Keeping Pets Safe in a Heat Emergency When the House Has No Air Conditioning

Some pet emergencies outrun any checklist. If an animal is collapsing, struggling to breathe, or was exposed to something toxic, stop reading and call your veterinarian or the nearest emergency animal hospital now. When officials order an evacuation, go; nothing on this page is worth delaying your own exit. The very next sentence in that paragraph hands the humidity question to a named human: relative humidity must be maintained "in accordance with the directions of the attending veterinarian and generally accepted professional and husbandry practices." Do not read that number next to CDC's 90°F and conclude that animal guidance is converging on something. They are different bodies, different scopes, different meanings.
- The human plan and the veterinary plan for a room pull in opposite directions, and you should know that before you close a door. UKHSA's guidance tells people to "move to a cooler part of the house, especially for sleeping." Purdue Extension's VA-16-W states that "enclosure size and number of enclosures present in the facility may result in the effective ambient temperature near the dog differing from the temperature of the room as a whole", and that the substrate and "the number of dogs per enclosure, also influence the effective ambient temperature." It says the count matters. It publishes no figure for it, and neither do we.
The power is on. The lights work, the refrigerator hums, the phone charges. Nothing has failed except the house itself, which was built in a place and a decade where nobody expected it to need air conditioning, and which is now sitting inside a heat event it was never designed for. There is no unit to lose. There is nothing to restore.
That is a different problem from the one most heat-and-pets writing solves. The usual article assumes a home that normally has cooling and lost it, so its answer is a battery, a generator, or a gear list that buys hours until the grid comes back. None of that applies here. Your grid is fine. What you have is a building that gains heat faster than it sheds it, a fan or two, some windows, and animals who cannot tell you how they are doing.
So this page is about the building, and about a much less comfortable question underneath it: what does anyone actually publish for this situation, and how much of it was written about a species that is not in your house?
The answer, worked source by source below, is that almost every usable number in this space was written for a human body. Four agencies publish four different temperatures at which a fan stops helping a person, and they do not agree with each other. One federal regulation publishes 85 °F, and it is a compliance trigger for licensed kennels rather than a physiological cutoff for your dog. A veterinary college publication says out loud that the temperature recommendations owners want do not exist. That is the real state of the evidence, and a page that hides it behind a confident number would be doing you harm dressed up as help.
What follows is the published material, quoted, with its scope attached, plus the specific questions to take to the specific humans who can answer them.
The Rule That Outranks Everything Else on This Page
Heat kills people. Ready.gov’s Extreme Heat page, last updated 07/16/2026, opens with the plain version: “Extreme heat is responsible for the highest number of annual deaths among all weather-related hazards.”
Nothing below is worth taking a risk with your own body to accomplish. If the house is beyond what you can tolerate, the instruction from every agency read for this page is the same, and it is to leave and go somewhere cooler. EPA’s Extreme Heat and Indoor Air Quality page puts it as a planning step: “If you don’t have air conditioning, plan where to go to keep cool during extreme heat. For example, public cooling centers or other buildings like malls and libraries may offer some relief during the day. During an extreme heat event, spend as much time as you can in locations with air conditioning.”
If your pet cannot come with you, that is a genuine and painful cost, and the section on cooling centers below states it plainly rather than working around it. But it is a cost, not a reason to stay in a building that is hurting you. A person who collapses at home is not in a position to help any animal, and the calculation does not change because the animal is frightened or because leaving feels like abandonment.

The Signs of Heat Illness in a Person, and When to Call 911
This page names “learning the signs of heat illness” as one of the few things that actually works in the moment, so here are the signs, in the words of the two agencies that publish them. They are two separate lists from two separate agencies. They are not merged into one here, and neither one is about an animal.
CDC publishes its Warning Signs and Symptoms of Heat-Related Illness flyer through its National Center for Environmental Health, dated April 24, 2024. In its own words:
HEAT STROKE. What to look for: “High body temperature (103°F or higher),” “Hot, red, dry, or damp skin,” “Fast, strong pulse,” “Headache,” “Dizziness,” “Nausea,” “Confusion,” “Losing consciousness (passing out).” What to do: “Call 911 right away-heat stroke is a medical emergency,” “Move the person to a cooler place,” “Help lower the person’s temperature with cool cloths or a cool bath,” “Do not give the person anything to drink.”
HEAT EXHAUSTION. What to look for: “Heavy sweating,” “Cold, pale, and clammy skin,” “Fast, weak pulse,” “Nausea or vomiting,” “Muscle cramps,” “Tiredness or weakness,” “Dizziness,” “Headache,” “Fainting (passing out).” What to do: “Move to a cool place,” “Loosen your clothes,” “Put cool, wet cloths on your body or take a cool bath,” “Sip water.” Get medical help right away if: “You are throwing up,” “Your symptoms get worse,” “Your symptoms last longer than 1 hour.”
HEAT CRAMPS. What to look for: “Heavy sweating during intense exercise,” “Muscle pain or spasms.” Get medical help right away if: “Cramps last longer than 1 hour,” “You’re on a low-sodium diet,” “You have heart problems.”
Ready.gov, on the same Extreme Heat page cited throughout this article, opens its own signs section with the routing instruction: “Know the signs of heat-related illnesses and ways to respond. If you are sick and need medical attention, contact your healthcare provider for advice and shelter in place if you can. If you are experiencing a medical emergency call 9-1-1.” Its own signs, in its own words:
HEAT STROKE. Signs: “Extremely high body temperature (above 103 degrees F)”, “Red, hot and dry skin with no sweat”, “Rapid, strong pulse”, “Dizziness, confusion or unconsciousness.” “If you suspect heat stroke, call 9-1-1 or take the person to a hospital immediately. If possible, move the person suffering from heat stroke into a cool, shaded area. Remove any outer clothing. Place a cold, wet cloth or ice pack on the head, neck, armpits, and groin. Alternatively, soak the person’s clothing with cool water. Elevate their feet.”
HEAT EXHAUSTION. Signs: “Heavy sweating, paleness, muscle cramps, tiredness, weakness, fast or weak pulse, dizziness, headache, fainting, nausea, vomiting.” “If you have signs of heat cramps or heat exhaustion, go to a cooler location and cool down by removing excess clothing and taking sips of sports drinks or water. Call your healthcare provider if symptoms get worse or last more than an hour.”
