Displaced Snakes and Rodents After a Flood: Where the Dog Is While You Clear the Yard

Some pet emergencies outrun any checklist. Schulte and colleagues, writing in Wilderness and Environmental Medicine in 2020, reviewed Texas Poison Control Network reports around the nine of the eleven named tropical storms and hurricanes that struck Texas between 2000 and 2017 and received federal individual-assistance declarations, and concluded: "There was no evidence of increases in snakebites after hurricanes in Texas during the study period." That series covers human bites only, Texas only, poison-centre reports only, and tropical systems only rather than riverine or flash flooding. The same paper reports that 13 of 132 poststorm case narratives in impact counties did mention hurricanes as a contributing factor, and its own closing sentence asks for more work: "More detailed evaluations may be warranted in other regions that experience hurricanes and have venomous snake populations." No comparable series exists for dogs.
- The only pet-scoped flood document we located does not mention snakes at all. The Texas Animal Health Commission brochure "Flooding: Animal Health Concerns" (dated August 2017) tells owners "Avoid wildlife that were displaced by flooding. Raccoons, skunks and other wild species may pose a danger to people and their animals." We extracted that brochure in both pdftotext layout and raw modes on August 20, 2026 and the word snake appears zero times in either extraction. That is a fact about one named document, not a claim that no pet-scoped snake guidance exists anywhere.
- Eight documents from seven bodies were opened on the single question of what you do when a snake is in front of you, and they do not agree. CDC says "If you see a snake in your home, immediately call the animal control agency in your county." CDC's own occupational safety institute, NIOSH, on a page whose metadata records last reviewed March 3, 2026, says "Do not touch or handle any snake" and "Do not pick up the snake or try to trap it." Texas A&M AgriLife Extension says "If you encounter a snake, step back and wait for it to leave the area." Mississippi State University Extension and University of Florida Extension each publish a hands-off removal method, and each attaches a condition to it: MSU's is "Unless you are skilled at snake identification, treat all snakes as if they are venomous and avoid contact with the snake’s head", and UF's comes only after an identification step and carries the instruction "Do not attempt to handle the snake yourself!" Five of the eight publish some form of capture or removal instruction and three publish instructions for killing a venomous snake; this page reproduces none of the killing instructions and no removal procedure. This site is not qualified to arbitrate between a federal agency and a state extension service, and it does not try to. Two things do not depend on resolving the disagreement: get the dog inside or on a short lead and away before anything else, and know that CDC's routing to county animal control carries a warning from two of these same documents that animal control may not be available right after a disaster.
- The prey link is published in a flood or storm context by two documents, and the yard-management version of it is a different and much slower process. Texas A&M AgriLife Extension publication EWF-100, "Snakes and Flooding", states: "Snakes benefit humans by controlling rodents. Rodents will also be displaced by flood waters, and snakes are likely to seek them for food." That is co-displacement in the same week. NC State Extension puts the other half inside a storm document, giving the harbourage reason in the sentence right after its clearing instruction: "Remove debris from around the house as soon as possible. Clutter attracts rodents, lizards, and insects on which many snakes feed and also provides shelter for the snakes." It attaches no timescale to that at all. The same harbourage mechanism is published at length by Mississippi State University Extension ("Any structure or vegetation that provides a home for small rodents (mice and rats) is attractive to the snakes that prey on them") and by University of Florida Extension, and neither of those two documents contains the word flood even once. Treating a weeks-to-months habitat process as the mechanism operating in your first forty-eight hours would misstate all three, because none of them attaches that clock to it.
- Every clearing instruction we found is written for a human working alone, and this is the gap this page exists to name. Ready.gov says "Watch out for animals, especially poisonous snakes. Use a stick to poke through debris." NIOSH says "Wear leather gloves when handling brush and debris." Texas A&M says to wear boots at least ten inches high in areas with widespread debris, and adds an honest limit most sources leave out: "Wear work gloves—many snakes can puncture through work gloves, but this extra layer of protection can reduce the severity of a bite." None of that equipment exists for a dog. That the animal at the end of the leash has no gloves, no boots and no way to be told to look before it puts its nose somewhere is this page's own observation, not an agency finding, and it is why the practical answer is distance and timing rather than gear.
- If you think a dog has been bitten, the route is a veterinarian, and the one credentialed veterinary source we found is deliberately short about what an owner should do first. The Merck Veterinary Manual's snakebite chapter, authored by Sharon M. Gwaltney-Brant, DVM, PhD, DABVT, DABT, with a full review in January 2022 and a last update in September 2024, states: "Snakebite with envenomation is a true emergency. Rapid examination and appropriate treatment are paramount. Owners should not spend time on first aid other than to keep the animal quiet and limit its activity." It names measures that are "ineffective and can be potentially harmful", and the list it gives is "use of ice, cold packs, or sprays; incision and suction; tourniquets; electric shock; hot packs; and delay in presentation for medical treatment (waiting until problems develop)." The ASPCA Animal Poison Control Center is reachable 24 hours a day at (888) 426-4435 and a consultation fee may apply, verified on the ASPCA's own page on August 20, 2026, but it is a poison-control consultation line and not a substitute for an emergency veterinary hospital.
- The rodent half of this carries the one hazard in the whole subject that the household introduces itself, and it is worth thinking hardest about before acting. University of Florida Extension, writing about ordinary residential rodent control, warns: "Avoid using poisons because poisoned rats that leave your garage may be scavenged by wildlife or pets, poisoning them too." The extension literature is not unanimous about this and we are not going to present it as if it were. MU Extension's flood release, quoting state wildlife specialist Bob Pierce, publishes the opposite instruction with a condition attached: "To control large rodent populations, use a registered rodenticide in areas where you observe rodent activity" and "Be sure to use a bait station when using a rodenticide. This will protect the bait from the weather and prevent nontarget animals from eating the bait." CDC's own post-disaster rodent instructions mention neither bait nor rodenticide and name a different tool: "Trap any existing rodents using spring-loaded snap traps." This page does not pick between a Florida yard document and a Missouri flood release; it tells you both exist, and that the one written for a flood is also the one that names the containment a bait station is supposed to provide. Applying any of it to the days after a flood, when rodents have been pushed into buildings and a household reaches for the fastest available fix, is this page's own reasoning rather than a published post-disaster finding. If a dog eats bait, if you find chewed bait packaging, or if the animal eats or mouths a rodent anywhere bait has been used, that is a call to a veterinarian or to the ASPCA Animal Poison Control Center at (888) 426-4435, where a consultation fee may apply, and take the product packaging so the active ingredient is known. Attaching that call to the scavenging route UF/IFAS names is also this page's own reasoning: no document in this set publishes the scavenging warning and the escalation as one instruction.
The water is down. There is a pile in the side yard that was a fence, a shed wall and somebody’s patio furniture four days ago, and it needs to move before anything else on the property can happen. The dog has been in a crate, a car or a friend’s spare room for most of a week and wants out. Those two facts are about to be in the same forty feet of grass, and no agency publishes a document that puts them together.
This page is about that specific collision. It is not the return-home checklist, which is a different and larger job and is covered in our sequence for returning home with pets after a disaster. It is not about floodwater on the coat or in the gut, which is covered in washing floodwater off a dog. It is the narrow question of what is actually known about displaced snakes and displaced rodents in the week after a flood, how much of the common advice survives contact with the primary documents, and where the animal goes while the person does the work.
The short answer, stated up front because the rest of this page is the evidence for it: displacement is real and well documented; the increase in bites that everyone assumes follows from it was looked for in one measured series and was not found; the documents that tell you what to do about a snake do not agree with each other and one of them contradicts a federal agency flat out; and every single clearing instruction any of them publishes is written for a human being with gloves, boots and the ability to look before reaching. There is no version of any of it written for the dog. That last gap is the reason this page exists, and where we fill it we say so.
What Is Actually Established About Displacement
Start with the part nobody disputes, because it is the foundation the rest of the page either stands on or corrects.
CDC. The federal page is titled “What to Do to Protect Yourself From Animals After a Disaster”, and its metadata records it as last reviewed February 8, 2024. Under a heading reading “Prevent snake bites” it states: “After a natural disaster, snakes may have been forced from their natural habitats and move into areas where they would not normally be seen or expected. When you return to your home, be cautious of snakes that may have sought shelter in your home.” Its next instruction is about where they will be: “Be aware of snakes that may be swimming in the water to get to higher ground and those that may be hiding under debris or other objects.”
