Extreme Heat Warning vs Heat Advisory: What the Alert on Your Phone Actually Says About Your Animal

Some pet emergencies outrun any checklist. If an animal is collapsing, struggling to breathe, or was exposed to something toxic, stop reading and call your veterinarian or the nearest emergency animal hospital now. When officials order an evacuation, go; nothing on this page is worth delaying your own exit. This article is spec-and-evidence analysis of published guidance, not veterinary care for your specific animal. Where your vet's instructions or an official order differ from anything here, they win.

An Advisory in Maine and a Warning in Arkansas are not describing the same afternoon.
  • The alert text names an animal exactly once, and it is about a parked car. In NWS Instruction 10-515's Appendix A, the model Extreme Heat Warning carries the line "Do not leave young children and pets in unattended vehicles. Car interiors will reach lethal temperatures in a matter of minutes." The model Extreme Heat Watch and the model Heat Advisory in that same appendix carry no pet line at all. The only wording the directive says NWS and OSHA have agreed to include "in all NWS Heat Advisories and Warnings" is an OSHA-related passage whose first sentence is "TAKE EXTRA PRECAUTIONS IF YOU WORK OR SPEND TIME OUTSIDE." That agreement is written for the Advisory and the Warning and does not name the Watch, and the model Extreme Heat Watch in the same directive carries no OSHA block. That passage is written about people. These are examples in an appendix and your local office writes the text it actually sends, so the wording you receive may differ.
  • The number behind these alerts is a heat index, and NWS says in its own words what a heat index was built to describe: "Since heat index values were devised for shady, light wind conditions, exposure to full sunshine can increase heat index values by up to 15°F." A walk happens in sun, on pavement. On the same page NWS names a different index, Wet Bulb Globe Temperature, as "a particularly effective indicator of heat stress for active populations such as outdoor workers and athletes", and WBGT is the index the peer-reviewed canine research uses. No source we opened converts either index into a threshold for a dog or a cat.
  • Humidity matters for a panting animal, and that part is published. A 2022 VetCompass study of heat-related illness in UK dogs, in Animals, states: "Dogs rely on evaporative cooling through panting once their thermoregulatory set point has been exceeded", and that "ambient temperature, humidity and windspeed all influence the rate of cooling." The same paper states plainly that "No formal guidelines exist for dogs training or working in hot environments." So a hot, humid day is a harder day for an animal that cools by panting, and by that paper's own account there is no formal guideline telling you where that animal's line is. That is a question for your veterinarian, who knows its airway, its weight and its heart.
  • Heat acclimatisation in animals takes weeks, which is why a first hot spell catches an unprepared animal, but the science does not support ranking June against August. Purdue Extension's Temperature Requirements for Dogs (VA-16-W, October 2016) reports that "partial acclimatization in small animals can require from 10 to 20 days; full acclimatization takes 60 days (Johnson et al., 2006)" and that acclimatisation time "should be planned for when changes in ambient temperature are expected to occur." A December 2025 review in Frontiers in Animal Science states the open question directly: "whether domestic dogs exhibit seasonal physiological adjustments to heat, analogous to those observed in cold acclimation, remains uncertain." And a 2020 Scientific Reports study of UK dogs found that "40% (158/395) of the incident cases were in July", the year's hottest month. Treat early-season heat as a real hazard; do not treat it as ranked above a later, hotter one.
  • No heat product appears on the National Weather Service's list of warnings that push a Wireless Emergency Alert to a phone. Read August 15, 2026, that page lists warnings for tsunamis, tornado, severe thunderstorm when the damage threat is destructive, flash flood when the damage threat is considerable or catastrophic, hurricane, typhoon, storm surge, extreme wind, dust storm and snow squall. Heat is not on it. If your plan for a hot weekend depends on being woken up or interrupted, that channel is not the thing that will do it, and you need your own forecast check or your county's own opt-in notification system instead. That is a finding about the Wireless Emergency Alert channel only: we did not open a document that settles whether a NOAA Weather Radio receiver sounds its tone alarm for a heat product, so nothing here answers that.

The phone buzzes at 4:12 on a Tuesday afternoon and the banner says Heat Advisory. Or Extreme Heat Warning. Or Extreme Heat Watch. Somewhere in the house there is a dog who expects a walk at five, a cat asleep on the floor of a west-facing room, a rabbit in a hutch on a concrete patio, and possibly a fourteen-year-old Labrador with a heart murmur. The alert does not mention any of them.

This page is about that gap, and it is going to be honest about a thing most pages on this subject are not. In everything we opened for this page, there is no published mapping from an alert level to an animal action. Nothing we read publishes “Advisory means shorten the walk, Warning means nobody goes outside.” We looked for one, in the places listed at the bottom of this page, and we did not find one, and we are not going to invent one, because inventing one would mean attaching a federal agency’s name to a number we made up, on a page a reader might use to decide whether a Bulldog goes out at two in the afternoon.

What we can do instead is better than a made-up table, and it takes about ten minutes to absorb. We can tell you exactly which products exist right now, which names were retired and where they are still on screen anyway, what number triggers each one and who sets that number, what that number was built to measure, what the alert’s own text actually says about animals, and where the veterinary evidence and the meteorological evidence genuinely meet. By the end you will know what your alert is telling you and, more importantly, what it is not, which is the part that gets animals hurt.

The Three Products That Exist Right Now

Start here, because half the confusion on this topic is a naming problem rather than a weather problem.

The National Weather Service publishes exactly three heat-related alert products for its forecast offices to issue. Its Understanding Heat Alerts page, read on August 15, 2026, opens with the sentence that frames all three:

“Each National Weather Service Forecast Office issues some or all of the following heat-related products as conditions warrant. NWS local offices often collaborate with local partners to determine when an alert should be issued for a local area. For instance, residents of Florida are much more prepared for 90°F+ weather than residents in Alaska.”

Read that twice, because it is the whole argument of the next section arriving early. Then the three products, quoted in full, in the order NWS lists them. NWS labels the Warning and the Advisory “Take Action!” and the Watch “Be Prepared!”

Extreme Heat Warning. “An Extreme Heat Warning is issued when extremely dangerous heat conditions are expected or occurring. Avoid outdoor activities, especially during the heat of the day. If you must be outside, be sure to drink plenty of water and take frequent breaks in the shade. Stay indoors in an air-conditioned space as much as possible, including overnight. Check on family and neighbors.”

Extreme Heat Watch. “An Extreme Heat Watch is issued when conditions are favorable for an extreme heat event but its occurrence and timing is still uncertain. Plan to suspend all major outdoor activities if a warning is issued. If you do not have air conditioning, locate the nearest cooling shelter or discuss staying with nearby family or friends who have air conditioning.”

Heat Advisory. “A Heat Advisory is issued for dangerous heat conditions that are not expected to reach warning criteria. Consider postponing or rescheduling outdoor activities, especially during the heat of the day. If you must be outside, be sure to drink plenty of water and take frequent breaks in the shade. Stay in a cool place, especially during the heat of the day and evening.”

Three things are worth pulling out of those three paragraphs before we go further.

The ladder is not what most people assume. The Watch is not “less bad than an Advisory.” The Watch is uncertainty about a Warning. NWS Instruction 10-515, the directive that governs these products, defines an Extreme Heat Watch as “Conditions are favorable for an extreme heat event to meet or exceed local Extreme Heat Warning criteria in the next 24 to 72 hours.” So a Watch is pointing at the top rung, days out, with the timing unsettled. An Advisory is the lower severity, and NWS labels it Take Action! rather than Be Prepared! If you rank them by how bad the weather is expected to get, a Watch outranks an Advisory. If you rank them by certainty, it is the other way round.

