How Far Should You Evacuate With Pets?

Some pet emergencies outrun any checklist. If an animal is collapsing, struggling to breathe, or was exposed to something toxic, stop reading and call your veterinarian or the nearest emergency animal hospital now. When officials order an evacuation, go; nothing on this page is worth delaying your own exit. This article is spec-and-evidence analysis of published guidance, not veterinary care for your specific animal. Where your vet's instructions or an official order differ from anything here, they win.

Every extra hour is an hour of carrier confinement, cabin heat, relief stops you may not be able to take, and fuel you may not be able to buy, before it is anything else. That cost is why the shortest destination that passes both tests is usually the right one.
- Going inland is not the same as going somewhere safe. In its report on Hurricane Helene, dated 17 February 2026, the National Hurricane Center attributes at least 94 direct deaths to freshwater flooding, including landslides and debris flows, with 77 of those in North Carolina, 15 in Tennessee and 2 in South Carolina. Ready.gov's hurricane page, last updated 07/09/2026, states that hurricanes "are not just a coastal problem."
- Some geographies make the short answer wrong. Monroe County, Florida publishes no in-county shelter option at Category 3 and above, states that "Evacuation becomes mandatory for everyone" at that severity, and names designated shelters in Miami-Dade County. If you live on a barrier island or a single-road chain, your distance is set by geography, not by preference.
The decision to leave is already made. Every animal in the house is coming. What is left is the odometer question, and it is the one most households answer in the most expensive direction: they load pets into a car and drive several states, when the hazard they are running from stops far closer than that, and they arrive out of fuel, out of daylight and out of the resources the next four days were going to need.
This page is about distance only. Not whether to go, which is a different call made with different inputs. Not which building will take a ferret at the other end. Not what to do once traffic has stopped moving. Just how far, and what actually sets that number when there are animals in the vehicle.
The short version is that where agencies do put a number on it, the number is tens of miles rather than hundreds, and that none of them turns it into a rule that picks your address for you. What they publish alongside the figure is a test, and the test is about the destination address rather than the odometer. The full inventory, document by document, is further down.
If You Are Reading This With a Storm Already Named
Take the nearest address that is outside your evacuation zone and is a building somebody can be inside of during high wind. That is the whole decision, and it is almost always closer than instinct says.
Ready.gov’s evacuation guidance, last updated 03/20/2026, makes the destination one of the two things to have settled: “Whether it’s the home of a friend or family member or a pre-designated shelter, know your evacuation destination.” NOAA’s national hurricane preparedness guidance, last updated March 17, 2022, sets the upper bound on how far that has to be: “You do not need to travel hundreds of miles. Your destination could be a friend or relative who lives in a well built home outside flood prone areas.” The National Weather Service forecast offices at Newport/Morehead City, North Carolina and Wakefield, Virginia republish that national passage and add the sentence that matters to this household: “Plan several routes. Be sure to account for your pets.”
Two lookups that instruction assumes, in case you do not have them.
If you do not know your evacuation zone, it is published by the emergency management agency for your county or parish, usually as a searchable address map, and our evacuation route and alert app guide points to each state’s own lookup. NOAA’s national guidance adds a second trigger for people who find no zone: “You may also need to leave if you live in a flood prone area or in a mobile home outside a hurricane evacuation zone.”
If you have no host address, book lodging that takes your animals rather than defaulting to a public building. Ready.gov’s evacuation page, last updated 03/20/2026, states: “Most public shelters allow only service animals.” Our pet-friendly hotel evacuation checklist covers what a desk will ask for on arrival.
Then go. Everything after this section is pre-season work, and none of it is worth reading tonight if the animals are still in the house.

Run From the Water, Hide From the Wind Is a Hazard Rule, Not a Distance Rule
The phrase is real and it is worth understanding precisely, because it is the sentence most people are half-remembering when they ask how far to go.
NOAA reports it rather than issuing it. NOAA’s Ocean Today storm surge feature says, in its own transcript: “As a reminder, emergency managers want us to run from the water and hide from the wind.” The sentence immediately before it is “When a hurricane slams our coast, it’s important to be aware of all the dangers.” So it is offered as a reminder about which hazard is which, not as a distance instruction, and not as a claim that wind is harmless.
What it encodes is a real asymmetry between two hazards.