A retrieval note belongs here rather than in a footnote, because it changes how much weight you should give the quotations above. That CDC page returned HTTP 403 to a plain curl request with a browser user agent on August 20, 2026, and returned 403 again when the request carried a full browser header set. The text quoted on this page was read from an Internet Archive capture of that exact URL dated July 26, 2026, whose page metadata carries the February 8, 2024 review date. Two routes failed and a third worked, which makes this a retrieval gap rather than a dead source, and it is still not the same thing as reading the live page. Most of what CDC is quoted for on this page is corroborated in substance by a document we did read live by curl. Two things are not, and they are CDC’s alone: its instruction not to vacuum or sweep undisinfected rodent droppings, and its sentence naming snakes as a hazard for pets specifically after flooding. Weigh those two accordingly. NIOSH’s own do-not-handle instructions, quoted below, are also archive-read and uncorroborated elsewhere in this set, which is exactly why the page publishes them as one document’s position rather than as the answer.
Ready.gov. The federal preparedness site publishes the same warning in two places, both retrieved by curl with an HTTP 200 on August 20, 2026. On its floods page: “Be aware that snakes and other animals may be in your house.” On its recovering-from-disaster page, which states Last Updated: 05/11/2026, the yard version is more physical: “Watch out for animals, especially poisonous snakes. Use a stick to poke through debris.” That second sentence is worth locating precisely, because it is widely attributed to the floods page and it is not there. We searched both pages on August 20, 2026 and it appears only on the recovering-from-disaster page.
Texas Parks and Wildlife Department. A state wildlife agency is the body that actually studies these animals, and TPWD has published on this twice in the aftermath of Texas flooding. Its May 8, 2024 news release states: “Floods can temporarily displace wildlife like snakes, armadillos, skunks and raccoons into some people’s yards and houses as they seek cover or higher ground.” And, in the next sentence, “Common sense precautions should be practiced; be aware that snakes and other animals may seek shelter in debris piles and caution should be used during cleanup efforts.”
Carry the agency’s own currency flag with that. The page itself now prints, above the text: “Note: This item is more than two years old. Please take the publication date into consideration for any date references.” TPWD’s earlier release, from September 5, 2017 after Hurricane Harvey, prints “Note: This item is more than eight years old.” We are quoting both anyway, because a description of animal behaviour after flooding does not expire the way a phone number or a program rule does, but you should know the agency has stamped them.
NC State Extension. Michael Waldvogel and Sarah Kirby’s publication “Dealing With Snakes After a Storm” carries a publication date of July 12, 2023 and, in the same block of raw HTML, “Reviewed/Revised: Aug. 6, 2024”. It opens: “Like other residents in the path of a major storm, snakes become displaced and left homeless. As a result, they may seek shelter and food inside houses, storage sheds, barns, and other buildings. Damaged structures can be more accessible to snakes and floodwaters may allow some snakes to swim or be deposited indoors. Displaced snakes may also be found under or in storm debris or in debris piles created during the cleanup effort.”
That publication carries a photo caption which we reproduce with the source’s own typo intact, because a source’s typo is the best available fingerprint that you are reading the document you think you are reading: “Piles of storm debris provide harborages fo snakes and other animals.” The missing letter is in the raw HTML, not an artifact of our extraction.
University of Missouri Extension. A March 26, 2018 news release by Curt Wohleber quotes Bob Pierce, MU Extension fisheries and wildlife specialist. Its framing sentence: “Displaced snakes, rodents and other nuisance wildlife often will seek shelter and food in areas close to people”. And on the pile you are about to make: “Animals may also find shelter under debris, including debris piles created during the cleanup effort.”
Texas A&M AgriLife Extension. This is the single most on-point document we located, and it is worth naming carefully. Publication EWF-100, “Snakes and Flooding”, by Dr. Maureen Frank, Assistant Professor and Extension Wildlife Specialist, carries the code EWF-100 and the date 8/17, and AgriLife’s own live catalog page still carries it. Its opening: “Natural disasters cause many species of wildlife to leave the affected area in search of a new home. Floods that occur after heavy rainfalls commonly displace snakes. As these snakes try to find food and shelter, people working in and around damaged buildings are more likely to encounter them.” On where: “Snakes are likely to seek shelter in debris piles and downed trees”, with the sub-point “Snakes will often rest on top of debris piles to warm themselves in the sun.”
Getting to that document took three routes. The publisher’s own copy at texashelp.tamu.edu returned HTTP 403 to curl on August 20, 2026, and returned 403 again with a Referer header and a PDF-specific Accept header. The copy quoted here is an Internet Archive capture of that exact URL, extracted in both pdftotext layout mode and raw mode and reconciled between them. That reconciliation was not ceremonial: the layout mode interleaves the document’s two columns, so a line of one column can print beside an unrelated line of the other and make a perfectly accurate quotation look mangled, and the raw mode splits hyphenated words across lines. Every sentence quoted from EWF-100 on this page was read in both modes.
Six bodies, one finding. So the displacement claim is carried by a federal health agency, a federal preparedness site, a state wildlife agency and three land-grant extension services. Five of those documents independently name debris, or debris piles specifically, as the place the animals end up: CDC, Texas Parks and Wildlife, NC State, MU Extension and Texas A&M. That is as well supported as anything on this site gets.
What none of them says is that anybody, human or animal, is more likely to be bitten. Two of those are different claims, and the next sections are about the gap between them.
The Rodents Are a Separate Displacement, Not a Consequence
The rodent half of this arrives on its own, and the sources treat it that way.
CDC puts rodents in their own section, and its framing is blunt about the pet exposure: “After a disaster, such as a hurricane, rats, mice and other pests might get in your home or building.” And: “Rodents and other pests can cause a problem for your health. They can spread diseases and can bite people or pets. They also can trigger asthma attacks or allergic reactions in some people.”
Its cleanup instructions in that same section are the ones that matter for a household with an animal in it, and they are worth reading as a list rather than a paragraph:
- “Cover or close all holes in your walls. Some rodents can squeeze through holes as small as a dime.”
- “Store food and water in containers made of thick plastic, glass, or metal with a tight-fitting lid.”
- “Throw out trash as soon as you can. Put trash in a covered trashcan or dumpster.”
- “Clean up debris and trash as soon as possible outside your home.”
- “Trap any existing rodents using spring-loaded snap traps. When you clean up, wear rubber or plastic gloves, seal the dead rodent in two plastic bags, and throw away.”
Note where that fourth instruction sits. Cleaning up debris as soon as possible is published by CDC as rodent control, in the rodent section, and not in the snake section. Three extension services publish that same instruction for snakes: Texas A&M, NC State and MU Extension. Two of those three publish it as one instruction covering both animals. MU Extension’s release carries the standfirst “Controlling rodents, snakes and other nuisance wildlife after a storm or flood” and aims the instruction at all of them at once: “To make your property less attractive to nuisance wildlife, be sure to remove debris from around your home as soon as possible and keep grass and other vegetation closely mowed”. NC State supplies the rodent reason in the sentence immediately after its own clearing instruction: “Clutter attracts rodents, lizards, and insects on which many snakes feed and also provides shelter for the snakes.” CDC is the document that keeps the two apart, which is a small thing until you are deciding what order to do the work in.
The peer-reviewed mechanism. James H. Diaz, writing in the Journal of the Louisiana State Medical Society in 2014, describes how the animals get there: “Heavy rainfall encourages excessive wild grass seed production that supports increased outdoor rodent populations, and flooding forces rodents from their burrows near water sources into the built environment and closer to humans.”
Carry that paper’s scope with it. Its subject is human rodent-borne disease, specifically leptospirosis and hantavirus pulmonary syndrome, and it is a clinical review written to alert physicians. It says nothing about snakes and nothing about dogs. We are using it for the movement mechanism only. Leptospirosis in dogs after floodwater exposure is a real and important subject and it is not this page’s; it is handled properly, with the veterinary consensus statement quoted at length, in washing floodwater off a dog, and the exposure-history conversation with your vet is covered in dam failure and flash flood pets.
We could not locate the same explicit statement from CDC. What CDC publishes is the outcome, that rodents get into buildings after a disaster, without the grass-seed and burrow mechanism Diaz describes. That is a difference in what each document is for, not a disagreement.
The Prey Link, and the Two Clocks It Runs On
Here is where most writing on this subject goes wrong, so it is worth being slow about.
There is a real, documented relationship between rodents and snakes. There are two versions of it and they operate on completely different timescales. Both of them turn up in documents about floods and storms, but only one of them ever has a clock attached, and it is not the one most writing on this subject leans on.
The fast version, published in a flood document
Texas A&M AgriLife Extension’s flood publication states it directly, in its General tips section:
“Snakes benefit humans by controlling rodents. Rodents will also be displaced by flood waters, and snakes are likely to seek them for food.”
