Chemical Release: Sheltering in Place With Pets, and Why the Room Is Upstairs

Some pet emergencies outrun any checklist. If an animal is collapsing, struggling to breathe, or was exposed to something toxic, stop reading and call your veterinarian or the nearest emergency animal hospital now. When officials order an evacuation, go; nothing on this page is worth delaying your own exit. This article is spec-and-evidence analysis of published guidance, not veterinary care for your specific animal. Where your vet's instructions or an official order differ from anything here, they win.

Radiation settles on the outside of buildings." That is basement OR middle, a mass-and-distance rule rather than a depth rule, and it is not the instruction for a chemical release. Check which hazard you were told about before you choose a floor.
  • CDC's two chemical shelter-in-place pages give the room rule and attach no reason to it. The heavier-than-air rationale is published on other bodies' room-choice pages, and none of them says all chemicals. California's Department of Public Health states: "In the case of a chemical emergency, an above-ground shelter-in-place is better because some chemicals are heavier than air and may seep into basements even if the windows are closed." Utah's emergency management division states: "An upstairs, interior room is preferable since many chemical hazards are heavier than air". Some and many, not all, and CDC's own per-substance fact sheets are the reason that qualifier matters: its chlorine sheet, updated June 10, 2026, states that chlorine gas is heavier than air and will sink to lower areas, while its ammonia sheet, updated the same day, states: "Ammonia gas is lighter than air, so it will rise."
  • The elevation rule is not universal, and two federal-family documents omit it. FEMA's protective-action card headed Shelter-in-Place for Chemical Hazard, marked NOV 2021, publishes only this room instruction: "Going to an interior room without windows will make it easier to seal the room." It gives no floor rule at all. Ready.gov's general sheltering page, last updated 05/27/2026, says "Go into an interior room with few windows if possible."   • The duration answer changed and the older numbers are still in circulation. Current CDC states: "You may need to stay put for a few hours, possibly a few days, or longer." Older documents point the other way. Fremont County, Wyoming emergency management, in a document created February 14, 2024, publishes that "local officials are unlikely to recommend the public shelter in a sealed room for more than 2-3 hours because the effectiveness of such sheltering diminishes with time as the contaminated outside air gradually seeps into the shelter. At this point, evacuation from the area is the better protective action to take." That evacuation half is part of the same sentence pair and is a decision officials make, not one you make from a clock. Do not set a personal timer from the older figures and walk outside into a plume. The all clear comes from officials. One thing none of the nineteen shelter-in-place and chemical-emergency documents read for this page addresses is what that room does to temperature, so this is the site's own reasoning rather than anyone's instruction: the same instruction that seals the room turns the air conditioner, the furnace and the fans off, which removes the only thing moving air in it. In hot weather, watch the animals rather than the clock. The AVMA's signs of heat stress are anxiousness, excessive panting, restlessness, excessive drooling, unsteadiness, abnormal gum and tongue color, and collapse, and its instruction is to seek emergency veterinary care if you observe any of them. Tell the officials broadcasting instructions that you have animals in a sealed room in the heat, because that is a question for them rather than for this page.
  • The one published air-budget number is human and has no animal in it. Two documents publish it. Fremont County, Wyoming (February 2024): "Ten square feet of floor space per person will provide sufficient air to prevent carbon dioxide build-up for up to five hours, assuming a normal breathing rate while resting." An American Red Cross sheet printed March 2007 carries the same figure and words its assumption differently, as "assuming each person is resting and breathing at a normal rate". That is per person, at a resting human breathing rate. Across the documents read for this page on August 15, 2026, no publisher converts an animal into floor space, air volume or minutes, so this page publishes no per-pet figure. Utah's instruction is the closest thing to an answer: "Choose a single room large enough to hold air for all members of your family, including pets".
  • CDC publishes pet-specific preparation for the sealed room itself, and it is easy to skip. Its chemical-emergency pet page instructs you, after closing the house up, to "remove any plants that might harm your pet" and then "close off any small areas where small pets can hide or get stuck, such as under heavy furniture." Its pet Go Kit page, also dated June 10, 2026, asks for two weeks of food and water, two weeks of medicines, and a waste list by species: "For cats: litter box and scoopable cat litter along with plastic poop bags. Disposable aluminum roasting pans are good as well." and "For dogs: plastic poop bags and a week of cage liners."
  • If the animal was outside, CDC publishes a chemical decontamination sequence that differs from the radiation one, and it starts with you. Its pet page states "Remove any chemical from yourself first." Then: put on a mask and waterproof gloves; "Blot your pet's face, body, and paws with a moist wipe, wet cloth, or damp paper towel. Do not rub."; "Wash your pet with lukewarm water and mild skin soap, if available, for at least 2-3 minutes. Start from the head then work your way to the tail. Try not to get the water in the eyes, nose, and mouth. Do not scrub!"; flush the eyes 10-15 minutes if they are red or the animal is rubbing them; and "Dry your pet. This helps remove any leftover chemical." CDC states this guide is mostly for dogs and cats.

If an alert is on your phone right now, the short version is this, and every clause of it is doing work:

  1. Get inside, and every animal comes with you. CDC: “If you are home, go inside and take any pets with you.” Ready.gov’s hazmat page says the same in two words under the heading for staying indoors: “Bring pets inside.” If an animal is outside and will not come, that is a boundary rather than an open-ended search. CDC’s sentence is scoped to the animals already with you, and the instruction further down this page, from Ready.gov and from Seattle’s Office of Emergency Management, is not to leave shelter and not to go back out, including to help others.   2. Close the house. CDC: “Close and lock all windows and doors. Turn off the fan, air conditioner, and furnace. Close the fireplace damper.”
  3. Grab the kits and the medication. CDC: “Get your Go Kits and any medications for you and your pets. Take your phone and charger cables with you.”
  4. Go to the safe room, and it has four properties, not one. CDC: “This room should have no or few windows, be as far away as possible from the outside, at the highest point in the building, and have a water source if possible.” Upstairs is one of four. It is not the rule by itself.
  5. Seal it. CDC: “If you already have the supplies, use duct tape to put plastic sheeting on your windows. Close any vents and use duct tape to seal them off. Put duct tape around the door to seal the room off from outside air.” If you have no sheeting: “put towels, sheets, or clothing in the vents and under the door.”
  6. Do the two pet-specific things, and CDC’s pet page wants them earlier than this. CDC, on its chemical-emergency pet page: “remove any plants that might harm your pet” and “close off any small areas where small pets can hide or get stuck, such as under heavy furniture.” That page puts both immediately after step 2, once the house is closed up. Its general page lists them after the sealing. If you are reading this during an alert, do them at whichever of the two points you have already reached.
  7. Wait for the announcement, not for a clock. CDC states that when it is safe to leave you will get the all clear from police, fire or other local officials. That sentence carries CDC’s own quotation marks around the words all clear, so it is reported here rather than quoted.

Where the officials handling your incident differ from anything below, they win. Where your veterinarian differs about your animal, they win. If your pet was outside, or if anyone in the household has symptoms, skip to the decontamination sequence, and note that CDC routes chemical exposure to the Poison Control Center at 800-222-1222, to 911, or to the nearest hospital.

The One Sentence Most Preparedness Writing Gets Backwards

Almost every safe-room instruction a pet owner has ever read points downward and inward. Lowest level. Interior. Away from windows. That is the tornado room, and it is correct for the tornado.

For a chemical release, the federal instruction points upward and inward, and it comes from the same agency that tells you to go downward and inward for radiation. Not a blogger’s theory. CDC, in two current documents.

Chemical, from CDC’s shelter-in-place page for chemical emergencies, dated June 17, 2026 and read on August 15, 2026. Step 1 tells you to choose a safe room that:

“Is large and has a source of water Is on the highest floor possible”

And further down the same page, when you are actually moving:

“Go to your safe room, the room you can seal off from outside air, and shut the door. This room should have no or few windows, be as far away as possible from the outside, at the highest point in the building, and have a water source if possible.”

