How to Wash Floodwater Off a Dog: The Published Sequence, and the Number Nobody Publishes

Some pet emergencies outrun any checklist. If an animal is collapsing, struggling to breathe, or was exposed to something toxic, stop reading and call your veterinarian or the nearest emergency animal hospital now. When officials order an evacuation, go; nothing on this page is worth delaying your own exit. This article is spec-and-evidence analysis of published guidance, not veterinary care for your specific animal. Where your vet's instructions or an official order differ from anything here, they win.

Put on after the wash starts, it is protecting nothing.

- Three separate documents publish three different temperature figures for drying, and they are not making the same point. Texas A&M writes that Zoran encourages towel drying "especially if air temperatures are lower than 65 degrees" because pets "can become hypothermic when they are bathed in temperatures cooler than that, meaning their body temperature will drop too low." NASAAEP's 2023 decontamination best practices state that "In mild or warm environments (above 65 degrees), simple towel drying can be adequate for dogs, who can complete drying in a wire kennel/cage." The Zoran team's 2024 protocol table in Disaster Medicine and Public Health Preparedness reads "If temperatures are less than 70F, place in kennel in warm area for drying or add kennel dryer." Read each to its own document rather than averaging them.
- A finished bath is not a clearance, and the strongest published protocol says so. NASAAEP's 2023 Decontamination best practices state that decontamination "is the process or reducing contamination to non-hazardous levels. It may be nearly impossible to remove all contamination." The 2024 Texas A&M study records where a fluorescent test contaminant survived a wash: "when Glo-Germ was detected, the throat latch and between the toes were the 2 locations in the dogs where it remained."
The dog is standing in your bathroom soaked to the skin in water that ran through a street, a garage and somebody’s septic field, and you want two things: a product and a number. This page is the wash itself. It is not about making water safe to drink, which our water purification comparison for pets settles with the label wording of each method. It is not about whether the animal should be back on the property at all, which the returning home with pets checklist decides in a hazard sequence that runs before you get here. This page starts at the moment the contact has already happened.
Here is the part that will annoy you, said up front so you do not spend twenty minutes searching for it. The product is published. The number is not.
Several documents name what to put on the coat. Not one document we could open publishes a soap dilution ratio, a soak time or a required number of rinses for washing a dog. That is not us being careful. It is what a 2022 mini review in Frontiers in Veterinary Science says about the field in its own words, quoting Perry and colleagues: “evidence-based canine decontamination protocols are underrepresented in the veterinary literature.” If a page you find tonight gives you a soap dilution ratio or a soak time for washing a dog, that number is not coming from the veterinary literature, and the section below on what not to reach for names the one hypochlorite figure that literature does publish, and why it is not a bathing instruction.
What is published is a sequence. A veterinary school publishes it for owners, a peer-reviewed paper publishes it as a protocol table, and an emergency-management best-practices document publishes it as a responder procedure with a restriction attached. Those three documents do not use the same wording and they do not agree on every detail, so this page quotes each one separately and tells you where they diverge instead of blending them into a single confident instruction that none of them wrote.
The Fast Version, Before the Reasoning
Read the whole page before you do this if the dog is safe and dry enough to wait. If it is not, this is the order the published documents put things in.
- Get a second person. Get to a quiet place with a tub or a basin.
- Put your own protective gear on. Before the animal goes near water.
- Take off the collar, the harness and anything else the dog is wearing. Take bedding out of the carrier.
- If there are dry particles on a dry coat, wipe them off with a damp microfiber towel first. No brush, no comb, no vacuum.
- Flush the eyes with sterile eyewash or saline. Do not squirt anything into the nose. Do not try to clean the ears.
- Put sterile eye lubricant in both eyes so the soap cannot hurt them.
- Muzzle the dog. Basket or cloth, and see the muzzle section below before you choose.
- Wet the coat completely before any soap goes on.
- Soap with your hands, front to back and top to bottom, and work it down to the skin.
- Rinse the same way, until the soap is gone.
