Evacuation Vehicle Load Planner: Payload, Loading Order, and How Many Trips You Actually Get

Those two numbers are South Carolina and NWS numbers specifically, and in that pairing the road network is still clearing throughout the window a second trip would occupy.
- A roof box buys volume and spends payload twice. Thule's own roof box instructions (document 501-8181-05) state that the vehicle's total permissible laden weight may not be exceeded and that the manufacturer's maximum roof weight must be observed, and give the formula as weight of roof rack plus weight of roof box plus weight of payload. A rack and box are also accessories, so they sit outside "unloaded vehicle weight" as 49 CFR 571.3 defines it and come out of your placard number.
- In Florida specifically, hitching a trailer costs you the evacuation shoulder. FDOT states that when Emergency Shoulder Use is operational, all motorists except large trucks, buses, and trailers may use the shoulder as a travel lane. That is a Florida DOT rule for Florida ESU corridors, not a national one, and other states run different systems.
- The word "warning" is jurisdictional, and reading it wrong costs you a whole stage of loading time. The terminology Cal OES publishes for statewide use in California, at section 8.1 of its Statewide Alert & Warning Guidelines, defines an Evacuation Warning as a potential threat to life or property and states that those needing extra time, including those with pets and livestock, should leave now. Cal OES describes that document as recommendations and expectations for jurisdictions rather than a binding rule, and California counties do vary. The National Weather Service's Hurricane Warning is a separate thing entirely, and NWS issues it about 36 hours in advance of anticipated tropical-storm-force winds, not of landfall. Neither one is an evacuation instruction for your household; that comes from your own county, whose wording you should get before the season.
- If the load does not fit, the answer is arranged in advance, not improvised. Ready.gov's pet page (last updated 03/20/2026) tells owners to develop a buddy system with neighbors, friends or relatives. Chatham County, Georgia's emergency management agency runs a bus-based Evacuation Assembly Area that permits pets, and caps what you bring at one to two hand-carry bags per person. That cap is Chatham County's, and your county's program may not exist or may differ.
A cargo area can have room left over and still put the vehicle over its rated limit. Volume and weight are two different ceilings, and only one of them is printed on a label the federal government has required inside the driver’s door since 2005. This page is the weight half, plus the number a load plan rarely contains: how many round trips your departure window will actually hold. That number is usually one, and once it is one, loading stops being packing and becomes triage, because everything that does not go on the first load does not go.
Two pages on this site already own the other halves of this problem, and this one deliberately does not repeat them. The first of those does publish empty crate weights for one worked household, but neither page totals a load against the vehicle’s rated capacity. This page totals everything, checks the total against a number your vehicle publishes about itself, and then asks how many times you get to move that total before the road decides for you.
The Two Ceilings, and Why Only One of Them Is Written Down
Ask most owners what limits their evacuation load and they will describe space. Space is the ceiling you can see, so it is the one people plan against. It is also the ceiling that lies to you, because a fully loaded cargo floor and an overloaded vehicle are not the same condition, and a vehicle can be well inside one while past the other.
Water is the clearest example. A gallon of tap water at 70 degrees Fahrenheit weighed 8.329 pounds in the USGS Water Science School’s own measurement, on a page dated June 5, 2018. At that figure, five gallons of stored pet water weighs about 42 pounds and ten gallons weighs about 83 pounds. Neither one looks like much sitting in a cargo area, and how it looks tells you nothing about what it did to the vehicle’s margin.
The weight ceiling is the one with a number attached, and the number is not something you have to estimate. It is on a label, in a location the regulation specifies, in wording the regulation dictates.
Where Your Real Number Lives: The Tire and Loading Information Placard
Federal Motor Vehicle Safety Standard No. 110, codified at 49 CFR 571.110, applies by its own terms to “motor vehicles with a gross vehicle weight rating (GVWR) of 4,536 kilograms (10,000 pounds) or less, except for motorcycles, and to non-pneumatic spare tire assemblies for those vehicles.” That covers the passenger cars, minivans, crossovers, SUVs and light trucks most households evacuate in. It does not cover motorcycles, and it does not cover vehicles rated above 10,000 lb GVWR, which includes some heavy-duty pickups; if that is what you drive, the placard described below may not be the label you are looking for, though the certification label covered further down still applies.
Section S4.3 of that standard requires a placard on each such vehicle, other than a trailer or an incomplete vehicle, and specifies where it goes: “permanently affixed to the driver’s side B-pillar.” The regulation then gives a cascade of fallback locations for vehicles where that placement will not produce a legible, visible and prominent placard, ending at the inward facing surface of the vehicle next to the driver’s seating position. In ordinary language, open the driver’s door and look at the pillar and the door edge.
The first item that placard must carry, at S4.3(a), is vehicle capacity weight, and the regulation dictates the exact sentence:

The XXX is a placeholder in the regulation. On your vehicle it is a real number, and it is the only budget that matters when you start loading animals.
That sentence has a start date, and older vehicles do not carry it. NHTSA’s own final rule published in the Federal Register on December 4, 2007 records that “September 1, 2005 was the effective date of an amendment to FMVSS No. 110, Tire selection and rims, which requires manufacturers to affix a tire placard to the vehicle’s driver-side B-pillar or to the edge of the driver’s door (if no B-pillar exists) which adds the statement: ‘The combined weight of occupants and cargo should never exceed XXX kg or XXX lbs.’ to the information previously required.” The same document notes that before those amendments took effect, Standard No. 110 applied to passenger cars and Standard No. 120 applied to other vehicles. If your evacuation vehicle was built before September 1, 2005, open the door anyway, but do not expect to find that sentence, and use the fallback further down this page instead of assuming the door is missing a label it was never required to have.
