Getting a Large or Stair-Refusing Dog Into a Basement Storm Shelter

Some pet emergencies outrun any checklist. If an animal is collapsing, struggling to breathe, or was exposed to something toxic, stop reading and call your veterinarian or the nearest emergency animal hospital now. When officials order an evacuation, go; nothing on this page is worth delaying your own exit. The same Baltimore/Washington page lists "Be as low as possible in the structure" and "Put as much structure between you and the outside as possible", and NOAA's Storm Prediction Center, for a house with no basement, says to "Go to the lowest floor, small center room (like a bathroom or closet), under a stairwell, or in an interior hallway with no windows." The same SPC paragraph does not stop at the location: it goes on to "Even in an interior room, you should cover yourself with some sort of thick padding (mattress, blankets, etc.), to protect against falling debris in case the roof and ceiling fail." and "A helmet can offer some protection against head injury.", so the padding and the head protection belong in that room and not only in the basement. If the room you pick is the bathroom, the same paragraph also separates the tubs: "If you have a metal bath tub, that may offer a shell of partial protection, but not plastic or fiberglass ones, which are easily penetrated by projectiles." Applying the no-basement location inside a house that has a basement is this page's own reasoning, not a published protocol, and it is a worse shelter than the basement, not an equal one.

The distance is about twelve feet. That is the whole problem. Most disaster-evacuation guidance for dogs assumes the hard part is a road, a carrier, a hotel or a shelter intake, and none of that applies to a household where the shelter is already inside the house and the only thing between the animal and it is one flight of stairs the dog will not take.

It is a specific kind of stuck. The dog walks the main staircase every day. It plants at the basement door. The treads are steeper, the flight is narrower, and it probably turns at the bottom. And the moment you actually need the descent is the one moment you have no time to negotiate it, because a tornado warning is already running and the negotiation is what the clock is for.

This page is about that twelve feet: what the weather service actually publishes about the room you are trying to reach, what veterinary sources publish about handling and lifting an animal that does not want to be handled or lifted, what none of them publish, and what you do at the top of the stairs when the honest answer is that the dog is not coming.

Two things this page will not do. It will not give you a weight number that says when a dog needs two people, because no source we read publishes one. And it will not tell you the dog will be fine, in either direction, because nobody can publish that either.

The Clock, in NWS’s Own Numbers

Start with the clock, because it governs every other decision on this page and because it is easy to get wrong in both directions.

The National Weather Service’s Baltimore/Washington forecast office publishes a threat-by-threat planning page, and its tornado entry is unusually blunt about the planning horizon. Under the heading for time to activate and accomplish your planned response, it states: “Plan on 5-10 minutes of advance warning.”

Read the next line before you build anything on that one, because the same page immediately widens it in both directions: “Allow options that there may be little/no advance warning, and it may be as much as 30 mins.”

And the framing at the top of that page: “Whatever plan you base off a tornado warning, that NWS tornado warning needs to be received instantly, & your plan triggered and accomplished rapidly (within a few minutes) to be of value.”

Three scoping notes travel with those sentences. That is one NWS forecast office writing for its own region, and it says so itself: under a heading reading Frequency, the same page states “Average is 0-2/year for any one location in this region.” It does not say on that line whether it is counting tornadoes or warnings, and this page is not going to decide that for it. What matters here is only that these are regional planning figures rather than national ones. Second, the same page is candid about how often the warning is a miss: “more than half of NWS Tornado Warnings are false alarms. Furthermore, even when a tornado does occur within a warning area, it is less likely to hit your specific location.” Third, the page resolves that uncertainty in exactly one direction: “the best action is to treat all tornado threats the same - as a potential catastrophic threat.”

Now the part that is ours, drawn from reading those last two quotations together rather than from anything either of them says. By that office’s own figures, in that office’s own region, most of the warnings you shelter for will not put a tornado at your address. Which means most of the times you take your dog down those stairs will be, from the dog’s point of view, for nothing. A descent that is a fight is a fight you will have several times a season for a hazard that mostly does not arrive, and Merck’s account of conditioning quoted further down this page is the mechanism by which those repetitions teach the dog something. That is not an argument for skipping the shelter, and nothing here says treat a warning as a probably-nothing. It is an argument for making the descent cheap enough that repeating it costs the dog nothing.

For when the alert itself arrives, the same office notes: “Any NWS Tornado Warning for your location will quickly activate the Wireless Emergency Alert system and will alert the cell phones of most of the people in your location.” It then qualifies its own sentence in the next breath, and the qualifier is the useful half:

“The message is very generic though, and only says “Tornado Warning in your area”. That short message will likely impact their response and awareness, and needs to be taken into account in your planning.“

Most of the people, not all. That is a statement by one NWS office about the alerting system, and it is not a description of what any particular phone, carrier, setting or household will do, which is a question this page cannot answer and does not try to. What it does mean for the dog is that the alert will not tell you which room to be in, so the room has to have been decided already. What NWS Actually Says the Basement Is

It is worth being precise about the destination, because go to the basement is a summary of several different sentences, and the details matter once a dog is involved.

NWS’s during-a-tornado page states: “If you are in a tornado warning, go to your basement, safe room, or an interior room away from windows. Don’t forget pets if time allows.”