- Rinse the feet again as a separate step, and read both published versions of when.
- Towel dry, and get the animal warm.
Every one of those steps has a source and a reason, and several of them have a caveat that changes what you do. The rest of this page is those reasons.
Who the Published Protocol Was Actually Written For
This matters before the steps, because the strongest document in the set is not written for you.
NASAAEP’s 2023 Decontamination best practices, part of its Current Best Practices in Animal Emergency Management series, contains an Appendix F titled “Decontamination of Pets and Service Animals.” It is the most complete animal decontamination procedure we found published anywhere. It also carries this sentence, verbatim, inside the sample standard operating procedure that appendix reproduces: “Only trained personnel should attempt to decontaminate any animal.”
Two things about that sentence are worth knowing. The first is its context. The sample procedure Appendix F publishes was, in the document’s own words, “provided courtesy of the State Radiological Incident Response Planning Work Group”, written as a template around a fictional nuclear generating station, and the appendix introduces it by saying “Not all statements in the sample SOP will apply to all jurisdictions.” It is a radiological reception-center template, not a homeowner’s bathroom guide, and reading it as one is the single easiest mistake to make with this material.
The second is that the same document says something similar in its own voice, outside the sample procedure. Among its decontamination considerations it states: “Animal decontamination is most effectively and safely done by individuals trained in animal handling and decontamination.” And on owners doing the work themselves, it is blunt about the failure modes: “Having owners restrain and decontaminate their animals, with or without assistance, may work in limited circumstances. However, the potential for decontamination failure, escape, animal injury, and human injury may escalate dramatically.”
Where NASAAEP does contemplate an owner doing the washing, it is supervised and equipped. Appendix F: “Under some circumstances, it may be practical to allow owners to decontaminate their pets. In these cases, and before the owner goes through decontamination, the owner should be given proper PPE, shown how to don the PPE, and given instructions on how to decontaminate their pet. If possible, a member of the decontamination unit should supervise this operation.”
The 2024 peer-reviewed protocol from the Texas A&M Veterinary Emergency Team describes the staffing reality from a different angle. Zoran, Bassinger, Budke and Fridley write that “typically for companion dog decon in a disaster situation, a minimum of 4 personnel with 1 highly skilled in animal handling/care and 2-3 with just-in-time training are required for a single decon line.” The same paragraph adds that “A veterinarian (or at minimum veterinary technician) should be included in the process to provide animal assessment (temperament, health, triage if injured) before starting the animal decon procedures.” The sentence after that one names why: “Veterinarians are particularly important in the event of need for behavioral assessment, sedation, or other medical intervention to ensure safe decon of the animal and prevention of injury to the animal or decon personnel.” The first line of their published protocol table, under pre-decontamination tasks, reads: “Medical assessment by veterinary personnel is essential to assure that canine is medically stable enough for decon or if needed provide appropriate medical care or preparation (sedation?) as needed to complete process safely.”
So the honest framing of this page is not “here is the professional protocol, go do it.” It is this. The published procedure assumes four people, a veterinarian, and equipment you do not have. You are one or two people with a bathtub. The steps below are the best-sourced approximation of that procedure available to you, and the parts where your situation diverges from the source’s situation are named as they come up rather than quietly dropped.
If the animal is injured, is having trouble breathing, is showing signs of illness, or is too frightened to handle safely, the responder documents quoted above put veterinary assessment before the bath rather than after it.
Before You Touch the Dog: What Goes On You
Texas A&M’s Pet Talk article on bathing pets after natural disasters, dated Jan. 5, 2024 and built around Dr. Deb Zoran, interim director of the Texas A&M Veterinary Emergency Team, puts the human protective gear before the animal enters the water and states the mechanical reason. The article says Zoran recommends owners wear the following while washing their pets “because contaminants will fly when animals shake from being wet”:
- “Eye protection, such as glasses, goggles, or sunshades (if outside)”
- “Facemask that covers the nose and mouth to prevent wastewater exposure”
- “Gloves and an apron or full-body covering, such as a rain suit, to protect clothing and skin from wastewater”
Read the reason clause rather than the list. The hazard is not the water in the tub. It is the aerosol the dog creates when it shakes, which is why gear put on after the wash has started is protecting nothing. A dog will shake at the first cold water and again at every pause.
