Pet Behavior Changes After a Disaster: When to Escalate

Some pet emergencies outrun any checklist. If an animal is collapsing, struggling to breathe, or was exposed to something toxic, stop reading and call your veterinarian or the nearest emergency animal hospital now. When officials order an evacuation, go; nothing on this page is worth delaying your own exit. - A new fear of the exact sound that preceded a real emergency is not the same problem as general noise sensitivity, and the standard recording-based approach is weakest here. Merck states that with phobias involving multisensory experiences, 'controlled exposure to the sound (eg, of thunder or fireworks) seldom leads to full resolution of the phobia.' That is a conversation with a veterinarian, not a home project.
The storm is over, the road is open, and the dog will not settle. It urinates in the hallway at three in the morning after four years of never doing that. It cannot be left in a room alone. The cat has been behind the dryer since Tuesday and the litter box has not been touched. This page is about that stretch of time, the weeks after the event rather than the hours during it, and it exists because that is where the published guidance thins out to a sentence or two. It is also not a house move. A planned relocation is a single change you controlled, scheduled and packed for, and we cover that separately in the species-by-species plan for a move you chose to make. A disaster displacement is an involuntary change, often more than one of them in a row, with the arrival address unknown when you left. Those are different problems for the animal, and the second one has a compounding property the first one does not.
One thing needs saying before anything else. This page is a framework for deciding when to escalate, not a protocol for treating anything. Every behavior described below has medical causes that a home framework cannot see, and the veterinary references quoted here are unanimous that those get excluded first. Where a quotation gives clinical detail, it is here so that you can take the actual paragraph to the person who examines your animal, not so that you can act on it yourself.
How Long This Is Supposed to Last: One Agency Figure, and the Real Dataset
We went looking for a published answer to the question every displaced owner asks, which is how long this is supposed to last. One agency answers it. The FDA’s disaster page for pet owners, content current as of 05/22/2024, says this in its “Afterward” section:
“Emergencies can make pets display unexpected or uncharacteristic behaviors. Normally well-behaved pets may become aggressive and defensive after a major disruption in their lives, and it may take several weeks for them to return to normal. If your pets remain extremely anxious or develop other behavioral or health problems, contact your veterinarian.”
Several weeks is a real, federal, on-topic number, and it is the closest thing to an answer that any agency gives. Be clear about what kind of object it is. The FDA page names no study, no sample and no citation for it, and there is no reference list on the page. It is an agency’s plain-language expectation, published for owners rather than derived in front of you.
Nothing else we checked gives a length of time. The AVMA’s recovery guidance gives sound aftercare instructions and then routes the reader to a veterinarian rather than to a calendar, saying: “If you notice any signs of stress, discomfort, or illness in your pets, contact your veterinarian to schedule a checkup.” The CDC’s pet emergency-preparedness page describes the change without ever putting a clock on it, telling owners under “Returning home” that “The behavior of animals may change dramatically after a flood, flash flood, thunderstorm, or hurricane. Normally quiet and friendly animals may become irritable”, and then, like the AVMA, “Contact a veterinarian if you notice any signs of stress, discomfort, or illness in your pets.” The ready.gov pet page and the ASPCA’s disaster preparedness page are preparedness documents and carry no after-the-event behavior section at all. The 2015 AAHA Canine and Feline Behavior Management Guidelines are clinical rather than disaster-specific and set no displacement window.
So: one agency figure with nothing published under it, and no veterinary body we checked publishing one at all. That is worth stating precisely rather than rounding in either direction, because the internet is also full of confident three-day and three-week rules that name no agency and no study either, and the FDA’s several weeks is not one of those. What exists as actual data is on a related event, and it is close enough to be useful if you carry its limits with it.
Stefanie Riemer’s 2019 survey in PLOS ONE recruited 1,225 dog owners and asked, among much else, how long their dogs took to return to normal after a firework event. The result is a distribution rather than a number:
“The owners of 11.9% of the fearful dogs reported that their dogs behaved normally immediately after firework exposure, with 21.6% taking up to half an hour to recover and 17.5% taking up to an hour. Recovery took up to three hours in 10.3% and up until the next morning in 12.6%. The dogs’ behaviour normalised in the course of the next day in 10.4% and in up to three days also in 10.4%. It took up to one week for recovery in 1.8% of cases, several weeks in 2.3%, and several months in 1.2%, with the latter group including one dog whose behaviour never normalised according to the owner.”
Read the shape of that, not the decimals. Most affected dogs were themselves again within a day. A real minority took days. A small but non-trivial group took weeks or months, and one never came back. The study is about fireworks, it is owner-reported, and it is a self-selected online sample, all of which the author says plainly. It is not a study of evacuees. What it establishes is that “give it time” is correct advice for the majority and wrong advice for a minority large enough that you should not assume you are in the majority.
Notice where the FDA’s figure lands on that distribution. Several weeks is the 2.3% band, near the far tail rather than the middle. Two readings are available and they are not the same. If the FDA means several weeks as the outer edge of ordinary, the survey agrees with it. If an owner reads it as the expected duration, the survey says that is wrong by an order of magnitude for most animals, and reading it that way costs you the very thing a timeline is for, which is knowing when to stop waiting. We use it as the outer edge.
A second line of evidence gets closer to displacement itself. A 2022 study in Scientific Reports followed shelter dogs and measured hair cortisol, which accumulates as hair grows and therefore records stress over weeks rather than minutes. Samples were taken at intake, after six weeks in the shelter, six weeks after adoption and six months after adoption. The finding was that “HCC at T2 was significantly higher than HCC at T1, T3 and T4”, meaning the six-week shelter sample was the high point and both post-adoption samples were lower. The study also reports that “No significant difference in HCC was found between shelter dogs T1 and control pet dogs in their own homes”, which is to say the dogs did not arrive stressed; the housing situation is what raised the measurement, and settling into a home is what brought it down.
That is the most useful frame this page can give you. The physiology tracks the situation. As long as the animal is still in the temporary place, the temporary place is still generating the reading. Judging recovery while you are living in a hotel room is like taking a fever reading in a sauna.
