Returning Home With Pets After a Disaster

Some pet emergencies outrun any checklist. If an animal is collapsing, struggling to breathe, or was exposed to something toxic, stop reading and call your veterinarian or the nearest emergency animal hospital now. When officials order an evacuation, go; nothing on this page is worth delaying your own exit. This article is spec-and-evidence analysis of published guidance, not veterinary care for your specific animal. Where your vet's instructions or an official order differ from anything here, they win.

What is published is directional: AVMA says birds 'are particularly susceptible and should not be allowed outside when smoke or particulate matter are present', LA County Public Health says 'Pet birds are especially sensitive to smoke and chemicals in the air', and EPA says 'Pet birds are particularly susceptible to smoke.'
  • Birds go back last, and the reason is anatomical. Oregon State University Extension's wildfire smoke publication states that birds have 'a breathing system that's different from other mammals' characterized by 'unidirectional airflow and cross-current gas exchange, which makes them more susceptible to exposure to wildfire smoke.'
  • The car is not a neutral holding pen. CDC's carbon monoxide page warns that with a tailgate open, 'If only the tailgate is open, CO from the exhaust will be pulled into the car or SUV', and heat builds in a parked vehicle regardless of the disaster you just survived.
  • Watch for a day or two after they are back in. The Merck Veterinary Manual's smoke inhalation chapter states that respiratory injury 'may be relatively slow to develop and may peak 12–24 hours or even later after exposure.' That chapter is about an animal that inhaled smoke, so it applies to a pet that was in the structure or the smoke, not to every animal returning to a standing house.

The road is open, the order is lifted, and you are parked in your own driveway with the animals still belted in the back. Nothing about that moment is a homecoming yet. The house is standing or it is not, the yard is full of things that were not there a week ago, and the only decision in front of you is a narrow one: what has to be true before the carrier door opens.

This page is that decision, run as a sequence. It starts at the curb with the animals in the vehicle and ends with the last species back in the house, which is usually days after the first one. It is not a search guide. If your animal is missing rather than sitting in your car, start at how to find a lost pet after a disaster, which is built for an animal whose location is unknown. It is also not a rebuild guide. The months of gutting, drying, demolition and reconstruction that follow a serious flood or fire are a different problem with a different set of rules, and they begin after you have made the call this page is about.

One thing worth stating before the first step, because it shapes everything after it: the agencies that publish on this topic mostly write in hazard categories rather than timelines. There are exceptions, and they are useful ones. CDC publishes two ventilation durations, both quoted in step 5 below: one for a flooded home closed up for several days, and a much longer one for a building abandoned for an extended period. What none of the agencies or veterinary sources we read for this guide publishes is a waiting period by species, which is the question owners actually arrive with. So the useful move is to turn the hazard list into an order of operations and then attach your animals to it at the right points, with the ventilation figures dropped in where the agencies put them.

The Sequence, in One Screen

Work down this list. Each step assumes the one above it is finished.

  1. Confirm the area is open. Your local authorities decide this, not you and not this page.
  2. Walk the exterior with the animals still in the vehicle. Structure, lines, gas, debris, water, wildlife.
  3. Audit containment. Fence line, gate latches, screens, doors that no longer catch.
  4. Solve where the animal waits. Heat, exhaust, and a leash or crate that does not fail.
  5. Open the building and let air move through it before anyone occupies it.
  6. Sweep at nose and paw level, which is not the height you clean at.
  7. Settle water, bowls and food before the first meal.
  8. Bring the first animals into one finished room, not the whole house.
  9. Stage the remaining species in order, with birds last.
  10. Watch for a day or two, because some of the injury shows up late.

Step 1: The Area Opens Before Your Property Does

Two separate permissions are involved and people collapse them into one. The first is whether the zone is open. The second is whether your specific property is fit for an animal. The first is not yours to decide.

Ready.gov’s recovery guidance is blunt on the first: “You may be anxious to see your property, but do not return home before local officials say it is safe to return.” It then lists conditions that stop entry into the building even when the area is open. Its own wording is that you should not enter your damaged home if “You smell gas”, if “Floodwaters remain around the building”, or if “Authorities have not declared it safe to enter.”

Los Angeles County Department of Public Health opens its pet fact sheet for returning to fire, smoke and ash areas with the same instruction: “Do not attempt to return to disaster-affected areas until cleared to do so by local authorities. Check for updates on public media or visit lacounty.gov/emergency.”

Both of those are agencies speaking for their own jurisdiction. Re-entry procedure, escort policy, inspection sequencing and the definition of a closed zone are set locally and vary a great deal between a wildfire order area and a hurricane inspection closure. Read your own county emergency management page and your own utility’s outage and gas-restoration notices, and treat this page as a hazard checklist rather than a source on the rules where you live.

If you fail this step, meaning the zone is still closed and your animal is inside it rather than in your car, this is the wrong page and there is a right one. Step 2: The Exterior Walk, With the Animals Still in the Vehicle

The single structural change this checklist makes to the usual advice is putting the walk-around before the car doors open rather than after. Los Angeles County Public Health already frames it that way, filing its hazard inspection under the heading “Before bringing your pets home”. The text is specific about what to look for: “Thoroughly inspect your property for broken glass, exposed nails, and other sharp objects as well as loose and weakened structures.”

