Hurricane Pet Preparedness Hundreds of Miles Inland

The National Hurricane Center's Tropical Cyclone Report on Hurricane Helene, current version dated 17 February 2026, records that clean water was not restored to Asheville, North Carolina until 18 November 2024, which the report counts as 53 days after Helene passed through, and that media reports indicated 25,000 Asheville customers were still without power two weeks after the storm. Size the pet supply horizon against a multi-week outage, not a two-day one.
  • Regional veterinary capacity can be a casualty too. The North Carolina Veterinary Medical Board's Fall 2024 Regulatory Bulletin, effective September 30, 2024, opened an expedited temporary permit route for out-of-state veterinarians in what the board calls the "storm affected counties", a list of 25 named North Carolina counties plus the Eastern Band of Cherokee Indians that runs from the far western mountains east into the foothills and Piedmont, waived the application fee, and stated there is no temporary permit process for registered veterinary technicians or veterinary staff. Those permits were capped at 60 days, so that specific 2024 action has lapsed. The durable lesson is that in-region capacity needed reinforcing from outside, and that your own clinic may be one of the closed ones.

In most inland counties there is no zone map with your street on it, no contraflow plan, no surge forecast, and no scheduled moment where an official voice tells you that this is the hour. Some inland households do get an evacuation notice, usually for a river or a dam rather than for the storm itself, and that possibility is worth checking before a season rather than assuming either way. But for most of them, what arrives instead is rain that does not stop, on ground that is already full, moving downhill toward a road you assumed would be there. The coastal hurricane playbook’s central instruction, get out and go inland, is an instruction you cannot follow, because you already are inland. This page is written for the household several hundred miles from any coastline that still has to decide what to do with its animals when a named storm is coming apart over the mountains or the piedmont upstream.

Everything below traces to the agency that published it: the National Hurricane Center, the National Weather Service and its Weather Prediction Center, the NOAA National Water Prediction Service, and for the one storm used as a worked example, the NHC’s own Tropical Cyclone Report and two North Carolina state agencies. Where a rule is set by a state or a county rather than by the federal government, the jurisdiction is named every time, because inland terminology is local and borrowing another state’s vocabulary is how people misread their own warning.

This page does not repeat any of it. It answers the different question.

The Hazard Swaps Out, and So Does the Plan

Start with what the difference actually is, because the two failure modes here are equal and opposite. One is the inland reader who assumes a hurricane is a coastal problem and does nothing. The other is the inland reader who reads a coastal checklist, decides the whole thing is overblown because there is no surge in the Blue Ridge, and does nothing for a different reason.

NOAA’s Weather-Ready Nation hurricane hazards page, checked August 5, 2026, ranks the two hazards plainly and in the same breath. Storm surge, it says, “is historically the leading cause of hurricane related deaths in the United States.” Immediately after, under its own inland flooding heading: “Flooding from heavy rains is the second leading cause of fatalities from landfalling tropical cyclones. Widespread torrential rains associated with these storms often cause flooding hundreds of miles inland. This flooding can persist for several days after a storm has dissipated.”

Read those two sentences next to each other and the honest position falls out. A coastal household is exposed to the hazard NOAA ranks first and to the one it ranks second. An inland household is exposed only to the second. That is a real reduction in exposure and it would be dishonest to pretend otherwise. It is also not zero, it is not small, and it is a completely different shape of emergency.

The National Hurricane Center scopes it more narrowly still. On its hurricane hazards page, also checked August 5, 2026: “Tropical cyclones often produce widespread, torrential rains in excess of 6 inches, which may result in deadly and destructive floods. In fact, flooding is the major threat from tropical cyclones for people living inland.”

Why the Category Number Tells You Almost Nothing About Your Rain

This is the single most useful sentence on the NHC hazards page for an inland reader, and it is the one that never makes the television coverage:

“Rainfall amounts are not directly related to the strength of tropical cyclones but rather to the speed and size of the storm, as well as the geography of the area. Slower moving and larger storms produce more rainfall. In addition, mountainous terrain enhances rainfall from a tropical cyclone.”

The variables NHC names there are how fast the storm is moving, how big it is, and what the ground under it looks like. The Saffir-Simpson category is not among them. A weakening storm that slows down over your county is worse for you than a stronger one that sprints past. A storm that has been downgraded to a tropical storm, or even to a post-tropical low, can still be your worst rainfall event, because the thing that produces your rain is not the wind speed at the center.

The National Weather Service’s own product description makes the same point about a storm that has technically stopped being a hurricane. The NHC’s tropical cyclone product descriptions page defines the post-tropical label this way: a cyclone “that no longer possesses sufficient tropical characteristics to be considered a tropical cyclone; however these cyclones can continue to produce heavy rains and high winds.”

If you are inland, a downgrade headline is not good news about your rainfall. It is frequently the hour your rainfall starts.

Wind Does Not Stop at the Coast Either

The NHC hazards page is direct about this: “Winds can stay above hurricane strength well inland.” Its named example is a Gulf storm and a Florida interior: “In 2004, Hurricane Charley made landfall at Punta Gorda on the southwest Florida coast and produced major damage well inland across central Florida with gusts of more than 100 mph.”

The same page contains a planning benchmark most household guides skip, and it is worth adopting for animals: “Tropical storm-force winds are strong enough to be dangerous to those caught in them. For this reason, emergency managers plan on having their evacuations complete and their personnel sheltered before the onset of tropical storm-force winds, not hurricane-force winds.”