That is co-displacement inside the same event. Both animals get pushed out of the same water at the same time, and one of them eats the other. It is published by a named extension wildlife specialist, in a document whose entire subject is snakes and flooding. NC State says the same thing more briefly, describing both venomous and non-venomous snakes as beneficial because “they help control rodents, which are also displaced by storms.” MU Extension quotes Bob Pierce making the general version of it: “In most cases, snakes are a valuable resource to have, as several species consume rodents, which will help keep them under control”.
So if you have read that snakes follow rodents after a flood, that is not folklore. It is in the extension literature, in a flood-specific document, in plain words.
The slow version, published mostly in yard-management documents that never mention flooding
The other version of the rodent-and-snake relationship is habitat management, and it is the one that gets quoted at people after disasters without its clock attached.
Mississippi State University Extension publication P2277, “Reducing Snake Problems Around Homes”, revised by Leslie M. Burger, PhD, and carrying the revision code POD-10-23, states the ecology first: “Snakes are predators. Depending upon their size, they feed on prey ranging in size from insects or eggs to small mammals, lizards, birds, or even other snakes. If they are living around a home or other human dwelling, they are doing so because there is food, shelter, or other habitat features for them.” Then the operative sentence: “Any structure or vegetation that provides a home for small rodents (mice and rats) is attractive to the snakes that prey on them.” Its remedy is slow by nature: “To reduce their options for shelter around a house, remove nearby cover, including weedy growth, brushy fence rows, piles of boards or firewood, rock or brick piles, and leaf or grass piles.”
University of Florida Extension publication WEC221/UW260, by Steve A. Johnson and Monica E. McGarrity, publishes the same relationship with a reversal built in: “Ratsnakes, in particular, are often found in attics, garages, or sheds when rodents are present, but leave when rodents are exterminated.” And on the entry logic: “Snakes may enter garages, basements, or attics in search of prey if rodents are present or may simply slip in through a drain pipe or crack under a door in search of a cool hiding spot” (its own text adds a figure reference at that point).
Now the measurement that matters. We searched the full text of both of those publications on August 20, 2026. The word flood appears zero times in MSU P2277 and zero times in UF WEC221. The word storm appears zero times in both. These are documents about ordinary residential yards over ordinary seasons. That is not a criticism of them. It is a statement about what they are evidence for.
Why the distinction is load-bearing
A rodent population building up in a woodpile, and then a snake population finding that woodpile worth visiting, is a process measured in weeks and months. A snake pushed out of a flooded ditch into your debris pile on Tuesday is a process measured in hours.
One document belongs in both halves and has to be named rather than filed under whichever half is convenient. NC State Extension’s storm publication carries the harbourage mechanism inside a post-storm document, as the stated reason for its clearing instruction: “Remove debris from around the house as soon as possible. Clutter attracts rodents, lizards, and insects on which many snakes feed and also provides shelter for the snakes.” Read what that does and does not say. It publishes the mechanism in a document about storms, which is more than MSU or UF does. It attaches no clock to it at all: not this week, not this month, not ever. So if a page tells you that your Saturday debris pile is breeding rodents which are now attracting snakes, it has taken a habitat process and pinned a forty-eight-hour clock on it that none of these three documents supplies. What is published for your first week is simpler and better supported: both animals were displaced by the same water at the same time, both are looking for cover, and five of these documents name debris as cover. The slow version is a real reason to finish the cleanup properly over the following month. It is not the reason the yard is risky on day four.
What the Measured Record Shows, Which Is Not What the Framing Assumes
Everything above establishes that more snakes are moving through places people are. The natural next sentence, the one almost every article on this subject writes, is that bites therefore go up. Somebody actually measured that, and the measurement does not support the sentence.
Schulte, Haynes, Smith, Fleming, Kleinschmidt and Roth published “Trends in Snakebites Related to Texas Tropical Storms and Hurricanes, 2000-2017” in Wilderness and Environmental Medicine in 2020. Their own introduction names the belief they set out to test: “Anecdotal media reports suggest an increase in snakebites after hurricanes. After Hurricane Harvey, several households called Texas poison control centers to report snakebites that occurred when rising water flooded homes.”
Their method: “We reviewed retrospective surveillance data from the Texas Poison Control Network to examine snakebites possibly related to tropical storms/hurricanes that hit Texas between 2000 and 2017. For that assessment, we compared 2 groups of counties: those designated for individual assistance (impact counties) by the Federal Emergency Management Agency and all others (nonimpact counties).”
Their result: “Eleven named tropical storms/hurricanes struck Texas between 2000 and 2017; 9 received individual assistance declarations. During the 18 y, 2037 snakebites were reported in the 30 d after and the 30 d before landfalls in 9 storms; 132 (6%) occurred poststorm in impact counties, and 13 of 132 (9%) of the case narratives mentioned hurricanes as a contributing factor. Impact counties were not statistically more likely to report snakebites in the 30 d after landfall for any of the 9 storms or overall, nor did we find differences in patient demographic characteristics, type of snake, and care patterns post- and prestorm.”
Their conclusion, in full: “There was no evidence of increases in snakebites after hurricanes in Texas during the study period. More detailed evaluations may be warranted in other regions that experience hurricanes and have venomous snake populations.”
Read that second sentence as carefully as the first. The authors are not claiming a general result. They are reporting a null finding in one state and asking for the question to be looked at elsewhere.
What this finding does and does not cover
It matters enough to enumerate, because a null result quoted without its boundaries is as misleading as a positive one:
- Humans only. Every bite in that dataset is a human bite reported by or about a person. There is no animal denominator anywhere in it.
- Texas only. One state’s snake fauna, one state’s building stock, one state’s poison control network.
- Poison-centre reports only. A bite treated at an emergency department without a poison-centre call does not appear. The authors are measuring reports, not bites.
- Tropical systems only. Named tropical storms and hurricanes with FEMA individual-assistance declarations. Riverine flooding, flash flooding, dam failure and levee failure are not in the dataset.
- Thirty days. The comparison window is thirty days before and thirty days after landfall.
- It is not a finding of zero. Thirteen of the 132 poststorm case narratives in impact counties named the hurricane as a contributing factor, and the paper’s own introduction describes households reporting bites as water rose into their homes. Bites in flooded homes happen. What was not found is a statistical increase.
Retrieval status on this paper
You should know how much of it we read. PubMed’s page for this article now serves a JavaScript challenge rather than the abstract, to both curl and to an automated fetch. The publisher’s own free PDF at wemjournal.org returned HTTP 403 to curl on August 20, 2026. The complete structured abstract quoted above came from the Europe PMC REST API for PMID 32331949 on that date, which returned the full introduction, methods, results and conclusions sections. We did not read the full text. Everything quoted here is from the structured abstract, which is why this page quotes it at length rather than characterising it.
And there is no dog version of this study
We looked. No dog-specific or companion-animal-specific epidemiology of post-flood snakebite turned up in any source opened for this page. So the honest position is that the one measurement that exists is about people, and that the absence of an animal version is a gap in the literature rather than evidence in either direction. Anyone telling you that dog snakebites spike after floods, or that they do not, is reasoning past the data.
The Pet-Scoped Flood Document That Never Says Snake
There is one document in this whole set that is written for flooding, for animals, and by an animal health authority. It is the Texas Animal Health Commission’s brochure “Flooding: Animal Health Concerns”, dated August 2017.
It is a genuinely useful document and it belongs on this page. Its section headed “Afterward: As the Water Recedes” contains the only flood-scoped, pet-scoped yard instruction we found anywhere:
“Before turning animals out into fenced yards/areas, check the integrity of the fencing. Also walk the area and look for any debris that could injure pets/livestock (like rusty metal, broken glass, etc.). Watch out for downed power lines or potentially damaged gas lines that pose hazards.”
And on wildlife specifically:
“Avoid wildlife that were displaced by flooding. Raccoons, skunks and other wild species may pose a danger to people and their animals. If an animal (or person) is bitten by a wild animal, seek medical attention right away.”
Here is the finding. We retrieved that PDF by curl with an HTTP 200 on August 20, 2026 and extracted it in both pdftotext layout mode and raw mode. The word snake appears zero times in both extractions. A state animal health commission writing specifically about flooding, specifically for owners of pets and livestock, names raccoons and skunks and does not name snakes.
We are not going to over-read that. It is one brochure, a single page, from 2017, and an absence in one document is not a finding about risk. It could reflect a judgment about relative risk, a decision about scope, or nothing at all. What it does establish is narrower and still worth having: the one document a pet owner would most expect to carry this warning does not carry it, which is worth knowing when you are reading a preparedness article that treats snakes as the headline hazard of a flood recovery.
