Ozone Action Days and Pets: The Cool Hour and the Clean Hour Are the Same Hour

Some pet emergencies outrun any checklist. If an animal is collapsing, struggling to breathe, or was exposed to something toxic, stop reading and call your veterinarian or the nearest emergency animal hospital now. When officials order an evacuation, go; nothing on this page is worth delaying your own exit. The lowercase opening letter is the source's. That is one veterinarian quoted on one university page, not an EPA or AVMA standard, and it carries no minutes and no AQI cutoff.
  • There is no national Ozone Action Day threshold, so the words alone do not tell you the level. AirNow's Action Days page states: "Action days are usually called when the AQI gets into the unhealthy ranges. Different air pollution control agencies call them at different levels." Louisiana's Department of Environmental Quality publishes a trigger of an AQI forecast above 100. Arkansas's Division of Environmental Quality runs two tiers, an Advisory at code orange and an Alert at code red. Read the number and the pollutant in your own notice rather than the phrase.
  • The timing advice only conflicts on the smoke side, and EPA is the one who says so. EPA's Wildfire Guide fact sheet "Protect Yourself From Smoke and Heat" (EPA-452/F-26-009) states: "Be aware that sometimes the coolest part of the day can also be the smokiest part of the day. Consider using an N95® respirator if the cooler part of the day is a smokier time." That warning is written about wildfire smoke particles. No source located in this research publishes an equivalent warning for ozone, whose published diurnal pattern runs the other way.
  • Closing the windows does more for ozone than it does for particles, and a state agency publishes the mechanism. The California Air Resources Board states: "Ozone reacts with surfaces as it penetrates the indoor environment, usually resulting in lower levels indoors than outdoors. However, levels of ozone indoors can approach outdoor levels when windows or doors are open." AirNow's ozone guide lists as one of its exposure-reduction steps: "Move your activity inside where ozone levels are usually lower." The limit on that is heat, and the same AirNow guide carries it in a footnote: staying inside with the windows closed "may be dangerous in extremely hot weather" without air conditioning.
  • A particle filter is the wrong tool for this pollutant, and this site's own box-fan page already says so. EPA's Residential Air Cleaners: A Technical Summary, 3rd Edition (EPA 402-F-09-002, July 2018) supplies both halves in one document: it lists ozone among gaseous pollutants, and it states that "Air cleaners that are designed only to remove particles cannot control gaseous pollutants, including those that contribute to chemical odors." No source located in this research names ozone and a HEPA or MERV-rated filter in the same sentence, so the final step is a two-sentence join rather than a published finding, and this page labels it as such.
  • Both places an agency names animals and ozone together are about devices, not about a walk. The California Air Resources Board's page on hazardous ozone-generating air purifiers states that "inhaling ozone poses serious health risks for humans and animals", that "There are many experimental studies on animals, including dogs, cats, hamsters and guinea pigs, that show respiratory effects from exposure to ozone", that "Birds are especially sensitive to the effects of air pollutants, including ozone", and that "CARB strongly advises against the use of ozone generators in spaces occupied by people or animals." EPA carries a shorter federal version in the air-cleaner section of its 2026 Wildfire Smoke Guide for Public Health Officials: "Ozone is a lung irritant that poses serious health risks for humans and animals." Both are guidance about ozone-emitting machines indoors. Neither is an outdoor activity threshold for any animal, and no such threshold was located in this research for any species.

The alert on your phone says the air is unhealthy. There is no fire anywhere near you. The sky is not orange, nothing smells like smoke, and when you open the map everyone told you to use, the map is clean. The dog is standing by the door.

This page is about that morning, and about the afternoon that follows it. Ground-level ozone is the other pollutant that drives an air quality alert, it behaves nothing like wildfire smoke, and almost every piece of pet air-quality advice you will find was written about smoke. Our AQI page for dog walking says so in its own words, sets ozone aside by name, and states that the ozone side of the question belongs in its own treatment. This is that treatment.

Here is the short version, because there is a version of this page that gets it exactly backwards. Ozone peaks in the afternoon. That sounds like it should invert the standard advice to get the walk done early. It does not. The afternoon peak is the reason for the morning advice, and EPA says so in the same breath as the mechanism. On an ozone day, unlike on a smoke day, the cooler hour and the cleaner hour are the same hour, and you get to make one decision instead of trading two hazards off against each other.

The rest of this page is the evidence for that, the places where it stops being true, the two indoor moves that actually help, the one device question where an agency does name your animals, and an honest account of how little has been published about animals and this specific pollutant.

First, What You Are Actually Holding

Three facts settle most of what follows.

Ozone is a gas, not a particle. AirNow’s Air Quality Guide for Ozone, the EPA consumer document that carries the publication number EPA-452/F-23-001 and the date February 2023 on its colophon, defines it in one line: “Ozone is a colorless gas that can be good or bad, depending on where it is.” The California Air Resources Board describes it as “a highly reactive and unstable gas capable of damaging living cells, such as those present in the linings of the human lungs.” That single property, gas rather than particle, decides what filters do, what closing a window does, and why the map you are used to checking does not show it.

It is built by sun and heat, not blown in by a plume. EPA’s Ground-level Ozone Basics page, which states it was last updated on February 18, 2026, describes the chemistry: “Tropospheric, or ground level ozone, is not emitted directly into the air, but is created by chemical reactions between oxides of nitrogen (NOx) and volatile organic compounds (VOC). This happens when pollutants emitted by cars, power plants, industrial boilers, refineries, chemical plants, and other sources chemically react in the presence of sunlight.” CARB puts the weather condition in seven words: “Hot, sunny, and calm weather promotes ozone formation.”

The phrase on your alert is not a number. An “Ozone Action Day” is a program name, not a national threshold, and the agencies that use the phrase do not all mean the same thing by it. That is the next section, because a lot of people act on the words rather than on the value.

An Ozone Action Day Is Not One Thing

AirNow is the federal air quality reporting site, and its own Action Days page is the place this gets settled. It does not publish a trigger. It publishes the fact that there isn’t one:

“Action days are usually called when the AQI gets into the unhealthy ranges. Different air pollution control agencies call them at different levels. In some places, action days are called when the AQI is forecast to be Unhealthy for Sensitive Groups, or Code Orange. In this case, the groups that are sensitive to the pollutant should reduce exposure by reducing prolonged or heavy exertion outdoors. For ozone this includes: children and adults who are active outdoors, and people with lung disease, such as asthma. For particle pollution this includes: people with heart or lung disease, older adults and children. Occasionally, an action day is declared when the AQI is Moderate, or Code Yellow, if the levels are expected to approach Code Orange levels.”

And then, in its own paragraph: “In many places, action days are called when the AQI is forecast to be Unhealthy, or Code Red. In this case, everyone should reduce exposure to air pollution, but especially the members of the sensitive group for the particular pollutant.”

Read those two together and the practical consequence is uncomfortable. The identical phrase can mean a forecast at the top of Moderate in one state and a forecast at Unhealthy in another. If you moved last year, the alert you are reading now may not mean what the same alert meant where you used to live.