The far end of the same axis is a small study from Japan. Researchers at Azabu University assessed stray and abandoned dogs taken in from rescue centers in Fukushima Prefecture after the 2011 nuclear incident, comparing them with abandoned dogs from a rescue center in Kanagawa. They found that “The dogs from Fukushima showed significantly lower aggression toward unfamiliar people, trainability and attachment to their caretakers”, and that “Cortisol levels in the dogs from Fukushima were 5–10-fold higher than those in the dogs from Kanagawa”. Their discussion supplies the comparison that makes it legible:
“The endocrine responses of the Fukushima dogs suggested extreme stress, which persisted even after 10 weeks of adequate care.”
Later in the same discussion the authors supply the baseline that makes that number mean something, noting that “dogs introduced to shelters usually show elevated cortisol levels for the first three days, followed by a comparatively fast decline”.
Ordinary relocation stress spikes and falls within days. What those dogs went through did not. Carry that source’s scope with it, in the paper’s own words rather than ours: “Many dogs have roamed or been chained and left alone for long periods and some of them have been living in a semi-feral state in the exclusion zone around the nuclear reactor.” Some of them, not all of them, and the study population is dogs that arrived at rescue centers without families rather than dogs that left with one. That is not the reader whose dog rode out the hurricane in the back seat. It is close to the reader whose animal was left behind, went missing, and was recovered weeks later, and if that is you, our guide to the search itself and what happens when the animal is found is the other half of your situation. The sample was seventeen dogs against eight controls, which is small, and the paper is a comparison between two groups of abandoned dogs rather than a before-and-after of the same animals.
The working triage, and what it is built from
Putting those together, here is how we would divide the weeks. This division is ours. No agency we checked publishes it, the FDA’s several weeks is the only agency figure it has to answer to, and we are labeling the division as our synthesis rather than dressing it up as guidance.
The first two weeks, while the situation is still unstable. Expect appetite changes, disrupted sleep, clinginess, hiding, startle, indoor elimination and a general refusal to settle. Fix the environment, do not train, and do not correct. The AVMA’s aftercare bullets are the right instruction set for this window, in particular “Allow uninterrupted rest and sleep to allow animals to recover from the trauma and stress” and “The disruption of routine activities can be the biggest cause of stress for your pets, so try to re-establish a normal schedule as quickly as you can.”
Past a month, with the household stable. If the family is back in a permanent place, the routine has been rebuilt, and a behavior is unchanged or worse, that is the signal to stop absorbing it and book an appointment. The value of a month is not that it is a biological threshold. It is that a month of a stable routine removes the environment as the explanation, which is precisely the information a veterinarian needs. A month sits just past the FDA’s several weeks, which is the one place this page and a federal agency can be checked against each other, and they do not disagree.
Immediately, regardless of the clock. Not eating or drinking, no elimination in 24 hours, straining, vomiting, diarrhea that is not transient, self-injury, any bite or bite attempt, and any panic severe enough that the animal is injuring itself against a door or crate. None of those are settling-in. The Riemer 2023 review makes the food point explicitly in its own context: “Note that refusing food is an indicator of high stress”, adding that when a dog refuses even high-value food, medication support may be indicated.
The One Rule That Governs Every Category on This Page
Everything below has a different mechanism and a different fix. They share exactly one instruction, and it is the instruction most likely to be broken by an exhausted person cleaning a carpet at two in the morning.
The 2015 AAHA behavior guidelines are not equivocal:
“This Task Force opposes training methods that use aversive techniques. Aversive training has been associated with detrimental effects on the human-animal bond, problem-solving ability, and the physical and behavioral health of the patient. It causes problem behaviors in normal animals and hastens progression of behavioral disorders in distressed animals. Aversive techniques are especially injurious to fearful and aggressive patients and often suppress signals of impending aggression, rendering any aggressive dog more dangerous.”
Read the third sentence with your own situation in it. Aversive handling causes problems in normal animals and speeds up disorders in distressed ones. A pet three weeks out from an evacuation is very likely in the second category, and the sentence rules the same handling out for the first category anyway, so the question never has to be settled. The correction that would merely be unhelpful in an ordinary month may be accelerating something here.
The 2021 AVSAB Position Statement on Humane Dog Training reaches the same place from the training side, concluding: “Based on current scientific evidence, AVSAB recommends that only reward-based training methods are used for all dog training, including the treatment of behavior problems.” On behavior modification specifically it states that “There is no role for aversive training in behavior modification plans”, and that “Creating positive associations to stimuli perceived by the dog as frightening is essential in easing fear and anxiety.”
The Merck Veterinary Manual, reviewed in September 2025 by a board-certified veterinary behaviorist, adds the practical consequence: “Techniques that cause pain or fear can lead to persistent fearfulness and anxiety, as well as to aggression.”
For cats the 2014 AAFP and ISFM house-soiling guidelines are equally direct, stating that “Physically punishing the cat during or after spraying only creates stress and increases the motivation to spray”, and that punishment “can lead to fear-related aggression and will almost always reduce the bond between the cat and owner.”
There is one more term worth knowing, because well-meaning owners do it by accident during a recovery. AAHA defines flooding as “prolonged exposure to the worrisome stimulus at a level that causes the anxious, aggressive, or fearful response in the hope that simply by presenting the stimulus continuously, the undesirable behavior will stop”, and describes the outcome: “In the case of distressed patients, flooding actually sensitizes the patient to the stimulus and worsens it by causing shutdown or collapse of a patient.” Its verdict is one sentence long: “Flooding is never recommended.”
Carrying a terrified cat around the new apartment until it gets used to the place is that. So is holding a panicking dog in the room with the running generator. The animal going quiet in your arms is not the same as the animal being fine, and AAHA names the reason: repeated inescapable exposure can produce learned helplessness, in which animals “cease offering any behaviors because they learn they have no control over outcomes.”
What replaces correction is unglamorous and is stated by AAHA as a sequence: “Avoidance and safety are the cornerstones of behavioral treatment”, and “Protection is the first treatment step.”
Housesoiling in Dogs Is a Surface Problem Before It Is a Training Problem
A housetrained adult dog that starts eliminating indoors after a displacement has usually not forgotten anything. Something in the chain between the urge and the acceptable place has been cut, and the chain has more links in it than most owners realize.