Its watch-and-warning page, for a warning specifically, states: “Move to an interior room on the lowest floor of a sturdy building.” Its preparation page tells you to do the picking in advance: “Pick a safe room in your home, such as a basement, storm cellar, or an interior room on the lowest floor with no windows.”

Read those three carefully and none of them makes a safety claim about a basement. They tell you where to go, and the preparation page uses safe room as the name for that location rather than as a promise about it. NOAA’s Storm Prediction Center writes the difference out in the first line of its tornado safety FAQ: “There is no such thing as guaranteed safety inside a tornado.” In the next breath it gives the other half, which is why the descent is worth having: “Even violent tornadoes have a survival rate of at least 99%.”

That pair is the honest frame for everything below. The basement is worth reaching, and reaching it is not a guarantee, which is exactly why it is not worth injuring yourself on a stairway to reach.

The Storm Prediction Center’s basement instruction is more specific than the summary version, and two of its clauses change what you do with an animal down there:

“Avoid windows. Get in the basement and under some kind of sturdy protection (heavy table or work bench), or cover yourself with a mattress or sleeping bag.”

and, immediately after:

“Know where very heavy objects rest on the floor above (pianos, refrigerators, waterbeds, etc.) and do not go under them. They may fall down through a weakened floor and crush you. Head protection, such as a helmet, can boost survivability also.”

The heavy-objects sentence is written for people and it is the sentence that decides where the crate goes. Walk your basement once, look at the ceiling, and work out what is standing on the floor above each corner of it. The refrigerator, the piano, the washer and the water heater are the four that usually sit over a basement in a house of this shape. Whatever you put your dog under should not be under those. American Humane’s tornado guidance is that “Pets should be put in crates or carriers in the safe room. If possible, place the crates under a sturdy piece of furniture.” Reading those two instructions together, the corner you want is one with something sturdy over the crate and nothing heavy over the ceiling. That join is this page’s own reasoning rather than a published protocol; neither source states it in those terms. The head-protection sentence at the end of that same block is written for people too, and it is one of the cheap ones: keep whatever head protection the household already owns in the shelter space. The Storm Prediction Center names the item in its paragraph for a basement, and again in its paragraph for an interior room in a house with no basement, where it puts it as “A helmet can offer some protection against head injury.” Where to keep it is our extension of the protective-coverings instruction quoted next, not something either helmet sentence says.

One more from the same FAQ, and it is the one that costs nothing to act on: “Flying debris is the greatest danger in tornadoes; so store protective coverings (e.g., mattress, sleeping bags, thick blankets, etc) in or next to your shelter space, ready to use on a few seconds’ notice.” That sentence is about you. A folded moving blanket kept in the basement is also, for free, the flat surface referenced further down this page.

The Refusal Is Information

Before the technique, the diagnosis, because the single most common mistake here is treating a stair refusal as a discipline problem.

The Merck Veterinary Manual’s professional article on osteoarthritis in dogs and cats, Full Review October 2024, lists what the disease looks like from the outside: “Common clinical signs include slowness to rise, especially after extended rest; initiating with forelimbs, then hoisting up hindlimbs, or vice versa; difficulty going up or down stairs; and limited jumping or playing.”

Read what sits directly above that sentence in the same section, because it is the part that catches owners: “Importantly, lameness may be less apparent than expected—not only with early disease but even with advanced bilateral disease.” A dog that is sore in both elbows does not limp, because there is no good leg to favour. It just stops doing the thing that hurts. Going down loads the front end, which is why a dog can trot up the same flight it will not come down.

That single fact reorganises the rest of this page, and here is the join, stated plainly because no source states it for you: the refusal that makes you want to pick the dog up is also a reason not to. A dog with undiagnosed joint disease, a disc, or an injury you have not found is a dog for whom a hurried lift, a fold into a sling or a slide down a stairway is exactly the wrong handling. Merck’s pet-owner emergency article gives the general form of the rule: “When you need to move your injured pet, minimize movement of its head, neck, and spine. Use a flat, firm board, thick cardboard, or a folded blanket to support the animal.”

So the first item on this page’s checklist is not gear. It is a veterinary appointment, on a calm week, for any dog whose stair refusal is new, is worsening, or comes with any hesitation on flat ground. If the answer is pain, the plan changes: the dog may need the fallback location described below as its permanent shelter rather than as an emergency substitute, and that is a decision to make in daylight.

If the answer is fear rather than pain, the rest of this page applies.

Why This Flight and Not the Other One

Assume the veterinary question is settled and the dog is simply frightened. Look at the stairway itself, because a dog that uses the main staircase daily and refuses this one is usually responding to something real about this one.

The following are this page’s own observations about a common house layout rather than a published finding, and the point of listing them is to send you to look at your own stairway rather than to describe it for you.

They are usually steeper and narrower. A basement flight in an older house is often built to a tighter rise and run than the main stairs, which means a longer drop per step for the same length of dog.

They are often open at the back. Open risers let a dog see through the staircase to the floor below. A dog that walks a closed staircase happily can refuse an open one.

They frequently turn. A landing with a ninety-degree turn is the single hardest geometry for anything wider than a person, and it is where a two-person carry fails.

The surface is usually bare. Painted wood, sealed treads or poured concrete give a dog far less grip than the carpet on the main stairs, and a dog that has slipped once on a descent remembers the surface, not the staircase.