What Five Issuers Actually Publish: One National, Four State

Every cell below is what that issuer’s own page or document states, read on August 15, 2026. Where an issuer does not address something, the cell says so rather than borrowing an answer from another row.

Two things fall out of that table that matter for a household with animals.

In three of these four state programs the trigger is a forecast rather than a measurement, and in the fourth it is explicitly either. TCEQ is explicit that its meteorologists use historical data, historical ozone measurements and prediction models to make forecasts “which are forecasts and not actual measured ozone values.” Louisiana’s document says the same thing in its own way, defining the designation as a statement that “weather conditions are favorable for the formation of higher than normal levels of ozone.” Arkansas is forecast-based too, declaring its two tiers “when the AQI forecast is code orange” and “when the AQI forecast is code red”. Colorado’s page does not draw that line: it defines an Action Day as one indicating “that either current air quality is unhealthy or conditions are expected to worsen later in the day or on the next day.” So do not generalize the word forecast across issuers. Where the notice is a forecast, it tells you what kind of day is likely and not what the air is doing at 7 a.m. when you are holding the leash, which is a different question with a different answer, covered further down; where it is Colorado’s, it may be describing the air right now.

The season is regional and it is longer than people think. TCEQ publishes an ozone forecast season for each of nine Texas metropolitan areas separately, and the start dates run from March 1 to May 1 while the end dates run from September 30 to November 30 depending on the area. Louisiana’s document says its own alerts tend to run May through September. Colorado’s program is a “Summer Ozone Program”. If you have been treating air quality as a fire-season problem, ozone runs on a different and often longer calendar, and in some places on no calendar at all, which the next section covers.

Why the Advice Is Morning, and Why That Is Not a Trick

This is the part that gets published backwards, so here it is with the evidence attached and nothing between the quotation marks that its source did not write.

AirNow’s Air Quality Guide for Ozone states it in the Key Facts box on its second page, giving the mechanism and the instruction in the same two sentences:

“Ozone forms in sunlight, usually on hot summer days. Ozone is worse in the afternoon and early evening, so plan outdoor activities for the morning.”

Note the word “so.” The afternoon peak is not an exception the morning advice has to survive. It is the reason the morning advice exists.

That is not a stray line in a summary box either. The same document repeats the instruction inside its AQI table, band by band, in the cells that tell people what to do:

  • At 101 to 150 (Unhealthy for Sensitive Groups), to sensitive groups: “Make outdoor activities shorter and less intense. Take more breaks. Watch for symptoms such as coughing or shortness of breath. Plan outdoor activities in the morning when ozone is lower.”
  • At 151 to 200 (Unhealthy), to sensitive groups: “Do not do long or intense outdoor activities. Schedule outdoor activities in the morning when ozone is lower. Consider moving activities indoors.” And to everyone else, in the same row: “Reduce long or intense outdoor activity. Take more breaks, do less intense activities. Schedule outdoor activities in the morning when ozone is lower.”
  • At 201 to 300 (Very Unhealthy), to everyone other than sensitive groups: “Avoid long or intense outdoor exertion. Schedule outdoor activities in the morning when ozone is lower. Consider moving activities indoors.”

Four separate cells, one instruction. Whatever else is unsettled about ozone and animals, the timing advice in EPA’s own consumer document is not ambiguous.

Where the Morning Instruction Stops

It has a ceiling, and reading the four cells above without it is how a page ends up telling somebody to walk a dog on the worst day of the year.

Two cells in the same table give no morning option at all. In the 201 to 300 row, the instruction quoted above is the one addressed to everyone outside the sensitive groups. What the same row says to sensitive groups is different: “Avoid all physical activity outdoors.”, followed by moving activities indoors or rescheduling to when air quality will be better. And in the top band, 301 to 500 (Hazardous), the guide gives everyone that same line, “Avoid all physical activity outdoors.”, and offers no better hour to anyone.

So the shape of EPA’s own consumer guidance is: at moderate and unhealthy readings, move the activity to the morning and make it shorter and easier; at the top of the scale, do not do it outdoors at all. Both of those cells carry the asterisk that leads to the extreme-heat footnote quoted further down, which is its own reason not to solve a Hazardous reading by sealing a house you cannot cool.

Every one of those cells is written about people. Nothing located in this research converts any of them into an instruction for a dog, and this page does not do it either. What the ceiling settles is narrower and still worth having: the source this page leans on for the morning rule does not extend that rule to the whole scale, so neither does this page.

The Second EPA Document Says It Slightly Differently, and the Difference Is Kept

EPA’s course for health care providers, “Ozone Pollution and Your Patients’ Health”, on a page that states it was last updated on March 10, 2026, gives the diurnal profile in more detail and then gives the timing advice with an extra option:

“Ozone levels are typically highest in the warmer months (approximately April through October) and in the afternoon and early evening hours for most locations, but this can vary by location.”

And, a few paragraphs later, in the section on what to advise patients:

“In addition, patients can plan outdoor activities when ozone levels are lower, usually in the morning or evening.”

The consumer guide says morning. The clinician page says morning or evening. These are two EPA documents with two wordings, and they are not welded together here into one sentence that neither of them published. The overlap between them is the morning, which is the safer choice if you are picking one hour without checking anything. If you want the evening, the honest position is that one EPA document includes it and one does not, and the way to settle it for your own street is the live reading, not either sentence.

Three Qualifiers That Have to Travel With the Timing

The sentence that gets quoted usually stops before these. They are here because dropping them is how a page ends up wrong for a reader in the wrong place or the wrong month.

It varies by location. That is in EPA’s own sentence above, and the clause is “but this can vary by location.”

It is not only a summer problem. The same EPA clinician page continues directly: “In some locations, where there are high VOC levels combined with intense UV radiation, ozone levels can be high even during winter months. For example, high ozone concentrations can occur throughout the year in some southern and mountain locations”, and the sentence ends with a cross-reference to another section of that course. EPA’s Ground-level Ozone Basics page says the same thing more briefly: “Ozone is most likely to reach unhealthy levels on hot sunny days in urban environments, but can still reach high levels during colder months.”

It is not only a city problem. From that same Basics page, in the sentence immediately after: “Ozone can also be transported long distances by wind, so even rural areas can experience high ozone levels.” A rural household that has never worried about smog is not automatically outside this.

The One Veterinary Sentence That Says It About Dogs

Colorado State University Veterinary Health System published “How poor air quality can impact dogs” on July 21, 2026. Our AQI page quotes that page’s band table for dogs in full and works through what it does and does not contain, so this page will not restate it. What this page owns is a different sentence on the same page, which our AQI page does not carry, because it is the one place located in this research where a veterinarian names ozone, the morning, and heat in a single quoted line.

CSU quotes Dr. Colleen Duncan, a professor in CSU’s Department of Microbiology, Immunology, and Pathology, twice in the same paragraph:

“Just like you do with the weather, get in the habit of checking the AQI in the morning so you can plan ahead,” said Dr. Colleen Duncan, a professor in CSU’s Department of Microbiology, Immunology, and Pathology who studies how the environment affects animals. “a good rule is to exercise dogs in the morning when ozone levels tend to be lower as are your chances of heat stress.”

