Radiation Emergency: Sheltering in Place With Pets

Some pet emergencies outrun any checklist. If an animal is collapsing, struggling to breathe, or was exposed to something toxic, stop reading and call your veterinarian or the nearest emergency animal hospital now. When officials order an evacuation, go; nothing on this page is worth delaying your own exit. This article is spec-and-evidence analysis of published guidance, not veterinary care for your specific animal. Where your vet's instructions or an official order differ from anything here, they win.

CDC states that about human hair and does not repeat it on the pet page, so no federal source rules on conditioning pet shampoo. Read the bottle before you reach for it, because two-in-one and oatmeal-conditioner formulas are the retail default.
- Not every animal can be bathed after a radiation emergency, and CDC's radiation pet decontamination page does not say so. It says pet and publishes nothing species-specific. The House Rabbit Society states that bathing rabbits is strongly discouraged, that a compromised rabbit may go into shock when bathed, and that a wet rabbit can quickly become hypothermic. PetMD states that bathing a chinchilla in water causes the dense fur to retain too much moisture, which can lead to matting or skin damage. If you keep a rabbit, chinchilla, guinea pig, bird or reptile, do not resolve that conflict by following a dog-and-cat instruction. It goes to your veterinarian and to the officials directing your response.
- You do not need bottled water to wash the animal. CDC's self-decontamination guidance says tap water can still be used for decontamination even when it may be contaminated, because radioactive material entering water sources gets diluted to very low levels, and that tap water is safe to use for washing skin, hair, and clothing. Separately, CDC states that boiling tap water will not remove radioactive materials, so boiling is not a treatment step for anything anyone drinks.
- Twenty-four hours is a planning floor for a radiation emergency, not a countdown, and there is a defensible number to stock to. Ready.gov says sheltering during a radiation emergency usually lasts at least 24 hours and CDC's radiation pet page tells you to bring in any supplies your pets might need for at least 24 hours. EPA's PAG Manual declines to specify a sheltering duration at all, but it does explain why its own planning window is four days: that is EPA's reasonable estimate of the time needed to take measurements, reach decisions, and prepare the next protective action. Stock to four days per animal and do the arithmetic before anything happens.
- Federal radiation guidance is silent on several pet questions. There is no pet dosing anywhere in CDC's potassium iodide guidance, no home alternative published for an animal that cannot be bathed, no drying instruction after the bath anywhere in the radiation record, and no instruction on what to do with the wash water. Read each of those as scoped to this hazard: CDC does publish a pet drying step for a chemical emergency, which is a different hazard with a different cleaning sequence and the opposite floor rule. Those gaps go to your veterinarian, a poison control line, or the officials issuing instructions.
- If you are told to evacuate, CDC states plainly that pets will not be allowed into any shelter until they have been washed to remove radioactive material, and to bring a cage, leash, food, medication, and veterinary records including immunization records.
If you are getting a radiation alert right now: get inside, stay inside, stay tuned, and the animals come inside with you. In order:
- Get every animal inside. Basement or the middle of the building, away from windows, exterior walls, and the roof. That downward rule is the radiation one. If the alert named a chemical release instead, CDC reverses it and sends you up, which our chemical release shelter-in-place playbook covers.
- On the way in, grab pet supplies. CDC says to bring indoors any supplies from outside your pets might need for at least 24 hours. Food, water, medication, litter or newspaper. After this you are not going back out.
- Seal the space. Close and lock windows and doors, close the fireplace damper, turn off fans, air conditioners, and forced-air heating that pulls in outside air.
- Clean yourself before you touch the animal. Take off your outer layer of clothing, carefully, so dust does not shake loose. Ready.gov says that removes up to 90% of radioactive material. Bag it. Then wash: soap and shampoo, no conditioner, per CDC. Put on clean clothes.
- Then the pet, if it was outside. Gloves and a dust mask if you have them (CDC). Cover cuts on both of you (CDC). Brush the dry coat gently (Ready.gov), and not in the room you will be sheltering in. Wash with shampoo or soap and water and rinse completely (CDC and Ready.gov). Tap water is fine for this even if it may be contaminated, and CDC says so explicitly. Towel the animal dry.
- Wash your own hands and face afterward (CDC).
One exception before you fill a tub: this sequence is written for dogs and cats. Rabbits, chinchillas, guinea pigs, birds, and reptiles are not covered by it, and for some of them a bath carries its own documented danger. Skip to the animals that must not be bathed before you wet a small pet.
This page is built mainly from what federal and state authorities publish: Ready.gov and FEMA, CDC’s radiation emergency pages including its dedicated pet decontamination page and its decontamination infographic, CDC’s guide for people operating public shelters in a radiation emergency, EPA, the Nuclear Regulatory Commission, and HHS. Because federal guidance stops at the word “pet,” a handful of non-government animal sources appear too, and only where the federal record is silent: the House Rabbit Society, RSPCA Australia, and PetMD on which species should not be bathed, the AVMA on vehicle heat, and the ASPCA for its poison control line. Each is named in place. On a hazard this severe, guessing is worse than saying nothing. Where officials issuing instructions for your area differ from anything below, they win. Where your veterinarian differs, they win.
Step 1: Get Inside, and the Animals Come With You
Every federal source that covers radiation emergencies uses the same three-word structure: get inside, stay inside, stay tuned. Ready.gov calls it the best way to stay safe in any radiation emergency. EPA phrases it as protecting yourself, your loved ones, and your pets, and lists “Bring pets inside” as a bullet under its Get Inside step. CDC’s Get Inside page says “Bring pets inside with you, if you can.” Ready.gov’s version is the flattest of the three: “If you are instructed to stay inside during a radiation emergency, pets and service animals should be inside too.”
One thing worth knowing before you go looking for more: state and county emergency management pages on this hazard, such as Michigan’s MIREADY radiation page, republish Ready.gov’s pet sentences word for word rather than adding local pet guidance of their own. There is no deeper state-level layer to find on the pet question. What your local agency does add, and what is worth requesting from it, is the plan for your specific area, which is covered further down.
Where inside matters as much as inside. CDC’s instructions are specific:
- Go to the basement or the middle of the building. Brick or concrete multi-story buildings and basements are best, but CDC says being inside any building is safer than being outside.
