Fish are the pet almost every hurricane checklist forgets. The dog has a leash, the cat has a carrier, and the 40-gallon community tank in the living room gets a shrug, because an aquarium clearly cannot come with you the way a crate can. That shrug is the problem. You cannot load the tank, but the fish still have to go somewhere, and they lose ground fast once the heater and filter stop and the water starts running low on oxygen. This page is the honest fish-evacuation plan: what you actually move, how much water and how many containers your particular stock needs, how to pack it, the two clocks that run against you (oxygen first, then ammonia), and the shelter-in-place fallback for when you truly cannot take them.
Two authorities set the frame. The ASPCA’s disaster rule is blunt and non-negotiable: “DO NOT LEAVE YOUR PETS BEHIND”, because conditions that are unsafe for you are unsafe for them. And the reason there is any shelter to bring them to at all traces to the federal PETS Act of 2006, passed after thousands of animals were abandoned during Hurricane Katrina, which requires state and local emergency plans to account for household pets and service animals, per the AVMA. Fish count. They are just the hardest species to plan for, and the one almost no guide addresses, including the ASPCA’s own disaster page, which covers snakes, lizards, and birds but not aquariums.
First, the Honest Truth: You Move the Fish, Not the Tank
There is no version of this where the assembled aquarium travels. It is heavy, it sloshes, it needs powered heat and filtration you cannot run in a car, and a half-full tank in motion is a broken-glass hazard. Aqueon, an aquarium-equipment manufacturer, builds its entire moving guide around the same idea: you transport the fish in their water, and you break the tank down or leave it.
So reframe what you are saving. The glass, the stand, the gravel, the decor, and even the filter housing are replaceable. Three things are not, in this order:
- The fish themselves.
- The tank water, because it carries the chemistry your fish are already adjusted to.
- The established filter media (sponge, ceramic media, or filter floss), because it holds the living bacteria colony that keeps a tank safe. That colony takes weeks to rebuild and cannot be bought off a shelf.
Everything else, you can walk away from. That single mental shift is what makes fish evacuation possible in the minutes you have.
Decide Now: Take Them, or Shelter Them in Place
Before a storm is named, decide which of two plans you are running, because they need different gear staged in different places.
Plan A, take them with you. This is the default when you are evacuating to a shelter, a hotel, or an inland home. It is the rest of this page.
Plan B, shelter them in place. Sometimes the fish genuinely cannot come: a mandatory human-only shelter, a car already full of other animals and people, a tank too large to bag in the time you have. In that case the fallback is to leave the fish in the tank with a battery-powered air pump that switches on automatically when the grid drops, a closed and insulated tank, and no feeding. It is a real bridge, but it only helps if the water itself does not flood or freeze, so it is a weaker option than taking the fish where flooding is the threat.

How to Pack Fish to Travel
This is the mechanical part, and every step below traces to Aqueon’s moving guide or NC State’s veterinary aquatic-medicine guidance.
Bag the small fish
For small-to-medium fish, Aqueon’s method is specific: fill each bag 1/3 with water and 2/3 with air (pure oxygen is better than air if you happen to have it), double-bag to prevent punctures, and lay the bags on their side to increase swimming space. NC State’s Dr. Gregory Lewbart uses the same 1/3-water, 2/3-air ratio and adds the number that matters most for evacuation planning: sparsely packed fish, about 5 inches of fish per gallon, should survive at least 36 hours at an adequate temperature. Do not crowd the bag. Overpacking is the single fastest way to collapse that window.
Bucket or cooler the larger fish
Aqueon puts larger fish, and any tank creatures that do not bag well, in buckets, tubs, or coolers instead of bags. A food-grade 5-gallon bucket with a snap-on lid is the workhorse here. Crucially, fill it with the existing tank water, not fresh water, and Aqueon is specific about how much: keep 75 to 80 percent of the tank water when you move fish. That preserves the beneficial bacteria and the water chemistry your fish are acclimated to, which reduces stress far more than dropping them into a clean bucket of tap water would.
Before you drain the tank, pull a handful of your established filter media and seal it in a bag or container of that same tank water. Aqueon’s instruction is to keep filter media wet in aged aquarium water or a sealed container so the nitrifying bacteria stay alive. This is the step people skip and regret. When you rebuild a tank after the storm, that living media reseeds the new setup in a fraction of the time it would take to cycle from zero, and it is genuinely the one component you cannot replace with a purchase.
How Much Water, How Many Containers
Count the containers before the storm, not in the driveway. The arithmetic takes five minutes on a calm evening and is unrecoverable at 5am with the wind coming up, so do it now and tape the answer inside the tank stand.
Step 1. Count your stock in inches, not gallons. Add up the body length of every fish in the tank. The number on the box is the tank’s rating; what you have to move is fish.
Step 2. Turn inches into gallons of transport water. NC State’s transport figure is sparse packing, which it defines as five inches of fish per gallon, and that is the density its at-least-36-hours window assumes. Dividing your total inches by five gives the gallons of tank water needed to hold that density. That division is our arithmetic on NC State’s published figure and not a separate published formula, and it is a floor rather than a target. More water per fish is always the safer error.