The lowercase “a” at the start of that second quotation is how CSU published it, and it is reproduced here rather than tidied, because tidying inside quotation marks is how quotations stop being quotations.

Be clear about the weight that sentence can carry. It is one veterinarian quoted on one university’s page. It is not an EPA standard, not an AVMA policy, and not a number. It carries no AQI value, no minutes and no separate answer for a brachycephalic or senior dog. What it does do is show a veterinary source landing in exactly the same place as the federal consumer guidance, for two reasons at once rather than one.

What This Page Concludes From Putting Those Together

Here is the join, and it is this site’s own reasoning rather than a published instruction, because no single document located in this research states it as one rule.

EPA’s ozone guidance says morning because ozone is built by afternoon sun. This site’s heat pages, and every ordinary piece of dog-walking advice, say morning because afternoon is when pavement and air temperature peak. Those are two different mechanisms that happen to have the same hour as their answer. For ozone specifically, there is no trade-off to manage: the hour that is cooler for your dog’s feet and body is also the hour with less of the pollutant in it. That is not true of every air quality hazard, and the exception is the whole of the next section.

The One Place the Timing Advice Splits: Smoke

If you are used to wildfire seasons, you may have absorbed a warning that runs the other way, and you absorbed it correctly. EPA publishes it.

EPA’s Wildfire Guide fact sheet “Protect Yourself From Smoke and Heat”, which carries the publication number EPA-452/F-26-009, tells readers to “Keep an eye on air quality and temperature conditions and time your outdoor activities for less smoky and cooler times of day”, and then adds the complication as its own sub-bullet:

“Be aware that sometimes the coolest part of the day can also be the smokiest part of the day. Consider using an N95® respirator if the cooler part of the day is a smokier time.”

That is a genuine conflict, and it is a conflict about particles. Cool air can sit and hold smoke in a valley overnight, so the comfortable hour and the clean hour come apart. No source located in this research publishes an equivalent warning for ozone, and the published diurnal pattern for ozone runs the opposite way, toward an afternoon and early evening peak driven by sunlight and heat.

So the practical shape of it is: on a smoke day you may have to choose between cool and clean. On an ozone day, per the guidance above, you do not.

That is a comparison between two EPA documents about two different pollutants, and it is stated here as a comparison rather than as a rule either document wrote.

Smoke Days Can Also Be Ozone Days, and EPA Publishes That Too

The two hazards are not sealed off from each other. EPA’s Wildfire Smoke: A Guide for Public Health Officials, which carries the publication number EPA-452/B-26-001 and the date June 2026, describes the link in Chapter 1:

“Smoke episodes can also be associated with elevated levels of ozone. Ozone is not emitted directly from wildland fires, but ozone precursors are, which result in ozone formation in the presence of sunlight downwind of the fire. The precursors can mix with urban sources of nitrous oxides leading to higher ozone levels. Ozone is not always enhanced downwind of a fire and has been shown to be highly variable spatially and temporally.”

That last sentence is the one to keep. The relationship is real and it is not reliable, which means you cannot infer an ozone problem from a fire and cannot rule one out either. The same Guide, in its chapter on health effects, adds the scope: “Although ozone is less of a health concern during wildfire smoke events, in instances where ozone concentrations are elevated, short-term exposures can lead to a range of respiratory-related effects such as reductions in lung function, inflammation of the airways, chest pain, coughing, wheezing, and shortness of breath – even in healthy people.” The dash inside that sentence is EPA’s.

The Published Tie-Break When Both Numbers Are Up

There is one document located in this research that tells a reader what to do when ozone and fine particles are both elevated, and it is worth knowing exactly who it was written for. EPA’s Wildfire Smoke Guide for Public Health Officials, in the chapter of AQI-based tables intended to guide officials’ recommendations to the public, states:

“It may occasionally happen that ozone is the pollutant with the higher AQI value, especially when smoke levels are low. If both ozone and PM2.5 are above an AQI value of 100, follow the recommendations for PM2.5, since they are more precautionary. If the AQI value is above 100 for ozone, but not for PM2.5, consider following the recommendations for ozone. The Fire and Smoke Map and AirNow will indicate if the elevated AQI is due to ozone rather than PM2.5.”

Two notes on using that. It is written for public health officials deciding what to tell a population, not for a household deciding about one dog, and it is about which set of published human recommendations to follow, not about an animal. And the word in the second half is “consider,” which is EPA’s.

And If It Is Hot, Smoky and Ozone-Elevated at Once

This is the case where three pieces of correct guidance do not resolve to one hour, and where this page has to say what it is doing rather than pretend a source did it.

What the sources say, separately: EPA’s ozone guidance says plan for the morning because ozone peaks in afternoon sun. EPA’s smoke-and-heat fact sheet says the coolest part of the day can also be the smokiest. EPA’s Guide for Public Health Officials says that when both ozone and PM2.5 exceed an AQI of 100, the PM2.5 recommendations are the more precautionary ones to follow.

What none of them says: which hour to take a dog out on a day that is all three at once.

What this page concludes, marked as this site’s own reasoning and not as anybody’s published protocol: on a day that is simultaneously hot, smoky and ozone-elevated, the honest answer is that you are no longer timing a walk, you are shortening one. Every source above restricts effort and duration before it restricts the clock. The AQI page on this site works through the exertion evidence for animals in detail, including AVMA’s livestock instruction about activities that increase airflow into and out of the lungs, and that is the variable to move first. Get the animal out for the shortest functional trip, at low effort, and stop trying to find a clean hour that may not exist that day. If your animal has a heart, lung or airway condition, that is a plan to make with your veterinarian in advance rather than in a doorway.

Which Number Are You Even Looking At?

This is the practical failure that sends people to the wrong page. Ozone and fine particles are two different pollutants reported on the same 0 to 500 scale, and the tool most pet owners have been taught to open was built for one of them.

EPA’s Question and Answer document for the AirNow Fire and Smoke Map answers this directly, and the sentence most often quoted from it is only the first half of the answer. The answer reads, up to the point where it turns to coarse particles:

“No. The Fire and Smoke Map shows only fine particle pollution, which is the main type of pollution in wildfire smoke. Fine particle pollution is also known as fine particulate matter or PM2.5. It also comes from sources other than fires.

You can use the Map to see fine particle pollution from any source at your location. However, the map does not show other types of pollution, including ozone (smog). To see information on ozone, enter your location on the “dial” on www.airnow.gov, or visit the AirNow interactive map. AirNow shows ozone and particle pollution data that comes from official outdoor air quality air monitoring stations.“

That last sentence is the useful one and it is the one that gets dropped. The document does not leave you without a route to ozone. It names one.

There is a second EPA document that describes the map’s behavior in more detail, and reading both is better than reading either. The Wildfire Smoke Guide for Public Health Officials (EPA-452/B-26-001, June 2026) states:

“Although the primary purpose of the map is to provide information on smoke and its primary pollutant (PM2.5), the map also provides some information about PM10 and ozone (O3), if these pollutants have AQI values greater than PM2.5. Currently, these additional pollutants are measured by permanent monitors, as reported on AirNow.”

