Decontaminating a Cat After Ash or Floodwater: The Grooming Problem, and What Is Actually Published

Some pet emergencies outrun any checklist. If an animal is collapsing, struggling to breathe, or was exposed to something toxic, stop reading and call your veterinarian or the nearest emergency animal hospital now. When officials order an evacuation, go; nothing on this page is worth delaying your own exit. The same quotation continues, and the alternative it names for a cat is a towel: "Owners may require veterinary assistance for medications to calm cats who don’t like water or baths, but either way, gently placing a towel over a cat’s face can keep them calm when you begin to wet them."
- No published source we opened gives a dilution, a concentration or a contact time for washing a cat. NASAAEP's 2023 Decontamination best practices, Appendix F, says of cats that "Diluted liquid soap/shampoo can be sprayed onto the cat using a small trigger sprayer" and never states what diluted means. Texas A&M names products without a ratio or a time, writing that Zoran "recommends using dish soap or baby shampoo, as they are safe, easy to obtain, and very effective." California Department of Public Health's January 2025 ash sheet is one line: "Keep pets away from ash and shampoo them if they get ash on them." Three publishers, no numbers between them for a cat. There is one animal-applied number in the wider record, and it belongs to a different animal and a different setting: NASAAEP Appendix D lists, among supplies for canine responder decontamination, that if a biological hazard is suspected you "walk the canine through a foot bath of dilute Clorox solution (0.5% sodium hypochlorite made by 1:10 dilution in water)". That is a dog's foot, in a trained-responder corridor, conditioned on a suspected biological hazard. It is not published for a cat, and it does not belong on one.
- The one complete written protocol for a cat was not written for your bathroom, and it says so. NASAAEP Appendix F states "Only trained personnel should attempt to decontaminate any animal", and the wire-cage cat method sits inside a sample standard operating procedure the document introduces as having been "provided courtesy of the State Radiological Incident Response Planning Work Group" for a fictional nuclear generating station. Where it contemplates owners doing the work, it describes supervision: the owner "should be given proper PPE, shown how to don the PPE, and given instructions on how to decontaminate their pet", and "If possible, a member of the decontamination unit should supervise this operation."
A dog that rolls in something toxic waits for you to deal with it. A cat starts dealing with it immediately, with its tongue, and it is very good at the job. That is the whole problem on this page. Whatever is sitting on the coat when you carry the animal inside has a delivery route to the stomach that opens the moment you set the carrier down and walk away to find a towel.
Texas A&M School of Veterinary Medicine and Biomedical Sciences publishes the sentence this page is built on. In its Pet Talk guide to bathing pets after natural disasters, dated January 5, 2024, it quotes Dr. Deb Zoran, then interim director of the Texas A&M Veterinary Emergency Team: “Owners should clean their pets as quickly as possible after exposure to potentially hazardous materials because some contaminates, like oil and certain chemicals, can be absorbed through the skin, causing pets to become sick.” The next sentence is the one that gets left off when this quote travels: “Even if they are contaminated with chemicals that aren’t absorbed by the skin, pets can still lick themselves and ingest the contaminants or expose their pet parents to the hazardous materials.”
Read those two sentences together and the urgency changes shape. It is not only that the skin absorbs. It is that a contaminant which the skin would have ignored still gets in, by a route the animal opens itself, and that the same route puts the contaminant on your hands.
This page is what you do once you have hands on the cat. Before Anything Else: The Two Numbers
Two different phone numbers exist for two different species, and mixing them up costs time you do not have.
For the cat. The ASPCA Animal Poison Control Center publishes the number (888) 426-4435 and describes it as available “24 hours a day, 365 days a year.” The same page states: “A consultation fee may apply.” That disclosure is theirs and it is published in those words. Your own veterinarian, or the nearest open emergency veterinary hospital, is an equally reasonable first call.
For a person. The federal Poison Help site run by the Health Resources and Services Administration publishes the Poison Help Line at 1-800-222-1222 and states that “Poison Help is available 24/7 in over 100 languages.”
Call on suspicion, not on symptoms. This page is deliberately not going to hand you a list of signs to watch for before you decide whether the exposure counts, because a list like that is an invitation to wait, and waiting is the thing that turns a phone call into a hospital visit.
Why the Cat Is a Different Animal Here
Two claims get made about cats and contamination. One of them is well documented. The other is repeated everywhere and is narrower than the internet believes. They deserve to be handled separately, because welding them together produces a confident-sounding sentence that neither source actually supports.
The documented part: grooming is an ingestion route
The behavior is the mechanism, and it is published in more than one place.
Texas A&M’s line, quoted in full above, is that pets “can still lick themselves and ingest the contaminants.” That is written about pets generally rather than cats specifically, and it should be read that way.
The cat-specific evidence sits in the veterinary research literature, and it is about ordinary house dust rather than disaster debris. In Frontiers in Veterinary Science, Henríquez-Hernández and colleagues, writing in 2017 about pet cats as a sentinel species for human exposure to flame retardants, state that “the ingestion of dust from the environment is considered the most important route of exposure for BDEs in cats” and that “due to their grooming habits, cats have been classically used to evaluate the level of human exposure to BDEs through the indoor dust.” In that same paragraph the authors note that ∑BDE levels in cats are “often 20- to 100-fold greater than median levels in US adults” in the wider literature, while separately reporting that in their own cohabiting pairs the median was “only double in cats than in humans of this study.” That is a narrower gap than the wider literature they cite, and the authors say so themselves.
Be precise about what that study is and is not. It measured brominated flame retardants and related pollutants in cats on Gran Canaria and compared them with the people they lived with. It is not a study of wildfire ash, and it is not a study of floodwater. What it establishes, in a peer-reviewed veterinary journal, is the general proposition that particles settling on a cat’s fur have a well-recognized path into the cat, and that grooming is the reason researchers use cats as a sentinel for household dust exposure at all.