Rule out the medical causes first, and after a disaster there are more of them than usual. Merck states the boundary plainly: housesoiling “can also be caused by pain, impaired mobility, sensory decline, cerebrocortical disease (including cognitive dysfunction), or any medical condition that leads to increased volume of urine, more frequent elimination, pain on elimination, or lack of control”, and therefore “physical health problems must be excluded as potential causes or contributing factors.” Post-disaster households routinely stack up reasons for exactly those signs: water from an unfamiliar source, a diet switched to whatever the shelter had, doses of a chronic medication missed during the evacuation, a paw injury from debris, or a stress-related urinary problem. Once medical causes are excluded, look at the surface and the route rather than the dog.
The outdoor surface changed. A dog that learned to eliminate on turf may be standing on gravel, ash, mud, a concrete pad, a parking lot or a hotel strip that smells of thirty other dogs. Merck’s list of common fear triggers in dogs includes “surfaces such as wooden flooring”, which tells you how ordinary a surface has to be before it stops being neutral to an animal. Nothing in the references we read says a dog will refuse an unfamiliar substrate, and we are not going to claim it. What the references do say is that the outdoor half of the chain can break on its own, and Merck names the category: “Barriers to outdoor elimination (frightening outdoor stimuli such as rain, fireworks, neighbor animals, etc) should also be considered as causes of or contributors to house soiling.”
Rain is on that list. So is a generator two doors down, a chainsaw crew, a tarp snapping in the wind, a strange dog behind the next fence and a helicopter. Post-disaster neighborhoods are made of those.
The route changed. In a house with a yard, the dog signals at a door it knows and is outside in seconds. In a second-floor rental it has to find you, tell you in a way you notice in an unfamiliar room, wait for shoes, take a hallway, take stairs and cross a lobby. Every one of those steps is a place for the signal to be missed. Most “regression” in temporary housing is a latency problem: the dog asked, and the system that used to answer in five seconds now answers in five minutes.
Your own presence changed. In a yard the dog eliminated alone. On a leash you are two feet away, watching. Some dogs will not perform under that, and there is a specific way owners make it permanent. Merck states that punishing a dog caught in the act “is also counterproductive. It can trigger a fear of eliminating in the presence of the owner, which will impede housetraining.” A dog that has learned not to go in front of you, while you are the only route outdoors, is now in a trap with no exit except indoors when you are not looking, which reads to you as spite and is nothing of the kind.
What the reference actually prescribes. Merck’s housetraining regimen, quoted so you can take it to your veterinarian rather than improvise: “The owner must accompany the dog to a designated outdoor elimination area, reinforce elimination immediately with a food reward, and supervise the dog indoors to prevent opportunities for elimination (eg, by keeping the dog on leash).” On interruption rather than correction: “If the dog is observed while eliminating inappropriately, the owner should use a neutral interrupter (eg, clapping hands or whistling) and then take the dog outside. When the dog resumes urinating or defecating outside, it should be rewarded.” And on the overall direction: “Behavior modification should focus solely on reinforcement of elimination in desirable locations.”
Two practical notes that follow from the above rather than from any source, and which we flag as ours. Pick one spot in the temporary place and use only that spot, so the dog is rebuilding one association instead of sampling ten. And carry the reward with you on the first trip out rather than delivering it when you get back inside, because a reward that arrives in the lobby is rewarding the elevator.

The Litter Box in a Room That Is Not Yours
For cats the clock is shorter and the mechanism is better documented, which is good news, because the window in which a cheap fix works is measured in days.
Start where the guidelines start. Merck’s cat page states that “With house soiling in cats, the first step is always to exclude medical problems, because any condition affecting urine volume, frequency, control, or ability to access the litter box can contribute to soiling.” A cat straining in the box, going in and out repeatedly, or producing small amounts frequently is a same-day veterinary call, not a litter question.
Then comes the reframe that changes how the rest of this reads. Merck states:
The diagnostic term “inappropriate elimination” is not accurate; from the cat’s perspective, undesirable toileting is a fully appropriate response to a toileting preference or aversion. If not provided with a preferred litter box, the cat eliminates in a way to meet its needs.
The cat is not protesting the evacuation. It is solving a problem with the equipment available. In a hotel room or a relative’s spare bedroom, the equipment is almost always wrong in at least one dimension, and Merck names the dimensions: “Toileting preferences pertain to location and substrate (eg, odor, texture).”
Substrate is the one that gets missed, because owners buy whatever the open store had. The 2014 AAFP and ISFM house-soiling guidelines note that “Cats may prefer to use the same toileting substrate indoors that they use outdoors, namely soil or sand”, and are blunt about who litter is designed for: “Cat litter is marketed to people, not to cats. Marketers appeal to cat owners by using product descriptions such as ‘less tracking’, ‘multi-cat’, ‘scented’, ‘organic’ and ‘natural’. Consequently, litter may have descriptions or attributes that appeal to humans but not to their feline companions. For example, cats often find aromatic litter and litter deodorizers offensive.” The same guidelines give a tell you can watch for: “Balancing on the edges of litter boxes with only one or two feet inside the box may indicate an aversion to the litter substrate or soiled litter.”
Location and box are the other two. Merck’s specifics: “Litter boxes must be appropriate for the size of the cat (at least 1½ times the length of the cat from tip of the nose to base of the tail)”, and “At least two litter boxes should be available in every core area where cats that get along together (preferred associates) are housed”, and “Litter boxes should be hygienic and scooped at least daily.” On placement it warns about deterrents that describe temporary housing exactly: “Litter box appeal might be improved by identifying and resolving potential deterrents (eg, undesirable location, fear-evoking stimuli such as furnace noise, or limited access to a shared washroom).” A disposable tray wedged next to a hotel HVAC unit, or a box in a bathroom whose door gets shut by housekeeping, is that paragraph in real life. Here is why the first week matters more than the fifth. Merck states: “After a cat demonstrates repeated undesirable toileting events, the cat’s aversion can lead to the development of a secondary toileting preference.” Every day the wrong setup persists, the cat is not merely failing to use the box, it is practicing a new preference for the bathmat. The AAFP and ISFM guidelines make the same point from the treatment side, warning that “Treating underlying medical conditions may not completely resolve house-soiling if it occurs as a result of adverse behavioral conditioning.” Fixing the box in week one is a supply problem. Fixing it in week five means undoing something the cat has learned.