Every instruction in all three is addressed to a person. Drink water. Take breaks in the shade. Stay in an air-conditioned space. Check on family and neighbors. Locate a cooling shelter. Not one word of the three definitions is about an animal, and the section below on the alert’s own text shows that this is not an accident of summary.

Nothing in any of the three is a number. The public page publishes no criteria at all. That is the next section.

The names that were retired, and where they are still on screen

If you have been reading heat coverage for more than a couple of years, two of the names above will look wrong to you, and two names you remember are gone.

NWS Headquarters issued Service Change Notice 24-88 at 215 PM EDT Thu Sep 5 2024. Its subject line is exact:

“Renaming of Excessive Heat Watch and Warning to Extreme Heat Watch and Warning: Effective March 4, 2025”

The notice states that “On or about March 4, 2025, the NWS will implement the following changes to Public Program Text Products”, and lists the transitions “Excessive Heat Watch to Extreme Heat Watch” and “Excessive Heat Warning to Extreme Heat Warning”. It also decommissions the Valid Time Event Code phenomena code used for the old products and replaces it with a new one, which is the plumbing that automated weather feeds key on. NWS Instruction 10-515, dated MAY 16, 2025, records the same change in its own summary of revisions: “Transition of Excessive Heat Watch/Warning to Extreme Heat Watch/Warning.”

So: “Excessive Heat Warning” and “Excessive Heat Watch” are retired names. They are what these products were called before March 4, 2025.

And nothing in the NWS documents cited on this page names a product called simply a “Heat Watch”. The watch tier is Extreme Heat Watch, and before March 2025 it was Excessive Heat Watch. If a page offers you a “Heat Watch”, that page is either being loose with the name or is describing something else.

Now the part that will actually cost you if you do not know it. The old names are still live on the internet, including on a National Weather Service office page and in an NWS-hosted document. On August 15, 2026, seventeen months after the rename took effect, the NWS Green Bay office’s own heat page still read: “An Excessive Heat Watch is issued when conditions are favorable for an excessive heat event in the next 12 to 48 hours.” And: “An Excessive Heat Warning/Advisory is issued when an excessive heat event is expected in the next 36 hours.” The Northeast heat threshold document we cite later on this page, for its Heat Advisory criteria, likewise still says “Excessive Heat Warning criteria will remain unchanged”, and then gives the numbers it is leaving in place.

Neither of those pages is lying to you and neither is worthless. They are stale in one specific respect, and we are naming that respect rather than dismissing the documents. But it does mean a practical rule for anyone researching this: check a product name against the national Understanding Heat Alerts page, not against the first local office page a search returns. And treat an old product name as a date stamp. A page still using the pre-2025 names is old enough that the numbers on it may have moved as well, and on this topic they do move: one of the four criteria sets in the table below was revised six weeks before this page was written.

What the Alert Itself Says About Your Animal

This is the section this page exists for, and it has an answer, which surprised us.

The public-facing product descriptions above say nothing about animals. But the descriptions are not the alert. The alert is a text product a local forecast office writes and sends, with a standard structure, and NWS Instruction 10-515 publishes model examples of each one in its Appendix A. That is where you find out what a heat alert actually puts in front of a household.

Two layers, and the difference between them matters.

Layer one: the wording NWS says goes in all of them. The directive describes call to action statements this way: “Generally brief potential impact or Call to Action (CTA) statements. CTAs can be effective in reminding people of what actions to take in preparing themselves for the potentially hazardous non-precipitation weather event.” Then it names one specific block of text as agreed:

“The NWS and Occupational Safety and Health Administration (OSHA) have agreed to include the following text in CTAs in all NWS Heat Advisories and Warnings:”

The agreed text follows, in capitals, across two blocks. The first begins “TAKE EXTRA PRECAUTIONS IF YOU WORK OR SPEND TIME OUTSIDE. WHEN POSSIBLE…RESCHEDULE STRENUOUS ACTIVITIES TO EARLY MORNING OR EVENING. KNOW THE SIGNS AND SYMPTOMS OF HEAT EXHAUSTION AND HEAT STROKE. WEAR LIGHTWEIGHT AND LOOSE FITTING CLOTHING WHEN POSSIBLE AND DRINK PLENTY OF WATER.” The second is about rest breaks for outdoor work and ends by telling the reader that heat stroke is an emergency and to call 911.

That is the one piece of wording the directive says belongs in every Heat Advisory and every heat Warning, and it is written about workers and about human symptoms. There is no animal in it.

The one sentence that names a pet, and the two products that carry none

Layer two: the model text for each individual product. Here is where an animal appears, exactly once, and where it appears is worth the whole section.

Across NWSI 10-515’s entire text, the word “pets” occurs twice. Not in the definitions, not in the criteria tables, not in the issuance rules. Both occurrences are inside Appendix A’s model alert texts, and only one of the two is a heat product.

In the model Extreme Heat Warning (the directive’s example is a real product from NWS Sioux Falls SD, dated 158 PM CDT Mon Jun 24 2024, and the directive notes above it that “OSHA language is included in the CTA statement”), the Precautionary/Preparedness Actions section carries this line:

“Do not leave young children and pets in unattended vehicles. Car interiors will reach lethal temperatures in a matter of minutes.”

That is it. That is the entire animal content of the model text for the most severe heat product the National Weather Service issues, and it is about a parked car.

The model Extreme Heat Watch in the same appendix (an example from NWS State College PA) carries a Precautionary/Preparedness Actions section that is one sentence long in full: “Drink plenty of fluids, stay in an air-conditioned room, stay out of the sun, and check up on relatives and neighbors.” No animal.

The model Heat Advisory (an example from NWS San Juan PR) carries the longest actions section of the three, running to the OSHA block and closing with “Monitor the latest forecasts and warnings for updates.” No animal anywhere in it.

And for contrast, because the contrast is instructive rather than decorative: the other occurrence of “pets” in the whole directive is in the model Cold Weather Advisory (an example from NWS Denver CO), whose actions section opens “Keep pets indoors as much as possible.” On the cold side, the model alert text tells you to bring the animal in. On the heat side, it tells you not to leave it in a car.

Two scoping notes on all of the above, and they are load-bearing. First, Appendix A publishes examples. The directive gives forecasters latitude, and the text your local office sends can and does differ from these models. Do not read the table below as a promise about the wording that will arrive on your phone. Second, none of this is a criticism of the products. These are meteorological hazard products with a defined job, and the job is not veterinary advice. Naming what a document does not do is not the same as saying it should.

Side by side: what the model text for each heat product says

Every cell below is what NWSI 10-515’s Appendix A model text for that product contains, read from the directive on August 15, 2026. Where a product’s model text does not address something, the cell says so rather than borrowing an answer from another row.

Here is what that table means, said plainly, and this is this page’s own reading of those four model texts rather than a statement NWS makes about them. The National Weather Service’s heat alert machinery treats a companion animal as a passenger-in-a-hot-car problem and nothing else. The one animal instruction that survives into the most severe heat alert is the instruction about the vehicle, which is the one heat hazard to animals that has become a mainstream public safety message. Everything else a heat alert says about how to survive the day is addressed to a person with sweat glands, a water bottle and a choice about when to go outside. If you are waiting for the alert to tell you something about your dog, the alert has already told you everything it is going to.

The Number Behind the Alert Is Set by Your Own Forecast Office

Now the mechanical question. What number causes one of these to be issued?

The answer is the single most useful thing on this page, and it is not a number. It is that there is no national number.