Radiological, from CDC’s Get Inside page for radiation emergencies, dated April 15, 2024:

“Go to the basement or the middle of the building.”

“Stay as far away from the walls and roof of the building as you can. Radiation settles on the outside of buildings.”

Read those two carefully and notice three things.

First, the radiation rule is not a depth rule. It is basement or the middle of the building, and the reason CDC gives is distance from the shell rather than distance below grade. A middle floor of an apartment block satisfies it. Anyone who has compressed that instruction into the phrase “the lowest space in the house” has changed it. Second, the chemical rule is a conjunction, not a swap. CDC does not say to go upstairs instead of going to an interior room. It says highest point and no or few windows and as far from the outside as possible and large and a water source if possible. A page that renders that as “go upstairs” sends a reader to a top-floor bedroom with three exterior windows and a skylight, which fails the sealing half of the instruction entirely while satisfying the word.

Third, both rules want you away from the outside walls, for opposite reasons. In the radiological case CDC names the reason on the same page as the instruction: the material settles on the outside of the building, so the walls and roof are where the source ends up. On both of its chemical shelter-in-place pages CDC gives the room rule and attaches no reason to it. CDC does publish the mechanism, but somewhere else and one chemical at a time, and the next section is about that and about who else fills the gap.

Our radiation page already established the shape of this problem for a different pair of instructions: two pages on this site can give opposite orders about the same physical space because they are answering different hazards. This is that pattern again, and this time both orders come from one agency.

Who Publishes the WHY, and What They Actually Say

On its chemical shelter-in-place pages CDC publishes the where and no why. Three other bodies publish the why on their own room-choice pages, and every one of them uses a limiting word that is easy to drop. CDC publishes the mechanism as well, in a different place and one substance at a time, and that turns out to be the more useful version. Both halves are below, other bodies first.

California Department of Public Health, in its shelter-in-place guidance for individuals and families:

“In the case of a chemical emergency, an above-ground shelter-in-place is better because some chemicals are heavier than air and may seep into basements even if the windows are closed.”

The same page gives the other half of the inversion in the next section, which is why it is the cleanest single citation for the whole idea:

“In the case of a radiological emergency, the safest place is a centrally-located room or basement.”

A currency note on that page, because it matters and is easy to miss: its Page Last Updated field renders empty. We are dating our read of it, August 15, 2026, and not implying that the department revised it recently.

Utah’s Division of Emergency Management, on its Be Ready Utah shelter-in-place page:

“An upstairs, interior room is preferable since many chemical hazards are heavier than air”

The American Red Cross, in a document printed March 2007 and hosted by North Carolina’s Risk Management Program, states the full conjunction and the mechanism in one passage:

“A shelter-in-place room should be an interior room, preferably one without windows, that you can seal to block out air that may be contaminated by the short-term release of hazardous chemical agents. The room should be above the ground-level floor. In the case of a chemical threat, an above-ground location is preferable because some agents are heavier than air and may seep into basements even if the windows are closed.”

Its older sibling, a Red Cross fact sheet printed February 2003 and still served from redcross.org, puts it in the household voice:

“Go to an interior room without windows that’s above ground level. In the case of a chemical threat, an above-ground location is preferable because some chemicals are heavier than air, and may seep into basements even if the windows are closed.”

Some chemicals. Many chemical hazards. Some agents. Not all. Nobody in that list claims every industrial chemical is denser than air, and a page that tidies those quantifiers into a rule about chemicals in general has strengthened a source’s claim past what the source made.

CDC does publish the mechanism, one chemical at a time, and it does not point the same way twice

The place to find it is not the shelter-in-place pages. It is CDC’s per-substance chemical fact sheets, and the two most likely to matter to a household near a rail line or a refrigeration plant disagree with each other.

Chlorine, on a sheet updated June 10, 2026:

“Because chlorine gas is heavier than air, it will sink to lower areas and increase the risk of exposure there.”

Ammonia, on a sheet updated the same day:

“Ammonia gas is lighter than air, so it will rise.”

CDC attaches an instruction to each, and the instructions are opposites. For chlorine: “If you cannot get away, go to the highest ground possible because chlorine is heavier than air and will sink.” For ammonia: “If you cannot get away, go to the lowest ground possible because ammonia is lighter than air and will rise.” Read the scope on those before you carry them anywhere. Both sentences are written for a person caught outside who cannot leave the area, not for choosing a room inside a building, and CDC’s shelter-in-place room rule does not change by substance: it is the highest point in the building on both of its chemical pages regardless of what was released.

That is the sharpest available answer to why the elevation heuristic is a heuristic. OSHA, describing the situations that put a workplace into a shelter-in-place, names both substances in one sentence: “an explosion in an ammonia refrigeration facility across the street, or a derailed and leaking tank car of chlorine on the rail line behind your place of business.” Those are the two textbook cases, and by CDC’s own current documents one of them rises and the other sinks.

So do not weld the halves together. On its chemical shelter-in-place pages CDC says to go up and gives no reason. CDPH, Utah and the Red Cross say why above-ground is preferable, about some or many chemicals rather than all. CDC’s substance sheets give a density and a direction for one named chemical at a time. The generalised sentence that says CDC tells you to go upstairs because chemicals are heavier than air is one nobody publishes, and this page does not publish it either, because it is not true of ammonia.

The join nobody makes, which is the part with an animal in it

Here is the piece of reasoning this page is contributing rather than reporting, and it is labelled because no source we retrieved makes it about a pet.

CDPH, Utah and the Red Cross describe a hazard that, for some substances, concentrates low in a space, and CDC names chlorine as one of them. Your animals live low in that space by default. A dog on a bathroom floor, a cat under the vanity, a rabbit in a hutch at ankle height, a crate on the tile, a bird cage on a stand that is still below your head. The elevation instruction moves the whole household up a floor. It does not move the animal off the floor of the room you end up in.

This is this site’s own inference, not a published finding. No document read for this page applies the density reasoning to where an animal sits within the sealed room, and none of them publishes an instruction to raise an animal off the floor. So this page does not manufacture one. Note also that the inference runs backwards for a gas that rises, which by CDC’s own sheet is what ammonia does, and that nobody knows which layer of a sealed room is the safer one for an animal without knowing what was released. That is another reason the operative instruction is the one officials are broadcasting rather than anything derived here. What follows honestly is smaller and still worth doing: put the sealing work into the floor of that room as seriously as the windows, which is what the published instructions already ask for. Ready.gov’s hazmat page names the gaps by location:

“Seal gaps under and around the following areas with wet towels, plastic sheeting, duct tape, wax paper or aluminum foil:”

with “Doorways and windows”, “Air conditioning units”, “Bathroom and kitchen exhaust fans”, and “Stove and dryer vents with duct tape and plastic sheeting” on the list. The Kentucky Chemical Stockpile Emergency Preparedness Program sheet gives the same idea as a physical technique: “Place dampened towels under door cracks to form a tight seal”. Utah’s kit calls for “4 mil or thicker, clear plastic sheeting – Precut and labeled to cover doors, windows, vents, and light fixtures”.

Under the door is the seam nearest the animal, and it is the one people do last because it is the least visible. Do it first.

One more discipline note, borrowed from our outage improvisation page, which is this site’s standing treatment of gas density and animals near the floor: gases do not share a behaviour just because they are both dangerous. That page had to separate carbon monoxide, which the ASPCA says is roughly the same density as room air, from carbon dioxide, which is heavier. The same discipline applies here. Some chemicals is a published quantifier and it is the one to carry.

Where the Elevation Rule Is Not Published At All

If this page told you that going up is unanimous federal guidance, it would be wrong, and the correction would come from FEMA.

FEMA’s own protective-action card, titled Shelter-in-Place for Chemical Hazard and marked NOV 2021, is a five-panel sheet drawn for a manufactured or mobile home, a one- or two-story building, and a multistory building. Its room instruction, in full:

“Going to an interior room without windows will make it easier to seal the room.”