Both of those are EPA documents and both are quoted above exactly as written. They are describing the same map at different levels of detail, and the June 2026 Guide is the more recent of the two documents we read. The reader’s move does not depend on resolving them: open the map or the AirNow dial, and read the pollutant label attached to the number before you act on the number. If it says ozone, this page applies. If it says PM2.5, our AQI page for dog walking and the wildfire smoke playbook apply. Writing the pollutant down alongside the value takes two seconds and it is the difference between reading the right guidance and the wrong one.

Two more things worth knowing about how the ozone number reaches you.

It is monitored heavily. EPA’s Guide states that agencies “submit continuous ozone data to AirNow from more than 1,400 monitors.” This is not a thinly instrumented pollutant.

The forecast has a schedule. EPA’s clinician page states that “Ozone air quality forecasts for more than 350 cities across the country are posted daily by 4:30 PM during the summertime ozone season.” Where a program issues its notice in advance, as TCEQ says it does, that posting schedule is one of the reasons it can arrive the evening before rather than the morning of.

A Live Example of What a State Actually Publishes

To show what an ozone advisory looks like when it is not a phrase but a specific instruction with a clock in it, here is the Front Range forecast Colorado’s air quality advisory page was carrying when it was read at 10 a.m. Mountain time on August 15, 2026, the day this page was written. The forecast block itself is headed Friday, August 14, 2026, 2:00 PM MDT, so what is quoted below is the previous afternoon’s forecast still standing the next morning:

“Ozone concentrations are expected to be in the Good to Moderate range on Friday and Saturday. People who are unusually sensitive to ozone should consider reducing prolonged or heavy outdoor exertion from noon to 8 pm on Friday and Saturday.”

That page updates daily and will say something different by the time you read it, which is exactly the point of quoting it. The state is not publishing a rule about ozone in general. It is publishing a window, on a specific day, with an exertion instruction attached, aimed at the unusually sensitive rather than at everyone. That is the shape of the thing you are looking for on your own state’s page, and it is a far more useful object than the phrase “Ozone Action Day.”

Note that Colorado’s window in that notice runs from noon to 8 p.m., which is a state agency’s forecast for two specific days on one part of one state, and not a national rule about when ozone is high.

Indoors: The Hazard Where Closing the Windows Genuinely Helps

Here is where ozone and smoke come apart in the other direction, and where the news is better than most people expect.

Fine particles infiltrate a house and hang around in it. Ozone does not, because it is chemically reactive and the inside of your house is full of surfaces for it to react with. The California Air Resources Board states the mechanism and the exception in two consecutive sentences:

“Ozone reacts with surfaces as it penetrates the indoor environment, usually resulting in lower levels indoors than outdoors. However, levels of ozone indoors can approach outdoor levels when windows or doors are open.”

AirNow’s own ozone guide lists the same move among its exposure-reduction steps, and phrases it with the hedge intact: “Move your activity inside where ozone levels are usually lower.” The word “usually” is AirNow’s, and it belongs to the same caveat CARB spells out.

EPA’s Residential Air Cleaners: A Technical Summary, 3rd Edition names the pathway, and note that it names two sources, not one: “Sources of ozone include infiltration from outdoors and intentional or unintentional generation by laser printers and some devices sold as air cleaners.” Infiltration from outdoors is the one you manage with the windows. The second half of that sentence is a separate section further down this page.

So on an ozone day, for once, the boring instruction is the effective one. Close the windows and the exterior doors. Keep them closed while the outdoor levels are up. Bring the animals in.

The Limit, and It Is Not Negotiable

Ozone days are hot, sunny days by definition, which means the instruction to seal a house lands on exactly the days when sealing a house is most dangerous. AirNow put the warning in a footnote on the same ozone guide, marked against the bands where it tells people to move activities indoors:

“If you don’t have an air conditioner, staying inside with the windows closed may be dangerous in extremely hot weather. If you are hot, go someplace with air conditioning or check with your local government to find out if cooling centers are available in your community.”

The straight apostrophe in “don’t” is how AirNow printed it in that footnote, and it is reproduced here as published.

Say the ordering out loud, because it is the same ordering this site holds everywhere heat is involved. A household of people and animals overheating in a closed house is a worse outcome than an elevated ozone reading outside it. Heat is the faster hazard. If you cannot cool the house, do not seal it to chase an air quality number. Go somewhere cooler, and if that somewhere is a public cooling center, call ahead and ask whether animals are admitted, because admission for animals is set locally and is never safe to assume. One Cooling Appliance Gets a Specific Warning

EPA’s Wildfire Smoke Guide for Public Health Officials singles out evaporative coolers, also called swamp coolers, in its chapter on indoor air. After several paragraphs on filtering the intakes for smoke particles, it adds:

“Regardless of whether filters are installed, other outdoor pollutants such as ozone are not filtered out and indoor concentrations can be nearly equal to outdoor concentrations.”

That sentence is written in a smoke guide, about evaporative coolers, and its scope is exactly that. But it is the one sentence located in this research that names an ordinary home cooling appliance and says outdoor ozone comes through it. If your house is cooled by a swamp cooler, the close-the-windows move above does less for you, and the heat rule above still outranks everything.

The Filter Question, and Why This Page Agrees With Our Box Fan Page

Anyone who lived through a smoke season has a box fan with a furnace filter taped to it, or a HEPA unit, or both. The question on an ozone day is whether any of that does anything.

EPA’s Residential Air Cleaners: A Technical Summary, 3rd Edition (EPA 402-F-09-002, July 2018) is the document that gets closest, and it supplies both halves of the answer inside one publication.

First, it classifies ozone: “Gaseous pollutants include inorganic gases such as combustion gases (e.g., carbon monoxide and nitrogen dioxide), ozone, and organic chemicals that are not attached to particles.”

Second, it states the limit of particle-only devices, under a heading about removing chemical odors: “Air cleaners that are designed only to remove particles cannot control gaseous pollutants, including those that contribute to chemical odors.”

Now the honest bit. Those are two sentences, in two different sections, and neither of them puts ozone and a HEPA filter in the same sentence. No source located in this research names ozone and a HEPA or MERV-rated filter in one sentence. Searching for it here covered EPA’s Residential Air Cleaners technical summary, EPA’s ozone generators page, EPA’s Wildfire Smoke Guide for Public Health Officials, and CARB’s Ozone & Health and hazardous ozone-generating air purifiers pages. That is a description of this search across those documents, not a claim about the literature.

So the final step, that ozone is a gas and a pleated particle filter therefore does not remove it, is this site’s own reasoning rather than a published finding. This page agrees with that page. It is adding a second EPA document that carries both halves of the reasoning under one cover, which makes the join better sourced than it was, and it is not upgrading a two-sentence join into a quotation that nobody published.

