Pets and a Boil Water Advisory: What the Notice Actually Tells You to Do

Some pet emergencies outrun any checklist. If an animal is collapsing, struggling to breathe, or was exposed to something toxic, stop reading and call your veterinarian or the nearest emergency animal hospital now. When officials order an evacuation, go; nothing on this page is worth delaying your own exit. This article is spec-and-evidence analysis of published guidance, not veterinary care for your specific animal. Where your vet's instructions or an official order differ from anything here, they win.

This includes the water and ice dispensers in your refrigerator or freezer." TCEQ adds ice already made: "Do not use ice from ice trays, ice dispensers, or ice makers. Throw out all ice made with tap water." Austin Water explains why in one clause: "freezing does not kill bacteria."
  • A filter is not an exemption. CDC states: "Boil your tap water even if you filter it. For example, still boil tap water if it has been through a home water filter or a pitcher that filters water." NSF's own description of the one filter standard that mentions boil water advisories, NSF/ANSI 244, says those filters are "intended for use only on public water supplies treated or that are determined to be microbiologically safe" and protect against intermittent contamination "before issuing a boil water advisory." Before, not during.
  • The fish tank is a different problem with a different answer, and boiling is not it. Alameda County Water District's chloramine FAQ for fish owners states: "Boiling is not an effective way to remove chloramines from water. The only practical methods of removing chloramines from water are using a water conditioner which contains a dechloraminator or by using a granular activated carbon." New Jersey American Water's chloramine fact sheet (02-2019) states chloramine "cannot be removed by boiling water, reverse osmosis, adding salt or letting water stand in an open container to dissipate."

The notice arrives as a text message, a robocall, or a strip along the top of the utility’s website, and it is usually three sentences long. Somewhere in the house there are four bowls, a fountain with a reservoir, an ice tray, a tank with a heater in it, and possibly a litter of kittens on formula. The advisory does not mention any of them by name.

This page is about that gap. Not what to carry in a go bag, and not what to do about a well that has been contaminated for weeks. This is the narrow, common, awkward case: the municipal water is still running, it still looks normal, and an agency has just told you not to drink it. Which of your animals’ water comes out of that tap, and what does the paperwork actually say to do about it?

The short version is that four different kinds of body publish an answer here, they mostly agree, and the differences between them matter more than the agreements. CDC publishes a pet line. State environmental agencies publish boil times that are not all the same number. Utilities publish exclusions their customers routinely miss. And for the fish tank, none of it applies, because a boil water advisory and an aquarium are two unrelated problems that happen to share a faucet.

First: Find Out Which Advisory You Actually Got

The single most consequential thing on this page is that “water advisory” is not one instruction. EPA’s water decontamination FAQ for customers, last updated September 25, 2025, states plainly: “There are three broad types of water advisories: Boil Water Advisory, Do Not Drink Water Advisory, and Do Not Use Water Advisory.”

CDC’s overview page defines them in the same order:

  • “Boil water advisories tell you to boil your tap water before using it. Boiling kills germs in the tap water that could make you sick.”
  • “Do not drink water advisories tell you to use commercially bottled water for drinking and cooking. Swallowing chemicals or toxins in the tap water could make you sick.”
  • “Do not use water advisories tell you to use commercially bottled water for all purposes. Swallowing, touching, or having other contact with the tap water could be dangerous.”

New Jersey’s Department of Environmental Protection lists a fourth category in its Drinking Water Advisory fact sheet, marked Ver 2 and dated February 2021: alongside Boil Water, Do Not Drink and Do Not Use, it names Conservation. That one is not about contamination at all, which is worth knowing before you panic about a message that is really asking you to stop running the sprinkler.

Only the first of those is fixed by a pot on the stove. And on the other two, boiling is not merely useless. CDC’s emergency water page carries a boxed warning: “You cannot make water containing fuel, toxic chemicals, or radioactive materials safe by boiling or disinfecting it.” New York State’s Department of Health goes further in guidance written for public health professionals, revised April 2023:

“A boil water response is NOT appropriate when chemical contamination is present. This may increase exposure to chemicals such as nitrates and solvents by concentration in the boiled water or by volatilization into the breathing zone. Boiling water is also NOT appropriate to address gross levels of contamination (e.g. raw sewage or high turbidity) when particulate matter can impair the effectiveness of boiling. Under these conditions, alternate water sources must be used.”

Read that twice if you were about to fill a stockpot on reflex. The failure mode this page most wants to prevent is a household that hears the word “advisory”, boils everything including the dog’s bowl, and hands the animal a more concentrated dose of whatever was in the water.

So the first action is not boiling. It is reading. Open the actual notice, find the words the issuer used, and note who issued it and what number they gave you. EPA’s instruction to customers is one sentence long: “Always follow the directions set by your water system during a water advisory.”