That is the whole of it. No floor. No heavier-than-air rationale. We rendered all five panels as images and read them on August 15, 2026 to confirm the instruction is not held in the illustrations rather than the text, and it is not. The panels show three building silhouettes side by side, a room with tape around its window and door, a person switching equipment off in a utility room with a taped wall vent, and a list of additional safety measures. No floor is called out in any of them, and the multistory silhouette is not marked to indicate which storey to use.

The card’s other instructions are the familiar ones, including “For all locations, stay inside and minimize air flow by turning off all furnaces, air conditioners, fans, and heaters.”, “Bring any pets indoors.” and “Do not drink water from the tap. Stored water will be safer.” A small detail from reading it closely, offered because it is the kind of thing that identifies the document you are holding: the card prints that air-flow sentence twice, and on the first panel it reads “air conditions” rather than “air conditioners.” That is the card’s own wording, not ours, and the version quoted above is the one on its second panel.

Ready.gov disagrees with itself across two pages, which is the sharpest version of this. Its hazmat page, last updated 04/24/2023, publishes the elevation rule as a pre-planning step:

“Identify an above-ground shelter room with as few openings as possible.”

Its general sheltering page, last updated 05/27/2026, publishes the tip list without one:

“Bring your family and pets inside.”

“Go into an interior room with few windows if possible.”

Seattle’s Office of Emergency Management publishes a chemical-agent shelter-in-place sheet whose room instruction is also floorless: “Go into a room with the fewest doors and windows and seal the room.”

Set against those, the documents that do publish an elevation rule are numerous and current. CDC on both its general and its pet chemical pages. Ready.gov’s hazmat page. OSHA’s evacuation eTool, writing for workplaces, which conjoins the two halves in a single line: “Select interior room(s) above the ground floor, with the fewest windows or vents.” Indiana’s Department of Homeland Security: “Locate a room in your home that is above ground and has as few openings as possible, to avoid as much potential exposure to chemicals from outside as you can.” Fremont County, Wyoming, in a document created February 14, 2024: “This room should be above ground and have the fewest openings to the outside.” The Kentucky CSEPP sheet: “Choose a room on an upper level, if possible.”

The honest summary of that table is not “go upstairs.” It is: eleven of the twelve publish an interior or fewest-openings room rule; the twelfth, the Kentucky CSEPP sheet, does not address windows at all and is built on sealing; most current ones add above-ground; two of the federal family omit the floor; and only three publish a reason. If you want one instruction to carry around, carry CDC’s whole sentence rather than the first four words of it.

Picking the Room Before Anything Happens, With Animals in It

This is a fifteen-minute job on a calm afternoon and it is not doable well during an alert. Walk the house once with CDC’s criteria in hand and answer these.

Which rooms are on the highest floor you have? CDC’s phrasing is relative, not absolute: highest floor possible, highest point in the building. In a one-story house or a manufactured home, that is the house you are standing in, and FEMA’s card is drawn for exactly those shapes without asking for a floor at all. Do not conclude that a single-story home cannot shelter in place.

Of those, which have no or few windows and sit furthest from an exterior wall? This is the criterion people trade away first because upstairs rooms in most houses are bedrooms with windows. An interior upstairs bathroom, a windowless hall closet large enough to sit in, an interior landing or a walk-in laundry usually beats the primary bedroom.

Which of those has a water source? CDC asks for one “if possible”, and the Kentucky CSEPP sheet names the combination outright: “A master bedroom with an attached bathroom is an ideal safe room.” A tap matters more here than it looks. CDC’s decontamination sequence for a contaminated animal calls for lukewarm water and mild skin soap for at least 2 to 3 minutes and an eye flush of 10 to 15 minutes, and neither is a thing you improvise from a water bottle.

Which of those is large? CDC lists “Is large” first among its criteria. Utah is the only source located here that connects room size to animals, and it does it in one line: “Choose a single room large enough to hold air for all members of your family, including pets”.

What is in that room that is a problem with an animal shut in it? CDC gives two instructions here and they are the ones every generic checklist skips. After you have closed the house up: “remove any plants that might harm your pet” and “close off any small areas where small pets can hide or get stuck, such as under heavy furniture.” Bedrooms are full of both. A bed on a frame, a dresser with a two-inch gap, a nightstand, a plant on the windowsill. Sealing a room with a frightened cat wedged under a bed frame you cannot reach is a problem you can solve today with a rolled towel and a decision about where the plants live.

Does the room contain mechanical equipment? OSHA’s workplace version names this and it applies at home too: “Avoid selecting a room with mechanical equipment like ventilation blowers or pipes, because this equipment may not be able to be sealed from the outdoors.” A laundry room with a dryer vent is a worse candidate than it looks, and both Ready.gov and CDC put dryer vents on the list of things to seal.

Where does the carrier live? Every animal in your household should have a carrier or crate that fits inside the room you just chose, staged there or one step from it. CDC’s pet preparation page says to “Get a carrier or crate for your pet and train your pet to travel and sleep in it” and to write your name, your pet’s name, your address and your telephone number on it. Practice sealing it. This is CDC’s own Step 5, and it names the surfaces people forget: practise sealing “Window air conditioners”, “Bathroom and kitchen exhaust fans”, and “Stove and dryer vents”. CDC’s Step 4 asks you to build the pack in advance, with duct tape, scissors, towels and plastic sheets, and “Pre-cut plastic sheets (2-4 mil thick) to fit your windows”, cut ahead of time and labelled. Utah asks for 4 mil or thicker. Those numbers are the two publishers’ own; they are not the same number, and either is a starting point rather than a rule.

The Sealing Sequence, From the Sources

This is the operational core and it belongs here rather than on any other page. Read it in order.

Close the building. CDC: “Close and lock all windows and doors. Turn off the fan, air conditioner, and furnace. Close the fireplace damper.” Ready.gov’s hazmat page adds interior doors: “Close and lock all exterior doors and windows. Close vents, fireplace dampers and as many interior doors as possible.”

Deal with the ventilation system properly, because there is a second option. Ready.gov: “Turn off air conditioners and ventilation systems, or set ventilation systems to 100 percent recirculation so that no outside air is drawn into the building.” Fremont County’s sheet scopes that second option to the buildings it was written for: “In large buildings, set ventilation systems to 100 percent recirculation so that no outside air is drawn into the building. If this is not possible, ventilation systems should be turned off.” For most houses the instruction is simply off. If you are in an apartment building or at work, the recirculation setting is the one to ask a building engineer about, and the answer is not yours to guess.

What turning it all off does to the temperature of that room, which no document read for this page publishes. None of the nineteen shelter-in-place and chemical-emergency documents read for this page addresses room temperature with the cooling off and animals inside, so what follows is this site’s own reasoning rather than anyone’s instruction. CDC’s chemical criteria point you high as well as interior, and the same CDC instruction turns the air conditioner, the furnace and the fans off, which removes the only thing moving air in the room you have just sealed. In hot weather, watch the animals rather than the clock. The AVMA’s signs of heat stress are anxiousness, excessive panting, restlessness, excessive drooling, unsteadiness, abnormal gum and tongue color, and collapse, and its instruction is to seek emergency veterinary care if you observe any of them. Tell the officials broadcasting instructions that you have animals in a sealed room in the heat, because that is a question for them rather than for this page. Note what you cannot do about it here. The obvious remedy is to open something, and Seattle’s sheet, quoted further down this page, instructs you not to ventilate or leave the sealed shelter until you are told to do so. Get to the room with the kits. CDC: “Get your Go Kits and any medications for you and your pets.” CDC’s pet page repeats it in the pet’s own terms: “Get your Ready to Go bag and your pet’s Ready to Go bag. Take your pet’s medications. Take your phone and charging cables.”