NWS Instruction 10-515’s product table defines the two issued heat products by criteria set locally. The Extreme Heat Warning row reads:

“Heat Index (HI) values forecast to meet or exceed locally defined warning criteria for at least two days (Typical values: 1) Maximum daytime HI ≥ 105°F north to110°F south and 2) Minimum nighttime lows ≥ 75°F).”

The Heat Advisory row reads:

“Heat Index values forecast to meet or exceed locally defined advisory criteria for one to two days. Typical values: 1) Maximum daytime HI ≥ 100°F north to105°F south 2) Minimum nighttime lows ≥ 75°F).”

We have reproduced both exactly as the directive prints them, including the missing space in “to110°F” and “to105°F” and the unbalanced parenthesis in the second one. Those are the source’s own, not ours, and we would rather show you a document’s typography than tidy a quotation.

The word doing the work in both is “locally defined.” The figures in parentheses are labelled “Typical values”, and directly beneath the table the directive prints this, marked with the same double asterisk that appears on both product names:

“The Extreme Heat Warning/Heat Advisory criteria are highly variable in different parts of the country due to climate variability and the effect of extreme heat on the local population. WFOs/WSOs are strongly encouraged to develop local criteria in cooperation with local emergency and health officials, and/or utilize detailed heat-health warning systems based on scientific research.”

That sentence is why you will not find a threshold table on this page presented as national. Anyone who publishes those parenthetical figures as “the criteria” and drops the paragraph underneath them has handed you a number that is wrong somewhere, on a page you might use to decide whether an animal goes outside.

Four live criteria sets, none of them the same

Rather than assert the variability, here is the evidence. Four sets of criteria, all read on August 15, 2026, all from National Weather Service documents, all different.

Look at the gap between the second and fourth rows. In La Crosse, Wisconsin, the published daytime trigger for a Heat Advisory is a heat index of 100°F or higher, with a second route at 95° to 99°F held for four or more days. In northern New England, an advisory fires at a heat index of 95°F held for two hours. In Little Rock, Arkansas, a reader will not see an Extreme Heat Warning until the maximum heat index passes 110°F, or passes 105°F with an overnight low above 80°F.

So a person in Maine can get a Heat Advisory on an afternoon that would not produce any product at all in parts of Arkansas. That is not an inconsistency anybody needs to fix. The Northeast document explains why it is deliberate, in the collaborative’s own words: “Residents of the northeast are uniquely vulnerable to extreme heat because they are less physiologically adapted to extreme heat and buildings and other infrastructure are not built to counteract extreme heat.” It also reports that “Research shows that locally, deaths and emergency department visits increase significantly on days when the heat index was 95°F as compared to 75°F.” The document names the collaborative as “a working group of public health agencies in Maine, New Hampshire, Vermont, and Rhode Island, supported by Brown University”, and adds that it sits under the organizing structure of two US CDC grant programs.

A currency caveat on the fourth row, and it is a real one. That document carries no date in its text. It says its lowered advisory criteria are “effective immediately”. It still calls the top product an Excessive Heat Warning, which places it before March 4, 2025, and the PDF file NWS serves records a creation date of June 15, 2018 in its own metadata. It is still published at a weather.gov address today, and nothing in it tells you whether 95°F for two hours is still the trigger in northern New England. We are citing it for what it demonstrably shows, which is that an NWS advisory threshold has been set as low as 95°F for two hours somewhere in the country and that offices set these numbers regionally. Do not carry that figure to a specific address without checking the office that covers it, which is what the five steps further down this page are for.

One qualifier belongs with the Little Rock row. That document carries a footnote of its own: “NWS Heat Risk and Wet Bulb Globe Temperature will be taken into account for heat headlines to recognize different vulnerabilities”, which the document prints without a closing full stop. So the criteria table is the published trigger, and at least one office says in writing that two other measures also inform the decision. Wet Bulb Globe Temperature comes back later on this page, because it is the index the veterinary research uses.

One more thing about the La Crosse row, because it is a direct statement about who the product is for. That office defines the meaning of its own alerts in one line each: “A Heat Advisory means that people can be affected by heat if precautions are not taken.” And: “An Extreme Heat Warning means that some people can be seriously affected by heat if precautions are not taken.” People. The office that publishes its criteria most plainly is also the one that scopes the product most plainly.

And note the typo in La Crosse’s advisory sentence, “in the in 95° to 99°F range”. That is the office’s own wording as published, quoted here as we found it, with the punctuation left outside the quotation marks because the sentence does not end there.

Two clauses in the directive that move the trigger

Two provisions in NWSI 10-515 mean the criteria in that table are not even fixed within a single office on a single day. Both are worth knowing because both fire in exactly the conditions a household with animals cares about.

A forecaster can issue below criteria for impact. Section 6.2.2.3 of the directive is headed Impact Criteria, and it works through an example:

“The following is an example of impact vs. strict criteria: A heat event is forecast but temperature and humidity combined will not meet heat warning criteria. However, if it is early in the season or unusually warm at night when the impact will likely be high, then a Heat Advisory or Extreme Heat Warning might be warranted. The forecaster has the discretion and should not be held back from issuing what best mitigates the impending non-precipitation hazard even if traditional criteria are not met.”

Two triggers named there: early in the season, and unusually warm at night. Both come back later on this page.

Criteria are lowered when the power goes out. Immediately after the variability note, the directive adds:

“In the event of a power outage during a heat event due to a severe event such as high winds, severe thunderstorms, or a derecho, WFOs/WSOs are strongly encouraged to lower their heat advisory/warning criteria and emphasize the impact of potential loss of air conditioning.”

For a household whose heat plan is “the air conditioning is on,” that clause is the one that describes the day the plan fails. How to find your own office’s number

Because the number is local, the useful action is local, and it takes about four minutes on a day when nothing is happening.

  1. Go to weather.gov and use the local forecast search. Every National Weather Service page carries a box labelled for a city, state or ZIP code. Entering yours lands you on your own forecast office’s page, and that page names the office in its header. That office is the one that will issue, or not issue, your heat alerts.
  2. Look on that office’s site for a heat page. Some publish their criteria openly. La Crosse and Little Rock, both quoted above, are examples of offices that do. We have not checked all of them, so we are not going to tell you every office publishes one, and if yours does not, step three is the route.
  3. If your office does not publish criteria, its contact page is the route. These are public offices with public contact details, and “what are your local heat advisory and extreme heat warning criteria” is an ordinary question with an ordinary answer.
  4. Write the answer down where your household plan lives, next to your veterinarian’s number. What you are recording is the heat index value at which your county’s alerts start firing, which is the only way the words on your phone convert into degrees.
  5. Re-check it every couple of years. Little Rock’s criteria changed on July 1, 2026. Northern New England’s advisory threshold was lowered outright. These move.

This is the same shape of problem as evacuation vocabulary, where a Level 2 in one state and an Evacuation Warning in another are separate systems that do not translate. Our evacuation levels page works through that one, and the underlying lesson is identical: the words are set locally, and the only authority for your address is your own jurisdiction.

What a Heat Index Is, and What It Was Built to Describe

Both issued products are defined on heat index values. So what is a heat index, and does it describe the afternoon your dog is standing in?

NWS’s Heat Forecast Tools page defines it: “The Heat Index is a measure of how hot it really feels when relative humidity is factored in with the actual air temperature.” The page also frames the whole family of tools this way: “The following tools can inform the issuance of NWS official heat watches, warnings, and advisories.”

Then, in the same section, NWS publishes the scope limit, and it is decisive for anyone thinking about a walk:

“Since heat index values were devised for shady, light wind conditions, exposure to full sunshine can increase heat index values by up to 15°F. Also, strong winds, particularly with very hot, dry air, can be extremely hazardous.”