NASAAEP, the National Alliance of State Animal and Agricultural Emergency Programs, treats the same behavior as an operational problem in its 2023 Decontamination best practices. Under behavioral triage it lists that “Consideration of methods for preventing self-grooming behaviors (muzzles, etc.) should be considered/implemented for dogs/cats.” Elsewhere, in a note about the harmless stand-in substances used to train decontamination teams, it states: “Animals must be prevented from licking themselves to avoid ingestion of the simulant, even if it is nontoxic.” That second sentence is about training exercises, not about your kitchen. It is quoted here because of what it reveals about how the people who do this work think: even when the substance on the coat is deliberately chosen to be harmless, the plan still assumes the animal will eat it.
The overstated part: the enzyme story
You will find, on a great many pet-care pages, a confident explanation that cats cannot process certain chemicals because they lack a liver enzyme. There is a real finding underneath that, and there is also a primary veterinary source warning that the finding gets cited beyond what it supports.
Michael H. Court, writing in Veterinary Clinics of North America: Small Animal Practice in 2013 on feline drug metabolism and disposition, states in the paper’s synopsis: “Cats lack the major phenol UDP-glucuronosyltransferase (UGT) enzymes, including UGT1A6 and UGT1A9, that glucuronidate acetaminophen and propofol.” That is the real finding. Now read what the same paper says about the shape of it: “Since then various studies have determined that this deficiency in cats is not generalized to all glucuronidated drugs, but is dependent on drug structure. Specifically the defect appears to mainly affect compounds with a simple planar phenolic structure.”
And then the sentence that ought to end most of the internet’s use of this claim, from the same paper: “Pharmacology texts and other sources frequently cite deficient glucuronidation as the cause of toxicity or need for dose reduction of glucuronidated drugs given to cats without adequate justification.”
So here is the honest boundary. Court’s paper is about drugs studied in pharmacokinetic research: acetaminophen, propofol, carprofen, aspirin. It is not about wildfire ash and it is not about floodwater, and no source opened for this page connects the two. We are not going to build a bridge between a federal agency’s list of what ash contains and a pharmacology paper’s list of what cats clear slowly, because neither author built that bridge and a sentence with one source’s subject and another source’s predicate is not a fact.
What survives the check, and what is worth carrying into the bathroom with you, is narrower and still useful: the veterinary literature documents that cats and dogs are not interchangeable in how they handle certain compounds, which is a good reason not to reason from your dog to your cat, and the grooming route is documented in its own right. The behavior is enough. You do not need the enzyme to justify washing the animal.
What Is Actually on the Coat
Two hazards land on this page and they are not the same hazard, so they get quoted separately.
Ash from a structure fire
EPA’s Protect Yourself from Ash page, last updated July 28, 2026, draws the distinction that matters after an urban wildfire: “Ash from burned structures in the wildland–urban interface generally contains more harmful chemicals than forest ash.” Further down, under other dangers, the same page names the categories, listing “Asbestos, heavy metals, and cancer-causing chemicals: These include metals (lead, arsenic, cadmium, chromium [total and hexavalent], copper, nickel, zinc), polycyclic aromatic hydrocarbons (or PAHs), dioxins, and furans.” That is EPA’s list and this page adds nothing to it, attaches no concentration to any item on it, and states no health threshold for any of them. EPA also publishes the hazard that wetting ash creates, and it matters for everything that follows on this page: “Contact with wet ash can cause chemical burns or skin irritation.” That is the reason the gloves and the apron a few sections down are not optional, and the reason nothing here is done bare-armed. A damp towel over a loaded coat, and a full bath after it, are both wet ash against skin. The bullet immediately after that list is one that matters for a household putting an animal back into a smoke-damaged home: EPA says to “Avoid using products that add chemicals to the air to remove or neutralize smoke odors, such as ozone and hydroxyl generators, or other oxidizers.”
The same page gives the instruction about animals directly: “Clean ash off pets and other animals and keep them away from contaminated sites.” One sentence, two obligations, and the second one is the one people skip.
Los Angeles County Department of Public Health, in its pet safety fact sheet for returning to areas affected by fires, smoke and ash, frames the same hazard around the animal’s own habits: it warns owners to be cautious of hazardous chemicals “including those used in firefighting, burned materials, or soot that may still be present in your home” and states that “Even small amounts of these substances can harm your pet if licked, eaten, or inhaled.”
If your reading of that list includes the word asbestos, stop and route rather than improvise. EPA’s own instruction is administrative, not procedural: “If you suspect hazardous waste, including asbestos, is present, contact your local hazardous waste authorities regarding appropriate disposal.” It also states, about the property generally, “Consider seeking professional assistance if you find structural damage or hazardous materials, the HVAC system is impacted, or the scale of cleanup is more than you can manage on your own.” There is no homeowner method on this page for handling, wetting, bagging or disposing of suspected asbestos-containing debris, and there should not be one anywhere.
Floodwater
NASAAEP’s Decontamination document is unusually direct about floodwater, and it is direct because it thinks the public underrates it. Its hazards section states: “Floodwater must be treated as a severe contaminant, and animals must be decontaminated. The public might not understand the seriousness of floodwater contamination, so including information in public messaging regarding the need for decontamination would be prudent.”
On contents, the same document states: “Floodwaters are one of the most dangerous types of contamination. Flood waters contain stored chemicals released from flooded areas along with microorganisms associated with human and animal sewage or feces.” It continues: “Bacterial organisms may include serious pathogens, including enteric organisms like Salmonella species and flesh-eating bacteria.” Elsewhere it names the consequence of the ingestion route specifically: “Consumption of flood waters can result in exposure to raw sewage bacteria, causing gastrointestinal illness.” And it does not treat the wash as the end of the matter. In the same floodwater passage it states: “Animals and responders should both be monitored for signs of illness after floodwater decontamination operations.” Both, in that sentence, means you as well as the cat.