Seal the room. CDC: plastic sheeting on windows with duct tape, vents closed and taped, duct tape around the door. Ready.gov: “Seal the room with duct tape and plastic sheeting.” Kentucky CSEPP: “Tape plastic sheeting over windows, doors, vents, bathroom fans, electrical outlets, phone and cable tv jacks.” and “Place dampened towels under door cracks to form a tight seal”. Seattle’s sheet says the same in its own words: “Dampen towels and place over the crack under the door.”

If you have no supplies, CDC publishes the fallback. “If you do not have plastic sheeting supplies, put towels, sheets, or clothing in the vents and under the door.” That sentence is the reason this page does not want you to spend the first ten minutes of an incident shopping in your own garage. Something you already own works.

The two pet steps, and the two CDC pages do not agree on when. Remove any plants that might harm the pet, and close off the small spaces where small pets hide or get stuck. CDC’s general shelter-in-place page lists both under Protect your pets, after the sealing bullets and before Stay connected. CDC’s chemical-emergency pet page puts them much earlier: after you have gone inside, closed and locked the windows and doors and shut the equipment off, and before you pick up the bags and go to the safe room, introduced with “After you have done those things”. Neither ordering is wrong and the earlier one is easier, because moving a plant and blocking the gap under a bed is a job you would rather not be doing with tape in your hands. If you have already sealed the room and skipped them, do them then.

Stay tuned. CDC: turn on the radio or your mobile news app, and call or text someone outside your area to say where you are. Kentucky CSEPP: “Shelter where you are unless otherwise directed by emergency officials.”

Do not go back out for anything. Ready.gov’s hazmat page: “Do not leave the safety of a shelter to go outdoors, including to help others, until authorities say it is safe to do so.” Seattle’s sheet puts the same instruction in the bluntest form we read: “Leaving your sheltered area to rescue or assist victims can be a deadly decision.” The two sentences that follow it on that sheet are its reasoning, and they are worth reading whole: “In a chemical emergency, there is very little an untrained volunteer can do to help victims.” and “Stay in your sheltered area until authorities determine it is safe to come out.”

The version of that decision this page owes you is the one with an animal outside, and no source we read publishes it. Every sentence above is written about people. None of the nineteen shelter-in-place and chemical-emergency documents read for this page draws the line for an animal that is outside and will not come, and CDC’s own instruction is scoped to the animals already with you: if you are home, go inside and take any pets with you. So this is the site’s own reasoning rather than a published instruction. The sealing work is what protects the animals that are with you, and a person overcome outside cannot help any of them. Tell 911 or the officials broadcasting instructions that an animal is outside at your address, and give the species and where it is likely to be. Water and food. FEMA’s NOV 2021 card: “Do not drink water from the tap. Stored water will be safer.” CDPH: “Remember not to drink water from the tap as it may make you sick.” Ready.gov: “Avoid eating or drinking any food or water that may be contaminated.” None of those three sentences names an animal, so read them as the household instructions they are and fill bowls from stored water rather than the tap while the instruction stands. A detail worth knowing before you are breathing hard in a sealed bathroom. Ready.gov: “Take shallow breaths through a cloth or a towel if gas or vapors could have entered the building.” Kentucky CSEPP: “In extreme cases, breathing through a wet cloth provides some additional protection.” Both of those are written about people. Neither publishes an animal version, and this page is not going to invent one by putting a wet cloth over a dog’s face.

How Long This Lasts, and the Numbers That Disagree

This is the section where the published record genuinely conflicts, and blending the sources would produce an answer none of them gave.

The current federal answer is open-ended. CDC’s chemical shelter-in-place page, dated June 17, 2026:

“You may need to stay put for a few hours, possibly a few days, or longer.”

The older lineage says hours and gives a mechanism. Fremont County, Wyoming emergency management, in a document created February 14, 2024, publishes a section headed Shelter Safety for Sealed Rooms:

“Ten square feet of floor space per person will provide sufficient air to prevent carbon dioxide build-up for up to five hours, assuming a normal breathing rate while resting.”

“However, local officials are unlikely to recommend the public shelter in a sealed room for more than 2-3 hours because the effectiveness of such sheltering diminishes with time as the contaminated outside air gradually seeps into the shelter. At this point, evacuation from the area is the better protective action to take.”

The March 2007 Red Cross document carries the ten-square-feet sentence in near-identical wording, phrased as “assuming each person is resting and breathing at a normal rate”. It frames the whole practice as built on a short event: “Guidelines for sheltering-in-place are based on the need to shelter for only a few hours”, with the reason given immediately afterward being that a short-term release of airborne agents has more than enough time to dissipate in that window. The February 2003 Red Cross fact sheet gives the household reassurance version: “Remember that instructions to shelter-in-place are usually provided for durations of a few hours, not days or weeks. There is little danger that the room in which you are taking shelter will run out of oxygen and you will suffocate.”

State and programme sources sit with the older lineage. Utah: “Typical duration is hours, not days!” Kentucky CSEPP: “It’s likely you’ll have to stay in the room for a few hours, not days.” and it explains why it expects that: “Shelter-in-place events typically don’t last long. The hazardous vapors are moved about by air and wind, which is constantly moving.” CDPH: “Most likely you will only need to shelter-in-place for a few hours.”

Provenance note on the ten-square-feet figure, stated because it matters. Both of the documents that carry it read like descendants of a FEMA hazard chapter: the figure itself is identical in both, down to the phrase ten square feet of floor space per person, while each words its resting-breathing assumption slightly differently. That is what you would expect from a common ancestor rather than from one copying the other. We attempted to retrieve the FEMA original on August 15, 2026 and could not: fema.gov returned 403 and the Internet Archive returned 429 on the same run. So this page attributes that sentence to the two documents we actually opened, Fremont County, Wyoming and the American Red Cross, and not to FEMA. That is a statement about what we could reach, not a claim about what FEMA does or does not publish.

How to hold both answers at once

Here is the reconciliation, and the reasoning in it is this site’s rather than any agency’s, so it is labelled.

The two answers are not measuring the same thing. The sealed room is the short component. The emergency is not. The ten-square-feet figure and the 2-3 hour figure describe how long a taped-up bathroom stays useful. CDC’s sentence describes how long you may be unable to leave the area. Those can both be true, and CDC’s own preparation guidance behaves as though they are: its chemical-emergency pet Go Kit asks for “Enough food and water to last 2 weeks.” and “Medicines to last 2 weeks.”, and its response page tells you to take “your pet’s Ready to Go bag with a two-week supply of their medications.” An agency that thought this was over in three hours would not ask you to stock a fortnight.

The practical consequence for a household with animals is a split:

  • Stock the house to CDC’s two weeks per animal. Food, water, medication counted in doses rather than bottles, and sanitation supplies. That is CDC’s own number for a chemical emergency, published on a pet page.
  • Treat the sealed room as the short leg. What you carry in with you is what you need for hours, not for the fortnight, and the room is a stage of the event rather than the whole of it.
  • Do not set your own timer against the older figures. A reader who leaves a sealed room at hour three because a 2024 county document said officials are unlikely to recommend more than 2-3 hours may be walking outdoors into a plume that officials have not cleared. CDC’s sentence and the county’s sentence are both real; only one of them is an instruction to you, and neither is a permission to open a door.
  • The end is announced. CDC: the all clear comes from police, fire or other local officials. Kentucky CSEPP has the same structure, with officials “giving instructions about possible evacuation and updates on when it is safe to come outdoors.”

Our page on the guilt that follows leaving an animal behind carries a documented case, cited in the research it works through, of a chemical spill where a response expected to run several hours ran considerably longer. That is the site’s own existing evidence that a several-hour expectation is an expectation and not a guarantee, and it points the same direction as CDC’s current sentence.

The Air Budget, and the Number That Does Not Exist for Animals

This is the page’s one genuine gap, it is narrow, and it is worth stating precisely.

What is published: ten square feet of floor space per person, for up to five hours, at a normal human breathing rate while resting. Two documents, verbatim, cited above.