Ready.gov’s version for the building itself: “Walk carefully around the outside and check for loose power lines, gas leaks and structural damage. If you have any doubts about safety, have your residence inspected by a qualified building inspector or structural engineer before entering.” It also asks you to report things you find rather than deal with them, listing “chemical spills, downed power lines, washed out roads, smoldering insulation and dead animals” among the items local authorities want to hear about.

Smoldering insulation is on that federal list for a reason. Ground that looks finished after a fire is not always finished, and the same is true of a debris pile in a yard days after a structure burned. Then there is what moved in while you were gone. CDC’s post-disaster animal guidance is direct: “After a natural disaster, snakes may have been forced from their natural habitats and move into areas where they would not normally be seen or expected. When you return to your home, be cautious of snakes that may have sought shelter in your home.” Its instruction if you find one is a routing instruction: “If you see a snake in your home, immediately call the animal control agency in your county.” Ready.gov’s version for the yard is more physical: “Watch out for animals, especially poisonous snakes. Use a stick to poke through debris.”

Rodents are the other resident. CDC notes that after a disaster “rats, mice and other pests might get in your home or building” and that they “can spread diseases and can bite people or pets.” Its cleanup rule matters here for a specific reason that comes back in step 6: “Do not vacuum or sweep rodent urine, rodent droppings, or contaminated surfaces that have not been disinfected.”

Carcasses are the third. CDC says to “Secure all food sources and remove any animal carcasses” and to “Get rid of dead animals, according to guidelines from your local animal control authority, as soon as you can.” Disposal rules are local, so that is a phone call to your county rather than a decision.

If the disaster was a flood, CDC’s list of what floodwater can contain is worth reading before you decide the yard is fine because the water is gone. It includes “Downed power lines”, “Human and livestock waste”, “Household, medical, and industrial hazardous waste (chemical, biological, and radiological)”, “Coal ash waste that can contain carcinogenic compounds such as arsenic, chromium, and mercury”, “Physical objects such as lumber, vehicles, and debris”, and “Wild or stray animals such as rodents and snakes”. That is what receded across your grass.

Step 3: The Containment Audit Nobody Runs

Here is the gap this checklist exists to close. Owners inspect the house and assume the yard. The yard is where the animal actually goes first, and it is the part of the property most likely to have changed in a way that a dog cannot perceive.

Los Angeles County Public Health puts the rule in a single sentence: “Do not let pets wander through areas where buildings or fences have been damaged.”

CDC gives the behavioral half. “After an emergency, familiar scents and landmarks may have changed. Pets can become confused and lost. It’s important to keep pets on leash or in a carrier when they’re being transported or when you go outside.” Its returning-home section adds a release condition: “The behavior of animals may change dramatically after a flood, flash flood, thunderstorm, or hurricane. Normally quiet and friendly animals may become irritable. Monitor animals closely and only release them in a safe and secure environment.”

AVMA’s recovery panel goes further and makes indoors the default: “Release cats, dogs, and other small animals indoors only. They could encounter dangerous wildlife and debris if allowed outside unsupervised and unrestrained.”

So the yard is not an off-leash space again until you have walked it and confirmed the boundary. What that walk covers:

  • The full fence line, at ground level. A panel that shifted leaves a gap at the bottom that is invisible from a standing height and obvious to a dog.
  • Every gate latch, physically tested. Wind, water and debris move hardware. Crews working the neighborhood pass through yards. A gate that closes is not the same as a gate that latches.
  • The gap where something removed a section. A missing panel replaced by a leaning sheet of plywood is a containment failure that looks like a repair.
  • Screens and screen doors. A cat pushes through a torn screen without thinking about it, and screens tear in wind.
  • Interior doors that no longer catch. Frames move when a structure takes water or wind, and the door that used to keep a cat out of the garage may not close at all now.
  • The garage door and the crawl space access. Both are common entry points for the wildlife CDC just told you to expect, and both are places an animal will investigate first.

The crew-and-gate point is our own observation rather than an agency statement, and we are flagging it as ours. The published rule is only that damaged fences are a place pets should not wander. Checking the latch yourself costs a minute.

Until the boundary is confirmed, every trip outside is leashed or carried. That is not caution for its own sake. It is the direct consequence of CDC’s own instruction to keep pets on leash or in a carrier when you go outside after an emergency.

Step 4: Where the Animal Waits While You Do All of This

Steps 2 and 3 take time. The animal is somewhere during that time, and the default place is the vehicle, which has its own hazards that have nothing to do with the disaster.

The first is heat. A parked vehicle heats whether or not a hurricane just passed, and a shaded driveway in the aftermath is still a parked vehicle. The second is exhaust, and CDC has a specific warning that is easy to miss because it appears on the carbon monoxide page rather than any disaster page. Its statement on vehicles: “If you drive a car or SUV with a tailgate, when you open the tailgate open the vents or windows to make sure air is moving through. If only the tailgate is open, CO from the exhaust will be pulled into the car or SUV.” That is the exact configuration a lot of people set up on return day, with the engine running for air conditioning and the hatch open so the crate gets air. CDC’s broader statement on who is at risk is short: “CO can build up indoors and poison people and animals who breathe it.”