Two agencies, two independently published lists, and they agree on the part that decides everything else: heat stroke is a 911 call, not a wait-and-see. Confusion, red hot dry skin with no sweat, and a rapid pulse are the signs that end whatever you were doing and start a phone call.
Everything past this point on the page is about the animal. Nowhere else on this page do your own signs get a section, so read this one again before you read those.
Four Agencies, Four Fan Numbers, None of Them About Your Pet
The single most-searched question for a house with no cooling is whether the fan is doing anything. It has an answer for people, and the answer is unexpectedly messy.
Here is what five official bodies publish, quoted from their own pages as read on August 11, 2026.

Read down the middle column. CDC publishes 90°F. EPA’s web page publishes the mid-90s. UKHSA publishes 35°C. WHO publishes 40°C, which is 104°F in WHO’s own conversion. Those are not four ways of saying one thing. Between the lowest and the highest published cutoff there is a spread wide enough to cover an entire heat wave.
None of them is written about a dog, a cat, a rabbit, or a bird.
The exact temperature is contested, and the research says so
If it feels like these agencies ought to be able to agree, the literature explains why they cannot.
The Cochrane systematic review on this exact question, Electric fans for reducing adverse health impacts in heatwaves (Gupta and colleagues, Cochrane Database of Systematic Reviews 2012, Issue 7, CD009888), searched for randomised trials and other experimental designs comparing fan use with no fans during a heatwave and reported: “We did not identify any eligible studies despite the extensive searching and correspondence with several experts in this topic area.” Its conclusion is a refusal to take a side: “The evidence we identified does not resolve uncertainties about the health effects of electric fans during heatwaves. Therefore, this review does not support or refute the use of electric fans during a heatwave.” The sentence immediately after that tells readers to consider the state of the evidence and to make themselves aware of local policy or guidelines when deciding whether to use fans, which is exactly the position the four disagreeing agencies above put you in.
More recent work has pushed at the number rather than settling it. Bröde and Kampmann, writing in Biology in 2023 (volume 12, issue 6, article 802), open by noting that “health policies have advised against using ventilators or fans under heat wave conditions with air temperatures above the typical skin temperature of 35 °C” and that “Recent research, mostly with sedentary participants, suggests mitigating the effects of wind at even higher temperatures, depending on the humidity level.” Their own result was that increasing wind speed lowered physiological heat strain below 35 °C “but also for higher temperatures with humidity levels above 2 kPa water vapor pressure concerning heart rate and core temperature.”
Two things about that study matter more than its headline. First, humidity is the variable that moves the answer, which is why a single air-temperature cutoff was always going to be a simplification. Second, read the population: the paper describes “198 laboratory experiments completed by five young, semi-nude, heat-acclimated, moderately exercising males walking the treadmill.” Five men. That is a finding about the physics of human skin, not a rule for a household, and certainly not a rule for a household with animals in it.
So the honest summary of the fan question, for people, is: there is a real effect, it depends on humidity as much as temperature, the agencies have not converged on a number, and the systematic review found no trials at all. Anyone who tells you the cutoff is settled has not read the sources.
Why the Human Fan Number Cannot Be Borrowed for Your Dog
Here is the part that decides the whole page, and it is a mechanism rather than a caveat.
EPA’s Extreme Heat and Indoor Air Quality page explains what a fan is actually doing for a person: “Know that portable electric fans do not cool air. They just move the air around and keep you cool by helping to evaporate your sweat.” The next line on that page moves straight into ventilation and shading strategies, so the sentence is doing exactly one job: naming sweat evaporation as the mechanism the fan is assisting.
A dog does not cool itself that way.
Purdue Extension’s Temperature Requirements for Dogs, publication VA-16-W, written by Mary Jordan, Amy E. Bauer, Judith L. Stella and Candace Croney of the Center for Animal Welfare Science in Purdue’s College of Veterinary Medicine and dated October 2016, states it directly: “Heat loss through sweating from the feet and nose is minimal, and as ambient temperatures rise above 31°C (87.8°F), heat is no longer lost through the skin (Stanley, 1980). As temperatures approach or exceed the dog’s body temperature, heat loss by evaporation through panting becomes the only available means by which the dog can cool itself (Klein, 2012).”
The sentence that follows in that same paragraph is the one to carry with you into a closed-up room: “It should be noted that increased humidity, dehydration, confinement in closed spaces with poor ventilation, and upper respiratory tract complications, such as being brachycephalic (short-nosed, like a bulldog, pug or boxer) can all impede the effectiveness of panting (Drobatz, 2015).”
The peer-reviewed veterinary literature says the same thing. The 2022 review Heat stroke in dogs by Caldas, Barbosa da Silva and Barauna Junior, published in Veterinarni Medicina (volume 67, issue 7, pages 354 to 364), states: “Evaporation through the respiratory tract is the main form of heat loss in dogs (Drobatz 2015).” Its next sentence carries the qualifier that keeps this from being a universal rule: “In brachycephalic breeds, this mechanism may be compromised due to the presence of primary morpho-functional alterations, such as, nostril stenosis, soft palate thickening, tracheal hypoplasia and excessive nasopharyngeal turbinates that characterise the brachycephalic syndrome.” The same review lists, among the exogenous causes of heat stroke, “lack of acclimatisation, water deprivation, high environmental humidity and poorly ventilated environments.”
Put those together and the transfer fails at the first step. The fan is helping a human evaporate sweat. The dog’s principal evaporative route is respiratory, not cutaneous, and it runs through an airway that humidity, dehydration, poor ventilation and a short muzzle can each degrade. A number derived from human skin does not describe that system, and no source located for this page publishes a fan cutoff written for an animal.
A local health department says the practical version out loud. Multnomah County, Oregon, on a page last reviewed June 10, 2026, states: “Pets are cooled primarily by panting and the pads of their paws. Fans do little to cool them off.” The line immediately after it introduces the county’s list of steps for keeping pets comfortable during a heat wave, so it is a framing sentence rather than a throwaway: the county is telling residents not to build the plan on the fan.