Water is the hazard you cannot be present for. There is no version of standing your ground in moving water. That is why leaving is the only response to it, and why the destination has to be a place the water does not reach.
Wind is the hazard you can be inside a building for, if the building is right. That is why the answer to wind is a structure rather than a drive. It is also why the phrase quietly assumes something about your building that may not be true of yours.
The National Hurricane Center’s hazards page describes how far each reaches. On surge it states that it “can travel several miles inland.” The National Weather Service’s hurricane safety page adds where surge travels farthest: “Storm surge can travel several miles inland, especially along bays, rivers, and estuaries.” On wind the National Hurricane Center states that “Winds can stay above hurricane strength well inland.” On the hazard people forget entirely, the same page states: “In fact, flooding is the major threat from tropical cyclones for people living inland.”
One regional guide puts a number on the wind footprint, and it is the number that ends the idea of outdriving wind. The 2026 Southeast Texas Hurricane Guide, published by the National Weather Service Houston/Galveston office, states in its wind section that “Hurricane force winds can be felt as far as 150 miles from the coast”. The guide states that as a general fact about hurricanes, inside a wind explainer rather than as a Southeast Texas exposure figure; we name the publisher because it is the only document we fetched that puts any number on the wind footprint. Read it as scale: the distance at which wind stops being a problem is not a distance most households are going to drive, which is exactly why the answer to wind is a structure.
The same guide’s wind section opens with the hazard people plan for least. It states: “Tropical cyclones also produce tornadoes.” The National Hurricane Center’s hazards page describes where they form, noting that they “most often occur in thunderstorms embedded in rain bands well away from the center of the hurricane; however, they can also occur near the eyewall.” Well away from the center is where an evacuating household is trying to be.
Read those together and the slogan resolves into something more useful than a mileage figure. Surge has a footprint you can look up and leave. Wind has a footprint that is much larger and that you answer with a building. Rain has a footprint larger than both, and it is the one that turns a long inland drive into a trip toward the hazard rather than away from it.
Where the slogan breaks, and both breaks matter to pet owners
Break one: you may not have a building to hide in. The 2026 Southeast Texas Hurricane Guide, published by the National Weather Service Houston/Galveston office, states it without qualification: “No mobile home or manufactured home - no matter how new it is - can provide safe shelter from hurricane force winds.” The same box adds that “Straps or other tie-downs will not protect a mobile home from the high winds associated with a hurricane” and that “Mobile home residents must evacuate when told to do so by local authorities.” For a manufactured-home household the “hide from the wind” half is not available at home, which means the destination has to supply it, and that changes the distance because it changes which addresses qualify.
Break two: wind kills inland. In its report on Hurricane Helene, originally dated 19 March 2025 and revised to the version dated 17 February 2026, the National Hurricane Center attributes 65 direct deaths to Helene’s winds and states that “Of the 65 direct wind fatalities, 61 were caused by falling trees during the storm.” The state breakdown in that report puts 26 of those wind deaths in Georgia and 24 in South Carolina, away from the Florida Big Bend where Helene made landfall. Hiding from the wind is a statement about the structure you are inside, not a statement about how many miles you are from the beach.
That second break has a direct pet consequence that is easy to miss. A destination surrounded by mature trees is a wind-exposure decision even if the house itself is sound, and it is also where you will be walking a dog in the days after a storm, which is why our post-storm hazard section in the hurricane playbook is worth reading alongside this one.
What Agencies Actually Publish About Distance
We fetched the federal, state and county documents listed at the bottom of this page in August 2026 and read what each one says about how far to go. Here is the inventory.

The scope of that finding, stated precisely. Of the documents listed above and in the sources at the bottom of this page, three publish a mileage figure: one national one from NOAA, and one each from Florida and South Carolina written for their own coastlines. They agree in direction rather than conflicting, which is a more useful finding than a single number would have been. That is a statement about the documents we checked in August 2026. It is not a claim that these are the only figures published anywhere. Your own county may publish one we did not read, and if it does, it outranks every word on this page.
