Pets in a Basement Apartment During a Flash Flood: The Plan Has to Be Finished Before the Rain

Some pet emergencies outrun any checklist. If an animal is collapsing, struggling to breathe, or was exposed to something toxic, stop reading and call your veterinarian or the nearest emergency animal hospital now. When officials order an evacuation, go; nothing on this page is worth delaying your own exit. This article is spec-and-evidence analysis of published guidance, not veterinary care for your specific animal. Where your vet's instructions or an official order differ from anything here, they win.

Ask your own building department which code your unit is held to.
- Flash flooding is fast enough that the pet work has to already be done. The National Weather Service states that "Oftentimes flash floods can occur within minutes and sometimes without any sign of rain", and defines a flash flood as one that "can take from minutes to hours to develop." A carrier you have to find, assemble, and coax an animal into is not compatible with that clock, which is why the whole of this page is about staging done on a dry day.
- Timing is the reason alerts matter more here than almost anywhere. In a peer-reviewed review of New York City death records after the remnants of Hurricane Ida (Yuan et al., Disaster Medicine and Public Health Preparedness, 2024, CC BY 4.0), the NYC Department of Health and Mental Hygiene authors reported that of the 14 Ida-related injury deaths in that city, 10 (71%) were drownings in unregulated basement apartments, and that most of the basement-apartment drowning deaths, 8 of them, occurred between 12 am and 3 am. The paper is careful that this is time of death, "which could be when decedent was found". Those are NYC figures for one storm, not a national rate.
- One trip out, decided in advance. The site's position, stated as our own reasoning rather than as anyone's published rule: pick now which animals ride in what, in what order, so the number of trips down the stairs is one. Nothing in the below-grade unit is worth a second descent, and the one indirect death the NYC death-records review attributed to Ida "was caused by a fall that occurred while the decedent was moving a large item out of a flooded basement."
If you live below grade and there is water in the forecast, the most useful sentence on this page is the first one: the plan is that you and the animals are already upstairs before any water arrives, and there is no version of the plan where you go back down.
That is a harder thing to write than the usual preparedness page, because the honest content here is almost entirely about the day before. A below-grade dwelling in a flash flood is not a slower version of a ground-floor flood. It is the room the water reaches first, through the same openings you would use to leave, and the window in which anything can be done is measured in minutes. So this page is mostly about staging, and about a small number of physical facts about your specific unit that are worth knowing on a dry afternoon.

The One Instruction That Outranks Everything Else Here
New York City Emergency Management publishes the clearest version of it. In a press release dated April 3, 2026, NYCEM’s preparedness guidance for residents of that city reads: “If you live in a basement apartment, go to a higher floor when it rains. Do not wait for water to enter your unit.”
Read the two halves separately. The first half sets the trigger at rain, not at flooding. The second half names the mistake it is trying to prevent, which is waiting to see. NYCEM’s flooding hazard page carries the same instruction in a slightly softer register: “If you live in a basement apartment, be prepared to move to a higher floor during periods of heavy rain. Be prepared to evacuate if needed.”
That is New York City guidance, written for New York City, by the emergency management office of that city. Say that out loud before you carry it anywhere else, because a large share of the below-grade housing conversation in the United States is written about New York and then quietly generalized. What travels is not the jurisdiction, it is the physics. FEMA’s post-Ida recommendation on this exact point is itself addressed to one city and worth reading with that in view: Technical Report 2 recommends that “New York City should develop guidance for building owners to examine their buildings with floodprone basements to determine appropriate ways for occupants to leave when emergency conditions are expected,” and adds that for one- and two-family dwellings “the guidance should advise occupants to evacuate to safe locations when warnings are issued.” That is FEMA telling New York City what its guidance should say. It is not a rule FEMA has published for the rest of the country, and we are not going to present it as one. Your own county or city emergency management office may publish something specific to below-grade units. That is the page to find and read before hurricane or monsoon season, and it is worth asking for by name if you cannot find one.
The National Weather Service’s general flood guidance points the same direction without singling out below-grade housing: “If it is likely your home will flood, don’t wait to be ordered to leave; evacuate yourself!” and, in the same section, “If you have pets, take them with you or make arrangements to board them at a facility well away from the flooding danger.”
What a Flash Flood Actually Does to a Below-Grade Home
The clock first. The National Weather Service defines a flash flood as “A flood caused by heavy or excessive rainfall in a short period of time, generally less than 6 hours”, and notes “They can occur within minutes or a few hours of excessive rainfall.” Its safety guidance says “Oftentimes flash floods can occur within minutes and sometimes without any sign of rain.” Its warning page says a flash flood “can take from minutes to hours to develop” and that “It is even possible to experience a flash flood in areas not immediately receiving rain.”