Devised for shady, light wind conditions. A dog walk happens in sun, often on asphalt, often at the hottest part of a day. The 15°F is NWS’s own figure for how far the published number can understate the condition in full sunshine.

That single sentence resolves a lot. It does not mean the heat index is useless. It means the heat index is a shade number, and the animal is not in the shade, and the difference between the two is not small.

The index the canine research actually uses, and why we are not handing you a number from it

On the same NWS page there is a second tool, and it is the one that matters for the veterinary side of this question.

“WBGT uses temperature, humidity, wind, solar radiation, and other weather parameters. It’s a particularly effective indicator of heat stress for active populations such as outdoor workers and athletes.”

Wet Bulb Globe Temperature. NWS names it, on its own page, as “a particularly effective indicator of heat stress for active populations such as outdoor workers and athletes”, and the difference is in the parameter list: WBGT includes solar radiation, and the heat index, by NWS’s own description of it two paragraphs up, was devised for shade.

Here is why that matters for an animal. The peer-reviewed research on heat-related illness in dogs is written in WBGT, not heat index. The 2022 VetCompass study of UK dogs in the journal Animals introduces it directly: “The wet bulb globe temperature (WBGT) measures ambient conditions, taking air temperature, radiant heat, humidity and windspeed into account to provide an assessment of thermal stress”. Its whole ambient analysis runs on WBGT.

Now the part where a careless page would hand you a number and we are not going to. That study reports that “The median maximum daily WBGT when UK dogs presented with exertional HRI was 16.5 °C in the current study, which is much lower than the temperatures typically associated with exertional HRI in US military working dogs (>26.7 °C)”. It also reports that “The lowest maximum daily WBGT recorded in the present study (3.3 °C) was for a HRI event triggered by exertion during the winter.”

Those are descriptions of the conditions in which dogs became ill. They are not safe limits, and reading them as limits inverts what they mean. A median of 16.5 °C for exertional cases does not tell you that 16 °C is safe. If anything it tells you the opposite, which is that exertional heat illness in dogs is not a phenomenon of extreme heat days. And the study says the thing that closes this out, in one sentence:

“No formal guidelines exist for dogs training or working in hot environments.”

That is the published state of the field, stated by researchers who study it, in 2022. We have not located anything since that changes it.

So the honest position on instruments: the alert on your phone is built on a shade-scoped human comfort index. The research on your species of interest is written in a different index that includes sun. Neither one has been converted into a threshold for a dog or a cat by anyone whose work we could open.

What Is Actually Established About an Animal That Cools by Panting

Strip out everything unpublished and there is still a solid core here, and it is worth having.

The mechanism. The 2022 VetCompass study states: “Dogs rely on evaporative cooling through panting once their thermoregulatory set point has been exceeded”, and that “ambient temperature, humidity and windspeed all influence the rate of cooling.”

Read the second half of that carefully, because it is the sourced version of a thing people say loosely. Humidity is not a vibe. It is one of three named ambient variables that determine how fast a panting dog can shed heat, because panting is evaporative and evaporation into already-humid air is slower. Wind is a third. That is why a hot, humid, still afternoon is a harder afternoon for a panting animal than a hot, dry, breezy one at the same air temperature.

Who gets hurt worst. The same study’s results are specific about severity and death: “the risk of severe disease was greater in situations where dogs could not escape the heat source (vehicular confinement), and the risk of death in HRI cases was greater for those dogs with reduced capacity to thermoregulate (older and brachycephalic dogs).”

Two categories there, and they are different from each other. One is about the environment: an animal that cannot leave the hot place. The other is about the animal: older, and flat-faced. Our page on cooling gear for brachycephalic dogs covers the second group’s equipment question; the risk finding itself is the sourced reason that group needs an earlier plan rather than a later one.

The scale of the problem, so it is not abstract. The 2020 study in Scientific Reports that preceded it reports: “From the clinical records of 905,543 dogs under veterinary care in 2016, 395 confirmed heat-related illness events were identified.”

Where the sources stop, and where our own reasoning starts

Here is the three-part version, and we are labelling the third part because it is ours.

What the sources say. NWS publishes that heat index values were devised for shady, light wind conditions and that full sunshine can add up to 15°F. NWS publishes that WBGT, which includes solar radiation, is a particularly effective indicator of heat stress for active populations. The canine literature publishes that dogs cool by panting, that humidity and windspeed influence the rate of that cooling, and that no formal guidelines exist for dogs working in hot environments.

What the sources do not cover. Nothing we opened converts a heat index value, or a WBGT value, into an action for a dog or a cat. NWS’s two dedicated pet heat pages contain no occurrence of the phrase heat index at all, which we checked by counting on the raw page source rather than on extracted text. The federal heat portal’s pet page contains no occurrence of heat index, HeatRisk or advisory. In the documents we opened, there is no bridge between the alert and the animal.

What this site concludes from putting them together, marked as ours. If the alert’s number is a shade number, and the same agency says full sun can add up to 15°F to it, and the research on the animal uses an index that includes sun precisely because sun matters, then the alert on your phone is systematically describing conditions milder than the ones a dog experiences standing on pavement at two in the afternoon. That is our reasoning, joining two agency statements and one veterinary paper that were never written to be joined. It is not a threshold and it does not become one. What it is good for is a direction: when you are uncertain, the heat index understates the walk, so err on the side of the earlier hour and the shaded route, and ask your veterinarian what your specific animal can take.

Early-Season Heat, Scoped Honestly

There is a widely repeated idea that the first hot spell of the year is the dangerous one. Part of that is real and published. Part of it is not, and the not-published part is the part usually stated most confidently.

What the alert system does with time of year

The National Weather Service does build time of year into its heat forecasting, and in two places.

Its HeatRisk product, described on the Heat Forecast Tools page, takes several things into consideration, and this is one of the listed bullets: “Time of year (for example, is this early season heat that you likely haven’t become used to, or late season heat that you have become more used to),”. Another bullet keys the risk levels to a human health standard: “If those temperatures are at levels that pose an elevated risk for heat complications, such as heat stress, based on CDC heat-health thresholds.” The same page carries this note: “Please Note: HeatRisk is an experimental product and is not supported 24/7.”

And the directive’s impact criteria clause, quoted in full earlier, tells forecasters that if “it is early in the season or unusually warm at night when the impact will likely be high, then a Heat Advisory or Extreme Heat Warning might be warranted.”

Both of those are scaled to people. HeatRisk is keyed to CDC heat-health thresholds; the directive’s criteria are developed, in its own words, with local emergency and health officials. Neither is a statement about animals, and we are not going to let them drift into one. What the veterinary literature says about acclimatisation in dogs

The animal version of the acclimatisation idea is published, from two independent directions, and it is good.

Purdue Extension’s Temperature Requirements for Dogs, publication VA-16-W from the Center for Animal Welfare Science in Purdue’s College of Veterinary Medicine, dated October 2016, sets up the principle and then the timescale. It states that if animals are to be exposed to temperatures outside their thermoneutral zone, “they should be acclimated prior to exposure (CCAC, 1993).” It continues:

“Acclimation takes time, however. For example, partial acclimatization in small animals can require from 10 to 20 days; full acclimatization takes 60 days (Johnson et al., 2006). Thus, acclimatization time should be planned for when changes in ambient temperature are expected to occur.”

Two scoping notes on that. It is a kennel and animal-care management publication rather than a weather document, and it reports those figures from Johnson et al., 2006, which we have not opened directly. Our page on heat emergencies with no air conditioning works that publication harder, including its thermoneutral range and its explicit statement that optimal temperature ranges by breed and age have not been established.