The third is the restraint itself. This is the moment when a frightened animal in an unfamiliar, wrecked landscape has the strongest reason to bolt, and the equipment is often the equipment that has been in a car for three days. Check the collar fit and the harness clip before the door opens, not after.

Practical version of this step: if a second adult is present, one person walks the property and the other stays with the animals. If you are alone, the animals stay contained and the walk gets done in one pass rather than five trips back and forth with the hatch open.

The branch this step exists to force

Steps 5 through 8 are not a walk-around. Airing the building takes at least half an hour by CDC’s own figure and considerably longer in the abandoned-building case below. A floor, bedding, crate and bowl clean takes as long as it takes. Finishing one room to a standard an animal can live in is most of an afternoon. Add those up and you are describing hours, not minutes, and the vehicle is not a place to spend hours for the two reasons this step just gave you.

So the honest version of step 4 has two outcomes, not one.

If the property can be finished today, the animals stay contained, supervised and out of the heat and the exhaust while you work, and they come in at step 8.

If it cannot, they do not come today. They stay wherever they currently have stable conditions, which is the boarding facility, the friend’s house, the person who has been holding them, or the evacuation destination you just drove from, and you come back for them once one room passes step 8. That is the same logic this page applies without hesitation to a reptile enclosure or an aquarium further down, where the rule is that the animal is better off wherever it currently has stable conditions until the house is ready. There is no reason a dog gets the worse version of that rule.

Deciding this at the curb is much easier than deciding it at four in the afternoon with a half-clean house and an animal that has been in a crate since morning. Make the call before you start.

Step 5: Air Before Occupancy

This is the step that costs the least and gets skipped the most.

CDC’s flooded-home guidance says: “If the house has been closed up for several days, enter briefly to open doors and windows to let the house air out for a while (at least 30 minutes) before you stay for any length of time.” That is CDC’s instruction for people, written about a flooded home. Attaching it to the moment a carrier crosses the threshold is our extension of it, and we are saying so rather than implying CDC wrote a pet rule.

Thirty minutes is the flooded-home figure, and it is not the only one CDC publishes. On the page it writes about animals after a disaster, the same agency gives a far longer number for a different building: “If buildings have been abandoned for an extended period of time, it may be helpful to air them out for 2-3 days before reentering.” That sentence sits in CDC’s rodent section, immediately after “Damaged or abandoned homes and other buildings may be infested with rodents”, and it is followed by “If you see signs of rodents, the building will need to be thoroughly cleaned. Contact your local health department for guidance on cleaning in these situations.”

So the honest reading of step 5 is that CDC has two answers and they belong to two different situations. Half an hour is for a flooded house you have been out of for several days. Two to three days is for a building that has been shut and empty for an extended period, and it is the figure that applies if step 2 turned up droppings, gnaw marks or a smell. If that is your building, the rodent cleanup rule in step 6 runs before any of the sweeping, and CDC’s own instruction is to call the local health department rather than to work it out yourself. That case is also the clearest version of the branch in step 4: a building CDC wants aired for two to three days is not a building an animal comes back to today.

CDC also says, in the same guidance, “If your home has been flooded and has been closed up for several days, assume your home has mold.” EPA’s flooded-homes page gives the mechanism and the clock: “Flood water can make the air in your home unhealthy. This is because when things remain wet for more than two days, they usually get moldy.”

Los Angeles County Public Health gives the ventilation instruction for a smoke-affected home, with a caveat that matters if the fire is still burning somewhere: “Open windows and doors if the air quality improves to allow your home to properly ventilate and clear out smoke particles. Two things follow from this that are not obvious.

The HVAC system is not a ventilation tool yet. CDC is explicit: “Have your home heating, ventilating, and air-conditioning (HVAC) system checked and cleaned by a maintenance or service professional who is experienced in mold cleanup before you turn it on. If the HVAC system was flooded with water, turning on the mold-contaminated HVAC will spread mold throughout the house.” Turning on the air handler to cool the house for the animals is exactly the wrong first move in a flooded home.

Fans blow out, not in. CDC’s phrasing: “Fans should be placed at a window or door to blow the air outwards rather than inwards, so not to spread the mold.”

And if you are running a generator to make any of this possible, CDC’s distance rule is a number worth having in front of you: “Only use generators outside, more than 20 feet away from any windows, doors, and vents”, and “Never use a generator inside your home or garage, even if doors and windows are open.” CDC also recommends using a battery-powered or battery-backup CO detector in the home while a generator is running. An animal crated in a garage with a generator on the driveway is the scenario that rule exists to prevent.

Step 6: The Nose-and-Paw Sweep

People clean at eye level and standing height. Animals live at floor level, put their faces into corners, and groom whatever ends up on their feet. That difference is why the house can look clean and still be a bad place for a pet, and it is where the published guidance gets unusually specific.