Ready.gov, whose flood page was last updated August 7, 2026, compresses it: floods may “Develop slowly or quickly. Flash floods can come without warning.”
Now the building. FEMA deployed a Mitigation Assessment Team to New York City after the remnants of Hurricane Ida in September 2021, and published its findings as FEMA P-2333. Technical Report 2, Building Performance: Egress from Floodprone Basements, dated June 2023 and revised May 2025, describes how the water gets in:
Rainfall runoff entered basements when surface water elevations reached the lowest point of entry at which water could flow into the buildings. In multi-story buildings, water typically entered through loading docks, exterior stairwells, and access ramps, or through street-level windows and vents. In some one- and two-family dwellings, water entered below-grade garages after street flooding reached the crests of the driveways. In others, it flowed down exterior basement access stairs as floodwater crested the stairway thresholds.
And how long it keeps coming: “Basement flooding may start with little warning, and water will continue to flow in as long as the water level stays high on the outside of the building. If the flow lasts long enough, basements and below-grade areas may fill up.”
That last clause is the thing that separates a below-grade unit from a first-floor one. The geometry underneath it is our own reading rather than a FEMA finding, and we are labeling it as ours: on a first floor, a given depth of street water produces roughly that depth indoors, while below grade the street is above you and the room can fill past the height of the water standing outside it.
NYCEM’s April 2026 release states the same idea for its own city in one sentence: “Basement apartments and below-ground spaces are especially vulnerable, as they are typically the first places where water enters and can fill rapidly.”
The Exits, and the Ways the Water Takes Them Away From You
This is the section that makes the “go up early” instruction more than an abundance of caution. FEMA’s egress report lists the ways a below-grade exit path gets obstructed. Quoting it directly, because the wording matters:
Exterior doors may open outward. When water accumulates against doors to exterior stairwells and driveway ramps, the hydrostatic pressure applied by water against doors can make it difficult, if not impossible, to open doors that swing outward. Similarly, water flowing through or accumulating against basement windows means people cannot escape through windows even if the windows are large enough to climb through.
Basement windows may be too small or too high above the floor to be used for escape or may have security bars blocking escape if water against doors prevents them from opening.
Some basement areas do not have a defined path to escape. Some do not have direct paths to the exterior, and some have limited access to upper floors. When basements of one- and two-family dwellings are converted, the door at the top of interior stairs may be locked or secured and basement occupants are not able to leave that way.
Three separate failures, and they are not independent of each other. Technical Report 1 of the same FEMA study makes the overlap explicit: during Ida “the water inflow was often through windows and down entry stairways,” and “Sometimes those windows and stairways are the only ways that people can get out of basements.”
Note the direction of the door problem, because it is easy to get backwards. FEMA’s finding is about doors that swing outward, into an exterior stairwell or a driveway ramp that has filled with runoff. Water standing in that stairwell presses the door closed against its frame. A door swinging inward into the unit has the opposite geometry, and the failure mode there is different: water already inside, and eventually the same water outside. We have not found a published figure from an agency for the depth at which a below-grade door of either swing becomes unopenable, and we are not going to invent one. What FEMA published is the qualitative finding, which is enough to plan on: the door can stop being an exit while the water is still shallow enough that you would have walked through it without thinking.
What to do with this. Walk your unit on a dry day and answer four questions in writing.
- Which way does each exterior door swing, and does it open into a below-grade stairwell or ramp?
- Is there a window you could actually get out of, at your size, wearing what you sleep in?
- Does that window have bars, a grille, a screen, an air conditioner, a lock, or a security film, and if so, can you release it from the inside without a key or a tool?
- Is there an interior stair to the floor above, and is the door at the top of it locked, blocked, or controlled by someone else?
If any answer is uncomfortable, that is the pre-event fix, and it is worth more than any product on this website.
The Standard Your Window Can Be Measured Against
There is a published model standard for exactly the window in question, and knowing it turns a vague worry into a specific request.
The 2024 International Residential Code, which the International Code Council lists as its current edition of that code, addresses emergency escape and rescue openings in Section R319. Section R319.1 begins: “Basements, habitable attics, the room to which a sleeping loft is open, and every sleeping room shall have not less than one operable emergency escape and rescue opening.” Section R319.1.1 requires that “Emergency escape and rescue openings shall be operational from the inside of the room without the use of keys, tools or special knowledge.”
The bars provision is Section R319.4.4:
Where bars, grilles, covers, screens or similar devices are placed over emergency escape and rescue openings, bulkhead enclosures or area wells that serve such openings, the minimum net clear opening size shall comply with Sections R319.2 through R319.2.2 and R319.4.1. Such devices shall be releasable or removable from the inside without the use of a key or tool or force greater than that required for the normal operation of the escape and rescue opening.