The fence and debris instruction above is already the backbone of our own re-entry sequence, and we are not going to run it twice. The full ten-step version, with the containment audit and the agency-published leash rules, is in returning home with pets after a disaster.
Eight Documents, Six Answers, One Frightened Household
This is the section that made us keep the page. If you go looking for what to do when there is a snake in front of you, you will find confident instructions from serious bodies, and they do not agree. Some of them contradict each other flatly. Below is what each one actually says, in its own words, with the scope of the document that says it.
We are publishing this as a disagreement rather than resolving it, and the reason is worth stating plainly rather than hiding behind hedging language. This site is not a wildlife agency, it has no herpetologist, and it has no standing to tell you that a federal occupational health institute is wrong and a state extension service is right, or the reverse. What we can do is show you that the disagreement exists, so that you know a single confident sentence you read somewhere is one answer among several.

Three things fall out of that table.
First, there is one point of complete agreement, and it is the one that matters for your dog. Not one of these eight documents tells you to put a hand on a snake. The verbs run from back away and step back to let it be and keep your distance, and where a document does describe moving a snake it reaches for a broom, a hose, a shovel or a pole, never a hand. So while the eight cannot tell you what to do about the snake, they answer the question this page is actually about without ambiguity: the dog goes away from it, immediately, and by the shortest route.
UF/IFAS is the source that says so in terms, and it says it twice. Outdoors: “If you encounter a snake outdoors, keep children and pets away while you try to identify it as venomous or non-venomous—from a safe distance.” Indoors, opening the equivalent paragraph: “If you encounter a snake indoors, try to identify it as venomous or non-venomous from a safe distance while keeping children and pets away.” Those two sentences are doing a lot of work on this page, because UF/IFAS is the only one of the eight that puts a pet inside an encounter instruction at all. Note what it does not do: it never says where the pet goes, or who is holding it, or what any of this looks like in a yard that is currently a work site. That part is still ours.
Second, the disagreement is real and it is federal against state. NIOSH, whose page was last reviewed in March 2026 and is the most current document in this set, publishes “Do not touch or handle any snake” as a flat rule with no exceptions. Four state extension services publish more than that. NC State, MU, MSU and UF/IFAS publish instructions for capturing or removing a snake, Texas A&M publishes a broom-and-shovel method for getting a non-venomous one out of a house, and NC State, MU and Texas A&M publish instructions for killing a venomous one as a last resort. We do not reproduce the capture or killing instructions here, and the reason is not that we think a reader could not follow them. It is that a federal agency publishes a categorical instruction against the activity, and a page that reproduces one side of that without the authority to adjudicate is handing a frightened person a procedure while hiding that a federal body says not to do it at all.
Third, whether any of it is even legal depends on where you live, and it is not uniform within a single state. Texas A&M’s flood publication, writing for Texas readers, notes that “Several species of nonvenomous snakes are state-listed as threatened, so it is illegal to kill them”, and instructs readers to “Avoid killing all nonvenomous snakes—they are not a threat to humans.” Mississippi State’s publication puts the general position first, that “Most snakes in Mississippi are not protected by state or federal law, but all snakes do come under the state’s regulatory authority”, and then names four species listed as endangered in Mississippi and two listed as threatened by federal law, adding that “No native snake or snake part may be bought, sold, or in any way entered into commercial trade.” We have not surveyed the other forty-eight states and we are not going to summarise what we have not read. Your state wildlife agency is the authority on what is protected where you live, and that is a question to settle before hurricane season, not during a cleanup.
The animal-control route, and what happens when it fails
CDC’s routing instruction is the one most people will land on: call the animal control agency in your county. Two of the extension documents give that same routing and then warn, in the same breath, that it may not work.
NC State: if you are uncomfortable removing a snake yourself, get help from a neighbour or someone in the community with experience, and note that “local Animal Control staff may not be available due to other emergencies”.
Texas A&M: “If you find a venomous snake in the house, animal control or pest removal companies may be able to help, but may not be available during or right after major natural disasters.”
Publishing a bare instruction to call animal control, without that caveat, would leave a reader at the end of a dead road at eleven at night. So the honest structure of that answer is: call, and while you wait, use what the sources do support, which is containment and time. Close the door on the space it is in. Get every person and every animal to the other end of the property. Do not go back in to check on it. If you can open an exterior door or window out of that space without entering it, that is the one hands-off action a source in this set describes, and only one does: UF/IFAS, writing about a garage, barn or other outbuilding rather than a room inside a house, and only for the case where the removal method it describes is not usable, says to close the door to the house and crack open the external doors and let the snake escape on its own. Extending that from an outbuilding to a room is ours, not UF’s. What the other documents supply is the premise underneath it, which is that the animal wants to leave. TPWD’s biologist again: “They don’t want to be there, either, and if left alone will usually leave on their own.”
A licensed wildlife removal service is the other route TPWD names. Whether one operates in your county is worth knowing before you need it.
Every Instruction On This Subject Is Sized for a Human Working Alone
Now the gap, which is this page’s actual reason to exist.
Collect the protective instructions from every document above and look at what they have in common.
Ready.gov: “Use a stick to poke through debris.”
NIOSH: “Wear leather gloves when handling brush and debris.” “Wear boots and long pants when working outdoors.” “Avoid climbing on rocks or piles of wood where a snake may be hiding.” “Stay away from tall grass and piles of leaves when possible.”
NC State: wear heavy work gloves and boots at least ten inches high, and long pants or snake leggings, when working in areas cluttered with debris; watch where you place your hands and feet; look carefully before placing fingers under piles of debris; never step over logs or other obstacles unless you can see the other side.
Texas A&M: wear boots at least ten inches high, or snake-proof boots or leggings, in areas with widespread debris; use a shovel or other tool to flip debris before lifting with your hands; do not step over debris when you cannot see the other side; and the one hazard no other document in this set names, “Watch where you reach—some snakes may take shelter in overhead debris.” And one honest limit that most sources leave out, which is why we quote it: “Wear work gloves—many snakes can puncture through work gloves, but this extra layer of protection can reduce the severity of a bite.”
MU Extension, quoting Bob Pierce: watch where you put your hands and feet when moving debris; in heavy debris areas wear snake-proof boots at least ten inches high.
Every one of those is a person. Gloves, boots, leggings, long pants, a stick, a shovel, and above all the instruction to look before you reach, which is a behaviour available only to an animal that can be told to do it.
This next part is this page’s own reasoning and not any agency’s finding. A dog has no gloves. There are no boots that protect a dog’s face, and the dog leads with its face. It cannot be instructed to look under a board before nosing it, and its ordinary reaction to something moving in a debris pile is to go and find out what it is. Every layer of protection the published guidance offers a human is unavailable to the animal, which leaves exactly two variables you can control: how far the dog is from the pile, and whether the dog is there while the pile is being disturbed at all. That is why this page’s practical section is about distance and scheduling rather than gear. It is not that gear for dogs is unproven. It is that the entire protective apparatus these documents describe has no animal version to be proven or disproven.
There is a second half to it, and UF/IFAS supplies the sourced half of that. Writing about ordinary Florida yards, it states: “Threats to snakes in residential areas include cats and dogs, lawnmowers, people who misunderstand and fear snakes, as well as automobiles.” A dog is not only a potential victim in this encounter; the extension literature classes it as a threat to the snake. That matters practically, because it explains the escalation. A snake that would have left a person alone is being cornered by something that is behaving like a predator, which is the situation every one of these documents is trying to prevent.
What This Site Concludes, Marked as Ours
Three joins below are not published by any source we opened. They are this site’s reasoning from sources that are quoted above, and we are labelling them rather than dressing them as agency guidance.
Join one: the debris pile is the same object in both problems, and clearing it fast pays two different bills on two different clocks. Four documents tell you to remove debris as soon as possible. Texas A&M says it for snakes, CDC says it inside its rodent section, and MU Extension and NC State say it for both animals in one instruction, as quoted above. What none of them supplies is the timing, and the timing is the whole of our contribution here. Put together, the sentence is: moving that pile in the first week removes the cover that displaced animals are using right now, and removes the harbourage that would build a resident rodent population over the following months, and those are two effects with two mechanisms and two timescales that happen to have the same remedy. Expect the first one immediately. Do not expect the second one for weeks. If a pile has to stay for a while because you cannot get a hauler, treat the ground around it as active for as long as it is there.