The same article puts a second person in the room before that, and for a different reason. It states that the first thing owners should consider is the pet’s state of mind, since heightened fear or stress “may lead to potential aggression or unpredictable behavior”, and that Zoran suggests owners wash their pets “in a quiet environment with at least one additional person, as this provides a calm and controlled setting, while minimizing stress for the animal.”

The human side after you leave the work
We looked for a published sentence about what a person should do after washing a contaminated animal and did not find one. What exists is a sentence about leaving a mold site, and it is worth having because a flooded house becomes one. The federal Homeowner’s and Renter’s Guide to Mold Cleanup After Disasters, dated June 2015 and hosted on epa.gov, is described on EPA’s own landing page as a document “developed by EPA, Department of Housing and Urban Development (HUD), Federal Emergency Management Agency (FEMA), National Institutes of Health (NIH), the and Centers for Disease Control and Prevention (CDC).” Under the heading for after you leave a mold site it states: “Protect yourself and loved ones. Shower and change your clothes. This will help you avoid carrying mold and other hazards back to your current living quarters.”
That is written about a mold site, and we are not extending it to a bathtub by assertion. It is the closest published instruction we found, and it costs nothing to follow.
The same guide carries one sentence about who should not be doing disaster cleanup at all, and it is not softened here because softening it is the failure mode: “People with breathing problems like asthma or who have weakened immune systems should stay away from moldy sites. Children should not take part in disaster cleanup work.” No document we opened publishes an equivalent health-based or vulnerability-based exclusion, the kind that names asthma, a weakened immune system or age, for the person washing a contaminated animal. What NASAAEP does publish in its place is a competence-based restriction, already quoted above: “Only trained personnel should attempt to decontaminate any animal.” In its discussion of owner-performed decontamination in radiological incidents, the same document lists the disadvantages of letting an owner do the work, including “a lack of training in safe animal handling and decontamination techniques, personal protective equipment, lack of fit testing or medical clearance for respirator use, injury potential, additional exposure potential, and failure to adequately decontaminate pets.” That list is written about radiological response, not a flooded bathroom, and we are naming that scope rather than borrowing it wholesale. But it is the restriction the source set actually contains: trained personnel and cleared, fit-tested respirator use, not an empty category with nothing published in it.
Step by Step, With the Publisher of Each Rule Named
Take everything off the dog
Texas A&M’s article is direct about this and about where the contamination went: after owners have the appropriate protective gear on, “they should remove any apparel the pet may be wearing, such as a harness or collar, as it will be contaminated. Any bedding that may be in a carrier with a pet should also be removed and either washed or thrown away, depending on how dirty they appear to be.”
The 2024 protocol table covers the step operationally and adds what replaces the gear: “Remove all apparel (collar, harness, leashes, etc) and restrain with a slip lead that can be washed or disposed as required.”
NASAAEP’s Appendix F is the bluntest about the fate of the gear: “All leashes, collars, and other items being worn by the pet will be removed and placed in the appropriate container for contaminated items. Leashes, collars, and other items may not be able to be decontaminated and therefore not returned to the owner. If an item cannot be decontaminated, or if time does not permit decontamination of these items, the items will be disposed of along with other contaminated waste.”
The identification problem this creates is real and it is the reason to think about it before you cut the collar off. Take a photo of the tag before it goes in the bag, write the dog’s name and your phone number on whatever slip lead or temporary collar replaces it, and if your dog has a microchip, this is a good evening to confirm the registry has your current number. Dry decontamination, and the parenthesis that decides whether it applies to you
Texas A&M’s article distinguishes two processes and puts one before the other. Quoting Zoran in full, including the second half, which is the load-bearing half:
“Wet decontamination is simply bathing animals, but if there are large, dry particles on the pet, such as insulation, you should start with dry decontamination, meaning you use a damp microfiber towel to wipe off the particles before proceeding to wash the animal, as a towel will do a better job of removing dry particulates than water,” Zoran said, and then, in the next sentence of the same passage: “No matter the method, you don’t want to use a brush, comb, or anything that can push contaminants closer to the skin.”