The three sections R319.4.4 points at: R319.2.1 sets a net clear opening of not less than 5.7 square feet, with an exception of 5 square feet for grade-floor openings. R319.2.2 sets a minimum net clear opening height of 24 inches and width of 20 inches, and specifies that “The net clear opening dimensions shall be the result of normal operation of the opening.” R319.4.1 governs the area well rather than the window, requiring a horizontal area of not less than 9 square feet with a horizontal projection and width of not less than 36 inches, and requiring that the well “shall allow the emergency escape and rescue opening to be fully opened.”
One more section is worth measuring even though R319.4.4 does not cross-reference it. R319.2.3 requires that emergency escape and rescue openings “shall have the bottom of the clear opening not greater than 44 inches (1118 mm) above the floor,” which in a below-grade room is often the dimension that decides whether a window is an exit or a view.
Now the scoping, which matters more than the numbers. The IRC is a model code published by a private organization. It has no legal force anywhere until a state or a local jurisdiction adopts it, jurisdictions routinely amend it when they adopt it, different jurisdictions are on different editions, and the code that applies to an existing building is often not the current one. New York City, the jurisdiction most of the flood research on this page comes from, is governed by its own set: FEMA’s egress report attributes New York City’s requirements to the NYC Building Code, the NYC Fire Code and the NYC Housing Maintenance Code, which are separate documents with their own provisions. FEMA’s summary of the New York City requirements notes, among other things, that the NYC Building Code “requires below-grade areas that have window wells deeper than 44 inches to have permanently affixed ladders or steps to allow occupants to get out of the window wells.”
So the useful move is not to quote the IRC at your landlord. It is to call your local building department, ask which code and which edition your unit is held to, and ask whether the emergency escape and rescue opening requirements apply to it. That is a question a permit counter answers routinely.
What the Record Shows About When This Happens
Two official sources describe the same event with different definitions and different counts, and both are worth having, precisely because a single tidy number would be misleading.
FEMA’s Hurricane Ida NYC MAT Fact Sheet 4 states: “New York City reported 13 fatalities attributed to the flooding, including 11 people who were trapped in flooded basements.”
The New York City Department of Health and Mental Hygiene’s Environment & Health Data Portal, in a data story published June 11, 2024, states: “Fourteen people died from causes related to Ida. Most of them (71%, or 10 deaths) by drowning in unregulated (illegal) basement apartments.” The same page notes that during Ida “The National Weather Service issued its first-ever flash flood emergency warning for New York City.”
The underlying study is a review of death records by NYC DOHMH staff, published in Disaster Medicine and Public Health Preparedness in 2024 under a CC BY 4.0 licence. Its findings, quoted from the paper:
Of the 14 Ida-related deaths, 10 (71%) drowning deaths occurred in unregulated (ie, cannot be lawfully occupied) basement apartments.
Of the 13 direct deaths, 11 were caused by drowning due to basement apartment flooding; 1 by drowning outdoors after falling into a body of water during the storm; and 1 by asphyxiation caused by a fire started from flooding in their motor vehicle.
On timing, the study reports that most of the drowning deaths in basement apartments, 8 of them, occurred between 12 am and 3 am. Read that the way the paper writes it: what the records hold is time of death, “which could be when decedent was found”, and time of injury was “available in 2 records” out of the 14. On the character of the deaths: “Records indicate how quickly flooding overtook people and, in several cases, decedents were actively trying to evacuate and could not escape.”
Two of the illustrative cases in that paper describe, in the authors’ words, the exact failures FEMA’s engineers described from the building side. In one, “The decedent could not open the door due to the water pressure, and household members could not assist because the stairway exit was impassable due to flooding. The decedent was pronounced dead less than an hour later.” In another, “responders had to remove metal bars from the only window to access the decedents.”
These are New York City figures, from one storm, reviewed by one city’s health department. They are not a national rate and nobody should read them as one. What generalizes is not the count, it is the mechanism: the middle of the night, an exit that stopped working, and less than an hour.
The same city’s health department also reports that this is not new. After Superstorm Sandy in October 2012, of the people who drowned at home, “At least one third of those who drowned at home (9 people) were found in the basement or lived in a basement apartment.” And the risk is not confined to the United States: the Ida study notes that in Seoul, South Korea, four people drowned in basement apartments following extreme rainfall in 2022.
Why the Pet Plan Has to Be Finished Before the Rain
Put the clock and the mechanism together and the conclusion for a pet household is uncomfortable but simple. The interval in which the animals can be moved is the interval before water is entering. That interval may be minutes, and it may fall at 2 am.
Anything that consumes that interval is the enemy. Finding the carrier. Finding the second carrier. Finding the cat. Assembling a crate that is stored disassembled. Locating a leash. Deciding, in the moment, which animal goes first. Every one of those is a task that can be finished on a dry Sunday and cannot reliably be finished during a flash flood.