What the Agencies Publish About Pets Specifically

There is a persistent belief that nobody writes pet guidance for water advisories and you are on your own. That is not true, and here is the evidence, source by source.

CDC. The overview page carries a subheading reading “Caring for pets”, under the boil water advisory section. Its full text is two sentences: “Give pets commercially bottled water or boiled water that has cooled. Pets can get sick from some of the same germs as people or spread germs to people.”

The same page carries pets again in the do not drink section. There, CDC lists the uses that require commercially bottled water, and the list includes “Giving water to pets” and “Making ice” alongside drinking, cooking, brushing teeth and mixing baby formula.

Texas Commission on Environmental Quality. Under a heading reading Pets, the state regulator states: “Pets can get some of the same diseases as people. It is a good idea to give them boiled water that has been cooled too.”

Austin Water. The utility’s customer FAQ has a question headed “What about my pets?” and answers it in a single line: “You should follow the same boiling water procedures for your pet as you would for yourself.” Its main instruction sentence names animals explicitly, listing the uses that require boiled water as “brushing teeth, making ice, washing raw foods, preparation of drinks and water for pets.”

Philadelphia Water Department. In its list of recommended steps: “Provide pets with boiled water after cooling.”

New York State Department of Health. Its resident FAQ, revised November 2018, devotes a whole question to it. Q23 asks “Is the water safe to give to my pet?” and answers: “To be certain, give them water that has been boiled then cooled or water from an acceptable alternate source.” Then it does something the other sources do not, and adds the caveat honestly:

“Many pets regularly drink some pretty bad water, but pets come in a wide variety with variable resistances to pathogens. Many pets are vulnerable to the same diseases that humans can get from contaminated water and can spread these diseases into the environment or pass them on to their owners. More specific information may be available from your veterinarian, based on the actual animal and conditions for the boil water notice.”

That last clause is the one to carry around. The animal and the reason for the notice both change the answer, and the person who can weigh both is your veterinarian, not a general page.

One more note on the zoonotic half of that sentence, since it is the part owners tend to dismiss. The American Veterinary Medical Association’s reference guide for outdoor enthusiasts and their companion animals states that “Dogs can become infected with Giardia but generally do not show signs of illness” and, in its Cryptosporidium section, that “Dogs and horses can become infected with Cryptosporidium but generally do not show signs of illness.” That guide is written about untreated water in the outdoors rather than about a municipal advisory, so we are not going to pretend it is advice about your tap. But it does explain why an animal that seems fine is not proof that the water was.

That has a practical consequence this page has not yet drawn out, though the two sentences that support it are already quoted above: CDC states pets “can get sick from some of the same germs as people or spread germs to people”, and New York’s Q23 answer above says pets “can spread these diseases into the environment or pass them on to their owners.” Neither agency turns that into a hygiene instruction for the owner, so this next part is this page’s own reasoning, not a published protocol: if the animal drinking this water can pass the hazard back to you, then handling the animal, its bowls, its fountain parts or its waste is handling something that may carry it, and the same caution applies as with anything else that touched water the notice told you not to trust. Wash your hands with soap and water after each of those, for as long as the notice is in effect.

The Boil Time Is Not One Number

Here is a real disagreement between real primary sources, and it is not a mistake by any of them. It is the difference between a federal agency’s recommendation and a state regulator’s own instruction to the customers of the systems it regulates.

CDC’s advisory overview states: “If commercially bottled water is not available, boil your tap water. To kill germs, bring water to a full rolling boil for 1 minute. At elevations above 6,500 feet, boil for 3 minutes. To avoid burns, allow boiled water to cool before you use it.” Its emergency water page (last reviewed September 19, 2024) gives the same figures: “Bring clear water to a rolling boil for 1 minute (at elevations above 6,500 feet, boil for 3 minutes).”

The Texas Commission on Environmental Quality tells customers of Texas public water systems: “The water should be brought to a vigorous rolling boil and then boiled for two minutes.” Austin Water tells its own customers: “You should boil tap water vigorously for at least two minutes prior to using it for drinking or cooking (the minute starts when the water begins to bubble).”

Philadelphia Water Department, on the other side of the country, publishes CDC’s figure: “Bring water to a rolling boil. Let it boil for one minute. Let the water cool before using.” New York’s resident FAQ publishes it as a mnemonic: “Bring water to a FULL ROLLING BOIL for 1 MINUTE, then allow the water to COOL BEFORE USE. Because water may take 30 minutes to cool, plan ahead.”

The practical rule is the one TCEQ itself states: “If you are a customer of a water system that has issued a BWN DO NOT drink the water without first boiling it as directed by the water provider.” As directed by the water provider. Follow the number in the notice you received, and if you are boiling for both people and animals, boil once at the longer of the numbers you have in front of you rather than running two pots.