The 2024 protocol table covers this step with a qualifier the Pet Talk article does not carry, and that qualifier decides whether the step applies to a dog that just came out of standing water: “If dry particulates (not wet or oily!) are present on the coat, wipe the coat gently (front to back, top to bottom) with a damp microfiber cloth to remove the largest particulates before wetting the coat. Do not vacuum or brush or sweep with force – these techniques will push materials deeper and can be harmful.”
So the split is this. A dog pulled out of moving water, dripping, with wet silt in its coat, is a wet decontamination from the start. A dog that walked through a house three days after the water dropped, with dried mud, gypsum dust and shredded insulation in its coat, gets the damp-towel pass first. Both documents prohibit a brush, and neither makes that prohibition conditional on which case you are in.
NASAAEP describes a comparable pass in its preparation area, calling it gross decontamination: at that location all animals “have their eyes/noses rinsed (followed by placement of muzzle in dogs), eye lubricants placed (to protect from accidental soap exposure), and if appropriate (dry particulates are present) – have a moist microfiber towel wipe down (gross decontamination).”
Eyes, nose and ears
This is the step people skip and it is the one that stops the soap from becoming its own injury. Zoran, quoted in full:
“First, rinse their eyes out by flushing them with a sterile eyewash or contact lens solution,” Zoran said, continuing: “Flushing their eyes tends to also flush their nose, but you can wipe the front of the nose if there are clearly contaminants present. You shouldn’t try to squirt anything in their nose because that is generally not well received by pets.”
“Once you rinse their eyes and nose, you should put some protection in their eyes, such as sterile eye lube that can easily be bought at the store, that way if soap happens to get in their eyes, it isn’t going to cause a problem,” Zoran continued, and then: “In general, you don’t want to spend time cleaning dog or cat ears during the process because spraying water while attempting to clean their ears could push contaminated materials further down the ear canal. If there is a significant amount of debris present, it will likely require assistance from someone trained to properly clean ears.”
Two instructions in there run against instinct. Nothing goes into the nose. Nothing goes into the ears. A dirty ear on a flood dog is a veterinary job, and the reason given is that water pressure moves contamination the wrong way down a canal that does not drain.
The 2024 protocol table compresses this into one line: “Rinse eyes and nose with sterile saline, then apply eye lubricant (paralube or other sterile eye lube) to both eyes to protect from soap.”
Sterile eyewash, saline contact-lens solution and plain sterile eye lubricant are the three items on this page most likely to be missing from a house at the exact moment they are needed. They belong in the kit, and our pet first aid kit guide covers where they sit alongside the rest of it.
The muzzle, and one place this page hands off
Texas A&M’s article recommends a muzzle for dogs and rules it out for cats, in Zoran’s words:
“We recommend applying a cloth or basket muzzle as an important step in preventing a bite injury because no matter how well-behaved dogs are, frightened dogs may react adversely to situations they normally would not mind (e.g., a bath).”
“On the other hand, cats should not be muzzled, as it will create greater stress and possibly make it difficult for them to breathe,” she said, adding: “Owners may require veterinary assistance for medications to calm cats who don’t like water or baths, but either way, gently placing a towel over a cat’s face can keep them calm when you begin to wet them.”
The 2024 protocol table is stricter and does not make it conditional on the dog’s temperament: “A muzzle should be placed on all canines (regardless of demeanor for safety of all and the prevention of inadvertent injury) after face is wiped and muzzle is placed.”
On which kind of muzzle, this page hands off rather than deciding. That distinction is not decorative for a stressed, wet dog in a warm bathroom, and it is settled on that page with its sources rather than restated here.