Two features of that sentence do the work. First, it is a combined figure. Occupants and cargo are not two allowances; they are one allowance shared between the people and everything else. Second, the standard defines vehicle capacity weight, in its own definitions section, as “the rated cargo and luggage load plus 68 kilograms times the vehicle’s designated seating capacity.” Sixty-eight kilograms is about 150 pounds. The related certification-label rule at 49 CFR 567.4(g)(3) uses the same allowance in pounds, requiring that the labeled Gross Vehicle Weight Rating “shall not be less than the sum of the unloaded vehicle weight, rated cargo load, and 150 pounds times the number of the vehicle’s designated seating positions.”
So the rating was built around an assumption of roughly 150 pounds per seat. Households that weigh more than that per person are already spending cargo allowance on bodies before a crate is loaded. Households that weigh less have quietly gained margin they never knew about. Either way, the correct move is to subtract your household’s actual weight from the placard number and treat the remainder, not the whole figure, as your cargo budget.
Why This Page Does Not Print a Payload Figure for Any Vehicle Model
We could not responsibly give you a number for “a Camry” or “a CR-V,” and the regulation itself explains why. Vehicle capacity weight is a property of the vehicle as built and as subsequently modified, not of the badge on the tailgate.
Section S4.3.1 requires that for a vehicle manufactured in two or more stages, the final-stage manufacturer affix the placard “with the vehicle capacity weight and seating designations as finally manufactured.” Section S4.3.2 goes further: an altered vehicle gets a new placard affixed “so as to obscure the original placard,” carrying accurate information for the altered vehicle. A rating that can be legally overwritten because someone changed the vehicle is not a rating you should read off a magazine spec sheet.
Seat count sits inside the definition of vehicle capacity weight explicitly, and anything that changes what the vehicle weighs empty, from a drivetrain to a sunroof to a factory option package, moves the remainder. The placard is authoritative for your specific vehicle identification number, and nothing published about the model line is. Go read yours, write it on the inside cover of your evacuation binder, and use that.
The Second Label, and the Limit It Adds
Separate from the loading placard, 49 CFR 567.4 requires a certification label showing “Gross Vehicle Weight Rating” or “GVWR” and, at paragraph (g)(4), “Gross Axle Weight Rating” or “GAWR,” with a value for each axle “identified in order from front to rear.” That label is affixed, per 567.4(c), to the hinge pillar, door-latch post, or the door edge that meets the door-latch post next to the driver’s seating position, with fallbacks to the instrument panel or the inward-facing door surface.
GAWR is a per-axle limit, and it matters for pet loads specifically because pet loads are rear-biased. Crates go in the cargo area, water goes in the cargo area, and the far end of the vehicle collects most of the mass. A load that is comfortably under the combined occupants-and-cargo figure can still put more on the rear axle than that axle is rated to carry. If you are loading heavy, spread the mass forward rather than stacking everything behind the rear wheels, which is also what the restraint guidance on our vehicle-loading page points toward when it says the heaviest enclosure belongs low and centered.
The fallback when there is no combined-weight placard. This label is the reason a pre-September-2005 vehicle, a trailer, or a vehicle whose placard is illegible is not a dead end. 49 CFR 571.3 defines Gross Vehicle Weight Rating as “the value specified by the manufacturer as the loaded weight of a single vehicle”, and 567.4(g)(3) requires the labeled GVWR to be no less than unloaded vehicle weight plus rated cargo load plus 150 pounds per designated seating position. So GVWR is the ceiling for the whole loaded vehicle. Drive to a certified scale, weigh the vehicle as it will leave except for people and cargo, with the fuel tank full and the roof rack already mounted if you plan to use one, and subtract that reading from the GVWR on the label. What remains is the same combined occupants-and-cargo allowance the placard would have printed for you. That subtraction is ours, assembled from the two label definitions rather than lifted from an agency instruction, and it is arithmetic rather than an estimate: every term in it is either printed on your vehicle or read off a scale. Do it once, on a calm day, and write the answer in the same place you would have written the placard number.
Currency note on the regulation. Building the Weight Ledger
Here is what actually comes out of your placard number in a multi-pet evacuation. Weigh what you can; a bathroom scale and the difference between holding an item and not holding it is accurate enough for planning.

This page takes those totals as an input and asks whether the vehicle can carry them.
The Crate Line Is Bigger Than People Expect
Empty crate weight is the single most underestimated entry on the ledger, and the spread between product lines is large enough to change the answer.
Petmate publishes product weights for every Sky Kennel size on its own product page:

Gunner publishes empty kennel weights for the G1 line on its own product page, in a size chart whose fourth column is headed “Empty Weight”: 27 lb for the Small, 38 lb for the Medium, 48 lb for the Intermediate, and 72 lb for the Large. That page calls the G1 “The only double-walled kennel on the market” and contrasts it with what it calls “leading single-wall rotomolded & aluminum kennels”, which is a claim about wall count rather than a description of the G1’s own molding process. These are the crates with the crash-test credentials our restraint page covers in detail. The weight is the cost of that construction. It is a real trade, and you should make it knowingly rather than discover it on the driveway.
Petmate states that the Sky Kennel line is “compliant with the standards specified in the 51st edition (2025) of the IATA Live Animals Regulation” and “meets most airline cargo specifications for safe travel”, and tells buyers to check with airlines beforehand. That is an air-travel compliance claim from the manufacturer, not a crash-safety claim, and the two are not interchangeable.
The Accessories That Are Not Part of Your Vehicle
This is the trap that catches prepared households. Under 49 CFR 571.3, unloaded vehicle weight means “the weight of a vehicle with maximum capacity of all fluids necessary for operation of the vehicle, but without cargo, occupants, or accessories that are ordinarily removed from the vehicle when they are not in use.”
Read that carefully, because it cuts both ways.