Ready.gov’s pet preparedness page, last updated March 20, 2026, gives the structural version of this without ever mentioning basements: “Have two kits, one larger kit if you are sheltering in place and one lightweight version for if you need to evacuate.” For a below-grade household, that split has a physical meaning the page does not spell out. The lightweight kit is the one that lives upstairs. It is not a smaller version of the same bag in the same closet.
Staging: the Carrier Lives Upstairs
This is our own recommendation for below-grade units and we are stating it as ours rather than dressing it as agency guidance, because no agency we checked publishes a staging rule specific to below-grade pet households. Here is the reasoning it rests on, and then the practice.
The reasoning: FEMA found that in below-grade units the water frequently comes in through the same windows and stairways that are, in its words, sometimes the only way people can get out. Anything you would need to carry out is therefore stored in the room that fails first, unless you deliberately move it.
The practice:
- The evacuation carrier for each animal lives above grade, or at the top of the interior stairs, or immediately inside the door you would leave by. Ready.gov’s kit list calls for a “Traveling bag, crate or sturdy carrier, ideally one for each pet.” That “ideally one for each pet” is doing real work in a one-trip scenario.
- The carrier is assembled, latched-checked and lined, not flat-packed. A hard carrier stored in two halves is a five-minute task at the worst possible moment.
- The animal already likes it. Ready.gov’s carrier acclimation advice is to “Leave the carrier out in places your pet frequently visits”, leave it open, feed treats near and inside it, and “Add a favorite blanket or small bed inside the carrier so it smells familiar.” Do that upstairs, in the neighbor’s hallway if that is where the carrier lives and the neighbor and the building’s rules allow it, so the destination is also familiar.
- A spare leash and a slip lead hang by the upstairs door, not on a hook in the below-grade unit.
- A backup collar and ID tag ride in the upstairs kit. Ready.gov’s kit list includes a “Collar with ID tag and a harness or leash” plus “a backup leash, collar and ID tag.”
If the carrier genuinely cannot live upstairs, the next best placement is the highest shelf in the unit closest to the exit you would use, and you should know that this is a compromise rather than a plan.

Where the Animal Will Be When It Starts
Ready.gov’s pet page contains one line that is worth more than most of the preparedness internet for a below-grade household: “Make note of where your pets hide, so you can easily find them in case you have to leave your house quickly.”
In a below-grade unit, do that survey with the flood scenario specifically in mind, because the hiding places and the water do not mix well:
- Under the bed and behind the couch are floor-level. They are the first places to become unusable and the first places a frightened animal goes.
- Inside a box spring, behind a washer or dryer, inside a cabinet toe-kick. All floor-level, all hard to reach quickly, all worse in the dark.
- On top of the wardrobe or the fridge. Higher, and a cat that goes up rather than under is easier to reach, but a cat that is already high may be harder to convince to come down.
Write the list down and keep it with the upstairs kit, not in your head. If you have a household member or a neighbor who might be the one moving the animals, the list has to be legible to them.
Ready.gov also advises “Always bring pets indoors at the first sign or warning of a storm or disaster.” In a below-grade household, extend that one floor: at the first sign, the animals come indoors and then upstairs.
The Safe-Room Advice That Points the Wrong Way Here
There is one piece of standard pet-preparedness advice that a below-grade reader should notice and set aside for this hazard.
The ASPCA’s disaster preparedness page tells owners to work out safe havens in advance, describing them as rooms free of hazards such as windows and flying debris, and then advises: “Choose easy-to-clean areas such as utility rooms, bathrooms and basements as safe zones”. Read in context, that bullet is written around a threat made of windows and flying debris, which is the wind case, and for the wind case it is reasonable.
The ASPCA gives the flood-specific instruction a few lines later in the same section, and it points the other way: in a flood, get to the highest location in the home, or a room with counters or high shelves the animals can get onto. For a below-grade unit the two do not conflict once you attach each one to its hazard. If your written household plan names a basement as the pet safe zone, write the hazard beside it, so the plan says which room for wind and which direction for water.
One Trip, Decided in Advance
Here is our position, stated as ours. Plan for a single trip up the stairs, and decide the loading order on a dry day.
The reason to decide it in advance is not efficiency. It is that a decision made under time pressure, in the dark, tends to become a second trip. And the second trip is the one this page exists to prevent.
Write the order down. A workable way to build it:
- Yourself, and any human who needs help. This is not a preamble, it is step one. A person who does not get out helps nobody.
- The animal that takes the longest to catch, which is usually the cat, goes into its carrier first, because it is the step most likely to overrun.
- The animal that walks on a leash goes on the leash and comes with you, hands free where possible.