Two other details from those same pages that matter with animals underfoot. First, cooling takes real time, and New York’s FAQ says so: plan for roughly half an hour, and make the batch before you need it rather than while a thirsty dog watches. Second, Philadelphia publishes the shortcut you should not take: “Do not use ice from your freezer to cool boiled water as it could reintroduce contaminants.” Cool it in the refrigerator instead.

What different issuers publish, side by side

The Exclusions Households Miss

These are the lines that sit two thirds of the way down a utility notice, and they are the ones that catch people who otherwise did everything right.

The refrigerator is part of the plumbing. CDC states it as a rule that applies to every advisory type, not just boil water ones: “During any type of drinking water advisory, do not drink or use water from appliances connected to your water line. This includes the water and ice dispensers in your refrigerator or freezer.” If you fill the dog’s bowl from the door dispenser because it is cold, that is tap water with a filter cartridge in front of it, and the next section explains why the cartridge does not change the answer.

Ice you already made is still the same water. TCEQ: “Do not use ice from ice trays, ice dispensers, or ice makers. Throw out all ice made with tap water.” Austin Water gives the mechanism in five words: “freezing does not kill bacteria.” For a lot of households this is the pet-specific one, because ice cubes are a hot-weather treat, a training reward and a way to slow down a fast drinker. During an advisory they are a serving of untreated water in a shape the dog likes.

Philadelphia extends the same logic to anything already prepared, telling customers to “Throw away food, beverages, ice cubes, or formula if made or rinsed with tap water during the time the advisory was in effect.”

A filter is not an exemption. This one deserves its own section, because filter marketing has taught a generation of households the opposite.

Why the Filter Does Not Get You Out of It

Four separate sources say the same thing in four different registers.

CDC: “Boil your tap water even if you filter it. For example, still boil tap water if it has been through a home water filter or a pitcher that filters water.”

TCEQ: “Boil tap water even if it is filtered. Most kitchen and other household water filters typically do not remove bacteria or viruses.” On reverse osmosis it is more careful, and the care is worth reading: “Some point-of-use reverse osmosis filters may be effective against bacteria but the effectiveness is dependent on the absolute pore size of the filter and whether the filter has been installed and maintained per manufacturer recommendations.”

New York State’s Department of Health, on in-home treatment systems generally: “Most in-home treatment devices are not designed to remove pathogens, and should not be relied on to protect you during a boil water event. Even treatment units that are designed to remove pathogens may not do so all the time unless they have been properly maintained.” On filtered pitchers and dispensers specifically: “Most of these units are not capable of removing pathogens, including viruses, bacteria, and protozoa.”

Philadelphia Water Department: “Do not use home filtering devices in place of boiling water. Most home water filters will not provide adequate protection from microorganisms.”

Now the part that is genuinely useful rather than just discouraging. Filters are certified to standards, those standards are public, and the certification tells you what the manufacturer is allowed to claim. NSF publishes plain-language descriptions of each one. NSF/ANSI 42 covers filters “certified to reduce aesthetic impurities such as chlorine and taste/odor”, which is the category most kitchen carbon filters live in. NSF/ANSI 53 covers filters “certified to reduce a contaminant with a health effect.” NSF/ANSI 58 covers reverse osmosis systems.

The one standard NSF describes using the words “boil water advisory” is NSF/ANSI 244, and its description is the sentence to read carefully:

“The filters covered by this standard are intended for use only on public water supplies treated or that are determined to be microbiologically safe. These filters are only intended for protection against intermittent microbiological contamination of otherwise safe drinking water. For example, before issuing a boil water advisory, you can be assured that your filtration system is protecting you from intermittent microbiological contamination. The standard also includes material safety and structural integrity, similar to other NSF/ANSI drinking water treatment unit standards. Manufacturers can claim bacteria, viruses and cysts reduction for their filtration system.”

Before issuing. That standard describes protection in the window before an advisory exists, on a supply that is otherwise safe, and it does not describe a filter as a substitute for the instructions in a notice that has already been issued. The claim a 244-certified filter is allowed to make is about bacteria, viruses and cysts reduction under those pre-advisory conditions, which is exactly why checking your specific model against NSF’s certified-products listing, rather than the wording on the box, is the useful next step. NSF’s own closing caveat on the same page applies to all of them: “Remember certification to an NSF/ANSI standard or protocol does not mean that a filter, purifier or treatment system will reduce all possible contaminants.”

So if you want to know what your specific unit does, do not take it from a product page and do not take it from us. NSF maintains a searchable listing of certified drinking water treatment units, and the model number plus the standard it is listed to is the answer. What none of that changes is the instruction in your notice, which is what CDC, TCEQ, New York and Philadelphia all say in their own words above.