A full fuel tank is already counted. Fluids necessary for operation are inside unloaded vehicle weight, so topping off before you leave does not eat your cargo allowance. Fill up.
A roof box, a rack, a hitch cargo tray, a bike rack and a rooftop tent are not counted. They are accessories ordinarily removed when not in use, so every pound of them, plus everything inside them, comes out of the same placard number as the dog crates.
Roof Boxes and Hitch Carriers: Two Limits, Not One
The instinct when the cargo floor fills is to go up or go out. Both work for volume. Neither creates payload, and the roof adds a second, lower ceiling on top of the first.
Thule’s own roof box safety and usage instructions, document 501-8181-05, put it in two consecutive clauses. Section A.6: “The total permissible laden weight of the given motor vehicle may not be exceeded. The instructions of the motor vehicle manufacturer in respect of the maximum roof weight must be observed.” Section A.7 then gives the arithmetic, listing weight of roof rack, plus weight of roof box, plus weight of payload, as what determines allowed roof load.
So a roof box has to satisfy the vehicle’s roof limit, which your owner’s manual publishes and which is a separate and lower number than the placard figure, and simultaneously the total laden weight limit that the placard figure sets. Whichever runs out first is your limit.
Thule’s section B.6 adds a point worth acting on before hurricane season rather than during it: for reasons of fuel economy and the safety of other road users, the roof box and roof rack should be removed when not in use. If your plan involves a roof box, the box needs to be mounted and loaded before you are in a hurry, because mounting it is not a five-minute job the morning an order comes down.
What actually belongs up there. Light and bulky, never heavy and dense. Bedding, empty carriers, crate pads, towels, litter boxes without litter in them. Water and food bags belong low in the vehicle, both because of the roof limit and because a high center of mass changes how the vehicle handles, which Thule’s section A.5 flags directly in terms of side-wind sensitivity and cornering and braking behavior.
Trailers: Read the Route Rules Before You Read the Hitch Rating
A utility trailer looks like the clean answer to a load that does not fit, and for some households it is. Before you buy one for this purpose, three things need checking.
Your evacuation corridor may exclude it. In Florida, the Department of Transportation’s Emergency Shoulder Use program is the state’s replacement for contraflow. FDOT states that “ESU replaced the former one-way plans, also known as contraflow and lane reversal”, and that when ESU is operational, “all motorists except large trucks, buses, and trailers may use the shoulder as a travel lane”, with motorists permitted to “enter and exit the shoulder at designated locations where law enforcement officers and posted signage indicate.” FDOT’s ESU routes, concept plans and standard operating procedures are reviewed annually and were last updated in 2025, covering nine segments on seven roadways.
That is a Florida rule, on Florida ESU corridors, published by Florida’s DOT. It is not a national rule and it does not describe what South Carolina, Texas, Louisiana or Georgia do with trailers on their own evacuation routes. Look up your own state’s system before assuming either way.
The trailer has its own placard, worded differently. Section S4.3.5 of FMVSS No. 110 requires each trailer, except an incomplete vehicle, to carry “a cargo capacity statement expressed as ‘The weight of cargo should never exceed XXX kilograms or XXX pounds’.” Note the difference from the vehicle placard: the trailer statement covers cargo only, with no occupant allowance folded into it.
Tongue weight does not disappear. The downward load a loaded trailer puts on the hitch is carried by the tow vehicle, which means it comes out of the tow vehicle’s own occupants-and-cargo allowance. A trailer moves volume off the vehicle. It does not move all of the weight off the vehicle.

Worked Example: Two Dogs, Two Cats, Four People
This is the same household composition used in multi-pet go-bag math and how many pets fit in one car, so the numbers chain across all three pages: dogs at 25 lb and 60 lb, cats at 9 lb and 12 lb.
Live animals: 25 + 60 + 9 + 12 = 106 lb.
Crates, Petmate Sky Kennel line. The 25 lb dog sizes to the 28-inch (rated 25 to 30 lbs, 12.5 lb product weight). The 60 lb dog sizes to the 36-inch (rated 50 to 70 lbs, 20.75 lb). Both cats fit the 21-inch (rated up to 15 lbs, 6.27 lb each). Total empty crate weight: 12.5 + 20.75 + 6.27 + 6.27 = 45.79 lb.
Crates, Gunner G1 line instead. Substitute a G1 Small at 27 lb for the smaller dog and a G1 Intermediate at 48 lb for the larger one, keeping the two 21-inch Petmate carriers for the cats: 27 + 48 + 6.27 + 6.27 = 87.54 lb. That is 41.75 lb more, from the same four animals, for choosing the crash-tested double-walled line. Neither choice is wrong. The point is that the choice costs about 42 pounds of a fixed budget, and most people make it without ever seeing that figure.
Supplies, 72-hour window. Our go-bag math page publishes this exact household at roughly 20.7 lb of water (2.48 gallons) and roughly 2.5 to 5.6 lb of dry food for 72 hours.
Pet-side subtotal, Petmate crates, 72 hours: 106 + 45.79 + 20.7 + 5.6 = about 178 lb at the high end of the food range. With the Gunner crates instead: about 220 lb.
Now the part that surprises people. That subtotal contains no litter, no litter boxes, no bowls, no bedding, no leashes, no medication, no records binder, and not one item belonging to a human being. It also assumes a 72-hour window. The same page publishes this household’s two-week water requirement at 11.59 gallons, roughly 96.7 lb, which is more than the combined empty weight of all four crates in either configuration above.
Against a four-person household. Subtract four real body weights from your placard figure first. What remains has to cover 178 to 220 lb of pets and their enclosures and consumables, plus everything else four people are bringing for an indefinite displacement. For many mid-size vehicles that arithmetic closes only by leaving things behind, and knowing which things is the entire point of the section further down.
