Fish are the pet almost every hurricane checklist forgets. The dog has a leash, the cat has a carrier, and the 40-gallon community tank in the living room gets a shrug, because an aquarium clearly cannot come with you the way a crate can. That shrug is the problem. You cannot load the tank, but the fish still have to go somewhere, and they lose ground fast once the heater and filter stop and the water starts running low on oxygen. This page is the honest fish-evacuation plan: what you actually move, how much water and how many containers your particular stock needs, how to pack it, the two clocks that run against you (oxygen first, then ammonia), and the shelter-in-place fallback for when you truly cannot take them.

Two authorities set the frame. The ASPCA’s disaster rule is blunt and non-negotiable: “DO NOT LEAVE YOUR PETS BEHIND”, because conditions that are unsafe for you are unsafe for them. And the reason there is any shelter to bring them to at all traces to the federal PETS Act of 2006, passed after thousands of animals were abandoned during Hurricane Katrina, which requires state and local emergency plans to account for household pets and service animals, per the AVMA. Fish count. They are just the hardest species to plan for, and the one almost no guide addresses, including the ASPCA’s own disaster page, which covers snakes, lizards, and birds but not aquariums.

First, the Honest Truth: You Move the Fish, Not the Tank

There is no version of this where the assembled aquarium travels. It is heavy, it sloshes, it needs powered heat and filtration you cannot run in a car, and a half-full tank in motion is a broken-glass hazard. Aqueon, an aquarium-equipment manufacturer, builds its entire moving guide around the same idea: you transport the fish in their water, and you break the tank down or leave it.

So reframe what you are saving. The glass, the stand, the gravel, the decor, and even the filter housing are replaceable. Three things are not, in this order:

  • The fish themselves.
  • The tank water, because it carries the chemistry your fish are already adjusted to.
  • The established filter media (sponge, ceramic media, or filter floss), because it holds the living bacteria colony that keeps a tank safe. That colony takes weeks to rebuild and cannot be bought off a shelf.

Everything else, you can walk away from. That single mental shift is what makes fish evacuation possible in the minutes you have.

Decide Now: Take Them, or Shelter Them in Place

Before a storm is named, decide which of two plans you are running, because they need different gear staged in different places.

Plan A, take them with you. This is the default when you are evacuating to a shelter, a hotel, or an inland home. It is the rest of this page.

Plan B, shelter them in place. Sometimes the fish genuinely cannot come: a mandatory human-only shelter, a car already full of other animals and people, a tank too large to bag in the time you have. In that case the fallback is to leave the fish in the tank with a battery-powered air pump that switches on automatically when the grid drops, a closed and insulated tank, and no feeding. It is a real bridge, but it only helps if the water itself does not flood or freeze, so it is a weaker option than taking the fish where flooding is the threat.

How to Pack Fish to Travel

This is the mechanical part, and every step below traces to Aqueon’s moving guide or NC State’s veterinary aquatic-medicine guidance.

Bag the small fish

For small-to-medium fish, Aqueon’s method is specific: fill each bag 1/3 with water and 2/3 with air (pure oxygen is better than air if you happen to have it), double-bag to prevent punctures, and lay the bags on their side to increase swimming space. NC State’s Dr. Gregory Lewbart uses the same 1/3-water, 2/3-air ratio and adds the number that matters most for evacuation planning: sparsely packed fish, about 5 inches of fish per gallon, should survive at least 36 hours at an adequate temperature. Do not crowd the bag. Overpacking is the single fastest way to collapse that window.

Bucket or cooler the larger fish

Aqueon puts larger fish, and any tank creatures that do not bag well, in buckets, tubs, or coolers instead of bags. A food-grade 5-gallon bucket with a snap-on lid is the workhorse here. Crucially, fill it with the existing tank water, not fresh water, and Aqueon is specific about how much: keep 75 to 80 percent of the tank water when you move fish. That preserves the beneficial bacteria and the water chemistry your fish are acclimated to, which reduces stress far more than dropping them into a clean bucket of tap water would.

Save the filter media, always

Before you drain the tank, pull a handful of your established filter media and seal it in a bag or container of that same tank water. Aqueon’s instruction is to keep filter media wet in aged aquarium water or a sealed container so the nitrifying bacteria stay alive. This is the step people skip and regret. When you rebuild a tank after the storm, that living media reseeds the new setup in a fraction of the time it would take to cycle from zero, and it is genuinely the one component you cannot replace with a purchase.

How Much Water, How Many Containers

Count the containers before the storm, not in the driveway. The arithmetic takes five minutes on a calm evening and is unrecoverable at 5am with the wind coming up, so do it now and tape the answer inside the tank stand.