The bottom is often dark and cold and smells different. For a dog, the room at the bottom is a separate question from the stairs, and it may be the one it is actually refusing.

The storm is happening while you ask. Merck’s behaviour article makes the mechanism explicit for exactly this weather: “In much the same way, rain, wind, darkening skies, and lightning can quickly become conditioned, fear-evoking stimuli for pets fearful of thunder.” The dog you are asking to descend during a warning is not the dog you tested on a sunny Sunday.

Each of those has a different fix, and all of the fixes are cheap on a dry afternoon and impossible during a warning. Treads and a runner solve grip. Cardboard or hardboard zip-tied behind open risers solves the see-through problem. A light left on at the bottom and the door propped open solve the room. Feeding the dog its dinner at the bottom of the stairs for a fortnight solves a good deal of the rest.

Do the clearing job before the feeding job, though, and not after. American Humane’s tornado guidance is to “Make your tornado-safe area pet-friendly by removing any dangerous items such as tools or toxic products.” A basement is where most households keep the antifreeze, the paint, the rodent bait and the power tools, so an instruction to start leaving a dog down there unsupervised is an instruction to poison it unless that sentence is dealt with first. Joining those two is this page’s own reasoning: American Humane is writing about the safe room and we are applying it to a training plan.

None of the fixes above is a published protocol either; they are the ordinary application of the veterinary principle in the next section to a staircase.

The Pre-Season Work, and the One Shortcut That Backfires

The method here is not ours. It is the standard behaviour-modification pair, and the Merck Veterinary Manual’s professional article on treating behaviour problems, Full Review September 2024, defines both halves:

“Counterconditioning involves the consistent and repeated pairing of a stimulus that evokes an unpleasant response with something that is emotionally positive (eg, a reward) until a positive emotional association is made.”

“In desensitization, the stimulus is minimized or decreased (eg, by decreasing volume, increasing distance, changing the environment, or modifying the stimulus to something less threatening) to a level that does not evoke the fear response.”

And the pairing rule between them: “To be successful, counterconditioning should be coupled with desensitization.”

Applied to a staircase, minimising the stimulus means working at a distance and an intensity that does not produce fear: the top step and back, then two steps, on a quiet day, with the door open and the light on, with something the dog genuinely wants at the point where it is comfortable rather than at the point where you want it to be. The application is ours. The principle is Merck’s.

Now the number, or rather the absence of one. No source we read publishes how many sessions or how many weeks this takes, and we are not going to invent a figure to fill the gap, because Merck says why the figure does not exist: “Desensitization and counterconditioning are extremely time-consuming.” The same page continues: “Clients often want both quicker fixes and less work. However, moving too quickly provokes anxiety and sabotages any behavior modification program.”

Which brings us to the shortcut, the one that looks like sensible preparation and is the most damaging thing on this page. Carrying a frightened dog down and shutting the door so it learns the basement is fine has a name in the literature, and the literature is not kind to the uncontrolled version of it. Merck’s article on flooding, meaning forced exposure, states:

“Flooding is used to treat fears of harmless stimuli by forcing the animal to stay in the stimuli’s presence until the fear is extinguished. This procedure is seldom effective and has welfare implications in dogs because it initially enhances fear and cannot be stopped until all physiological and emotional signs of fear are gone. If done improperly, flooding can therefore increase problem behaviors (sensitization). In practice, a controlled level of flooding, in which the stimulus is presented at a level low enough to cause mild fear and the pet is not removed until it habituates, is quite often used as a component of behavior modification.”

Read the qualifier in that last sentence before you take this section as a blanket rule against flooding. Merck is not ruling out every controlled, gradual, low-intensity version of the technique, the kind a behaviourist might build deliberately. It is ruling out the uncontrolled version, forcing an animal to stay with a stimulus intense enough to frighten it until the fear happens to burn itself out, which is exactly what carrying a terrified dog down a staircase and shutting the door is. Merck names the outcome when the fear is too intense: the animal “may become increasingly more fearful of the stimulus” rather than habituating, which the article calls sensitization. That is the failure mode. You spend an afternoon proving the basement is safe and you buy yourself a dog that will not go near the door.

What is published as a drill instruction, and is worth doing, is the whole-household rehearsal. American Humane’s tornado guidance states: “Practice getting the entire family to the tornado safe area quickly during calm weather.” That is calm weather, and it is the family going together, which is a very different exercise from the dog being made to go alone.

One more American Humane line belongs in the pre-season work, because it is about the version of this problem where you cannot even find the dog. Its guidance is to “Know your pet’s hiding places and how to quickly and safely extricate them. Eliminate any unsafe hiding areas from which it may be difficult to remove your animal in a hurry.” In the household this page is written for, the hiding place and the shelter are often on opposite sides of the same door, and the minute spent getting a dog out from under a bed is a minute subtracted from the descent.

If You Are Going to Carry: the Human Injury Is Part of the Instruction

Everything in this section is this site’s own reasoning applied to a published safety rule, and it is labelled that way because no source we read publishes a technique for carrying a dog down a domestic stairway.

The hazard belongs in the same paragraph as the method, so here it is first. Carrying a heavy animal down a flight of stairs takes away your hands, your balance and your sight of the treads at the same time, and it does it on the one surface in the house where a fall is a fall from height. If you go down, the dog goes down with you, and in the scenario this page is about there is a tornado warning running while it happens. The Merck Veterinary Manual’s professional first-aid article puts the priority order in four words: “The first concern is for the safety of the owner.” Its pet-owner article states the specific version: “Any injured or painful animal might bite or scratch, so protect yourself first.” A frightened dog being lifted against its will is an animal that may bite, and a bite halfway down a staircase is how one bad night becomes two injuries.