What we are not doing here. We are not telling you whether this load clears your vehicle, because we do not know your vehicle’s number and will not invent one. Run your own subtraction. It takes four minutes and a bathroom scale.
How Many Trips Do You Actually Get?
The second load is the plan many households have and few ever test. It sounds reasonable: drive the animals to the friend’s house an hour inland, come back, get the rest. Here is what has to be true for that to work.
The Arithmetic
Trips available is the window you have, minus capture and loading time, divided by true round-trip time. True round-trip time is not the drive time on a map. It is: drive out, unload at the far end, drive back into the area you just left, reload, and drive out again. Each of those legs can run longer than normal on the day, and the return leg is the one that never gets timed.
Then round down, and subtract one for the thing that goes wrong.
The Window Is Not Yours to Set
For a hurricane, the outer bound of your clock is set by your county’s evacuation order and your region’s clearance time. It is not set by the National Weather Service, whose products are forecasts rather than instructions. South Carolina’s own Annex C says as much about how the state picks a timeline: “the two main considerations are evacuation clearance times and the estimated arrival of tropical storm force winds.”
The NWS lead times are still worth having, as calibration, provided you read what they are anchored to. NWS states that “NHC issues a hurricane warning 36 hours in advance of tropical storm-force winds to give you time to complete your preparations”, and gives both the reason and the watch lead time in one sentence: “Because it may not be safe to prepare for a hurricane once winds reach tropical storm force, The NHC issues hurricane watches 48 hours before it anticipates tropical storm-force winds.” Both clocks run to tropical-storm-force winds. The same NWS page defines tropical storm conditions as “sustained winds of 39 to 73 mph”, so the threshold both lead times are measured to is the arrival of sustained 39 mph winds. Neither is measured to landfall, and landfall is usually later. Build a load plan on 36 hours measured from landfall and you have handed yourself hours you do not have.
That gap also runs the other way. Where a county’s published clearance time is longer than 36 hours, the evacuation order can legitimately arrive before the Hurricane Warning does, which means a household waiting for the warning has already lost the window. The word “warning” does not mean one thing, and this has cost people their margin. California publishes a separate civil vocabulary that uses the same word for something else entirely, and evacuation levels decoded for pet owners is the page that untangles the whole vocabulary. The short version for a load planner: the Cal OES Statewide Alert & Warning Guidelines set out California’s standard statewide evacuation terminology at section 8.1, and its warning tier reads:
Evacuation Warning: Potential threat to life and/or property. Those who require additional time to evacuate, including individuals with access or functional needs, and those with pets and livestock, should leave now.
Two things follow, and both are scoped to the terminology Cal OES publishes rather than to the country. First, in that terminology, the state’s own list names pet and livestock households as the ones who leave at the warning stage rather than waiting for an order. Second, a reader on the hurricane coast who hears “warning” and thinks of that California civil status, or a California reader who hears “warning” and thinks of the NWS 36-hour hurricane product, has just misread their own clock by a full stage.
One scoping caveat that matters more than it looks: Cal OES describes this document as providing “recommendations and expectations for jurisdictions and designated Alerting Authorities implementing an alert and warning program within the State of California.” It is guidance for counties, not a statute that overrides them, and California counties do publish their own variants. Take the words from your county, not from the state document, and certainly not from a page like this one.

Whatever your hazard, get your actual departure trigger from your own county’s emergency management office, in their words, before the season, and write the trigger down next to your placard number.
The Road Number Nobody Looks Up
Emergency management agencies model how long an evacuation takes at the network level, and some publish the results. South Carolina’s is a good example because it is current and specific. Currency here is worth a sentence of its own, because South Carolina reissues these annexes annually and the filename changes with them: we took the edition listed on SCEMD’s own hurricane-plan index rather than the one a search engine surfaced, which is the difference between the May 2026 edition and the superseded June 2025 one.
Annex C to the South Carolina Hurricane Plan, titled Evacuation Zones and Clearance Times, May 2026 edition, defines the concept plainly:
In the source this is one numbered item with two lettered sub-items, and it is quoted here in that structure rather than run together as prose:
- “Evacuation clearance times are expressed as the number of hours required to complete the input evacuation scenario.” a. “The clearance time begins when the first evacuating vehicle enters the road network and ends when the last evacuating vehicle reaches the designated evacuation planning points.” b. “Clearance times include response/mobilization time and travel time. The response/mobilization time is the time required by evacuees to prepare for evacuation and enter the road network. Travel time includes delay time due to congestion and traffic control measures.”
Sub-item b is the one that catches load planners out: the clearance figure already contains a modeled allowance for evacuees preparing and entering the road network. It is a population-level allowance, not yours, so what you subtract separately is the amount by which your own household exceeds it, not your whole loading time.
The annex states that the times on its charts “are the result of the 2024 HES clearance time update and reflect 2023 ESRI Business Analyst population estimates”, modeled in RtePM across 189 scenarios varying resident compliance, overnight visitor occupancy, and whether lane reversals are run. Selected published figures, all in hours, all for South Carolina:

Read the first row and the third row together. Evacuating one zone of the Charleston area is modeled at 11.4 hours. Evacuating three zones is modeled at 45.8 hours, or 38.2 with the I-26 lane reversal running. The Southern Region’s Zone A alone is modeled at 36 hours, which is the same length as the National Weather Service’s Hurricane Warning lead time. The two agencies did not coordinate those digits, but the arithmetic they produce together is the point: a household in that region that treats the Hurricane Warning as its starting gun is beginning a departure the state models as taking exactly as long as the time remaining before tropical-storm-force winds arrive. There is no second trip inside that, and there is not much of a first one either.
These are South Carolina figures for South Carolina zones, produced by that state’s own hurricane evacuation study, and they describe the road network rather than your individual trip. Your state may publish nothing comparable, or may publish very different numbers. What transfers is the shape of the finding, not the digits: the period during which your second trip would run is the same period the network is still clearing.