Step 1. Count your stock in inches, not gallons. Add up the body length of every fish in the tank. The number on the box is the tank’s rating; what you have to move is fish.

Step 2. Turn inches into gallons of transport water. NC State’s transport figure is sparse packing, which it defines as five inches of fish per gallon, and that is the density its at-least-36-hours window assumes. Dividing your total inches by five gives the gallons of tank water needed to hold that density. That division is our arithmetic on NC State’s published figure and not a separate published formula, and it is a floor rather than a target. More water per fish is always the safer error.

Step 3. Check it against the tank you actually have. Aqueon’s instruction is to save 75 to 80 percent of the tank water when you move fish, so that is the ceiling on what is available. Measure by what you can fill rather than by the rating on the glass, since gravel, rock, and the gap under the rim all take a share of it.

Step 4. Convert gallons into containers. Aqueon fills bags 1/3 with water and 2/3 air, or 50 percent water and 50 percent pure oxygen if a local fish store packs them for you, which is the one case where a bag carries meaningfully more water. A gallon-size bag at the one-third mark therefore carries roughly a third of a gallon, so figure about three bags per gallon of transport water. For buckets, Aqueon is specific that this is best done in 5-gallon buckets with snap-on lids.

Step 5. Weigh it before you trust it. NC State notes that a gallon of water weighs 8 pounds, which puts a five-gallon bucket near 40 pounds of water before you add the bucket, the lid, the pump, or the fish. Aqueon states the lift test for the tubs it says to use for transporting water, gravel or rockwork, and it is the honest test for a bucket of fish too: make sure they are sturdy and you can pick them up when they are filled. If you cannot, you need more containers, not a stronger grip.

Two honest notes on that table. The bucket column is our own arithmetic and not a published packing standard: gallons divided by five, rounded up, plus one, because no container travels filled to the rim and you want the spare. And splitting the load across more containers is not just about lifting. Reducing the number of fish per container is the first ammonia lever the shipping literature names, which is the next section.

Aeration and the Real Survival Window

Here is the part that decides whether the fish arrive alive: the thing that runs out is usually oxygen, not warmth. That is our reading of NC State’s guidance, which gives generous temperature margins but stresses not feeding, because digestion consumes oxygen, and adding oxygen mechanically by stirring or whisking the water surface. In a bag, the trapped air pocket supplies oxygen for a while, which is why the 36-hour figure exists. In a bucket, there is no such pocket doing the work for you, so aeration matters more.

The two rules that protect your oxygen supply:

  1. Do not feed the fish before or during transport, and start that fast a full day early. NC State is explicit: eating and digesting consume valuable oxygen, and uneaten food only pollutes the water with nitrogen. Most fish, per NC State, survive days or even weeks without food, so a fast during evacuation costs them nothing. Aqueon puts a number on the head start, telling you to refrain from feeding fish for 24 hours before the move, and the ammonia section below explains what that day of fasting is actually buying you.   2. Add mechanical aeration for anything past a short trip. Aqueon recommends a battery-operated air pump specifically for buckets, long-distance moves, or hot weather. A pump that senses power loss and switches on by itself is worth more than one you have to remember to run, because during an evacuation your attention is elsewhere.

On temperature, NC State gives real margin: most tropical fish tolerate the high 80s to low 90s Fahrenheit for a day or more, and the high 50s to low 60s for several hours, before intervention is needed. That means a normal evacuation drive is rarely a temperature emergency on its own. It becomes one when the container bakes in direct sun or freezes in a winter storm, which is why the container and its insulation are the next thing to get right.

Runtime Is Not Drive Time

The number a pump has to beat is not how long you will be driving. It is the whole gap between the last minute of filtration at home and the first minute of filtration wherever you land, and that gap swallows the loading, the traffic, the wait for a shelter slot, and the hours at the far end before there is a working tank to put anyone in. Add those up honestly, then compare the total against what the manufacturer actually publishes.

Two pumps worth planning against, with their sourcing stated plainly:

Temperature, Darkness, and Keeping Them Calm

Once the fish are packed and aerated, the job is holding conditions steady until you arrive.

  • Keep it dark and covered. A lid or a towel over the container blocks direct sun, which Aqueon warns can overheat the water, and darkness also limits the visual stress of a moving vehicle for the fish inside. A calm, dark, insulated bucket is close to the best portable environment you can give them.
  • Do not chase perfect temperature with heat you cannot control. The Ammonia Clock, and Why It Starts a Day Early

Oxygen is the first clock on this trip. Ammonia is the second, and it is the one nobody stages for, because unlike everything else on this page it starts running before you pack.