The three published figures, in full, with their scope
National. NOAA’s hurricane forecasting explainer, last updated June 7, 2023, puts the figure inside its shelter-planning instruction: “Determine where you would shelter during a storm. In many cases you only need to travel tens of miles to move away from the risk of storm surge. You may be able to find a friend or relative that lives outside the evacuation zone and can ride out the storm with them.” Read the whole passage rather than the middle sentence, because the figure is scoped to one hazard. It is a statement about how far surge risk extends, not about wind, rain or terrain, and the sentences around it assume a structurally sound destination.
South Carolina. The South Carolina Department of Public Safety writes, on its hurricane safety page: “If a large storm is close, consider staying outside the vulnerable area with family and friends or in a hotel. Be ready to drive at least 20 to 50 miles inland to locate a safe place.” Read the first sentence as carefully as the second, because it sets the premise: the figure is about getting outside the vulnerable area, and the destination it names is a household or a hotel. Note also that the figure is written as a floor, “at least,” not as a range you should stop at.
Florida. The Florida Division of Emergency Management writes, on its fuel-preparedness page: “If you are ordered to evacuate, your safest and easiest option may be to stay with friends or family who live outside the evacuation zone or in a stronger house. Evacuations do not have to be hundreds of miles away – they can typically be tens of miles inland to a location that can withstand hurricane-force winds and rain.” The same agency’s May 4, 2026 hurricane preparedness release repeats the point in its own words, under a heading it titles Evacuate Tens of Miles: “Tens of Miles, Not Hundreds: Most Florida residents only need to travel a short distance, often just tens of miles, to reach a safer, more inland location or nearby shelter.”
All three are hurricane figures, and the two state ones are written for their own state’s coastline and their own state’s inland geography. None of them is a wildfire rule. None is a flood rule. The two state figures do not transfer to a state whose surge zones, terrain and road network look nothing like theirs, and NOAA’s national one is about surge risk rather than about wind, rain or terrain, which is the distinction the rest of this page turns on. The Test That Replaces the Number
The National Hurricane Center publishes the cleanest version of the actual rule, and it appears on the page for its National Storm Surge Risk Maps, currently Version 4, which the agency describes as having been “Reprocessed U.S. Gulf and East Coast with the latest SLOSH grids in 2025, improving spatial resolution and friction effects from land cover types.”
That page first destroys the beachfront assumption: the maps “make it clear that storm surge is not just a beachfront problem, with the risk of storm surge extending many miles inland from the immediate coastline in some areas.”
Then it gives the instruction, and its last clause is where the test sits:
“If you discover via these maps that you live in an area vulnerable to storm surge, find out today if you live in a hurricane storm surge evacuation zone as prescribed by your local emergency management agency. If you do live in such an evacuation zone, decide today where you will go and how you will get there, if and when you’re instructed by your emergency manager to evacuate. If you don’t live in one of those evacuation zones, then perhaps you can identify someone you care about who does live in an evacuation zone, and you could plan in advance to be their inland evacuation destination – if you live in a structure that is safe from the wind and outside of flood-prone areas.”
Strip that down and a qualifying destination has to pass two independent tests.
Test one: the address is outside the hazard for this event. Not outside the hazard in general. Outside the hazard forecast for the storm that is coming, checked on the zone map published by the emergency management agency that covers the destination, not the one that covers you. Two counties an hour apart can be running different zone systems, with different letters and different conditions under which officials order those zones out, which is why our evacuation route and alert app guide sends you to each state’s own lookup rather than flattening them into one map.
Test two: the address is a building you can be inside of. NOAA’s national phrasing for this is “a friend or relative who lives in a well built home outside flood prone areas.” Florida’s Division of Emergency Management frames the same idea as a homework assignment on your own house, writing that “If you shelter in place, it’s important to know your home and its ability to withstand strong winds and heavy rain.” Apply that question to the destination as well.
A destination has to pass both. A reinforced brick house inside a surge zone fails test one. A cousin’s mobile home forty miles inland fails test two. Neither failure is fixed by driving farther, and both are found in five minutes on a laptop in March.
Once you have a list of addresses that pass, distance stops being a target and becomes an output. You take the closest one. That is the entire method, and it is why “how far” has no general answer: the answer is however far the nearest qualifying address happens to be from your driveway, which is a fact about your address book and your local geography rather than about hurricanes.
Wildfire and Flood Have No Coastline to Move Away From
Everything above assumes a hazard with a coastline, because that is the hazard the distance question is usually asked about. Two of the hazards this site covers most often do not work that way, and a household that carries a hurricane instinct into them will get the geometry wrong.