That does not make a fan useless. It makes it ventilation. Poorly ventilated environments are on the veterinary list of things that cause heat stroke, and moving air out of a room is a real job. It is simply not the same job as cooling an animal, and treating it as though it were is the specific mistake this section exists to prevent.
The 85 °F Figure, and Exactly What It Binds
Search long enough and you will find 85 °F attached to dogs. It is real, it is federal, and it is not what most people who quote it think it is.
The source is 9 CFR 3.2, “Indoor housing facilities”, in the Animal Welfare Act standards. Subsection (b) states: “Auxiliary ventilation, such as fans, blowers, or air conditioning must be provided when the ambient temperature is 85 °F (29.5 °C) or higher.”
The sentence that follows it in that same subsection is the one that almost never gets quoted, and it changes what the paragraph is telling you to do: “The relative humidity must be maintained at a level that ensures the health and well-being of the dogs or cats housed therein, in accordance with the directions of the attending veterinarian and generally accepted professional and husbandry practices.” The regulation itself hands the second half of the problem to a named human being. It does not publish a humidity number. It names a veterinarian.
Subsection (a) of the same section carries a second 85 °F, this one a ceiling rather than a trigger: the ambient temperature “must not rise above 85 °F (29.5 °C) for more than 4 consecutive hours when dogs or cats are present.” That subsection also contains one of the exceptions this project has learned to look for. Its 50 °F cold floor is written “except as approved by the attending veterinarian”, and the paragraph closes with “The preceding requirements are in addition to, not in place of, all other requirements pertaining to climatic conditions in parts 2 and 3 of this chapter.” In other words, even inside the regulation, these numbers are a floor on top of other obligations rather than a complete answer.
Now the scope, which is the whole point. Part 3 Subpart A is titled “Specifications for the Humane Handling, Care, Treatment, and Transportation of Dogs and Cats”, and it is a standard for entities the Animal Welfare Act reaches. 9 CFR 2.1(a)(1) states: “No person shall operate as a dealer, exhibitor, or operator of an auction sale, without a valid license, except persons who are exempt from the licensing requirements under paragraph (a)(3) of this section.” These are the rules a licensed breeder, dealer, exhibitor or registered research facility is inspected against. They are not a code for your living room, and USDA does not inspect your living room.
Do not let these two numbers collapse into one
You have now read CDC’s 90°F for human fan use and 9 CFR’s 85 °F for facility ventilation within a few hundred words of each other, and the natural reading is that animal guidance is quietly converging on something in the eighties. It is not, and the convergence is an illusion produced by putting the numbers on the same page.
CDC’s figure is a physiological statement about a human body: above it, a fan can increase body temperature in a person. The regulation’s figure is a compliance trigger: above it, a licensed facility must have auxiliary ventilation running, whether or not a single animal in the building is in distress. One is about when a device stops helping a person. The other is about when a business becomes non-compliant. Neither is the temperature at which your dog is in trouble, and Purdue’s publication says explicitly that the temperature at which your dog is in trouble has not been established.
If you take one thing from this section, take that the useful version of the 85 °F rule is not the number. It is the shape of the rule: at some ambient temperature, a facility is expected to stop relying on the building alone and start moving air deliberately. That is a reasonable prompt to check your own room. It is not a threshold, and it is not permission to stop watching the animal.
The Room: What Is Published, and What Is Missing
The strategy for a house with no cooling is not to cool the house. It is to stop one part of it from getting as hot as the rest, and to move heat out at the only hour when the outside air will cooperate. Every agency read for this page describes some version of that sequence. None of them describes it for animals.
The published sequence
EPA’s pet fact sheet, Protect Your Pets From Wildfire Smoke (EPA-452/F-26-007, June 2026), is the one federal document that publishes a no-air-conditioning routine on a page about pets. Its instruction reads: “If you do not have air conditioning, close blinds and shades before it gets hot to keep your house cooler. At night when it is cooler, open the windows and use fans to exhaust hot air from rooms or draw in cooler air. Then close the windows and use a portable air cleaner to remove smoke.” The bullet after it tells readers to keep indoor air clean by avoiding cooking, especially frying or broiling, and by not vacuuming, burning candles, using a fireplace or woodstove, or smoking or vaping.
EPA’s Extreme Heat and Indoor Air Quality page publishes the same idea with the decision rule attached: “In general, if the air outside is hotter than the air inside, close the windows. If the air outside is cooler, open the shades or drapes, and the windows.” On shading it adds a detail worth acting on before a heat wave rather than during one: “Cover windows that receive morning and afternoon sun with shades to help limit a rise in indoor temperatures”, and “Outdoor awnings and louvers can reduce the heat that enters a home more than indoor shades.” It also names the bigger project: “More significant projects, such as properly air sealing and insulating your attic, may reduce how much your home heats up during extreme heat events.”
Ready.gov’s before-the-heat list runs parallel, and every item on it is something you do on a calm day: cover windows with drapes or shades, weather-strip doors and windows, use window reflectors designed to reflect heat back outside, add insulation, and use a powered attic ventilator or attic fan to remove hot air from the attic. Read that list honestly and it is a list of things that cannot be done at 4 p.m. on the worst day of the year.
WHO’s fact sheet states the night step and the reason in one line: “Use the night air to cool down your home by opening windows after dark when the outdoor temperature is lower than the indoor temperature.” It adds a step people skip: “During the day when outdoor temperatures are higher than indoors, close windows and cover them with blinds or shutters to block direct sunlight. Turn off as many electrical devices as possible.”
Which room, and the two rules that fight each other
Here is where the published guidance runs out and the honest version begins.
The nearest thing to a room-selection rule is EPA’s How to Create a Cleaner Air Room at Home (EPA-452/F-26-005, June 2026), and it is written for wildfire smoke, not heat. Step one states: “Choose a room. Pick a room big enough for everyone in your household to be comfortable. A bedroom with an attached bathroom is a good choice.” Step two carries a warning that applies just as hard in a heat event: “Prevent smoke from entering the room. Close windows and doors, but do not do anything that makes it hard to leave the room in an emergency.” Step three is the tell for our purposes. It reads “Stay cool. Run fans, window air conditioners, or central air conditioning.” The cleaner-air room, as EPA describes it, assumes you have cooling. Yours does not.