What is not published in anything we read: any conversion of an animal into floor space, into air volume, or into minutes. Across the nineteen shelter-in-place and chemical-emergency documents read for this page on August 15, 2026, the closest any publisher comes is Utah’s instruction to “Choose a single room large enough to hold air for all members of your family, including pets”, which names animals in the decision and attaches no figure to them.

That is a statement about what those nineteen shelter-in-place and chemical-emergency documents contain, not a claim that no such figure exists anywhere in the literature. A veterinary or industrial-hygiene source we did not reach may publish one.

This site has been here before, on the neighbouring question. Our page on improvised outage heat and dry ice went looking for a carbon dioxide exposure threshold specific to companion animals and could not locate one either, and it says so in those terms rather than converting a human occupational limit into a pet limit. The same discipline governs here, and for the same reason: a workplace or per-person number scoped to adult humans is not a number about a rabbit in a hutch.

So this page publishes no per-pet arithmetic. What it will say, as its own reasoning and not as anyone’s rule:

  • Every animal in the sealed room is another body breathing that air. That is not a controversial statement and it is also not a quantity.
  • Given a choice between two rooms that both satisfy CDC’s criteria, the argument runs toward the larger one, because CDC lists “Is large” as a criterion in its own right and Utah tells you to size the room to include the animals.
  • Air budget is not the thing that tells you when to come out. Officials are. Anyone who arrives at a number by dividing a human figure by a guess about a dog has invented a permission slip.

If you want a genuine planning task out of this rather than a number, it is this: measure the floor of the room you picked, on a calm day, and know how many square feet it is. That is a real fact about your house, it takes two minutes, and it is more useful than any figure this page could have manufactured.

Sanitation in a Room You Must Not Ventilate

Multi-day pet sanitation in a sealed home is covered in depth on our shelter-in-place litter box page, which already anticipates this exact hazard and explains why the usual remedy is unavailable to you here. This section adds only what is chemical-specific and what is dog-specific, and routes the rest there.

CDC’s chemical-emergency pet Go Kit specifies the waste kit by species. From its preparing page, dated June 10, 2026:

“For cats: litter box and scoopable cat litter along with plastic poop bags. Disposable aluminum roasting pans are good as well.”

“For dogs: plastic poop bags and a week of cage liners.”

“A supply of large and small trash bags and several pairs of disposable gloves.”

CDC’s shelter-in-place page repeats the last of those inside its own Go Kit step: “Include a supply of large and small trash bags and several pairs of disposable gloves.”

Two things about that list are worth pointing at. The aluminium roasting pan is the same improvisation our litter box page already reports from a different publisher, so a household following either page arrives at the same object. And “a week of cage liners” for dogs is the item most owners do not have, because a house-trained dog has never needed one. A week is CDC’s figure, on a page whose kit standard elsewhere is two weeks, and CDC does not explain the difference.

The plumbing instruction comes from one state and it is the only one we located. Utah’s kit list includes a portable toilet and this line:

“Porta-Potty – If you chose a restroom as your SIP, don’t flush the regular toilet as it displaces valuable air”

That is Utah’s own reasoning for Utah’s own programme. No federal source read for this page addresses flushing in a sealed room, and this page is not going to elevate one state’s line into a national rule. It is worth knowing, because the bathroom is exactly the room CDC’s water-source criterion and the Kentucky CSEPP sheet’s ideal-safe-room description both point you toward.

Ventilation, which is the remedy you cannot use. Our litter box page’s general instruction is to scoop and to ventilate when the reason you are sheltering allows it, and it already flags a chemical release as the case where it does not. Here that is not a caution, it is the entire premise of the room. Seattle’s sheet states it: “Don’t ventilate (air out) or leave your sealed shelter until you are told to do so.” So daily removal and sealed disposal are what you have, which is why the trash bags and disposable gloves appear on CDC’s list twice.

When it is over, ventilating is an instruction rather than an option. Fremont County: “Also you should ventilate the shelter when the emergency has passed to avoid breathing contaminated air still inside the shelter.” Kentucky CSEPP: “Thoroughly air out your home or building once authorities announce that the emergency is over” and “Open all your doors and windows. This will allow small amounts of vapor that may have gotten in to leave.” CDPH: “After a chemical emergency, open all doors and windows, turn on your heater or air conditioner to ventilate the house and go outside.” Every one of those is conditioned on officials having said the emergency is over. Note the order in the CDPH sentence, and note that it is written for a household rather than for an animal: nothing we read addresses whether to move animals out of the room before or after the house is opened up, so ask the officials handling the incident.

If the Animal Was Outside: CDC’s Chemical Sequence, and How It Differs

CDC publishes a full decontamination protocol for a pet in a chemical emergency, and it is materially different from the radiation one our radiation page covers. Read it as its own thing.

It starts with you. CDC’s chemical pet page: “Your pet may need to be cleaned if they came in contact with the chemical. Remove any chemical from yourself first.” CDC’s page on getting clean, written for people and dated June 10, 2026, is explicit about the urgency and the payoff: “Ideally within 10 minutes, take off all your clothes and shower.” and “Taking off your clothes removes 80% to 90% of the chemical.” It also tells you not to try to identify the substance first: “Do not worry about what type of chemical it is. Focus on getting it off.”

Then the animal, in CDC’s own order:

  1. “Put on a mask and waterproof gloves.” And if you have neither: “If you don’t have a mask and gloves, use cloth to cover your face and plastic bags to cover your hands.”
  2. “Blot your pet’s face, body, and paws with a moist wipe, wet cloth, or damp paper towel. Do not rub.”
  3. “Wash your pet with lukewarm water and mild skin soap, if available, for at least 2-3 minutes. Start from the head then work your way to the tail. Try not to get the water in the eyes, nose, and mouth. Do not scrub!”
  4. “Flush your pet’s eyes for 10-15 minutes with lukewarm water if their eyes are red or they are rubbing their eyes.”
  5. “Dry your pet. This helps remove any leftover chemical.”

CDC adds: “You may need to repeat these steps if you were exposed to more chemical while cleaning your pet.”

The waste from that goes into a specific containment, not the bin. CDC: “Wear gloves to put any used things in a plastic bag, close it up, and put it in a second plastic bag. Put the bags in a closed container where they won’t be opened by accident and expose others to the chemical. If you don’t have gloves, use plastic bags. Do not put the bags in the regular trash!” CDC does not say what the final disposal is. Officials will.

Three differences from the radiation sequence worth naming, because a reader who has read both pages will notice them.

  • Blot, then wash. The chemical sequence opens with a blotting step that is not a brushing step, and CDC applies the same technique to human skin on its getting-clean page: blot, do not rub. Utah’s decontamination guidance uses the same verb for people: “Blot (do not swab or scrape) with a cloth soaked in soapy water and rinse with clear water.”
  • Do not scrub, and the water is lukewarm. CDC states both about the animal, with an exclamation mark on the first, and gives a duration of at least 2 to 3 minutes head to tail.
  • There is a drying step here. CDC publishes “Dry your pet. This helps remove any leftover chemical.” on the chemical pet page. That is chemical-specific and it should not be read backwards onto any other hazard, since the reasoning CDC attaches to it is about removing leftover chemical.

Then get help. CDC lists three routes and this page publishes CDC’s routing rather than substituting its own: “Calling the Poison Control Center at 800-222-1222.”, “Calling 911.”, “Going to the nearest hospital.” For the animal specifically, CDC states that if you had to clean your pet, they may need to be checked by a veterinarian, and to do that “once the chemical emergency is over and it is safe to do so.” Indiana’s Department of Homeland Security routes to the same poison control number for a person affected by chemicals.

On handling a frightened animal, CDC publishes one sentence and it is a good one: “Pain and fear can make animals bite, scratch, or do things they normally would not do. Touch your pet slowly and gently.” If getting the animal contained is the bottleneck rather than the cleaning, our guide to getting a hiding or frightened cat into a carrier is about the same animal in the same mood.