One more mechanism, and it is the one that catches multi-cat households in a small rental: the box can become the site of something unpleasant. The AAFP and ISFM guidelines state that “Litter box aversion can also be caused by counterproductive or inattentive human behavior. Examples include using the litter box as a site for administering medications, locating toileting areas near noisy appliances, and allowing children to trap a cat in the litter box for any reason. A cat may avoid the litter box if it associates toileting with any adverse stimuli or experiences.” In a one-room hotel stay, where the single box is in the only bathroom and the other cat can block the doorway, that is not hypothetical.
Clinginess, Shadowing, and the Dog That Cannot Be Left
This is the category owners most often decide to wait out, and it is the one the guidelines are least willing to have waited out.
First, a correction to a widespread belief, because after a displacement everyone’s dog is suddenly following them from room to room. Merck states: “Dogs that show signs of close attachment behaviors, such as following family members around the house, are at no greater risk of separation anxiety than dogs that do not display these behaviors”. A dog that shadows you through an unfamiliar rental is not thereby diagnosed with anything.
What matters is what happens when you leave. Merck’s sign list is specific: “Clinical signs of separation distress disorder include destructive behavior (especially at exits or directed toward the owner’s possessions), distress vocalization, house soiling, salivation, pacing, restlessness, inability to settle, anorexia, and repetitive or compulsive behaviors.” On timing it adds that signs “typically occur within the first 15–30 minutes after an owner’s departure”, and that many dogs begin as the owner prepares to leave.
There is a mechanism here that is close to universal in evacuations and is named in the reference: “In some instances, separation distress disorder occurs when a dog has a frightening experience, such as hearing thunder, while left alone.” An animal that was shut in a bathroom while the sirens went, or crated in a strange garage while the family slept elsewhere, or boarded during the storm, had exactly that experience. Merck also states that “There is substantial comorbidity between noise phobia and separation distress disorder”, which means the dog now frightened of the storm and the dog now frightened of being alone are frequently the same dog and frequently the same event. Do not self-diagnose this one. Merck requires that “A diagnosis of separation distress disorder requires the exclusion of other common causes of the signs (eg, incomplete housetraining, exploratory play and scavenging, external stimuli leading to arousal and anxiety, noise aversion, or confinement anxiety).” In a temporary rental, three of those five are live possibilities at once. What you can do is collect the evidence, and Merck names the method: “Together with the history, videotaping or camera monitoring is generally the best way to diagnose behavior problems that occur when the owner is absent, as well as to assess the dog’s response to treatment.” A phone propped on a shelf for a thirty-minute absence is the single most useful thing you can bring to the appointment.
Why this one does not get a month. AAHA’s language is unusually strong: “Separation anxiety can occur when a pet is either left home alone or separated from its owner. Separation anxiety usually presents as signs of clinical distress such as pacing, panting, vocalizing, urination, destruction of property, and salivation. This condition should be considered to be a behavioral emergency.” The guidelines go on to state that medications approved for the condition “should be used as a first-line treatment at the earliest sign of clinical distress”, and that “Medications have a higher likelihood of treatment success if they are used early in the development of observed anxiety.” The reason to call early is not that the dog is suffering more this week than next. It is that the intervention works better the earlier it happens, so waiting spends the thing that makes it work.
Merck adds the management principle that most directly conflicts with post-disaster life: “Dogs with separation anxiety should be left alone as rarely as possible to prevent further sensitization, which makes treatment more difficult”, and suggests day care or sitters where work makes that impossible. That is genuinely hard when you are meeting adjusters, standing in lines and gutting drywall, and pretending otherwise would be useless. It is a reason to get the appointment booked rather than a reason to feel bad.
One currency note, because the advice here changed and older articles have not caught up. Merck describes the current approach for moderate to severe cases as “a graduated departure training protocol using safety signals”, and states outright that “It differs from previous behavior recommendations geared toward decoupling predictors of departure such as picking up keys or putting on shoes.” If you find guidance telling you to jangle your keys at random intervals until the dog stops caring, that is the older model. Neither model is a home project for a severe case, and both belong to the person who examines your dog.
Hiding, Appetite, and the Cat You Have Not Seen Since Tuesday
Cats do less that looks like distress and more that looks like absence, which is why feline signs get missed.
The 2013 AAFP and ISFM Feline Environmental Needs Guidelines put hiding in its correct category: “Hiding is a coping behavior that cats display in response to stressful situations and when they want to avoid interactions with other cats, animals or people.” A cat that has taken up residence under a bed in an unfamiliar apartment is coping, using the mechanism it has. The guidelines build their first pillar around supplying that mechanism deliberately, describing a safe place as “a private and secure area, often in a raised location” and adding that “A safe place is one that a cat can retreat to so that it feels protected”.
Two of their recommendations are unusually well suited to displacement. On scent, they advise: “To provide a familiar scent for the cat, use the cat’s own bedding or an article of clothing with the scent of a familiar person.” On the carrier, they note that one left out and accessible “is a portable safe place that minimizes stress associated with transportation or a change in environment.” That is the same object our page on getting a frightened cat into a carrier without a fight treats as a loading problem. In the weeks after, it is furniture: leave it open, put the familiar bedding in it, and let it be the one thing in the room that smells right.
Merck’s cat page gives the room-level version: “In general, the cat should be housed in its own room with litter, toys, bedding, and food. Establishing a routine can markedly help anxiety. When possible, changes should be introduced gradually.” A single quiet room with everything in it beats the run of a strange house, and it is usually available even in a bad rental.
Where hiding stops being coping. The line is what travels with it. The Stella, Lord and Buffington study published in JAVMA in 2011 tracked healthy cats and cats with feline interstitial cystitis in a research colony for 77 weeks, and compared weeks containing an unusual external event against control weeks. Their reported result:
“Evaluation of the separate models for individual SB revealed that exposure to UEE resulted in large increases in risks for defecation outside the litter box (RR, 9.8), decreased food intake (RR, 9.3), and no eliminations in 24 hours (RR, 6.4); a smaller increase in risk for urination outside the litter box (RR, 1.6) also was identified.”