The 2022 VetCompass study reaches the same mechanism from the epidemiological side: “The process of heat acclimatisation can take weeks to develop and requires increasing levels of exertion in a hot environment”. It describes the UK setting as one that “can cause sudden exposure to high ambient temperatures without accompanying opportunity for heat acclimatisation”, and it concludes, comparing its own WBGT figures against a study from a hotter country, that UK dogs “developed HRI at relatively low ambient temperatures compared to dogs from a country where heat acclimatisation is possible.”

One provenance note we owe you on that sentence. The reference the 2022 paper attaches to its acclimatisation statement is Bouchama A. and Knochel J.P., “Heat Stroke”, New England Journal of Medicine, 2002. That is a human heatstroke review. Veterinary researchers made that application deliberately and in print, which is different from us making it, but you should know the timescale claim traces back through a human literature rather than out of a canine measurement.

What it does not say, and why we are not ranking June against August

Now the limits, because this is where the popular version overreaches.

A review published 04 December 2025 in Frontiers in Animal Science states the open question in one sentence:

“Nonetheless, whether domestic dogs exhibit seasonal physiological adjustments to heat, analogous to those observed in cold acclimation, remains uncertain.”

The same review notes that the cold-side evidence is established, which is what makes the heat-side uncertainty pointed: “Research involving dogs living in cold climates shows that seasonal acclimation results in measurable physiological changes, including increased metabolic rate and enhanced insulation.” And where it does draw a practical implication, it hedges it: “Additionally, dogs in temperate regions may face acute risks during short, intense heatwaves, as limited seasonal acclimation reduces their physiological resilience to sudden temperature increases.” The word “may” is theirs.

And the epidemiology cuts against a simple ranking too. The 2020 Scientific Reports study found that “There were no HRI events during February, October or December, while 40% (158/395) of the incident cases were in July”, which the authors link to a heatwave that year. July is not the first warm month of a UK year. It is the hottest. If the first heat event were straightforwardly the worst, the cases would not pile up in the hottest month.

That same study is candid about what its own model omits, listing among the missing variables “ambient temperature and the dog’s acclimatisation to heat.” So it is not evidence against acclimatisation either. It is evidence that the seasonal picture is not a simple ranking.

So here is what this page will say, and what it will not. It will say: heat acclimatisation in animals takes weeks, an animal that has spent months in cool weather has not had those weeks, and the first warm weekend of the year therefore arrives at an unprepared animal. That is published from two directions. It will not say: the first heat event of the season is more dangerous than a hotter one later in the summer. Nobody has established that for dogs, one 2025 review says the underlying question is open, and the incidence data does not point that way. Treat early-season heat as a real hazard on its own terms. Do not use it to relax about August.

This Alert Will Probably Not Wake You Up

A short section with an operational consequence.

The National Weather Service’s Wireless Emergency Alerts page answers its own question about which NWS warnings send a WEA message to a phone. Read on August 15, 2026, that list is: warnings for tsunamis, tornado, severe thunderstorm when the damage threat is destructive, flash flood when the damage threat is considerable or catastrophic, hurricane, typhoon, storm surge, extreme wind, dust storm and snow squall.

No heat product appears anywhere on it. We counted every occurrence of the word “heat” on that page, and the only one is a link in the site navigation.

Two things follow, both scoped to that page as it read on that date.

First, an Extreme Heat Warning is not a product that pushes an unsolicited alert to your handset through that channel. If you saw one on your phone, it reached you through a weather app you installed, a local news alert, or your county’s own notification system, not through the NWS Wireless Emergency Alert path.

Second, this is not a claim that nothing will reach you. The same page lists local emergencies requiring evacuation or immediate action among the WEA message types, and those come from state and local alerting authorities. Your county absolutely can push an alert of its own. Our inland hurricane page works through the WEA list in more detail for storm products and makes the same point about county-level opt-in systems, which are normally separate from WEA and normally require you to sign up.

For a pet household the practical version is this. If your plan for a hot weekend depends on somebody noticing in time, build the noticing yourself. A calendar reminder to check the forecast at a fixed hour is more reliable than an alert that is not going to arrive.

What the Federal System Publishes for Pets and Heat, and What It Never Joins Up

It would be easy, and wrong, to conclude from all of the above that the federal government publishes nothing about pets and heat. It publishes a fair amount. What it does not do is connect any of it to the alert products or to a number.

Here is what we found, source by source, all read on August 15, 2026.

heat.gov, the interagency federal heat portal, has a dedicated page for pets. It is titled At Risk Pets and Service and Support Animals, and it is real guidance, not a stub. It states: “Extreme heat can be dangerous for pets, as many animals can easily overheat. Animals can die within 15 minutes of heatstroke.” It covers paws: “Another risk to pets and service animals is the potential of burns on their paws and paw pads. Paved surfaces may become excessively hot during a heat wave, so pet owners should avoid walking them on overly hot surfaces.” And it makes one point about human behaviour that almost nothing else in this literature makes, which is that having an animal changes what the owner does: it warns that “reluctance to leave a pet behind while seeking medical care for oneself or uncertainty as to whether a pet will be accepted at a cooling center could cause pet owners to remain in a hot building when it is unsafe.” It follows that with a concrete instruction: “As a precaution, consider calling cooling centers well in advance of heat waves or heat season to determine if those nearest you will accept pets.”

That last one is the most actionable federal pet-heat sentence we found anywhere, and it is a calm-afternoon task rather than an emergency one. Whether a given site admits animals is set locally, which our page on pets at cooling and warming centers covers in detail.

And that page contains no occurrence of the phrase heat index, no occurrence of HeatRisk, and no occurrence of the word advisory. We counted, on the page source. The federal heat portal names pets as an at-risk group, publishes guidance for them, and never once connects that guidance to the numeric alerting system that occupies the rest of the site.

NWS’s own two pet heat pages do the same thing. Its Weather-Ready Nation article on keeping pets cool, and its Children, Pets and Vehicles safety page, both contain zero occurrences of the phrase heat index. Counted on the raw HTML, not on extracted text.

And NWS’s main Heat Safety Resources page shows the shape of it most clearly. That page names the groups particularly vulnerable to heat, citing a scientific assessment, and lists four: young children and infants, older adults, people with chronic medical conditions, and pregnant women. All four are groups of people. The page’s only pet content is a vehicle sentence: “It is NEVER safe to leave a child, disabled person or pet locked in a car, even in the winter.”

So the pattern is consistent across four federal surfaces, and it is worth stating precisely rather than sweepingly. Animals appear on all four. Numbers appear too, but only two sentences on the four pages put a number and an animal together, and neither is a weather value: heat.gov’s “Animals can die within 15 minutes of heatstroke”, which is an elapsed time, and a water-intake guideline on the Weather-Ready Nation pet article, which is quoted there from the community animal response volunteer discussed in the next section rather than from NWS. What never appears on any of the four is a weather number attached to an animal. None of them contains the phrase heat index at all.

The attribution caveat on NWS’s fullest pet heat page

One source-quality note, because it changes how much weight a reader should give a page they are likely to find.

NWS’s Weather-Ready Nation article “Keep Your Pets Cool During the Dog Days of Summer” is the longest and most practical pet heat page on weather.gov, and it is the one a search is most likely to surface. But the page itself says where its content came from: “the National Weather Service reached out to Donnie Embrey, the Team Leader for Louisa Virginia Community Animal Response Team.” The substance is quoted from him, and the article describes his team as part of a non-profit focused on preparedness and response for pets and their owners.