- The lightweight kit, if it is not already upstairs. If you staged it correctly, it is, and this step does not exist.
If the honest arithmetic says you cannot carry every animal in one trip, then the answer is not a faster second trip. The answer is a second person, arranged in advance. Ready.gov’s plan guidance names this directly: “Develop a buddy system. Plan with neighbors, friends or relatives to make sure that someone is available to care for or evacuate your pets if you are unable to do so.” NYCEM’s April 2026 guidance names the below-grade version of the same arrangement: “Speak with neighbors on higher floors ahead of time so you have a safe place to go.”

The Animals You Cannot Carry Up a Flight of Stairs
A page that only talks about cats and dogs is a page that abandons the reader with a 40-gallon tank, a large reptile enclosure, or a coop.
The split to make on a dry day is between the animal and the habitat. The habitat is generally not going anywhere in a flash flood, and pretending otherwise leads to exactly the second trip this page is trying to prevent.
For an animal that lives in a fixed enclosure below grade, the pre-event fix is that the portable container lives upstairs, not next to the tank. That means the transport tub with a latching lid, the net, the towel, the pillowcase or the travel carrier, whichever the species needs. The point is that the thing you would move the animal into is not stored in the room that floods.
For a habitat that genuinely cannot be evacuated, this site is not going to tell you the decision. It will tell you to make it now, in writing, rather than at 2 am on the stairs. Alerts, Because Those Deaths Cluster in the Middle of the Night
The NYC death-records review found that most of the basement-apartment drowning deaths in that city during Ida, 8 of 11, were recorded between 12 am and 3 am, with the caveat noted above that the recorded time is time of death, which the authors say could be when the decedent was found. Its authors drew the operational conclusion themselves: the circumstances “illustrate the importance of issuing early weather and basement-specific warnings in multiple languages, as well as installing basement flood alarms to mitigate risk for residents who are sleeping or have not yet noticed signs of flooding.”
Three things follow for a below-grade pet household.
Turn on the alert that will wake you. NYCEM’s guidance for its own city includes phone-level instructions: on iPhone, “Open Settings, tap Notifications, scroll to Government Alerts, and turn on Emergency Alerts and Severe Alerts”; on Android, “Open Settings, go to Safety and Emergency or Notifications and Advanced Settings, tap Wireless Emergency Alerts, turn on Allow alerts, and make sure Extreme threats and Severe threats are enabled.” Those settings paths are described by NYCEM for a general phone, not for New York City phones, so they are worth checking wherever you live. Whether your jurisdiction sends a below-grade-specific alert is a local question; New York City runs a Notify NYC Basement Alert Group, and NYCEM tells residents to “join the Basement Alert Group to get special flood warnings.” Ask your own emergency management office whether an equivalent exists.
Consider a water sensor. NYCEM’s own preparedness list includes “Install a water sensor or flood alarm in your basement or ground floor.” FEMA’s egress report recommends the building-scale version, water sensors integrated with sump pump systems, with backup battery power and annual testing, as an option for owners to consider. We are not naming products here; the point is that the category exists and that a device that wakes you at 1 am is the difference between the interval described on this page and no interval at all.
Keep the phone charged and audible where you sleep. NYCEM’s April 2026 release makes the same point: monitoring alerts “especially overnight, and keeping phones nearby with alerts turned on and volume up can help New Yorkers act early.”
The Second Trip
This is the part of the page that matters most, and it is short, because the whole argument is one sentence: once water is entering, there is no second trip, for any animal, for any object.
We are stating that as this site’s instruction. Here is what it rests on, none of which is us.
FEMA’s egress findings say the door may already be unopenable and the window may already be unusable while the water is still shallow. FEMA’s own summary to occupants is blunt about false confidence: “Building occupants, especially those who live in basements, must not assume that measures to keep water out mean the buildings are safe when flooding occurs.”
NYCEM tells New Yorkers: “No one should ever walk or drive through flooded streets, stairwells, subway stations, or underpasses.” An exterior basement stairway is a stairwell, and it is the descent a second trip requires.
FEMA’s Fact Sheet 1 checklist puts the question to building owners in a form worth stealing for yourself: “If the basement is occupied, do the occupants know to heed storm warnings, monitor possible street flooding, watch for water coming in to the basement, and to leave immediately?” The same fact sheet says plainly that “Flooded basements can trap, drown, and electrocute people, and damage buildings and their contents,” and tells owners to “Make sure that basement occupants realize they are at risk if they stay in a basement when heavy rainfall and potential flooding is anticipated.”
And the NYC death-records review contains one line that is the closest thing to direct evidence about going back for something. Among the 14 deaths, the single indirect one “was caused by a fall that occurred while the decedent was moving a large item out of a flooded basement.”