Note what that means for a cat that got its feet wet and then sat down to clean them. The exposure does not require the animal to have drunk anything.

Why the priority is removal, not treatment
One line from NASAAEP explains why this is worth doing properly rather than partially: “Removing external contamination is the priority so that the animal does not contaminate itself, other animals, humans, or the environment (kennel, shelter, or home).”
Four things get contaminated by one unwashed cat, and three of them are not the cat.
The sentence that follows it in the same document is the one that sets expectations honestly: “An animal may need to be decontaminated more than once if visible contamination or above-limit radiological contamination remains.” That second condition belongs to a radiological incident and does not travel to ash or floodwater, but the first half does. One wash is not guaranteed to be the whole job.
Where the Published Protocols Come From, and What Comes With Them
There are two useful documents here and they were written for two different readers. Being clear about which is which is the difference between following guidance and misappropriating it.
Texas A&M’s Pet Talk piece is written for owners. It is an article addressed to pet parents about washing their own animals after a disaster, quoting a veterinarian who directs a veterinary emergency team. Its instructions are the ones on this page that you can act on directly.
NASAAEP’s Decontamination best practices is written for responders, and the cat-specific method inside it comes with restrictions that must travel with it. The document states, among its tactical considerations, that “Animal decontamination is most effectively and safely done by individuals trained in both animal handling and decontamination.” In Appendix F it states flatly: “Only trained personnel should attempt to decontaminate any animal.”
There is more context worth knowing before anyone treats Appendix F as a home recipe. The step-by-step procedure inside it is presented as a template. The document introduces it this way: “The following standard operating procedure (SOP) was provided courtesy of the State Radiological Incident Response Planning Work Group. The sample SOP can be used as a template for a jurisdiction to create an animal decontamination SOP. Not all statements in the sample SOP will apply to all jurisdictions.” The SOP itself opens by naming its scenario, a nuclear generating station in a county whose name is a placeholder. It is a model document for a radiological incident, not a bathroom guide.
Appendix F does contemplate owners doing the work, and the way it describes that is instructive: “Under some circumstances, it may be practical to allow owners to decontaminate their pets. In these cases, and before the owner goes through decontamination, the owner should be given proper PPE, shown how to don the PPE, and given instructions on how to decontaminate their pet.” Then: “If possible, a member of the decontamination unit should supervise this operation.” Supervised, briefed, equipped. That is the version of owner participation this document endorses.
The main body of the same document lists what the working group sees as the drawbacks of owners doing it alone, which is a useful reality check on any page like this one. It names “a lack of training in safe animal handling and decontamination techniques, personal protective equipment, lack of fit testing or medical clearance for respirator use, injury potential, additional exposure potential, and failure to adequately decontaminate pets.”
None of that means you should leave a contaminated cat contaminated. It means that where NASAAEP’s specifics appear below, they appear labelled, and that if a trained team, an animal control unit or your veterinary hospital is available to you, that is a better answer than doing it yourself. The Sequence
1. Set up before you bring the cat in
Texas A&M’s article puts the environment first, and for a cat it may be the highest-leverage step on the page. It reports that Zoran “suggests owners wash their pets in a quiet environment with at least one additional person, as this provides a calm and controlled setting, while minimizing stress for the animal.”
Two people, one quiet room, everything gathered before the cat arrives. NASAAEP’s cat method makes the same point about the room from a different angle, noting for cats that “Indoor decontamination may be preferred to decrease the likelihood of escape.” A contaminated cat loose in a yard after a disaster is a second emergency stacked on the first.
2. Put your own gear on, and do not put any of it on the cat
The gear list for the person washing the animal is published by Texas A&M, and Zoran gives the reason in one clause worth reading twice: owners should wear the following “because contaminants will fly when animals shake from being wet.” The list, in the article’s own words:
- “Eye protection, such as glasses, goggles, or sunshades (if outside)”
- “Facemask that covers the nose and mouth to prevent wastewater exposure”
- “Gloves and an apron or full-body covering, such as a rain suit, to protect clothing and skin from wastewater”
That is the washing list. It is not the ash cleanup list, which is a different job published by a different body. For the person cleaning ash off a property, EPA’s Protect Yourself from Ash page specifies “work gloves, long-sleeved shirts, long pants, socks, and sturdy, thick-soled shoes to avoid skin contact” plus goggles and head coverings, and for the lungs a “close-fitting respirator that filters ash particles from the air you breathe”, and it tells you to “Select a respirator that is NIOSH Approved” and, in the rest of that sentence, one printed with the word NIOSH and with either N95 or P100. The same page then closes the loophole people reach for: “Surgical masks and one-strap dust masks will not protect your lungs. They are not designed to seal tightly to the face.” The sentence immediately after that one is a carve-out worth carrying: “If you have heart or lung disease talk to your health provider before using a respirator or working around ash.”
Two lists, two agencies, two jobs. Do not merge them and do not attribute either one’s items to the other.