Residue is an ingestion route, not only an inhalation one. Los Angeles County Public Health writes that ash, materials used in firefighting, burned plastics and other debris “contain harmful chemicals that can be found on the ground or on surfaces where your pet eats, walks, or sleeps.” Its instructions follow from that: keep pets from eating or licking anything on the ground, do not let them drink from puddles or from water bowls left outside, feed indoors, and do not put food or treats directly on the ground. On the animal itself: “After walking outdoors, wipe your pet’s paws and coat with a damp cloth. Consider bathing your pet more frequently based on their activity and exposures outside.” California Department of Public Health’s ash fact sheet is one line on the same point: “Keep pets away from ash and shampoo them if they get ash on them.”

How you clean determines whether cleaning helps. California Department of Public Health’s January 2025 fact sheet says to “Frequently clean indoor surfaces with a damp cloth, HEPA-filter vacuum cleaner and wet mop. Do not sweep with a broom.” Its note on vacuums is the important part for an animal that will be lying on that floor: “Only use HEPA-filter vacuum cleaners. Shop vacuums and other common vacuum cleaners do not filter out small particles but instead can put particles back into the air where they can be inhaled.” A shop vacuum is the tool most households reach for after a disaster, and per CDPH it moves fine particles from the floor into the air, which is the air a crated animal in the next room is breathing.

CDC adds the rodent version of the same rule, which is not optional in a house that has been empty: “Do not vacuum or sweep rodent urine, rodent droppings, or contaminated surfaces that have not been disinfected.” Its method is to spray with a disinfectant or a 1:10 chlorine solution until thoroughly soaked, let it soak for five minutes, remove with a paper towel, and discard the towel outdoors in a sealed container.

The cleanup chemicals are their own exposure. EPA’s indoor-air page on volatile organic compounds names “cleansers and disinfectants”, “aerosol sprays”, “moth repellents and air fresheners”, “paints, paint strippers and other solvents”, and “stored fuels and automotive products” among household VOC sources, and states that “Concentrations of many VOCs are consistently higher indoors (up to ten times higher) than outdoors.” Two of its findings matter for timing an animal’s return. The first: “During and for several hours immediately after certain activities, such as paint stripping, levels may be 1,000 times background outdoor levels.” The second, and the one that decides step 9: “elevated concentrations can persist in the air long after the activity is completed.” EPA’s own mitigation line is “Increase ventilation when using products that emit VOCs”, and its product-handling advice includes “Keep out of reach of children and pets.”

Chemicals move during a disaster. CDC’s floodwater guidance covers the two containers most likely to be somewhere unexpected. On propane it says “Don’t attempt to move propane tanks you might find”, describing them as dangerous and able to cause a fire or explosion, and it asks you to contact the police, fire department or your State Fire Marshal’s office immediately if you find any. And on batteries: “Be extremely careful when removing car batteries. Even if they are in floodwater, car batteries may still have an electrical charge. Use insulated gloves and avoid coming in contact with any acid that may have spilled from the damaged car battery.”

Antifreeze deserves its own line, and its own species note. A flooded or wind-damaged garage is a place where automotive fluid ends up on the floor, and ethylene glycol is the reason a puddle in a garage is not a minor cleanup item. The Merck Veterinary Manual’s chapter on ethylene glycol toxicosis, authored by Tabatha Regehr, DVM, with a full review in January 2022 and a last update in September 2024, states that it “is often fatal and primarily affects dogs and cats, though all species are susceptible”, and that it is “Most commonly found in vehicle radiator antifreeze,” with additional sources in “some brake and transmission fluids.” The dose figures show why cats are the household member this hazard is aimed at: “The minimum lethal dose of undiluted ethylene glycol is 1.4 mL/kg in cats, 4.4–6.6 mL/kg in dogs, 7–8 mL/kg in poultry, 2–10 mL/kg in cattle, 1.6 mL/kg in macaques, and 6.61 mL/kg in guinea pigs. Younger animals may be more susceptible.” The chapter also states that “Prognosis varies inversely with the amount of time that elapses between ingestion and initiation of treatment”, which is why this is a hazard you remove before the animal arrives rather than one you monitor for.

If you suspect any ingestion, the ASPCA Animal Poison Control Center is reachable 24 hours a day at (888) 426-4435, and a consultation fee may apply. That call happens in parallel with driving to a veterinarian, not instead of it.

What the sweep actually covers. Floor and floor-adjacent surfaces first, in the order an animal encounters them: entry mat, hallway floor, the space under and behind furniture, the base of every cabinet, closet floors, the laundry room, the garage floor, and the yard immediately outside the door the animal will use. Then the surfaces at animal height: bowls, bedding, crate pans, toy bins, litter boxes, the bottom shelf of the pantry. Los Angeles County Public Health’s version of this is one sentence: “Thoroughly clean floors, bedding, furniture, toys, and bowls for water and food before your pet uses them.”