Scope, stated plainly. CDC’s chemical pet pages both say the guide is mostly for dogs and cats, and both point owners of livestock, horses, birds, reptiles and small animals such as gerbils and hamsters to Ready.gov, the Humane Society of the United States and the ASPCA. A wash sequence written for a dog is not automatically safe for a rabbit or a chinchilla, and our radiation page sets out the species-specific bathing risks that are documented for those animals. If you keep one of them, that question goes to your veterinarian and to the officials directing the response, not to a checklist.

What This Room Is Not, and Three Things Not to Do

A box fan air filter is not protection here, and the published instructions point the other way. Several sources tell you to switch fans off during a chemical shelter-in-place. FEMA’s NOV 2021 card: “For all locations, stay inside and minimize air flow by turning off all furnaces, air conditioners, fans, and heaters.” The March 2007 Red Cross document: “Turn off all ventilation, including furnaces, air conditioners, vents, and fans.” Kentucky CSEPP: shut off fans, furnaces, air conditioners and other devices that circulate air throughout your home. On filtration itself, that same Red Cross document is unambiguous: “HEPA filters will not filter chemical agents.”

Our box fan air cleaner page exists because that build genuinely helps against wildfire smoke, which is particles. It already carries the California Air Resources Board’s statement that HEPA filters are very useful for removing particles but cannot remove gases, which pass through the filter material, and it already labels the final step from that general limit to that particular build as this site’s own reasoning rather than a published finding. The same labelling applies here: the class-level claim about HEPA and chemical agents is published by the Red Cross, and the step onto your specific home-built assembly is this site’s inference. Either way, nothing supports running it, and the published sealing instructions point at turning air-moving equipment off. If you built one last fire season, it stays off and it is not the reason you feel safer.

A vehicle is not a shelter. CDPH: “You should not shelter in a vehicle, as this does not provide enough protection against harmful materials.” CDC’s version is softer and points the same way: “If you are outside, cars, trucks, or other vehicles may not be airtight enough to protect you.” Fremont County: “Stop and seek shelter in a permanent building. If you must remain in your car, keep car windows and vents closed and shut off the air conditioner and heater.” Kentucky CSEPP gives the in-car procedure in the same spirit, including shutting off the engine to avoid drawing outside air into the passenger area. If you are on the road with animals when the instruction comes, the published preference is a building, and the everything-from-the-moment-you-are-moving half of this hazard is a different problem from this page.

Your nose is not a detector. Ready.gov: “Remember that some toxic chemicals are odorless.” Fremont County publishes the same sentence. Ready.gov also lists what a release can look like: “Signs of a chemical release include difficulty breathing, eye irritation, loss of coordination, nausea or burning in the nose, throat and lungs.” and, in the sentence that stays with people, “The presence of many dead insects or birds may indicate a chemical agent release.” Note that those signs are written about people, and that no source read here publishes a list of chemical exposure signs in a dog or a cat. That absence is about these nineteen shelter-in-place and chemical-emergency documents; a veterinary source may well publish one, and your veterinarian certainly can. Do not use an animal’s apparent wellbeing as evidence that a room is safe, and do not use its distress as a diagnosis.

Your Chemical Shelter-in-Place Checklist, With Animals

Every item here carries its own scope, because a checklist read alone strips context and this is a hazard where the missing clause is the dangerous part.

  • Get every animal inside first, before you do anything else to the house. CDC: take any pets with you. Ready.gov: bring pets inside. FEMA’s NOV 2021 card: bring any pets indoors. Kentucky CSEPP puts it under Go Inside Immediately as “Remember your pets.” This item has a boundary, and it is the same one further down this list: if an animal is outside and will not come, do not stay out and do not go back out. CDC’s sentence covers the animals already with you, Ready.gov instructs you not to leave the safety of a shelter to go outdoors including to help others, and Seattle’s Office of Emergency Management states that leaving your sheltered area to rescue or assist victims can be a deadly decision. None of those sentences names an animal and no document read for this page draws the line for one, so the site’s own reading is that you seal the room with the animals you have, and that you tell 911 or the officials broadcasting instructions that an animal is outside at your address.
  • Close and lock all windows and exterior doors, close vents and the fireplace damper, and close as many interior doors as you can. That combination is Ready.gov’s and CDC’s, stated in both.
  • Turn off the fan, air conditioner and furnace. In a house that means off. In a large building the published alternative is setting ventilation to 100 percent recirculation so no outside air is drawn in, which is a question for a building engineer rather than a guess. In hot weather that instruction takes the cooling away from a room you are about to seal with animals in it, and no document read for this page addresses that, so the site’s own reading is to watch the animals rather than the clock, to treat the AVMA’s heat-stress signs (anxiousness, excessive panting, restlessness, excessive drooling, unsteadiness, abnormal gum and tongue color, and collapse) as a reason to seek emergency veterinary care, and to tell the officials broadcasting instructions that you have animals in a sealed room in the heat. Opening the room to cool it is the one remedy the sealing instruction takes away.
  • Take the Go Kits, the medications, a phone and charging cables to the room. CDC names all four, for you and for the animal.
  • Choose the room by all four of CDC’s criteria, not by the first one. Highest point in the building, no or few windows, as far from the outside as possible, large, with a water source if possible. A top-floor room with several exterior windows fails the instruction it appears to satisfy.
  • If your home has no upstairs, use its interior sealable room. CDC’s wording is relative to your building, and FEMA’s chemical card publishes an interior-room rule for manufactured homes and single-story buildings without any floor instruction at all.
  • Seal windows, vents and the door. Plastic sheeting and duct tape if you have them, and CDC’s published fallback if you do not: towels, sheets or clothing in the vents and under the door. Under the door is the seam nearest a floor-level animal and it is the one people leave until last.
  • Remove any plants that might harm your pet, and close off small spaces where small pets can hide or get stuck, such as under heavy furniture. Both are CDC instructions for this hazard. CDC’s pet page places them right after you have closed the house up; its general page places them after the sealing. Earlier is easier.
  • Fill bowls from stored water, not the tap, while the instruction stands. FEMA’s card says stored water will be safer; CDPH says not to drink from the tap. Neither sentence names an animal, so read them as household instructions and follow the notice you actually received.
  • Leave the box fan filter off. Several sources instruct that fans be turned off during a chemical shelter-in-place, and a Red Cross document states that HEPA filters will not filter chemical agents. A build that helps against smoke particles is not protection against a vapour.
  • If an animal was outside, clean yourself first, then follow CDC’s pet sequence in order. Mask and waterproof gloves; blot, do not rub; wash with lukewarm water and mild skin soap for at least 2 to 3 minutes head to tail, no scrubbing; flush the eyes 10 to 15 minutes if they are red or the animal is rubbing them; dry the animal. CDC states this is mostly for dogs and cats.
  • Double-bag anything used in that cleaning, put it in a closed container, and keep it out of the regular trash. That is CDC’s instruction, in those words.
  • Call the Poison Control Center at 800-222-1222 or 911 if anyone in the room has symptoms, and have the animal checked by a veterinarian once the emergency is over and it is safe. Both routings are CDC’s, from its chemical pet page.
  • Do not leave the shelter for any reason, including to help someone, until officials say it is safe. Ready.gov and Seattle’s emergency management office both publish that, and Seattle publishes the consequence.
  • Wait for the announced all clear rather than a timer. CDC says you may need to stay put for a few hours, possibly a few days, or longer, and that the all clear comes from police, fire or other local officials. Older documents publish shorter figures for the sealed room; those describe the room, not the emergency.
  • When officials say it is over, ventilate. Open doors and windows to clear vapour that got in. Three separate sources publish that step, and all three condition it on the emergency having been declared over.

The Version You Do on a Quiet Afternoon

Five things, none of which takes long, all of which are impossible to do well during an alert.

Pick the room and write it on the fridge. Walk the house with CDC’s four criteria and settle the argument now. Measure its floor while you are there, so you know a real number about your own house rather than a borrowed one.