With that established:

Do not carry a dog with an unknown injury, a suspected spinal injury, or diagnosed orthopaedic disease. Merck’s instruction for moving an injured animal is to minimize movement of the head, neck and spine and to support the animal on a flat, firm board, thick cardboard or a folded blanket. A carry improvised on a stairway does the opposite of all of that. If your dog is in that category, the fallback location further down this page is your plan, and it should be your plan before the storm rather than a decision made in the doorway.

Two people, and get shown how by someone qualified, not by this page. No source we read publishes a two-person carry technique for a domestic stairway, and we are not going to compose one. Every staircase’s geometry is different, a landing or a turn changes which body positions are even possible, and a wrong hold on a flight like that is exactly how both of you get hurt. That is a question for your own veterinarian, a veterinary rehabilitation professional, or a hands-on pet first-aid class, in person, on your actual stairs, with your actual dog, not a paragraph to follow for the first time on a warning night. What we can tell you, without inventing the technique itself, is the test that decides whether a two-person carry belongs in your plan at all: get shown the method by someone qualified, then rehearse it on your own stairway with your second adult on a calm day. If it does not go smoothly with no clock running, that is not something to keep working at with the storm outside. It is the sign to build the fallback below instead.

We will not publish a weight threshold. Across the documents listed in Sources, read on August 15, 2026, we found no body-weight figure above which a dog is said to require two carriers, and no published rule matching a dog’s weight to a carry method. The variables that actually decide it are your strength, your stairway’s geometry and surface, whether the dog is struggling, and whether you have done it before. A number would look authoritative and would be ours rather than anyone’s.

A blanket is the published tool, and it is for the injured case. Merck names a folded blanket among the flat, firm supports for moving an injured animal. That is a support surface for keeping a body level, and dragging a conscious, frightened, uninjured dog down a stairway on one is a different act with different risks, so treat the blanket as belonging to the injured-animal case rather than to the reluctant-animal case. The Grip, and What Two Manufacturers Actually Publish

A collar is not a handle. If you are going to steady a large dog on a descent, the contact point is a harness, and this is where the marketing and the published specification separate.

We opened the manufacturer’s own current product page for two harnesses that advertise a lifting function, and searched the raw HTML of each, which includes the text inside the collapsed accordions a normal page read would miss, for the words rated, tested, load, breaking, strength and capacity. Two pages is not a market survey, and everything below is scoped to those two pages on the date we read them.

Ruffwear’s Web Master. The manufacturer’s own product page describes the handle in these words: “The reinforced handle offers balanced lift and assist support for navigating technical terrain”, and its feature list states “Anatomical design and padded handle provide balanced lifting”. Neither the page nor its specification and materials sections publish a weight capacity, a load rating or a breaking strength for the handle. Sizing on that page is by girth, not by the dog’s weight.

Help ’Em Up. Its product page is titled for a range, “Help ’Em Up Harness (10lbs. - 225lbs.)”, and publishes size bands by the dog’s weight, telling buyers that “In most cases, your dog’s total weight will determine what size they need.” That is a fit chart. On the same page we found no tested load figure, no breaking strength and no stated capacity.

The honest reading is the one this site has reached before on adjacent gear: a size chart tells you which harness fits your dog, and a load rating tells you what the hardware will hold. Those are different claims, and only the first one is published here. Neither manufacturer page we opened claims otherwise, and the absence above is scoped to those two pages on August 15, 2026 rather than to the market.

There is also a published tool for a related but distinct job, and the distinction is the useful part. MSPCA-Angell publishes instructions for making a supportive sling out of a grocery tote, and describes what it is for: “Using a sling can help stabilize and support the hind end mobility of a pet with weakness or a pet healing from surgery (e.g., knee or hip surgery).” It states that “The sling can help pets to move up and down stairs and ramps.” and tells you to “Place the bag around the dog’s lower abdomen, and gently provide support by holding the handles.” with the practical caution to “Be sure to use a strong bag, such as a reusable fabric or heavy plastic grocery tote with sturdy, well-attached handles.”

Read that carefully, because it is an assist, not a carry. It supports the hind end of an animal that is walking under its own power. It is not a device for lifting a dog off the treads, and MSPCA-Angell does not describe it as one. The Muzzle Question, Answered Both Ways

Owners reach for a muzzle at exactly this point, and it is worth being precise, because a muzzle is right for one narrow thing and wrong for several others.

What Merck’s pet-owner emergency article publishes: “Use a muzzle on dogs when safe (you can make one from cloth or keep a muzzle in your first aid kit). Never muzzle a dog with chest injuries or a short-nosed breed (like a pug or a bulldog).” and, in the same passage, “do not leave a muzzled dog alone.” Merck’s professional first-aid article adds the respiratory condition: owners can be shown how to muzzle most dogs with a long strip of fabric “if there are no facial injuries or respiratory distress”.