- Stay as far away from the walls and roof as you can. CDC’s reason is that radioactive material settles on the outside of buildings, so exterior surfaces are where the source ends up.
- Close and lock all windows and doors. Close fireplace dampers.
- Turn off fans, air conditioners, and forced-air heating units that bring air in from the outside, if possible.
Do not carry that floor rule to a different hazard, because CDC reverses it for a chemical release. Everything above is scoped to a radiation emergency. On its chemical shelter-in-place pages, dated June 2026, CDC tells you the opposite: the safe room should be “on the highest floor possible” and “at the highest point in the building”. Same agency, opposite floors, and the reason is that the two hazards behave differently, not that one page is out of date. If the alert on your phone names a chemical spill, a train derailment or a hazardous materials incident rather than radiation, this page’s basement instruction is the wrong one for you and our chemical release shelter-in-place playbook is the right one. Establish which hazard you were told about before you pick a floor.
That last one has a pet consequence people miss. A sealed interior room with the air handling off gets warm and stuffy fast, and it gets worse with several animals in it. CDC’s nuclear blast guidance addresses the timing directly: shut off ventilation systems and seal doors or windows until the fallout cloud has passed, and then, after the fallout cloud has passed, unseal the doors and windows to allow some air circulation. That is the window to relieve a hot room, and it comes from officials telling you the cloud has passed, not from your own judgment about how stuffy the room feels.
On the timing of getting in. For a nuclear detonation specifically, Ready.gov says that after a detonation you will have 10 minutes or more to find an adequate shelter before fallout arrives, and that if a multi-story building or a basement can be safely reached within a few minutes of the explosion you should go there immediately. That window is the reason pets belong in the Get Inside step and not the cleanup step. No agency publishes a pet-specific version of that window.
On going back out for an animal. CDC’s instruction on this point is written about people, not pets: if you have loved ones in other places, stay where you are, because going outside to get them could expose you and them to dangerous levels of radiation. There is no published pet equivalent. If you are facing that decision in real time it belongs to the officials broadcasting instructions for your area, who know what was released and where it is going. The way to avoid facing it is to bring animals in at the first alert rather than after fallout arrives.
Step 2: Decontaminate Yourself First, Then the Animal
Here is the step most pet-preparedness writing drops entirely: both federal sequences clean the person before the animal, and one of them puts a number on why.
Ready.gov’s “Be Safe AFTER” list is ordered, and the animal is third:
- “Remove your outer layer of contaminated clothing to remove radioactive material from your body. Removing your outer layer of clothing can remove up to 90% of radioactive material.” Ready.gov adds: “Be very careful in removing your clothing to prevent radioactive dust from shaking loose. Avoid touching your eyes, nose, and mouth, if possible.”
- “Get clean. If possible, take a shower or wash with soap and water to remove any radioactive particles from skin or hair that was not covered.” Ready.gov puts a fallback in the same bullet, for people who cannot wash: “If you cannot wash, use a wipe or clean wet cloth to wipe any skin or hair that was not covered.” It then says not to use household cleaning wipes on your skin, and that hand sanitizer does not protect against radioactive material.
- “Clean any pets that were outside after the radioactive dust arrived.”
CDC’s decontamination infographic numbers the same four steps in the same order: take off outer layer of clothing, wash yourself off, put on clean clothes, help others and pets. CDC’s own self-decontamination page opens on the same instruction and tells you to put the removed clothing in a plastic bag or other sealable container and put the bag far away from other people and pets.
That ordering is not bureaucratic politeness. A person who kneels over a bathtub for twenty minutes in fallout-laden clothing is shedding dust onto the animal they are rinsing and breathing what shakes loose, having skipped the single step their own government credits with removing up to 90% of the contamination. If you do one thing before you touch the animal, it is take the outer layer off, carefully, and bag it.
What the pet pages actually say
Two federal pages address cleaning a pet, and they do not say quite the same thing. Read both, because the difference is the brushing step.
Ready.gov says: clean any pets that were outside after the radioactive dust arrived. “Gently brush your pet’s coat to remove any radioactive particles and wash your pet with soap and water, if available.”
CDC’s dedicated pet decontamination page says: if your pet was outside, bring your pet inside, then
- “Wash your pet carefully with shampoo or soap and water and rinse completely.”
- “Wear waterproof gloves and a dust mask (or other material to cover your mouth) if you can.”
- “Keep cuts and abrasions (both yours and your pets) covered when washing your pet to keep radioactive material out of the wound.”
- “Wash your hands and face after washing your pet.”
CDC’s pet page contains no brushing step. Ready.gov’s does. Both agree the cleaning method is soap or shampoo and water. So the full sequence, taking each source at its word rather than blending them into something neither says, runs:
- Take off your outer layer of clothing and bag it, per Ready.gov and CDC, before anything else.
- Wash yourself, per Ready.gov and CDC. Soap and shampoo, no conditioner, and do not scald, scrub, or scratch your skin.
- Put on clean clothes, per CDC. Clothes stored in a closet or drawer away from radioactive material are safe to wear.
- Gear up for the animal. Waterproof gloves and a dust mask or other mouth covering, per CDC. Cover any cuts or scrapes on your hands.
- Cover cuts and abrasions on the animal too, per CDC, so radioactive material stays out of the wound.
- Gently brush the dry coat, per Ready.gov, to lift particles off before water gets involved.
- Wash carefully with shampoo or soap and water, and rinse completely, per both.
- Wash your own hands and face, per CDC. Its infographic says to rewash your hands, face, and exposed skin at a sink or faucet after helping others and pets.
The logic of putting a dry step before a wet one will be familiar if you have read our volcanic ash playbook, where volcano authorities are explicit that brushing precedes wetting. Be careful about carrying that reasoning across, though. In the ash case the agencies give the physical reason. In the radiation case they do not, and Ready.gov simply states the order without explaining it. We are reporting the published order, not a mechanism.
The one shampoo instruction the federal record does contain
It is easy to conclude that no federal source says anything about which product to use, because the pet page does not. One does, on the human side, and it cuts against what is in most bathroom cupboards.
CDC’s decontamination infographic states: “Use soap and shampoo. Do not use conditioner because it will cause radioactive material to stick to your hair.”
