Plan for the bathroom to happen inside the vehicle, because the shoulder is usually not an option and the exits may be far apart. South Carolina's emergency managers state that during the setup of a lane reversal all entry points to the reversed lanes are closed, and they publish a limited list of designated exits from the reversed lanes along with enhanced rest areas and weigh stations serving as comfort stations. That is the whole menu on a reversed route, so the ordinary ramp you had in mind may not be on it. Carry what the SCEMD pet go-kit list already calls for, a litter box, litter, and clean-up supplies, plus pads and sealable bags, and set a cat up in a carrier lined so that an accident does not soak the animal. Put a dog's pad in a footwell you can reach from your own seat, and lay it before you need it rather than digging for it in the dark. Cornell's Feline Health Center notes that a stressful situation such as a long automobile trip may produce a brief episode of loose bowels, so an accident is a normal outcome, not a failure. If a door does open, the leash or harness goes on first, every time, with no exceptions.

My dog gets carsick. What can I do if we are going to be in the car for many hours?

Set it up before you leave, because gridlock is the worst place to start experimenting. Cornell's Riney Canine Health Center advises avoiding feeding your pet 4 to 6 hours before travel to reduce the risk of nausea, and says that if your dog drools or vomits when traveling you should talk to your veterinarian about anti-nausea medication to give a few hours before your next trip. Read the fasting line in its actual context: Cornell gives it alongside advice to plan frequent stops so a pet can stretch, relieve itself, and hydrate, which is a normal trip rather than an open-ended immobilization, and Cornell publishes no medical exceptions to it. If your animal is diabetic or on any medication timed to meals, is a puppy or kitten or a very small breed, or is pregnant or nursing, the feeding schedule is a medical question and the fasting advice is not automatically yours. Ask your own veterinarian before a season starts. Do not give a human medication, a leftover prescription, or a dose you found online. If your pet vomits repeatedly, cannot keep water down, or becomes lethargic, that is a call to your veterinarian, and for a suspected ingestion the ASPCA Animal Poison Control Center is reachable 24 hours a day, 365 days a year, at (888) 426-4435; a consultation fee may apply.

Is anyone going to come help me if I am stuck for many hours with animals in the car?

Plan on no. Virginia's after-action report on the January 2022 I-95 shutdown is unusually blunt about this. State agencies considered formal wellness checks and concluded that the best way to help stranded motorists was to clear the highway instead, that shelters opened by localities were not positioned to respond to stranded motorists and there was no feasible way to move motorists out of their vehicles and into shelters, and that the National Guard needs 12 to 24 hours to mobilize and would not have been able to provide direct assistance. Troopers and highway staff who did walk the queue distributed cold-weather supplies from their own vehicles and were limited by what they could carry in their arms. The report's own recommendation to the public is to be prepared by packing food, water, and blankets in case of getting stuck for an extended period. Your car is your supply line.

When should I turn around or abandon the route during an evacuation?

There are three separate decisions and they are not the same. First, shorten the trip: Florida's Division of Emergency Management is explicit that you only need to evacuate tens of miles, not hundreds, and advises selecting a destination nearest to your home, preferably in the same county, noting that hotels and other sheltering options in most inland metropolitan areas are likely to be filled very quickly in a large, multi-county evacuation. A pet-friendly stop closer in is often the correct answer rather than an all-night crawl. Second, change the route: if a shorter inland destination or a different road is reachable, taking it is usually better than holding a lane that is not moving, though on the I-95 queue alternate routes remained impassable. Third, leave the vehicle, and here the right answer depends entirely on the hazard. The National Weather Service states plainly that being in a vehicle during a tornado is not safe and that if you cannot reach a safe shelter you should either get down in your car and cover your head or abandon the car for a low-lying area. Wildfire runs the opposite way: NWCG's vehicle entrapment guidance, written for wildland fire crews, says to roll up the windows, leave the doors unlocked, keep the motor running, and remain as low in the vehicle as possible, and warns that temperatures may reach over 200 degrees Fahrenheit. Cal OES documented that Camp Fire traffic became so congested that many residents began to flee on foot, but that is a record of what happened, not a recommendation.