What that adds up to, in the situation on this page. A muzzle prevents a bite during handling. It does not make a frightened dog willing, it does not make a dog safe to carry, and it does not belong on an animal you are about to leave in a room. And the heat contraindication is not a summer-only concern: the same Merck article states “Some breeds, especially short-nosed breeds, can overheat from stress or excitement even on cool days.” A shut basement, a frightened dog and a device that limits panting is a combination to avoid for the hours after the descent even if it were justified for the seconds of it.

There is a gentler tool in the same passage that is more likely to help here. Merck’s professional article states: “Placing a light cloth over the head of the animal can lessen external stimuli that may cause fearful and aggressive reactions.” The pet-owner version says the same thing more simply: “Covering the head and eyes with a cloth can calm an animal.” That is written for first aid at the scene of an injury rather than for a staircase, and extending it to a reluctant descent is our extension and not Merck’s instruction. When the Dog Will Not Go

This is the part of the page that has to be right, so it is written slowly.

You are at the top of the stairs. The warning is out. The dog has planted, or has run, or is somewhere under the bed. What follows is the honest structure: what the sources say, what they do not cover, and what this site concludes from putting them together.

What the sources say. NWS’s instruction carries its own qualifier: “If you are in a tornado warning, go to your basement, safe room, or an interior room away from windows. Don’t forget pets if time allows.” The Baltimore/Washington office publishes the planning horizon quoted above, in both directions, and the sheltering principles as a list rather than as a single room: “Be as low as possible in the structure” and “Put as much structure between you and the outside as possible”, and for houses, “Typically the lowest level, interior room.” The Storm Prediction Center publishes the location for a house that has no basement at all: “Go to the lowest floor, small center room (like a bathroom or closet), under a stairwell, or in an interior hallway with no windows.” Read the rest of that same paragraph, because it does not stop at the location. It continues “Crouch as low as possible to the floor, facing down; and cover your head with your hands.” It then qualifies the bathroom version of that room: “If you have a metal bath tub, that may offer a shell of partial protection, but not plastic or fiberglass ones, which are easily penetrated by projectiles.” And it finishes with the two instructions this page had been leaving in the basement: “Even in an interior room, you should cover yourself with some sort of thick padding (mattress, blankets, etc.), to protect against falling debris in case the roof and ceiling fail.” and “A helmet can offer some protection against head injury.” The padding instruction is written for the interior room, not only for the basement, which matters here because the interior room is the room this page is about to send you to.

What the sources do not cover. None of the documents listed in Sources, read on August 15, 2026, addresses a household that has a basement it cannot reach in the time available. The Storm Prediction Center’s no-basement instruction is written for a house without one, and we are not going to stretch it into something it was not written for. Across that same set we found no rule for the intermediate case and no threshold at which you stop trying with the animal. The closest anything comes is NWS’s own four-word clause, if time allows, and that is a clause rather than a rule.

What this page concludes, as its own reasoning and not as a published protocol. Take the shared fallback. Get both of you to the most interior, windowless space on the lowest floor you can actually reach together, apply the two NWS principles to whatever your house offers, and stay there. That is a worse shelter than the basement, not an equal one, and the reason to take it is that a shelter you both reach beats a shelter one of you reaches after a fight that eats the clock.

Some specifics that follow from that, all of them ours:

Decide the fallback room in advance, on a calm day, and let the dog eat dinner in it a few times. A ground-floor interior bathroom or a coat closet under the stairs is the usual candidate. If it is the bathroom, know which tub you have before the night, because the Storm Prediction Center distinguishes them: “If you have a metal bath tub, that may offer a shell of partial protection, but not plastic or fiberglass ones, which are easily penetrated by projectiles.” We are not going to tell you which kind yours is, and this page publishes no figure for how common either kind is: go and look, and do not plan on the tub itself doing any work until you have. The room is worth choosing before the season for the same reason the basement corner is. Apply the same two checks to the fallback room that you applied to the basement corner. Look at what stands on the floor above it, because the Storm Prediction Center’s warning about very heavy objects is about a floor, not about a basement. And clear it of cleaning products before you feed a dog in it, because a bathroom vanity and a hall closet hold the same class of thing American Humane tells you to remove from a safe area. That join is this page’s own reasoning, not a published protocol; both sources are writing about a shelter room and we are applying them to the one this page sends you to. Put the padding in there too, because the Storm Prediction Center’s thick-padding sentence is written for exactly this room.

Do not start a carry you have never rehearsed. The rehearsal is the thing that makes the carry an option. Without it, an untried lift on a stairway is, in our judgement, the single likeliest way for this night to injure both of you, and it would be doing that while the same storm is happening to everyone else who might otherwise come and help.

If the dog bolts, let it go and take cover. This is the sentence that is hardest to write and easiest to get wrong in the moment. Chasing a frightened dog through a house during a tornado warning puts you next to windows, in hallways with exterior walls, and away from your own shelter, for a very low chance of catching an animal that does not want to be caught. Merck’s first-aid articles put the owner first for a reason. You cannot help the animal from a hospital.