Join two: the yard-clearing order and the dog’s schedule are the same problem. Texas A&M publishes an order for clearing: “Start by removing debris close to the house”, then “Once debris is removed, mow the lawn and trim back all vegetation.” Nobody publishes what the dog is doing while that happens. But if the order of clearing runs outward from the house, then the order in which the yard becomes usable for an animal runs the same way, and the practical schedule writes itself: the strip nearest the door is finished and mowed first, which gives you a small, sighted, controlled area for a leashed animal to relieve itself in long before the rest of the property is done. That is our extension of TAMU’s clearing order to the animal’s use of the space, not TAMU’s instruction.
Join three: the rodent-prey relationship applies to a dog in a way none of these documents addresses. Every source that discusses rodents and snakes together is talking about the snake’s motivation. None of them turns it around and asks what a household is doing that puts a dog in the middle of it. Our version: the three measures that reduce rodents also remove the reason a snake has any interest in the property, and they are sealing the entries, containing the food, and getting the trash and debris out. Two of those three are things a pet household controls directly and can do on the first afternoon. MSU says it most usefully because its instruction is about pet food specifically: “Put food resources for rodents, such as pet or bird food, in secure closed containers to discourage rodents and the snakes that feed on them.” Add CDC’s container rule and its instruction to throw out trash promptly, and a post-flood household that has moved bags of kibble to a garage floor while the pantry dries out has just built the thing all these documents tell you not to build. That is our observation about a common post-flood arrangement, and it is the single cheapest thing on this page.
Where the Dog Is While You Clear the Yard
This section is logistics. Where it rests on a source, the source is named. Where it does not, it says so.
Before the animals come back at all, the property gets walked. That is TAHC’s instruction, quoted in full above, and it is the first step of our own re-entry sequence. If you are at the stage of deciding whether the animals come home today, that decision belongs to returning home with pets after a disaster, which covers the containment audit, the vehicle problem and the species order. This page assumes the animals are back, or are coming back, and that debris work is still going on around them.
The dog is not in the working area while a pile is being moved. Not on a long line, not loosely supervised, not on the other side of the yard. This is the site’s own instruction and the reasoning is in the section above: every protective measure the published guidance offers is unavailable to the animal, and the moment of highest exposure in the whole process is the moment a pile is lifted, flipped or shifted.
Pick and finish one small relief area first. Following TAMU’s clearing order outward from the house, the strip immediately outside the door the dog will use gets cleared and mowed before anything else. Short leash, on that strip only, for as long as the rest of the yard is a work site. This is our application of TAMU’s order, not TAMU’s instruction.
Keep the animal off and away from every pile that remains. TAMU: snakes shelter in debris piles and downed trees, and rest on top of them to warm themselves in the sun. That second one is the counterintuitive part. A pile is not only a place something might be hiding inside; it is a basking surface, which means the animal can be in plain view on top and still be exactly where a dog will put its nose.
Watch the transition zones. UF/IFAS notes that snakes may enter garages, basements and attics in search of prey if rodents are present, or slip in through a drain pipe or a crack under a door in search of a cool hiding spot. Post-flood, doors do not seal, garages stand open for days, and crawl space access panels get removed and not replaced. Those are the places to check before the dog gets there, and they are also on our re-entry containment list for a different reason, which is that they are how animals get out.
Do not use the dog as a detector. No source suggests it, and it inverts the one thing every source agrees on. If a dog is fixed on a spot in the debris and will not leave it, that is information, and the response is to remove the dog, not to send anyone to look.
Do not let the animal drink from standing water or eat anything on the ground during any of this. That is a floodwater instruction rather than a snake one, and it is covered properly in flood pet preparedness and washing floodwater off a dog.
Expect the yard to keep changing. Contractors, tree crews and haulers work through yards for weeks after a flood, gates do not always come back the way they were found, and a new pile appears every time a room is gutted. The check you did on day two is a snapshot.
The Rodent Half Is Where a Dog Is Most Likely to Actually Be Hurt
There is one hazard in this whole subject that the household introduces itself, and it is the one this page would most like you to think about before you act. It is what people reach for when rodents get into a flooded building.
University of Florida Extension, writing about ordinary residential rodent control rather than disasters, publishes the warning:
“If you see rodents or find droppings, you may need to use traps or hire an exterminator to remove them. Avoid using poisons because poisoned rats that leave your garage may be scavenged by wildlife or pets, poisoning them too.”
That is a wildlife extension service telling a homeowner that rodenticide reaches pets through the rodent. It is not the only extension answer, and pretending it is would be the same defect this page spends its first half documenting. MU Extension’s release, the one document in this set written about a flood that addresses bait at all, quotes state wildlife specialist Bob Pierce going the other way with a condition attached: “To control large rodent populations, use a registered rodenticide in areas where you observe rodent activity” and “Be sure to use a bait station when using a rodenticide. This will protect the bait from the weather and prevent nontarget animals from eating the bait.” So the extension literature holds both a warning against poisons in a household with pets and an instruction to use one inside a bait station, and this site has no standing to tell you which land-grant wildlife specialist is right. What we can do is what we did with the snake: show you the disagreement, and refuse to publish a safety claim about a product we cannot verify around your animal. Applying either of them to the post-flood window is this page’s own reasoning: flooding pushes rodents into buildings, which is when the pressure to solve the problem fast is highest, and it is also the period when a dog is spending unusual amounts of time in a garage, a partly gutted room or a yard full of new hiding places. The two curves peak together.
And the trigger that goes with all of that, which is also ours. If a dog has eaten bait, if you find chewed bait packaging, or if the animal has eaten or mouthed a rodent anywhere bait has been used, that is a call to a veterinarian or to the ASPCA Animal Poison Control Center at (888) 426-4435, where a consultation fee may apply, and take the product packaging so the active ingredient is known. The first two of those are obvious. The third is the route UF/IFAS names in the sentence quoted above, the one where the poison arrives inside the rodent rather than out of the box, and it is the one an owner clearing a garage is least likely to connect to a phone call. Attaching that call to the scavenging route is this page’s own reasoning: UF/IFAS publishes the warning, MU Extension publishes the product, and no document in this set puts the two together as a single instruction with a next step on the end of it.
Note what CDC does and does not say here. Its post-disaster rodent instructions name a tool, and the tool is not bait: “Trap any existing rodents using spring-loaded snap traps.” We searched CDC’s post-disaster animals page on August 20, 2026 and found no mention of rodenticide or bait in either direction. That is an absence in one document, not a CDC position against bait. A snap trap is not automatically safe around an animal either, and placement is the whole question.
The measures that carry no toxicity at all are the ones CDC, MSU, UF/IFAS and NC State each publish independently, and they are worth doing first:
- Seal the entries. CDC: “Cover or close all holes in your walls. Some rodents can squeeze through holes as small as a dime.” UF/IFAS and MSU both put exclusion first as well, and NC State gives the post-storm version: all openings around the house a quarter-inch and larger should be sealed, checking corners behind doors and windows, crawlspace doors, damaged foundation vents, gaps around water pipes and electrical service entrances. MSU and MU Extension use that same quarter-inch figure. Texas A&M’s flood publication does not: it says “Seal all openings larger than 1/8 inch.” That is a real disagreement about a number, one document against the three that give the quarter-inch figure, and the stricter of the two figures belongs to the only one of them written for a flood. UF/IFAS declines a threshold altogether, saying only that some snakes, especially small ones, may enter through an opening no larger than a pencil. Nobody reconciles them, and neither do we.
- Contain the food, and remember whose food it is. MSU: “Put food resources for rodents, such as pet or bird food, in secure closed containers to discourage rodents and the snakes that feed on them.” CDC: “Store food and water in containers made of thick plastic, glass, or metal with a tight-fitting lid.” UF/IFAS: keep human food, pet food and bird seed in tightly closed containers, and names a metal garbage can with a secure lid as a rodent-proof place to store bird feed and pet food in a garage.
- Move the trash out fast. CDC: “Throw out trash as soon as you can. Put trash in a covered trashcan or dumpster.” A flood generates an enormous volume of wet organic waste and it usually sits in the yard for days.
- Clear the debris. Which brings you back to the pile, for the third distinct reason on this page.
And one cleanup rule that is genuinely about the animal in the house rather than the animals outside it. CDC: “Do not vacuum or sweep rodent urine, rodent droppings, or contaminated surfaces that have not been disinfected.” The method it gives is to spray urine and droppings with a disinfectant or a 1:10 chlorine solution until thoroughly soaked, let it soak for five minutes, remove with a paper towel, and discard the paper towel outdoors in a sealed garbage container. CDC gives that instruction to protect the person sweeping. The additional reason it matters in a pet household is ours: a dog lives at floor level and grooms whatever ends up on its feet, so the surface an owner is about to raise into the air is a surface the animal will meet again. That rule, with CDC’s bleach ratio in full, already appears in our re-entry sequence, and we are repeating the headline here only because a household doing rodent cleanup often is not reading a re-entry page.