Wildfire has a direction and a speed rather than a shoreline. Ready.gov’s wildfire page, last updated 05/11/2026, publishes no distance at all. What it publishes is the same two-part structure as the hurricane pages, minus the inland axis. It states “You may have to evacuate quickly due to a wildfire.” It then tells readers to learn their evacuation routes, practice with pets, and identify where they will go. For the destination it goes further than the hurricane page does, which says only to identify where you will stay: “Consider making plans with friends or family to shelter with them where you may be safer and more comfortable.” And on timing it is one sentence: “Evacuate immediately if authorities tell you to do so.”
The reason there is no mileage figure is structural. A surge zone has an edge that can be modeled and mapped years in advance, which is what makes a tens-of-miles figure a sayable thing in Florida. A fire’s edge is being drawn while you are driving, it moves with wind and terrain, and the road you planned to use is one of the things it can take. So the wildfire version of the distance question is really a question about direction and about whether that road is still open, which is a live-information question rather than a planning-distance question. That is why the destination list matters more here than the distance does, and why more than one direction is not optional.
Flooding is answered with elevation, not with mileage. Ready.gov’s flood page, last updated 04/29/2026, gives the protective action in one line: “Move to higher ground or a higher floor.” That is a vertical instruction, not a horizontal one, and a destination can sit closer to the river and be safer or farther from it and be worse depending on what is upstream and how high it sits. The same page sends readers to FEMA’s Flood Map Service Center to look up their risk, then adds the caveat that keeps a map from being read as a guarantee: “However, remember that flooding doesn’t follow lines on a map.” Our guide to getting animals away from rising water covers the animal side of that hazard, and the debris-flow version of it is in our landslide page.
What survives across all of these is the destination test, not the number. An address that is outside the mapped hazard for this event and is a building you can be inside of is the right destination whether the hazard is water, wind or fire. The mileage is whatever that address happens to be.
Why Distance Costs a Pet Household More
Every household pays for distance in hours and fuel. A household with animals pays in four additional currencies, and they compound.
Confinement time. The clock on a carrier starts when the animal goes in, not when the car starts moving, and it does not stop while you are queued. A destination four hours farther out is four more hours of a cat in a box, before any traffic. How long that is reasonable, and what to do about it, is worked through in how long a cat can stay in a carrier during an evacuation.
Heat. A longer drive means more hours of a loaded cabin and a loaded cargo area, and more stops where the engine is off. Relief opportunities you may not get. This is the one that is invisible on a map. On a managed evacuation route your stops are the ones the state designated, and there may be very few of them. Fuel range. Florida’s Division of Emergency Management runs an entire campaign on this single habit, telling residents and visitors to “keep their gas tanks at least half full during hurricane season to ensure they have enough fuel to evacuate as soon as possible without worrying about long lines at gas stations and to avoid gas shortages prior to a storm.” The same page gives electric-vehicle owners a different instruction: “For Floridians with electric vehicles, it’s recommended that the battery be maintained between 50% - 80% capacity at all times, depending on the type of vehicle and what the vehicle’s manual recommends.” Ready.gov’s evacuation guidance, last updated 03/20/2026, gives the general version: “Keep a full tank of gas if an evacuation seems likely. Keep a half tank of gas in it at all times in case of an unexpected need to evacuate. Gas stations may be closed during emergencies and unable to pump gas during power outages.”
Fuel range is a hard constraint on distance, and it is the constraint most likely to be discovered halfway. A tank that gets you to a cousin ninety minutes away with margin is not a tank that gets you four hundred miles through a queue with the air conditioning running for animals.
Monroe County, Florida puts the same warning in the imperative on its evacuation checklist: “Fill your car with gas as soon as you can; stations run out of gas and/or stations close because their employees evacuate”.
Your Distance Is Not Entirely Yours to Choose
Once an evacuation is being managed, the road network stops being a free choice, and that changes what “how far” even means.
The South Carolina Department of Public Safety states: “In the event of a mandatory evacuation order by the Governor, the South Carolina Highway Patrol may temporarily reverse the traffic lanes along Interstate 26 and other U.S. highways. Lane reversals reduce the amount of time required to evacuate the coast by 3-4 hours.” The same page tells drivers to “follow the blue Hurricane Evacuation Route signs (NOT your GPS) and the guidance of law enforcement during an evacuation to get inland in the most efficient and safe way possible.”