UKHSA’s guidance gives the heat version in seven words: “move to a cooler part of the house, especially for sleeping.” No selection criteria, no square footage, no animals.
And then the veterinary advice points the other way. The AVMA’s warm weather pet safety page, under a heading about keeping pets at home, states: “Provide different temperature zones within your house for your pet’s comfort.” The sentence immediately after it is the never-leave-a-pet-in-a-car warning, so the zones line is standing on its own as a housing instruction, not as a preamble to something else.
Purdue’s VA-16-W says why, in a passage about kennels that names homes explicitly: “It is necessary to provide options for dogs to cope with both cold and heat stress, and to behaviorally thermoregulate by changing postures, seeking shelter from weather, being provided bedding and heated or cooled areas in kennels and homes.” EPA’s pet fact sheet quietly corroborates the same instinct in cats, listing among the signs of heat exposure that cats may “exhibit restless behavior, search for a cool spot, pant, drool, and have sweaty paws.” An animal looking for a cool spot needs a cool spot to find.
So you have three published sentences that do not fit together in one room:
- Consolidate into the coolest part of the house (UKHSA, written for people).
- Give the animal different temperature zones to choose between (AVMA, written for pets).
- “Do not use an electric fan in a closed room.” (EPA, written for people.)
A single room, door shut, fan running, is out of step with all three at once. That is not a reason to abandon the cool-room idea. It is a reason to build it deliberately: pick the room that is genuinely coolest in your particular house, keep a path open so the animal can leave it for a different surface or a different temperature, do not seal the exit, and put a thermometer in the room rather than trusting the way it feels when you walk in from outside.
What no source publishes about the room
Searches run for this page across epa.gov, cdc.gov, ready.gov, who.int, gov.uk, avma.org, ecfr.gov and extension.purdue.edu, using terms including cool room, coolest room, room selection for heat, and safe indoor temperature for dogs, did not surface any of the following within those eight domains, and for three of the four that absence is a finding rather than an oversight on our part:
- A published rule for which room in a house is the correct cool room for animals in a heat event.
- A published square-footage-per-animal figure or an animals-per-room limit for a home cool room.
- A published air-changes-per-hour figure for a home room holding pets.
The fourth is narrower than it looks, and it is worth stating precisely rather than broadly. None of the eight general-purpose federal or veterinary domains searched publishes an indoor temperature at which a home becomes dangerous for a dog or a cat. That is not the same statement as no species anywhere having a published figure. Species-specific organisations do publish per-species ambient thresholds outside that search: RSPCA Australia’s rabbit figures, quoted further down this page under “Not Every Animal in the House Is a Dog,” are exactly that kind of source. Check your own species’ own veterinary or welfare organisation before concluding that nothing exists for it.
Where those searches returned confident numbers, the sources were commercial pet blogs and facility HVAC vendors rather than an agency, a veterinary body or a peer-reviewed paper, so none of them is quoted here. During this pass, cdc.gov, cpsc.gov, ready.gov and heat.gov each blocked automated retrieval at least once. Every one of those blocks was treated as a retrieval gap and worked around by another route rather than recorded as silence, which is why CDC’s fan sentence appears in this article at all.
Cool-Room Math for a Multi-Pet Household: The Honest Answer
If you have four animals and one usable room, you want a number. There is not one, and the closest published statement is a warning that the count matters without saying by how much.
Purdue’s VA-16-W states: “Lastly, it is important to be aware that enclosure size and number of enclosures present in the facility may result in the effective ambient temperature near the dog differing from the temperature of the room as a whole (NRC, 2010). Additional factors, including the composition and color of the substrate on which the animal is housed (Morgan and Tromborg, 2007) and the number of dogs per enclosure, also influence the effective ambient temperature.”
Three usable ideas come out of that sentence, none of which requires a fabricated figure.
The temperature near the animal is not the temperature of the room. A thermometer on the wall at head height is measuring your air, not the animal’s. A crate in a corner, a dog bed against an interior wall, a cat under a bed: each of those is a microclimate, and the publication says so in the language of effective ambient temperature. If you are going to measure, measure at the animal’s level and in the place the animal actually chooses.
The surface matters. VA-16-W names the composition and color of the substrate. That is the technical version of what every owner already notices, which is that animals in heat go and lie on the hardest, coolest floor they can find, and it is a reason not to fill your cool room with bedding and then wonder why nobody uses it.
The count matters, and the direction is the obvious one. More animals in a closed room is more metabolic heat and more moisture in a space you have deliberately sealed against outside air. Set that against the veterinary literature’s list of things that impede panting, which includes “increased humidity” and “confinement in closed spaces with poor ventilation” in Purdue’s wording, and you can see the failure mode without needing a coefficient for it: the room that was a refuge for one animal can become a poorly ventilated humid box for four.
What that buys you, in the absence of a number, is a set of questions worth taking to a veterinarian who knows your household: how many of these animals can reasonably share one closed space, which of them should not share space with each other under stress, and which one is the most heat-vulnerable and therefore gets the coolest option. One further thing is published, and it is about the other end of the trip. California’s Cooling Centers Guidance, in the section governing centers that admit animals, states: “A guest may not bring more pets than they are reasonably able to control.” If the cool room fails and leaving becomes the plan, that sentence is the constraint waiting at the other end.
Not Every Animal in the House Is a Dog
Almost everything above was written about dogs, and a fair amount of it about people. Extending it sideways is exactly the error this site exists to avoid, so here is what is and is not published for the rest of the household.
Rabbits have per-species figures, from a per-species source. RSPCA Australia’s Knowledgebase entry Can rabbits get heat stress?, updated 1 March 2023, states: “The optimal temperature range of rabbits is 15–25°C, and the optimal humidity is 55%–60%. Heat stress can occur when the ambient temperature is higher than 30°C. When the temperature is higher than 35°C, rabbits cannot regulate their body temperature, and can develop heatstroke.” Converting the source’s Celsius figures gives roughly 59°F to 77°F for the optimal range, about 86°F for the heat-stress figure and about 95°F for the loss-of-regulation figure; the conversions are ours, the figures are theirs. The section immediately following that passage opens with a sentence that matters more than any of the numbers: “Rabbits do not display symptoms of illness unless they are in real trouble.” RSPCA Australia is an animal welfare organisation rather than a United States agency, and its guidance is written for Australian conditions, so treat these as that body’s published figures rather than as a domestic standard.