If You Think Your Dog Was Bitten
This page will publish exactly what one credentialed veterinary source states and nothing beyond it, and it is worth saying why before saying what.
The Merck Veterinary Manual’s chapter on snakebites in animals is authored by Sharon M. Gwaltney-Brant, DVM, PhD, DABVT, DABT, of the University of Illinois, with a full review in January 2022 and a last update in September 2024. Its statement to owners is short:
“Snakebite with envenomation is a true emergency. Rapid examination and appropriate treatment are paramount. Owners should not spend time on first aid other than to keep the animal quiet and limit its activity. The following commonly touted measures are ineffective and can be potentially harmful: use of ice, cold packs, or sprays; incision and suction; tourniquets; electric shock; hot packs; and delay in presentation for medical treatment (waiting until problems develop).”
Its own summary point: “Snake envenomation is an emergency situation requiring prompt veterinary intervention.”
The sentence immediately after that list is the reason speed matters rather than a clock to race: “Intensive treatment should begin as soon as possible because irreversible effects of venom begin immediately after envenomation.”
On why this is not a wait-and-see with a dog specifically, the same chapter states: “Fatal snakebites are more common in dogs than in other domestic animals. Because of the relatively small size of some dogs in proportion to the amount of venom injected, the bite of even a small snake may be fatal.” It also states that “Between 150,000 and 300,000 animals are bitten every year by pit vipers in the US”, a figure the chapter footnotes to a 2012 book chapter by Gwaltney-Brant, Dunayer and Youssef in Veterinary Toxicology: Basic and Clinical Principles, second edition, rather than to its own data.
Merck also addresses the impulse to deal with the snake: “Owners should not try to capture the snake”. That sentence continues into an instruction about bringing a dead snake in for identification, which this page does not reproduce, because NIOSH publishes a flat instruction never to handle a venomous snake, not even a dead one or its decapitated head.
What this page will not publish about a bite, and the checkable reason
Everything in that chapter after the owner sentence is a clinical protocol: intravenous crystalloid fluids, antivenom selection between three product types, corticosteroid timing, coagulopathy management, drug doses. That material is addressed to a veterinarian with the animal on a table, and this site has no credentialed veterinary reviewer who could extend any of it to an owner. That is the reason, and it is a reason you can check by opening the chapter.
Merck also publishes an owner-facing version of the same subject, linked from that chapter, and we opened it on August 20, 2026 so that this refusal is not resting on a document we declined to read. Its instruction to owners is the same sentence in slightly different words: a venomous snakebite is a true emergency, rapid examination and appropriate treatment by a veterinarian are paramount, and owners should not spend time on first aid other than to keep the animal quiet and limit activity. It adds one thing the professional chapter does not put in front of an owner, and we are naming it rather than recommending it, because whether it is appropriate for your animal is a veterinary decision and not ours: it states that a vaccine is available for dogs that may reduce the effects of a rattlesnake bite. That is a question for your own veterinarian on a quiet afternoon, and it is the only preventive product any credentialed veterinary source in this set names at all. We have not opened a second veterinary opinion on it and are in no position to weigh one against the other, so carry Merck’s own hedge with the fact: it says the vaccine may reduce the effects, not that it prevents them.
The same test explains what else is missing here. We do not publish snake identification guidance, because the purpose a reader would use it for is deciding whether a bite is serious enough to act on, and that is a clinical judgment. We do not publish any threshold of the form: if it has been more than a stated number of minutes, do this. And we do not extend CDC’s snakebite instructions to an animal, because CDC wrote them for a human patient: they say to keep “the bitten person” still and calm, to dial 911, and to contact the local Poison Control Center at 1-800-222-1222. That number is a human poison line and it is not a route for a dog. We are naming it only because it appears on the CDC page a reader is likely to be looking at.
The routes, and what to do when the first one is unavailable
The primary route is the nearest emergency veterinary hospital. It is local, it changes by county, and we cannot name it for you. What we can tell you is that the time to find out which hospital in your area takes emergencies overnight is before the storm, not during a cleanup, and that this is the single most useful thing on this page you can do on a quiet afternoon.

The ASPCA Animal Poison Control Center is reachable 24 hours a day at (888) 426-4435 and a consultation fee may apply. We verified that number on the ASPCA’s own page on August 20, 2026, where it publishes “Call Now: (888) 426-4435”, “We are available 24/7, 365 days a year”, and “A consultation fee may apply.” Treat it as a consultation running alongside getting to a hospital, not as a substitute for one: it is a poison-control service, and a suspected envenomation is a surgical and critical-care problem.
If the obstacle is money rather than distance. That is a different unavailable case from a dark clinic, and this page treats it as a real one rather than assuming that a reader who can reach a hospital can pay for what happens inside it. Paying a post-disaster vet bill covers the funders and the order they pay in, including which programs pay a clinic directly rather than reimbursing you and which treat a bill you have already paid as disqualifying, which is why those calls are worth making before the invoice rather than after.
If you genuinely cannot reach any of those, the only instruction this page will give is the one Merck itself gives, because it is the only one a credentialed veterinary source addresses to an owner: keep the animal quiet and limit its activity, and keep working the routes.
What This Page Will Not Do
Stated as a list, because a refusal is a claim and each of these has a reason you can check.
No diagnosis and no identification guidance. We will not tell you how to tell a venomous snake from a non-venomous one, and the reason is what a reader would use it for. Two of the documents quoted above condition their own advice on an identification step, which is exactly why we quote their conditions rather than their conclusions.
No first aid for a bitten animal beyond Merck’s own sentence. The rest of that chapter is written for a clinician administering fluids and antivenom.
No instruction of our own to remove, pin, trap, hose or kill a snake. Five of the eight documents publish some form of hands-on instruction, from a broom to a hose to a club, and one federal agency publishes a flat instruction against handling any snake at all. Where we quote one of those documents we say what it is, and we do not pick between them.
No claim that bites go up after a flood. One measured series looked and did not find it, and no animal version of that study turned up in any source opened for this page.
No verdict on your state’s law. Two of the documents quoted here note species protections in their own states. We have not read the other forty-eight.
No treatment of leptospirosis. It is the genuinely dog-relevant rodent-borne disease in this scenario, it is handled on several other pages of this site and most fully on the one below, and duplicating it here in worse form would help nobody. Start at washing floodwater off a dog.
No timeline for when the yard is safe again. None of the nineteen sources opened for this page publishes one. TPWD says displaced wildlife returns to its usual habitat over time. That is the closest thing to an answer that exists, and it is not a date.
What We Could Not Reach, and How We Checked
A page that leans on retrieval owes you its retrieval record, because a failure to fetch a document and a finding about what the document says are different statements and only one of them is a finding.
- cdc.gov returned 403 to curl with a browser user agent on all three CDC pages used here, on August 20, 2026, and returned 403 again with a full browser header set. All three were read from Internet Archive captures of the same URLs, dated July 26, 2026, August 6, 2026 and August 11, 2026 respectively, each carrying the page’s own review-date metadata. That is a route failing, not a dead source.
- texashelp.tamu.edu returned 403 to curl for the Texas A&M flood publication, with and without a Referer header and a PDF Accept header. The document was read from an Internet Archive capture of that exact URL, and the publisher’s own live catalog page for it returns 200 and still lists it.
- pubmed.ncbi.nlm.nih.gov now serves a JavaScript challenge rather than an abstract, and the Wilderness and Environmental Medicine PDF returned 403. The Schulte abstract was obtained complete from the Europe PMC REST API. The full text was not read.
- We did not survey state snake protection laws. Two documents quoted here mention their own states’ protected species. That is the extent of what was read.
- We found no dog-specific epidemiology of post-flood snakebite in any source opened. That is a description of a search, not proof that none exists.
- We found no published instruction, from any agency or extension service, addressing where a companion animal should be while flood debris is cleared. That is also a description of a search. It is why the practical section above is labelled as this site’s reasoning.
Your Post-Flood Snake and Rodent Checklist
- Before any animal is loose on the property, walk it. TAHC’s instruction is to check the integrity of the fencing and walk the area for debris that could injure pets or livestock, and to watch for downed power lines or damaged gas lines.
- Keep the dog out of the working area entirely while any debris pile is being lifted, flipped or shifted. Not on a long line, not on the far side of the yard.
- Clear and mow one small strip immediately outside the door the animal will use, first, and keep the animal on a short leash on that strip only until the rest of the yard is done.
- Treat every remaining pile as occupied, including the top of it. Texas A&M notes snakes rest on top of debris piles to warm themselves in the sun.