What the Same Document Points To Instead, With Its Caveat

EPA’s technical summary does name a route for gases. It notes a modeling study on “using activated carbon filters in homes to reduce indoor ozone of outdoor origin”, and the sentence immediately after that one is the qualifier:

“No intervention studies to date were found that investigated the effects of gas-phase filtration, ESPs, ionizers, PCO, or plasma systems in portable or in-duct air cleaners in homes on indoor pollutant concentrations and associated health symptoms.”

EPA follows it with: “The scarcity of data results in little scientific evidence to evaluate whether these devices are associated with a reduction in health symptoms.” Which is to say: activated carbon is the category EPA routes gases to, and EPA is explicit that the home-intervention evidence for it is thin. This page is not going to tell you to buy one on the strength of that, and it is certainly not going to tell you what any specific unit does for ozone in a room with an animal in it, because no source located here publishes that.

The Part That Runs the Other Way

A plain box fan with a pleated filter is a mechanical device, and mechanical devices are not the ozone-producing category. The point for this page is narrow: if you built one for smoke season, running it on an ozone day is not adding ozone to the room. It simply is not removing the pollutant you are worried about today. Two different questions, two different answers, and both are worth having straight.

A Household Chemistry Note That Is Specific to Pet Homes

EPA’s technical summary includes one passage that a pet household should read twice. It is about what indoor ozone does after it gets in:

“Also, even at concentrations below public health standards, ozone reacts with chemicals emitted by common indoor sources such as household cleaning products, air fresheners, deodorizers, certain paints, polishes, wood flooring, carpets, and linoleum. The chemical reactions produce harmful byproducts that may be associated with adverse health effects in some sensitive populations.”

EPA lists the byproducts as including “ultrafine particles, formaldehyde, other aldehydes, ketones, peroxides, organic acids”, with citations attached.

That passage is written about indoor air generally and names no animal. Here is this site’s own observation on top of it, marked as ours: the products EPA names in that list are unusually well represented in a house with animals in it. Litter deodorizers, room sprays and plug-ins bought to manage pet odor, and wall-to-wall carpet are exactly the categories on EPA’s list. On a day when outdoor ozone is high and you are keeping the windows shut, running additional odor-control chemistry is the one discretionary thing in the room. EPA does not publish an instruction about that, and this page is not inventing a threshold for it. It is a reason to open fewer air fresheners on an ozone day rather than more, and nothing stronger than that.

The Device Question, and the One Place an Agency Names Your Animals

Everything above is about ozone that formed outdoors. There is a category of machine sold to consumers that makes it indoors on purpose, and this is the single question in this whole subject where an agency has published something that names dogs, cats, hamsters, guinea pigs and birds.

The California Air Resources Board’s page on hazardous ozone-generating air purifiers states the risk with animals in the sentence:

“Not only are ozone generators ineffective at cleaning indoor air, but inhaling ozone poses serious health risks for humans and animals.”

Further down, in its section on health effects, after describing effects in people, CARB adds two sentences that no other source located in this research supplies:

“There are many experimental studies on animals, including dogs, cats, hamsters and guinea pigs, that show respiratory effects from exposure to ozone. Birds are especially sensitive to the effects of air pollutants, including ozone.”

And its recommendation, under its own heading asking what CARB recommends:

“CARB strongly advises against the use of ozone generators in spaces occupied by people or animals.”

EPA carries the federal version of the warning on the front matter of its Residential Air Cleaners technical summary: “Ozone generators that are sold as air cleaners intentionally produce the gas ozone. No federal government agency has approved these devices for use in occupied spaces.”

On ionizers and electrostatic precipitators, which are a different category and are sold much more widely, the same EPA document states: “Although ESPs and ionizers remove small particles (including ultrafine particles), they do not remove gases or odors”, followed by citations, and adds that because they use high voltage to generate ionized fields, “they may produce ozone, either as a byproduct or by design”. EPA’s own characterization of the substance in that passage is one sentence long: “Ozone is a lung irritant that poses risks to health.”

Read the scope of all of that carefully, because it is easy to over-read. CARB and EPA are telling you not to run an ozone-emitting machine in a space with people or animals in it. Neither document publishes an exposure limit for a dog, a cat or a bird. Neither publishes a safe setting, a safe distance or a safe run time for an animal in the room. Their guidance about animals is categorical rather than numerical, and it should be read as the whole of what those agencies said rather than as the visible part of a scale they did not publish. On the human side the numbers do exist, and EPA’s own ozone generators page collects the occupational and medical-device limits published by other bodies; none of them is written about an animal, and this page does not transfer any of them to one.

One observation of this site’s own, which neither agency wrote: the advice is framed around occupied spaces, and a person in an occupied space can leave it. A crated dog, a caged bird, a hamster, a guinea pig, a rabbit or a reptile in a tank cannot. If a device like this is running in a room, the animal that lives in that room is the occupant with the least ability to act on any of the guidance above.

If an animal has been shut in a room with an ozone generator running, that is a call to your veterinarian, and this page has nothing further to offer on it, because managing an exposure is veterinary care and this site does not have a veterinary reviewer.

What About Something Over the Dog’s Face?

Short section, because it needs to be scoped rather than answered.

Pets do not wear respirators, and the products sold as dog smoke masks are covered in full in our honest review of dog smoke masks. For ozone specifically, here is the whole of what could be established.

Two primary sources separate the two kinds of air-purifying respirator, and one of them is a document quoted several times elsewhere on this page.

OSHA’s Respiratory Protection page states: “Respirators of this type include particulate respirators, which filter out airborne particles, and air-purifying respirators with cartridges/canisters which filter out chemicals and gases.” That is a taxonomy of equipment. It does not name ozone, and it is not a statement about any product for animals.

EPA is more specific, in section 3.13B of the Wildfire Smoke Guide for Public Health Officials (EPA-452/B-26-001, June 2026). Describing non-disposable respirators used with an organic vapor cartridge, it adds a parenthesis about the disposable kind almost everyone owns: “filtering facepiece N95® or P100® respirators remove only particles, not gases or vapors.” That sentence names the product category by name and says plainly what it does not do.

Two limits on that sentence. It does not name ozone, so getting from gases and vapors to ozone takes the same two-sentence join this page makes in the filter section, resting on EPA’s separate classification of ozone as a gaseous pollutant, and that step is this site’s reasoning rather than one published sentence. And it is written about filtering facepiece respirators specifically, which is not the whole of the category: EPA’s own sentence says the elastomeric kind, with an organic vapor cartridge, “can reduce exposure to irritating gases in smoke, such as aldehydes, as well as particulates”. A blanket claim that a mask does nothing about gases would be wrong about the equipment EPA is describing in that very sentence.

One disclosure about what was not read. NIOSH publishes the reference document on respirator selection that EPA’s own fact sheets point to, and cdc.gov has been unreachable from this environment across multiple waves of this project’s research, so it was not opened here. That is a retrieval gap and not evidence that NIOSH is silent. It is recorded rather than leaned on, because EPA’s Guide answers the filtering-facepiece question without it.