Emergency managers time their own people to the arrival of tropical storm-force winds, not hurricane-force winds. If that is the professional standard for being finished and under cover, it is a defensible standard for having every animal indoors, crated or contained, and off the property boundary. It is also the last honest moment to catch a cat, which is a longer job than most owners budget for. Falling trees are the specific inland wind risk to an animal, and to the person going out to get the animal. The NHC’s Tropical Cyclone Report on Hurricane Helene, current version dated 17 February 2026, attributes 65 direct deaths to that storm’s winds and states that of those, 61 were caused by falling trees during the storm.

The Products That Actually Cover You Inland

Here is where inland households lose time: they watch the wrong graphic. The cone is the image every broadcast leads with, and by its own published definition it is not a map of your hazard.

The NHC’s cone definition page, which publishes a fresh table of circle radii each season and states that the 2026 Atlantic and Pacific radii are based on error statistics from 2021 through 2025, defines it this way: “The cone represents the probable track of the center of a tropical cyclone, and is formed by enclosing the area swept out by a set of circles (not shown) along the forecast track (at 12, 24, 36, 48, 60, 72, 96, 120 hours).”

The probable track of the center. Not the reach of the rain, not the reach of the wind. The National Weather Service says the quiet part out loud on its watches and warnings page:

“Remember, the effects of a tropical cyclone can span hundreds of miles. Areas well outside of the cone often experience hazards such as tornadoes or inland flooding from heavy rain.”

NHC has narrowed that gap on the graphic itself. Its tropical cyclone graphical product descriptions page, checked August 5, 2026, describes the cone graphic as depicting “coastal and U.S. inland areas under a hurricane warning (red), hurricane watch (pink), tropical storm warning (blue), tropical storm watch (yellow), and a tropical storm warning with a hurricane watch (pink and blue hatching)”, and says the inland watches and warnings shown are based on NHC’s National Tropical Cyclone Watch/Warning product. That depiction is no longer experimental. NHC ran it experimentally through the 2024 and 2025 seasons and made it operational for 2026: its Products and Services update for the 2026 hurricane season is headed “Cone Graphic with a depiction of inland tropical storm and hurricane watches and warnings for the United States becomes operational”, and explains that the new version “went through an experimental phase during the 2024 and 2025 hurricane seasons and replaces the version that only depicted coastal U.S. tropical storm and hurricane watches and warnings.” So the inland shading is on the cone you are looking at this season, by default. It is still a wind product. It still does not show you your rain.

So build the inland watch list out of five things instead. They are listed here in order of how much lead time each one gives you, because that ordering is the part most people get wrong: the first two can be days out, and the last two are usually hours.

1. The Excessive Rainfall Outlook, which is the inland reader’s cone

The Weather Prediction Center publishes a probabilistic map of where rain is likely to overwhelm the ground. WPC’s own description of it, on the ERO interactive display page checked August 5, 2026: “In the ERO, the Weather Prediction Center (WPC) forecasts the probability that rainfall will exceed flash flood guidance (FFG) within 40 kilometers (25 miles) of a point.”

It is not a today-only product, and this is the single most useful thing on this page for anyone who hauls animals. The display page we checked on August 5, 2026 carries selectable panels running “Until 12Z”, then Day 1, Day 2, Day 3, Day 4 and Day 5. A household that reads only the Day 1 panel has thrown away four days of the warning it was given. If moving your animals takes more than one trip, or a trailer, or a hired hauler, the Day 3 to Day 5 panels are your planning product and the Day 1 panel is your confirmation.

Flash flood guidance is the amount of rain it would take, given how saturated the ground already is, to produce flooding at that location. That is why the ERO is the right product for the inland question. It already accounts for the fact that your soil has been full since last week. NHC links the same product for active storms, describing it as showing “the risk of flash flooding due to heavy rainfall from a tropical cyclone affecting the United States.” WPC currently displays a notice about proposed changes to the outlook and solicits feedback on them, so check the product page for the categories in force when you read it rather than memorizing a legend from a past season.

2. Flash Flood Watches and Warnings from your own forecast office

The National Weather Service’s flood warning versus watch page draws the distinction cleanly. A Flood Watch “is issued when conditions are favorable for flooding. It does not mean flooding will occur, but it is possible.” A Flash Flood Warning “is issued when a flash flood is imminent or occurring”, and the same page carries the sentence that inland readers most need: “It is even possible to experience a flash flood in areas not immediately receiving rain.”

That last line is the entire downstream problem in one sentence. Your sky can be clear while a creek two ridges away is delivering.

3. The river gauge nearest your parcel, and its flood categories

This is the closest thing an inland household has to an evacuation zone, and almost nobody uses it. NOAA’s National Water Prediction Service publishes observed and forecast levels for river gauges nationwide, and each forecast point carries its own thresholds.