CDC publishes that about human hair, in the step about washing yourself. It does not repeat it on the pet decontamination page, and no federal source rules on conditioning pet shampoo, oatmeal-conditioner formulas, two-in-one washes, or leave-in detangler, which are the retail default for pet products rather than the exception. We are not going to convert a human instruction into a veterinary one and pretend an agency issued it.
What we will say is that the only mechanism the federal record names on this question runs in one direction, and a dense double coat is not an obviously better place to fix radioactive particles than a human head. If you have a plain shampoo and a conditioning one on the shelf, the published reasoning points at the plain one. Read the ingredient panel rather than the front of the bottle. And if the real choice is between a conditioning pet shampoo and no wash at all, that is a question for the officials directing your response, not a reason to leave the animal uncleaned.
Where the brushing happens, and why it is not a footnote
Neither source says where. That silence is doing real work, because CDC’s pet page opens with “bring your pet inside” while Ready.gov’s brushing bullet gives an instruction with no location attached, and the room you have just been told to seal is the room you and the animals will breathe in for the next day or more with ventilation off.
No federal radiation source addresses this. The nearest published reasoning on this site comes from a different hazard: in our volcanic ash playbook, IVHHN warns that dry sweeping remobilizes settled ash back into the air where it is easy to breathe, which is why that page puts the brushing before the animal comes indoors. Fallout is not ash, and no source we found claims the physics transfers.
What follows from the guidance without inventing anything is narrower and still useful: do not do the dry brushing in the room you are going to live in. An entry hallway, a bathroom, a mudroom, or an attached garage keeps the dry step out of your shelter room without sending anyone back outside, which get-inside forbids. That location call is ours, not an agency’s. If officials are broadcasting instructions for your area, theirs wins.
The animals that must not be bathed
CDC’s pet decontamination page says “pet.” It publishes no species list, no exclusions, and no alternative. Anyone reading it with a dog or a cat gets a workable instruction. Anyone reading it with a rabbit is reading an instruction that their own species’ authorities warn against.
- Rabbits. The House Rabbit Society states that bathing of rabbits in general is strongly discouraged because the stress of the bath itself can cause serious health problems, and has in some cases been linked to the death of the rabbit. It adds that a compromised rabbit may go into shock when bathed, that a wet rabbit can quickly become hypothermic, and that a thoroughly wet rabbit takes a very long time to dry. RSPCA Australia and PDSA, cited on our rabbit and small pet emergency page, both warn that direct wetting or rapid cooling can push a rabbit into shock.
- Chinchillas. PetMD states that bathing a chinchilla in water causes the dense fur to retain too much moisture, which can lead to matting or skin damage. That is the reason chinchillas dust bathe instead, which our chinchilla emergency kit guide covers in full.
- Guinea pigs, birds, reptiles, and everything else. No federal radiation source addresses them either. Absence of a warning here is absence of guidance, not permission.
This is a live veterinary judgment about a specific animal in a specific condition, and no agency has published a ruling on it. What to do instead: call your veterinarian, tell the officials directing your response that you have an animal you cannot safely bathe, keep it separated from people and other animals in the meantime, and do not put it back outside. The shelter-operator methods further down this page, particularly the damp head-to-tail wipe, are the ones worth naming in that conversation.
Drying, and the thing nobody publishes
CDC’s pet page stops at “rinse completely.” No radiation source we read publishes a drying step, which is a genuine gap on guidance that also tells you to shelter in a basement with the air handling off, possibly without power. The gap is specific to this hazard rather than to CDC: on its chemical-emergency pet page CDC does publish one, “Dry your pet. This helps remove any leftover chemical.”, and gives removing leftover chemical as the reason. That reason does not transfer to radioactive particles and this page does not transfer it. The one sourced warning is species-specific, and it is the House Rabbit Society’s: a wet rabbit can quickly become hypothermic. For dogs and cats there is no published instruction tied to this hazard. The practical consequence is a supply decision rather than a technique: stage clean towels in the shelter room next to the shampoo and the bags, and pay closest attention to puppies, kittens, small and thin-coated breeds, seniors, and any animal already unwell. If an animal is shivering, weak, or unresponsive after a wash, that is a call to your veterinarian.
Keeping the animal from grooming the coat you have not cleaned yet
The federal record does not tell you to stop an animal licking itself, so this is not presented as a federal instruction. It is worth naming anyway, because the page already contains both halves of the reasoning.
Ready.gov, writing about people, says to avoid touching your eyes, nose, and mouth while decontaminating. And CDC’s shelter-operator guide describes what internal contamination costs an animal: pets still contaminated after a second cleaning may be internally contaminated, go to a designated contaminated-animal area, and may excrete radioactive material in their saliva, urine, and stool. A bath does not undo that.
Self-grooming is how a contaminated coat becomes an ingestion problem, and it is the one thing an animal will do the moment you set it down. So treat the gap between the animal coming inside and the animal being clean as an interval to supervise rather than a queue: keep it where you can see it instead of crating it, discourage it from working over its own paws, and wash it promptly rather than at your convenience. What the guidance still does not say: how hard to scrub, what water temperature to use at home, whether to repeat the wash, or what to do with the water afterward. CDC’s human self-decontamination page does say, for people, to take a warm shower and wash gently and to not scald, scrub, or scratch your skin, which is a reasonable spirit to carry to an animal, but it is written about human skin and CDC did not repeat it on the pet page.
Decide now where the wash happens
CDC puts you deep inside the building and puts the animal in a bath, and does not say how those two instructions fit together in an actual house. That is a question you can answer completely today and cannot answer well at all during an alert.
Walk the house once and write down three answers:
- Which sink, tub, or laundry basin is furthest from an exterior wall? CDC’s own reason for staying off exterior walls is that radioactive material settles on the outside of buildings, so a basement laundry sink usually beats a first-floor bathroom on the outside wall.
- What is the path from the door the animal comes in through to that basin, and does it run through the room you will be sheltering in for the next day or more? If it does, pick a different door or a different basin. Walking a contaminated animal through your shelter room is the one clearly avoidable mistake in this sequence.
- Where do the used towels and cloths go? CDC’s household instruction for wipe-down cloths is a plastic bag or other sealable container, placed in an out-of-the-way place away from other people and pets. Its shelter-operator guide double-bags contaminated towels, rags, and fur. Pre-stage the bags at the basin.