The 2026 Southeast Texas Hurricane Guide describes the Texas version of the same arrangement, telling evacuees that the “State of Texas will supply fuel and other resources along designated evacuation routes” while adding that “you will be allowed to take other roads if preferred.” It also names the constraint that decides the route for some households: “Remember that large boats and travel trailers may not be allowed to cross local bridges and causeways once high winds commence”.
The federal picture is documented in the Federal Highway Administration’s June 2021 report on contraflow, FHWA-HOP-20-026, produced to satisfy Section 1209 of the Disaster Recovery Reform Act. Three findings in it change how a household should think about distance.
Contraflow has a designed end point, and it is not your destination. The report describes how states set the far end of a reversed segment, noting that “One of the controlling criteria for the termination point location is preventing congestion in merge areas.” The report adds that the common designs either split the traffic streams onto separate roadways or use an “attrition-merge, which reduces normal and reverse flow traffic by allowing vehicles to exit to secondary routes at contraflow segment points.” In other words, a reversed route delivers you to a planned merge somewhere inland, and where that merge sits is a decision your state made years ago.
Those end points move, and they move for reasons that have nothing to do with you. The report records that after Hurricane Irma, “A post-Irma after-action review led to FDOT instituting changes to the Florida ESU termination point; ESU activities will now terminate farther south to mitigate impact to Georgia.” The distance a managed route is designed to move you is a planning artifact that gets revised between seasons.
The designed distances can be long. As documented in that same report, “Currently 130 miles of I-65 in Alabama can be availed of for contraflow traffic evacuating inland from coastal areas including Mobile.” That is one state’s plan as recorded in a June 2021 federal report, and plans change, so treat it as an illustration of scale rather than as a current operational fact for Alabama today.
One constraint hits large-animal households directly. The report notes that “many states indicated that they do not allow wide-load vehicles on a contraflow route, as they may slow down the operation.” If you are towing, your route is a separate question from your neighbor’s, and the timing that goes with it is covered in our horse and livestock evacuation guide, which runs a different clock than a car-based household does and should not be read as the same plan at a larger scale.
Four Geographies Where the Short Answer Is Wrong
The nearest-qualifying-address method is right, but it does not always produce a short drive. Here are the four situations where it honestly does not.
One road out
Monroe County, Florida runs the clearest published example. Its emergency management office describes the county plan as a phased evacuation and explains the purpose: “This evacuation plan is intended to avoid unnecessary evacuation if some zones are expected to be affected and others are not.” It then publishes zones as segments of a single highway, running from “Zone 1: MM 0 to MM 6” and “Zone 2: MM 6 to MM 40” up the chain to “Zone 5: CR 905-A to mainland Monroe County, including Ocean Reef”.
At the severity where sheltering locally stops being possible, the county states the consequence plainly on its shelters page: “There are no shelters in Monroe County for a hurricane rated at or above a Category 3. Evacuation becomes mandatory for everyone.” It then names where people go, which is off the chain entirely: “sheltering options may include Florida International University, the E. Darwin Fuchs Pavilion at the Miami-Dade County Fair and Exposition (which allows pets), and other facilities within Miami-Dade County, subject to availability on a per-storm basis.”
For that household there is no twenty-mile answer available, because there is no qualifying twenty-mile address. The same structural problem applies to barrier islands, low peninsulas and any community whose exit is a single causeway. The county’s own checklist carries the instruction that matters most when the drive is long: “Do not get on the road without a chosen destination” and “Enact your pet plan – and do not leave your pets behind”.

Inland terrain, where more miles can mean more hazard
Ready.gov’s hurricane page, last updated 07/09/2026, states the correction directly: hurricanes “are not just a coastal problem.” Readers should “Find out how rain, wind, water and even tornadoes could happen far inland from where a hurricane or tropical storm makes landfall.”