The definitions of those thresholds are national and are set in a signed NWS directive, NWS Manual 10-950, Definitions and General Terminology, effective November 26, 2019 and current at the NWS directives site as checked August 5, 2026. The values behind them are local. From the manual itself:

  • Action Stage is “an established gage height which when reached by a rising stream, lake, or reservoir represents the level where action is taken in preparation for possible significant hydrologic activity.”
  • Flood Stage is “an established gage height at a given river location at which a rise in water surface level begins to impact lives, property, or commerce.”
  • Minor Flooding means “minimal or no property damage, but possibly some public threat (e.g., inundation of roads).”
  • Moderate Flooding means “some inundation of structures and roads near stream, evacuations of people and/or transfer of property to higher elevations.”
  • Major Flooding means “extensive inundation of structures and roads, significant evacuations of people and/or transfer of property to higher elevations.”

Note what the federal definition of moderate flooding already contains: evacuations of people. That is the language of the manual, not a local emergency manager’s improvisation. A flood category is not an evacuation order, and only your local officials issue those, but it tells you which stage on your own gauge the National Weather Service’s own definitions associate with people leaving.

The pre-season job takes about twenty minutes. Find the gauge upstream and downstream of you on the National Water Prediction Service, write down the gauge name, its flood stage in feet, and the stages at which minor, moderate and major begin, and put those four numbers in your pet emergency binder. During a storm you are then reading a forecast hydrograph against numbers you already understand, instead of trying to interpret a stage reading for the first time at midnight.

Two honest limits, and both are on the record. NWPS notes on its own homepage, checked August 5, 2026, that flood inundation mapping services are available for 60 percent of the U.S. population, so a map of what the water actually covers may or may not exist for your reach yet. And the manual attaches its own caveat directly beneath those definitions: “Note: minor, moderate, and major flood categories do not necessarily exist for all forecast points. For example, a location with a permanent levee may begin to experience impacts at moderate flooding.” It adds, about record flooding, that “The highest stage on record is not necessarily above the other three flood categories”, particularly where the period of record is short. Write down the categories your gauge actually publishes rather than assuming it has all of them.

4. NHC’s wind speed probabilities, which are computed for inland cities

Most people never find this product. The NHC’s tropical cyclone product descriptions page states that the Tropical Cyclone Surface Wind Speed Probabilities give “probabilities, in percent, of sustained wind speeds equal to or exceeding 34-, 50-, and 64-knot wind speed thresholds”, and that these “are computed for coastal and inland cities as well as offshore locations.”

Thirty-four knots is the tropical storm threshold, which matches the National Weather Service’s definition of tropical storm conditions as sustained winds of 39 to 73 mph. If you want an actual number for the chance your own inland town sees the winds that emergency managers use as their cutoff for being finished and sheltered, this is the product that has one.

5. WPC’s rainfall forecast, which is the one that has timing in it

The four products above tell you whether, where and how bad. None of them tells you when the rain is heaviest, which is the thing an animal move actually has to be scheduled around. That is a different WPC product, and NHC links it for active storms. NHC’s graphical product descriptions page, checked August 5, 2026, describes it this way: the graphic “shows rainfall potential for the United States when a tropical cyclone threatens land” and “is displayed as a Quantitative Precipitation Forecast (QPF), which shows rainfall totals for a specified time period, based on forecaster discretion.” Rainfall totals for a specified time period is what you need. Pair it with your own forecast office’s hourly and timing graphics, which is where a local forecaster puts the shape of the day.

Be honest about what that gives you: a forecast window, not a guarantee, and one that moves between issuances. It is enough to answer “morning or afternoon,” which is the resolution a hauling decision needs. It is not enough to plan to the hour.

Your Phone Is Not a Reliable Alarm Clock for This

An inland pet plan often depends on being woken up. Bringing in outdoor animals, moving crates upstairs, getting a horse off a bottom, none of it happens if the household sleeps through the trigger.

The National Weather Service’s Wireless Emergency Alerts page, checked August 5, 2026, answers its own question about which NWS warnings send an alert to a phone. Its list is: warnings for tsunamis, tornado, “Severe Thunderstorm (only when the damage threat is destructive),” “Flash Flood (only when the damage threat is considerable or catastrophic),” hurricane, typhoon, storm surge, extreme wind, dust storm and snow squall.

Two things follow, and both are scoped to that page as it read on that date.

First, an ordinary Flash Flood Warning does not send a WEA. Only warnings tagged considerable or catastrophic do. NOAA’s announcement of that change, dated October 2, 2019, defines the tags: “Considerable flood events are significantly life-threatening and may cause substantial damage to property. Catastrophic events are violent flash floods that extraordinarily threaten lives and cause disastrous damage.” The same announcement quotes NWS on the intent, that wireless alerts are being reserved for the most life-threatening events, and confirms that all flash flood warnings are still issued and distributed through weather.gov, NOAA Weather Radio, the Emergency Alert System and to emergency managers.

Second, river Flood Warnings do not appear anywhere on that NWS list. A river reaching moderate or major flood stage in your county is not, by that page, an NWS product that pushes an alert to your handset.

Neither of those is a claim that nothing will reach you. The same NWS page lists “Local emergencies requiring evacuation or immediate action” among the WEA message types, and those come from state and local alerting authorities, which means your county absolutely can push an alert of its own. Two things are worth doing before a season: sign up for your county’s own emergency notification system, which is usually opt-in and separate from WEA, and confirm your phone’s government alerts are switched on.