This is also the honest answer on the pet drinking fountain’s carbon cartridge. We are not going to tell you what your particular cartridge does or does not remove, because we have not tested it and neither has anyone whose findings we can quote. What we can tell you is that none of the four sources above carves out an exception for a household filter of any kind, that New York’s guidance covers in-home treatment devices as a class, and that the way to learn what a specific unit is certified for is its model number in NSF’s listing rather than the wording on its box. The Eight Household Questions, One at a Time

1. The bowls

The simplest one. Empty them, wash them, and refill with commercially bottled water or with tap water boiled per your notice and cooled. Boiled water needs about half an hour to cool by New York’s estimate, so make the batch early and keep it covered.

For a multi-animal household this is a volume problem before it is a safety problem. Louisiana’s state fact sheet on water safety for pets, published during the 2023 saltwater intrusion, states: “Pets typically require about 1 ounce (about 30 ml) of water for each pound of bodyweight per day”, and adds that “Water requirements vary based on the animal’s age, the weather and stressors.” If you want to work that arithmetic properly for your own household before an advisory happens, our page on how many gallons a day a household actually goes through works through the published rates and where they disagree.

2. The fountain and its reservoir

A circulating fountain is a reservoir, a pump and, on most models, a replaceable cartridge. The filter section above applies to that cartridge exactly as it applies to a pitcher, and nothing in the chain tells you when the water now circulating in the bowl was drawn from the tap.

That last point is the one people trip on. A fountain that holds several days of water may be holding water from before the advisory, or water topped off this morning, and there is no way to tell by looking. Treat it as suspect, dump it, and refill with water the notice permits.

Here is the honest boundary. We searched CDC, EPA, the New York State and Texas guidance above, and the Austin, Philadelphia and Alameda County utility pages on August 11, 2026 for instructions naming a pet drinking fountain, a gravity waterer or a pet bowl, and did not locate any. That is a statement about what those searches returned, not a finding that no such guidance exists anywhere. What does exist is the general instruction that covers the water you put into the thing, and the general instruction is enough: use bottled water or water boiled as your notice directs, and clean the unit with water from the same source.

3. Ice in the tray

Covered above, and worth repeating because it is the most commonly missed one: TCEQ says throw out all ice made with tap water, Austin Water says freezing does not kill bacteria, and Philadelphia says do not use freezer ice to cool your boiled water either. Make new ice from bottled or properly boiled water if your animal expects ice, and check whether your own notice addresses it, because a utility’s own text may be more specific than any of these.

4. Refilling the auto-waterer

A gravity waterer holds days of water on purpose, which is its whole appeal and, during an advisory, its whole problem. Dump the reservoir rather than topping it up. Topping up mixes water you trust with water you do not, and there is no version of the published guidance in which that produces a bowl you can rely on.

If your household runs on automatic waterers because nobody is home during the day, the failure modes those units have when the power drops are worth reading alongside this, since a water main break and an outage often arrive in the same storm.

5. Washing bowls, fountain parts and waterers

CDC publishes dish instructions for a boil water advisory, and they are written for dishes rather than for pet equipment. Its first suggestion is to sidestep the problem: “If possible, use disposable plates, cups, and utensils during a boil water advisory.” For machine washing it states: “Dishwashers are generally safe to use if they have a sanitizing cycle or reach a final rinse temperature of at least 150°F (66°C). Check the manual or contact the manufacturer to find out what temperature your dishwater reaches.” That sentence transfers cleanly to a stainless bowl you would put in the dishwasher anyway.

CDC also publishes a hand-washing procedure for dishes, which includes a bleach soak. We are quoting it exactly as CDC wrote it, and not rescaling it, not converting it, and not extending it to anything CDC did not name:

“Wash and rinse the dishes as you normally would using hot water. In a separate basin, add 1 teaspoon of unscented household liquid bleach for each gallon of warm water. Soak the rinsed dishes in the water for at least one minute. Let the dishes air dry completely before using them again.”

CDC’s page does not name pet bowls, fountain reservoirs, pump housings or waterer tanks in that instruction, so we are not going to tell you it applies to them. What CDC does say about surfaces is broader and simpler: “Clean washable toys and surfaces with: Commercially bottled water, Boiled water, or Water that has been disinfected with bleach.” Between the dishwasher line and that one, most households have a workable path without inventing a number. And plastic fountain parts, pump impellers and silicone gaskets have manufacturer cleaning instructions of their own that a bleach soak may contradict, which is a question for that manual rather than for this page.