That fence leaves one route to check before calling it unaddressed: the lungs. The washing list’s facemask line, quoted above, is published to prevent wastewater exposure, not ash particulate, and EPA’s own words about a facemask are specific: “Surgical masks and one-strap dust masks will not protect your lungs. They are not designed to seal tightly to the face.” Two of this page’s own sources do publish a respiratory instruction for indoor ash exposure, and neither one is EPA’s outdoor-cleanup respirator. California Department of Public Health’s January 2025 ash sheet, already quoted on this page for its pet line, states this in the same one-page document, under the heading “Keep Your Indoor Environment Clean”: “Wear a close-fitting N95 or P100 mask when cleaning.” Los Angeles County Department of Public Health’s pet safety fact sheet opens its return-home guidance the same way: “Use caution when returning home: Wear personal protective equipment (PPE) such as N95 masks or respirators, safety goggles, gloves, long sleeved shirts, long pants, shoes, and socks.” Both of those are indoor and return-home instructions, not outdoor-cleanup-only ones, so the reasoning above, that EPA’s own respirator was published, sized and fit-tested for a different job, does not extend to them; wash an ash-loaded cat indoors wearing the same N95 or P100 the state and the county both describe for that setting. The gap that survives, stated narrowly, is that no source opened for this page publishes a respirator instruction written specifically for the act of bathing an animal, as distinct from cleaning a home generally, which is why the mask above is a carry-over from CDPH and LA County rather than a rule this page invents. Ventilation still matters, but read it against Los Angeles County’s own conditional rather than as an unqualified open window. The same fact sheet instructs, before pets come home: “Open windows and doors if the air quality improves to allow your home to properly ventilate and clear out smoke particles.” It follows immediately with the caution people skip: “Be mindful of reintroducing smoke back into the home if air quality conditions worsen.” Its air-quality section gives the opposite instruction for when conditions have not improved: “Improve indoor air quality: Use indoor air purifiers with HEPA filters and close windows.” Check local air quality before you open anything for the wash; if you cannot confirm it has improved, run a fan or an air purifier in a closed room instead of opening a window onto air that may still be carrying ash.
And now the part that matters most, because a reader who has just been told to wear a respirator will reach for a second one. Los Angeles County Department of Public Health states it without qualification: “Do not place an N95 respirator on your pet. N95 respirators for people can be harmful if used on pets. Elastic straps can choke or strangle pets and the mask material can block their ability to breathe through their nose or pant.”
One more from EPA, about you rather than the animal, and quoted exactly as published because extending it would be inventing: “If you get ash on your skin, in your eyes, or in your mouth, wash it off as soon as you can.”
3. Decide whether you should be doing this at all
EPA’s ash page names who should not be doing ash cleanup work, and the sentence is not softened here: “People with heart or lung disease, older adults, and pregnant women should not participate in ash cleanup efforts.” The same page states that “Children should not be near ash or sites contaminated with ash.”
That guidance is written about ash cleanup rather than about bathing a cat, and this page is not going to pretend otherwise. But if you are the household member EPA has just named, and there is another adult available, this is a reasonable job to hand over, and the answer to being in one of those categories is not a better mask.
4. Strip everything the cat is wearing or lying on
Texas A&M: after the protective gear is on, owners “should remove any apparel the pet may be wearing, such as a harness or collar, as it will be contaminated. Any bedding that may be in a carrier with a pet should also be removed and either washed or thrown away, depending on how dirty they appear to be.”
NASAAEP’s SOP is blunter about the same items in a responder setting, noting that leashes, collars and other worn items “may not be able to be decontaminated and therefore not returned to the owner.” If a collar is porous, saturated and cheap to replace, replacing it is the simpler decision.
5. Dry first, and nothing with bristles
This is the step most likely to be done backwards, and Zoran’s instruction is one continuous quotation that has to be read to the end:
“Wet decontamination is simply bathing animals, but if there are large, dry particles on the pet, such as insulation, you should start with dry decontamination, meaning you use a damp microfiber towel to wipe off the particles before proceeding to wash the animal, as a towel will do a better job of removing dry particulates than water,” Zoran said. “No matter the method, you don’t want to use a brush, comb, or anything that can push contaminants closer to the skin.”
Note two things people get wrong when they quote that. First, “dry decontamination” here uses a damp microfiber towel; the word dry describes the state of the particles, not the towel. Second, the last clause is the load-bearing one, and it applies to both methods: no brush, no comb, nothing that drives material down toward the skin.
Texas A&M is also clear that this step is a preface rather than a substitute. Its own framing: “There are two decontamination processes, wet and dry, and while all pets will undergo a wet decontamination, Zoran pointed out that some pets will require dry decontamination beforehand.”
There is a different hazard where the published answer runs the other way, and it is worth naming so you do not carry the wrong rule. The International Volcanic Health Hazard Network’s ashfall preparedness guidance says, in two sentences: “Keep pets indoors. If pets go out, brush them before letting them indoors.” That is an instruction about volcanic ash from a volcanic ash body, and volcanic ash is a physically different material, which the same page describes as having a “sharp, crystalline structure” that “causes it to scratch and abrade surfaces when it is removed by wiping or brushing.” Worth reading further down that same page before you generalize the brush: for cleaning up ash deposits, IVHHN also states that “Dry brushing can produce very high exposure levels and should be avoided.” Our guide to protecting pets from volcanic ash fall works that whole sequence through with its sources quoted, including Alaska’s State Veterinarian.
Two hazards, two documents, two answers. The one on this page is the disaster-bathing answer for structure-fire ash and floodwater, and it comes from Texas A&M.
Also worth separating here: the damp-cloth wipe published by Los Angeles County. Its fact sheet says “After walking outdoors, wipe your pet’s paws and coat with a damp cloth” and, in the next sentence, “Consider bathing your pet more frequently based on their activity and exposures outside.” Read where that sits. It sits under “Ash and Debris Hazards”, in the item headed “Remove ash and debris from fur and paws”, and the county pairs it with more frequent bathing rather than offering it as a substitute for one. It is not published as a decontamination protocol for an animal that has been in the ash, and it should not be treated as a way out of washing one.
6. The face, before the bath
Zoran works front to back starting with the head, and the eye steps are specific:
“First, rinse their eyes out by flushing them with a sterile eyewash or contact lens solution,” Zoran said. “Flushing their eyes tends to also flush their nose, but you can wipe the front of the nose if there are clearly contaminants present. You shouldn’t try to squirt anything in their nose because that is generally not well received by pets.”
Then the protective step, which is the one owners have never heard of:
“Once you rinse their eyes and nose, you should put some protection in their eyes, such as sterile eye lube that can easily be bought at the store, that way if soap happens to get in their eyes, it isn’t going to cause a problem.”