The redundant path is NOAA Weather Radio All Hazards. NWS describes it as a nationwide network of stations broadcasting continuous weather information directly from the nearest National Weather Service office, carrying “official Weather Service warnings, watches, forecasts and other hazard information 24 hours a day, 7 days a week”, and notes plainly that it “requires a special radio receiver or scanner capable of picking up the signal.” A receiver with SAME county programming and a tone alarm is the one device in an inland pet plan that does not depend on the cell network. It does depend on its own transmitter and on its batteries, and Helene took out communications infrastructure broadly, so treat it as a second path rather than a guaranteed one.

There May Be No Zone To Look Up, and That Is Not the Same as No Risk

Coastal readers are told to know their zone. Inland readers go looking for theirs and find nothing, then conclude the question does not apply to them. It does; the answer is just held somewhere else.

Take one named jurisdiction. North Carolina’s Know Your Zone program, published by the NC Department of Public Safety and checked August 5, 2026, describes itself as “a tiered evacuation system that highlights areas most vulnerable to impacts from hurricanes, tropical storms, and other hazards”, and states that “Evacuation zones highlight areas most at risk to storm surge and flooding. Local officials will determine which areas should be evacuated.” NC DPS lists exactly 21 counties in the program: Beaufort, Brunswick, Camden, Carteret, Chowan, Craven, Currituck, Dare, Duplin, Hyde, Jones, Lenoir, New Hanover, Onslow, Pamlico, Pasquotank, Pender, Perquimans, Pitt, Tyrrell and Washington. NC DPS describes them in its own words as “Twenty-one coastal counties” that “have established predetermined evacuation zones to simplify the coastal evacuation process in the event of an emergency”, and it still directs residents inside those counties to a lookup tool to see whether a given address falls in a zone at all.

That is North Carolina’s system, drawn around the hazard the program exists for. Buncombe County, where Asheville sits, is not in it. Neither are Yancey, Mitchell, Avery, Haywood or Madison. And per the NHC’s Helene report, freshwater flooding, which the report says includes landslides and debris flows, was responsible for at least 94 direct deaths in that storm, 77 of them in North Carolina, while storm surge caused 14 direct deaths, all of them in Florida. One storm is not a general ranking of coastal versus inland risk and should not be read as one. It is a clean demonstration that the absence of an evacuation zone is not the absence of a reason to move.

Other states name and draw their systems differently, which is exactly why you cannot carry North Carolina’s answer to Tennessee or Virginia. The National Weather Service routes the question correctly on its hurricane plan page: find out if you live in a hurricane evacuation area by contacting your local government or emergency management office. Inland, that call is the one that produces the real answer for your parcel.

The inland parcels that are in a mapped zone

There is a category of inland address that does have a hazard map with its street on it, and most owners have never seen theirs. In North Carolina, NC DEQ’s Dam Safety Program requires Emergency Action Plans for jurisdictional High Hazard and Intermediate Hazard dams, and its planning page states that “Every EAP is based on approved dam breach inundation maps and includes key components like emergency levels, notification procedures, and defined roles and responsibilities”, with the mapping covering both sunny-day and rainy-day breach scenarios. Know who holds those plans, because it is not who most people assume. They are submitted to and approved by the Dam Safety Program itself: the same page’s FAQ says that once a submission is accepted, “If no additional revision or information is required, an Approval of EAP letter will be issued for your dam”, and that “EAPs are required to be updated and resubmitted annually, one year from the anniversary date of the most recent approval”. On the threshold question of whether a given dam is even covered, NC DEQ routes readers to the program rather than to a county: “To determine if your dam is Jurisdictional or Exempt, please contact the Dam Safety Program’s email: damsafety@deq.nc.gov. The page we fetched on August 5, 2026 does not mention emergency management at all.

If you live below an impoundment, ask both offices, in this order, before a season rather than during one. Your own state’s dam safety program is the office that holds the plans and the inundation maps and can tell you whether a dam upstream of you is jurisdictional. Your county emergency management office is the one that would notify you and that knows how the notification would reach your street. A household that asks only the county can be told, correctly, that the county does not hold those documents, and come away thinking the answer does not exist. The Inland Decision Is Not Leave or Stay. It Is Move or Be Cut Off.

Coastal evacuation is a regional decision made for you and announced. Inland, you are making a parcel-level decision by yourself, and it has three parts. Work them in order.

Is the parcel in the water’s path? Not “have we flooded before,” which is the question that fails in a record event, but where the water goes when the creek, the river or the storm drain cannot take any more. Low ground near a stream, a house at the bottom of a hollow, a barn on a floodplain bench, a basement with animals in it. The NHC’s Helene report describes rivers reaching stages never recorded: preliminary estimates of at least 63 stream and river gauges exceeding their record flood levels, at least 22 of them with 50 or more years of record and at least 14 with 100 years, including the French Broad River at Asheville reaching 24.8 feet against a previous record of 23.1 feet set in 1916. A parcel that has never flooded in living memory is not a parcel that cannot flood. Is the parcel on, below, or above a steep slope? This is the hazard that separates mountain inland from flat inland, and it is the one where the official lead time is shortest. The NHC’s Helene report records that “Widespread landslides also occurred, with the USGS documenting over 2,000 landslides, with the majority located over western North Carolina,” and describes landslides and debris flows destroying homes, roads, bridges, electrical infrastructure and water treatment plants. USGS maintains a program page for the Hurricane Helene landslide response and has published a preliminary inventory data release for the event. If your parcel sits under a slope, the decision to move animals is made hours earlier than the flood decision, and it is a different set of warning signs. Do not try to run this branch off a flood timeline.