Fish excrete ammonia across the gills continuously, and in the tank the filter’s bacteria consume it as fast as it appears. In a bag or a bucket, nothing is doing that job. The Southern Regional Aquaculture Center’s shipping publication, written by three University of Florida authors, puts the constraint in nine words: “In a sealed bag other methods must be used.” Four of the methods it lists are things a household can do in a driveway. Fewer fish per container. Food withheld before departure. A shorter trip. Water held toward the lower end of the range for the species. It lists a fifth, adding a product that removes ammonia from the shipping water, which is a store trip rather than a driveway decision. The first four are the toolkit, and three of them are decided before you leave.

Here is what each one means for an evacuation:

  • Stop feeding a full day before you pack. SRAC’s instruction is to withhold food for at least 24 hours before shipment so the fish empty their digestive tracts first, which sharply reduces the waste they produce in transit, and it notes that larger fish take longer to finish that process. Aqueon reaches the same number from a completely different setting, ordinary aquarium moving, and states it just as flatly: “Refrain from feeding fish for 24 hours before the move.” Two unrelated sources, one figure. It is also the only step on this page that has to happen while the storm is still a forecast cone, which is exactly why it gets missed.
  • Split the load across more containers. Reducing biomass per container is the first lever SRAC names, and it is free. It is the same instruction the container math above arrives at from the lifting side.
  • Cool is slower, but only within the species’ range. SRAC lists holding the water at the lower end of a species’ range as an ammonia lever, because a slower metabolism produces less waste. NC State’s tolerance figures are the floor you do not go under while chasing that, and its own margin for most tropical fish is the high 50s to low 60s Fahrenheit for several hours.

Why we will not give you an ammonia-at-hour-six number

Because nobody publishes one, and the reason is worth knowing. SRAC declines to print exact safe loading numbers, saying the weight of fish that can safely be shipped depends on too many factors to give them, and it cites published rates that vary more than tenfold by species, from 22 grams per liter for neon tetras to 272 grams per liter for goldfish. A number that swings by a factor of ten between two common aquarium fish cannot be turned into one countdown for your bucket.

What SRAC does state about time is directional and genuinely useful for planning: shipments that take hours can carry a higher density than shipments that take days. Read that in reverse and it is the practical rule. A 90-minute run inland and a three-day displacement are not the same packing problem, and if your trip is going to stretch, the correction is fewer fish per container rather than a bigger bucket of the same crowd.

One scope note, because it matters. SRAC is describing sealed bags inside insulated boxes on airplanes, not a lidded bucket riding in a footwell with a pump running. We found no source that measures the household version. Treat the direction of every lever as transferable, and treat the specifics as belonging to SRAC’s setting rather than yours.

What a test kit is actually telling you

If you carry an ammonia test kit, know what the reading means. Per UF/IFAS Extension, commercial ammonia test kits report total ammonia nitrogen in milligrams per liter, which is the same as parts per million, and that total contains both the harmless ionized form and the toxic un-ionized form. UF/IFAS states that tissue damage can occur any time the un-ionized share is higher than 0.05 mg/L, and that sensitive fish typically die at 2.0 mg/L. Crucially, that share is not fixed: UF/IFAS documents it rising with pH and with temperature, so the same total reading is more dangerous in warm, high-pH water than in cool, low-pH water.

For what to do with a high reading in an unfiltered container, NC State’s guidance is to test for elevated ammonia and, above 1 ppm, to change 10 to 30 percent of the water. Both of those are published thresholds from the named sources, not our own line in the sand, and neither is a substitute for shortening the trip.

The riskiest five minutes is the unpacking

Everything above is about getting the fish there. This is about the last five minutes, where a good trip can still come undone.

SRAC describes what conditions look like inside a container at the end of transit: pH is often much lower than it started, because carbon dioxide has built up; ammonia may be elevated; dissolved oxygen may be low; and the temperature no longer matches the water you are about to add. Now recall the UF/IFAS relationship above. Raising pH is exactly what turns stored ammonia into its toxic form, and SRAC says so directly, warning that suddenly increasing pH in a bag holding a high ammonia concentration can cause problems. Dumping your fish into a freshly conditioned tank is the fast way to do that.

SRAC’s own handling on arrival, which transfers cleanly to a motel bathtub or a rebuilt tank:

  • Open containers slowly, and in a dimly lit area, since the fish have been in the dark the whole way.
  • Add the new water to the transport container gradually rather than moving the fish into the new water.
  • Float the container in the receiving water first, if you can, to equalize temperature.
  • Let the acclimation take as long as 30 minutes, per SRAC, which frames that as how long good acclimation should take rather than a ceiling, and watch the fish the entire time.
  • Do not feed on arrival. Aqueon’s post-move instruction is no food for 24 hours after the move, and it warns that a moved tank commonly runs an ammonia and nitrite spike as the biological balance re-establishes, which is the other reason the filter media in your bucket is worth carrying.