What none of that settles is the product question. No source located in this research publishes an ozone-removal performance figure for any pet mask, in either direction. Nothing here supports claiming that a mask helps with ozone. And nothing here supports a blanket claim that every mask does nothing about gases, particularly since at least one product this site has reviewed is sold with an activated-carbon layer, and activated carbon is the medium EPA routes gases to. Where a specific product sits between those two facts is unsettled in the material available, and it is left unsettled here rather than resolved by inference.

What Is Actually Published About Animals and Ozone

This is the section that decides how much weight everything above can carry, so it is written plainly.

Every threshold and band quoted on this page, and every timing instruction taken from an agency, is written about people. The one exception on the whole page is the veterinary sentence in the section above, which names dogs and carries no number at all. The AQI is a human health index. EPA’s clinician course names the ozone sensitive group as one that “includes children; people with lung diseases, such as asthma, chronic bronchitis, and emphysema; older adults; and active people who work or exercise outdoors.” No animal is in that definition. EPA’s Health Effects of Ozone Pollution page, which states it was last updated on February 24, 2026, opens with “Ozone is a powerful oxidant that can irritate the airways” and “Ozone in the air we breathe can harm our health, especially on hot sunny days when ozone can reach unhealthy levels”, and the word “our” there means people. Borrowing a human band for an animal is an analogy, and every time this page does it, it says so.

Four things were located that do name animals. They are unequal in weight and they are listed in order of how directly they bear on a dog standing at a door.

CSU’s July 21, 2026 page quotes Dr. Colleen Duncan on exercising dogs in the morning when ozone levels and the chances of heat stress are lower. That is a veterinarian, on a veterinary college’s page, addressing the exact decision this page is about, and it is qualitative.

CARB’s hazardous ozone-generating air purifiers page states that many experimental studies on animals including dogs, cats, hamsters and guinea pigs show respiratory effects from ozone exposure, and that birds are especially sensitive to air pollutants including ozone. That is a state agency naming five kinds of household animal in connection with this pollutant. Its scope is a document about indoor ozone-emitting devices, and no threshold on it is written about an animal. The same page does publish numbers, and they are human ones. Under its own heading asking how much ozone these machines produce, CARB states: “Ozone generators can produce indoor ozone levels several times higher than the State’s outdoor 1-hr and 8-hr health standards of 90 parts per billion (ppb) and 70 ppb respectively.” The State in that sentence is California, and those are California’s own ambient air quality standards. The eight-hour figure is not unique to California, though: CARB’s Ozone & Health page records that on October 1, 2015 the U.S. EPA lowered the national eight-hour standard to that same 0.070 ppm, which is 70 ppb. So the one document located in this research that names dogs, cats, hamsters, guinea pigs and birds is also a document that publishes numeric thresholds on the same page, and every one of those numbers is written for people. The animal sentences quoted above sit in the very next section of that same page, under CARB’s heading on adverse health effects, so the two are about as close together as a human number and an animal statement can get in one document. This page does not carry the numbers across, which is the whole reason they are quoted here rather than left out.

EPA says the same thing federally, once, and in the same kind of document. Section 3.5A of the Wildfire Smoke Guide for Public Health Officials, headed as guidance on choosing air cleaners that do not produce ozone, opens: “Use only CARB-certified air cleaners. Ozone is a lung irritant that poses serious health risks for humans and animals.” No species is named, no threshold is attached, and the sentence exists to tell you which machine to buy. It is still the only federal sentence located in this research that puts ozone and animals together.

A scoping review published in the Journal of the American Veterinary Medical Association in May 2026, by Kern-Allely, Scott, Magzamen and Duncan, surveys the state of the evidence for domestic animals and ambient air pollution generally rather than for ozone specifically. Its abstract states the problem in its first line: “Air pollution is a major global health threat that is expected to worsen, yet its effects on domestic animals remain poorly understood.” It reports that “29 studies were included, examining dogs, horses, cattle, sheep, and goats”, that the evidence “demonstrated parallels with human health, particularly respiratory and neurologic effects, but cardiovascular and reproductive outcomes were notably underrepresented relative to human literature”, and, in its clinical relevance section, that “Veterinarians are increasingly confronted with questions about the health impacts of poor air quality.” The publisher’s article page returned a JavaScript loading shell rather than the article text to automated retrieval on August 15, 2026, so that abstract was read from the publisher’s own deposited record through the Crossref API, and only the abstract is quoted here.

And here is what was searched for and not found, scoped to that search. On August 15, 2026 this research covered EPA’s ozone pages and its AirNow ozone guide, EPA’s clinician course on ozone, EPA’s Wildfire Smoke Guide for Public Health Officials and its Wildfire Guide fact sheets, EPA’s Residential Air Cleaners technical summary, CARB’s ozone and air-cleaner pages, OSHA’s respiratory protection page, the AirNow Action Days page, and the published ozone action day material from four state agencies, plus targeted searches restricted to avma.org, aaha.org, aspca.org, vet.cornell.edu, csuveterinaryhealth.org, cvmbs.source.colostate.edu and vetmed.ucdavis.edu. Across that set, no ozone AQI band table for any animal was located, no ozone concentration or AQI value at which any animal should stop going outdoors was located, no list of ozone-specific symptoms in any animal was located, and no allowed-minutes figure for any animal at any band was located. That is a statement about this search and these sources. It is not a claim that no such document exists anywhere, and a specialist veterinary body may well publish something that these searches did not surface.

Numbers of that kind do circulate on the open web. The ones encountered during this research came from commercial and general-content sites rather than from an agency, a veterinary association or a veterinary college, and none of them is published here.

The address for the number that is legitimately about your animal is the same as it is on every other page in this cluster: the veterinarian who already knows that animal’s airway, heart and lungs. Ask before ozone season, at an appointment you already have.