The instruction is not that your animals do not matter. It is that the moment you can act for them is before, and that a person who drowns on a staircase has not helped an animal. Every paragraph above about staging carriers upstairs, catching the slow animal first, and arranging a second pair of hands exists so that this instruction is never the one you have to follow.
If the Water Is Already In
Call 911. Then follow the published instructions, which are short.
Ready.gov, last updated August 7, 2026: “Find safe shelter right away.” “Move to higher ground or a higher floor.” “Get to the highest level if trapped in a building. Only get on the roof if necessary and once there, signal for help. Do not climb into a closed attic to avoid getting trapped by rising floodwater.”
The National Weather Service adds the hazard that below-grade rooms concentrate: “Don’t go into a basement, or any room, if water covers the electrical outlets or if cords are submerged.” And more generally, “Avoid flood waters at all costs and evacuate immediately when water starts to rise.”
Ready.gov’s flood page states the underlying fact about why any of this is written the way it is: “Failing to evacuate flooded areas or entering flood waters can lead to injury or death.”
If the animals are with you, they come up with you. If they are not, this page has already said what it is going to say about going back.

What Happens After You Are Upstairs
Getting to a higher floor is the safety step, not the destination. Somewhere in the next few hours you will need a place that takes you and the animals, and that decision goes better if it was made in advance.
The neighbor upstairs is a landing, not a plan. It buys you the flood, not the week after. NYCEM’s own framing of the arrangement is to “Plan ahead with your neighbors to have a safe place to go during possible flooding”, which is explicitly about the immediate move.
Leaving the building. NYCEM’s flooding guidance for its city is that “If it is safe to evacuate, leave and take your Go Bag with you.” The National Weather Service’s before-a-flood guidance is that you may be evacuated, “so pack in advance. Don’t wait until the last moment to gather the essentials for yourself, your family and/or your pets.”
Lodging. Do not assume a shelter or a hotel will take the animals; Ready.gov states it directly on its pet page: “Many public shelters and hotels do not allow pets inside. Know a safe place where you can take your pets before disasters and emergencies happen.” Our pet-friendly hotel evacuation checklist is the last-minute booking playbook, including the weight and count rules that turn people away at the desk.
Boarding. The NWS’s own before-a-flood language allows for both: “If you have pets, take them with you or make arrangements to board them at a facility well away from the flooding danger.”
Flying out. If the flood is part of a larger evacuation and you are leaving the region by air, carrier eligibility is decided by published airline size limits rather than by what fits in your car, and our airline-approved pet carriers guide has the measured comparison. Worth knowing before you buy the carrier that is going to live upstairs.
Documents. A below-grade unit is a bad place to keep the only copy of anything. Our pet emergency wallet card tool prints a fill-in card, and our pet travel document organizer covers what a boarding facility or a receiving vet asks for.
Rescue stickers. The ASPCA recommends a rescue alert sticker placed where responders will see it, listing the types and number of pets inside and your veterinarian’s contact information, and adds that if you must evacuate with your pets, and if time allows, you write the word EVACUATED across the stickers. The Fixes, Sorted by Who Actually Controls Them
Some of what makes a below-grade unit survivable is yours, and some of it belongs to whoever owns the building. Sorting them saves arguments.
Yours, as an occupant, whatever your lease says.
- Where the carriers, leashes and lightweight kit are stored, which is the single highest-value change on this page.
- Whether you have practiced getting each animal into its carrier.
- Whether you know where each animal hides.
- Whether alerts on your phone are on and audible overnight.
- Whether a neighbor on a higher floor has agreed in advance and knows how many animals are coming.
- Whether the path from your bed to your exit is clear of stored items. The NYC death-records review describes one Ida case in which “the only door was blocked by household items.”
- Whether you keep a plug-in or battery water alarm on the floor.
The owner’s, or shared.
- Window size, operability, sill height, and whether bars or grilles release from the inside.
- Which way exterior doors swing, and whether the door at the top of an interior stair is locked or secured against you.
- Permanently affixed ladders or steps in a deep window well, where the code your jurisdiction has adopted calls for them.
- Any structural or drainage work. FEMA’s technical reports on Ida recommend that owners evaluate mitigation options, and its recommendation to modify outward-swinging doors with lightly attached blow-out panels is directed at building owners working with design professionals, not at tenants with a utility knife. Do not improvise on a door.
If you rent, put the request in writing, keep a copy, and ask your local building department what applies rather than arguing code from a website. After the Water Goes Down
Two things specific to below-grade spaces, both from official sources, both easy to get wrong in a hurry.