The Return Leg Has Its Own Rules
Even if the clock allows a second trip, the road may not.
Where a state runs lane reversal, the reversed lanes are outbound. Where Florida runs Emergency Shoulder Use instead, FDOT permits motorists to enter and exit the shoulder only at designated locations with law enforcement present and posted signage, which is a controlled facility rather than a road you weave in and out of.
A closure can make the return leg not merely slow but unlawful. The Cal OES guidelines quoted above list three closure types that determine whether you can get back in at all. A “Hard Closure” is “Closed to all traffic except Fire and Law Enforcement.” A “Soft Closure” is “Closed to all traffic except Fire, Law Enforcement, and critical Incident resources”, and the document lists utility, Caltrans and city or county roads crews as examples. Of the three on that list, only “Resident-only Closure” is described as a soft closure “with the additional allowance of residents and local government agencies assisting with response and recovery.” The same guidelines define an Evacuation Order as an immediate threat to life, “a lawful order to leave now”, and state that “The area is lawfully closed to public access.”
Do not turn that list into a rule about your own road, including inside California. Ventura County’s Sheriff’s Office of Emergency Services publishes a two-tier scheme with no resident-only tier at all, and it is the soft tier that admits residents: its Soft Road Closure reads “Law enforcement will prevent the general public from entering the area. Those residents who reside in the impacted area will be allowed access with proper identification.” A household that reads the three-tier list, sees a soft closure on its road and concludes the answer is no would be wrong in that county. The planning question is not “can I drive back” and not “which of Cal OES’s three tiers is this,” but “what does the agency operating this specific closure say it admits, and what proof do they want to see.” Get that answer from your own county before the season, because the closure is the thing that decides whether a second trip exists, and our page on re-entry access to reach your pet walks through the credential side of it.
After the storm, coming back is a permission problem rather than a driving problem. Monroe County, Florida, which covers the Keys and is about as clean a single-egress geography as exists in the United States, publishes a tiered re-entry protocol: essential personnel first, a second tier of essential personnel with an emergency worker code once major hazards and obstacles are cleared, then residents and business owners in stages “depending on the extent of damage or obstruction.” Its instruction to residents is explicit: “Residents should have a reentry windshield sticker before evacuating”, and “Plan to stay at your evacuation destination until you learn it is safe to return.” That protocol belongs to Monroe County, Florida; your county’s re-entry system may be different or may not exist in written form, which is why our page on re-entry access to reach your pet tells you to find yours in advance.
The Honest Answer on Trips
We are not going to tell you that nobody ever gets two trips. A household that leaves well before an order is issued, over a short round trip, in a low-clearance-time scenario, with a destination already arranged, can run two loads. That is exactly the household that planned for it.
What we will say is narrower and better supported: plan the load as if you get one, and treat a second as recovered margin. A plan built on one trip that gets two is a household with a spare vehicle-load of comfort items. A plan built on two trips that gets one is a household that left half its animals’ supplies, or worse, in the garage. The failure modes are not symmetrical, and the asymmetry is the entire argument.
If the first trip is going to be the only one, the composition of that first load is the most consequential decision in the plan. Which brings us to the part you do on a calm day.
The Eviction Order: Decide What Stays Before There Is Weather
Our restraint page publishes a loading sequence, and it is about anchoring: heaviest enclosure first and in the most stable position, calmest animal next, most reactive animal last and where you can reach it. That is the physical order in which things enter the vehicle. This is a different list. This is the order in which things are surrendered when the ledger does not close, and it needs to exist on paper before the day, because triage invented under pressure defaults to whatever is nearest the door.
We went looking for a published household cargo triage list and did not find one. Ready.gov’s Prepare Your Pets for Disasters page, which we fetched for this piece, publishes the instruction to take your animals with you and to build a kit, and states directly that “If local officials ask you to evacuate, that means your pet should evacuate too. If you leave your pets behind, they may end up lost, injured or worse.” What it does not publish is a ranked list of what to surrender when the vehicle is full. That is the extent of what we checked, so read this as a gap we could not fill rather than as proof that no agency anywhere has published one. What follows is our own reasoning, and it is labeled as ours rather than dressed up as guidance from an agency.
Tier 1, non-negotiable, goes even if it displaces something else.
- Every animal. Nothing on any lower tier outranks this line, and the rest of the list exists to protect it.
- Prescription medication and anything cold-chain, in the container it needs.
- Each animal’s restraint or enclosure. An animal in the vehicle without a secured enclosure is a different and worse problem.
- Identification and proof of ownership: microchip numbers, photographs with you in frame, vaccination records. Reconstructing these later is slow and sometimes impossible, which our page on reconstructing pet records covers in detail.
- Leashes, collars, harnesses, and one spare of each.
Tier 2, goes unless something in Tier 1 is at risk.
- Water sufficient to reach the destination plus a margin, not the full stored supply.
- Enough of each animal’s specific food to avoid an abrupt diet change at the far end, which matters more for animals with dietary sensitivities than for others.
- Bowls, one collapsible per animal.
- Litter box, litter, and waste bags for the drive itself.
- Human medication and documents.
Tier 3, goes if there is room, and is the first thing evicted.
- Bulk water and bulk food beyond the drive plus a margin. This is the single heaviest discretionary line on most ledgers and the one that most often forces the decision.
- Beds, crate pads, and bulk bedding.
- Toys and enrichment beyond one comfort item per animal.
- Grooming supplies.
- Anything you can buy within a day of arriving.
Tier 4, stays, and you decide that now rather than in the driveway.
- Furniture-scale pet gear: exercise pens, cat trees, large wire crates kept as house furniture rather than travel enclosures.
- Bulk supplies bought on sale.
- Sentimental but heavy items that are not the animals.