The same RSPCA entry treats fans differently than the human guidance does, and the distinction is instructive: “If there is little or no natural breeze (indoors or outdoors), a small battery-operated fan can help provide some ventilation to your rabbit’s enclosure. Always position it so that your rabbit can move away from the breeze should they have had enough.” Ventilation, and an escape route from it. That is the same shape as the AVMA’s temperature zones. Birds are a gap, and we are not going to fill it. EPA’s pet fact sheet addresses birds only for smoke: “Pet birds are particularly susceptible to smoke. Keep them inside, in a cleaner air room, if possible, when smoke is present.” Searches for a published ambient heat threshold for pet birds returned parrot-care blogs and retailer articles quoting an unlinked figure to the Association of Avian Veterinarians, and no primary avian-veterinary document we could open. So no bird temperature appears on this page. A bird’s respiratory anatomy is not a mammal’s, which is precisely why borrowing the dog figures here would be worse than saying nothing. Cats get one federal sentence, and it is about behavior. EPA’s pet fact sheet states that cats may “exhibit restless behavior, search for a cool spot, pant, drool, and have sweaty paws.” A cat panting at all is worth a call to your veterinarian. The same fact sheet’s general signs list applies across species.
Fish, reptiles and amphibians are a different problem entirely, because their enclosure is the environment rather than the room, and it belongs on our aquarium and reptile power outage page rather than here.
Flat-faced dogs and cats are the exception inside the dog guidance. EPA’s pet fact sheet states: “Short-nosed dogs, such as pugs and bulldogs, can have trouble breathing if there is smoke or heat. Use extra caution for these breeds.” Purdue’s VA-16-W describes them as “brachycephalic dogs, which represent four of the top 10 most popular registered breeds in America (AKC),” and states that because they must work against increased airway resistance to breathe they “cannot effectively disperse heat by panting, resulting in heat and exercise intolerance.” Our cooling gear guide for brachycephalic dogs works that risk profile in detail.
The Garage, the Utility Room, and the Bathroom
One federal document names specific rooms for pets, and it is worth knowing precisely what it says and what it does not.
EPA’s Protect Your Pets From Wildfire Smoke states: “Keep pets indoors as much as you can, with doors and windows closed if you can stay cool. Keep outdoor bathroom breaks short. Bring outdoor pets into a less smoky, cooler environment, like a utility room, garage, or bathroom. Move potentially dangerous products, such as pesticides, out of their reach.”
Three things in that passage change how you use it.
First, read the conditional in the opening clause. It is “with doors and windows closed if you can stay cool”, not simply “closed.” EPA is already accounting for the house that cannot stay cool with everything shut.
Second, the room list is a smoke instruction. It is naming places that are less smoky and cooler than outdoors during a wildfire event. It is not a finding that a garage is a good place for an animal in a heat emergency, and no source located for this page establishes that.
Third, the pesticide sentence is the one that comes attached, and it exists because these are exactly the rooms where household chemicals live.
To that, a garage adds a hazard the other two rooms do not have. EPA’s carbon monoxide page lists among household sources of CO “automobile exhaust from attached garages” and, separately, “auto, truck, or bus exhaust from attached garages, nearby roads, or parking areas.” Among its steps to reduce exposure it states plainly: “Do not idle the car inside garage.”
The Consumer Product Safety Commission’s publication CPSC468, What to Know About Generators and Carbon Monoxide (CO), dated 0322, puts the vehicle rule alongside its generator rule in a single instruction: “DON’T operate a portable generator inside a home, garage, basement, crawlspace, shed or on a porch; and never leave a car running in an attached garage.” The same publication opens with the reason: “Using a generator indoors CAN KILL YOU IN MINUTES. Generator exhaust contains carbon monoxide. This is a poison you cannot see or smell.” Its front panel forecloses the exact workaround a hot, closed-up house invites: “NEVER use inside a home or garage, EVEN IF doors and windows are open”, and “Only use OUTSIDE and far away from windows, doors, and vents.” Opening the garage door does not make it outside.
Because this page has now named a combustion source in an enclosed space, it carries CPSC’s alarm instruction in CPSC’s own words: “DO install battery-operated CO alarms or CO alarms with battery backup outside sleeping areas, and on each floor of your home. Test alarms monthly.” Where to mount an individual alarm is a question for that alarm’s manufacturer instructions, and this page does not publish a height. The next bullet in CPSC’s list is the one to memorize: “DO know the symptoms of CO poisoning: headache, dizziness, weakness, nausea, vomiting, sleepiness, and confusion. If CO poisoning is suspected, get outside immediately, then call 911.” And the last of its DON’Ts: “DON’T ignore a CO alarm when it sounds. Get outside immediately, then call 911.”
Two practical conclusions. A bathroom or a utility room on the shaded side of the house is the version of EPA’s list with the fewest complications attached. And a running vehicle is never a cooling strategy for an animal, in a garage or anywhere else. Leaving a pet in a running, air-conditioned car looks like an answer and is not one; our heat wave and hot cars page documents why, including what happens when the engine or the cooling stops while you are not there.
When Heat and Smoke Arrive Together
In much of the country the no-air-conditioning heat event and the wildfire smoke event are the same week, and the two instructions point in opposite directions. Open the windows at night to dump heat. Keep the windows shut to keep smoke out. EPA has published an explicit resolution, and it resolves in favor of the heat.
Its fact sheet Protect Yourself From Smoke and Heat (EPA-452/F-26-009, June 2026) states: “During heat, you must cool down your home, and you may need to allow smoke inside while using night air for cooling. Both smoke and heat are harmful to your health, but for most people, heat is more immediately dangerous.”
Note the scope carefully. That sentence says “for most people.” It is a statement about human health, written on a human-health fact sheet, and it is not a finding about your dog.