The National Hurricane Center’s report on Hurricane Helene puts numbers on what that looked like once. The National Weather Service’s hurricane safety page states the general form of the risk: “Widespread torrential rains associated with these storms often cause flooding hundreds of miles inland.” The National Hurricane Center’s Helene report, originally dated 19 March 2025 and revised to the version dated 17 February 2026, states that Helene “is responsible for at least 250 fatalities in the United States (including at least 175 direct deaths), making it the deadliest hurricane in the contiguous U.S. since Katrina in 2005.” On the inland hazard specifically it states: “Freshwater flooding, which includes landslides and debris flows, was responsible for at least 94 of the direct deaths: 77 in North Carolina, 15 in Tennessee and 2 in South Carolina.” It describes the result in one line: “Helene is the most devastating natural disaster in western North Carolina’s history.”
That is not an argument against going inland. It is an argument against treating inland as a synonym for safe and picking a destination by distance rather than by hazard. A mountain valley several hundred miles from a landfall can sit inside a rainfall and landslide footprint that the coast never sees. There is a matching piece of evidence on the other side, from the same report, and it is the strongest single argument for leaving a surge zone. Describing the Florida communities nearest Helene’s landfall, where surge destroyed most of the buildings, the National Hurricane Center writes: “Notably, high evacuation rates in those areas resulted in no reported storm surge deaths.” Leaving the water worked. It did not require crossing three states.
Manufactured housing
If you live in a mobile or manufactured home, the “hide from the wind” option is not available to you at home, per the National Weather Service Houston/Galveston guide quoted above. NOAA’s national hurricane preparedness guidance, last updated March 17, 2022, makes the same household a separate case federally, telling readers to find their evacuation zone and adding: “You may also need to leave if you live in a flood prone area or in a mobile home outside a hurricane evacuation zone.” That does not automatically mean a long drive, but it does mean your list of qualifying destinations is shorter than your neighbor’s, because a sound structure is now a requirement rather than a preference, and it can mean leaving when your zone has not been called. Build that list in the quiet season, not during a watch.
No qualifying address nearby
NOAA’s own framing of a destination is “a friend or relative who lives in a well built home outside flood prone areas.” That framing assumes a network. Some households do not have one within a short drive, and pretending otherwise is how a plan fails at the worst moment.
If your nearest qualifying option is a booking rather than a person, distance is set by where rooms exist that accept your species and your count, which is a different constraint from where the hazard ends. Ready.gov’s evacuation page states the pet caveat that shapes the whole list. It tells readers to identify a place to stay that will accept pets, then adds the line that removes most public buildings from the shortlist: “Most public shelters allow only service animals.”
Building Your Own Distance Answer, Before the Season
This is a two-hour job in the quiet months and an impossible one during a watch.
Step 1. Look up your own address, twice. Once on your local emergency management agency’s evacuation zone map, and once on the National Hurricane Center’s National Storm Surge Risk Maps for the surge picture. If you are inland, the National Hurricane Center’s instruction is to consider being someone else’s destination rather than assuming you have no role.
Step 2. Write down candidate destinations in more than one direction. Ready.gov’s evacuation page is explicit about the direction part: “Identify several places you could go in an emergency such as a friend’s home in another town or a motel. Choose destinations in different directions so that you have options during an emergency.” A single destination is not a plan, because the hazard decides which direction is closed.
Step 3. Run both tests on every candidate. Zone status for the destination’s own jurisdiction, then structure. Write the answer next to the address. Anything that fails either test comes off the list permanently, not conditionally.
Step 4. Measure the survivors against the pet clock, not the map. Drive time with a stop, not drive time on a routing app. Add loading. Add the fact that a managed route may not let you stop where you want. If a candidate turns a two-hour trip into a seven-hour one for the same hazard protection, it is the worse option for a household with animals even though the map says it is safer.
Step 5. Write down the fuel plan per destination. Which candidate is reachable on half a tank, which needs a full one, and where you would charge or fill on the way. That number is what turns a list into a decision at two in the morning.
Step 6. Confirm the animals are welcome in the form you would actually arrive. A host who has agreed to you is not automatically a host who has agreed to four cats and a parrot. A hotel with a room is not automatically a hotel with a room for your count. And a public shelter is a separate institution with its own door check, which is set out in what a pet shelter checks at intake.
Step 7. If any candidate crosses a state line, check the paperwork now. Interstate movement can bring documentation questions that do not exist for a drive across your own county, and those are covered in the paperwork a state line can ask for. This is one of the few genuine reasons a slightly shorter destination can be the better one.
