An ice storm is quieter than a blizzard and, in its aftermath, sneakier. The snow guides tell you about cold and shelter. What they underplay is what freezing rain actually leaves behind on your street: power lines and tree limbs loaded with ice and ready to fall, and a world glazed in slick, salted, refrozen ice that goes to work on your dog’s paws the moment you open the door. The National Weather Service is blunt that heavy accumulations of ice can bring down trees and topple utility poles, and that even small accumulations of ice can be extremely dangerous to pedestrians. Why an Ice Storm Is Its Own Hazard, Not Just Cold Weather
Freezing rain coats everything it touches in a glaze of ice: roads, walkways, trees, and power lines. That glaze is what separates an ice storm from an ordinary cold snap. It adds weight to lines and limbs until they snap, and it turns every surface your dog steps on into a slick, edged hazard.
Two consequences fall directly on a dog owner. First, the outage aftermath fills streets and yards with downed lines and fallen branches, and a line pulled down by ice can still be energized. Second, once crews and neighbors start treating the ice, the ground is coated in deicing salt and chemicals layered over sharp refrozen slush. Downed Power Lines: Assume Live, Keep Your Dog Well Back
This is the part that can kill, so it comes first and it is not negotiable.
You cannot tell whether a downed line is live by looking at it. The Electrical Safety Foundation International (ESFI) is direct: always assume fallen power lines are energized. A line lying still and silent in the slush looks identical to one carrying lethal current. Treat all of them as live.
The danger is not only the wire. It is the ground around it. ESFI states that the ground around power lines, up to 35 feet away, may be energized. This is the piece most people miss. You do not have to touch the wire to be hurt. Broken equipment can feed electricity directly into the ground and charge the earth beneath your feet, and the voltage is highest near the contact point and drops off with distance.
That gradient is exactly what makes it lethal to a leashed dog. Eversource explains the mechanism, called step potential: the danger present when two parts of your body, usually your feet, are in two different voltage zones. That difference in voltage drives current through you. Now picture a dog. It has four feet planted on the ground, spread across a wider span than your two, standing lower and more fully in contact with wet, conductive earth. A dog led toward a fallen line is being walked straight into that voltage gradient, and the leash in your hand can put you in the current path too. A leash is not insulation and offers no protection here.
So the rule is simple and absolute: never let a leashed dog approach a downed line or anything it is touching. If you spot one on a walk, stop, turn, and move away from it together before you do anything else, then call 911 and your utility and keep everyone back until crews clear it. Do not tie a dog anywhere near the scene while you make the call.

- Stay back from the line and from anything touching it. ESFI warns that even non-conductive materials like wood or cloth can conduct electricity if even slightly wet, and after freezing rain everything is wet. That includes fences, tree limbs on the line, metal railings, and standing puddles or slush.
- Never touch water near a downed line. Ice-storm streets are full of puddles and melt. Energized water is a shock path, so give it the same distance you give the wire.
- Do not try to move the line or clear a branch off it with a broom, stick, or anything else. Call the professionals and wait.
- If you are somehow already close, move correctly. ESFI’s guidance is to shuffle away with small steps, keeping your feet together and on the ground at all times. That keeps both feet in nearly the same voltage zone so current has no easy path through you. Keep your dog tight against your leg and move out together.

Icy, Salted Paws: What the Ground Does to Pads
Once you are clear of any downed lines, the next hazard is underfoot every step of the walk. Ice plus deicing salt is a two-part assault on paw pads, and the veterinary guidance on it is consistent.
Salt irritates, and it poisons if licked. According to a clinical instructor at the University of Wisconsin School of Veterinary Medicine, salt can irritate paws and, if licked off the feet or fur and swallowed, can cause gastrointestinal upset. The AVMA adds that on walks a dog’s feet, legs, and belly pick up deicing products, antifreeze, or other chemicals that could be toxic, which is why the wash-off afterward is not optional.
Ice itself cuts and cracks. Refrozen slush and the jagged edges of broken ice can nick pads, and repeated cold-and-salt exposure dries them until they crack and bleed. The AVMA tells owners to check the dog’s paws frequently for signs of cold-weather injury such as cracked or bleeding paw pads, and the University of Wisconsin guidance is to check paw pads for cracks, bleeding, or ice accumulation.