How many ways are there off this property, and how long do they last? This is the question that decides everything else, and it is the inland question the coastal playbook has no equivalent for. Coastal evacuation fails through gridlock. Inland evacuation fails because the road is gone. The NHC’s Helene report describes, in Mitchell County, North Carolina, that “Several bridges and roads were completely wiped out and washed away, cutting off several small communities from the outside world,” and records that part of Interstate 40 along the North Carolina and Tennessee border “was washed out and destroyed by overflowing waters from the Pigeon River.” Across western North Carolina the report states that “Many people in remote areas were cut off due to landslides, fallen trees and debris flows, which destroyed numerous roads and bridges in many smaller mountain communities.”

If your property has one road out and it crosses a creek, you do not have an evacuation decision with a long fuse. You have a short window that closes early, and then a long stay. Whichever branch you pick, pick it ahead of the heaviest forecast rain rather than during it, using WPC’s rainfall forecast and your own forecast office’s timing graphics for that window. The Supply Horizon Is Where Coastal Plans Fail Inland Households

An evacuation kit is sized for a journey. An inland hurricane plan often needs to be sized for a siege, and the difference is not a few days.

The NHC’s Tropical Cyclone Report on Hurricane Helene, current version dated 17 February 2026, is unambiguous about the tail on this. On water: “Helene caused extensive damage to Asheville’s water treatment infrastructure, and clean water was not restored to the city until 18 November, 53 days after Helene passed through the area.” On power: “Power was restored to more than half of Asheville’s customers within a week, although media reports indicate that 25,000 Asheville customers were still without power two weeks after Helene.” And regionally: “Many residents did not have access to clean water or electricity for a long period of time after Helene’s passage.”

That is a city on a municipal water system with a full state emergency management apparatus behind it. It is not a remote hollow at the end of a gravel road. It is the benchmark an inland household should size against.

We are not going to restate the per-pet food, water and medication figures here, because reconciling the Ready.gov, AVMA, ASPCA and CDC numbers is a job our hurricane playbook already does, and duplicating it would just create two pages with the same table. Take those figures as the floor and then extend them on the three axes that inland isolation actually stresses. The horizon we work to on this page is three weeks. That is our number, derived from the Asheville evidence above rather than published by any agency, and we would rather name it plainly than leave the reader to guess what “longer” means.

Water is the one that breaks first and comes back last. A municipal outage and a private well behave differently and both fail. A well pump does not run without power, so a household on a well loses running water within minutes of losing electricity, once the pressure tank draws down, unless the pump has a generator, a solar supply or a hand-pump backup behind it. Plan for the draw-down, not for the tank. After flooding, the contamination question arrives too. Medication is the one with a hard external dependency. A pharmacy that is closed, a clinic that is unreachable, and a refill date that lands mid-outage is a chain with three failure points and no workaround. Power, Sized for Weeks Rather Than for a Storm Night

The inland power problem is a duration problem, and duration changes which machine you need. The NHC’s Helene report puts the regional scale at an estimated 7.4 million customers losing power in the United States between 26 and 28 September 2024, with a maximum simultaneous outage count of about 4.79 million.

For an animal household, four dependencies matter and they have different tolerances: a heated or filtered enclosure, a refrigerated medication, an air conditioner or a heater in extreme temperatures, and the well pump. If a generator is part of the plan, the carbon monoxide risk is not a footnote, and a storm-damaged house with the windows shut is the exact scenario in which pets are poisoned. That belongs to generators and carbon monoxide risk to pets. Heat is the sleeper. A late-season inland storm can be followed by hot, humid days with no air conditioning, and a stressed, confined animal in that is a heatstroke case waiting to present. Pet heatstroke emergency response is worth reading before the season, not during.

The Vet Problem, Documented

Here is the consequence that inland preparedness guides almost never mention: the veterinary and animal-care infrastructure around you is exposed to exactly the same isolation you are, and it can be reduced faster than it can be rebuilt.

There is a primary document that shows this happening. The North Carolina Veterinary Medical Board, the state licensing authority for veterinarians in North Carolina, published a Regulatory Bulletin for Fall 2024, Volume 9 Issue 1, whose lead item is titled “Practice of Veterinary Medicine by Out of State Veterinarians in Counties Affected by Tropical Storm Helene”, with an effective date of September 30, 2024, three days after the storm crossed the mountains.

The board’s stated reason is on the page: “Due to the emergency conditions resulting from Tropical Storm Helene, and the North Carolina Veterinary Medical Board’s desire to assist North Carolina residents in the affected counties and to protect the public by ensuring access to qualified veterinary practitioners.”

What it then did, in the board’s own terms: it invoked its existing authority under N.C. Gen. Stat. 90-187.4(a)(2) to issue temporary permits to nonresident veterinarians without examination for a period of no more than 60 days; it allowed a non-resident veterinarian to begin practicing first and file the permit application “within 10 days of the start” of that practice; it stated that “the Board will waive fees associated with any temporary permit application submitted”; and it limited those permits to 25 named counties plus the Eastern Band of Cherokee Indians. The named counties are Alexander, Alleghany, Ashe, Avery, Buncombe, Burke, Caldwell, Catawba, Clay, Cleveland, Gaston, Haywood, Henderson, Jackson, Lincoln, Macon, Madison, McDowell, Mitchell, Polk, Rutherford, Transylvania, Watauga, Wilkes and Yancey.