Your Ozone Day Checklist

  • Read the pollutant, not the phrase. An Ozone Action Day is a program name with no national threshold behind it, and different agencies call one at different AQI levels. Find the AQI value and the named pollutant in your own notice.
  • Confirm which pollutant the number is about before you pick a page to act on. EPA’s Q and A for the Fire and Smoke Map states the map shows only fine particle pollution and directs readers to the AirNow dial or the AirNow interactive map for ozone.
  • Take the walk in the morning, up to the point where the guide stops saying so. AirNow’s ozone guide states that ozone is worse in the afternoon and early evening and to plan outdoor activities for the morning, and it repeats that instruction at three AQI bands. EPA’s clinician page says morning or evening; the morning is the hour both documents include.
  • Know the ceiling on that. In the same AirNow table, sensitive groups at 201 to 300 and everyone at 301 to 500 are told to avoid all physical activity outdoors, with no morning option offered. Those bands are written for people and no published version of them for animals was located, but the source behind the morning rule does not extend it to the top of the scale.
  • Cut the effort before you cut the clock. EPA’s clinician page states that the chance of being affected rises with both duration and how strenuous the activity is, and gives walking instead of jogging as its own example. A sniffing walk and a run at the park are not the same exposure.
  • Do not assume it is a summer or a city problem. EPA publishes that ozone can reach high levels in colder months, that some southern and mountain locations see high concentrations year round, and that wind carries ozone into rural areas.
  • Close the windows and exterior doors while levels are up, and bring the animals in. CARB states that ozone reacts away on indoor surfaces so indoor levels are usually lower, and that indoor levels can approach outdoor levels when windows or doors are open.
  • Stop at the heat limit. AirNow’s own footnote states that without an air conditioner, staying inside with the windows closed may be dangerous in extremely hot weather. Do not seal a house you cannot cool. Heat is the faster hazard.
  • If you use an evaporative or swamp cooler, know that EPA’s 2026 Wildfire Smoke Guide states outdoor pollutants such as ozone are not filtered out by it and indoor concentrations can be nearly equal to outdoor concentrations.
  • Expect nothing from your particle filter on this pollutant, and nothing bad from it either. Run it if you like; it is not the tool for a gas.
  • Do not run an ozone generator or an ozone-emitting purifier in a room with an animal in it. CARB advises against use in spaces occupied by people or animals, and EPA states that no federal government agency has approved these devices for use in occupied spaces.
  • Think about which occupant cannot leave the room. A crated dog, a caged bird or a tanked reptile has no way to act on any of this. That is this site’s own observation, not an agency instruction.
  • Go easy on the odor chemistry while the house is shut. EPA publishes that indoor ozone reacts with air fresheners, deodorizers, carpets and cleaning products to produce byproducts, and a pet household owns more of those categories than most.
  • Call your veterinarian if an animal coughs, gags, breathes fast at rest or struggles to breathe, and call before ozone season to ask where the line sits for your specific animal. Nothing located in this research sets it for you.

The Version You Do on a Quiet Afternoon

Four things, none of which can be done while a dog is staring at a leash.

Find out whether your area even runs an ozone program, and what it calls one. The four state examples in the table above use three different structures and at least three different triggers. Your own state or local air agency publishes its own, and it takes one visit to find out whether your alert means Code Orange, Code Red, or a two-tier system. While you are there, sign up for the notification. EPA and its state partners run EnviroFlash, which several of the agencies read for this page point their residents to.

Learn where the ozone number lives on your phone. If the app you have has been your smoke tool, it may be the Fire and Smoke Map, which by EPA’s own description is a fine particle map. Find the AirNow dial or the AirNow interactive map, which EPA’s Q and A document names as where ozone data from official monitoring stations appears, and put it where you will find it in July.

Decide the morning routine before the season, not during it. If the answer to a high ozone forecast is a shorter, earlier, lower-effort outing, then it has to be an outing that fits in the morning on a workday. That is a scheduling problem, not an air quality problem, and it is much easier solved in April. Ask the veterinarian the ozone version of the question. Most owners ask about smoke because smoke is visible. The questions worth asking are: given this animal’s airway, heart and lungs, how careful should we be on high-ozone days specifically, is the morning enough or does the outing also need to be shorter, and what symptom means call you rather than wait. Write the answers on the same card as the clinic’s after-hours number.

On the morning it matters, you will already know whether the words on your phone mean Code Orange or Code Red, and you will not be learning your state’s vocabulary with a dog at the door.

What is an Ozone Action Day, and what AQI number triggers one?

There is no single national number, and that is the first thing to know about the phrase. AirNow, the federal air quality reporting site run by EPA and its partner agencies, states on its Action Days page: "Action days are usually called when the AQI gets into the unhealthy ranges. Different air pollution control agencies call them at different levels. In some places, action days are called when the AQI is forecast to be Unhealthy for Sensitive Groups, or Code Orange." It adds: "Occasionally, an action day is declared when the AQI is Moderate, or Code Yellow, if the levels are expected to approach Code Orange levels" and "In many places, action days are called when the AQI is forecast to be Unhealthy, or Code Red." Individual agencies publish their own triggers and they are not the same. Louisiana's Department of Environmental Quality states that it issues Ozone Action Day Alerts "when the Air Quality Index (AQI) forecast is above 100, categorized as Unhealthy for Sensitive Groups or Code Orange." Arkansas runs two tiers under the same program name: an Ozone Action Advisory at code orange and an Ozone Action Alert at code red. The Texas Commission on Environmental Quality states that each of its forecasts "predicts whether ozone levels in the area may reach or exceed the EPA's Air Quality Index (AQI) Level Orange category (Unhealthy for Sensitive Groups)." Colorado's advisory page states that Action Days "generally indicate that air quality will be in either the Unhealthy or Unhealthy-for-Sensitive-Groups categories according to the Air Quality Index." So read the AQI value and the named pollutant in the notice you actually received, and treat the phrase itself as a prompt to look the number up rather than as a number. None of those agencies publishes a threshold written for an animal.

Is it safe to walk my dog on an ozone action day?

No agency or national veterinary association located in this research publishes an ozone number that separates walking a dog from not walking one, so this answer is about timing and effort rather than about a cutoff. On timing, AirNow's Air Quality Guide for Ozone (EPA-452/F-23-001, February 2023) states: "Ozone forms in sunlight, usually on hot summer days. Ozone is worse in the afternoon and early evening, so plan outdoor activities for the morning." That same guide tells sensitive groups at AQI 101 to 150 to "Plan outdoor activities in the morning when ozone is lower", repeats it at 151 to 200, and gives it at 201 to 300 to everyone outside the sensitive groups. It stops there, and the ceiling matters more than the hour: at 201 to 300 the guide tells sensitive groups to "Avoid all physical activity outdoors.", and at 301 to 500 it gives everyone that same line with no morning alternative. Those bands are written about people, and this page has found no version of them written about a dog, but a reader holding a number that high is past the point where the answer is a better hour. EPA's clinician course for health care providers, on a page last updated March 10, 2026, states that "patients can plan outdoor activities when ozone levels are lower, usually in the morning or evening", which is worded slightly differently from the consumer guide and comes from a different EPA document. On effort, that same EPA page states that "The chances of being affected by ozone increase the longer a person is active outdoors and the more strenuous the activity is", and gives as its own example substituting an activity that requires less exertion, going for a walk rather than a jog. The one veterinary sentence located on this specific question is from Colorado State University Veterinary Health System, quoting Dr. Colleen Duncan on a page published July 21, 2026: "a good rule is to exercise dogs in the morning when ozone levels tend to be lower as are your chances of heat stress." The lowercase opening letter is the source's. All of the agency material above is written about people, and none of it publishes an ozone threshold, a symptom list or a duration for any animal. For a dog with a heart, lung or airway condition, or a flat-faced, senior, pregnant or very young dog, the person who can set a limit for that animal is your veterinarian.

Should I walk my dog in the morning or in the evening on a high-ozone day?