6. The aquarium, where boiling is the wrong move entirely

If you take one thing from this page other than reading your notice, take this. Boiling a pot of water for the fish tank does nothing about the thing that actually kills fish in tap water, and the sources that say so are the water utilities themselves.

Municipal supplies are disinfected, and depending on the system that disinfectant may be chlorine or chloramine. New Jersey American Water’s fact sheet describes chloramines as disinfectants “used to treat drinking water”, “formed by mixing chlorine with ammonia at carefully controlled levels”, that “have been used safely in the United States for many years.” Alameda County Water District, a utility headquartered in Fremont, California, publishes a fish owner FAQ that answers the boiling question directly:

“Will boiling remove chloramines from water? No. Boiling is not an effective way to remove chloramines from water. The only practical methods of removing chloramines from water are using a water conditioner which contains a dechloraminator or by using a granular activated carbon. Ask your pet supplier for instructions on how to use these products.”

New Jersey American Water’s chloramine fact sheet for fish, amphibian and pond owners, which carries the code 02-2019, says the same thing and adds the other three shortcuts people try: chloramine “cannot be removed by boiling water, reverse osmosis, adding salt or letting water stand in an open container to dissipate.” On whether it has to be dealt with at all, that document is unambiguous: “Chloramines must be neutralized or removed from the water that is used in fish tanks, ponds and aquariums.”

Two more useful specifics from those two utilities. ACWD states that “Unlike chlorine, which dissipates when water sits for a few days, chloramines may take weeks to disappear”, which kills the old advice about leaving a bucket out overnight. And on testing, ACWD warns about the trap in the test kit: “A free chlorine test of chloraminated water would read zero but still be toxic to fish.” It tells fish owners to use a total chlorine or combined chlorine test, and states that “Chloramine residuals in water used to keep fish should be kept below 0.1 mg/L.”

So during a boil water advisory, the tank does not switch to boiled water. It keeps running on water treated the way it was already treated, with the conditioner you already use, dosed per that product’s own label. Whether the pathogens behind your particular advisory pose a risk to a specific tank, or to you handling that tank, is not a question these utility documents answer, and it is not one we are going to answer either. Read your own notice, which is written for the actual contaminant, and ask your veterinarian or an aquatic specialist before changing anything on a stocked tank.

If you do not know whether your utility uses chloramine, the annual water quality report is where households find out. EPA states that it “requires community water systems to deliver a Consumer Confidence Report, also known as an annual drinking water quality report, to their customers”, and that “Reports must be sent by your water supplier each year by July 1.” Find last year’s, or your utility’s water quality page, and settle it now rather than during an advisory. 7. Reptile misters, soaking dishes and amphibians

This is the section where the honest answer is a boundary rather than an instruction.

What is published: New Jersey American Water’s fact sheet states that chloramines are “toxic to saltwater and freshwater fish, as well as reptiles, turtles, and amphibians where the water comes into direct contact with the bloodstream through its gills”, and states that chloramine is “only potentially harmful to fish and other aquatic or semi-aquatic life” while being safe, in that utility’s words, for cats, dogs and birds. Those are statements about routine chloraminated tap water, made by a utility explaining a disinfection change, and they are not statements about what to do during an advisory. Note also that we have quoted that first sentence exactly as the utility wrote it, gills clause included, even though turtles and terrestrial reptiles do not have gills. We are not going to tidy a source’s wording into something it did not say, and the wobble in that clause is itself a reason to treat a drinking water utility as the authority on its own disinfectant rather than on your animal.

What is not published, at least in what we searched on August 11, 2026 across CDC, EPA, the New York and Texas state guidance, and the Austin, Philadelphia and Alameda County utility pages: any instruction addressing a reptile’s soaking dish, a misting system reservoir, or an amphibian’s water during a drinking water advisory. We did not find one. That is a description of a search, not proof that no such document exists, and a state herpetological or exotics resource may well publish one.

So here is the scope we are drawing. Water an amphibian or a semi-aquatic reptile lives in has its own chemistry problem that predates your advisory, and the disinfectant question above is the visible edge of it. Water a reptile drinks is closer to the bowl case. Which of those two your setup is, and what to do when both problems are live at once, is a question for the exotics practice that already sees your animal. We are not going to reason across species from a dog bowl to a soaking dish, because the two are not the same thing and nothing we found says they are.

8. Orphan kitten formula, and the bath

Formula. Milk replacer is mixed with water, and the manufacturer specifies how. PetAg’s product page for KMR Kitten Milk Replacer Powder publishes mixing directions built on warm water. This page will not publish a ratio, a volume, an interval or a substitution, and you should be suspicious of any page that does, because those belong to the directions printed on the product you actually own and to the veterinarian or rescue supervising the litter.