The pre-commitment that makes this work: write the Tier 3 and Tier 4 lists down, physically, and put the paper with your kit. The list is not for you at your kitchen table. It is for you at 4 a.m. with a dog that will not load and a phone that will not stop, when your judgment about what matters is worse than it has ever been.

Abort Triggers: The Decisions You Make Now So You Do Not Make Them Later
An abort trigger is a condition you commit to in advance that ends the current activity and starts the next one, no discussion. These are ours, not an agency’s, and they exist because the alternative is deciding under load.
Trigger 1: the clock hits your leave-by time and an animal is not caught. Commit in advance to what you do. Realistic options are leaving with the animals you have and returning if and only if the road allows it, or having a second person continue the capture while the first drives. The option that is not on the list is everyone staying until the animal is found. Set the time now and set the response now. Capture time is the input you cannot borrow from anyone else’s plan, so time your own on a calm day, per animal, and build the leave-by time around the slowest one.
Trigger 2: the ledger does not close and you are still loading. If you are past your leave-by time and still rearranging, the load is finished. Whatever is not in the vehicle is Tier 3 or Tier 4 by definition, because Tier 1 and Tier 2 went in first. Close the doors.
Trigger 3: the route you planned is gone. A closed bridge, a flooded underpass, or a route that has gone to a crawl means you execute the alternate you already picked, not a route you improvise on a phone. If a bridge or causeway is the only way off your island, peninsula or barrier beach, that structure is a deadline sitting inside your evacuation window rather than a contingency at the end of it, and there is no national closure number to look up: the threshold is set per structure by the authority that operates it, and the ones our bridge and causeway closure thresholds page fetched do not agree with each other. For a one-way-out household that structure, not the ledger, sets how long the load has to take. If you are already in stopped traffic with animals aboard, that is a different situation with its own rules, and stuck in evacuation traffic with pets covers heat, fuel and toileting once the vehicle stops moving.
Trigger 4: a second trip is contemplated. Pre-commit to the conditions under which it happens, in writing: the return leg is open, you have confirmed there is no order against re-entry, you will be back out before your leave-by time with margin, and someone at the destination is with the animals. Missing any one of those means the second trip does not happen. This is the trigger that most needs to exist in writing, because it is the one people talk themselves into.
Trigger 5: you cannot lift what you planned to lift. Full crates and full water containers weigh more than the same items did when you rehearsed with them empty, and an injury during loading can end the evacuation before it starts. If the load requires a lift you cannot make, the load changes, not the lifter.
Fleet Mode: Breeders, Foster Homes, and Small Rescues
Everything above assumes one vehicle. A household with fifteen or forty animals is running a different problem: not “does this fit,” but “how do we allocate animals across the vehicles and drivers we can actually field.”
Every vehicle has its own placard, and you need all of them. Walk the fleet on a calm day, open every driver’s door, and write each vehicle’s combined occupants-and-cargo figure on a sheet that lives with the plan. Vehicles borrowed from volunteers count, and their figure tends to stay unknown to the organization until somebody opens that particular door.
Drivers are the binding constraint more often than vehicles. A vehicle without a driver is storage. Confirm who is actually available, and confirm it seasonally rather than once.
Load order changes when you are stacking. ASPCApro’s own guidance for shelter relocation transports, in “Set-up & Loading a Dog Transport”, instructs organizations to “Set up the crates with the largest on bottom and arrange them to allow for adequate airflow through each crate”, and, at loading time, that “Loading dogs by weight from largest to smallest will ensure that an appropriately sized crate is available for each dog.” It also names a failure mode worth repeating: “Cloth-covered bungie cords should not be utilized to secure crates during transport as they are rarely strong enough to adequately secure the weight of a loaded crate and deteriorate with continuous use.”
One divergence to handle carefully rather than quietly. That same ASPCApro document permits co-housing in defined circumstances, stating that “Puppies, small dogs, bonded pairs, or littermates can be transported together as long as the crate is large enough to accommodate each animal”, with each animal having room to stand, turn around freely, sit upright, stretch and lie in a natural position. That is narrower than it looks, and it belongs to an organized relocation transport run by trained handlers.
It is worth being precise about what the veterinary side actually says here, because the shorthand in circulation is stronger than the source. We fetched AVMA’s policy on safe non-commercial transport of pets in motor vehicles and read it in full. Its interior-vehicle paragraph reads: “It is unsafe for pets to be loose inside motor vehicles. The preferred means of transport of pets within the confines of a vehicle is either securing them in a species-appropriate enclosure of appropriate size, or fitting them with a properly designed, species-appropriate safety harness.” On open cargo areas it says transport of pets loose or tethered in open cargo areas “is not safe and puts the animal’s health and welfare at risk”, and that properly secured, size-appropriate, ventilated enclosures need to be used. The policy also states that “There is limited scientific information available to determine the safety of individual animal transport products.” What that page does not do, in the text it publishes, is settle whether two animals may occupy one enclosure. The page carries no revision or approval date.
A correction we owe our own readers. Our restraint page stated the one-animal-per-enclosure rule as AVMA policy in six places: its summary points, its section heading, its introduction and three of its answers. That page has since been corrected and now carries a dated correction note of its own. We re-fetched and re-read the AVMA policy in full for this page, and that attribution is wrong: the policy is three short paragraphs about loose pets, open cargo areas and the limits of the evidence base, and it does not address shared enclosures at all. The conclusion on that page is defensible; the citation for it is not. Read that page for the restraint mechanics and the crash-test evidence, which are its actual subject, and take the shared-crate question from the argument below rather than from the attribution.
The stronger argument against doubling up in a family car is a crash-configuration argument rather than a policy quotation: a crate that carries an independent crash rating carries it for the exact tested setup, which was a single animal of a stated weight. Records travel with the animal, not with the organization. In a fleet split across vehicles that may end up at different destinations, a central binder in one vehicle is a single point of failure. Each vehicle carries the paperwork for the animals aboard it.