And the ears, where the instruction is to leave them alone:
“In general, you don’t want to spend time cleaning dog or cat ears during the process because spraying water while attempting to clean their ears could push contaminated materials further down the ear canal. If there is a significant amount of debris present, it will likely require assistance from someone trained to properly clean ears.”
NASAAEP’s Appendix F opens its cat procedure at the same place, with a handling condition attached: “Cats – If the cat can be handled without injuries to either the cat or handler, flush the cat’s eyes with copious amounts of water, ophthalmic solution, or saline.” The condition comes first in that sentence for a reason.
7. Restraint: what a cat gets instead of a muzzle
For dogs, Zoran recommends a cloth or basket muzzle, saying it is “an important step in preventing a bite injury because no matter how well-behaved dogs are, frightened dogs may react adversely to situations they normally would not mind (e.g., a bath).”
Then she draws the species line herself, and the two halves of what follows belong together:
“On the other hand, cats should not be muzzled, as it will create greater stress and possibly make it difficult for them to breathe”, she said. “Owners may require veterinary assistance for medications to calm cats who don’t like water or baths, but either way, gently placing a towel over a cat’s face can keep them calm when you begin to wet them.”
A towel over the face is the only restraint aid any owner-facing source opened for this page names for a cat. NASAAEP’s responder equipment list does name others, and those belong to a trained decontamination corridor, not a bathroom. Its equipment list for “Gross decontamination of animals that may not be easily handled” includes “Cat sacks” and an “EZ Nabber for containing cats for gross decontamination”, and Appendix F separately specifies that “A wire cage will be supplied for decontamination” and that “The cat should be placed in a wire cage if it cannot be bathed with manual restraint using the protocol for dogs.” Not scruffing, not immobilizing, not a device improvised from something else in the bathroom. If your cat cannot be handled for this, that is information, not a failure, and the next section is about what to do with it.
There is a genuine tension between documents here and it is not going to be resolved by splitting the difference. NASAAEP lists, under behavioral triage in a responder corridor, that “Consideration of methods for preventing self-grooming behaviors (muzzles, etc.) should be considered/implemented for dogs/cats.” Texas A&M’s veterinarian says cats should not be muzzled. Those are two documents, written for two settings, saying two different things, and they are quoted separately here on purpose. In a home, with an owner doing the handling, follow the veterinary instruction addressed to owners.
8. Sedation is a veterinary decision, and it carries one clause
Zoran’s routing is explicit. The sentence quoted in full above opens “Owners may require veterinary assistance for medications to calm cats who don’t like water or baths” before it turns to the towel. Veterinary assistance. Not a supplement, not a pheromone product, not a leftover medication, not something a neighbour offers you.
If sedation is in the picture at all, NASAAEP’s safety clause goes with it and must not be dropped: “Sedated animals should never be submerged, and care must be taken that the pet’s mouth and nose are never underwater.” The same document adds, in its drying section, that “Sedated animals will need to be dried more quickly and thoroughly to avoid hypothermia” and that this “is especially critical in animals with low body mass.”
NASAAEP also publishes the option that is easy to overlook, which is deferral: “Any pet that cannot be safely decontaminated should be kenneled and held until adequate resources are available for restraint (including sedation).” In a home that translates to confinement, separation from people and other animals, and a phone call, rather than a wrestling match.
That deferral was written for a corridor where the same document also contemplates grooming prevention and trained staff, in the passage already quoted above: NASAAEP lists, under behavioral triage, that “Consideration of methods for preventing self-grooming behaviors (muzzles, etc.) should be considered/implemented for dogs/cats.” A home has neither that control nor the trained staff. A contaminated cat held in a closed room during the wait is still grooming the coat the entire time, which is the exposure this page opened with, so the confinement is a containment measure for the house and the other animals in it, not a pause on the exposure to the cat itself. That changes what the phone call should say. Tell whoever answers that the cat is contaminated, cannot be handled, and is grooming now, rather than describing it as a routine appointment request, because that is the detail that determines how the call gets triaged.
9. The wash
Texas A&M’s version, written for owners:
“First, make sure the pet’s coat is completely wet before applying soap; Zoran recommends using dish soap or baby shampoo, as they are safe, easy to obtain, and very effective. Then, pets should be rinsed off thoroughly with clean water.”
And the direction of travel, which is a technique rather than a product:
“It’s really important to wash and lather pets with your fingers in a front-to-back and top-to-bottom direction because if you don’t do it that way, you will recontaminate the clean areas,” Zoran said. “Once you are done cleaning, take pets out of the tub, drain the water, and rinse their feet off again, since they were most likely standing in dirty water. Otherwise, they will track contaminants elsewhere.”
Fingers, not a brush. Front to back, top to bottom. Feet last, again, after the dirty water is gone.
NASAAEP’s cat-specific alternative is for a cat that cannot be handled in a tub, and it is quoted here as what a trained team does, not as a home instruction:
“Diluted liquid soap/shampoo can be sprayed onto the cat using a small trigger sprayer. The cat in the wire cage should then be gently sprayed with water. Warm water is preferred. Do not use a strong stream of water as this may cause the cat to panic in the cage and be injured. The cat should not be removed from the wire cage to be dried. The wire cage should be placed inside a kennel in a warm area to allow the cat to dry.”
Three things in that passage are worth carrying even if the wire cage is not: warm water preferred, no strong stream, and the cat not being pulled out wet and handled a second time. The word “diluted” is doing real work in that first sentence and NASAAEP never says what it means by it, which brings us to the gap.
10. The gap: nobody publishes a number
This is the honest centre of the page.
Across every source opened for it, no publisher gives a dilution ratio, a concentration, a contact time or a soak time for washing a cat. NASAAEP says “Diluted liquid soap/shampoo” and stops. Texas A&M names dish soap or baby shampoo and stops. California Department of Public Health, in its January 2025 ash exposure sheet, says only “Keep pets away from ash and shampoo them if they get ash on them.” EPA says “Clean ash off pets and other animals” without describing how.