Do not rush the pump. NYCEM’s flooding guidance states: “If your basement or cellar is flooded, use caution when pumping out the water. Pumping out flood water from a building too quickly could cause serious structural damage. The water must be drained slowly to equalize pressure on both sides of building walls.” FEMA’s technical report on basement building performance describes the underlying failure it is protecting against, having observed a Queens home whose unreinforced masonry basement wall collapsed under a combination of lateral soil pressure “plus increased hydrostatic pressure on the exterior of the wall caused by the surface flooding.”
Keep the animals out until it is cleaned. NYCEM’s guidance again: “Keep children, pets and people with compromised immune systems away until the area has been cleaned and disinfected.” Ready.gov’s after-a-flood guidance adds the electrical hazard, the mold hazard, and a line pet owners should read twice: “Be aware that snakes and other animals may be in your house.”

Where Our Sourcing Stops
Four honest limits, so nobody mistakes confidence for evidence.
None of the guidance we checked addresses pets in below-grade dwellings specifically. The documents we read for this page were Ready.gov’s floods and pets pages, the National Weather Service’s before, during and watch-versus-warning flood safety pages, NYC Emergency Management’s flooding hazard page and its April 2026 flash flood press release, the NYC Department of Health and Mental Hygiene’s flooding data story, the NYC death-records study, the ASPCA’s disaster preparedness page, and FEMA’s four Hurricane Ida NYC MAT documents. Searching those four FEMA documents for the words pet, animal, dog and cat returns nothing; they describe below-grade risk to people and do not reach animals at all. Searching the Ready.gov pets page for basement, cellar and below-grade returns nothing either. The one crossover we did find runs the wrong way and is covered in the safe-room section above. Everything on this page that joins the two bodies of guidance, including the carrier-upstairs rule and the one-trip rule, is our reasoning from those sources and is labeled as such. That is a statement about the documents we searched, not a claim that no such guidance exists anywhere.
We did not find a documented case of someone dying while going back for an animal in a below-grade unit in the sources we reviewed, which were the FEMA MAT reports and the NYC death-records review. The NYC study’s authors record the circumstances of all 14 deaths and do not describe one. We are not going to publish an account we cannot trace to a primary record, so the argument against the second trip on this page rests on the mechanism FEMA documented and on the one indirect death the NYC review did record.
We did not find an agency-published water depth at which a below-grade door becomes unopenable. FEMA states the qualitative finding, and one case in the NYC study describes a decedent who could not open a door due to water pressure. No source we checked converts that into inches, so this page does not.
Every jurisdiction-specific figure here is labeled. The Ida and Sandy death figures are New York City figures from one storm each. The egress requirements FEMA summarizes are New York City requirements. The IRC sections are model-code text that binds nobody until a jurisdiction adopts them. Your building department is the authority on your unit, and your emergency management office is the authority on what your area publishes for below-grade residents.
If you take one thing from this page, take the storage change. The carrier that lives upstairs is the whole difference between the version of this night where everyone is on a higher floor at the first warning, and the version where somebody goes back down.
Frequently asked questions
What should I do with my pets if a flash flood warning is issued and I live in a basement apartment?
Go up, with the animals, immediately, and do it on the warning rather than on the water. The National Weather Service's own description of a Flash Flood Warning is that it "is issued when a flash flood is imminent or occurring. If you are in a flood prone area move immediately to high ground." New York City Emergency Management's guidance for New York City residents is more specific to your housing type and does not wait for a warning at all: "If you live in a basement apartment, go to a higher floor when it rains. Do not wait for water to enter your unit." That is city guidance for that city, so check what your own emergency management office publishes for below-grade units. The practical version for a pet household is that leashes, carriers and the go-bag need to already be upstairs or by the door before the alert arrives, because a flash flood, per NWS, "can take from minutes to hours to develop", which is not enough time to locate a hiding cat and assemble a crate.
Can I go back down to my basement apartment to get my dog or cat once water has started coming in?
No. This site's answer is one trip, and once water is entering the unit that trip is over. We are stating that as our own instruction, and here is what sits under it. FEMA's Hurricane Ida NYC Mitigation Assessment Team found that when water accumulates against a below-grade door that swings outward, "the hydrostatic pressure applied by water against doors can make it difficult, if not impossible, to open doors that swing outward", and that water at a window means "people cannot escape through windows even if the windows are large enough to climb through." New York City Emergency Management tells residents there that "No one should ever walk or drive through flooded streets, stairwells, subway stations, or underpasses", and an exterior basement stairway is a stairwell. In the NYC Department of Health and Mental Hygiene's review of Ida death records, the single indirect death was "caused by a fall that occurred while the decedent was moving a large item out of a flooded basement." The way you avoid ever facing this decision is by staging the animals upstairs before the rain, which is what most of this page is about.
Are window bars on a basement apartment legal, and can I remove them?