Their conclusion is the part that applies to you: “SB, including some of the most commonly observed abnormalities in client-owned cats, were observed after exposure to UEE in both groups. Because healthy cats and cats with FIC were comparably affected by UEE, clinicians should consider the possibility of exposure to UEE in cats evaluated for these signs.”
Carry the scope. The unusual external events in that study were things like a change of caretaker, a three-hour feeding delay and an unfamiliar person doing the husbandry, inside a controlled vivarium. They were not a hurricane. Applying this to an evacuation is our extension, and we are saying so. What it establishes is the direction: routine disruption alone, without any disease, is enough to produce not eating and not eliminating in otherwise healthy cats, and the effect sizes are not small.
That is why the escalation rule for a hiding cat is not about the hiding at all. A cat that is hiding, eating and using a box is coping. A cat that has not eaten, has not produced urine or feces in 24 hours, or is straining, has crossed into a veterinary problem regardless of how recently you moved.
A male cat straining unproductively is the one item on that list that is an emergency call at any hour, and it is worth quoting the reference rather than asserting it. Merck’s urethral obstruction page, reviewed in May 2025 by a board-certified internist, states that “Urethral obstruction (UO), where there is a blockage of the outflow of urine, is a common urinary emergency in small animals”, that “Male cats are uniquely predisposed to UO as a complication of lower urinary tract disease, and urethral plugs are responsible for UO in most cases”, and that “Animals with UO might exhibit frequent nonproductive attempts to urinate.” It also names the mistake that costs the hours: “Owners of cats, in particular, might mistake the signs of UO for constipation.” In a strange bathroom, with a box you cannot read because you have not seen a week of normal use in it, that mistake is easier to make than usual.
Why the Third Move Is Not Like the First
Serial displacement is where our reading has to be most careful, because it is the part of this page with the least direct evidence. We searched for a study on pets moved four times in six weeks after a wildfire and did not find one. We are not going to invent one.
What the literature does supply is the mechanism, from two directions.
The first is sensitization. AAHA describes what repeated uncontrolled exposure does to a distressed animal, in the passage on flooding quoted earlier: it “actually sensitizes the patient to the stimulus and worsens it”. Merck states the same principle in the separation context: “Dogs with separation anxiety should be left alone as rarely as possible to prevent further sensitization, which makes treatment more difficult.” Riemer’s 2023 review frames the whole short-term half of noise-fear therapy as being about exactly this, describing the goal as short-term solutions “to prevent trauma or the deterioration of fear during unavoidable noise events”.
The inference we draw, labeled as ours: each additional unmanaged move is another uncontrolled exposure to the same class of stimulus, and the references treat repeated uncontrolled exposure as the thing that makes fear worse rather than better. That is not the same as a published finding that move three is worse than move one. It is the mechanism the references describe, applied to a situation they do not discuss.
The second direction is the hair cortisol trajectory. The 2022 shelter study found the six-week in-shelter sample significantly higher than intake and than both post-adoption samples. Read against a household making its third move, that trajectory has a plain implication: the decline happens after the environment stabilizes, not during. A household that keeps re-entering the unstable state keeps restarting the part of the curve that was going down.
Three things follow, and the first two are directly supported.
Carry the constants. The one recommendation in the feline guidelines that survives any number of addresses is the portable safe place: a carrier with the cat’s own bedding, always out, always open. For dogs, Riemer’s review describes the safe haven in terms that make its portability the point, noting that the space “should ideally be associated with relaxation and pleasant experiences before the noise event”, and warning that a closed crate is acceptable “only for short times after gradual habituation” and that entering and leaving “must always be possible voluntarily.” A bed, a crate with the door tied open, a specific blanket and a specific bowl are the household objects that can be identical in all four addresses. Everything else about the environment is being reassigned every time you move.
Rebuild the schedule before you rebuild anything else. The AVMA’s line is the operative one across moves: “The disruption of routine activities can be the biggest cause of stress for your pets, so try to re-establish a normal schedule as quickly as you can.” Feeding times, walk times and sleep location are the cheapest constants available, and they are the ones that get sacrificed first when the adjuster calls at seven.
Stop reading the clock as an adjustment timeline. If you are still moving, the animal is not failing to adjust. The environment has not held still long enough for adjustment to be the thing being measured. Start the month-long observation window when the address stops changing.
The Owner’s Own State Is Part of the Animal’s Environment
This is the factor most likely to be dismissed and it has the cleanest evidence on the page.
A 2019 study in Scientific Reports measured hair cortisol in 58 dogs and their owners on two occasions, months apart. The abstract reports that “The results showed significant interspecies correlations in long-term stress where human HCC from both summer and winter samplings correlated strongly with dog HCC”, and the authors’ conclusion is direct: “Since the personality of the owners was significantly related to the HCC of their dogs, we suggest that it is the dogs that mirror the stress levels of their owners rather than the owners responding to the stress in their dogs.”
Carry the scope on this one honestly. It is 58 dogs of two herding breeds, all with female owners, in Sweden, in ordinary life rather than after a catastrophe. It shows correlation and directionality from the personality analysis; it is not an experiment on grief. The article carries a published Author Correction, and we checked it: the correction changes one breed-comparison mean and a figure legend, and does not touch the synchronization result.
The applied version is short. After a fire or a flood you are the most stressed you have been in years, and the animal lives inside that. Riemer’s 2023 review puts the practical consequence in terms of what you do in the moment, stating that “Since dogs respond to our emotions and seem to adapt their perception of a situation based on humans’ emotional communication” it is “recommendable to show signs of positive emotions whenever potentially startling stimuli happen”. Nobody can perform calm for six weeks. What you can do is notice that the animal’s day is being read off yours, and stop treating its clinginess as one more demand.
Two corrections belong here, because the old advice was the opposite in both cases.
Comforting a frightened animal is not reinforcing fear. Riemer’s review states: “It has been a long-standing belief that attention or food rewards can inadvertently reinforce fear. However, fear is an emotion, not an operant behaviour. Rewards by definition do not make an emotion more negative”. The sentence continues past that point to say the opposite is true, and that the positive experiences can produce more positive emotions which may in turn change the behavior.