Pre-stage the split, do not compute it on the day. Write down which animals ride in which vehicle, in what enclosure, with which driver, and what each vehicle’s weight budget is after that assignment. Then check that the assignment survives one vehicle failing to show up, because that is the scenario.
When the Load Genuinely Does Not Fit: The Low-Capacity Branch
Some households cannot solve this with better packing. One vehicle with one usable seat, no vehicle at all, a driver who cannot lift a loaded crate, or simply more animals than any single trip can carry. The answer is arranged in advance, and here is what is actually published.
The buddy system, from Ready.gov. The Prepare Your Pets for Disasters page, which the site stamps “Last Updated: 03/20/2026”, tells owners to “Develop a buddy system” and to “Plan with neighbors, friends or relatives to make sure that someone is available to care for or evacuate your pets if you are unable to do so.” The same page’s framing on evacuation is unambiguous: “If local officials ask you to evacuate, that means your pet should evacuate too. If you leave your pets behind, they may end up lost, injured or worse.”
A buddy arrangement is only real if it is specific. Named person, confirmed vehicle, confirmed capacity for your specific animals in their specific enclosures, a key or entry method, and a conversation about what happens if that person is evacuating too. Assisted evacuation that takes animals, where it exists. Chatham County, Georgia, which covers Savannah, publishes one of the clearer examples. Its emergency management agency runs an Evacuation Assembly Area: residents who need help can catch a Chatham Area Transit bus free of charge to a central arena, register individually or as a family, and board a bus to an inland public shelter. On animals, the page is direct: pets are permitted, “Pets will be registered and will be placed on a separate bus for transportation”, the animal evacuates to the same city or county as its owner but stays in a separate shelter, and transportation is provided for owners to visit during the stay. Owners are told to bring vaccine records, medication, comfort items, food, and a carrier, leash and collar.
Two constraints on that program matter for a load planner. First, the cargo cap is published and it is small: “Space is limited on the evacuation buses. Therefore, only one to two hand-carry bags will be allowed per person.” Second, the agency states that there is no parking near the assembly point and that anyone who drives there should not expect to board a bus, and describes this mode as being for residents with no other means of transportation, to be considered a last option.
That is Chatham County, Georgia’s program, its cap, and its rules. It is not a template for your county, and the existence of a comparable program where you live is a question with a real answer that you can get today by calling your county emergency management office. Chatham’s own page also points residents with functional, access or medical needs toward a separate Hurricane Registry, and that program has a hard cutoff a load planner needs to see: “Registry applications will no longer be accepted 72 hours prior to the arrival of tropical storm force winds. Therefore, you cannot wait until a storm is approaching to apply.” That deadline is Chatham County’s, it is measured to tropical-storm-force winds rather than to landfall, and it is a reminder that these programs can carry a sign-up step you cannot complete once a storm is named. The staged early departure. The other low-capacity answer is time. A household that cannot move everything in one load, and cannot get a second load once an order is issued, can sometimes move part of the load days earlier, before there is an order to comply with. Supplies, spare enclosures, and non-essential gear can go to the destination in advance on an ordinary trip, converting a capacity problem into a scheduling problem. This only works if the destination is arranged in advance, which is the same prerequisite Monroe County’s re-entry guidance assumes when it tells residents to have a destination planned before a storm.
If you have no destination yet, that is the prior problem: pet-friendly hotel evacuation and when your county has no pet-friendly shelter both address it, and shelter in place or evacuate addresses the question that comes before it.
Vet-Wins Reminders
- An animal that cannot tolerate the enclosure your weight math selected is a veterinary conversation, not a packing one. Severe anxiety, orthopedic conditions, and brachycephalic breathing difficulty in a snug carrier all change which enclosure is appropriate, and that changes the ledger.
- Never leave any animal unattended in a parked vehicle, in the cabin or the cargo area, at any outdoor temperature, including during a loading break.
- If an animal shows heat-stress signs during loading or transport (heavy panting, drooling, weakness, unsteadiness, collapse, seizures), stop and get to a veterinarian. Do not finish the load first.
- For suspected poisoning or toxic exposure at any point, ASPCA Poison Control publishes its number as (888) 426-4435 and states on its own page that it is available 24/7, 365 days a year, and that “A consultation fee may apply.” Do not let uncertainty about the fee delay the call.
How We Sourced This, and What We Refused to Publish
Every regulatory quotation on this page comes from the Code of Federal Regulations annual edition published by the Government Publishing Office, Title 49, Volume 6, revised as of October 1, 2024, fetched directly rather than read from a summary. We separately queried the eCFR versioning record for section 571.110 to confirm the currency of the placard requirement; the most recent substantive amendment it lists is dated September 20, 2021. The September 1, 2005 start date for the combined-weight statement is not in the CFR text itself and comes from NHTSA’s own final rule as published in the Federal Register on December 4, 2007, which we fetched from GPO for that sentence specifically.
Vehicle-load numbers were the place we had to say no. Payload can vary by trim, drivetrain, option package and seat count within a single model line, and FMVSS No. 110 itself contemplates the figure being reissued for two-stage and altered vehicles, so any number we printed for “a mid-size SUV” would be wrong for a meaningful share of readers in a way they could not detect. We built the method around your own placard instead. We also could not locate a manufacturer-published empty weight for the folding wire crates many households actually own during this research pass, so the instruction there is to put yours on a bathroom scale rather than to trust a retailer listing.
Clearance-time figures come from the May 2026 edition of South Carolina’s own hurricane plan annex and are labeled as South Carolina’s throughout. We took that edition from SCEMD’s own plan index rather than from a search result, because the state reissues these annexes annually under new filenames and the previous June 2025 edition is still reachable on the web. We did not extrapolate the figures to other states, and we did not convert a network-level modeling output into a claim about how long any individual drive takes.