What to Save If You Must Leave the Tank Behind

Even in Plan A, you are leaving the aquarium itself. Make sure what you carry out the door is the right short list:

  • The fish, bagged or bucketed in 75 to 80 percent of their own tank water.
  • A sealed bag of established filter media in that same water, to reseed a tank later.
  • The battery air pump and a fresh set of batteries, if you are bucketing.
  • Any medication or water conditioner small enough to grab, since you will re-establish water quality at the other end.

You are not saving the setup. You are saving the two irreplaceable things, the living animals and the living bacteria, and the water that keeps both stable in transit.

The Shelter-in-Place Fallback, Briefly

If you have read this far and concluded the fish simply cannot come, do not treat that as a dead end. The shelter-in-place plan is a legitimate second choice for wind-and-power storms where flooding is not the primary threat to your home. In short: leave the fish in the tank, fit a tight lid, insulate it, do not feed, and run a battery air pump that auto-activates on power loss, aerating on the staged schedule NC State and Aquarium Co-Op describe. The one honest caveat: shelter-in-place protects against heat and oxygen loss, not against water coming into the house, so it is the wrong call when the forecast is storm surge or flash flooding.

Realistic Time Limits, Stated Plainly

No source gives a precise, temperature-indexed countdown for evacuating fish, and we will not invent one. What the sources do support:

  • A properly bagged, sparsely packed fish survives at least 36 hours at an adequate temperature, per NC State. That is enough for most hurricane evacuations to a shelter or inland home.
  • Overcrowding, no aeration, or overheating all shrink that window, and none of the sources quantify by how much, so treat 36 hours as a ceiling under good conditions, not a promise.
  • 36 hours is an oxygen-and-temperature figure, not a water-quality one. NC State presents that window and its water-quality warning as two separate items, and no source we found combines the two into a single curve. So do not read 36 hours as 36 hours of acceptable water. Read it as the survival window at a stated density and an adequate temperature, with ammonia running on the separate clock described above.
  • Beyond a day or so, this stops being the right method. Aqueon draws the line at genuine cross-country distance and recommends re-homing or specialist shipping instead. If your displacement will run for days with no way to set up even a temporary tank, that conversation with a local fish store should happen before the storm, not after.

The goal of this page is not to make fish survive indefinitely in a bucket. It is to get them through the trip to safety with the highest odds the published guidance supports, and to be honest about where those odds end.

Before-the-Storm Checklist

  • Decide now whether your plan is take-them (Plan A) or shelter-in-place (Plan B), and stage the gear for it.
  • Do the container math once, on a calm evening: total inches of fish, divided by five, is your gallons. Write the container count on tape inside the tank stand.
  • Keep clean 5-gallon buckets with snap-on lids, fish bags, and an insulated cooler where you can grab them fast, and count them against that number rather than against the tank.
  • Stage a battery air pump with a fresh set of batteries, ideally one that auto-activates on power loss, and check its published runtime against the whole displacement rather than the drive. Arm and test it the way its maker instructs: on the Penn-Plax pump above, Penn-Plax says the auto-activation only works once you press the ON button, and tells you to test it by unplugging it from the wall.
  • Stop feeding 24 hours before you expect to pack, per Aqueon and SRAC, since digestion burns oxygen and a purged fish produces less waste in the container.
  • Know where you are going. Not all shelters take pets, so per the ASPCA identify a pet-friendly destination ahead of time.
  • Never leave a pet behind, per the ASPCA, and bring animals indoors at the first sign of a disaster, per the AVMA, so no one is missing when you load up.

Can you evacuate a whole fish tank during a hurricane?

No, and you should not try. A full aquarium is heavy, unstable, and sloshes water everywhere in a moving vehicle, and it needs powered heat and filtration you cannot run on the road. Aqueon's own moving guidance is to transport the fish in bagged or bucketed tank water, not the assembled tank. Treat the glass, stand, gravel, and equipment as replaceable, and put your effort into moving the animals and a scoop of live filter media.

How do you transport fish during an evacuation?

Per Aqueon, put small fish in bags filled 1/3 with water and 2/3 with air, double-bagged to guard against punctures and laid on their side to give more swimming room. Larger fish do better in a lidded 5-gallon bucket, tub, or cooler. Either way, use 75 to 80 percent of the existing tank water so the beneficial bacteria and water chemistry come with them. Add a battery-powered air pump to a bucket for longer trips or hot weather, which Aqueon specifically recommends in those conditions.