One more note the muzzle instruction implies. This page is about dogs. A cat is not a small dog for this purpose, and the reasons run past muzzling into how a cat grooms itself afterward. That is a separate procedure, and it is set out with its own sources in decontaminating a cat after ash or floodwater.
Wet the coat completely, then soap
Texas A&M’s article puts the order plainly: “First, make sure the pet’s coat is completely wet before applying soap; Zoran recommends using dish soap or baby shampoo, as they are safe, easy to obtain, and very effective. Then, pets should be rinsed off thoroughly with clean water.”
The protocol table gives the reason for the order: “Wet dog from head to tail, top to bottom, making sure entire coat is wetted. In long coated dogs this may take a bit longer, but soap action will be incomplete if coat is not thoroughly wetted.”
And the soap step, including the part about how much: “Apply small amounts of dish soap to top of head, back, sides, rear, undersides and feet – the amount of soap used for each dog will vary, but Dawn® or other dish soaps tend to lather well, so less is more. The key to effective removal of contaminants and hazardous material is work the soap down to the skin (dogs with short coats will be easier than dogs with thick undercoats or longer hair). Use your hands (not a brush) to lather the soap from head to tail, top to bottom. Stiff brushes or mitts will potentially cause skin abrasions and increase contaminate exposure or uptake.”
That is as close to a quantity as this literature gets, and notice what it is. Not a ratio. Not a dilution. A description of behavior, less is more, plus a statement that the amount varies by dog. In the study’s own method section, the researchers standardized their bottles so that “each bottle containing 1 oz of soap for use in the bathing process”, and their procedure notes that “the maximum amount was 1 oz, but in some dogs less than 1 oz was used”. That is an experimental control on a colony of similar dogs, not an instruction for your dog.
NASAAEP’s equipment list names its own set and attaches a caution to one of them: “Non-medicated pet shampoo, baby shampoo, or original Dawn dish detergent (diluted). Judicial use of Dawn is recommended for working dogs as it has been shown to cause excessive drying of canine skin.” Diluted, with no statement anywhere in that document of what that soap dilution should be. The one dilution figure NASAAEP does quantify, in Appendix D, is a bleach foot-bath ratio for a biological hazard, not this shampoo, and it is disclosed in the section below on what not to reach for. Read the second sentence as well as the first: the same list that names the product warns about overusing it.
The Texas A&M press release announcing the study, dated Feb. 26, 2024, adds one thing the paper’s results do not, and it is worth flagging as the press release’s characterization rather than as a reported finding. Zoran is quoted there saying “We found that dish soap is still the better option for removing oily substances in most settings.” The paper itself reports no statistically significant difference between the two soaps it compared in either wash time or water use, and it is explicit about the limits of what it tested, stating that “For purposes of this study, the antibacterial properties of the soap were not tested”. The rest of that sentence says only its cleansing and its effectiveness in removal of an oily contaminant were assessed. So nobody in this source set has published a test of whether an antibacterial soap does anything useful against sewage bacteria on a dog’s coat.
Direction, and the reason that is the actual rule
Zoran, verbatim, including the reason clause:
“It’s really important to wash and lather pets with your fingers in a front-to-back and top-to-bottom direction because if you don’t do it that way, you will recontaminate the clean areas.”
Quote that without the second half and it reads like a stylistic preference. With the second half it is the whole logic of the procedure: every pass moves contamination toward ground you have not cleaned yet, and washing in circles or starting at the muddy legs undoes the parts you already did.
The 2024 protocol table carries a direction rule into the rinse as well: “Rinse dog completely in the same manner – head to tail, top to bottom, each side and the undersides, and eventually feet – to be sure all soap is removed from the coat”. That sentence does not stop there, and its second half is quoted in the next section, because it is where the feet get their own step.
The feet, and two published versions of when
Both sources treat the feet as a separate event rather than as part of the general rinse, and they place it in two different spots. They are quoted separately here because they are two documents.