Two EPA documents answer this slightly differently, so both are quoted here rather than merged into one sentence. AirNow's consumer-facing Air Quality Guide for Ozone (EPA-452/F-23-001, February 2023) says morning only: "Ozone is worse in the afternoon and early evening, so plan outdoor activities for the morning." Its AQI table repeats that at three bands, for example "Schedule outdoor activities in the morning when ozone is lower." EPA's Ozone Pollution and Your Patients' Health course, written for health care providers and last updated March 10, 2026, says morning or evening: "patients can plan outdoor activities when ozone levels are lower, usually in the morning or evening." The same EPA page also states that ozone levels are typically highest "in the afternoon and early evening hours for most locations, but this can vary by location", and that in some places with high VOC levels and intense UV radiation, ozone can be high in winter months and throughout the year in some southern and mountain locations. Because the pattern varies by location, the reliable move is not to memorize an hour but to read your own local forecast and current readings at airnow.gov, where ozone data from official monitoring stations is reported. If heat is also a factor for your animal, note that both of those EPA sentences include the morning, while only one of them includes the evening.

My air quality alert is about ozone, not wildfire smoke. Does my HEPA purifier or DIY box fan help?

Not for the ozone itself, and this page agrees with our DIY box fan page rather than correcting it. EPA's Residential Air Cleaners: A Technical Summary, 3rd Edition (EPA 402-F-09-002, July 2018) supplies both halves of the reasoning inside one document. It lists what counts as a gas: "Gaseous pollutants include inorganic gases such as combustion gases (e.g., carbon monoxide and nitrogen dioxide), ozone, and organic chemicals that are not attached to particles." And it states the limit of particle-only devices: "Air cleaners that are designed only to remove particles cannot control gaseous pollutants, including those that contribute to chemical odors." No source located in this research names ozone and a HEPA or MERV-rated filter in a single sentence, so the last step, that ozone is a gas and a pleated particle filter therefore does not remove it, is this site's own reasoning rather than a published finding. What the same EPA document does point to for gases is sorbent media, noting a modeling study on "using activated carbon filters in homes to reduce indoor ozone of outdoor origin", and it immediately adds that no intervention studies were found investigating gas-phase filtration in homes for indoor pollutant concentrations and associated health symptoms. Two things that are still worth doing on an ozone day: the California Air Resources Board states that ozone reacts with indoor surfaces so levels are usually lower indoors than outdoors, and that indoor levels can approach outdoor levels when windows or doors are open, so keeping them closed helps. And a mechanical fan-and-filter build does not create ozone either, which matters because some other device categories do.

Do I close the windows for an ozone day the way I would for wildfire smoke?

Closing them helps more for ozone than it does for smoke particles, for a published reason, and there is one hard limit on it. The California Air Resources Board states: "Ozone reacts with surfaces as it penetrates the indoor environment, usually resulting in lower levels indoors than outdoors. However, levels of ozone indoors can approach outdoor levels when windows or doors are open." AirNow's Air Quality Guide for Ozone lists as one of its exposure-reduction steps: "Move your activity inside where ozone levels are usually lower." EPA's Residential Air Cleaners technical summary names the pathway in one clause, stating that "Sources of ozone include infiltration from outdoors and intentional or unintentional generation by laser printers and some devices sold as air cleaners." The limit is heat, and AirNow puts it in a footnote on that same ozone guide: "If you don't have an air conditioner, staying inside with the windows closed may be dangerous in extremely hot weather. If you are hot, go someplace with air conditioning or check with your local government to find out if cooling centers are available in your community." Ozone days are hot, sunny days by definition, so that footnote is live on exactly the days this question gets asked. Do not seal a house you cannot cool in order to lower an ozone number, for people or for animals, and if you are heading to a cooling center, call first and ask whether animals are admitted, because that is set locally. One more caution from EPA's 2026 Wildfire Smoke Guide for Public Health Officials, written about evaporative or swamp coolers: "Regardless of whether filters are installed, other outdoor pollutants such as ozone are not filtered out and indoor concentrations can be nearly equal to outdoor concentrations."

Is an ozone air purifier or an ionizer safe to run around pets?

The California Air Resources Board publishes the most direct answer located in this research, and it names animals. On its page about hazardous ozone-generating air purifiers, CARB states that "inhaling ozone poses serious health risks for humans and animals", that "There are many experimental studies on animals, including dogs, cats, hamsters and guinea pigs, that show respiratory effects from exposure to ozone", and that "Birds are especially sensitive to the effects of air pollutants, including ozone." Its recommendation is stated plainly: "CARB strongly advises against the use of ozone generators in spaces occupied by people or animals." EPA's Residential Air Cleaners: A Technical Summary, 3rd Edition (EPA 402-F-09-002, July 2018) carries a notice on its front matter reading: "Ozone generators that are sold as air cleaners intentionally produce the gas ozone. No federal government agency has approved these devices for use in occupied spaces." On ionizers and electrostatic precipitators specifically, the same EPA document states that "Although ESPs and ionizers remove small particles (including ultrafine particles), they do not remove gases or odors", and that because they use high voltage to generate ionized fields, they may produce ozone either as a byproduct or by design. Neither of those documents publishes a separate ozone exposure limit for a dog, a cat or a bird, and neither publishes a safe setting, a safe distance or a safe run time for an animal in the room, nor did anything else located in this research. Note also that a caged, crated or confined animal cannot leave a room the way a person can, which is this site's own observation rather than a sentence either agency wrote. If an animal has been shut in with a running ozone generator, that is a call to your veterinarian, not a question for a web page.

What AQI number is too high for a dog on an ozone day?

No agency, no national veterinary association and no veterinary college located in this research publishes an ozone AQI cutoff for a dog, a cat or any other animal, and none publishes a number of allowed outdoor minutes per band either. The AQI bands themselves are human health categories: EPA's clinician course states that for ozone, the sensitive group "includes children; people with lung diseases, such as asthma, chronic bronchitis, and emphysema; older adults; and active people who work or exercise outdoors." No animal appears in that definition. The nearest published material is qualitative. Colorado State University Veterinary Health System quotes Dr. Colleen Duncan saying "a good rule is to exercise dogs in the morning when ozone levels tend to be lower as are your chances of heat stress", with the lowercase opening letter as published, and CSU separately published an AQI band table adapted for dogs on July 21, 2026, which our AQI page quotes in full. What that table is keyed to is the AQI value, not a named pollutant. CSU calls its work "adapting the Air Quality Index", a scale it describes on the same page as one that "rates air quality based on five major pollutants", and no row in the table it published names ozone or carries an ozone concentration. So a veterinary college does publish AQI bands for dogs; what this research did not locate anywhere is an ozone-labelled one. Reading CSU's bands as applicable to an ozone-driven AQI number is this site's own inference rather than something CSU stated, and it is offered as an inference here. The California Air Resources Board states that experimental studies on animals including dogs, cats, hamsters and guinea pigs show respiratory effects from ozone exposure, but publishes that in a document about ozone-generating machines indoors rather than as an outdoor threshold. A 2026 scoping review in the Journal of the American Veterinary Medical Association by Kern-Allely, Scott, Magzamen and Duncan reports that air pollution is "a major global health threat that is expected to worsen, yet its effects on domestic animals remain poorly understood", and that its review included 29 studies covering dogs, horses, cattle, sheep and goats. In other words, no such number was located in this research, and a page that publishes one should be asked which document it came from. Ask your veterinarian where your specific animal's line sits, before ozone season rather than during it.