The water question, answered
The most common and most paralyzing question here is whether it is safe to bathe a pet in water that might itself be contaminated. CDC answers it directly, in the context of people, and the answer is yes for washing.
CDC’s self-decontamination guidance states that if the tap water is contaminated, officials may recommend drinking bottled water, but that you can still use tap water for decontamination. Its reasoning: radioactive material that gets into surface or ground water sources is diluted when it mixes with clean water and the level of contamination is reduced to very low levels, so the tap water will be safe to use for washing skin, hair, and clothing. CDC’s Stay Inside page says the same thing in a single line: washing and cleaning with tap water is still safe.
The flip side of that page is the one that surprises people. CDC states that boiling tap water will not remove radioactive materials. CDC publishes no mechanism behind that sentence, so take it as the flat instruction it is. In a radiation emergency the drinking water rule is the sealed rule, and CDC says public health, environmental protection, or emergency management agencies will test drinking water supplies and confirm when they are safe.
The cat that will not tolerate a bath
CDC’s public-facing pet page assumes a bath. Anyone who has tried to put a frightened cat in a tub knows that assumption has limits, and CDC’s consumer guidance publishes no alternative.
Where the federal government does list other methods is in a document written for a different audience. CDC’s guide for people operating public shelters in a radiation emergency lists the methods for decontaminating service animals and pets as washing with soap and lukewarm water, wiping from head to tail with a damp cloth or towel, vacuuming using a HEPA vacuum, and shaving fur. The same document says contaminated towels, rags, fur, and other materials should be bagged twice and stored securely until they can be disposed of according to instructions from radiation control officials.
Attribute that honestly before you use it. It is written for shelter operations run with animal care professionals and protective equipment, and CDC does not publish it as home instruction, so it is not a menu of four options you get to choose from. Of the four, the damp head-to-tail wipe is the only one that needs no professional equipment, which makes it the one to raise with the officials or the veterinarian directing your response if a bath is impossible, rather than a substitute you adopt on your own. Clipping an animal and vacuuming an animal are not things to attempt on your own initiative during an emergency. If you cannot clean your animal safely, say so out loud to whoever is directing your response, keep the animal away from people and other animals in the meantime, and do not let a failed bath turn into a decision to put the animal back outside.

Step 3: Food, Water, and the Sealed Rule
Once everyone is inside and clean, the household runs on what was already indoors or what came in sealed. CDC’s rules for pets are short and specific:
- Pet food in sealed containers is safe. CDC names cans, bottles, and boxes. Ready.gov’s version of the same rule for household food is that food in sealed containers that were outside is safe as long as you wipe off the container with a damp towel or cloth before using it.
- Wipe the container before opening it, with a damp cloth or clean towel.
- Wash or wipe off pet bowls, dishes, and mats too.
- Bag the cloth. CDC says to put the used cloth or towel in a plastic bag or other sealable container and place the bag in an out-of-the-way place, away from other people and pets. FEMA’s nuclear detonation flyer gives the same instruction: seal these cleaning cloths and place them away from pets and people, and wash your hands after cleaning.
- Nothing uncovered from outside. Ready.gov says not to consume food from your garden, or food or liquids that were outdoors and uncovered, until authorities say it is safe. A water bowl left on the porch is in that category.
CDC’s Stay Inside page adds the household-level version: foods and drinks that are sealed or that were already inside are safe. On medication, CDC says that if your medication was inside, continue taking it, and if the container was outside, wipe off the container and continue taking it. That is stated about human medication. Your pet’s medication schedule is a conversation with your veterinarian, and if that conversation is not possible during the event, the ASPCA Animal Poison Control Center at (888) 426-4435 is staffed around the clock, though a consultation fee may apply.
This is where a stocked pantry stops being theoretical. Ready.gov’s general pet preparedness guidance already recommends keeping several days of food in an airtight, waterproof container and building two kits, a larger one for sheltering in place and a lightweight one for evacuation.
Step 4: Sanitation, Because Nobody Is Going Outside
This is the part of a 24-hour-plus radiation shelter that people have not thought about, and CDC covers it explicitly on the pet page.
“For pet sanitation, put newspapers or other absorbent material in your pet’s area so your pet can relieve itself indoors.” From there:
- Do not touch soiled material with your bare hands.
- Place soiled material into a plastic bag or other sealable container.
- Place the bag in an out-of-the-way place, away from other people and pets.
Cats already have a system for this. Dogs do not, and no federal source tells you how to persuade a house-trained dog to relieve itself on newspaper in the basement inside of an afternoon. That gap is real, and the only honest answer is that the work happens before the emergency, not during it. Ready.gov’s standard pet kit list already includes the raw materials: pet litter and litter box if appropriate, newspapers, paper towels, plastic trash bags, and household chlorine bleach for sanitation. Ready.gov’s pet kit list is worth rereading in this specific light, because two items on it map directly onto CDC’s radiation instructions without either page mentioning the other: pet shampoo, listed under grooming items in case your pet needs some cleaning up, and the sanitation supplies above. A general pet kit built to Ready.gov’s list already contains most of what a radiation shelter-in-place asks for. Check which pet shampoo is in that kit. Ready.gov names the item and stops there. CDC’s decontamination infographic, writing about human hair, says to use soap and shampoo and not to use conditioner because it will cause radioactive material to stick to your hair. No federal source extends that to animals and we are not going to pretend one has, but two-in-one and oatmeal-conditioner formulas are what most people actually own, so this is worth five seconds with the ingredient panel now rather than a guess at the sink later. Towels belong on the same shelf, for the reason covered under drying above.
Step 5: How Long This Lasts
Everyone wants a number, and the number in public messaging is 24 hours. Here is exactly what that 24 hours means and what it does not.
What the agencies say. Ready.gov: “Sheltering usually lasts at least 24 hours.” For a nuclear detonation it is more specific, telling you to remain in the most protective location, meaning a basement or the center of a large building, for the first 24 hours unless threatened by an immediate hazard such as fire, gas leak, building collapse, or serious injury, or unless authorities tell you it is safe to leave. Its stated reason is that radiation levels decrease rapidly, becoming significantly less dangerous, during the first 24 hours. CDC uses the same figure: staying inside for at least 24 hours can protect you and your family until it is safe to leave the area. CDC’s pet page turns it into a supply instruction: bring indoors any supplies from outside that your pets might need for at least 24 hours.