That is a documented absence across the specific sources named here, arrived at by opening each one, and not a claim that no such guidance exists anywhere in print. There is one animal-applied figure in the wider record, and it belongs to a different animal and a different setting. NASAAEP’s Appendix D, in its list of supplies for canine responder decontamination, states: “If a biological hazard is suspected, walk the canine through a foot bath of dilute Clorox solution (0.5% sodium hypochlorite made by 1:10 dilution in water)”. That is a dilution ratio and a concentration, published for a live animal, in the document this page cites most heavily. It is also a canine foot bath, inside a trained-responder decontamination corridor, conditioned on a suspected biological hazard, not a bathing instruction for a cat. Nothing about it was written for a cat, whose first act after being set down is to groom its own paws, and this page is not going to carry it onto one. If your veterinarian gives you a number for your cat, the number from your veterinarian wins over anything on this page.
What NASAAEP does publish, in place of a ratio, is a performance description that is oddly more useful: “If washing is the decontamination method of choice for the particular agent, enough water and surfactant have to be applied to the animal to ensure penetration of the animal’s haircoat to remove the agent from its skin.” Coat penetration is the goal. A cat with a dense undercoat and a cat with a thin one are not the same job, and Zoran notes that bathing is made harder by “the type of hair a pet has, the length and thickness of their hair, and the degree of contamination, since certain materials trapped in the coat can be extremely difficult to remove.”
One more boundary, because it is the one most likely to hurt somebody. There are real published dilutions and soak times in disaster guidance, and they are written about food containers, dishes and hard surfaces. They belong to those objects. Do not carry a container or surface figure onto a coat, onto skin, onto a wound or onto a soft carrier, and do not let a preparedness checklist that lists bleach among sanitation supplies read as permission to put any of it on an animal. 11. Drying, which is not optional
Texas A&M closes the process here, and the sentence carries a temperature that belongs to that publisher: it states that “Zoran strongly encourages owners to end the cleaning process by drying their pets with clean towels, especially if air temperatures are lower than 65 degrees. Pets can become hypothermic when they are bathed in temperatures cooler than that, meaning their body temperature will drop too low.”
NASAAEP’s drying section happens to use the same figure while making a different point, about a different species, in a different document: “In mild or warm environments (above 65 degrees), simple towel drying can be adequate for dogs, who can complete drying in a wire kennel/cage.” It continues: “For smaller animals or colder temperatures, electric grooming dryers may be necessary, although extreme caution must be observed to avoid hyperthermia (overheating).”
Those are two separate documents making two separate points that share a number by coincidence. They are not quoted here as agreement, and neither one is restated as a rule of this site. Read each against its own source and its own species.
The practical version for a cat: do not put a wet cat into a cold room and walk away. NASAAEP’s own cat handling, again from a responder setting, has the animal drying “inside a kennel in a warm area”, undisturbed, without being pulled out and handled again.
12. Clean the things the cat goes back to
A clean cat returning to a contaminated carrier is a cat you will be washing twice.
Los Angeles County’s fact sheet covers the household side: “Smoke residues, soot, and ash can cling to surfaces, so make sure your home is thoroughly cleaned before allowing pets to roam freely. Thoroughly clean floors, bedding, furniture, toys, and bowls for water and food before your pet uses them.” It also names the containment option most people need, which is a partial return rather than an all-or-nothing one: “Provide pets with a designated safe, familiar space in the home that is free from ash and smoke particles. Crates or exercise pens are useful to keep pets in recently cleaned or designated safe areas.”
On what to clean those items with, the ASPCA’s poisonous household products page is the source, and its opening sentence has a condition attached that has to stay attached: “Most cleaning products are safe to use around dogs and cats as long as they are used per labeled directions.” That is a statement about labelled use around an animal. It is not an endorsement of any product used off-label on an animal, and it must never be read as one. The same page adds, immediately after: “Obtain veterinary advice when using cleaning products around birds, as they are extremely sensitive to the fumes.”
On bleach specifically, the ASPCA writes: “Ingestion of undiluted bleach can cause injury to the mouth and esophagus, especially if it is a high concentration or has a high pH.” And then, about objects rather than animals: “Diluted bleach can be safely used to clean pet toys and kennels, as long as it is diluted, thoroughly rinsed and the bleach odor has dissipated prior to letting the pet back around the items.” Three conditions in one sentence, and the pet is out of the room for all of them.
If you are reaching for more than one product, one rule gets quoted rather than paraphrased. EPA’s A Brief Guide to Mold, Moisture and Your Home, last updated February 18, 2026, states: “If you choose to use disinfectants or biocides, always ventilate the area and exhaust the air to the outdoors. Never mix chlorine bleach solution with other cleaning solutions or detergents that contain ammonia because toxic fumes could be produced.” Ventilate, and never mix. That is EPA’s wording and this page is not going to improve on it or explain what the fumes are, because EPA does not.

What This Page Will Not Tell You
Stating the gaps is part of the job, because the gaps are where invented answers grow.
No time window. Nothing opened for this page states how long a cat can have access to a contaminated coat before it matters, and no figure of that kind appears here. Texas A&M says to clean as quickly as possible. That is the published urgency and it is the whole of it.
No quantity. No source gives an amount of ash, sediment or residue that constitutes a dangerous ingestion for a cat, and none is going to be estimated here.
No product endorsement. No source opened for this page names a commercial pet wipe brand or a wipe formulation as safe for a contaminated cat, so this page names none. A wipe is not a decontamination in any document quoted above.