One clause in that same bulletin, sitting directly beneath the permit provisions, matters more than it looks: “Notably, there is no temporary permit process for registered veterinary technicians or veterinary staff.” Technicians could work only under the direct supervision of a licensed veterinarian or of a non-resident veterinarian practicing on one of those temporary permits. Surge capacity in a veterinary emergency is not simply a matter of more hands arriving.

Two pieces of context that keep this honest. Those permits ran no more than 60 days, so this specific 2024 action lapsed long ago and nothing on this page should be read as saying an out-of-state veterinarian can practice in those counties today on that basis. And the board’s own title calls it “Tropical Storm Helene”, which matches what the NHC’s report says the system had weakened to by the time its center reached the Georgia, South Carolina and North Carolina border region. A state licensing board opened an emergency route for outside veterinarians over a storm that was no longer a hurricane, in counties two states away from the Florida coast where it made landfall. Note where the list stops, too: it reaches past the mountains into Catawba, Lincoln, Gaston and Cleveland, which is the point about how far inland the damage ran. That detail supports this page’s argument rather than undercutting it.

On the sheltering side, the North Carolina Department of Agriculture and Consumer Services published an account of its Animal Welfare Section’s role on its In the Field blog on February 13, 2025, updated February 19, 2025: “All employees of the section assisted with disaster response for Hurricane Helene last year. Staff went into the affected counties and assisted with relief efforts including animal relocation efforts, coordinating veterinary care volunteers and supply runs.” The same post describes the section’s standing disaster role as coordinating resources such as food, water and vaccines and locating alternative housing in and out of state for shelter pets.

Put those two agency documents side by side and the inland lesson is concrete. Care capacity in a cut-off region gets reconstituted from outside, on temporary authority, coordinated by a state agency, and it takes days to stand up. Your plan should not assume your clinic answers the phone.

What that means you do before the season

  • Carry your records out of the building. If the clinic is flooded or closed, its server may be too. Keep vaccination history, current prescriptions with doses, and chronic-condition summaries in your own possession, on paper and on a device.   • Identify a clinic outside your watershed. Not the next town down the same river valley, which is likely to be having your week. A clinic in a different drainage and on a different power circuit is the one most likely to be open, and worth having on the list before you need it.

  • Check whether your ID chain survives you being unreachable. A microchip registered to a landline that no longer exists is not identification. Run the microchip registration audit, and if you use a tag with a scan code, QR tag versus microchip covers what each one does when the network is down.

Communications: Plan for the Cell Site Being Gone

The NHC’s Helene report describes, in Hot Springs, North Carolina, that “Water, sewer, electricity and communication systems were heavily impacted.” Communications is on that list next to water and power, and an inland pet plan that depends on a phone call is a plan with a single point of failure.

Two practical consequences. A satellite communicator is the tool that keeps working when the towers do not, and for a household on a single mountain road it is a more realistic purchase than most preparedness gear. And your out-of-area contact matters more inland than it does on the coast: someone outside the region who holds your animals’ details, your vet’s details and your plan, and who can make calls on your behalf when you cannot make any. That contact belongs in the binder and on the crate card.

If You Do Drive, the Road Is Part of the Hazard

Inland, driving is not the safe option by default. It is a decision with its own risk profile, and the numbers are published.

The National Weather Service’s Turn Around Don’t Drown page states: “A mere 6 inches of fast-moving flood water can knock over an adult. It takes just 12 inches of rushing water to carry away most cars and just 2 feet of rushing water can carry away SUVs and trucks.” The same page reports that the Centers for Disease Control and Prevention finds over half of all flood-related drownings occur when a vehicle is driven into hazardous flood water, and states plainly: “Never drive around the barriers blocking a flooded road. The road may have collapsed under that water.” NOAA’s 2019 announcement adds that “The majority of flash flood deaths in the U.S. occur inside vehicles swept away by high water.”

An animal in the vehicle changes nothing about that physics and makes the aftermath much worse, because a crated pet in a submerging car is a rescue you cannot perform from the driver’s seat. Read floodwater car escape with a dog before you are ever in that position.

Your state department of transportation is the authority on which roads are actually shut, so find out before the season whether yours publishes a live closure map or a 511 service, and bookmark whatever it turns out to be rather than searching for it in the dark with a carrier in your other hand.

Tornadoes in the Rain Bands, Which Are an Inland Hazard by Definition

Tornadoes from tropical cyclones are frequently an inland problem, because of where in the storm they tend to form. NOAA’s Weather-Ready Nation hurricane hazards page states that tornadoes can accompany landfalling tropical cyclones and that “These tornadoes typically occur in rain bands well away from the center of the storm.” The NHC’s hazards page says the same thing with an exception attached: “These tornadoes most often occur in thunderstorms embedded in rain bands well away from the center of the hurricane; however, they can also occur near the eyewall.” NHC also hedges their strength, and the hedge is part of the sentence: “Usually, tornadoes produced by tropical cyclones are relatively weak and short-lived, but they still pose a significant threat.”

Helene produced them on both sides of its footprint. The NHC’s report records an EF-3 tornado in Nash County, on the opposite side of North Carolina from the mountain flooding, which damaged 11 buildings and caused 15 injuries, and an EF-1 in Rockingham County after the system had become post-tropical. Two people were killed by a Helene-associated tornado in Georgia.