What that 24 hours is not. EPA’s PAG Manual, the technical document behind protective action decisions, says the quiet part out loud. Dose projections use a four-day exposure duration, but sheltering-in-place duration is intentionally not specified, and incident-specific decisions must be made to determine how long people should shelter-in-place. The same manual notes that sheltering-in-place should be preferred to evacuation whenever it provides equal or greater protection, and that sheltering-in-place followed by informed evacuation may be the most protective sequence of all.
Why four days is the number to stock to. The PAG Manual explains its own four-day window, and the explanation is the most useful sentence in the document for a household: the four-day period is chosen as the duration of exposure during the early phase “because it is a reasonable estimate of the time necessary to make measurements, reach decisions, and prepare to implement further protective actions.” That is not an instruction to shelter for four days, and EPA explicitly declines to give one. It is a federal estimate of how long the decision itself takes. Twenty-four hours is what the public messaging promises. Four days is what the technical document budgets for officials to figure out what happens next, and your animals eat during that window either way.
Do this arithmetic once, on paper
Write it down and tape it inside the pantry door. It takes ten minutes now and is not doable during an alert.
- Water. A commonly cited baseline is about 1 fluid ounce per pound of body weight per day for a sedentary dog, attributed to Hill’s Pet, with the caveats and the cat figures laid out on our long-term pet food and water storage guide. No AVMA or ASPCA page publishes a per-pound formula, so treat it as a planning baseline rather than a veterinary rule. Multiply by your animal’s actual weight, then by four days, then add every animal in the house.
- Food. Four days of measured meals per animal, sealed. Measure the portion you actually feed rather than the bag’s chart, and count it in the container size you will store it in.
- Medication. Count doses, not bottles, and write the number down. A half-empty bottle is not a quantity.
- Sanitation. Four days of newspaper or litter per animal, plus sealed bags. This is the item people discover they are short of on day two.
- Towels and shampoo. One clean towel set per animal you may have to wash, and a shampoo you have actually read the label on.
Twenty-four hours is the floor, not a timer that expires, and the guidance itself declines to promise an end time. Expect the end of sheltering to be announced rather than counted down. Step 6: If You Are Told to Evacuate
Sheltering is the default, but CDC publishes evacuation guidance too, and its pet section contains the single most consequential sentence on this page for anyone planning ahead.
“Pets will not be allowed into any shelter until they have been washed to remove radioactive material.”
CDC’s evacuation checklist for pet owners is short: bring a cage, a leash, food, medication, and veterinary records, including immunization records. For the drive, CDC says that if evacuating by car you should keep the windows closed and the ventilation system turned off. If you have time before leaving the house, close and lock all windows and doors and turn off the air conditioner, heater, and ventilation system.
Read that ventilation instruction for what it is. CDC wrote it about people, on a page containing no pet-specific climate guidance at all, and a sealed cabin behaves differently once animals are in it. The AVMA’s parked-vehicle figures give the shape of the risk: an interior temperature rise of about 19 degrees F in 10 minutes and 43 degrees F in an hour, with the AVMA stating flatly that cracking the windows makes no difference and that a vehicle can reach a dangerous temperature even on a day that does not seem hot and even in shade. Those numbers describe a parked car with nothing cooling it, which is not the same as a moving car with air conditioning running, and our evacuation gridlock guide is built around exactly that distinction.
We are not going to tell you to override a federal instruction issued during a radiological release, and we are not going to pretend the conflict is not there. Two pages on this site give opposite orders for the same cabin because they are answering different hazards, and you may be facing both at once. If you are loading animals into a sealed car in summer heat, ask the officials directing your evacuation how to handle it before you leave, and note that recirculating cabin air is a different thing from drawing in outside air. Then watch the animals rather than the clock: the AVMA’s signs of heat stress are anxiousness, excessive panting, restlessness, excessive drooling, unsteadiness, abnormal gum and tongue color, and collapse, and its instruction is to seek emergency veterinary care if you observe any of them. What actually happens to your animal at the shelter
Most pet-preparedness writing stops at “shelters may not accept pets.” CDC’s guide for shelter operators goes considerably further, and knowing it in advance is better than learning it at the door.
- Priority order. The guide says these services will need to be prioritized for people and then service animals, and that resources should not be devoted to screening and decontaminating personal possessions and pets at the expense of screening and decontaminating people. Separately, it states that screening service animals should take priority over screening pets, and that decontaminating service animals should take priority over decontaminating pets.
- Service animals are not pets in this framework, and the guide says so in those words. A clean service animal can join its owner in the shelter clean zones.
- A clean pet does not necessarily stay with you. The guide’s disposition for a screened-clean pet is transfer to an animal care facility, not the clean zone where you are.
- A contaminated pet goes to a holding area until it can be decontaminated.
- A pet still contaminated after a second cleaning may be internally contaminated and is placed in an area of the animal care facility designated for contaminated animals. The guide notes such animals may excrete radioactive material in saliva, urine, and stool, and that staff caring for them use extra precautions and protective equipment.
- Owners may be involved. The guide notes that in some situations owners may be involved in decontaminating their own service animals or pets.
- Records matter. Where animals go to an animal care facility, the guide calls for careful records linking animals to owners, with visiting hours and instructions for claiming the animal on the way out.
That last point is why the boring paperwork earns its keep. A pet emergency binder and a set of waterproof document copies turn a slow, contested intake into a fast one, and CDC’s evacuation list already asks for veterinary and immunization records by name. What Is Not Established, and What Is Not Advised
This is a hazard where the confident-sounding blog post is the dangerous one. Here is what the federal record does not support, stated plainly.
Potassium iodide is not a pet product. CDC’s KI guidance is written for people, dosed by human age group, and recommended only for people under 40 and women who are pregnant or breastfeeding. It carries an explicit instruction not to take KI unless told to by public health or emergency response officials or a healthcare provider, and warns that KI can have harmful health effects and cause allergic reactions. There is no pet dosing on that page. Three more facts from it are worth carrying: KI protects only the thyroid, it works against only one material, radioactive iodine, and CDC states directly that KI will not help in a nuclear bomb emergency because fallout is made up of hundreds of types of radioactive materials. CDC also warns that leaving your shelter or home to seek KI could expose you to dangerous levels of radiation. Any question about giving your animal any medication belongs to your veterinarian or to a poison control line, never to a page like this one.