How long can fish survive in a bag or bucket during evacuation?

NC State's Dr. Gregory Lewbart says sparsely packed fish, roughly 5 inches of fish per gallon, in a bag of 1/3 water and 2/3 air should survive at least 36 hours if the temperature stays adequate. That is a transport window, not a storage plan, and it shrinks fast if you overcrowd the bag, skip aeration, or let the water overheat in sun. For most hurricane evacuations to a shelter or inland, that window is enough if you do not overpack.

What if you can't take your fish when you evacuate?

If leaving is unavoidable and the fish cannot come, the honest fallback is to shelter them in place with a battery-powered air pump that switches on automatically when the grid drops, plus a closed, insulated tank. Set the pump up before you go, not after.

Do you need a battery air pump to move fish?

For a short bag trip you may not, because the trapped air pocket supplies oxygen for a while. But dissolved oxygen, not temperature, is usually the first thing to run out, which is why NC State stresses not feeding and mechanically aerating, and Aqueon recommends a battery air pump for buckets, long distances, or hot weather. A pump that auto-activates on power loss is the difference between remembering to aerate every few hours and having it handled for you, which matters when you are also managing an evacuation.

What should you save if you have to leave the aquarium behind?

Two things: the fish, in a bucket of their own water, and a handful of established filter media (sponge, ceramic media, or filter floss) sealed in a bag of that same tank water. Per Aqueon, keeping filter media wet in aged aquarium water preserves the nitrifying bacteria colony. That colony is what makes a tank safe for fish, it takes weeks to rebuild from scratch, and it is the one part of your setup you cannot buy off a shelf when you get home.

How much water and how many containers do you need to move a tank of fish?

Size it from your stock, not from the tank. NC State's transport guidance packs fish sparsely at about five inches of fish per gallon, which is the density behind its at-least-36-hours figure, so dividing your total inches of fish by five gives the gallons of tank water to carry. Aqueon's separate instruction is to save 75 to 80 percent of the tank water when you move fish, which caps how much is available to bring. Turning gallons into containers is arithmetic on those published figures rather than a published packing standard: a gallon-size bag filled to Aqueon's one-third water carries roughly a third of a gallon, and NC State notes a gallon of water weighs 8 pounds, so a five-gallon bucket is heavy before you add the bucket, the lid, or the fish. Aqueon states the lift test for the tubs it says to use for transporting water, gravel or rockwork: make sure they are sturdy and you can pick them up when they are filled. The same test is the honest one for a bucket of fish.

How long before ammonia becomes a problem in a bucket or bag of fish?

No source we found publishes an hours-to-toxic-ammonia figure for a household container, and the reason is in the Southern Regional Aquaculture Center's shipping publication itself, which says the weight of fish that can safely be shipped depends on too many factors to give exact numbers and cites published loading rates that vary more than tenfold between a small fish and a large one. What SRAC does state about time is directional: shipments that take hours can carry a higher density than shipments that take days. The levers it names are the ones you control, which are fewer fish per container, withholding food for at least 24 hours before you pack so the fish purge their digestive tracts, a shorter trip, and holding the water at the lower end of the range for the species. If you carry a test kit, UF/IFAS notes those kits read total ammonia nitrogen, of which only the un-ionized share is the toxic one, and that share rises with pH and temperature.

How long does a battery air pump need to run during a fish evacuation?

Longer than the drive. The pump has to cover the gap between the last minute of filtration at home and the first minute of filtration wherever you land, which includes loading, traffic, the wait for a shelter slot, and the hours before a working tank exists at the far end. Aquarium Co-Op publishes about 20 hours of continuous runtime for its rechargeable battery-backup pump and 40 hours or more in a power-save mode that cycles 15 seconds on and 15 seconds off, and it flags on the same page that units sold before August 1, 2024 run 8 and 16 hours instead, so an older pump in a closet may deliver less than half of what you expect. Penn-Plax publishes a longer figure for the unit on this page: its own product page for the SAB11, read on August 2, 2026, says that depending on the batteries used the pump can supply an uninterrupted supply of oxygen for 72 hours or more. That number is battery-dependent by the manufacturer's own wording, so stage a fresh set of D cells with the bucket rather than trusting whatever is in the housing. Penn-Plax also says the ON button on the side has to be pressed for the pump to auto-activate, and that you should test it periodically by unplugging it from the wall, so a pump that has sat unarmed in a closet is not a pump that will start on its own.