That is a legitimate source of practical experience and we are not dismissing it. Its pavement check, for example, is the version many people know: “Place the back of your hand on the asphalt - if it’s too hot for you, it’s too hot for them.” But hosting on a federal site is not federal authorship, and it is not veterinary authorship either. The page is a community animal response volunteer’s guidance published by NWS, not NWS meteorology and not a veterinary position, and at least one nutritional claim in it is presented without any source at all. Weight it accordingly, and do not cite it as though the National Weather Service had made a veterinary statement.

What We Could Not Reach, and One We Reached the Long Way

Two gaps and one document we reached only by an indirect route, disclosed rather than papered over, because “we could not open it” and “it does not exist” are different sentences and this page will not swap one for the other.

The CDC page on heat and pets, reached the long way. CDC publishes a page at a heat-health address about heat and pets, at cdc.gov/heat-health/risk-factors/heat-and-pets.html. On August 15, 2026, www.cdc.gov returned HTTP 403 to our automated retrieval, on repeated attempts. That is a fact about those requests rather than a claim about the page, and a browser on an ordinary connection may open it without trouble. The page was therefore read the way this site reads a federal page that did not come back to an automated request: from the Internet Archive capture of the cdc.gov URL itself, taken July 31, 2026, and checked the same day against a second, independent retrieval route that returned the same text. It mattered here more than most, because NWS’s HeatRisk product is keyed to “CDC heat-health thresholds.” What CDC’s pet page carries is not a threshold. The page is dated June 25, 2024, and its instructions are the parked car and the water bowl: “Never leave your pet in a parked car- they can suffer from heat-related illness too!”, with the hyphen and the missing space as CDC prints them, and “Provide plenty of fresh water for your pets, and leave the water in a shady area.” For a number, it sends the reader somewhere else: “Enter your zip code on the CDC HeatRisk Dashboard for the heat risk forecast in your area and recommended actions to protect your health.” That is the human dashboard, on a pets page. The only Fahrenheit figure on the page belongs to the car, where CDC says temperatures inside can rise almost 20 degrees within the first 10 minutes even with a window cracked open. In the capture we read, the page contains no occurrence of the phrase heat index, and none of the words advisory, warning or threshold. So the federal document likeliest to join a heat-health threshold to an animal does not join them either. That is a finding rather than a gap now, and it points the same way as everything else on this page.

The American Veterinary Medical Association’s warm weather pet safety page. It returned a challenge page rather than the document to our raw retrieval on August 15, 2026. AVMA is the largest national veterinary association in the United States and is cited elsewhere on this site. Whether AVMA publishes anything relating humidity, heat index or alert products to pets is unresolved from this session, not answered in the negative.

The USDA cattle heat-stress materials. The United States Department of Agriculture publishes heat-stress alert material for livestock built on a temperature-humidity index, which would have made a useful comparison for a page about whether the federal system ever calibrates a heat index to an animal. The USDA servers we tried, including the Climate Hubs factsheet and two Agricultural Research Service paths, either timed out or returned 404 on August 15, 2026. We are therefore making no claim on this page about what the federal system does or does not publish for livestock. If you want that comparison, go to USDA directly rather than taking a summary of it from us.

There is one more, smaller. The 2022 VetCompass study characterises an earlier Israeli study of 54 dogs with heat-related illness, and that characterisation is part of the acclimatisation argument. We read it only through the 2022 paper and did not open the 2006 study directly, so we have published none of its figures here.

So What Do You Actually Do When One of These Lands?

The honest answer has three parts, and the first part is the one that gets skipped.

Read the alert for what it contains. Not the name. The contents. A National Weather Service heat product, in the format the directive specifies, tells you what (a forecast heat index band), where (named counties), when (a start and end time) and impacts. The genuinely operational parts for a household are the timing and the overnight low. The timing tells you which hours to move things out of. The overnight figure tells you whether the house gets a chance to cool down before tomorrow, which is why the directive’s typical values carry a nighttime minimum at all and why Little Rock’s revised criteria added an overnight condition. A two-day event with no overnight relief is a different problem from a hot afternoon, and the alert text is where you find out which one you have.

Do not look for the animal instruction in it, because it is not there. Everything above establishes that. The one animal line the model text carries is about a parked car. There is no Advisory-means-this, Warning-means-that in any of the documents listed at the bottom of this page. If another page hands you one, it is publishing its own rule rather than a National Weather Service one, and the thing to check is whether it says so and whose reasoning it is.

Make the animal decision from the animal. This is where the published evidence actually lives. The risk factors the VetCompass study identified are properties of the dog and of its situation, not properties of the forecast: an animal that cannot escape the heat source, an older animal, a flat-faced animal. If you have one of those, the plan changes at a lower bar than for a healthy young animal with a long muzzle, and it changes regardless of which of the three words appeared on your phone. What that lower bar is, in degrees, for your specific animal, is a conversation with your veterinarian at a routine appointment, and it is a genuinely useful thing to ask for, because they know the airway, the weight, the heart and the medication list and no forecast page does.

And the boundary this page holds: if an animal is already in trouble, stop reading forecasts. Heavy panting, thick drool, unsteadiness, collapse, or abnormal gum or tongue color are emergency signs, and the response to them is a phone call to your veterinarian or the nearest emergency animal hospital, immediately. This page does not, because decoding a weather product and managing a medical emergency are different jobs and mixing them costs time you would not have.

One last overlap worth naming, because two alerts can land on the same afternoon and they want different things from you. Heat season and wildfire smoke season are the same season in much of the country, and the air quality index is a separate human-scoped index with its own bands, its own limits and its own missing animal thresholds. Two different alerts can arrive on the same phone on the same afternoon and pull your plan in opposite directions: a smoke advisory pushes you to keep the animal indoors with the windows shut, and a heat alert in a house without air conditioning is exactly the situation where shutting the windows is dangerous. Do not settle that conflict from this page, and do not treat smoke as the lesser problem because it is the less immediate one. EPA has published a resolution and it is careful about who it is for. Its fact sheet Protect Yourself From Smoke and Heat (EPA-452/F-26-009), read August 15, 2026, states: “During heat, you must cool down your home, and you may need to allow smoke inside while using night air for cooling. Both smoke and heat are harmful to your health, but for most people, heat is more immediately dangerous.” Read the scope in that sentence. It says both are harmful, it says “for most people”, and it is written about people rather than animals. Our heat emergency with no air conditioning page works the combined event through in full, including what EPA does and does not extend to animals, and that page rather than this one is where that decision belongs.

Your Heat Alert Checklist

  • Read the alert’s timing and its overnight figure before anything else. The hours it covers and whether the night brings relief are the two parts that change what a household does.
  • Check the product name against NWS’s Understanding Heat Alerts page. There are three: Extreme Heat Warning, Extreme Heat Watch, Heat Advisory. “Excessive Heat Warning” and “Excessive Heat Watch” were retired effective March 4, 2025, and no NWS document cited here names a plain “Heat Watch”.
  • Remember the ladder is not intuitive. A Watch means a Warning may be coming in 24 to 72 hours, and NWS labels it Be Prepared! An Advisory is the lower severity and NWS labels it Take Action!
  • Do not go looking for a pet instruction in the alert. In the directive’s model texts, only the Extreme Heat Warning names an animal, and it is the parked-car line. The Watch and the Advisory name none.
  • Find out your own forecast office’s heat index criteria on a calm day, and write them next to your veterinarian’s number. They are set locally, they differ enormously between offices, and they change.
  • Treat the heat index as a shade number. NWS states full sunshine can add up to 15°F to it, and your animal is not walking in the shade.
  • Rank your animals by the published risk factors, not by the alert level: an animal that cannot leave the hot place, an older animal, a flat-faced animal.
  • Do not plan on the alert waking you. No heat product appears on NWS’s Wireless Emergency Alert list. Set your own forecast check, and sign up for your county’s own notification system.
  • If the power goes out during a heat event, expect criteria to be lowered and expect your own plan to be the thing that failed. The directive tells offices to lower thresholds and emphasise loss of air conditioning.
  • Call cooling centers before heat season and ask whether they admit animals, which is heat.gov’s own instruction and is set locally at each site.
  • Do not accept a heat index cutoff for a dog from any page that does not name its source. We did not locate one in any agency, veterinary association or peer-reviewed document we opened.
  • If an animal shows heat illness signs, stop reading and call your veterinarian or the nearest emergency animal hospital now.