There is no consumer product that shields a pet from fallout. EPA describes protection in a radiation emergency in terms of time, distance, and shielding, and names lead, concrete, or water as the barriers that provide protection from penetrating gamma rays and x-rays. Its practical version for a household is elsewhere on the same page: get inside the nearest sturdy building, into the basement or innermost room of a structurally sound building, where concrete and soil protect you and more walls provide more protection. (The phrase “go deep inside a sturdy building” is not EPA’s wording and does not appear on EPA’s page. It is Ready.gov’s: its radiation page tells you to shield yourself from radiation by “going deep inside a sturdy building.” Both pages read August 15, 2026. The bolded phrases above are what EPA publishes.) Nothing in the federal guidance points a household toward a purchase for this. The protection is the building.
Household cleaning wipes and hand sanitizer are not the method. Ready.gov’s decontamination guidance for people says plainly that hand sanitizer does not protect against radioactive material and not to use household cleaning wipes on skin. Read the sentence that comes just before both of them in Ready.gov’s own “Get clean” bullet, though, because it is a fallback rather than another prohibition: Ready.gov says that if you cannot wash, use a wipe or clean wet cloth to wipe any skin or hair that was not covered. So a plain wipe or damp cloth is Ready.gov’s published second-best for a person who cannot get to soap and water, while a household cleaning wipe is ruled out for skin outright and hand sanitizer does nothing at all here. None of that is written about animals. The pet guidance names shampoo or soap and water, and that is what to use on the animal.
You cannot screen your own animal at home. CDC’s screening instructions assume radiation detection equipment and trained staff at community reception centers and shelters, using defined screening criteria. There is no home version of that measurement, and a pet that looks and acts fine is not evidence of anything one way or the other.
Masks are not the pet answer here either. CDC tells people who must be outside and cannot get in immediately to cover the mouth and nose with a mask, cloth, or towel, and its nuclear blast guidance says the same for people sheltering until the fallout cloud passes. That instruction is about human faces. Getting the animal inside is the protection.
Wash water and disposal are unaddressed for households. CDC tells shelter operators to double-bag contaminated towels, rags, and fur and hold them for disposal per radiation control officials. It gives households the bag-the-cloth instruction for wipe-downs. It does not address household bath water going down a drain. Ask the officials issuing instructions for your area; if you live inside a plume exposure zone, ask your county emergency management office before anything happens, because that is a question with a local answer and no national one.
Health effects in pets are not something to self-assess. CDC publishes signs and symptoms of radiation exposure for people. HHS’s Radiation Emergency Medical Management resource for veterinarians states that pets can be affected by both radiation exposure and contamination, and notes that after a very large mass casualty event, medical resources will be scarce and using scarce radiation-related resources for animals may be difficult. That is a sober planning fact, not a diagnostic tool. Any change in your animal’s condition goes to a veterinarian, and this page is not a substitute for one.
Where You Live Changes the Planning, Not the Steps
If your radiation risk is a nearby nuclear power plant rather than a detonation, the response steps above are the same but the planning is more concrete, because the Nuclear Regulatory Commission describes two emergency planning zones around a plant as “a keystone of any plant’s preplanned protective action strategy.” NRC also notes that the zone’s size and shape vary for each plant due to site conditions, geography, and demographics, so the mileage figures below are the planning basis rather than a line on your map.
- The plume exposure pathway zone extends about 10 miles in radius around the reactor site. NRC says protective action plans in this area are designed to avoid or reduce dose from exposures such as inhaling radioactive particles, and include sheltering, evacuation, and the use of potassium iodide pills where appropriate.
- The ingestion exposure pathway zone extends about 50 miles in radius. NRC says plans for this area are designed to avoid or reduce dose from eating or drinking radioactive materials, and include a ban of contaminated food and water.
For a pet owner, the practical read is straightforward. Inside 10 miles, your county has a written plan that includes sheltering and evacuation, and it is worth asking your local emergency management office how household pets figure into it before you ever need to know. Between 10 and 50 miles, the protective action most likely to touch your animal is a food and water restriction, which is an argument for a sealed, indoors, shelf-stable pantry rather than for anything exotic. CDC also notes that you can get emergency information materials from the power company that operates your local nuclear power plant or from your local emergency services office.
Note the limit of that framework, though. EPA’s PAG Manual observes that emergency planning zones are not practicable for transportation accidents, dirty bombs, improvised nuclear devices, and other scenarios, where best-estimate dose projections drive the decision instead. Zones exist around plants. They do not exist around everything else, which is why the get inside, stay inside, stay tuned instruction is written to work anywhere.
Four Things to Do This Week
Everything above is what you do during. None of it works well if the first time you think about it is while an alert is going off. These four take an afternoon between them.
- Find out which zone you are in, if either. NRC names a plume exposure pathway zone at about 10 miles and an ingestion exposure pathway zone at about 50 miles, with size and shape varying by site. CDC notes you can get emergency information materials from the power company that operates your local nuclear power plant or from your local emergency services office. Ask them for yours.
- Call your county emergency management office and ask one question: does the plan for this area address household pets, and how. Inside 10 miles there is a written plan that includes sheltering and evacuation, and the pet answer is the part no federal page will give you. While you have them, ask the bath-water disposal question too.
- Pick the wash basin and walk the path to it, using the three questions in the wash-location section above. Write the answers down where someone other than you can read them.
- Pre-stage the radiation add-ons where the shelter room is. Plain shampoo whose label you have actually read, clean towels, waterproof gloves, dust masks, plastic bags, newspaper. The Radiation Shelter-in-Place Pet Checklist
- Get inside at the first alert, with every animal. Basement or the middle of the building, away from windows, exterior walls, and the roof.
- Bring pet supplies in on the way, per CDC: at least 24 hours’ worth of anything your pets might need from outside. After this nobody goes back out.
- Seal the space. Close and lock windows and doors, close fireplace dampers, and turn off fans, air conditioners, and forced-air systems that bring in outside air.
- Unseal only when officials say to. After a nuclear detonation specifically, CDC frames that as waiting until the fallout cloud has passed, then unsealing for some air circulation. In a reactor accident or a dirty bomb there is no fallout cloud in that sense, so the instruction is simply to follow what officials tell you rather than to judge it by how stuffy the room feels.