That means an inland household can be under a Tornado Warning and a Flash Flood Warning in the same hour, and the two instructions pull against each other. The National Weather Service’s flash flood guidance is that “If you are in a flood prone area move immediately to high ground”, while tornado sheltering sends you down and inward. Work out in advance which room in your house is the least bad answer to both, and where the crates go in it. Outdoor Animals, Barns, and Small Livestock Inland

Rural inland properties carry the animals that are hardest to move and the ones most exposed to this specific hazard. Two rules from the sources above transfer directly. Bring animals in, or move them, ahead of the onset of tropical storm-force winds, which is the standard NHC says emergency managers apply to their own personnel. And treat low ground near water as the hazard rather than the shelter.

Read the branch that matches your hazard. The one addition worth making for the inland reader is about the clock. That page’s hurricane timing rule is a fixed lead time counted back from a predicted landfall, which is a coastal producer’s trigger. Inland you have no landfall date at your address. Your practical triggers are the ones on this page instead, but they are not interchangeable, because they give very different amounts of notice, and swapping a four-day rule for a one-hour product is how a hauling window gets thrown away.

Rank them by lead time before you use them.

  • The Excessive Rainfall Outlook is the long-fuse trigger, because WPC publishes it in panels out to Day 5. That is the one that can stand in for a multi-day livestock clock, and it is the only one on this list that can.
  • WPC’s rainfall forecast for the storm narrows the same days to a window, which is what tells you whether the haul happens Tuesday morning or Tuesday night.
  • The forecast crest on your gauge is next, and it depends on how far upstream your basin’s rain falls; a large basin gives more notice than a mountain creek does.
  • The Flash Flood Watch, and then the Warning, are the short-fuse products. A Flash Flood Watch is not a hauling trigger. If you are waiting for one before you start loading horses, the honest expectation is that you will be loading in weather.

So the substitution to make is not one rule for one product. It is: take the four-day horizon that page gives a coastal producer, and hang it on the multi-day ERO panels and the rainfall forecast rather than on a landfall date you do not have. Then use the watch and the gauge to confirm, not to start.

Backyard poultry are their own problem in wind and water, and backyard chicken emergency evacuation covers the coop, the flock and the transport question. The Week After Is Longer Than the Storm

Inland recovery is slow because the roads have to be rebuilt before anything else can be delivered. Plan for the second week as deliberately as the first.

Animals that get loose during the event are hard to recover in terrain that has been rearranged, and the county lines that structure animal control get crossed quickly by rescuers moving animals out of an isolated area. Coming home is its own hazard sequence, particularly where floodwater has been through a structure. A Pre-Season Checklist for the Inland Household

None of this takes a weekend. Most of it is one evening and a few phone calls.

  1. Call your county emergency management office and ask three questions: whether any evacuation zone or notice system covers your address, whether the county holds or can see a dam breach inundation map that includes your street, and how the county sends emergency alerts. Sign up for the county alert system while you have them on the phone. Then call your state dam safety program separately, because that is the office that actually approves and holds Emergency Action Plans and their inundation maps. In North Carolina it publishes a single inbox for the question of whether a dam is jurisdictional at all.
  2. Find your river gauge on NOAA’s National Water Prediction Service and write down its name, its flood stage, and the stages where minor, moderate and major flooding begin. Put those in the binder.
  3. Buy and program a NOAA Weather Radio receiver with your county’s SAME code, and confirm your phone’s government alerts are enabled.
  4. Bookmark three pages for the season: the WPC Excessive Rainfall Outlook, your local NWS forecast office page, and your state department of transportation’s road closure map.
  5. Extend the supply horizon past the coastal figures. Water first, then food, then litter and waste supplies, then anything that requires refrigeration.
  6. Move the refill dates so no prescription in the household is due for renewal during the peak of the season.
  7. Name an out-of-region vet and an out-of-region contact, and write both into the binder and onto the crate cards.
  8. Walk the property once, in the rain if you can, and answer the three questions in this page’s decision section for your own parcel: where the water goes, what is above you, and how many ways out there are.
  9. Time a real capture and load of every animal in the house, so you know what your own tropical-storm-force-wind deadline actually costs you in minutes.

Frequently asked questions

Do I need to prepare for a hurricane if I live hundreds of miles inland?

Yes, for a different hazard than the coast prepares for. The National Hurricane Center's hurricane hazards page, checked August 5, 2026, states that flooding is the major threat from tropical cyclones for people living inland, and that tropical cyclones often produce widespread, torrential rains in excess of 6 inches. NOAA's Weather-Ready Nation hurricane hazards page, checked the same day, says widespread torrential rains associated with these storms often cause flooding hundreds of miles inland, and that this flooding can persist for several days after a storm has dissipated. What an inland household is not exposed to is storm surge, which that same NOAA page calls historically the leading cause of hurricane related deaths in the United States. Different hazard, different plan, and the plan is mostly about water, power and roads rather than about leaving.

Is there an evacuation zone to look up if I live inland?