- Move debris as soon as you can. Three extension services publish it as snake advice and CDC publishes it as rodent advice, and it is the same pile.
- Get pet food, bird seed and trash into sealed containers today. MSU aims that instruction at snakes as well as rodents; CDC specifies thick plastic, glass or metal with a tight-fitting lid.
- Seal openings around the foundation, crawlspace doors, damaged vents, and gaps around pipes and electrical entries. NC State, MSU and MU Extension each set the threshold at a quarter of an inch; Texas A&M’s flood publication sets it at an eighth (“Seal all openings larger than 1/8 inch”), which is the stricter of the two and is the one written for a flood. UF/IFAS publishes no sealing threshold at all and says instead that some snakes, especially small ones, may enter through an opening no larger than a pencil.
- Check the garage, the crawl space access and any door that no longer seals before the dog gets to them. UF/IFAS names those as the places snakes enter in search of prey or a cool hiding spot.
- Read both sides before putting out rodent bait. UF/IFAS warns that poisoned rats leaving a garage may be scavenged by pets; MU Extension’s flood release instructs the opposite, to use a registered rodenticide inside a bait station so nontarget animals cannot eat it; CDC’s post-disaster rodent instruction names snap traps instead. This page does not pick between them, and placement matters for a snap trap too.
- If a dog eats bait, if you find chewed bait packaging, or if the animal eats or mouths a rodent anywhere bait has been used, call a veterinarian or ASPCA Animal Poison Control at (888) 426-4435 and take the packaging with you. The third of those is the route UF/IFAS names and the one easiest to miss; attaching a call to it is this page’s own reasoning.
- Do not vacuum or sweep rodent urine or droppings that have not been disinfected. That is CDC’s rule, and it matters more in a house where something lives at floor level.
- If you see a snake, take the dog away from it first, before anything else. Distance is the one thing all eight documents are consistent about, and UF/IFAS is the only one that says in terms to keep pets away from an encounter.
- Do not handle it, and do not send the dog near it. If it is indoors, close the door on the room and give it a route out if you can do that without entering.
- Call county animal control, and know in advance that NC State and Texas A&M both warn it may not be available right after a disaster. Find out now whether a licensed wildlife removal service covers your county.
- Write your nearest 24-hour emergency veterinary hospital on the same page as your regular clinic’s number, before the season starts.
- If you think an animal was bitten, go. Merck’s instruction to owners is to keep the animal quiet and limit its activity and not to spend time on anything else, and it names ice, cold packs or sprays, incision and suction, tourniquets, electric shock, hot packs, and delay in presentation as ineffective and potentially harmful.
- ASPCA Animal Poison Control is (888) 426-4435, 24 hours a day, and a consultation fee may apply. Use it alongside a hospital, not instead of one.
- If the problem is paying for it rather than reaching it, work paying a post-disaster vet bill before the invoice rather than after. It covers the funders and the order they pay in, including which programs pay a clinic directly and which treat a bill you have already paid as disqualifying.
The Version You Do Before the Water Comes
Four things. Together they take about twenty minutes, and every one of them is impossible to do well in the week you actually need it.
Find your emergency veterinary hospital and write it down. Not your clinic. The one that is open at two in the morning, which in many areas is a different building in a different town. This is the single highest-value item on this page, because it is the only part of the bite answer that is entirely in your control and it becomes impossible to research at the moment you need it.
Find out whether a licensed wildlife removal service operates in your county. TPWD names them as a route alongside animal control, and two extension services warn that animal control may be unavailable after a disaster. This is a five-minute search on a normal Tuesday.
Get the pet food into sealed containers now, and keep it that way. MSU’s sentence covers both animals you do not want: pet food in a closed container discourages rodents and the snakes that feed on them. The post-flood failure mode is a bag of kibble moved to a garage floor while the pantry dries out, and it is entirely avoidable in advance.
Read your state wildlife agency’s page on snakes once, while nothing is happening. Which species are protected where you live is a state question, the answer differs even within one state’s own list, and it is not a thing to work out with a torch in your hand.

Frequently asked questions
Do snakes really move into yards and houses after a flood?
Yes, and this is the least disputed thing on the subject. CDC's post-disaster animals page, whose metadata records it as last reviewed February 8, 2024, states: "After a natural disaster, snakes may have been forced from their natural habitats and move into areas where they would not normally be seen or expected. When you return to your home, be cautious of snakes that may have sought shelter in your home." Ready.gov's flood page states: "Be aware that snakes and other animals may be in your house." Texas Parks and Wildlife Department states that "Floods can temporarily displace wildlife like snakes, armadillos, skunks and raccoons into some people’s yards and houses as they seek cover or higher ground", and that "snakes and other animals may seek shelter in debris piles and caution should be used during cleanup efforts." NC State Extension, in a publication dated July 12, 2023 and reviewed August 6, 2024, states that displaced snakes "may seek shelter and food inside houses, storage sheds, barns, and other buildings" and that "Piles of storm debris provide harborages fo snakes and other animals", reproducing that source's own typo. Two important limits. First, displacement is temporary by these agencies' own description: TPWD's wildlife diversity program director John Davis is quoted in a 2017 release, which the agency now flags as more than eight years old, saying "Over time, displaced wildlife will return to their usual habitats." Second, more animals moving around is not the same as more people being bitten, and the only measured bite series we located, which counted human bites reported to Texas poison centres around nine named tropical storms, found no statistical increase. No equivalent series exists for dogs, so nothing in that null result is a measurement about a pet. Being cautious in debris is well supported by every one of these documents. The general rise in human bites is the thing one measured series looked for and did not find, and the calmer reading of a snake in the yard belongs to TPWD's own wildlife diversity program director rather than to us.
Are snake bites more common after a flood or a hurricane?
The only measured series we could locate says no, and its scope has to be read with the answer. Schulte, Haynes, Smith, Fleming, Kleinschmidt and Roth published "Trends in Snakebites Related to Texas Tropical Storms and Hurricanes, 2000-2017" in Wilderness and Environmental Medicine in 2020. They compared Texas Poison Control Network snakebite reports in the thirty days before and after landfall for storms that hit Texas over eighteen years, splitting counties into those FEMA designated for individual assistance and all others. Their result: "Impact counties were not statistically more likely to report snakebites in the 30 d after landfall for any of the 9 storms or overall, nor did we find differences in patient demographic characteristics, type of snake, and care patterns post- and prestorm." Their conclusion: "There was no evidence of increases in snakebites after hurricanes in Texas during the study period." What that finding does not cover matters as much as what it says. It counts human bites, not animal ones. It is Texas only. It counts only bites reported to poison centres, so anything treated without such a call is invisible to it. It covers named tropical storms and hurricanes, not riverine flooding or flash flooding. The authors themselves note that 13 of 132 poststorm case narratives in impact counties mentioned hurricanes as a contributing factor, and their own closing sentence is "More detailed evaluations may be warranted in other regions that experience hurricanes and have venomous snake populations." We found no equivalent study of dogs after flooding at all, so nothing here should be read as a measurement about dogs. The honest summary is that bites in flooded homes do happen and are described in that paper's own introduction, and that the aggregate rise many people assume was looked for in one place and not found.
Should my dog be in the yard while I clear flood debris?
No published agency instruction answers that question directly, and we would rather say so than manufacture an answer with a citation attached. What is published is on both sides of it. Texas A&M AgriLife Extension says "Snakes are likely to seek shelter in debris piles and downed trees" and "Snakes will often rest on top of debris piles to warm themselves in the sun", and it tells the person doing the clearing to watch where they reach, to use a shovel or other tool to flip debris before lifting with their hands, and to wear boots at least ten inches high in areas with widespread debris. Ready.gov's version is "Watch out for animals, especially poisonous snakes. Use a stick to poke through debris." NIOSH tells outdoor workers "Wear leather gloves when handling brush and debris" and "Do not touch or handle any snake." Every one of those instructions is addressed to a person, and none of that equipment has an animal version. Separately, CDC states that after an emergency, and especially after flooding, snakes and other wildlife and downed power lines can be hazards for pets and people. Putting those together is this page's own reasoning rather than any agency's: a debris pile you are actively disturbing is the least predictable place on the property, and a dog cannot be told to look before it puts its nose into a gap, so the dog is not in the working area while the pile is being moved. Where the dog is instead is a real question with a real answer, and it is usually indoors in a finished room, or crated in a shaded, ventilated spot well away from the work, or still at the place it was staying before you came back. There is a snake in my yard and my dog is barking at it. What do the published sources say to do?