- Take off your outer layer of clothing first and bag it, per Ready.gov and CDC, before you touch the animal. Ready.gov says that removes up to 90% of radioactive material. Do it carefully so dust does not shake loose.
- Wash yourself, then put on clean clothes, per CDC. Soap and shampoo, no conditioner, and do not scald, scrub, or scratch your skin.
- Gear up before cleaning the animal if you can. Waterproof gloves and a dust mask or other mouth covering, per CDC. Cover cuts and scrapes on you and on the animal.
- Check the species before you fill the tub. The federal sequence is written for dogs and cats. Rabbits, chinchillas, and other small pets have their own documented bath risks and are a veterinary question, not a checklist one.
- Brush the dry coat gently first (Ready.gov), somewhere other than the room you will be living in, then wash with shampoo or soap and water and rinse completely (Ready.gov and CDC).
- Dry the animal and keep it from grooming a coat you have not cleaned yet. No federal source covers either, which is exactly why the towels need to be staged in advance.
- Wash your own hands and face afterward, per CDC.
- Use tap water without hesitation for washing. CDC says it is safe for decontamination even if it may be contaminated. Do not boil water expecting it to help. CDC says boiling will not remove radioactive materials.
- Feed from sealed containers only. Wipe the container with a damp cloth before opening, wash or wipe bowls, dishes, and mats, and bag the used cloth away from people and pets.
- Set up indoor sanitation. Newspapers or other absorbent material in the animal’s area, no bare-handed handling of soiled material, sealed bag placed out of the way.
- Stock four days per animal, not one. Twenty-four hours is the floor in public messaging; EPA declines to specify a duration and budgets four days for officials to measure, decide, and prepare the next action. Do the water, food, dose, and sanitation arithmetic on paper before anything happens.
- Have the evacuation set ready: cage, leash, food, medication, and veterinary records including immunizations. Expect the animal to be washed before any shelter takes it, and expect it to be housed separately from you.
- Escalate rather than improvise. Anything about medication, an animal you cannot safely clean, or a change in your animal’s condition goes to your veterinarian, to the ASPCA Animal Poison Control Center at (888) 426-4435, or to the officials directing your area.
Where This Fits in Your Plan
A radiation emergency is not a hazard you improvise your way through, and it is also not one that asks anything exotic of your household. Read the checklist above against your existing kit and most of it is already there: sealed food, stored water, a carrier, shampoo, towels, plastic bags, newspaper, and the paperwork. What this hazard adds is a specific cleaning order that starts with your own clothes, a hard rule about sealed containers, an indoor sanitation plan, four days of arithmetic instead of one, and the discipline not to go outside.

Is there a shampoo I should not use on my pet?
No federal source answers that about animals, but there is one published product instruction and it is worth reading before you reach into the cupboard. CDC's decontamination infographic tells people who can take a shower to use soap and shampoo and states: do not use conditioner because it will cause radioactive material to stick to your hair. CDC publishes that about human hair. It does not repeat it on the pet decontamination page, and no federal source rules on conditioning pet shampoo, leave-in detangler, or a two-in-one formula, which are the retail default rather than the exception. We are not going to convert a human instruction into a veterinary one. What we will say is that the only mechanism the federal record names runs in one direction, so if you have a plain shampoo and a conditioning one on the shelf, the published reasoning points at the plain one. Check the label rather than the front of the bottle, and if the choice is between a conditioning pet shampoo and no wash at all, that is a question for the officials directing your response, not a reason to skip cleaning the animal.
Can I bathe a rabbit, chinchilla, guinea pig, or bird after a radiation emergency?
Do not assume the dog-and-cat instruction transfers, and get a veterinary opinion rather than a checklist answer. CDC's pet decontamination page says pet, assumes a bath with shampoo or soap and water, and publishes nothing species-specific and no exclusions. For some species a bath carries its own documented danger. The House Rabbit Society states that bathing of rabbits in general is strongly discouraged because the stress of the bath itself can cause serious health problems, that a compromised rabbit may go into shock when bathed, that a wet rabbit can quickly become hypothermic, and that a thoroughly wet rabbit takes a very long time to dry. RSPCA Australia and PDSA, cited on our rabbit page, both warn that direct wetting or rapid cooling can push a rabbit into shock. PetMD states that bathing a chinchilla in water causes the dense fur to retain too much moisture, which can lead to matting or skin damage, which is why chinchillas dust bathe rather than water bathe at all. We are not going to resolve that conflict for you, because it is a live veterinary judgment about a specific animal and no agency has published a ruling on it. Call your veterinarian, tell the officials directing your response that you have an animal you cannot safely bathe, keep it separated from people and other animals in the meantime, and do not put it back outside.
What do I do if my cat will not tolerate a bath after a radiation emergency?
Federal consumer guidance for a radiation emergency does not answer this. CDC's public-facing pet decontamination page for a radiation emergency assumes a wash with shampoo or soap and water and offers no alternative. Where the federal government does list other methods is CDC's guide for people running public shelters in a radiation emergency, which names washing with soap and lukewarm water, wiping from head to tail with a damp cloth or towel, vacuuming using a HEPA vacuum, and shaving fur as methods for decontaminating service animals and pets. That document is written for shelter operations staffed by animal care professionals with protective equipment, and CDC does not publish it as home instruction, so do not read the list as four options you get to pick from. Of the four, the damp head-to-tail wipe is the only one that does not require professional equipment, which makes it the one to raise with the officials or the veterinarian directing your response if a bath is impossible, not a substitute you adopt on your own. Do not attempt clipping or vacuuming an animal on your own initiative. If you cannot clean your animal safely, say so to the officials directing your response and to your veterinarian, and keep the animal separated from people and other animals in the meantime. Can I use tap water to wash my pet if the water might be contaminated?
Yes, per CDC. Its self-decontamination guidance says that if the tap water is contaminated, officials may recommend drinking bottled water instead, but that you can still use tap water for decontamination, because radioactive material entering surface or ground water is diluted when it mixes with clean water and the level of contamination is reduced to very low levels. CDC states the tap water will be safe to use for washing skin, hair, and clothing. Its Stay Inside page makes the same point from the other direction: washing and cleaning with tap water is still safe, while boiling tap water will not remove radioactive materials. CDC publishes no mechanism behind that second sentence, so take it as the flat instruction it is. So do not hold off on cleaning your animal because you are unsure about the water, and do not treat boiling as a purification step for anything anyone in the household drinks.