Step 7: Water, Bowls and the First Meal

Water. CDC’s boil water advisory guidance carries a section headed “Caring for pets”: “Pets can get sick from some of the same germs as people or spread germs to people. Give pets bottled water or boiled water that has cooled.” The boiling instruction is the same one it gives for people, which CDC states as bringing clear water to a rolling boil for one minute, and for three minutes at elevations above 6,500 feet. CDC also warns that “Boiling does NOT remove chemicals”, so a chemical contamination notice is a different problem with a different answer from your utility.

Two lines in that guidance are the ones pet households trip over. “Boil tap water even if it is filtered (for example, by a home water filter or a pitcher that filters water).” And: “Do not use water from any appliance connected to your water line, such as ice and water from a refrigerator.” A plumbed pet fountain or an auto-refill bowl is an appliance connected to your water line. It will happily keep serving unboiled water in the next room while you boil water in a pot on the stove.

Los Angeles County Public Health puts the same principle in one sentence for pets after a fire: follow the same guidelines for safe drinking water for people, and check with your municipal water supplier or city for updates regarding water warnings.

CDC’s flooded-home guidance adds the private-well case: “If you have a private well and live in an area with flooding, get your water tested before you use it.”

Bowls. Anything that sat out is washed before it is used, which is Los Angeles County Public Health’s instruction verbatim, and anything that sat out uncovered in ash or floodwater is a candidate for replacement rather than washing.

Food. Los Angeles County Public Health gives the only pet-specific threshold we found: “Any food that has been exposed to smoke, heat or fire should be discarded. Refrigerated and frozen pet food should be discarded if the temperature rose above 40° Fahrenheit for two hours. Only provide fresh, safe food to your pets.” CDC’s flooded-home rule covers the other side: throw away food that may have come in contact with flood or storm water, and perishable food that has not been refrigerated properly due to power outages, and anything with an unusual odor, color or texture.

How much, and how fast. AVMA’s recovery guidance has a line worth following if the animals ate poorly during the displacement: “Reintroduce food in small servings, gradually working up to full portions if animals have been without food for a prolonged period of time.”

Medication. Refrigerated medication is a veterinary question rather than a checklist question, because the answer depends on the drug. Photograph the vial and the label, write down how long the refrigerator was without power, and call the prescribing clinic or the pharmacy before administering anything.

Step 8: One Room First, Not the Whole House

The all-or-nothing framing is the mistake. A house rarely becomes uniformly safe in one afternoon, and the guidance already anticipates a partial return.

Los Angeles County Public Health writes it as a method: “Provide pets with a designated safe, familiar space in the home that is free from ash and smoke particles. Crates or exercise pens are useful to keep pets in recently cleaned or designated safe areas.”

That gives you a workable order. Pick the room that is easiest to finish completely, usually a bedroom or a bathroom with hard surfaces and a window. Clean it to the standard in step 6, ventilate it, and set it up with the crate, bedding, bowls and litter. That room is the household for the first day or two while the rest of the house catches up. Doors stay shut on rooms that are not finished, which also solves the problem of an animal wandering into a work zone while a contractor’s door is propped open.

Step 9: The Species Order

This is where the general guidance stops and most owners are left guessing, so start with what is honestly known.

No source we checked publishes a species-by-species timeline. We went looking for one specifically, including at the federal level, because that is the question owners actually arrive with. EPA publishes its own pet-specific fact sheet on wildfire smoke, EPA-452/F-26-007, and it gives conditions, precautions and warning signs rather than a waiting period. So do the AVMA, Los Angeles County Public Health and Oregon State Extension pages. Across every agency and veterinary source we read for this guide, and they are all listed at the bottom of this page, none gives a number of hours or days by species for bringing an animal back into a building after a disaster. What exists is directional guidance about susceptibility. The ordering below is built from that guidance and from the exposure facts already established above, and the ranking is ours, not any agency’s. We are labeling it that way rather than dressing it as a standard.

Dogs and cats go in first

They go in first because they are the animals the published post-disaster guidance is actually written about, and because they are the ones you can supervise continuously while the house is still in an unfinished state. AVMA’s rule stands over the whole return: “Release cats, dogs, and other small animals indoors only.”

Two adjustments inside that tier. Cats are the household member most exposed by the antifreeze figures above, and cats are also the ones most likely to find the gap you missed in step 3, so the garage and crawl space stay closed to them until they are clean and sealed. Dogs with flat faces, and any animal with existing heart or lung disease, sit closer to the birds than to the rest of their species on air quality. AVMA states that “Animals with cardiovascular or respiratory disease are especially at risk from smoke and should be watched closely whenever air quality is poor”, and Oregon State University Extension notes that brachycephalic breeds “are more susceptible to smoke due to their facial anatomy and will require extra attention.”

Rabbits, guinea pigs, rats and ferrets go in next

The published record for these species is about ordinary husbandry rather than disasters, and we would rather say that plainly than borrow authority the sources do not give.

What is published: the Merck Veterinary Manual’s chapter on housing rabbits, authored by Joerg Mayer, DVM, DABVP (ECM), DECZM, DACZM, with a full review in July 2021 and a last update in September 2024, states that “Good ventilation at all times is imperative”, that “Excess manure leads to unacceptable levels of ammonia in the air, which predisposes to respiratory disease if housed indoors”, and that shavings or sawdust “are not the best, because the material forms dust, which can irritate the respiratory tract.” Those statements are about a hutch, a pen and a rabbitry. They are not about a post-disaster house.