Route rules come from the transportation or emergency-management agency that publishes them, named each time, because these rules are jurisdictional and the word “warning” alone has already cost people their margin. Two of those jurisdictional claims changed during review. The National Weather Service lead times are anchored to anticipated tropical-storm-force winds, not to landfall, and this page now says so in every place it uses them. And the three-tier closure vocabulary Cal OES publishes is guidance for California jurisdictions rather than a rule that binds them, which we established by finding a California county that publishes a different scheme, so the page no longer invites you to apply the state list to your own road.

How much weight can I actually put in my car when evacuating with pets?
Read your own vehicle's placard rather than guessing. Under Federal Motor Vehicle Safety Standard No. 110 (49 CFR 571.110 S4.3), a vehicle manufactured for the US market on or after September 1, 2005 with a gross vehicle weight rating of 4,536 kilograms (10,000 pounds) or less, other than a motorcycle, a trailer or an incomplete vehicle, must carry a placard that states vehicle capacity weight in the form "The combined weight of occupants and cargo should never exceed XXX kilograms or XXX pounds". The regulation puts that placard on the driver's side B-pillar, and gives a cascade of alternate locations when a legible placard cannot be affixed there. September 1, 2005 is the effective date NHTSA gives for that statement, so if your vehicle is older than that, or is a trailer, use the separate certification label instead: subtract the vehicle's actual weight at a certified scale from the Gross Vehicle Weight Rating printed on it. Your actual number is on your actual vehicle, and it differs between trims, between build configurations, and after a vehicle is altered, which is why this page does not print a payload figure for any specific model.
How many trips can I make to move all of my pets?
Plan on one and treat a second as a bonus you may not get. The number is arithmetic, not a rule: take the window your local officials and your hazard actually give you, subtract the time you need for capture and loading, and divide by your true round-trip time including unloading at the far end. That window is set by your county's evacuation order and your region's clearance time, not by a National Weather Service watch or warning, which are forecasts rather than instructions. Then check your answer against your region's published clearance time. South Carolina's Annex C to the state hurricane plan (May 2026 edition) publishes modeled clearance times reaching 45.8 hours for a Zones A through C evacuation of its Central Hurricane Region without lane reversal, and 59.2 hours for Zones A through F. Those figures are South Carolina's and describe how long the road network takes to empty, not how long your drive takes, but a road that is still clearing is the road your return leg has to use.
Do dog crates count against my car's weight limit?
Yes. Anything that is not the vehicle, its fluids, its occupants, or a permanently installed component is cargo, and empty crate weights are not trivial. Petmate publishes product weights for the Sky Kennel line ranging from 6.27 lb for the 21-inch size to 51.5 lb for the 48-inch. Gunner publishes 27 lb for the G1 Small, 38 lb Medium, 48 lb Intermediate, and 72 lb Large. A household moving two dogs and two cats can be carrying 45 lb or 88 lb of empty crate depending on which product line it owns, before a single animal or gallon of water is loaded.
Does a roof box or a hitch carrier increase how much I can bring?
It increases usable volume and reduces usable payload. Thule's roof box safety instructions (document 501-8181-05) state plainly that the total permissible laden weight of the motor vehicle may not be exceeded and that the vehicle manufacturer's instructions on maximum roof weight must be observed, and its stated calculation adds the weight of the roof rack, the weight of the roof box, and the weight of the payload. Separately, 49 CFR 571.3 defines unloaded vehicle weight as excluding accessories that are ordinarily removed from the vehicle when they are not in use, so a rack and box you bolt on for the storm are cargo against your placard number, not part of the vehicle.
Should I hitch up a trailer to carry the crates?
Check what your evacuation route does with trailers before you decide. In Florida specifically, FDOT states that when Emergency Shoulder Use is operational, all motorists except large trucks, buses, and trailers may use the shoulder as a travel lane, so a trailer in Florida costs you access to the extra capacity the state opens on those corridors. That is a Florida rule for Florida ESU routes; other states run different systems and you have to look up yours. Separately, a trailer carries its own placard under 49 CFR 571.110 S4.3.5, worded as "The weight of cargo should never exceed XXX kilograms or XXX pounds", and its tongue weight lands on the tow vehicle's payload rather than disappearing.
What do you leave behind when the load does not fit?
Decide it on a calm day and write it down, because the order you improvise under an evacuation order is the one you regret. The sorting rule that holds up: anything that keeps a specific animal alive or medically stable goes first, anything that proves who the animal is goes second because reconstructing it later is slow, anything you can buy at the destination goes last, and anything sentimental but bulky is the honest thing to name as staying. We looked for a published cargo-triage list and did not find one on Ready.gov's pet page, which is the preparedness guidance we fetched for this piece; that page tells owners to take their animals and build a kit but does not rank what to surrender. That is the extent of what we checked, so the tiered ordering on this page is our own reasoning and is labeled as ours rather than attributed to an agency.
What if my vehicle genuinely cannot carry my animals at all?
That is a pre-arrangement problem, not a loading problem. Ready.gov's Prepare Your Pets for Disasters page (last updated 03/20/2026) tells owners to develop a buddy system and to plan with neighbors, friends or relatives so someone is available to care for or evacuate pets. Some counties also run assisted evacuation that accepts animals: Chatham County, Georgia's emergency management agency operates an Evacuation Assembly Area where residents ride a Chatham Area Transit bus free of charge to a registration point, pets are registered and placed on a separate bus, and the published cargo limit is one to two hand-carry bags per person. That program and that cap belong to Chatham County, Georgia. Whether anything comparable exists where you live is a question for your own county emergency management office, well before a storm is named.