Two further facts from the same CDC page are worth carrying: KI protects only the thyroid and only against one material, radioactive iodine, and CDC states plainly that KI will not help in a nuclear bomb emergency because fallout is made up of hundreds of types of radioactive materials. CDC also warns that leaving your shelter to seek KI could expose you to dangerous levels of radiation. If you have a medication question about your animal, it goes to your veterinarian or to the ASPCA Animal Poison Control Center at (888) 426-4435, which operates around the clock and may charge a consultation fee.
Is my pet's food and water safe after a radiation emergency?
Sealed is the operative word. CDC states that pet food in sealed containers such as cans, bottles, and boxes will be safe for animals to eat, that you should wipe off pet food containers with a damp cloth or clean towel before opening them, and that you should wash or wipe off pet bowls, dishes, and mats too. The used cloth or towel goes into a plastic bag or other sealable container, and the bag goes in an out-of-the-way place away from other people and pets. CDC's Stay Inside page adds that foods and drinks that are sealed or that were already inside are safe, that public health, environmental protection, or emergency management agencies will test drinking water supplies, and that boiling tap water will not remove radioactive materials. Ready.gov applies the same logic to open food: do not consume food from your garden, or food or liquids that were outdoors and uncovered, until authorities say it is safe. An open bowl left on the porch through a fallout arrival is in that category.
Will an emergency shelter take my pet after a radiation emergency?
Not until the animal has been cleaned. CDC's evacuation guidance states that pets will not be allowed into any shelter until they have been washed to remove radioactive material, and tells you to bring a cage, a leash, food, medication, and veterinary records including immunization records. CDC's guide for shelter operators fills in what happens next, and it is worth knowing before you are standing at the door. The guide says these services will need to be prioritized for people and then service animals, and that resources should not be devoted to screening and decontaminating personal possessions and pets at the expense of screening and decontaminating people. It states separately that screening service animals should take priority over screening pets, and that decontaminating service animals should take priority over decontaminating pets. Service animals are not pets in this framework, and the guide says so in those words: a clean service animal can join its owner in the shelter clean zones, while a clean pet can be transferred to an animal care facility. Contaminated pets can be placed in a holding area until they can be decontaminated. Plan for your animal to be housed separately from you, and have the records and a carrier ready so the intake is not what slows you down.
How do I dry the animal after the bath in a radiation emergency?
No federal radiation source tells you, which is a real gap on a page that ends with everyone in a basement after a radiation emergency. CDC's pet decontamination page for a radiation emergency stops at wash and rinse completely and says nothing about drying. Neither does Ready.gov. The gap is specific to this hazard rather than to the agency: for a chemical emergency CDC does publish a drying step on its chemical-emergency pet page, and gives removing leftover chemical as the reason, which is not a reason that transfers to radioactive particles. So if the alert you got named a chemical spill, a train derailment or a hazardous materials incident rather than radiation, none of this answer applies to you and our chemical release shelter-in-place playbook is the page to use. CDC also reverses the floor rule for a chemical release, sending people up rather than down. For a radiation emergency the missing drying step matters because the sheltering scenario these pages describe can involve a power outage, a basement, and ventilation deliberately turned off, and because a soaked animal in an unheated room is a second problem you created solving the first. The one sourced warning we can point at is species-specific: the House Rabbit Society states that a wet rabbit can quickly become hypothermic and that a thoroughly wet rabbit takes a very long time to dry. For dogs and cats there is no published federal or veterinary instruction tied to a radiation emergency, so treat towels as a supply, not an afterthought: stage clean towels in the shelter room alongside the shampoo and the plastic bags, and pay closest attention to puppies, kittens, small breeds, thin-coated dogs, seniors, and any animal that is already sick. If an animal is shivering, weak, or unresponsive after a wash, that is a call to your veterinarian, not something to manage from a checklist.
CDC says to keep the car windows closed and ventilation off when evacuating. What about heat?
Read that instruction for what it is. CDC published it about people evacuating a radiation emergency, on a page with no pet-specific climate guidance at all, and a sealed cabin behaves very differently once there are animals in it. The AVMA's parked-vehicle figures give the shape of the risk: an interior temperature rise of about 19 degrees F in 10 minutes and 43 degrees F in an hour, with the AVMA stating flatly that cracking the windows makes no difference and that a vehicle can reach a dangerous temperature even on a day that does not seem hot and even in shade. Those figures describe a parked car with nothing cooling it, not a moving car with air conditioning running, which is exactly the distinction our evacuation gridlock guide is built around. We are not going to tell you to override a federal instruction issued during a radiological release, and we are not going to pretend the conflict does not exist. What we can say is that this is a question to put to the officials directing your evacuation before you load animals into a sealed car in summer heat, and that the answer may reasonably be to recirculate rather than draw outside air rather than to run nothing at all. Watch the animals, not the clock: the AVMA's signs of heat stress are anxiousness, excessive panting, restlessness, excessive drooling, unsteadiness, abnormal gum and tongue color, and collapse, and its instruction is to seek emergency veterinary care if you observe any of them.
Should I go outside to bring my pet in during a radiation emergency?
No federal source answers this, and the answer depends on where the animal is, whether fallout has arrived, and what officials are telling your area at that moment. What CDC does say, about people, is emphatic: if you have loved ones in other places, stay where you are, because going outside to get them could expose you and them to dangerous levels of radiation. There is no published pet version of that instruction. If you are facing this decision in real time, it goes to the officials broadcasting instructions for your area, because they know what has been released and where it is going and this page does not. The two things that are actionable are earlier than that decision. First, bring animals in at the first alert rather than after fallout arrives, which is the whole reason Ready.gov and CDC put pets in the Get Inside step rather than the cleanup step. Second, after a nuclear detonation Ready.gov says you will have 10 minutes or more to find adequate shelter before fallout arrives, which is the window for getting yourself and anything you can reach inside. If your animal is already outside when fallout is arriving, follow the instructions officials are issuing for your area, and follow the decontamination steps on this page when it is inside.