Ignoring a dog that comes to you is not the neutral choice. The same review states: “Contrary to earlier advice, ignoring fearful dogs seeking contact is not advisable. While the data are insufficient in relation to noise fears, there is evidence from other stressful situations that stroking or speaking by a caretaker reduces behavioural and physiological stress indicators in dogs”. It adds the boundary that keeps this from becoming its own mistake, stating that “such interactions should only be carried out if the dog seeks contact on its own accord” and warning in the rest of that sentence that unsolicited touching or even restraint could increase the stress level further.
The AVMA gives owners the same instruction in plainer words: “Comfort each other. The simple act of petting and snuggling can reduce anxiety for both people and pets.”
The Noise Problem: When the Sound Was Actually Right
This section is about a specific and under-discussed case, and it needs separating from the general one before anything else.
General noise sensitivity is a dog that is frightened of loud sudden sounds as a class. It is extremely common, it usually shows up early in life, and it has a large literature. Riemer’s 2019 survey found that “Firework fears are highly correlated with fears of gunshots and thunder, and to a low extent with fears of other noises, but not with any other behavioural problems”, which tells you the cluster is bangs rather than noise in general.
The other case is the animal that has acquired a fear of one specific sound, because that sound genuinely preceded a real emergency. The smoke alarm that went off during the house fire. The tornado siren that sounded before the roof came off. The phone’s emergency alert tone that arrived thirty seconds before the family grabbed the carrier and ran. That sound is not an arbitrary loud noise to the animal. It has a track record.
The references support the distinction rather than merely permitting it. AAHA’s definition of noise phobia ends with a clause that is easy to skim past: the behaviors “occur in response to a specific sound or circumstances associated with that sound.” Merck describes the way the association spreads outward from the original event:
“After exposure to a fear trigger, a dog can develop apprehension or anticipation that results in anxiety during situations similar to those in which the dog experienced fear. Phobic responses can result in secondary fears of associated stimuli. For example, dogs with thunderstorm phobias might become fearful of rain, wind, or changes in air pressure.”
Apply that to a house fire. The trigger the animal actually experienced was a beep, then smoke, then shouting, then being seized and carried, then a car, then somewhere unfamiliar. Merck’s example is a dog that generalizes from thunder to rain and barometric pressure. The equivalent here is a dog that generalizes from the alarm to the smell of smoke, to a smoke detector’s low-battery chirp, to a kitchen timer, to the sight of you moving quickly toward the door.
Why the standard approach needs modifying, and who modifies it
The default recommendation for noise fears is desensitization and counterconditioning using recordings. AAHA defines desensitization as presenting the stimulus “at a level below that which elicits the response followed by a gradual increase in the stimulus level”, and counterconditioning as pairing the stimulus “with something that the dog or cat likes and wants.” Merck states: “For noise phobias, controlled exposure is best accomplished through the use of recordings.”
Two documented limits make that weakest in exactly our case.
Limit one: a recording is one channel of a multi-channel memory. Merck states it outright: “With phobias that involve multisensory experiences (eg, thunderstorm or fireworks phobia), controlled exposure to the sound (eg, of thunder or fireworks) seldom leads to full resolution of the phobia.” Riemer’s 2023 review says the same from the evidence side, noting that “recordings do not display the full frequencies of the actual noise, and lights and other sensory stimuli that are associated with fireworks or thunderstorms are missing”, and that “Even under optimal acoustic conditions, some dogs that react fearfully to real-life noise events show no reaction to recordings”. The review also relays the practitioner instruction to account for “all sensory channels (such as smells, sights, or atmospheric pressure in addition to the noise)”. A house fire is a multisensory event by any definition, so this limit lands on it hardest.
Limit two: extinction assumes the stimulus stops predicting the outcome. Riemer’s review states the precondition, that “Fear extinction is most effective when the eliciting stimulus can be presented carefully and gradually”, and then the obstacle: “However, it is often impossible to control loud noises in real life”. A recording works by making the sound harmless and boring. The complication with a smoke alarm is that it is a functioning safety device in a house you still live in, so it will keep going off for burnt toast, for a low battery and for a test, and it may one day be right again. You cannot make that sound permanently meaningless, and you would not want to.
The review’s answer to the uncontrollable case keeps the goal and changes the venue:
In such cases, “ad hoc counterconditioning” (e.g., giving a treat, playing with the dog, or celebrating a little “party”) whenever a loud noise occurs can nonetheless contribute to an improvement in firework fears in dogs
In the largest survey it cites, that approach outperformed recordings: over 70% of owners rated counterconditioning to real-life noise effective, against 54.5% for training with noise recordings.
Merck adds a structural detail that shows why this is not a matter of following a downloadable plan: “However, linear increases in stimulus intensity should be avoided. That is, instead of turning up the volume of the recorded noise each session, the owner should vary the volume, with an overall trend toward increasing it.” A plan that is meant to be non-linear, that must be aborted the moment the animal reacts, and whose stimulus you do not fully control, is a plan that needs a professional watching it.
So here is the honest position. We are not publishing a modified desensitization protocol for post-fire alarm fear, and you should be suspicious of anyone who does. What we can tell you is what to bring to the appointment: which exact sound, whether the animal now reacts to related sounds or to smells and sights from the same event, how close in time the reaction is to the sound, and whether the animal can still eat or take a treat while it is happening. That last one is diagnostic in the reference’s own terms, since Riemer’s review names refusing food as an indicator of high stress and a trigger for considering medication support.
Two further points from the references that bear on this case specifically. First, if the fear is new and the animal is older, get the physical exam done rather than assuming the fire explains it: the review states that “if a dog suddenly develops a fear of noises at an older age, it should be considered that this could also be indicative of a pain issue”, and that any health condition can contribute to or exacerbate noise fears. Second, the environmental half is available to you immediately and is not a protocol. Merck notes that “Developing a safe haven protected from frightening noise (eg, in a finished basement or sound-insulated crate) can be very helpful for predictable noise triggers such as thunderstorms or public fireworks displays”, and Riemer’s review adds that the space “should ideally be associated with relaxation and pleasant experiences before the noise event”.