For animals, EPA’s pet fact sheet gives the sequence quoted earlier, closing the windows again after the night flush and running a portable air cleaner. On the interaction itself it states: “Evidence in humans indicates that the effects of exposure to smoke and heat together are much worse than to smoke alone. This is also likely true for your pets.” Read the verb in that second sentence. It is “likely,” which is EPA declining to assert for animals what it asserts for people. The same paragraph names the animals most at risk and where to take the question: “Animals that are older, younger or pregnant or have heart or lung disease are especially at risk from smoke or heat and should be closely watched during all periods of poor air quality. Pet owners should consult with their veterinarian for advice to manage their pets during a smoke event, or a combined smoke and heat event, and to make an evacuation plan.”
EPA also publishes a timing trap worth planning around, on its heat and smoke fact sheet: “Be aware that sometimes the coolest part of the day can also be the smokiest part of the day.” The hour you were counting on to flush the house may be the hour the smoke settles.
Two practical notes. Check the AirNow Fire and Smoke Map before you open anything, because EPA’s instruction on windows in a heat event is conditioned on outdoor air quality: its Extreme Heat and Indoor Air Quality page states “Consider the outdoor air quality where you live before opening windows.” And if the combination beats you, EPA’s heat and smoke fact sheet says what to do about it: “If you cannot tolerate smoke and cannot stay cool, go somewhere to cool off during the smoke event.” The rest of the smoke half is on our wildfire smoke and pet safety guide, and the days-indoors problem it creates is on our indoor enrichment guide for smoke days.
When the Answer Is to Leave the Building
At some point the house stops being the plan. EPA’s cleaner-air room fact sheet names the trigger in its own words, under a heading reading In Some Cases, It May Be Best to Seek Shelter Elsewhere: “If you can’t stay cool at home, the power goes out, or too much smoke is still getting in your home after you have followed the steps above, staying in a cleaner air room may not be the best option for you. Consider staying with friends or family, going to a public cleaner air shelter, or seeking relief from the smoke in another location with air conditioning and good air filtration.”
Notice that the pet does not appear in that sentence. That is a pattern across the federal material, and this section says so rather than papering over it.
The routes the agencies actually name
Every federal page read for this article routes the “where do I go” question mostly to local contacts; the only national resource either agency names is the National Center for Healthy Housing’s Cooling Centers by State page, quoted below.
CDC’s About Heat and Your Health page states: “Use air conditioning or find a location that has one by dialing 2-1-1, visiting the National Center for Healthy Housing’s Cooling Centers by State page, or by contacting your local health department or emergency management agency.”
Ready.gov’s before-heat list states: “Identify places in your community where you can go to get cool such as libraries and shopping malls or contact your local health department to find cooling options in your area.”
EPA’s heat and smoke fact sheet adds the same 2-1-1 route and a distinction worth asking about by name: “Check with your state, Tribal, or local government to find out whether there are cleaner air and cooling centers available in your community during episodes of wildfire smoke or heat.” A cleaner air center and a cooling center are not automatically the same facility, and in a combined event you may need one that is both.
The pet question is a separate call, and the answer is local
Whether a given cooling center admits animals is set locally, and published county positions differ enough that no generalization survives contact with the documents.
Multnomah County, Oregon states on its own page, last reviewed June 10, 2026: “Pets are welcome at Multnomah County cooling centers when locations are activated, but there is limited kennel space available.” The very next sentence tells residents to check the county site to find out when dedicated cooling centers are open, which is a reminder that even a favorable policy is conditional on activation.
California’s Department of Public Health, in Cooling Centers Guidance addressed to Local Health Departments and dated July 18, 2023, writes its entire pet section as a conditional. Its opening reads: “Cooling centers that allow for pets are encouraged to follow the guidelines below.” The sentence immediately after it is the one an owner should read twice: “Owners should seek immediate veterinary care if their pet is displaying signs of heat stroke (abnormal breathing, weakness, pale/sticky gums, collapse, vomiting, or diarrhea).”
The operational detail in that guidance is the most useful published description we found of what a pet-admitting cooling center actually looks like, and it tells you what to bring. It states that food, food dishes and water dishes “must be provided by owner”, that waste clean-up supplies including litter, litter box and poop bags “must be provided by owner”, that “All dogs must be on a leash (retractable leashes are not recommended) or in crates or carriers”, that “Cats should be in a suitable crate. At a minimum, they must be secured with a harness and leash”, that “Other animals (rabbits, birds, etc.) must be contained in suitable crate”, and that “Owners must maintain possession of their animal(s) at all times.” It also notes that “Cooling center staff should be aware that an animal’s vaccination status may be unknown.”
Two of those lines are recommendations to counties rather than promises to you: the guidance is what California suggests to local health departments, and a specific center’s rules are that center’s. Both jurisdictions above are examples of published policy, not evidence about the center nearest you.
Service animals sit outside this entirely. The California guidance states: “Service animals are not considered pets and must be allowed entry into cooling centers.” A pet policy does not govern a service animal, and the two questions should not be asked in the same breath.
What this costs, said plainly
If your local cooling centers do not admit animals, the choice in front of you during a serious heat event is genuinely hard, and it is not improved by a page that pretends otherwise. You may have to leave animals in a house you have prepared as well as you can while you go somewhere your own body can survive. Nothing in this article makes that easy, and no source read for this page grants a stay-with-your-pet exception to official heat guidance.
What makes it survivable is doing the work before the week arrives: knowing which nearby facilities admit animals, having a friend or relative with cooling who has already agreed, having boarding identified, and having the crates and carriers those facilities require already in the house. A cool afternoon in spring is when that plan gets built. Recognizing Trouble, and the Line Where This Page Stops
This page is about the building. The moment an animal is in trouble, it stops being about the building, and the correct next action is veterinary rather than architectural.
The AVMA’s warm weather pet safety page publishes its signs of heat stress as a list, in its own words and its own order: Anxiousness. Excessive panting. Restlessness. Excessive drooling. Unsteadiness. Abnormal gum and tongue color. Collapse. Its instruction is to seek emergency veterinary care if you observe any of these signs.
EPA’s pet fact sheet publishes an overlapping list for smoke and heat exposure together and opens it with the routing: “Consult your veterinarian if any of your animals are having any of these signs.” Its entries include “Trouble breathing, including open-mouth breathing, more noise when breathing, or rapid breathing”, “Excessive panting”, “Fatigue or weakness, disorientation, uneven gait, or stumbling”, and “Reduced appetite or thirst.”