Shut what you can as you go. Doors to rooms with large windows, and the basement door if the dog is not going down it. That is containment, not protection, and it is a judgement call in a damaged house: a closed door is also a door a rescuer or a returning owner has to open. Go and find the dog the moment it is over, inside the house, before anything else. Not out of sentiment: a frightened animal in a damaged house is next to live wiring and broken glass, and the Storm Prediction Center’s after-the-tornado guidance tells people, in one sentence and then the next, to “Stay away from power lines and puddles with wires in them; they may still be carrying electricity!” and to “Watch your step to avoid broken glass, nails, and other sharp objects.” The outdoor half of this is sequenced by American Humane, which tells owners to “Assess the damage yourself first before bringing your pets outside with you.” before it tells them anything about how to walk the animal. Then keep it leashed for the first trip outside, because that same post-storm list also says to “Keep your dogs on a leash and cats in a carrier.” and to “Keep pets away from downed power lines and debris.” and to allow the animal to reorient, since familiar scents and landmarks may be altered.

And say the true thing about what just happened. You did not abandon an animal. You sheltered separately inside one building because you had minutes and a staircase you had not solved yet. The fix for next time is not a better technique at the top of the stairs. It is the dry-afternoon work in the sections above, and it is worth doing this month.

The Second Hazard in the Same Room

There is a join here that gets missed because the two halves live on different pages, and it is worth stating out loud.

For a wind event, the answer is down. For water, the same organisations invert it. The ASPCA’s disaster preparedness page publishes both instructions on one page: “Choose easy-to-clean areas such as utility rooms, bathrooms and basements as safe zones” and, further down, “In the event of flooding, go to the highest location in your home, or a room that has access to counters or high shelves where your animals can take shelter.” NWS’s during-a-flood page publishes its electrical-safety instruction as a single bullet of three sentences, and all three belong here: “Don’t go into a basement, or any room, if water covers the electrical outlets or if cords are submerged. If you see sparks or hear buzzing, crackling, snapping or popping noises–get out! Stay out of water that may have electricity in it!”

Be exact about what the first of those three sentences is. It is a condition on entering a room with water in it, and it says nothing about a dry basement during a wind event. It is not a general ruling against basements. The two that follow it are not about entering at all. They are written for a person who is already in the room when the water reaches the wiring, and on the night this page is about that is the half that is running while you are down there with the dog. Sparks, buzzing, crackling, snapping or popping is NWS’s own list of what turns a basement you were allowed to enter into a room to leave.

Joining them is this page’s own reasoning and not a published protocol: the storms that produce tornado warnings frequently produce heavy rain, and a household whose basement takes water in a downpour is a household that can be sent down by one hazard and up by another on the same night. That is not a question a web page can settle for your house. Look at your own sump, your own outlets and your own history, and if the answer is genuinely both, put the question to your county emergency management office in daylight rather than deciding it during a warning.

Two consequences for the animal specifically. A crated dog on a basement floor cannot climb to anything, which is the whole of the confinement trade our crate-or-loose page works through. And a dog you had to carry down is a dog you would have to carry back up, in the dark, on wet treads, which is the worst version of every hazard in the carry section above. If your basement is a water risk, that is an argument for making the fallback room your plan rather than an emergency substitute.

What We Could Not Reach

Three sources that would ordinarily be checked for a page like this were not reachable from here on August 15, 2026, and naming them is more useful than pretending the search was complete.

avma.org returned a challenge page rather than the document on both the disaster-preparedness path (avma.org/resources-tools/animal-health-and-welfare/disaster-preparedness) and the pets-and-disasters path on August 15, 2026. AVMA is the body several sibling pages on this site quote for handling and for moving a large animal, and nothing on this page is sourced to it. That is a retrieval gap, not an absence: a later request may well return either page, so open them yourself before concluding anything about what they do or do not contain.

fema.gov returned HTTP 403. FEMA is the publisher of the safe-room criteria that distinguish an engineered safe room from a basement, and no claim on this page rests on it.

aaha.org returned HTTP 403. The American Animal Hospital Association’s pain-management and behaviour-management guidelines are directly relevant to two sections above, and the veterinary claims here are sourced to the Merck Veterinary Manual instead.

Where a claim on this page would have benefited from any of those three, it is either sourced elsewhere or labelled as this site’s own reasoning. None of them is treated as having published nothing.