One thing to change in your own household routine, and this is our inference from the above rather than a published recommendation: if you run fire drills with your animals, and we think you should, be aware that a drill which starts by triggering the actual alarm is a live exposure for an animal that now has a history with that sound. The Observation Record You Bring to the Appointment
The single most valuable thing you can produce in the weeks after a displacement is a boring record. Behavior appointments run on history, and yours is currently being reconstructed from memory by someone who has not slept properly in a month.
Keep it in the same place as the rest of your animal’s paperwork; if you already run a single binder for the animal’s records, this is a page in it.
What to write down, daily, in one line each:
- Date and where you are. Which address, and which night of that address. This is the column that later separates the environment kept changing from the environment has been stable for a month and this is not resolving.
- Ate or did not. Amount relative to normal, not grams. Refusal is the signal.
- Eliminated: where, and what. Include the surface and the location for indoor events, because the pattern of surfaces is the diagnostic information. For cats, note whether the animal dug, and whether it stood on the edge of the box, which the AAFP and ISFM guidelines flag as a possible substrate aversion.
- Slept, or paced. Whether the animal settled at all overnight.
- Any specific trigger and the reaction. Name the sound, the person, the object or the departure. Writing panicked is less useful than writing the alarm chirped at 6:40 and he hid behind the toilet for two hours.
- How long the reaction lasted. This is the axis the Riemer distribution is built on and the one owners never record.
- What you did. Including anything you tried that made it worse.
For departures specifically, Merck’s recommendation is camera footage rather than notes, since it states that “videotaping or camera monitoring is generally the best way to diagnose behavior problems that occur when the owner is absent, as well as to assess the dog’s response to treatment.” A single thirty-minute clip of a real departure is worth more than three weeks of guessing about what happens after the door closes.
Two more items belong in that folder and are not observations. A list of every medication missed or changed during the displacement, with dates, because that is a medical differential. And a note of what the animal drank and ate that was not its normal food and water, for the same reason.
The Escalation Ladder, and Who Is Qualified for What
Your own veterinarian is the first call, always. Every reference on this page puts medical exclusion first, and for post-disaster animals that is not a formality. Merck requires that “physical health problems must be excluded as potential causes or contributing factors” for housesoiling in dogs, and states that with cats “the first step is always to exclude medical problems”. The 2015 AAHA guidelines say the same for feline elimination: “Prior to implementing behavioral treatment, treatment of any underlying medical conditions that may be contributing to the problem is essential.”
A veterinary behaviorist is the next tier, and your veterinarian decides when. AAHA sets out the triggers: “Referral to a veterinary behaviorist may be recommended in cases involving self-injury, aggression, multiple concurrent behavioral diagnoses, profound phobias, or for patients not responding to conventional treatment despite the primary care veterinarian’s best efforts.” Board-certified veterinary behaviorists are Diplomates of the American College of Veterinary Behaviorists, and the college publishes its own member directory at dacvb.org, which is the place to look rather than a search engine.
A trainer is not the same thing, and AAHA draws that line hard. The guidelines state: “Under no circumstances should aggression or any condition involving a clinical diagnosis be referred to a trainer for primary treatment. Referral to a dog trainer is appropriate for normal but undesired behaviors (e.g., jumping on people), unruly behaviors (e.g., pulling on leash), and teaching basic manners.” If you are hiring help for a post-disaster behavior change, that sentence tells you which of the two you are shopping for. AVSAB adds what to screen out on the training side, advising that clients be steered away from anyone using pain, intimidation, physical correction or flooding, and away from any trainer still teaching dominance, pack-leader or alpha theories, which its position statement lists under the heading of out-dated ideas.
Two categories skip the timeline entirely. Anything on the medical emergency list above, and separation distress, which AAHA classes as “a behavioral emergency” and for which its guidance is to treat at the earliest sign rather than at a threshold of severity.
A note for animals that were already fragile before any of this. A senior dog, an arthritic cat or an animal with existing cognitive decline has less margin, and the same references list pain, sensory decline and cognitive dysfunction among the causes of the exact signs this page describes. What We Could Not Source, and Why We Are Telling You
Four of them, stated plainly, because a page that pretends to certainty it does not have is worse than useless in a category this emotional. The first is not a gap so much as a thin spot, and we would rather describe it accurately than claim a hole that is not there.
One federal agency publishes a recovery figure, and no veterinary body we checked publishes a disaster-specific timeline. The FDA’s several weeks is quoted in full above; it is real, it is on topic, and the page it sits on names no study, sample or citation for it. Against that, the AVMA’s recovery guidance, the CDC’s pet emergency-preparedness page, the ready.gov pet page, the ASPCA’s disaster preparedness page and the AAHA behavior guidelines gave us no window at all. The two-week and one-month divisions used above are our synthesis from the noise-recovery distribution and the hair cortisol trajectory, checked against the FDA’s number rather than derived from it, and we are labeling them as ours rather than borrowing anyone’s authority for them.
We could not find a published study of serial displacement in owned pets. The sensitization argument in that section is a mechanism from the references applied to a situation the references do not address. We think it is a sound inference. It is still an inference.
We could not find a species-general figure for how often housetraining regression follows a displacement. Plenty of pages assert numbers. We could not trace one to a study, and we would rather say so than repeat one.
We are not publishing a modified desensitization protocol for a conditioned alarm fear. The limits documented above are real and are quoted from the references. The modification that follows from them is a clinical judgment about a specific animal, made by someone who can see it, and the honest output of this page is the list of what to bring to that person rather than a plan to run yourself.
Where a figure or a claim could not be sourced, it is absent from this page. Where our own reasoning extends a source past its stated scope, we said so in the paragraph rather than in a footnote.

Frequently asked questions
How long should it take my pet to go back to normal after an evacuation?
One federal agency gives a number. The FDA's pet disaster page, content current as of 05/22/2024, tells owners that after a major disruption in their lives 'it may take several weeks for them to return to normal.' Take that for what it is: an agency's plain-language expectation, with no study, sample or citation named anywhere on the page. No veterinary body we checked publishes a disaster-specific window at all. We looked at the AVMA's recovery guidance, the CDC's pet emergency-preparedness page, ready.gov's pet page, the ASPCA's disaster preparedness page and the 2015 AAHA behavior guidelines, and only the FDA gave a length of time. The nearest real data is about noise rather than displacement. Riemer's 2019 survey of 1,225 dog owners in PLOS ONE reports that among dogs fearful of fireworks 'It took up to one week for recovery in 1.8% of cases, several weeks in 2.3%, and several months in 1.2%, with the latter group including one dog whose behaviour never normalised according to the owner.' Most recovered far faster. Read the two together and the FDA's several weeks is the outer edge of ordinary rather than the expected duration, which is how we use it, with a stable month as the point to stop waiting. The AVMA's own advice is to book rather than wait: 'If you notice any signs of stress, discomfort, or illness in your pets, contact your veterinarian to schedule a checkup.'