Texas A&M’s article, quoting Zoran: “Once you are done cleaning, take pets out of the tub, drain the water, and rinse their feet off again, since they were most likely standing in dirty water. Otherwise, they will track contaminants elsewhere.”
The 2024 protocol table puts it at the end of the rinse instead: “as the last step before removing the dog from the wash area, pick up and rinse each foot individually and carefully.”
The same paper attacks the underlying problem in hardware. Its wash station is a small tub set inside a larger one, and the small tub has holes drilled in the bottom, described in the paper as “outfitted by drilling 1 cm holes in the bottom for drainage to prevent the dog from standing in wastewater” with a note that the holes “were no larger than 1 cm in diameter to prevent toe or toenail entrapment.” A household bathtub has no such feature, which is precisely why Zoran’s version, rinsing the feet again once the water is drained and the dog is out, is the one that maps onto your situation.
The feet are not a rounding error. In the study, when residual test contaminant was found after a wash, one of the two places it survived was between the toes.
Drying, and three numbers that belong to three documents
Three documents in this set publish a temperature figure. They are not the same figure and they are not making the same point, so each is quoted to its own source and none of them is restated as a rule.
Texas A&M’s article: Zoran “strongly encourages owners to end the cleaning process by drying their pets with clean towels, especially if air temperatures are lower than 65 degrees. Pets can become hypothermic when they are bathed in temperatures cooler than that, meaning their body temperature will drop too low.”
NASAAEP’s 2023 Decontamination best practices, in its drying section: “Drying is a species-specific task that is highly dependent on the environmental conditions. In mild or warm environments (above 65 degrees), simple towel drying can be adequate for dogs, who can complete drying in a wire kennel/cage. For smaller animals or colder temperatures, electric grooming dryers may be necessary, although extreme caution must be observed to avoid hyperthermia (overheating).” The same section adds a line about sedated animals: “Sedated animals will need to be dried more quickly and thoroughly to avoid hypothermia. This is especially critical in animals with low body mass.”
The 2024 protocol table, under post-decontamination procedures: “Remove the dog from the wash area and towel dry. Remove muzzle and place clean leash on dog to remove from wash area.” Then: “If temperatures are less than 70F, place in kennel in warm area for drying or add kennel dryer.”
Do not average those. One is a veterinary school warning about hypothermia from bathing, one is an emergency-management document saying when towel drying alone is sufficient, and one is a protocol step about when to add heat. What they have in common is the direction of travel: a wet dog in a cold, powerless, post-flood house is a hypothermia problem, and getting it dry and warm is part of the procedure rather than an afterthought.
This is not a small caveat after a hurricane. If the power is out, the house is cold, and the dog is small, thin or old, plan the drying before you start the wash rather than discovering the problem with a soaking animal in your arms.
What Not To Reach For
The instinct after a flood is that dirty water needs a disinfectant. That instinct is where readers get hurt, so this section is the one to read twice.
On putting human decontamination chemicals on an animal. Zoran, Bassinger, Budke and Fridley state it in their 2024 paper’s introduction, and the sentence names bleach by its chemical name:
“Most of these approaches cannot be safely used on animals due to the significant risk of ingestion (mucous membrane exposure, grooming, inhalation) of the products used (sodium hypochlorite or other anti-infectives, Reactive Skin Decontamination Lotion [RSDL], etc) – either during application process or from exposure to the material on their skin/coats during the “dwelling” time (10-30 min) required for effect.”
Sodium hypochlorite is household bleach. The mechanism named is not skin burn but ingestion: the animal grooms, and anything left sitting on the coat for the time a disinfectant needs to work is a thing the animal will swallow. The same paragraph gives the alternative the paper endorses: “decontamination of animals is a process that requires the physical removal of the contaminates, either by means of wiping of dry particulates or aerosols from the coat surface, or wet decon (eg, bathing) with application of emulsifying soaps and gentle working of lather into coat to remove the materials trapped on the fur and oils of the skin.”