RSPCA Australia’s rabbit entry adds the warning that applies to every prey species in the house: “Rabbits do not display symptoms of illness unless they are in real trouble.”
No cooling protocol appears on this page. Not a water temperature, not a duration, not a number of repetitions, not a temperature at which to stop. Those decisions belong to a veterinarian and to our pet heatstroke emergency response guide, which handles them with its own sourcing. If an animal is collapsing or struggling to breathe, stop reading and call.
What to Ask, and Whom to Ask

The Version You Do on a Cool Afternoon
Nearly every effective item in the sourced guidance above is a spring project rather than an emergency response. Most of Ready.gov’s “Before Extreme Heat” list is construction and shopping. The exceptions are learning the signs of heat illness (CDC’s and Ready.gov’s own lists are quoted in full above, under “The Signs of Heat Illness in a Person, and When to Call 911”), not relying on a fan, and identifying where in your community you can go to get cool, which is exactly the routing this page and its checklist push you toward. EPA’s shading advice is about awnings and louvers you install. Acclimatization, on the two sources that discuss it, is slow: Purdue’s VA-16-W reports that “partial acclimatization in small animals can require from 10 to 20 days; full acclimatization takes 60 days (Johnson et al., 2006)”, and adds “Thus, acclimatization time should be planned for when changes in ambient temperature are expected to occur.” The 2022 Veterinarni Medicina review reports the same span, citing the same source. A heat wave arrives in two days. An animal’s adaptation does not.
So the afternoon’s work is this.
Pick the room now, and measure it. Put a thermometer at the animal’s level, on the surface the animal actually uses, and watch what it reads during the hottest part of a merely warm day. That reading, not the room’s reputation, is the input.
Handle the windows that face morning and afternoon sun, using EPA’s own preference for outdoor awnings and louvers over indoor shades where you can manage it.
Test the night flush on an ordinary evening rather than a dangerous one. Learn how many hours it takes your house to give up its heat, and which window pairing actually moves air. Learn it before it matters.
Decide the fan’s job in advance, which is moving hot air out of the room rather than blowing on an animal, and set it so the animal can leave the airflow.
Make the calls, and check the one national resource. 2-1-1, the National Center for Healthy Housing’s Cooling Centers by State page, your local health department, your county emergency management agency, and ask both questions: which sites open in a heat emergency, and which of those admit animals. Write the answers on the same page as your veterinarian’s number and your emergency animal hospital’s number.
Ask your veterinarian the two questions this page cannot answer, at a routine visit, when nobody is in distress and the answer can be considered rather than improvised.
Check the CO alarms if the house has an attached garage or any combustion appliance, and test them on CPSC’s monthly schedule.
Your No-Air-Conditioning Heat Checklist
- Identify the coolest room in your specific house by measurement, at the animal’s level, not by assumption.
- Confirm that room has an exit the animal can use and a second temperature option to move to, since the AVMA’s published advice is to provide different temperature zones rather than one sealed room.
- Cover the windows that receive morning and afternoon sun before the heat arrives; EPA states outdoor awnings and louvers reduce heat entering a home more than indoor shades do.
- Learn your night-flush routine on an ordinary evening: which windows, which fan positions, how many hours.
- Check outdoor air quality on the AirNow Fire and Smoke Map before opening windows, and read EPA’s smoke-and-heat guidance if both are present.
- Treat every fan as ventilation, not cooling. Position it so the animal can move out of the airflow, and never treat a running fan as evidence an animal is fine.
- Keep water available at all times; EPA’s pet fact sheet states it as a flat instruction with no conditions attached.
- Write down your veterinarian’s number, your nearest emergency animal hospital’s number, and the after-hours option, somewhere that does not require a charged phone.
- Know your own 911 trigger before the week starts, and write it on that same card: CDC and Ready.gov both list confusion, red or hot or dry skin with no sweat, and a rapid pulse as heat stroke, and both say to call 911 immediately, not to wait and see.
- Call 2-1-1, check the National Center for Healthy Housing’s Cooling Centers by State page, and call your local health department and your county emergency management agency, and record separately which sites open and which admit animals.
- Have crates or carriers ready, since published cooling-center guidance for centers that admit animals requires dogs leashed or crated and cats crated or harnessed, with food, dishes and waste supplies brought by the owner.
- Identify a cooled destination that takes your animals: a friend or relative with air conditioning who has already agreed, a boarding facility, or a pet-friendly hotel outside the heat.
- If your house has an attached garage or a combustion appliance, install and monthly-test CO alarms per CPSC’s instruction, and never run a generator or an engine in a home or garage, even with the door open, for any reason. CPSC’s own words are “EVEN IF doors and windows are open.”
- Ask your veterinarian, in advance, what indoor temperature and what signs should change your plan for each individual animal.
- Decide now what you will do if the house becomes unsafe for you and the cooling center will not take your animals, because deciding it during the event is the worst possible time.

Both of them exist, and both of them take about ten minutes to get.
Frequently asked questions
My house has no air conditioning. What indoor temperature is too hot for my dog?
No source located for this article publishes that number, and the most authoritative statement we found is an explicit admission that it does not exist. Purdue Extension's Temperature Requirements for Dogs (publication VA-16-W, Center for Animal Welfare Science, College of Veterinary Medicine, dated October 2016) states that "Although animal age, breed, overall health status and level of acclimation all come into play when determining optimal temperature ranges, there are no recommendations or much scientific data that provide appropriate temperature ranges as a function of those specific factors." That same publication reports a thermoneutral zone for dogs of 20°C (68°F) to 30°C (86°F), citing National Research Council 2006, and notes that a Siberian husky and a short-haired dog have very different critical temperatures. The one indoor figure written into United States law is 9 CFR 3.2(b), which requires auxiliary ventilation "when the ambient temperature is 85 °F (29.5 °C) or higher" in indoor housing facilities for dogs and cats, and that regulation binds Animal Welfare Act licensees and registrants rather than private homes. Ask your own veterinarian what number applies to your specific animal, because age, breed, coat, weight and heart or airway disease all move it, and no page on the internet knows those things about your dog.
Will a fan keep my pets cool if the house has no air conditioning?