Step 3. Check it against the tank you actually have. Aqueon’s instruction is to save 75 to 80 percent of the tank water when you move fish, so that is the ceiling on what is available. Measure by what you can fill rather than by the rating on the glass, since gravel, rock, and the gap under the rim all take a share of it.
Step 4. Convert gallons into containers. Aqueon fills bags 1/3 with water and 2/3 air, or 50 percent water and 50 percent pure oxygen if a local fish store packs them for you, which is the one case where a bag carries meaningfully more water. A gallon-size bag at the one-third mark therefore carries roughly a third of a gallon, so figure about three bags per gallon of transport water. For buckets, Aqueon is specific that this is best done in 5-gallon buckets with snap-on lids.
Step 5. Weigh it before you trust it. NC State notes that a gallon of water weighs 8 pounds, which puts a five-gallon bucket near 40 pounds of water before you add the bucket, the lid, the pump, or the fish. Aqueon states the lift test for the tubs it says to use for transporting water, gravel or rockwork, and it is the honest test for a bucket of fish too: make sure they are sturdy and you can pick them up when they are filled. If you cannot, you need more containers, not a stronger grip.

Two honest notes on that table. The bucket column is our own arithmetic and not a published packing standard: gallons divided by five, rounded up, plus one, because no container travels filled to the rim and you want the spare. And splitting the load across more containers is not just about lifting. Reducing the number of fish per container is the first ammonia lever the shipping literature names, which is the next section.
Aeration and the Real Survival Window
Here is the part that decides whether the fish arrive alive: the thing that runs out is usually oxygen, not warmth. That is our reading of NC State’s guidance, which gives generous temperature margins but stresses not feeding, because digestion consumes oxygen, and adding oxygen mechanically by stirring or whisking the water surface. In a bag, the trapped air pocket supplies oxygen for a while, which is why the 36-hour figure exists. In a bucket, there is no such pocket doing the work for you, so aeration matters more.
The two rules that protect your oxygen supply:
- Do not feed the fish before or during transport, and start that fast a full day early. NC State is explicit: eating and digesting consume valuable oxygen, and uneaten food only pollutes the water with nitrogen. Most fish, per NC State, survive days or even weeks without food, so a fast during evacuation costs them nothing. Aqueon puts a number on the head start, telling you to refrain from feeding fish for 24 hours before the move, and the ammonia section below explains what that day of fasting is actually buying you. Aquarium Co-Op’s outage guidance opens with the same instruction: in the first hours, do nothing, and above all do not feed.
- Add mechanical aeration for anything past a short trip. Aqueon recommends a battery-operated air pump specifically for buckets, long-distance moves, or hot weather. A pump that senses power loss and switches on by itself is worth more than one you have to remember to run, because during an evacuation your attention is elsewhere.
On temperature, NC State gives real margin: most tropical fish tolerate the high 80s to low 90s Fahrenheit for a day or more, and the high 50s to low 60s for several hours, before intervention is needed. That means a normal evacuation drive is rarely a temperature emergency on its own. It becomes one when the container bakes in direct sun or freezes in a winter storm, which is why the container and its insulation are the next thing to get right.
If your evacuation is a genuinely long relocation rather than a run to a nearby shelter, know the limit of this method honestly: Aqueon’s own guidance for cross-country moves is to consider re-homing fish and restocking after you settle, or to ask a local fish store about boarding and overnight specialist shipping. Runtime Is Not Drive Time
The number a pump has to beat is not how long you will be driving. It is the whole gap between the last minute of filtration at home and the first minute of filtration wherever you land, and that gap swallows the loading, the traffic, the wait for a shelter slot, and the hours at the far end before there is a working tank to put anyone in. Add those up honestly, then compare the total against what the manufacturer actually publishes.
Two pumps worth planning against, with their sourcing stated plainly:
- Aquarium Co-Op’s rechargeable battery-backup pump publishes about 20 hours of continuous runtime on a charge, and 40 hours or more in a power-save mode that cycles the air 15 seconds on and 15 seconds off. The same product page carries a caveat that matters more than the headline: units sold before August 1, 2024 run 8 and 16 hours instead. A pump that has been sitting in a closet since before that date may have less than half the runtime you are counting on. The manufacturer also notes that it runs on USB and can be powered from an external battery bank, which is the version of this that keeps working in a vehicle.
- The Penn-Plax unit in our picks below carries the longest published figure on this page, and it comes from the manufacturer. Penn-Plax’s own product page for the SAB11, read on August 2, 2026, states that depending on the batteries used the pump can provide an uninterrupted supply of oxygen for 72 hours or more. Two things follow. It is a battery-dependent number in Penn-Plax’s own wording, so stage a fresh set of D cells with the bucket instead of trusting whatever is already in the housing. And Penn-Plax says the pump has to be armed to behave that way at all: press the ON button on the side so it auto-activates on power failure, and test it periodically by unplugging it from the wall.
One practical note on checking any of these figures yourself. Retail listings and manufacturer pages often do not use the same model name, and this pump is the example: the listing title carries no model code, while Penn-Plax indexes it as SKU SAB11, UPC 030172290459, under the product name Cascade Silent Air Battery Air Pump 11. Search the SKU or the UPC rather than a remembered model name, both when you are verifying a spec and when you are at checkout.