And the sentence that points the other way, because leaving it out would be dishonest. The 2022 Frontiers in Veterinary Science mini review on working dogs states: “For canines encountering floodwater, bathing with soap and water followed by a dilute hypochlorite (bleach) rinse to neutralize biological contaminants is commonly recommended.” That review is about military working dogs and search-and-rescue dogs rather than household pets, the sentence reports what is commonly recommended and cites another source for it rather than testing it, and it publishes no ratio, no contact time and no number of rinses.
The one figure that source set does publish, and where it lives. NASAAEP’s 2023 Decontamination best practices contains exactly one hypochlorite concentration, and it is not a bathing instruction. Appendix D, its Canine Decontamination Equipment List, lists under equipment: “If a biological hazard is suspected, walk the canine through a foot bath of dilute Clorox solution (0.5% sodium hypochlorite made by 1:10 dilution in water).” That is a walk-through foot bath in a responder equipment list, in the same document that states, elsewhere in its own voice, “Only trained personnel should attempt to decontaminate any animal.” It is not a whole-body wash, not a soak, and not an instruction to a household. The 2022 Frontiers review publishes one more figure in the same category: it reports that a study “identified disposable towels saturated with 7.5% povidone-iodine scrub as a potential method to decontaminated working dogs.” A towel wipe-down reported as a study finding for working dogs is not a bathtub instruction either. Neither figure is a soap dilution ratio, a soak time or a rinse count for washing a dog at home, which is the number this page opened by saying nobody publishes.
Two veterinary sources point in different directions on whether bleach belongs on a dog at all, and neither publishes a figure for a soap-and-water bath at home. That is the actual state of the published evidence for this page’s question, and the correct response to it is not to pick the one you like. If you know what the dog was exposed to, that is a question for a veterinarian or for the ASPCA Animal Poison Control Center, which its own page lists at “(888) 426-4435”, describes as available “24/7, 365 days a year”, and accompanies with the disclosure “A consultation fee may apply.” This page does not tell you to put bleach on a dog.
On household cleaning products generally. The ASPCA’s Poisonous Household Products page opens its cleaning-products section with a sentence people quote as an all-clear, and the condition attached to it is the entire content: “Most cleaning products are safe to use around dogs and cats as long as they are used per labeled directions.” Used per labeled directions. No general-purpose cleaner carries a label direction for washing an animal, so that sentence is not an endorsement of anything on this page. The very next sentence is a species warning that owners of mixed households need: “Obtain veterinary advice when using cleaning products around birds, as they are extremely sensitive to the fumes.” The same page states plainly that its guide “is for general information only and is not intended to help assess or manage animal exposures, or any subsequent time-sensitive medical issues.”
That page does publish one bleach permission, and reading its scope is the point: “Diluted bleach can be safely used to clean pet toys and kennels, as long as it is diluted, thoroughly rinsed and the bleach odor has dissipated prior to letting the pet back around the items.” Toys and kennels. Objects, not animals, and even then with three conditions attached.
On mixing anything, while you clean up afterwards. The federal Homeowner’s and Renter’s Guide to Mold Cleanup After Disasters states it in one instruction: “If you use cleaning products, do not mix cleaning products together. DO NOT mix bleach and ammonia because it can create toxic vapors.” That guide is about cleaning a flooded building, which is where most people will be an hour after the dog is dry, in a bathroom they have just filled with contaminated water.
On the food and the bowls. Floodwater rules for containers, cans and pet food are a genuinely different question with genuinely different published figures, and they belong to the flood and outage pet food salvage page, which quotes FDA’s own procedure rather than paraphrasing it. Do not carry any figure from that page onto an animal. It is about metal and plastic.
Bathing Is Not Free, and the Literature Says So
One finding in the working-dog literature deserves to be on this page because it explains why this is not simply a case of wash more and wash harder.
The 2022 Frontiers mini review, describing the standard approach of shampooing with a degreasing agent followed by copious rinsing, lists its problems and includes this one: “the potential risk of increasing percutaneous absorption via the bathing process”. It expands on the mechanism later: “It has been demonstrated in human healthcare workers that frequent hand washing with anionic surfactants damages the barrier function of the skin. Sodium lauryl sulfate (SLS) is an anionic surfactant that is a common ingredient in dishwashing detergents as well as both human and pet shampoos. The use of soap and water has been shown to enhance the percutaneous absorption of lipophilic chemicals.”