What this page can tell you is which water goes into those directions. Under a boil water advisory, it is commercially bottled water or tap water boiled per your notice and then cooled. Under a do not drink or do not use advisory, it is commercially bottled water only, since CDC lists mixing baby formula among the uses that require it and states that boiling does not fix chemical contamination. There is a parallel worth noting rather than borrowing: for human infants, CDC’s advice is that “Breastfeeding is the best option for feeding an infant” and, failing that, “provide ready-to-use formula if possible.” That is human infant guidance from a human health agency. We are naming it because the logic of preferring a ready-to-use product over one you reconstitute with suspect water is transferable, and we are flagging it because whether a ready-to-use kitten formula suits your particular litter is a veterinary decision, not an inference from an infant feeding page. The bath. The published bathing instructions are written for humans and hinge on one thing: not swallowing the water. CDC states “Be careful not to swallow any water when bathing or showering” and recommends caution with babies and young children for the same reason. New York’s resident FAQ states that unless a do not use notice has been issued, water may be used by healthy individuals for showering, bathing, shaving and washing “as long as care is taken not to swallow water”, and adds that people with open wounds, cuts, blisters or recent surgical wounds, and people who are immunocompromised, should use boiled or alternate water.

An animal that grooms itself after a bath is not covered by any of that, and we could not locate guidance addressing it in the sources named above. So the honest version: if the bath can wait until the notice lifts, let it wait. If it cannot, that is a question for your veterinarian, who can weigh your specific animal against the specific reason the notice was issued. Under a do not use advisory, the question does not arise, because no contact with the tap water is permitted at all.

When the Notice Is Not a Boil Notice: A Worked Example

Louisiana ran the clearest documented version of this. During the 2023 saltwater intrusion on the lower Mississippi, when salt water moving upstream threatened public supplies drawn from the river, the state published a fact sheet titled “Water Safety for Pets during Saltwater Intrusion”, marked “Last updated: 10/9/23”. Its instructions are not boil instructions, because boiling does not remove salt:

“Animals cannot safely consume water that contains high levels of salt. If your water system is under a saltwater advisory (or ‘High Sodium Water Advisory’), pets should not be given tap water. Water systems will notify their customers of High Sodium Water Advisories.”

On what to use instead: “Store-bought bottled water or water you bottle yourself from other municipal sources unaffected by the saltwater intrusion is fine for household pets.” And on stockpiling, the state included a line most preparedness writing leaves out: “At this time there is no need to stock up on more water than you need.”

That document is the shape of the whole problem in two pages. Same faucet, same animals, same worried owner, completely different instruction, and the only way to know which one you are in is to read the notice your utility sent. The same logic governs an advisory issued for a chemical spill, a treatment failure or a fuel release: CDC’s warning that you cannot boil out fuel, toxic chemicals or radioactive materials, and New York’s warning that boiling can concentrate nitrates and solvents, both apply to a bowl exactly as they apply to a glass.

When the Advisory Lifts

The end of a notice has its own chore list, and pet equipment is quietly inside it.

New York’s FAQ publishes the fullest version. On plumbing: run all cold water faucets on full for at least five minutes each, longer for a long or complex service connection. On ice machines: “Dump existing ice and flush the water feed lines by making and discarding three batches of ice cubes. Wipe down the ice bin with a disinfectant. If your water feed line to the machine is longer than 20 feet, increase to five batches.” On appliances with direct water connections or tanks: run enough water to completely replace at least one full volume of all lines and tanks. And on filters: “Replace other water filters, as they are disposable and may be contaminated.”

Philadelphia’s flushing list matches on the substance, including “To flush automatic ice makers, make three batches of ice and discard” and “Change refrigerator filters.” Austin Water’s list is the same shape: run cold water faucets, three batches of ice discarded, regenerate water softeners, replace water filters.

None of those lists names a pet drinking fountain, a gravity waterer or a bowl. That is worth stating plainly rather than quietly filling the gap, and it is worth noticing what the lists do have in common: they replace disposable filter media and they flush standing water out of anything that holds it. A fountain cartridge is disposable filter media sitting in standing water. Whether to replace yours when a notice lifts is a judgment call the published lists do not make for you, but it is the same category of item those lists tell you to replace: a disposable cartridge that has been sitting in water the notice told you not to trust.