No grooming-prevention gadget. No source published for owners recommends an e-collar, a bodysuit, a bitter spray or a taste deterrent as a way to stop a contaminated cat from grooming. NASAAEP’s line about preventing self-grooming behaviours belongs to a responder corridor with trained handlers, and Texas A&M’s veterinarian rules out the specific device it mentions for cats. Confinement in a clean space, and a fast wash, are what the record actually supports.
No prediction. Nothing here can tell you whether a particular cat that has already groomed a contaminated coat will become ill or will not. That is exactly why the routing above is on suspicion rather than on signs.
The Checklist
- Get the cat contained and away from the contaminated area first. If it is hiding, our hiding-cat capture guide covers that half; do not chase.
- Confirm the property is safe to be on at all. Los Angeles County’s own opening line is to not attempt to return to disaster-affected areas until cleared to do so by local authorities.
- If a trained animal control unit, a veterinary hospital or a responder decontamination unit is available to you, use it. NASAAEP’s position is that only trained personnel should attempt to decontaminate any animal.
- Set up a quiet indoor room, with a second person, before the cat comes in.
- Put on the washing gear Texas A&M lists: eye protection, a facemask covering nose and mouth, gloves, and an apron or full-body covering. Put none of it on the cat.
- Remove the collar, harness and any carrier bedding. Wash or discard them rather than putting them back on a clean animal.
- If there are large dry particles, wipe them off with a damp microfiber towel first. No brush, no comb, nothing that pushes material toward the skin.
- Flush the eyes with sterile eyewash or contact lens solution, wipe the front of the nose if needed, and put nothing into the nose. Leave the ears alone.
- Apply sterile eye lube before soap goes anywhere near the head, so a splash is not a second injury.
- Do not muzzle the cat. A towel gently over the face is the restraint aid the veterinary source names.
- If the cat cannot be handled safely, stop and call your veterinarian rather than escalating the restraint. Say the cat is contaminated and grooming now, since confinement limits spread but does not stop the cat grooming the contaminant off itself while it waits. Any sedation decision belongs to them, and a sedated animal is never submerged.
- Wet the coat thoroughly, lather with your fingers front to back and top to bottom, and rinse with clean water. Warm water is preferred in NASAAEP’s cat method, and a strong stream is not.
- Rinse the feet again at the end, after the dirty water is drained.
- Dry the cat with clean towels in a warm space. Do not leave a wet cat in a cold room.
- Clean the carrier, bedding, bowls, toys and the floors the cat will use, following labelled directions on any product, and following EPA’s rule to ventilate and never mix chlorine bleach solution with cleaning solutions or detergents that contain ammonia.
- If the cat groomed contaminated fur at any point, call. ASPCA Animal Poison Control at (888) 426-4435, available 24 hours a day, 365 days a year, with a consultation fee that may apply, or your own veterinarian.
- If a person in the household got ash on skin, in eyes or in the mouth, EPA’s instruction is to wash it off as soon as you can. For a human exposure, Poison Help is 1-800-222-1222.

My cat walked through wildfire ash. Do I have to bathe it, or is wiping enough?
Published guidance points at washing, and the wipe is not published as a substitute for it. California Department of Public Health's ash exposure sheet, dated January 2025, tells households to "Keep pets away from ash and shampoo them if they get ash on them." EPA's Protect Yourself from Ash page, last updated July 28, 2026, states "Clean ash off pets and other animals and keep them away from contaminated sites." Los Angeles County Department of Public Health's pet safety fact sheet for returning to areas affected by fires, smoke and ash does publish a damp-cloth line, but read the whole bullet: it sits under the heading "Ash and Debris Hazards", in the item headed "Remove ash and debris from fur and paws", saying "After walking outdoors, wipe your pet’s paws and coat with a damp cloth", and it is followed by "Consider bathing your pet more frequently based on their activity and exposures outside." A wipe after a short outing and a decontamination after a cat has been in ash are two different situations. If the coat is visibly loaded, Texas A&M School of Veterinary Medicine and Biomedical Sciences describes wiping large dry particles off with a damp microfiber towel first and then washing the animal, not instead of washing it. If you cannot safely wash your cat, that is a call to your veterinarian rather than a reason to settle for a wipe.
Is it dangerous if my cat already licked ash or floodwater off its fur?
Treat it as a reason to call, not a reason to wait and watch. Texas A&M School of Veterinary Medicine and Biomedical Sciences, quoting Dr. Deb Zoran, states that even with chemicals that are not absorbed through the skin, "pets can still lick themselves and ingest the contaminants or expose their pet parents to the hazardous materials." Nobody can tell you from a web page whether a particular cat will become ill, and this page is not going to give you a list of signs to check first, because the point of calling early is that you call before signs. The ASPCA Animal Poison Control Center publishes the number (888) 426-4435, says it is available 24 hours a day, 365 days a year, and states "A consultation fee may apply." Your own veterinarian or the nearest emergency veterinary hospital is the other route, and either is a reasonable first call. Tell whoever answers what the cat was in, whether it was ash from burned structures or floodwater, and roughly how long it had access to its own coat before you cleaned it.
Can I muzzle my cat so it stops grooming while I clean it?
No. Texas A&M School of Veterinary Medicine and Biomedical Sciences, quoting Dr. Deb Zoran in its guide to bathing pets after natural disasters, states: "On the other hand, cats should not be muzzled, as it will create greater stress and possibly make it difficult for them to breathe". That instruction is specific to cats and it is the opposite of what the same veterinarian recommends for dogs. The alternative she names in the same passage is a towel: "gently placing a towel over a cat’s face can keep them calm when you begin to wet them." There is a responder-facing document, NASAAEP's 2023 Decontamination best practices, that lists under behavioral triage that "Consideration of methods for preventing self-grooming behaviors (muzzles, etc.) should be considered/implemented for dogs/cats", but that line sits inside a professional decontamination corridor staffed by trained personnel and it does not overrule a veterinarian's species-specific instruction for a cat in a home. Do not improvise a grooming-prevention device on your own. If your cat cannot be handled safely for cleaning, call your veterinarian.