They do not say the same thing, which is itself the most useful fact we can give you, so here they are in their own words rather than blended into one instruction. CDC: "If you see a snake, back away from it slowly and do not touch it", and for one indoors, "If you see a snake in your home, immediately call the animal control agency in your county." CDC's National Institute for Occupational Safety and Health, on a page last reviewed March 3, 2026: "Do not touch or handle any snake" and "Do not pick up the snake or try to trap it." Texas A&M AgriLife Extension: "If you encounter a snake, step back and wait for it to leave the area", adding that "Most snakes move slowly and try to avoid humans." Texas Parks and Wildlife's wildlife diversity program director, quoted in 2017: "A snake in the yard is not a cause for panic" and "They don’t want to be there, either, and if left alone will usually leave on their own." University of Florida Extension advises enjoying it from a distance and leaving it be, and where a reader feels they must move it, describes a garden hose, but only after an identification step this page does not publish. Mississippi State University Extension describes sweeping one into a sealable box, and its own next paragraph adds the limit that travels with it: "Unless you are skilled at snake identification, treat all snakes as if they are venomous and avoid contact with the snake’s head." Five of these documents also publish some form of capture or removal instruction, and three of them publish instructions for killing a venomous snake, none of which we reproduce here, because CDC's occupational institute publishes a flat instruction not to handle any snake and this site has no standing to tell you which federal or state document to follow. What every one of them agrees on is distance, so the answer for the dog is not in dispute: get the dog inside or on a short lead and away, before anything else. Whether you may legally remove or kill a snake is set by your state and it is not uniform even for one state's own species list. Texas A&M's flood publication notes that "Several species of nonvenomous snakes are state-listed as threatened, so it is illegal to kill them." Your state wildlife agency is the authority on that, not this page.
Does clearing debris get rid of snakes, and how long does it take to work?
Clearing debris is what three independent extension services and one federal agency tell you to do, but they are describing two different effects on two different clocks and it is worth knowing which one you are buying. The fast effect is removing cover that displaced animals are using right now. Texas A&M AgriLife Extension: "Make your yard unattractive to snakes by removing debris as soon as possible", with the sequence "Start by removing debris close to the house" and then "Once debris is removed, mow the lawn and trim back all vegetation." MU Extension quotes state wildlife specialist Bob Pierce: "To make your property less attractive to nuisance wildlife, be sure to remove debris from around your home as soon as possible and keep grass and other vegetation closely mowed". NC State Extension: "Remove debris from around the house as soon as possible." CDC gives the same instruction inside its rodent section rather than its snake section: "Clean up debris and trash as soon as possible outside your home." The slow effect is different. Mississippi State University Extension publication P2277 states that "Any structure or vegetation that provides a home for small rodents (mice and rats) is attractive to the snakes that prey on them", and University of Florida Extension states that "Ratsnakes, in particular, are often found in attics, garages, or sheds when rodents are present, but leave when rodents are exterminated." That is habitat management, measured over weeks and months, and neither of those two publications mentions flooding at all. So the honest answer is that clearing the pile removes today's hiding place today, and removes a rodent harbourage whose effect on snakes plays out much later, and that nobody should expect the second effect inside the first week. It is also not a guarantee about either. None of these sources promises a snake-free yard, and one of them, Texas Parks and Wildlife, notes that displaced wildlife returns to its usual habitat over time on its own.
I think my dog was bitten by a snake. What should I do?
Get to a veterinarian, and do not spend time on anything else first. The Merck Veterinary Manual's chapter on snakebites in animals, authored by Sharon M. Gwaltney-Brant, DVM, PhD, DABVT, DABT, of the University of Illinois, with a full review in January 2022 and a last update in September 2024, states: "Snakebite with envenomation is a true emergency. Rapid examination and appropriate treatment are paramount. Owners should not spend time on first aid other than to keep the animal quiet and limit its activity." It then names what not to do, describing these as "ineffective and can be potentially harmful": "use of ice, cold packs, or sprays; incision and suction; tourniquets; electric shock; hot packs; and delay in presentation for medical treatment (waiting until problems develop)." Its own summary point is "Snake envenomation is an emergency situation requiring prompt veterinary intervention." The same chapter states that "Fatal snakebites are more common in dogs than in other domestic animals", and explains that because of the relatively small size of some dogs in proportion to the amount of venom injected, the bite of even a small snake may be fatal. This page will not publish first aid beyond Merck's own sentence, and will not tell you how to identify the snake so you can decide whether the bite matters, because the rest of that chapter is addressed to a clinician giving intravenous fluids and antivenom and this site has no credentialed veterinary reviewer who could extend it to an owner. Merck does state that owners should not try to capture the snake. The single thing that makes this answer easier is done before the storm, which is finding out now which hospital near you takes emergencies overnight and writing it next to your regular clinic's number.
Is it safe to put out rodent bait after a flood if I have a dog?
The extension literature does not agree with itself here, and the honest answer is to hand you both sides in their own words rather than a reassurance or a scare. University of Florida Extension, writing about ordinary residential rodent control, states: "If you see rodents or find droppings, you may need to use traps or hire an exterminator to remove them. Avoid using poisons because poisoned rats that leave your garage may be scavenged by wildlife or pets, poisoning them too." That sentence is about a normal year, not a flood, and applying it to the days after one is this page's own reasoning: flooding pushes rodents indoors, which is when a household is most tempted by the fastest available fix, and it is also when a dog is spending unusual amounts of time in a garage or a partly cleared house. MU Extension's flood release goes the other way, quoting state wildlife specialist Bob Pierce: "To control large rodent populations, use a registered rodenticide in areas where you observe rodent activity" and "Be sure to use a bait station when using a rodenticide. This will protect the bait from the weather and prevent nontarget animals from eating the bait." That is the only document in this set that both concerns a flood and addresses the bait question, and its answer is conditional on a bait station rather than open. We are not adjudicating between a Florida yard publication and a Missouri flood release, and we are not going to tell you a product is safe around your dog. CDC's own post-disaster rodent guidance mentions neither bait nor rodenticide and names a third thing: "Trap any existing rodents using spring-loaded snap traps", adding that when you clean up you should "wear rubber or plastic gloves, seal the dead rodent in two plastic bags, and throw away." A snap trap is not automatically dog-safe either, so place any trap where the animal cannot reach it, which is this page's own instruction and not CDC's. The measures every source agrees on are the ones with no toxicity at all: CDC says to cover or close all holes in your walls, to store food and water in containers made of thick plastic, glass, or metal with a tight-fitting lid, to throw out trash as soon as you can into a covered container, and to clean up debris and trash as soon as possible outside your home. Mississippi State University Extension adds the one that matters most in a pet household, and it is aimed at snakes as well as rodents: "Put food resources for rodents, such as pet or bird food, in secure closed containers to discourage rodents and the snakes that feed on them." If a dog has already eaten bait, if you find chewed bait packaging, or if the animal has eaten or mouthed a rodent anywhere bait has been used, that is a call to a veterinarian or to the ASPCA Animal Poison Control Center at (888) 426-4435, where a consultation fee may apply, and take the product packaging with you so the active ingredient is known. That third trigger is the route UF/IFAS names in the sentence quoted above, and it is the one an owner is least likely to think of; attaching a call to it is this page's own reasoning, because no document in this set publishes the scavenging warning and the escalation as one instruction.
CDC says to call county animal control. What if nobody comes?
Two of the documents that give that routing also warn, in their own words, that it may fail after a disaster, and that warning is the reason this answer exists. NC State Extension's storm publication says that if you are uncomfortable removing a snake yourself you should try to get help from a neighbour or someone in the community with experience handling snakes, and adds in the same sentence that "local Animal Control staff may not be available due to other emergencies". Texas A&M AgriLife Extension's flood publication says that "If you find a venomous snake in the house, animal control or pest removal companies may be able to help, but may not be available during or right after major natural disasters." So the answer when nobody comes is not to escalate to handling it. What the sources support is containment and time. Texas A&M: "If you encounter a snake, step back and wait for it to leave the area", and "Most snakes move slowly and try to avoid humans." NC State, for one indoors: do not panic, and try to confine the snake to a small area of the house. Texas Parks and Wildlife's wildlife diversity program director, in a 2017 release the agency now flags as more than eight years old: "They don’t want to be there, either, and if left alone will usually leave on their own." Practically, that means closing the door on the room it is in, putting a rolled towel along the gap under that door, taking every animal and person to the other end of the house or off the property, opening an exterior route out of that space if you can do it without entering, and calling again later. A licensed wildlife removal service is the other published route, named by Texas Parks and Wildlife as "licensed snake removal experts", and it is worth finding out before hurricane season whether one operates in your county, because that is not a search anyone runs well at nine at night with a dog barking at a closet. None of these sources promises a fast resolution, and neither do we.