Your Boil Water Advisory Checklist

  • Read the actual notice before you do anything, and find out which type it is. Boil water, do not drink, do not use and conservation are four different orders with four different answers.
  • If it is not a boil water advisory, do not boil. CDC states you cannot boil out fuel, toxic chemicals or radioactive materials, and New York State warns that boiling can concentrate nitrates and solvents. Use commercially bottled water for the animals and follow the notice.
  • Note the boil time your issuer published, since it is not the same nationally, and note whether you are above 6,500 feet, which changes CDC’s figure.
  • Empty and refill every bowl, fountain reservoir and gravity waterer. Do not top up.
  • Wash your hands with soap and water after handling the animal, its bowls, its fountain parts or its waste, for as long as the notice is in effect. CDC and New York State both state that pets can pass these germs to people.
  • Stop using the refrigerator’s water and ice dispensers entirely. CDC’s exclusion covers every advisory type.
  • Throw out ice already in the tray, and stop giving ice cubes as treats until the notice lifts.
  • Do not treat any filter as an exemption. If you want to know what your unit is certified for, look up the model in NSF’s certified products listing rather than reading the box.
  • Leave the aquarium on its normal conditioner routine and do not boil water for it. Boiling does not remove chloramine, and neither does letting water stand.
  • For a reptile soaking dish, a misting reservoir or an amphibian, call the exotics practice that sees your animal. The published advisory guidance does not address these.
  • For orphan neonates, use the manufacturer’s own mixing directions with water the advisory permits, and call the veterinarian or rescue supervising the litter before changing anything else.
  • Boil a batch early, because it takes roughly half an hour to cool, and do not cool it with old ice.
  • Call your veterinarian if an animal has already been drinking the water, or is very young, very old, pregnant, or immune compromised.
  • When the notice lifts, flush the lines, discard three batches of ice, and replace disposable filter cartridges, including the one in the fountain.

The Version You Do on a Quiet Afternoon

Three things done before an advisory make all of the above take ten minutes instead of an hour.

Find out what your utility puts in the water. EPA states that it requires community water systems to deliver a Consumer Confidence Report, the annual drinking water quality report, and that those reports “must be sent by your water supplier each year by July 1.” Whether your system uses chlorine or chloramine decides how your fish tank behaves, and your utility’s own report and water quality pages are where a household finds that out.

Write down how your utility notifies customers, and sign up for it. TCEQ’s rules require a Texas system to issue a boil water notice “as soon as possible, but in no case later than 24 hours after the violation or condition occurs”, and New Jersey’s Department of Environmental Protection fact sheet states that where there is potential for immediate risk to human health, “water suppliers must immediately (no later than 24 hours from the time the system becomes aware) notify customers.” Fast notification only helps if it reaches you, and the delivery methods those rules permit include ones you may not be signed up for.

Keep enough bottled water on hand that the first hour of an advisory is not a trip to a store where everyone else is also standing. New York’s FAQ notes that a boil water event typically lasts 24 to 48 hours but can run several days or more. Frequently asked questions

Can my dog drink tap water during a boil water advisory?

Not untreated, and the first thing to check is which kind of advisory you received, because they do not all have the same answer. Under a boil water advisory, CDC states: "Give pets commercially bottled water or boiled water that has cooled." Under a do not drink advisory, which is typically issued for chemical or toxin contamination, CDC lists "Giving water to pets" among the uses that require commercially bottled water instead, and states "Boiling water containing harmful chemicals or toxins will not make the water safe to use." Under a do not use advisory, CDC says to use commercially bottled water for all purposes. The controlling document in every case is the notice your own water system issued, because it was written for the contaminant you actually have. EPA's guidance to customers is "Always follow the directions set by your water system during a water advisory." Boil times also differ by issuer: CDC publishes one minute, or three minutes above 6,500 feet, while the Texas Commission on Environmental Quality and Austin Water tell Texas customers two minutes. If your animal has already been drinking the tap water, or is very young, very old, pregnant or immune compromised, call your veterinarian rather than deciding from a web page.

Does my water filter, filtered pitcher or fridge dispenser make the water safe for my pet during a boil water advisory?

The agencies that publish on this say no, and they say it about the filter, the pitcher and the fridge separately. CDC states: "Boil your tap water even if you filter it. For example, still boil tap water if it has been through a home water filter or a pitcher that filters water", and also "During any type of drinking water advisory, do not drink or use water from appliances connected to your water line. This includes the water and ice dispensers in your refrigerator or freezer." The Texas Commission on Environmental Quality states: "Boil tap water even if it is filtered. Most kitchen and other household water filters typically do not remove bacteria or viruses." New York State's Department of Health states that most in-home treatment devices "are not designed to remove pathogens, and should not be relied on to protect you during a boil water event." That covers the carbon cartridge in a pet drinking fountain too, since a fountain cartridge is a household filter in a plastic housing. Give the animal bottled water, or tap water boiled as your own notice directs and then cooled, and follow the notice your utility issued.

Can I give my pet ice from the tray during a boil water advisory?