What soap and how much water should I use on a cat after ash or floodwater?
Sources name products. None of the sources opened for this page publishes a dilution, a concentration or a contact time for washing a cat, and this page will not invent one. Texas A&M School of Veterinary Medicine and Biomedical Sciences writes that Dr. Deb Zoran "recommends using dish soap or baby shampoo, as they are safe, easy to obtain, and very effective", that the coat should be completely wet before soap goes on, and that the animal should then be "rinsed off thoroughly with clean water." NASAAEP's 2023 Decontamination best practices says of cats that "Diluted liquid soap/shampoo can be sprayed onto the cat using a small trigger sprayer" and never defines diluted. California Department of Public Health says only to "shampoo them if they get ash on them." So the honest answer is that the published record gives you a product category and a technique and stops there, and the number you are looking for is a question for your veterinarian, who can weigh it against your cat and what it was in. The one animal-applied number in the wider record is not that answer: NASAAEP's Appendix D lists, for canine responder decontamination when a biological hazard is suspected, a foot bath of "dilute Clorox solution (0.5% sodium hypochlorite made by 1:10 dilution in water)". Not on your own initiative. Texas A&M School of Veterinary Medicine and Biomedical Sciences, quoting Dr. Deb Zoran, routes it to a professional: "Owners may require veterinary assistance for medications to calm cats who don’t like water or baths, but either way, gently placing a towel over a cat’s face can keep them calm when you begin to wet them." Veterinary assistance is the operative phrase, and it means a conversation with your veterinarian rather than something from a cupboard or a pet aisle. If sedation is in the picture at all, one safety clause must travel with it. NASAAEP's 2023 Decontamination best practices, in Appendix F, states: "Sedated animals should never be submerged, and care must be taken that the pet’s mouth and nose are never underwater." Do I need protective gear to wash a contaminated cat, and can I put a mask on the cat?
You need gear. The cat must never wear any of it. Texas A&M School of Veterinary Medicine and Biomedical Sciences publishes a list for the person doing the washing, and gives the reason in Dr. Deb Zoran's own words, "because contaminants will fly when animals shake from being wet": eye protection such as glasses, goggles or sunshades if you are outside; a facemask that covers the nose and mouth to prevent wastewater exposure; and gloves plus an apron or full-body covering such as a rain suit to protect clothing and skin from wastewater. That list is for washing an animal and it is not the same list EPA publishes for cleaning up ash, which is a different job. If ash is what you are washing off, two more sources cover your own lungs for indoor work specifically. California Department of Public Health's January 2025 ash sheet states, under its indoor-cleaning heading: "Wear a close-fitting N95 or P100 mask when cleaning." Los Angeles County Department of Public Health's return-home guidance adds: "Use caution when returning home: Wear personal protective equipment (PPE) such as N95 masks or respirators, safety goggles, gloves, long sleeved shirts, long pants, shoes, and socks." Neither sentence was written specifically for bathing an animal, but both cover indoor ash exposure generally, which is the situation you are in if you are washing ash off a cat inside your home, so wear the N95 or P100 both sources describe while you do it. On the animal, Los Angeles County Department of Public Health is explicit in its pet safety fact sheet: "Do not place an N95 respirator on your pet. N95 respirators for people can be harmful if used on pets. Elastic straps can choke or strangle pets and the mask material can block their ability to breathe through their nose or pant." Whatever you put on your own face stays on your own face.
Should I brush the ash out of my cat's coat first?
Not with a brush, per the veterinary source written for disaster decontamination. Texas A&M School of Veterinary Medicine and Biomedical Sciences quotes Dr. Deb Zoran describing dry decontamination as using "a damp microfiber towel to wipe off the particles before proceeding to wash the animal, as a towel will do a better job of removing dry particulates than water," and she continues, in the same quotation, "No matter the method, you don’t want to use a brush, comb, or anything that can push contaminants closer to the skin." There is a different hazard where a different publisher does say to brush, and it is worth knowing so you do not carry the wrong rule across. The International Volcanic Health Hazard Network's ashfall preparedness guidance says, in two sentences: "Keep pets indoors. If pets go out, brush them before letting them indoors." That is a volcanic ash instruction from a volcanic ash body, about a physically different material that the same page describes as having a "sharp, crystalline structure" which "causes it to scratch and abrade surfaces when it is removed by wiping or brushing." Different hazard, different document, different answer. For ash from a structure fire and for floodwater, follow the disaster-bathing guidance quoted above: damp towel first if there are large dry particles, no brush or comb, then wash. Wear gloves and an apron before you do it: EPA states that "Contact with wet ash can cause chemical burns or skin irritation", and a damp towel over a loaded coat is wet ash against skin.
The water is under a boil water notice. Can I still wash my cat with tap water?
Read your own notice and ask your veterinarian, because the published bathing instruction was written for people and it turns on not swallowing the water, which is exactly what a cat does to its own coat afterward. CDC's page on preventing Crypto at home during a boil water advisory, under a heading reading "Bathing and showering", states: "Be careful not to swallow any water when bathing or showering." It follows that with "Use caution when bathing babies and young children. Consider giving them a sponge bath to reduce the chance of them swallowing water." The same page has a separate section headed "Caring for pets", and that section is about drinking water rather than bathing: "Pets can get sick from some of the same germs as people or spread germs to people. Give pets bottled water or boiled water that has cooled." So CDC answers the drinking question for animals and does not answer the bathing-then-grooming question for them. Your own notice governs, and a do not use advisory is stricter than a boil water advisory. A contaminated cat that cannot be washed is a call rather than a wait: contact your veterinarian, or the ASPCA Animal Poison Control Center at (888) 426-4435, which publishes that it is available 24 hours a day, 365 days a year and that a consultation fee may apply.