The Version You Do on a Cool Afternoon

Almost everything on this page is more useful in April than in July, which is the pattern with heat generally.

Settle the numbers question once. Find your forecast office, find or ask for its heat advisory and extreme heat warning criteria, and write them down. Ten minutes. After that, every alert you ever receive converts instantly from a word into a range of degrees, and you stop having to guess whether your Advisory is Maine’s Advisory or Wisconsin’s.

Have the veterinary conversation at a routine appointment. The question is not “what temperature is too hot for a dog,” in the abstract. Purdue’s publication is explicit about the limit there: “Although animal age, breed, overall health status and level of acclimation all come into play when determining optimal temperature ranges, there are no recommendations or much scientific data that provide appropriate temperature ranges as a function of those specific factors.” The factors that describe your animal are exactly the ones the published ranges are not broken out by. The question is “for this animal, with this airway and this heart and this weight, what should change on a hot day, and what are the signs I should not wait on.” That is a question your veterinarian can answer, and it is worth asking before the first hot weekend rather than during it.

Build the acclimatisation gap into the calendar rather than into a rule. The published timescales are in weeks, not days. Whatever conditioning your animal has is conditioning for the weather it has been living in. When the season turns, the animal has not turned with it. That does not mean the first hot day outranks the hottest day; it means the first hot day arrives at an animal with no preparation behind it, and your plan should not assume otherwise.

Solve the cooling-center question in advance, which is heat.gov’s own advice and the one federal pet-heat instruction that is unambiguously a calm-day task.

And write down the one thing that makes the whole system work. Not a threshold. The name of your forecast office, its heat criteria, your veterinarian’s number and your nearest emergency animal hospital’s number, on one page, somewhere a person who is not you could find it. During an actual heat event, that page does more than any index will.

What is the difference between an Extreme Heat Warning and a Heat Advisory for my pets?

For your animal, less than you would expect, because neither product is written about animals. The National Weather Service's Understanding Heat Alerts page, read August 15, 2026, states that "An Extreme Heat Warning is issued when extremely dangerous heat conditions are expected or occurring" and that "A Heat Advisory is issued for dangerous heat conditions that are not expected to reach warning criteria." Both of those descriptions, and the safety instructions under them, are addressed to people: drink water, take breaks in the shade, stay in an air-conditioned space, check on family and neighbors. NWS Instruction 10-515, dated May 16, 2025, defines both by heat index values that "meet or exceed" criteria each local forecast office sets for itself, so the numbers behind a Warning in one state and an Advisory in another are not comparable. In that directive's own model alert text, the Extreme Heat Warning example carries one line naming an animal: "Do not leave young children and pets in unattended vehicles. Car interiors will reach lethal temperatures in a matter of minutes." The Heat Advisory example carries no pet line at all. The useful difference is therefore about severity ordering and timing for the humans in the household, not about a threshold for the animal. What changes for a specific dog or cat, at any of these levels, is a veterinary question, and it depends on that animal's breed, age, weight, coat and any heart or airway disease it has. If an animal is panting heavily, drooling thick saliva, unsteady, collapsing or has abnormal gum or tongue color, that is an emergency: call your veterinarian or the nearest emergency animal hospital now rather than reading a forecast page.

Why does my area get a Heat Advisory at a lower temperature than somewhere else?

Because the criteria are set locally and by design, and the National Weather Service says so in the document that governs the products. NWS Instruction 10-515, dated May 16, 2025, defines an Extreme Heat Warning by heat index values forecast to meet or exceed "locally defined warning criteria" and a Heat Advisory by "locally defined advisory criteria", and adds a note beneath the table: "The Extreme Heat Warning/Heat Advisory criteria are highly variable in different parts of the country due to climate variability and the effect of extreme heat on the local population. WFOs/WSOs are strongly encouraged to develop local criteria in cooperation with local emergency and health officials, and/or utilize detailed heat-health warning systems based on scientific research." The public-facing page says the same thing more plainly: "NWS local offices often collaborate with local partners to determine when an alert should be issued for a local area. For instance, residents of Florida are much more prepared for 90°F+ weather than residents in Alaska." Three examples, all read August 15, 2026, show how far apart the numbers sit. One of the three, the Northeast document, carries no date in its text and uses a product name retired in March 2025, so read it as evidence that thresholds are set this low somewhere rather than as this year's number for Maine. NWS La Crosse in Wisconsin publishes two routes to a Heat Advisory: "Issued when daytime heat index values of 100°F or higher are expected. If heat index values are in the in 95° to 99°F range for four (4) or more days, an advisory might also be considered." The doubled words are the office's own, quoted as published. A Northeast Regional Heat Collaborative document for northern New England and parts of New York publishes "NEW Heat Advisory Criteria: Heat Index values of 95-104 degrees for 2 or more consecutive hours." NWS Little Rock in Arkansas publishes an Extreme Heat Warning criterion of a maximum heat index above 110°F, or above 105°F combined with an overnight low above 80°F. The practical consequence is that you cannot carry a rule of thumb from one place to another, and the only way to know what your own alert means in degrees is to read your own forecast office's page.

Is the Excessive Heat Warning gone? I still see it on weather pages.

The name was retired for the alert products, and yes, you will still see it in places. NWS Headquarters Service Change Notice 24-88, issued 215 PM EDT Thu Sep 5 2024, is titled "Renaming of Excessive Heat Watch and Warning to Extreme Heat Watch and Warning: Effective March 4, 2025". It states that "On or about March 4, 2025, the NWS will implement the following changes to Public Program Text Products", and lists the transitions "Excessive Heat Watch to Extreme Heat Watch" and "Excessive Heat Warning to Extreme Heat Warning". NWS Instruction 10-515, dated May 16, 2025, records the same change in its summary of revisions. NWS's own Understanding Heat Alerts page, read August 15, 2026, lists only three products: Extreme Heat Warning, Extreme Heat Watch and Heat Advisory. But on that same date, the NWS Green Bay office's heat page still read "An Excessive Heat Watch is issued when conditions are favorable for an excessive heat event in the next 12 to 48 hours." And a Northeast heat threshold document we cite for its advisory criteria still says "Excessive Heat Warning criteria will remain unchanged", before restating the numbers it is leaving in place. Older local office pages, printed handouts and news archives were not all updated. Two practical notes. First, seeing the retired name on a page does not mean the page's other content is wrong, but it does mean the page is old enough that its numbers may also have moved. Second, nothing in the NWS documents cited on this page names a product called simply a Heat Watch: the watch tier is Extreme Heat Watch, and before March 2025 it was Excessive Heat Watch.

Should I use the heat index or the air temperature to decide whether to walk my dog?