The Merck Veterinary Manual’s guinea pig chapter, reviewed October 2025 and authored by Laurie Hess, DVM, DABVP, gives the margin rather than the mechanism: “respiratory disease, or disease that affects the lungs and airways, is fairly common in guinea pigs and can progress quickly”, with the instruction to “Seek veterinary care immediately if your guinea pig has breathing difficulty.” That chapter attributes the disease to bacteria rather than to air quality, and we are not going to claim otherwise.

Our reasoning, stated as ours: a house in active cleanup is a dust-generating and solvent-generating environment, the standard husbandry literature for these species already treats airborne dust as an airway irritant worth designing housing around, and a species whose respiratory disease is described as progressing quickly has less room for a bad call. So they wait until the dust-generating work in their room is finished rather than started. If a small mammal shows any change in breathing, that is a same-day veterinary call. Birds go in last, and the reason is anatomical

This is the one part of the species order with real published support behind it.

AVMA’s wildfire smoke guidance singles them out: “Birds are particularly susceptible and should not be allowed outside when smoke or particulate matter are present.” Los Angeles County Public Health says the same thing about a post-fire home in its pet fact sheet: “Pet birds are especially sensitive to smoke and chemicals in the air.” EPA’s own pet fact sheet is a third, federal, independent statement of it, and it carries the mitigation with it: “Pet birds are particularly susceptible to smoke. Keep them inside, in a cleaner air room, if possible, when smoke is present.”

Oregon State University Extension publication EM 9897, authored by Juliana Ranches and published in September 2020 with a 2024 review, explains why: “Birds have a breathing system that’s different from other mammals. It is characterized by unidirectional airflow and cross-current gas exchange, which makes them more susceptible to exposure to wildfire smoke. When possible, move birds indoors (but in a room with good ventilation) or to locations with better air quality to help reduce complications due to wildfire smoke exposure.” Note the parenthesis in that instruction. Indoors is only the answer if indoors has good ventilation, which is precisely the condition a freshly cleaned, freshly bleached, freshly painted room fails.

The chemical half is where the bird case separates from the smoke case entirely. The Merck Veterinary Manual’s chapter on toxicoses of pet birds, authored by Sharman M. Hoppes, DVM, DABVP (Avian), with a full review in September 2021 and a last update in May 2026, states that “Other aerosols, including some carpet fresheners, plastics either melted or burned in a microwave oven, perfumes, deodorizers, votive candles, and new heating duct systems may also be irritating or toxic to caged birds.” Read that list against a post-disaster house: aerosol disinfectants, deodorizers deployed against a smell, a replacement heating system, and reheated or melted plastics. The same chapter is the standard reference on PTFE fume poisoning in birds, which is a hazard that arrives with a replacement appliance rather than with the disaster. Put that beside EPA’s finding that VOC concentrations from cleaning and painting products “can persist in the air long after the activity is completed” and the practical rule writes itself. A bird does not come home when the cleaning is finished. It comes home after the cleaning is finished and the room has had ventilation time on top of that, with the windows that made the ventilation possible now closed against outdoor smoke if outdoor smoke is still a factor.

We are not going to publish an hour count for that, because no source we found supports one.

Reptiles, amphibians and fish are a different problem

AVMA handles reptiles inside the same recovery panel and treats release as exceptional: “Release birds and reptiles only if necessary and only when they are calm and in an enclosed room.”

The bigger issue for this group is infrastructure rather than air quality. A reptile enclosure, an amphibian setup and an aquarium all depend on continuous power for heat, filtration and lighting, so the return question for them is whether the power is stable and the equipment survived. If power is intermittent, the animal is better off wherever it currently has stable conditions until the house has reliable power.

Step 10: The First Two Days Back Inside

The house being ready is not the end of the sequence, because some of the injury from an event like this reports late.

The Merck Veterinary Manual’s smoke inhalation chapter is the clearest statement of that: “Critical smoke inhalation injury often occurs in the absence of obvious external physical injury. Furthermore, both upper and lower respiratory injury may be relatively slow to develop and may peak 12–24 hours or even later after exposure. Thus, there is always a substantial risk of delayed airway obstruction secondary to upper airway edema for at least 24–48 hours after initial injury. Lack of apparent injury immediately after smoke inhalation should not reduce the level of clinical suspicion.”

Carry the scope with that quote. It describes an animal that inhaled smoke, meaning one that was in the structure, in heavy smoke, or pulled out by responders. It is not a statement about every pet that comes back to a standing house, and we are not going to stretch it into one.

For the ordinary case, AVMA’s instruction is simpler and applies to everyone: “Examine your animals closely, and contact your veterinarian immediately if you observe injuries or signs of illness.” Its list of what to look for during a smoke event, which is also the useful list for the days after, includes coughing or gagging, difficulty breathing including open mouth breathing and increased noise when breathing, eye irritation and excessive watering, nasal discharge, increased breathing rate, fatigue or weakness, disorientation or stumbling, and reduced appetite or thirst.