The Checklist, in the Order It Actually Runs

  • Book the veterinary appointment first if the stair refusal is new, worsening, or comes with any hesitation on flat ground. Merck lists difficulty going up or down stairs among the common clinical signs of osteoarthritis, and a painful dog is not a dog to lift under a clock.
  • Walk the stairway in daylight and name what your dog is actually refusing: the pitch, the open risers, the bare treads, the turn, the room at the bottom, or all of them.
  • Fix the cheap ones now. Treads or a runner for grip, board behind open risers, a light left on at the bottom, the door left open.
  • Clear the basement floor of paint, antifreeze, rodent bait, traps and tools before you leave any food down there, and clear the shelter corner again once you have chosen it. American Humane’s instruction is to remove dangerous items such as tools or toxic products, and a basement is where most households keep all of them, so feeding a dog down there first is how the training plan poisons it. Joining those is this page’s own reasoning.
  • Move the dog’s dinner to the bottom of the stairs for a while, and only after the clearing item above is done. Pair the place with something the dog wants, at an intensity that does not frighten it, which is the counterconditioning-with-desensitization pair Merck describes.
  • Do not force it. Merck’s article calls forced exposure seldom effective and says it initially enhances fear, and names sensitization as the outcome when the fear is too intense.
  • Walk the basement ceiling and find what stands on the floor above each corner. The Storm Prediction Center warns not to shelter under very heavy objects because they may fall through a weakened floor. Put the crate somewhere else.
  • Stage the crate, the leash and a folded blanket in the basement, not in a hall closet, and put a second blanket, sleeping bag or mattress in the fallback room. The Storm Prediction Center wants protective coverings stored in or next to the shelter space, ready on a few seconds’ notice, and its thick-padding instruction is written for the interior room, not only for the basement.
  • Put head protection in both of those spaces too. The Storm Prediction Center names a helmet in the same paragraph as the heavy-objects warning, and again in its paragraph for an interior room in a house with no basement.
  • Choose the fallback room now: the most interior, windowless space on the lowest floor you can reach in seconds. Feed the dog in there occasionally so it is not a strange room on the worst night, and run the same two checks on it that you ran on the basement corner: what stands on the floor above it, and what cleaning products are stored at dog height in it.
  • Rehearse the descent with the whole household during calm weather, which is what American Humane publishes, and rehearse the two-person carry on your actual stairs with your actual second adult. If it does not go smoothly with no clock running, the fallback room is your plan.
  • Settle the flood question in daylight. If your basement takes water, decide which hazard sends you where before a night when both are possible.
  • If the dog has a bite history, or is short-nosed, or has any respiratory condition, work the muzzle question out with your own veterinarian rather than at the top of the stairs. Merck rules a muzzle out entirely for a short-nosed breed or a dog with chest injuries.
  • On the night: if it will not go, take the fallback together, keep the leash in your hand, get the thick padding over you, cover your heads, and do not start a carry you have not rehearsed.
  • The moment the warning clears: find the animal inside the house first, leash it, stay away from downed power lines and from puddles with wires in them, and check the ground for glass and nails before it walks anywhere. Assess the damage yourself before you take the dog outside, which is American Humane’s own sequencing.

Frequently asked questions

My large dog will not go down the basement stairs and the tornado warning is already out. What do I do?

Take the shelter you can both reach in the seconds you have, and understand what that sentence does and does not mean. It does not mean leaving the animal behind: you are in one house, and the fallback is one floor apart, not a county away. The National Weather Service's during-a-tornado page states "If you are in a tornado warning, go to your basement, safe room, or an interior room away from windows. Don't forget pets if time allows." That qualifier is NWS's own. Its Baltimore/Washington office states "Plan on 5-10 minutes of advance warning." and, in the next line, "Allow options that there may be little/no advance warning, and it may be as much as 30 mins." You may have less time than the fight would take. Do not start a forced carry you have not practiced: a fall on a stairway injures the person and the dog at once, and the Merck Veterinary Manual's pet-owner emergency article states "Any injured or painful animal might bite or scratch, so protect yourself first." So the move is the shared fallback. NOAA's Storm Prediction Center, writing for a house with no basement, says to "Go to the lowest floor, small center room (like a bathroom or closet), under a stairwell, or in an interior hallway with no windows." Read the rest of that same SPC paragraph, because it says what to do once you are in that room: "Even in an interior room, you should cover yourself with some sort of thick padding (mattress, blankets, etc.), to protect against falling debris in case the roof and ceiling fail." and "A helmet can offer some protection against head injury." If the room you can reach is the bathroom, the same paragraph separates the tubs: "If you have a metal bath tub, that may offer a shell of partial protection, but not plastic or fiberglass ones, which are easily penetrated by projectiles." Using that location in a house that does have a basement is this page's own reasoning rather than a published protocol, and it is a step down in protection, not a substitute. Get both of you into the most interior windowless space on the lowest floor you can actually reach, put as much structure between you and the outside as you can, keep the leash in your hand, get thick padding over you, cover your heads. If the dog bolts to a window or a door, let it go and protect yourself: the Merck line above is the reason. There is no move available to you for an animal you cannot reach in that moment, and that is precisely why the collar, the tag and the microchip details are a dry-afternoon item rather than a warning-night one. The moment the warning clears, go find the animal inside the house before anything else, keep it leashed, and check its paws and the ground before it walks anywhere, because the Storm Prediction Center's after-the-tornado guidance warns to "Stay away from power lines and puddles with wires in them; they may still be carrying electricity!" and to "Watch your step to avoid broken glass, nails, and other sharp objects." Before the animal goes outside at all, American Humane's post-storm guidance is to "Assess the damage yourself first before bringing your pets outside with you." and to "Keep pets away from downed power lines and debris." Then, on the first calm weekend, do the work described further up this page so that this is not the plan next time.

Is it safe to carry a large dog down basement stairs?

None of the fifteen documents listed in this page's Sources, read on August 15, 2026, publishes that it is, and the honest answer has to hold two hazards at once. The human hazard is in the same breath as the technique: carrying a heavy, moving animal down a stairway takes away your hands, your balance and your view of the treads, and a fall on a stairway is one event that injures both of you. The Merck Veterinary Manual's professional first-aid article states "The first concern is for the safety of the owner." and its pet-owner article states "Any injured or painful animal might bite or scratch, so protect yourself first." The animal hazard is that a lift can be exactly the wrong thing. Merck's pet-owner article states "When you need to move your injured pet, minimize movement of its head, neck, and spine. Use a flat, firm board, thick cardboard, or a folded blanket to support the animal." Do not fold, hoist or sling a dog with a known or suspected spinal injury, an unknown injury, or diagnosed orthopaedic disease, and remember that stair refusal is itself listed by Merck among the common clinical signs of osteoarthritis. We found no source in the documents we read on August 15, 2026 that publishes a body-weight figure above which a dog needs two people, and we will not invent one, because the number that matters is your own strength, your own stairway and your own dog, and none of those is on a chart. No source we read publishes a carry technique for a domestic stairway either, and we are not going to compose one. Merck publishes a method for moving an injured animal, a flat firm board, thick cardboard or a folded blanket, and that is a different job from getting a frightened, uninjured dog down a flight of stairs. So: get shown a safe two-person carry by your own veterinarian or a veterinary rehabilitation professional, then rehearse it on a calm day with a second adult, on your actual stairs, before you ever need it. Should I muzzle my dog to get it down the stairs?