Usually not, and the answer is set by your state and county rather than nationally. North Carolina's Know Your Zone program, published by the NC Department of Public Safety, lists 21 coastal counties with predetermined evacuation zones and says those zones highlight areas most at risk to storm surge and flooding. Inland North Carolina counties are not in that program, and even inside the 21 counties, NC DPS directs residents to a lookup tool to see whether a specific address is in a zone. That is North Carolina's system; other states name and draw theirs differently. The National Weather Service's hurricane plan page tells you to find out if you live in a hurricane evacuation area by contacting your local government or emergency management office, and inland that is the call to make. Some inland parcels do sit in a mapped dam breach inundation area: in North Carolina, NC DEQ's dam safety program requires an Emergency Action Plan for jurisdictional High and Intermediate Hazard dams, and says every plan is based on approved dam breach inundation maps.

Can a hurricane still have hurricane-force winds when it reaches an inland area?

It can, and the National Hurricane Center documents specific cases. Its hurricane hazards page, checked August 5, 2026, says winds can stay above hurricane strength well inland, and gives Hurricane Charley in 2004, which made landfall at Punta Gorda on the southwest Florida coast and produced major damage well inland across central Florida with gusts of more than 100 mph. The NHC's Tropical Cyclone Report on Hurricane Helene, current version dated 17 February 2026, records that Helene had already weakened to a 60-knot tropical storm when the center was about 30 nautical miles east of Macon, Georgia, and that hurricane-force wind gusts still spread as far northwest as the mountains of western North Carolina. The report attributes 65 direct deaths to Helene's winds, 61 of them caused by falling trees during the storm. Treat a downgraded storm as a wind event until your own forecast office says otherwise.

What weather products should an inland pet owner actually watch?

Five, and the storm track cone is not the main one. The NHC's cone definition page states that the cone represents the probable track of the center of a tropical cyclone, and the National Weather Service adds on its hurricane watches and warnings page that the effects of a tropical cyclone can span hundreds of miles and that areas well outside of the cone often experience hazards such as tornadoes or inland flooding from heavy rain. Watch instead: the Weather Prediction Center's Excessive Rainfall Outlook, which WPC describes as forecasting the probability that rainfall will exceed flash flood guidance within 40 kilometers, or 25 miles, of a point; Flash Flood Watches and Warnings from your local NWS forecast office; the river gauge nearest you on NOAA's National Water Prediction Service; NHC's Tropical Cyclone Surface Wind Speed Probabilities, which NHC says are computed for coastal and inland cities as well as offshore locations; and, for the timing question the other four do not answer, WPC's rainfall forecast for the storm, which NHC describes as a Quantitative Precipitation Forecast showing rainfall totals for a specified time period. The Excessive Rainfall Outlook is the one with the most lead time, because WPC publishes it in panels running out to Day 5.

How many days of pet supplies should an inland household keep for a hurricane?

Longer than an evacuation kit assumes, and the reason is documented rather than hypothetical. The NHC's Tropical Cyclone Report on Hurricane Helene, current version dated 17 February 2026, states that clean water was not restored to Asheville, North Carolina until 18 November 2024, which the report counts as 53 days after the storm, and that media reports indicated 25,000 Asheville customers were still without power two weeks after Helene. The report also notes that many residents did not have access to clean water or electricity for a long period after Helene's passage. Our own working figure for an inland household that could be cut off is three weeks of food, water and medication, and we want to be clear about where that number comes from: it is our inference from the Helene evidence above, not a figure any agency publishes. No agency we read sets an inland supply horizon. Build to the top of the published agency ranges first, then extend toward three weeks on whichever of water, food and medication your own address is weakest on.

Will my phone wake me up for a flash flood warning?

Not necessarily, and this is worth checking before the season. The National Weather Service's Wireless Emergency Alerts page, checked August 5, 2026, lists the NWS products that send a WEA and includes Flash Flood only when the damage threat is considerable or catastrophic. River Flood Warnings do not appear on that NWS list at all. NOAA's October 2, 2019 announcement of the change describes considerable flood events as significantly life-threatening and possibly causing substantial damage to property, and catastrophic events as violent flash floods that extraordinarily threaten lives and cause disastrous damage. Separately, the same NWS page notes that local emergencies requiring evacuation or immediate action are also sent as WEA messages, so your county can still alert you. If your animals need a reliable nighttime trigger, a NOAA Weather Radio receiver is the backup, and NWS says NWR broadcasts official Weather Service warnings, watches and forecasts around the clock but requires a special receiver.

Should I drive my pets out of an inland area during a tropical storm?

Only ahead of the water, never through it, and the timing question is the whole thing. The National Weather Service's Turn Around Don't Drown page states that it takes just 12 inches of rushing water to carry away most cars and just 2 feet of rushing water can carry away SUVs and trucks, and that a mere 6 inches of fast-moving flood water can knock over an adult. NOAA's 2019 flash flood warning announcement states that the majority of flash flood deaths in the U.S. occur inside vehicles swept away by high water. Inland the roads themselves are part of the hazard: the NHC's Helene report describes bridges and roads completely wiped out and washed away, cutting off small communities from the outside world, and part of Interstate 40 along the North Carolina and Tennessee border washed out and destroyed. If you are moving animals, move them ahead of the heaviest forecast rain rather than during it, on a route you have already checked, and stop moving once water is on the road. The product that carries that timing is the Weather Prediction Center's rainfall forecast, which the National Hurricane Center describes as a Quantitative Precipitation Forecast showing rainfall totals for a specified time period; the Flash Flood Watch and the river gauge will not tell you when the rate peaks.