Fit the carriers into it. Every animal needs a carrier or crate that goes into that room, and CDC asks you to train the animal to travel and sleep in it and to write your name, the pet’s name, your address and your phone number on it. A carrier that has never been used is a twenty-minute delay wearing a handle.

Build the seal pack and pre-cut the sheeting. CDC’s Step 4 asks for duct tape, scissors, towels and plastic sheets, with the window pieces cut ahead of time and labelled. CDC names 2 to 4 mil; Utah asks for 4 mil or thicker. Store the pack in the room it is for, which is what the Kentucky CSEPP sheet tells its own residents to do.

Fix the pet kit against CDC’s list rather than a generic one. Two weeks of food and water. Two weeks of medicines, counted in doses. Litter box, scoopable litter and plastic poop bags for cats, with disposable aluminium roasting pans as an alternative. Plastic poop bags and a week of cage liners for dogs. Large and small trash bags and several pairs of disposable gloves. A pet first aid kit, spare collar, leash and harness, a blanket, the microchip number, and copies of veterinary records including vaccinations, because CDC notes that some shelters will not take unvaccinated animals.

Arrange the buddy system, and be specific. CDC publishes it twice, on both pet pages: “Develop a buddy system with a trusted neighbor. If you are not home, contact them and ask if they can take care of your pet until it is safe for you to return home.” Note what that asks of the neighbour during this particular hazard, which is that they may be sealing themselves in with your animal. That is a conversation to have before it is a favour to request. CDC also asks for a pet sticker on the front door telling first responders animals are inside, with the word EVACUATED written on it if you leave. That takes one minute and does its work when you are not there to explain.

This page covers one branch: you were told to stay, and you are staying, with animals. It owns the room, the seal, the sanitation inside it, and the duration question.

A room chosen for a chemical release is chosen high and interior. The interior half survives the change of hazard and the floor does not, so the room choice is worth re-running once you know which kind of instruction you were given.

CDC’s sentence is four criteria long and it takes fifteen minutes to answer once. During an alert, with a dog circling and a cat already under the bed, it is not a question anybody answers well.

Frequently asked questions

In a chemical release, do I take my pets upstairs or into the basement?

For a chemical release the published federal instruction points up, and it is not only about height. CDC's chemical shelter-in-place page, dated June 17, 2026 and read August 15, 2026, tells you to choose a room that is large, has a source of water, and is on the highest floor possible, and states: "This room should have no or few windows, be as far away as possible from the outside, at the highest point in the building, and have a water source if possible." CDC's chemical-emergency pet page, dated June 10, 2026, states the same rule in its own wording: "Go to your safe room, the room you can seal off from outside air, and shut the door. This room should have no or few windows and be as far away as possible from the outside. It should also be at the highest point in the building and have a water source, if possible." The four criteria travel together, so upstairs alone is not the rule and a top-floor room with several exterior windows is not the room. That instruction is specific to a chemical hazard. For a radiation emergency CDC says the opposite: "Go to the basement or the middle of the building." Its stated reason is that radioactive material settles on the outside of buildings, so establish which hazard you were told about before you pick a floor. Note also that the elevation rule is not published everywhere: FEMA's own chemical protective-action card marked NOV 2021 says only that going to an interior room without windows will make it easier to seal the room, and gives no floor instruction. Whatever your local officials are broadcasting for the actual incident governs everything on this page.

Why does chemical guidance say go up when almost every other emergency says go down?

Because of what some of these chemicals do in air, and the agencies that publish the reason are careful to say some rather than all. California's Department of Public Health states: "In the case of a chemical emergency, an above-ground shelter-in-place is better because some chemicals are heavier than air and may seep into basements even if the windows are closed." Utah's Division of Emergency Management states: "An upstairs, interior room is preferable since many chemical hazards are heavier than air". An American Red Cross document printed March 2007 states that a shelter-in-place room "should be above the ground-level floor. In the case of a chemical threat, an above-ground location is preferable because some agents are heavier than air and may seep into basements even if the windows are closed." CDC's own two chemical shelter-in-place pages give the room rule without a reason attached, so nobody should carry away a sentence of the form CDC says to go up because chemicals are heavier than air. CDC does publish the mechanism, but one chemical at a time and on separate fact sheets: its chlorine sheet, updated June 10, 2026, states "Because chlorine gas is heavier than air, it will sink to lower areas and increase the risk of exposure there." and its ammonia sheet, updated the same day, states the opposite about ammonia: "Ammonia gas is lighter than air, so it will rise." Those two sheets are also where CDC attaches an instruction to the mechanism, and it is written for a person caught outside who cannot get away rather than for choosing a room: highest ground possible for chlorine, lowest ground possible for ammonia. So the density argument is real, it is not the same argument for every substance, and the instruction you actually follow is the one officials are broadcasting for the specific release.

In a chemical release, how long can my pets and I stay in a sealed room?

There is a real disagreement in the published record and the current federal answer is the open-ended one. CDC's chemical shelter-in-place page, dated June 17, 2026, states: "You may need to stay put for a few hours, possibly a few days, or longer." Older documents give shorter figures and a mechanism for them. Two of them carry the same air-budget figure: Fremont County, Wyoming emergency management, in a document created February 14, 2024, and an American Red Cross sheet printed March 2007, both publish that "Ten square feet of floor space per person will provide sufficient air to prevent carbon dioxide build-up for up to five hours," each with its own wording of the assumption that the person is resting and breathing normally. The shorter operational figure is Fremont County’s alone, and the Red Cross sheet does not carry it: "local officials are unlikely to recommend the public shelter in a sealed room for more than 2-3 hours because the effectiveness of such sheltering diminishes with time as the contaminated outside air gradually seeps into the shelter. At this point, evacuation from the area is the better protective action to take." That second half is a protective-action decision officials make. Utah's emergency management division states "Typical duration is hours, not days!" and a Kentucky shelter-in-place instruction sheet from the federal Chemical Stockpile Emergency Preparedness Program states "It’s likely you’ll have to stay in the room for a few hours, not days." Those older figures are planning numbers about the sealed room, measured per person and at a resting human breathing rate, and they are not permission to open a door on a schedule. The practical reading is that the sealed room is the short part and the emergency may not be: the end of sheltering is announced by officials, not counted down by you, and CDC's own page says the all clear comes from police, fire or other local officials. One thing none of the nineteen shelter-in-place and chemical-emergency documents read for this page addresses is room temperature with the cooling off and animals inside, so what follows is this site's own reasoning rather than anyone's instruction: CDC's chemical criteria point you high as well as interior, and the same CDC instruction turns the air conditioner, the furnace and the fans off, which removes the only thing moving air in the room you have just sealed. In hot weather, watch the animals rather than the clock. The AVMA's signs of heat stress are anxiousness, excessive panting, restlessness, excessive drooling, unsteadiness, abnormal gum and tongue color, and collapse, and its instruction is to seek emergency veterinary care if you observe any of them. Tell the officials broadcasting instructions that you have animals in a sealed room in the heat, because that is a question for them rather than for this page. If anyone in the room, human or animal, develops symptoms, that is a call to the Poison Control Center at 800-222-1222 or to 911, both of which CDC names on its chemical pet page, and to your veterinarian for the animal once it is safe.

Does the ten-square-feet-per-person rule tell me how much room my dog or cat needs?