No. Throw it out, including cubes that were already frozen before the notice arrived, because you cannot tell by looking when the water that made them was drawn. The Texas Commission on Environmental Quality states: "Do not use ice from ice trays, ice dispensers, or ice makers. Throw out all ice made with tap water." Austin Water tells customers to throw away ice made during the advisory and gives the reason in five words: "freezing does not kill bacteria." The Philadelphia Water Department adds a step people miss, stating "Do not use ice from your freezer to cool boiled water as it could reintroduce contaminants", so cool a pot of boiled water in the refrigerator or on the counter rather than dropping old cubes into it. Make new ice with bottled water or with water boiled as your own utility's notice directs. Follow that notice, since advisory types and boil times differ by issuer.

Do I need to do anything to my fish tank during a boil water advisory, and should I boil the water first?

Do not boil water for an aquarium, because boiling does not address the thing that kills fish in tap water. Municipal water is disinfected, and depending on the system that disinfectant may be chlorine or chloramine. Alameda County Water District's FAQ for fish owners states: "Boiling is not an effective way to remove chloramines from water. The only practical methods of removing chloramines from water are using a water conditioner which contains a dechloraminator or by using a granular activated carbon." New Jersey American Water's chloramine fact sheet states chloramine "cannot be removed by boiling water, reverse osmosis, adding salt or letting water stand in an open container to dissipate", and that chloramines "must be neutralized or removed from the water that is used in fish tanks, ponds and aquariums." So keep treating tank water the way you already do, with the conditioner you use, following that product's own label directions, which is also what ACWD tells fish owners: "Ask your pet supplier for instructions on how to use these products." Then read your own utility's advisory, because a notice can carry instructions specific to the contaminant that caused it, and call your veterinarian or an aquatic specialist before making changes to a stocked tank.

My advisory says do not drink, not boil. What changes for my pets?

Boiling stops being the answer, and in some cases it makes things worse. CDC states that do not drink advisories are typically issued when water "is, or could be, contaminated with harmful chemicals or toxins", that "Boiling water containing harmful chemicals or toxins will not make the water safe to use", and it lists "Giving water to pets" among the uses that call for commercially bottled water during such an advisory. New York State's Department of Health, writing for public health professionals, states: "A boil water response is NOT appropriate when chemical contamination is present. This may increase exposure to chemicals such as nitrates and solvents by concentration in the boiled water or by volatilization into the breathing zone." A real worked example exists: during the 2023 saltwater intrusion on the lower Mississippi, a Louisiana state fact sheet on water safety for pets stated "Animals cannot safely consume water that contains high levels of salt" and "If your water system is under a saltwater advisory (or 'High Sodium Water Advisory'), pets should not be given tap water." Use commercially bottled water for the animals, follow the instructions in the notice your own utility issued, and call your veterinarian if an animal has already been drinking the water.

What water should I use to mix orphan kitten formula during a boil water advisory?

Follow the preparation directions printed on the milk replacer you own, and use water that your own advisory permits, which under a boil water advisory means commercially bottled water or tap water boiled as the notice directs and then cooled, and under a do not drink or do not use advisory means commercially bottled water only. Milk replacer directions call for water: PetAg's product page for KMR Kitten Milk Replacer Powder publishes mixing directions built on warm water. This page deliberately does not publish a ratio, a volume, a feeding interval or a substitution, because those belong to the manufacturer's own directions and to your veterinarian, and a neonatal kitten is the animal least able to survive an error. Call the veterinarian or the rescue that placed the litter with you before you change anything about how the formula is made.

Is it safe to bathe my dog in tap water during a boil water advisory?

The published instructions on bathing are written for people, and they turn on not swallowing the water. CDC states "Be careful not to swallow any water when bathing or showering" and advises caution when bathing babies and young children to reduce the chance of them swallowing water. New York State's Department of Health states that unless a do not use notice has been issued, water may be used by healthy individuals for showering, bathing, shaving and washing "as long as care is taken not to swallow water". We searched CDC, EPA, three state agencies and three utility advisory pages on August 11, 2026 and did not locate guidance addressing bathing an animal that then licks its own coat, so we are not going to invent an answer to it: ask your veterinarian, who can weigh it against your specific animal and the reason your notice was issued. There is a second half to that question this page can answer, though: not just the animal licking its own coat, but you, wet to the elbows, scrubbing a wet animal in water the notice told you not to trust. CDC states that pets "can get sick from some of the same germs as people or spread germs to people", and New York's own pet answer says the same thing, so the ordinary rule for handling anything that touched advisory water applies to a bath too. This is this page's own extension of those two sentences, not an instruction either agency wrote for bathing specifically: keep the water out of your own mouth and eyes the same way you would while bathing yourself, and wash your hands and arms with soap and water when you are done, before you touch your face or handle food. If your notice is a do not use advisory, no contact with the tap water is permitted at all, for you or for the animal, until officials say otherwise.