Not as a way to make a frightened dog cooperate, and there are cases where a muzzle is the dangerous choice rather than the safe one. The Merck Veterinary Manual's pet-owner emergency article states "Use a muzzle on dogs when safe (you can make one from cloth or keep a muzzle in your first aid kit). Never muzzle a dog with chest injuries or a short-nosed breed (like a pug or a bulldog)." and, in the same passage, "do not leave a muzzled dog alone." Merck's professional first-aid article adds that owners can be shown how to muzzle most dogs with a strip of fabric "if there are no facial injuries or respiratory distress". Heat is the other half. The same pet-owner article states "Some breeds, especially short-nosed breeds, can overheat from stress or excitement even on cool days." A frightened dog in a shut basement during a summer storm is a stress-and-heat situation, so a device that limits panting is the wrong device for the hours after the descent even if it were the right one for the seconds of it. A muzzle prevents a bite while you handle an animal that may bite. It does not make a dog willing, it does not make a dog safe to carry, and it should never be left on an unattended animal. How long does it take to train a dog to use the basement stairs?

No source we read publishes a number of sessions or weeks for this, and the veterinary literature explains why rather than filling the gap. The Merck Veterinary Manual's professional article on treating behaviour problems, Full Review September 2024, states "Desensitization and counterconditioning are extremely time-consuming." and, in the same section, "Clients often want both quicker fixes and less work. However, moving too quickly provokes anxiety and sabotages any behavior modification program." What that page rules out is the uncontrolled version, which is what carrying a terrified dog down and shutting the door to prove the basement is fine actually is. On flooding, meaning forcing an animal to stay with the thing it fears, it states "This procedure is seldom effective and has welfare implications in dogs because it initially enhances fear and cannot be stopped until all physiological and emotional signs of fear are gone." The same passage also notes that a controlled version at a much lower intensity is a different, ordinary tool: "a controlled level of flooding, in which the stimulus is presented at a level low enough to cause mild fear and the pet is not removed until it habituates, is quite often used as a component of behavior modification." A frightened dog being lifted or dragged down a flight of stairs on a warning night is not that controlled, low-intensity version, so the caution above is the one that applies here. Merck also names the failure mode of the uncontrolled version: where fear is too intense, "the animal may become increasingly more fearful of the stimulus" instead of habituating. Carrying a terrified dog down and shutting the door to prove the basement is fine is that move, and it can make the real night worse than doing nothing. Start earlier than you think you need to, let the dog set the pace of the steps, and if the dog stalls or the refusal appeared suddenly, book the veterinary appointment before the next training session. Why does my dog use the stairs upstairs but refuses the basement ones?

Because they are usually not the same stairs, and because refusal can be medical. Basement flights in older houses tend to be steeper and narrower than the main stairs, are often open at the back so a dog can see through them, frequently turn at a landing, and are commonly bare wood or painted concrete rather than carpet. Those are this page's own observations about a common house layout, not a published finding, and your own stairway is the thing to actually look at. What is published is the medical half. The Merck Veterinary Manual's professional article on osteoarthritis in dogs and cats lists among common clinical signs "difficulty going up or down stairs", and warns in the same section that lameness "may be less apparent than expected" not only early but even in advanced disease affecting both sides. Descending loads a dog's front end, so a dog can climb comfortably and still find the way down painful. Treat a stair refusal that is new, that is getting worse, or that comes with any hesitation on flat ground as a reason to see your own veterinarian, not as a training problem to push through. The one thing not to do is force it: Merck's behaviour article says of flooding that it "initially enhances fear" and is "seldom effective", which is the published reason that dragging a dog down to get it over with can cost you the descent permanently.

My basement takes on water in heavy rain. Is it still where I should shelter with my dog?

Those are two different hazards giving opposite instructions, and the same organisations publish both, so you have to decide which one you are in. For wind, the National Weather Service says to go to your basement, safe room, or an interior room away from windows, and the ASPCA's disaster preparedness page tells owners to "Choose easy-to-clean areas such as utility rooms, bathrooms and basements as safe zones". For water, the same ASPCA page states "In the event of flooding, go to the highest location in your home, or a room that has access to counters or high shelves where your animals can take shelter." and the National Weather Service's during-a-flood page publishes one electrical-safety bullet of three sentences: "Don't go into a basement, or any room, if water covers the electrical outlets or if cords are submerged. If you see sparks or hear buzzing, crackling, snapping or popping noises--get out! Stay out of water that may have electricity in it!" Note what the first of those sentences is: a condition on entering, not a general opinion about basements, and it says nothing about a dry basement during a wind event.