No, and no source located for this page converts it. The figure is carried by two independent documents, Fremont County, Wyoming emergency management in one created February 14, 2024 and an American Red Cross sheet printed March 2007. The two agree word for word as far as the figure itself, ten square feet of floor space per person to prevent carbon dioxide build-up for up to five hours, and then word the breathing assumption differently: Fremont writes it as a normal breathing rate while resting, and the Red Cross writes that each person is resting and breathing at a normal rate. Either way it is per person. There is no animal term anywhere in it, and across the nineteen shelter-in-place and chemical-emergency documents read for this page on August 15, 2026 no publisher states a floor-space figure, an air volume or a duration for a dog, a cat, a bird, a rabbit, a reptile or a small mammal in a sealed room. This site has reached the same conclusion once before about a neighbouring question, on its page about improvised outage heat and dry ice, where no carbon dioxide threshold specific to companion animals could be located either. So this page publishes no per-pet arithmetic. What it will say, as its own reasoning rather than as anyone's published rule, is that every animal in the room is another body breathing the same sealed air, which argues for the largest room that still meets the published criteria rather than the smallest. The nearest thing to a published instruction is Utah's, which states: "Choose a single room large enough to hold air for all members of your family, including pets". Note also that this arithmetic is not the reason to leave a sealed room. Officials give the all clear.

Where do my animals go to the bathroom if we are sealed in?

CDC's chemical-emergency pet Go Kit answers most of it and one state publishes the piece about plumbing. CDC's page on preparing pets for a chemical emergency, dated June 10, 2026, lists for the kit: "For cats: litter box and scoopable cat litter along with plastic poop bags. Disposable aluminum roasting pans are good as well." and "For dogs: plastic poop bags and a week of cage liners." and "A supply of large and small trash bags and several pairs of disposable gloves." CDC's shelter-in-place page repeats the trash bags and gloves in its own Go Kit step. On the room itself, Utah's Division of Emergency Management publishes the only mechanism located here for a sealed bathroom, listing a portable toilet in its kit and stating: "Porta-Potty – If you chose a restroom as your SIP, don’t flush the regular toilet as it displaces valuable air". That is Utah's instruction for its own sealed-room programme and it is one state's; no federal source read for this page addresses flushing. Two related points that come from the room criteria rather than from a sanitation instruction: CDC asks the safe room to have a water source if possible, and a Kentucky sheet from the federal Chemical Stockpile Emergency Preparedness Program calls a master bedroom with an attached bathroom an ideal safe room, which is the shape that gives you water and a waste option in one sealed space. The multi-day sanitation side, including odor in a home you must not ventilate, is covered in depth elsewhere on this site and is not repeated here.

In a chemical release, my cat is outside and will not come in. Do I stay out looking?

In a chemical release the instruction that governs is the one this page carries in its sealing sequence: do not stay out and do not go back out. Ready.gov's hazmat page says not to leave the safety of a shelter to go outdoors, including to help others, until authorities say it is safe to do so. Seattle's Office of Emergency Management states that leaving your sheltered area to rescue or assist victims can be a deadly decision, and its next two sentences give the reasoning: "In a chemical emergency, there is very little an untrained volunteer can do to help victims." and "Stay in your sheltered area until authorities determine it is safe to come out." Every one of those sentences is written about people. None of them names an animal, and no chemical shelter-in-place document read for this page draws the line for one, so this is the site's own reasoning rather than a published instruction: the sealing work is what protects the animals that are with you, and a person overcome outside cannot help any of them. CDC's own sentence is scoped the same way, to the animals already in your care, when it says that if you are home you should go inside and take any pets with you. Tell 911 or the officials broadcasting instructions that an animal is outside at your address, and give the species and where it is likely to be. This page publishes no figure for how long a person may stay outside looking, because nobody publishes one and a number invented here would be the most dangerous sentence on it.

My pet was outside when the release happened. What do I do?

CDC publishes a chemical decontamination sequence for pets and it begins with the person, not the animal. Its chemical-emergency pet page, dated June 10, 2026, states: "Your pet may need to be cleaned if they came in contact with the chemical. Remove any chemical from yourself first." CDC's own getting-clean page for people states that ideally within 10 minutes you take off all your clothes and shower, and that taking off your clothes removes 80% to 90% of the chemical. Then, for the animal: "Put on a mask and waterproof gloves." If you have neither, CDC says to use cloth to cover your face and plastic bags to cover your hands. Then "Blot your pet's face, body, and paws with a moist wipe, wet cloth, or damp paper towel. Do not rub." Then "Wash your pet with lukewarm water and mild skin soap, if available, for at least 2-3 minutes. Start from the head then work your way to the tail. Try not to get the water in the eyes, nose, and mouth. Do not scrub!" Then "Flush your pet's eyes for 10-15 minutes with lukewarm water if their eyes are red or they are rubbing their eyes." Then "Dry your pet. This helps remove any leftover chemical." CDC adds that you may need to repeat the steps if you were exposed to more chemical while cleaning the pet, and that used items go into a plastic bag inside a second plastic bag inside a closed container, with the instruction "Do not put the bags in the regular trash!" CDC states this guide is mostly for dogs and cats and points owners of livestock, horses, birds, reptiles and small animals such as gerbils and hamsters to Ready.gov, the Humane Society of the United States and the ASPCA. Get help by calling the Poison Control Center at 800-222-1222, calling 911, or going to the nearest hospital, all three of which CDC names, and CDC states that a cleaned pet may need to be checked by a veterinarian once the emergency is over and it is safe to do so.

Should I run a box fan air filter or an air purifier in the sealed room?

Nothing located for this page supports running one against a chemical vapour, and several sources tell you to turn fans off. FEMA's chemical protective-action card marked NOV 2021 states: "For all locations, stay inside and minimize air flow by turning off all furnaces, air conditioners, fans, and heaters." An American Red Cross document printed March 2007 states: "Turn off all ventilation, including furnaces, air conditioners, vents, and fans." A Kentucky sheet from the federal Chemical Stockpile Emergency Preparedness Program instructs you to shut off fans, furnaces, air conditioners and other devices that circulate air throughout your home. Ready.gov's hazmat page states: "Turn off air conditioners and ventilation systems, or set ventilation systems to 100 percent recirculation so that no outside air is drawn into the building." On filtration specifically, the same 2007 Red Cross document states flatly: "HEPA filters will not filter chemical agents." A do-it-yourself box fan and pleated filter is a particle filter, which is a different job from removing a gas, and this site's page on that build already carries the California Air Resources Board's statement that HEPA filters are very useful for removing particles but cannot remove gases, which pass through the filter material. Reading that class-level limit onto your particular home-built unit is this site's own reasoning rather than a published finding about that unit, and it is labelled as such here and on that page. The practical answer is that a build that helps against wildfire smoke is not protection here, and that the published instructions in a chemical shelter-in-place point toward turning air-moving equipment off rather than adding more of it. Follow the instructions officials are broadcasting for your incident.

In a chemical release, what if my home has no upstairs, or the only sealable room I have is in the basement?

For a chemical release, read CDC's wording carefully first, because it is relative to your building rather than absolute. CDC's chemical shelter-in-place page, dated June 17, 2026, says the safe room should be on the highest floor possible and at the highest point in the building, which in a single-story house or a manufactured home is that house. That instruction is scoped to a chemical hazard: for a radiation emergency CDC says the opposite, "Go to the basement or the middle of the building." FEMA's chemical protective-action card marked NOV 2021 is drawn for exactly three shapes, a manufactured or mobile home, a one- or two-story building, and a multistory building, and it publishes no elevation rule for any of them, stating only: "Going to an interior room without windows will make it easier to seal the room." So the interior half of the rule is the one nearly every source that publishes a room rule at all publishes, and the one exception among them read for this page is a Kentucky CSEPP sheet that states no windows rule at all and is built on sealing instead, and it is the half you can satisfy in almost any home. The below-grade case is harder and honest reporting is the only thing this page can offer: across the nineteen shelter-in-place and chemical-emergency documents read for this page on August 15, 2026, none addresses the household whose only sealable interior room is below ground level. What those documents do publish is a preference, not a prohibition. California's Department of Public Health says an above-ground shelter-in-place is better because some chemicals are heavier than air and may seep into basements even if the windows are closed, and Utah says an upstairs interior room is preferable. Preferable and better are comparative words and neither agency rules on what to do when the comparison is not available to you. If that is your house, this is a question to put to your local emergency management office on a calm day and to the officials broadcasting instructions during an actual incident, not one to settle from a web page.