There is one recovery figure in circulation that needs its scope named, because it gets repeated without it. AVMA’s wildfire smoke page says: “Plan to give livestock 4 to 6 weeks to recuperate after the air quality returns to normal.” That sentence sits in AVMA’s livestock section, and the number is about livestock. Oregon State University Extension repeats the same figure in a passage about animals generally, writing that “airway damage resulting from wildfire smoke can take four to six weeks to heal”, and attributes it to a livestock publication. So the honest statement is that the four-to-six-week figure is published for livestock by AVMA and applied more broadly by one extension service, and that neither is a companion-animal standard. Use it as a reason to be unhurried about returning a dog to hard exercise, not as a number to quote about your cat.

On the behavior side, AVMA’s recovery guidance is worth following literally because it is cheap: “Allow uninterrupted rest and sleep to allow animals to recover from the trauma and stress” and “The disruption of routine activities can be the biggest cause of stress for your pets, so try to re-establish a normal schedule as quickly as you can.” CDC adds the disease-facing half for a flood-affected property: keep pets away from wildlife and stray animals, do not allow pets to play in or drink contaminated water, and contact a veterinarian if you notice signs of stress, discomfort or illness.

Those two lines are the first-week version. If the changes are still running at three weeks, if the animal has stopped using a housetrained spot, or if a specific noise has become a problem it never was before, that is past this checklist and into a different subject, and it has its own page: what the behavior literature actually says about a pet recovering from a displacement.

And keep the leash rule running longer than feels necessary. The containment audit in step 3 is a snapshot. Debris keeps moving, crews keep working, and a fence that was intact on day one can be opened on day four by someone doing exactly the job you asked them to do.

Where This Page Stops

Three things sit outside this checklist on purpose.

The rebuild. Gutting, drying, demolition and reconstruction are months of a different exposure profile with contractors coming and going, and that is a separate problem from the return decision this page covers.

The animal you cannot find. If the return revealed an empty house rather than a waiting one, the workflow changes completely and the first moves are administrative rather than physical. Start at how to find a lost pet after a disaster.

Anything a veterinarian should decide. Every clinical question raised here, from a cough that started on the drive home to whether a refrigerated medication is still good, is a call to a clinic. This page is a hazard sequence, not a treatment protocol. The one thing worth carrying out of all ten steps: the order is the whole point. Every item above is something a household does anyway during a recovery. Doing them before the carrier opens instead of after is what turns a list of chores into a decision you can actually defend.

Frequently asked questions

How do I know when it is safe to bring my pets home after a disaster?

Safety to enter the area is a decision your local authorities make, not one you make from the road, and both the federal preparedness site and the county fact sheet we read give the same instruction in their own wording. Ready.gov's recovery guidance says 'do not return home before local officials say it is safe to return', and lists three conditions under which you should not enter a damaged home at all: 'You smell gas. Floodwaters remain around the building. Authorities have not declared it safe to enter.' Los Angeles County Department of Public Health's pet safety fact sheet for returning to fire, smoke and ash areas opens the same way: 'Do not attempt to return to disaster-affected areas until cleared to do so by local authorities.' Those are two agencies stating a rule for their own jurisdictions and for the federal campaign site. Re-entry rules, escort procedures and inspection timelines are set locally and vary, so check your own county's emergency management page and your own utility for the current order rather than treating anything here as your answer. Can my dog come inside before the house is cleaned?

Los Angeles County Public Health's pet fact sheet answers that directly for a fire-affected home, and its answer is no. Under 'Remove smoke residue' it says 'Smoke residues, soot, and ash can cling to surfaces, so make sure your home is thoroughly cleaned before allowing pets to roam freely' and to 'Thoroughly clean floors, bedding, furniture, toys, and bowls for water and food before your pet uses them.' It also offers the middle option most owners actually need, which is a partial return rather than an all-or-nothing one: 'Provide pets with a designated safe, familiar space in the home that is free from ash and smoke particles. Crates or exercise pens are useful to keep pets in recently cleaned or designated safe areas.' That fact sheet was written for fire, smoke and ash. For a flood-damaged home the equivalent published concern is mold and sewage rather than soot, and CDC's guidance there is that if your home has been flooded and closed up for several days, assume it has mold.

How long should birds and small mammals wait before coming back inside?

No agency we checked for this guide publishes a number, including EPA's own pet wildfire smoke fact sheet (EPA-452/F-26-007), and we are not going to invent one. What is published is the direction of the answer. AVMA's wildfire smoke page states that birds 'are particularly susceptible and should not be allowed outside when smoke or particulate matter are present.' Los Angeles County Public Health says 'Pet birds are especially sensitive to smoke and chemicals in the air.' Oregon State University Extension explains the mechanism, describing avian breathing as 'unidirectional airflow and cross-current gas exchange, which makes them more susceptible to exposure to wildfire smoke.' The Merck Veterinary Manual's chapter on toxicoses of pet birds lists 'some carpet fresheners, plastics either melted or burned in a microwave oven, perfumes, deodorizers, votive candles, and new heating duct systems' among aerosols that 'may also be irritating or toxic to caged birds', which is a fair description of a house in the middle of a cleanup. Our practical read, stated as ours: a bird comes back after the dust-generating work is finished and the house has had ventilation time, not while it is happening. For rabbits and guinea pigs the published record is thinner still and is about husbandry rather than disasters, so treat the same delay as a conservative choice rather than a rule anyone has written down.