It depends entirely on which code your jurisdiction has adopted and on who owns the building, so this is a question for your local building department and your landlord, not for a website. The published model-code standard is worth knowing so you can ask a precise question: the 2024 International Residential Code, Section R319.4.4, permits bars, grilles, covers and screens over an emergency escape and rescue opening provided the net clear opening still complies, and requires that "Such devices shall be releasable or removable from the inside without the use of a key or tool or force greater than that required for the normal operation of the escape and rescue opening." The same code's Section R319.1.1 requires the opening itself to be "operational from the inside of the room without the use of keys, tools or special knowledge." The IRC is a model code with no force until a state or local jurisdiction adopts it, and jurisdictions amend it when they do. New York City, where most of the flood research cited on this page was done, has its own requirements, which FEMA's egress report attributes to the NYC Building Code, the NYC Fire Code and the NYC Housing Maintenance Code rather than to the IRC. If your unit is a rental, removing or altering bars is generally the owner's decision, so the request goes to the landlord or managing agent in writing. This is not legal advice.
Where should I keep the pet carrier if I live in a basement or garden-level apartment?
Upstairs, or at the top of the stairs, or immediately inside the door you would leave through, rather than in a below-grade closet. That placement is this site's own recommendation for below-grade units and we are labeling it as ours. It is built on two published pieces: FEMA's Hurricane Ida NYC MAT egress report found that in below-grade units the water often comes in through the very windows and stairways that are the way out, and Ready.gov's pet preparedness page advises having "two kits, one larger kit if you are sheltering in place and one lightweight version for if you need to evacuate", which is exactly the split a below-grade household needs. Ready.gov also advises acclimating the animal to the carrier in advance: "Leave the carrier out in places your pet frequently visits", leave it open, and "Add a favorite blanket or small bed inside the carrier so it smells familiar." A carrier the cat already sleeps in is a carrier you are not fighting at 1 am.
How much warning will I actually get before a basement apartment floods?
Possibly none, which is why the plan cannot depend on the warning. The National Weather Service states that "Oftentimes flash floods can occur within minutes and sometimes without any sign of rain", and that a flash flood "can take from minutes to hours to develop" and that "It is even possible to experience a flash flood in areas not immediately receiving rain." FEMA's Hurricane Ida NYC MAT egress report adds the below-grade specific version: "Basement flooding may start with little warning, and water will continue to flow in as long as the water level stays high on the outside of the building." New York City Emergency Management, describing conditions in that city, puts it as "When flooding occurs, conditions can become dangerous in seconds." Treat every number in this answer as describing the hazard, not predicting your storm.
What about my aquarium, my reptile enclosure or my chickens? I cannot carry those upstairs.
You cannot, and no page should pretend otherwise. The honest split for a below-grade home is between animals you can physically move in one trip and habitats you cannot, and the answer for the second group is a decision made on a dry day rather than during the storm. If the enclosure cannot leave the below-grade room, then the animal has to be able to leave the enclosure into something portable, which means the portable container, the net, the transport tub and the lid live upstairs, permanently, not in the same room as the tank. If that is not workable for your setup, the remaining honest option is that the habitat stays below grade and you do not go back for it once water is entering, which is a hard thing to decide in advance and an impossible thing to decide well at 1 am. I rent an unregulated or illegal basement unit. Does that change what I should do?
It changes the building, not the instruction. In the NYC Department of Health and Mental Hygiene's review of New York City death records after the remnants of Hurricane Ida, of the 14 Ida-related injury deaths in that city, 10 (71%) were drownings in unregulated basement apartments, and 5 of the 6 basement apartments involved were unregulated according to the NYC Department of Buildings. That study also noted that estimates suggest at least 100,000 New Yorkers live in unregulated basements. Those are New York City figures for one storm and one city. What it means for your plan is that a unit that was never reviewed for egress may not have the window size, the window operability, or the unobstructed path that a reviewed unit would, so the survey described on this page matters more, not less. Going up early costs nothing, and nothing about it depends on whether your unit is a legal one. The one part that does need arranging is the destination: staging a carrier or a kit in a neighbor's unit, or in a shared hallway, needs that neighbor's agreement and has to fit whatever your building allows to sit in a common corridor, so settle it in advance rather than at 1 am.
The flooding has already started and I cannot get out. What do I do?
Call 911 and get as high as you can, and take the animals with you if they are already in hand. Ready.gov's flood guidance, last updated August 7, 2026, is to "Find safe shelter right away", to "Move to higher ground or a higher floor", and, if trapped in a building, to "Get to the highest level if trapped in a building. Only get on the roof if necessary and once there, signal for help", and it warns "Do not climb into a closed attic to avoid getting trapped by rising floodwater." The National Weather Service adds an electrical warning that matters in a below-grade room specifically: "Don't go into a basement, or any room, if water covers the electrical outlets or if cords are submerged."