My housetrained dog started going indoors after we came back. Is this behavioral?
Not until a veterinarian has ruled out the medical causes, which is the first step the references insist on. The Merck Veterinary Manual states that housesoiling 'can also be caused by pain, impaired mobility, sensory decline, cerebrocortical disease (including cognitive dysfunction), or any medical condition that leads to increased volume of urine, more frequent elimination, pain on elimination, or lack of control', and concludes that 'physical health problems must be excluded as potential causes or contributing factors.' After a disaster there are extra medical reasons to take that seriously, including contaminated water, a diet change and missed medication. Once medical causes are excluded, Merck also names environmental ones that fit a post-disaster house exactly, stating that 'Barriers to outdoor elimination (frightening outdoor stimuli such as rain, fireworks, neighbor animals, etc) should also be considered as causes of or contributors to house soiling.'
Should I correct my pet for the accidents or the destruction?
The published guidance says no, and it says so about both timings. On finding evidence after the fact, the Merck Veterinary Manual states that 'Punishing a dog after finding evidence of house soiling is ineffective because the dog will not associate the punishment with having eliminated in the house previously, and the punishment might thus cause anxiety.' On catching the animal in the act, the same reference states that punishment 'can trigger a fear of eliminating in the presence of the owner, which will impede housetraining.' For cats, the 2014 AAFP and ISFM house-soiling guidelines state that 'Physically punishing the cat during or after spraying only creates stress and increases the motivation to spray.' The 2015 AAHA behavior guidelines are broader still, stating that aversive training 'causes problem behaviors in normal animals and hastens progression of behavioral disorders in distressed animals.'
My cat has been hiding under the bed for days in the rental. Is that a problem?
Hiding by itself is what cats do under stress rather than a sign that something has gone wrong. The 2013 AAFP and ISFM Feline Environmental Needs Guidelines state that 'Hiding is a coping behavior that cats display in response to stressful situations and when they want to avoid interactions with other cats, animals or people.' Those guidelines treat providing a safe place as the first of five pillars of a healthy feline environment, and note that a carrier left out and accessible 'is a portable safe place that minimizes stress associated with transportation or a change in environment.' Why is my dog suddenly panicking at the smoke alarm, or at rain, when it never did before?
Because the sound may have acquired a meaning it did not have before. The 2015 AAHA behavior guidelines describe noise phobia behaviors as occurring 'in response to a specific sound or circumstances associated with that sound.' The Merck Veterinary Manual describes the spread: 'After exposure to a fear trigger, a dog can develop apprehension or anticipation that results in anxiety during situations similar to those in which the dog experienced fear. Phobic responses can result in secondary fears of associated stimuli. For example, dogs with thunderstorm phobias might become fearful of rain, wind, or changes in air pressure.' That matters for what you do next, because Merck also states that with phobias involving multisensory experiences, 'controlled exposure to the sound (eg, of thunder or fireworks) seldom leads to full resolution of the phobia.' Take this one to a veterinarian rather than downloading a sound file.
We have moved three times since the fire. Does that make it worse than one move?
We could not find a study that measures serial displacement in owned pets directly, so treat any claim about it, including ours, with care. What the references do say is that repeated uncontrolled exposure is the mechanism that makes fear worse, and that it is exactly what repeat moves supply. On separation problems, the Merck Veterinary Manual states that 'Dogs with separation anxiety should be left alone as rarely as possible to prevent further sensitization, which makes treatment more difficult.' The 2015 AAHA guidelines describe flooding, meaning prolonged exposure at a level that triggers the response, and state that in distressed patients 'flooding actually sensitizes the patient to the stimulus and worsens it by causing shutdown or collapse of a patient', concluding that 'Flooding is never recommended.' A second and third unmanaged move is not identical to a clinical flooding protocol, and reading it that way is our inference rather than a published finding. What is published, and is directly useful, is that measurable long-term stress in dogs tracks the housing situation: in a 2022 Scientific Reports study of shelter dogs, hair cortisol after six weeks in the shelter was significantly higher than at intake and than at both six weeks and six months after adoption into a home.
Is comforting a frightened pet reinforcing the fear?
The current veterinary review says no, and says the older advice has been reversed. Riemer's 2023 review in Animals states that 'It has been a long-standing belief that attention or food rewards can inadvertently reinforce fear. However, fear is an emotion, not an operant behaviour', and separately that 'Contrary to earlier advice, ignoring fearful dogs seeking contact is not advisable.' The same review adds the limit that makes this safe rather than absolute: contact should happen only when the animal seeks it, because unsolicited touching or restraint can raise stress instead. The AVMA's recovery guidance takes the same line for owners, saying 'Comfort each other. The simple act of petting and snuggling can reduce anxiety for both people and pets.'
When do I stop managing this at home and call someone?
Call your own veterinarian first, for two reasons: medical causes have to be excluded, and your veterinarian is the person who decides whether a referral is warranted. The 2015 AAHA behavior guidelines set out when a specialist becomes appropriate, stating that 'Referral to a veterinary behaviorist may be recommended in cases involving self-injury, aggression, multiple concurrent behavioral diagnoses, profound phobias, or for patients not responding to conventional treatment despite the primary care veterinarian's best efforts.' The same guidelines draw a hard line on trainers, stating that 'Under no circumstances should aggression or any condition involving a clinical diagnosis be referred to a trainer for primary treatment', and that 'Referral to a dog trainer is appropriate for normal but undesired behaviors', giving jumping on people and pulling on leash as its examples. Two categories should not wait out a timeline at all. AAHA calls separation anxiety a condition that 'should be considered to be a behavioral emergency', and anything involving a bite, a bite attempt or self-injury is an immediate call.