Is the ash or floodwater residue on my floors dangerous to a pet that only walks on it?

Both agencies that publish on it treat contact as an exposure route, not just inhalation. Los Angeles County Public Health writes that ash, firefighting materials, burned plastics and other debris 'contain harmful chemicals that can be found on the ground or on surfaces where your pet eats, walks, or sleeps', tells owners to keep pets from eating or licking anything on the ground, and says that after walking outdoors you should 'wipe your pet's paws and coat with a damp cloth.' California Department of Public Health's ash fact sheet says to 'Keep pets away from ash and shampoo them if they get ash on them.' For floodwater, CDC lists what floodwater can contain, including 'Human and livestock waste' and 'Household, medical, and industrial hazardous waste (chemical, biological, and radiological)', and its pet page tells owners not to allow pets to play in or drink contaminated water. A paw that walks through residue becomes a mouth that grooms it off later, which is why the cleaning step comes before the pet and not after.

What is the biggest thing people forget when they bring pets back?

Containment. The house gets the attention and the yard gets assumed. Los Angeles County Public Health's fact sheet names it in one line: 'Do not let pets wander through areas where buildings or fences have been damaged.' CDC's pet guidance says to 'Monitor animals closely and only release them in a safe and secure environment', and adds that after an emergency 'familiar scents and landmarks may have changed. Pets can become confused and lost. It's important to keep pets on leash or in a carrier when they're being transported or when you go outside.' Put those together and the yard needs its own walk before it is used: fence line, gate latches, the gap where a panel blew out, the screen door that no longer catches. Utility, tree and inspection crews also work through yards after a disaster and gates do not always come back the way they were found, which is our own observation rather than an agency statement, but it costs nothing to check the latch yourself.

My pet was in the smoke or in the house during the fire. What should I watch for after we are home?

Watch longer than the first hour, because the veterinary literature says the injury can lag. The Merck Veterinary Manual's smoke inhalation chapter, authored by Rhian B. Cope, BVSc, BSc, PhD, DABT, DABVT, FACTRA, with a full review in September 2021 and a last update in June 2026, states: 'Critical smoke inhalation injury often occurs in the absence of obvious external physical injury. Furthermore, both upper and lower respiratory injury may be relatively slow to develop and may peak 12–24 hours or even later after exposure.' It adds that a lack of apparent injury immediately after smoke inhalation should not reduce clinical suspicion. That chapter describes an animal that actually inhaled smoke, so it is the right frame for a pet pulled from a structure or held in heavy smoke, and the wrong frame for an animal that spent the event two counties away. AVMA lists coughing or gagging, difficulty breathing including open mouth breathing, eye irritation and excessive watering, nasal discharge, increased breathing rate, fatigue or weakness, disorientation or stumbling, and reduced appetite or thirst among the signs of smoke or dust irritation in animals, and says to consult your veterinarian if any appear. A breathing problem is a same-day veterinary call, not a wait-and-see.

Can I use tap water for my pet's bowl when we get home?

Only if your water system says you can. CDC's boil water advisory guidance has a section headed 'Caring for pets' that says 'Pets can get sick from some of the same germs as people or spread germs to people. Give pets bottled water or boiled water that has cooled', with the same rolling-boil instruction it gives for people: one minute, and three minutes above 6,500 feet. It also says to 'Boil tap water even if it is filtered (for example, by a home water filter or a pitcher that filters water)' and 'Do not use water from any appliance connected to your water line, such as ice and water from a refrigerator.' That last line is the one that catches pet households, because a plumbed water fountain or an auto-refill bowl keeps serving unboiled water while you are carefully boiling water in the kitchen. CDC also notes that boiling does not remove chemicals, so follow whatever your own water utility and health department are saying rather than defaulting to the kettle. Los Angeles County Public Health's pet fact sheet gives the same instruction in one sentence: follow the same guidelines for safe drinking water for people.

What about the pet food and medication that sat in the house while we were gone?

Los Angeles County Public Health's pet fact sheet gives a concrete threshold for food: 'Any food that has been exposed to smoke, heat or fire should be discarded. Refrigerated and frozen pet food should be discarded if the temperature rose above 40° Fahrenheit for two hours.' That is a county health department's own figure for pet food after a fire, and it is the only species-adjacent number of its kind we found. Dry food in a torn or soaked bag is a judgment call the same agencies answer for human food with the standing instruction to throw it out when in doubt. Refrigerated medication is a veterinary question and not a checklist question, because the answer depends on the specific drug, so photograph the vial, note how long the refrigerator was out, and call the prescribing clinic or the pharmacy before you administer anything. CDC's flooded-home guidance also tells you to throw away food that may have come in contact with flood or storm water, which covers the bag on the pantry floor even if it looks intact.