Treat a fan as ventilation, not as cooling, and do not build a heat plan on it. Multnomah County's keep pets cool page, last reviewed June 10, 2026, states "Pets are cooled primarily by panting and the pads of their paws. Fans do little to cool them off." The mechanism is why. EPA's Extreme Heat and Indoor Air Quality page states that portable electric fans "do not cool air. They just move the air around and keep you cool by helping to evaporate your sweat", and Purdue Extension's publication VA-16-W states that in a dog "Heat loss through sweating from the feet and nose is minimal" and that as temperatures approach the dog's body temperature "heat loss by evaporation through panting becomes the only available means by which the dog can cool itself." A fan is aimed at a cooling route a dog barely uses. Every published fan cutoff, including CDC's "Use fans, but only if indoor temperatures are less than 90°F", was written for a human body, and none of them is a threshold for an animal. If a fan is what you have, position it so the animal can move out of the airflow, keep water available at all times, and ask your veterinarian what your specific animal needs. If an animal is panting heavily, drooling thick saliva, unsteady, collapsing, or has abnormal gum or tongue color, that is a veterinary emergency and you should call your veterinarian or the nearest emergency animal hospital now.
Can I take my pets to a cooling center?
Do not assume yes, and settle it before the heat arrives rather than in the parking lot. Admission policy is set locally, and published county policies genuinely differ. Multnomah County, Oregon states on its own page, last reviewed June 10, 2026, that "Pets are welcome at Multnomah County cooling centers when locations are activated, but there is limited kennel space available", and tells residents to check the county site for activation status. California's Department of Public Health, in its Cooling Centers Guidance to local health departments dated July 18, 2023, writes its pet section as a conditional, stating that "Cooling centers that allow for pets are encouraged to follow the guidelines below", and that guidance also states "A guest may not bring more pets than they are reasonably able to control." Those are two jurisdictions' published positions on their own facilities, not a rule anywhere else. Verify yours in advance through the four routes federal agencies name: dial 2-1-1 for referrals to local cooling centers, visit the National Center for Healthy Housing's Cooling Centers by State page (the one national directory CDC and EPA both point to), contact your local health department, and contact your county emergency management agency. Ask two separate questions, because they have separate answers: which sites are open, and which of those sites admit animals. Under the Americans with Disabilities Act a service animal is not a pet; the California guidance states "Service animals are not considered pets and must be allowed entry into cooling centers", and a pet policy does not govern one.
There is wildfire smoke outside and my house has no AC. Do I open the windows at night?
EPA answers this directly for people, and it answers it in favor of dealing with the heat. Its Protect Yourself From Smoke and Heat fact sheet (EPA-452/F-26-009, June 2026) states "During heat, you must cool down your home, and you may need to allow smoke inside while using night air for cooling. Both smoke and heat are harmful to your health, but for most people, heat is more immediately dangerous." That sentence is written about human health and says so. EPA's separate pet fact sheet, Protect Your Pets From Wildfire Smoke (EPA-452/F-26-007, June 2026), publishes the sequence for a home without air conditioning: "close blinds and shades before it gets hot to keep your house cooler. At night when it is cooler, open the windows and use fans to exhaust hot air from rooms or draw in cooler air. Then close the windows and use a portable air cleaner to remove smoke." The same fact sheet states that "the effects of exposure to smoke and heat together are much worse than to smoke alone" in humans and that this "is also likely true for your pets", and it tells owners to consult their veterinarian for advice on managing pets during a combined smoke and heat event. If you cannot tolerate the smoke and cannot stay cool, EPA's instruction is to go somewhere to cool off during the smoke event.
Which room should I turn into the cool room for my pets?
No source located for this article publishes a room-selection rule written for animals in heat, so this answer combines the two published rules that do exist and names their limits. EPA's How to Create a Cleaner Air Room at Home fact sheet (EPA-452/F-26-005, June 2026), which is written for wildfire smoke rather than heat, states "Pick a room big enough for everyone in your household to be comfortable. A bedroom with an attached bathroom is a good choice", and its very next step warns to close windows and doors but "do not do anything that makes it hard to leave the room in an emergency." UKHSA's Beat the Heat guidance, updated 21 July 2026 and applying to England, tells people to "move to a cooler part of the house, especially for sleeping." Set against both of those, the AVMA's warm weather pet safety page tells owners to "Provide different temperature zones within your house for your pet's comfort", which is advice to give the animal a choice rather than to confine it to one place. EPA also states "Do not use an electric fan in a closed room." Read together: pick the room that stays coolest in your particular house, keep the animal able to move between at least two temperature options, do not seal an exit, and ask your veterinarian what your specific animal needs. Then verify with a thermometer in the actual room rather than assuming.
Is the garage a safe place to put pets during a heat emergency?
Only one federal fact sheet names a garage, it names it for smoke rather than heat, and a garage carries a carbon monoxide hazard that a bedroom does not. EPA's Protect Your Pets From Wildfire Smoke (EPA-452/F-26-007, June 2026) states "Bring outdoor pets into a less smoky, cooler environment, like a utility room, garage, or bathroom", and immediately adds "Move potentially dangerous products, such as pesticides, out of their reach." That is a smoke instruction, and no source located for this article establishes a garage as a cool room in a heat emergency. EPA's own carbon monoxide page lists "automobile exhaust from attached garages" among household sources of CO and instructs "Do not idle the car inside garage." The Consumer Product Safety Commission's publication CPSC468, What to Know About Generators and Carbon Monoxide (CO), dated 0322, states on its front panel, in capital letters, "NEVER use inside a home or garage, EVEN IF doors and windows are open", and "Only use OUTSIDE and far away from windows, doors, and vents." Its DON'T list restates the rule: "DON'T operate a portable generator inside a home, garage, basement, crawlspace, shed or on a porch; and never leave a car running in an attached garage", and separately instructs consumers to "install battery-operated CO alarms or CO alarms with battery backup outside sleeping areas, and on each floor of your home. Test alarms monthly." Follow the alarm manufacturer's instructions for where to mount it. If a CO alarm sounds, CPSC's instruction is to get outside immediately, then call 911. Opening the garage door is not an exception CPSC grants: never run a generator or a vehicle engine in a garage, even with the door open, to cool an animal or for any other reason.