The Return Trip Is Part of the Distance
Distance is a round number in both directions, and the second half is the one households forget when they are picking a destination under pressure.
The 2026 Southeast Texas Hurricane Guide tells evacuees what to plan for: “Prepare to stay at your destination for a week or more as re-entry may be restricted; check with jurisdiction before returning to make sure it is safe to do so.” Ready.gov’s evacuation page carries the same instruction in its after-an-evacuation section: “If you evacuated for the storm, check with local officials both where you’re staying and back home before you travel.”
Three consequences follow, and each of them is worse the farther you went.
A longer displacement costs more per day with animals. Food, litter, medication refills, and lodging that accepts your species are all recurring costs at the destination, not one-time costs of the drive. Sizing that supply is what the per-pet supply math in our hurricane playbook is for.
Re-entry is gated by credentials and by inspection, not by your readiness to drive. The mechanics of who gets back in and when, and which credentials have to be obtained months in advance, are covered in who is allowed back through the checkpoint, and when. Being far away does not change the gate, but it does change how long you sit outside it and how much fuel the return leg needs.
An animal you left behind at a facility is now separated from you by the full distance. If part of your household boarded rather than traveled, the distance you chose is the distance between you and that animal for the duration. That trade is worked through in board or evacuate together, and it belongs in the distance decision rather than after it.
What to Ask Your Own County
The national figure on this page is about surge, and the two state figures belong to states that may not be yours. These are the questions that produce your own answer, asked in the quiet season of the agency that actually decides.
- What is my evacuation zone, and what is the zone at each of my candidate destinations?
- Does this county publish any distance guidance of its own, and if so, what is the exact wording?
- Which routes would be designated or reversed for my area, and where do they end up?
- Are there vehicle restrictions on those routes that would apply to a trailer?
- Which public shelter would take my household’s animals, and is it restricted to county residents?
- How long has re-entry taken after past events here?
Write the answers down with the date you got them, because zone maps and route plans are revised between seasons and an answer from three years ago is a guess.

Frequently asked questions
How far do I need to evacuate with my pets?
Three agency figures exist, one national and two state-specific, and they agree in direction: tens of miles, not hundreds. NOAA, on its hurricane forecasting explainer last updated June 7, 2023, states "In many cases you only need to travel tens of miles to move away from the risk of storm surge." The South Carolina Department of Public Safety, writing about South Carolina hurricanes, states "If a large storm is close, consider staying outside the vulnerable area with family and friends or in a hotel. Be ready to drive at least 20 to 50 miles inland to locate a safe place." The Florida Division of Emergency Management, writing about Florida hurricanes, states "Evacuations do not have to be hundreds of miles away – they can typically be tens of miles inland to a location that can withstand hurricane-force winds and rain." All three are hurricane figures written about storm surge and hurricane winds. None is a wildfire rule or a flood rule, and neither state figure is written for the other state. What none of them does is decide a specific address, and the test that does travel is the National Hurricane Center's, which describes a suitable inland destination as one where the host lives "in a structure that is safe from the wind and outside of flood-prone areas." Apply that test to a specific address, then take the closest address that passes, because with animals in the car every extra hour is a cost you pay in confinement, heat and fuel.
Is it true that you should run from the water and hide from the wind?
That phrase is real, and NOAA reports it rather than issuing it. NOAA's Ocean Today storm surge feature states "As a reminder, emergency managers want us to run from the water and hide from the wind." It is a memory aid for one idea: water is the hazard you must physically leave, and wind is the hazard you can be inside a strong building for. It is not a distance rule and it has limits you have to know. The 2026 Southeast Texas Hurricane Guide published by the National Weather Service Houston/Galveston office states that "No mobile home or manufactured home - no matter how new it is - can provide safe shelter from hurricane force winds." Hiding from the wind is therefore not available at home to a manufactured-home household, whatever the mileage. In its report on Hurricane Helene, dated 17 February 2026, the National Hurricane Center attributes 65 direct deaths to Helene's winds, of which 61 were caused by falling trees, well inland of the coast. So treat the phrase as a way to remember which hazard forces you out of the building, not as a promise that any inland building is safe.
Should I drive several states away with my pets to be safe from a hurricane?