Neither number is a threshold for a dog, and it is worth knowing what each one was built to describe before you lean on it. The National Weather Service's Heat Forecast Tools page, read August 15, 2026, states: "The Heat Index is a measure of how hot it really feels when relative humidity is factored in with the actual air temperature." It also states the limit of that measure in the same section: "Since heat index values were devised for shady, light wind conditions, exposure to full sunshine can increase heat index values by up to 15°F. Also, strong winds, particularly with very hot, dry air, can be extremely hazardous." A walk on pavement in full sun is not the condition the index was devised for. On the same page NWS describes a different measure, Wet Bulb Globe Temperature, which "uses temperature, humidity, wind, solar radiation, and other weather parameters", and states that WBGT is "a particularly effective indicator of heat stress for active populations such as outdoor workers and athletes." WBGT is the index used throughout the peer-reviewed research on heat-related illness in dogs. That does not give you a cutoff either: the 2022 VetCompass study in Animals states that "No formal guidelines exist for dogs training or working in hot environments." The WBGT figures it reports describe dogs that already became ill rather than a safe limit. What is established, from the same paper, is that humidity is part of the mechanism: "Dogs rely on evaporative cooling through panting once their thermoregulatory set point has been exceeded", and "ambient temperature, humidity and windspeed all influence the rate of cooling." So a hot, humid, still day is harder on a panting animal than a hot, dry, breezy one at the same air temperature. Where the line falls for your animal is a veterinary question, not a forecast question.

Is the first heat wave of the year more dangerous for my dog than a hotter one in August?

The mechanism behind that idea is real and published; the ranking is not, and we are not going to publish it as if it were. On the mechanism, Purdue Extension's Temperature Requirements for Dogs (publication VA-16-W, Center for Animal Welfare Science, dated October 2016) states that "Acclimation takes time," that "partial acclimatization in small animals can require from 10 to 20 days; full acclimatization takes 60 days (Johnson et al., 2006)." It adds that "acclimatization time should be planned for when changes in ambient temperature are expected to occur." The 2022 VetCompass study of UK dogs, in Animals, states that "The process of heat acclimatisation can take weeks to develop and requires increasing levels of exertion in a hot environment", notes that the UK climate "can cause sudden exposure to high ambient temperatures without accompanying opportunity for heat acclimatisation", and concludes that UK dogs "developed HRI at relatively low ambient temperatures compared to dogs from a country where heat acclimatisation is possible." The National Weather Service builds the same idea into its forecasting: its HeatRisk product takes into account "Time of year (for example, is this early season heat that you likely haven't become used to, or late season heat that you have become more used to)," and NWS Instruction 10-515 tells forecasters that if "it is early in the season or unusually warm at night when the impact will likely be high, then a Heat Advisory or Extreme Heat Warning might be warranted." Both of those are scaled to people, not animals, and HeatRisk is keyed to "CDC heat-health thresholds." Now the limits. A December 2025 review in Frontiers in Animal Science states: "Nonetheless, whether domestic dogs exhibit seasonal physiological adjustments to heat, analogous to those observed in cold acclimation, remains uncertain." And a 2020 study in Scientific Reports covering 395 heat-related illness events in UK dogs found that "40% (158/395) of the incident cases were in July", which was that year's hottest month rather than its first warm one. Treat an early hot spell as a real hazard because the animal has had no time to adapt. Do not conclude from that it outranks a hotter day later, because the published evidence does not say so.

Will a heat alert wake me up or push a notification to my phone?

Not through the National Weather Service's Wireless Emergency Alert channel, at least as that page read on August 15, 2026. NWS's Wireless Emergency Alerts page answers its own question about which NWS warnings send a WEA message, and its list is warnings for tsunamis, tornado, severe thunderstorm when the damage threat is destructive, flash flood when the damage threat is considerable or catastrophic, hurricane, typhoon, storm surge, extreme wind, dust storm and snow squall. No heat product appears anywhere on that list, and the only mention of the word heat on the page is a link in the site navigation. That is a statement about that page on that date and not a claim that nothing will reach you: the same page lists "Local emergencies requiring evacuation or immediate action" among the WEA message types, and those come from state and local alerting authorities rather than from NWS, so your county can push its own alert. Two things follow for a household with animals. First, if your plan for a hot weekend depends on somebody being interrupted, build that interruption yourself: check the forecast at a set time, or sign up for your county's own emergency notification system, which is normally opt-in and separate from WEA. Second, an alert reaching your phone at all is not the safety mechanism here. The heat alert does not tell you anything about your specific animal, and an animal in distress needs a veterinarian, not a forecast.

Does any federal agency publish a heat index number that is safe for a pet?

Not in anything we were able to open for this page, and the searching is worth describing so you can judge it. We read the National Weather Service's Understanding Heat Alerts page, its Heat Forecast Tools page, its main Heat Safety Resources page, both of its dedicated pet heat pages, NWS Instruction 10-515 in full, and the federal heat portal heat.gov's own At Risk Pets and Service and Support Animals page, all on August 15, 2026. Neither NWS pet page contains the phrase heat index even once. The heat.gov pets page contains no occurrence of heat index, HeatRisk or advisory. The NWS Heat Safety Resources page names four groups as particularly vulnerable to heat, and all four are groups of people; its single pet sentence is about parked cars. So the pattern is not that the federal system ignores animals. heat.gov publishes real pet guidance, including that "Extreme heat can be dangerous for pets, as many animals can easily overheat" and that "Animals can die within 15 minutes of heatstroke." The pattern is that the pet guidance and the numeric alert machinery are never joined to each other. CDC's own page on heat and pets fits that pattern rather than breaking it, and the retrieval route is worth stating because www.cdc.gov returned an HTTP 403 error to our automated retrieval on that date: the page was read from the Internet Archive capture of the cdc.gov URL taken July 31, 2026, and checked against a second, independent retrieval route the same day. It carries parked-car and drinking-water instructions and points readers at the CDC HeatRisk Dashboard, which is the human product, and in the capture we read it contains no occurrence of the phrase heat index and none of the words advisory, warning or threshold. One limit on the finding stands, stated rather than hidden. We could not reach the American Veterinary Medical Association's warm weather page, which returned a challenge page instead of the document on the attempt we made, so we make no claim about what it publishes. If you find a page offering you a heat index cutoff for a dog, check who published it and whether that publisher names its source, because we did not locate one in any agency, veterinary association or peer-reviewed document we opened.

What should I actually do differently when a Heat Advisory or Extreme Heat Warning is issued for my area?

Read the alert for what it genuinely contains, which is a forecast heat index band your local office already decided is dangerous for people, plus a start time and an end time, plus whether overnight temperatures are expected to give any relief. That timing is the operationally useful part, because it tells you which hours to move things out of and whether tonight will cool the house down. Then treat the animal decision as a separate decision the alert does not make for you. What is published about risk in dogs is about the animal rather than the forecast: the 2022 VetCompass study in Animals found that "the risk of severe disease was greater in situations where dogs could not escape the heat source (vehicular confinement), and the risk of death in HRI cases was greater for those dogs with reduced capacity to thermoregulate (older and brachycephalic dogs)." So an older animal, a flat-faced animal, or any animal that cannot leave the hot place is the one whose plan needs to change first, and it needs to change on the basis of that animal rather than on the basis of which of the three alert names appeared on your screen. The federal heat portal heat.gov adds one specific pre-planning item worth doing before a hot spell rather than during one: "As a precaution, consider calling cooling centers well in advance of heat waves or heat season to determine if those nearest you will accept pets." Whether an individual site admits animals is set locally and is never safe to assume. And if an animal is showing signs of heat illness, stop planning: that is a veterinary emergency and the call goes to your veterinarian or the nearest emergency animal hospital immediately.