Usually not, and the agencies that publish on this say so in their own words. NOAA's national hurricane preparedness guidance, last updated March 17, 2022, states "You do not need to travel hundreds of miles. Your destination could be a friend or relative who lives in a well built home outside flood prone areas." NOAA's Weather-Ready Nation evacuation page carries a second national version of the same line: "You do not need to travel hundreds of miles, but have multiple options." The National Weather Service forecast offices at Newport/Morehead City, North Carolina and Wakefield, Virginia republish that national passage and add the pet instruction: "Plan several routes. Be sure to account for your pets." For a household with animals the argument is stronger still, because a multi-state drive multiplies carrier time, cabin heat exposure, relief stops, fuel stops and the number of nights you need a place that accepts your species and your count. There are real exceptions, and this page names them: island and single-road geographies, manufactured housing, and households whose nearest wind-safe address that will take the animals genuinely is far away. Distance should be an output of testing addresses, not an input you pick in advance.
How do I know if my evacuation destination is actually out of the hazard?
Check the destination address the same way you check your own, and check it for the specific event rather than in general. The National Hurricane Center publishes National Storm Surge Risk Maps, currently Version 4, and states that they "make it clear that storm surge is not just a beachfront problem, with the risk of storm surge extending many miles inland from the immediate coastline in some areas." That page then tells readers who find themselves in a vulnerable area to "find out today if you live in a hurricane storm surge evacuation zone as prescribed by your local emergency management agency." Do that lookup for the destination as well as for home. Then check the second half, which is the building: NOAA's national hurricane preparedness guidance, last updated March 17, 2022, describes the destination as "a friend or relative who lives in a well built home outside flood prone areas" and Florida's Division of Emergency Management frames the same idea as knowing your home "and its ability to withstand strong winds and heavy rain." A destination that clears the zone map but sits in a mobile home has failed half the test, and a reinforced house inside a surge zone has failed the other half.
Does driving farther inland make my pets safer?
Not automatically, and there are documented cases where it did the opposite. Ready.gov's hurricane page, last updated 07/09/2026, states that hurricanes "are not just a coastal problem" and asks readers to "Find out how rain, wind, water and even tornadoes could happen far inland from where a hurricane or tropical storm makes landfall." The National Hurricane Center's report on Hurricane Helene, dated 17 February 2026, records at least 94 direct deaths from freshwater flooding including landslides and debris flows, with 77 in North Carolina, 15 in Tennessee and 2 in South Carolina, and calls Helene "the most devastating natural disaster in western North Carolina's history." Inland terrain carries its own hazards, and rainfall footprints reach much farther than surge does. The safe move is to test the destination against the forecast for that event, not to assume that more miles equals less risk.
What does the extra distance actually cost me if I have animals in the car?
It costs time inside a carrier, cabin and cargo-area heat, relief opportunities you may not get, fuel range, and nights of lodging that has to accept your species and your count. It also costs you on the way back. The 2026 Southeast Texas Hurricane Guide, published by the National Weather Service Houston/Galveston office, tells evacuees to "Prepare to stay at your destination for a week or more as re-entry may be restricted; check with jurisdiction before returning to make sure it is safe to do so." A destination two hours away and a destination ten hours away are the same decision on the map and very different decisions for a cat that has been in a carrier since dawn or a dog whose medication schedule assumed a kitchen counter. Ready.gov's evacuation page, last updated 03/20/2026, tells drivers to "Keep a half tank of gas in it at all times in case of an unexpected need to evacuate" and Florida's Division of Emergency Management runs a whole campaign on that one habit. Fuel range is a real limit on distance, not a background detail.
Is there any situation where I should evacuate a long way with my pets?
Yes, and geography is usually the reason. Monroe County, Florida, covering the Florida Keys, publishes evacuation zones by mile marker along a single road, states that there are "no shelters in Monroe County for a hurricane rated at or above a Category 3" and that "Evacuation becomes mandatory for everyone" at that severity, and names designated shelters on the mainland in Miami-Dade County. A household on that chain does not get a twenty-mile answer, because there is no qualifying twenty-mile destination. The same logic applies to a barrier island, a low-lying peninsula, or a household in a manufactured home whose nearest wind-safe building that will accept the animals is genuinely far. In those cases distance is not a preference, it is what the map leaves you. Plan it as a long trip: fuel, relief stops, medication schedules, and lodging that accepts your species and your count, arranged before the season rather than at a gas station.