That is not a reason to skip the wash. Every source in this set that describes animal decontamination says to wash. It is a reason to do it once, properly, in the published order, rather than to scrub a dog four times in an evening because you are anxious, and it is another reason that a known chemical exposure is a phone call to a veterinarian rather than a matter of trying harder in the tub.
The same review notes that a study of bathing dogs artificially contaminated with an oil-based pseudo-contaminant flagged the same trade-off from the field side, citing the need for portable decontamination kits given that FEMA search-and-rescue dogs “may be deployed for up to 14 consecutive days and daily bathing may be deleterious to the integrity of the cutis”.
What the Wash Does Not Settle
This is the section that separates an honest page from a reassuring one.
A finished bath is not a clearance. NASAAEP defines the term it is using: decontamination “is the process or reducing contamination to non-hazardous levels. It may be nearly impossible to remove all contamination.” Its Appendix F lists among its operational objectives ensuring that animals are, in the appendix’s own scare quotes, “clean” before returning them to owners, and its tactical considerations state that “After decontamination, all pets must be checked to ensure that contaminants have been removed before returning them to their owners (including monitoring for radiological contaminants.)” The checking it describes uses instruments and trained personnel. You have neither, which means the correct posture after your wash is caution rather than confidence.
Two places to check again. The 2024 study did not declare a dog finished on a timer. Its washers checked with an ultraviolet flashlight against a fluorescent test contaminant and rewashed any area where it remained. The paper reports where it survived: “when Glo-Germ was detected, the throat latch and between the toes were the 2 locations in the dogs where it remained.” Under the chin and between the toes. Those are the two places to go over again, and they are exactly the two places a person washing their own frightened dog is least likely to get into.
Watch for illness afterwards. NASAAEP names the hazard class plainly: “Floodwaters are a combination of biological and chemical hazards combined with physical injury hazards from flood debris.” It adds: “Floodwater must be treated as a severe contaminant, and animals must be decontaminated. The public might not understand the seriousness of floodwater contamination, so including information in public messaging regarding the need for decontamination would be prudent.” It goes further: “Floodwaters are one of the most dangerous types of contamination. Flood waters contain stored chemicals released from flooded areas along with microorganisms associated with human and animal sewage or feces.” It states that bacterial organisms “may include serious pathogens, including enteric organisms like Salmonella species and flesh-eating bacteria.”
On what happens after, the same document says: “In some cases, particularly floodwater decontamination, animal decontamination hazard identification may be left up to the animal decontamination teams, such as those decontaminating animals before entering an emergency animal shelter. Animals and responders should both be monitored for signs of illness after floodwater decontamination operations.” Both. You as well as the dog.
It is also explicit that a wash does nothing about what the animal drank: “Consumption of flood waters can result in exposure to raw sewage bacteria, causing gastrointestinal illness. Chemical toxin exposures can result in illness requiring veterinary medical intervention.” And on the animal’s waste afterwards: “In animals that ingest contaminants, the animal’s waste may be contaminated and need to be disposed of as directed by veterinarians and public health officials.”
This page does not diagnose anything and cannot tell you what your dog has. What it can tell you is that vomiting, diarrhea, fever, lethargy, appetite loss, limping, or skin that is red or raw in the days after a flood is a call to your veterinarian rather than a wait-and-see, and that the cost side of that call has its own page in paying a post-disaster vet bill.
The vaccination question, routed rather than answered
Owners ask about leptospirosis after a flood, and the answer belongs to a veterinarian, so what follows is what the profession’s own consensus document publishes rather than a recommendation from us.
The updated ACVIM consensus statement on leptospirosis in dogs, by Sykes and colleagues in the Journal of Veterinary Internal Medicine in 2023, states in its prevention section: “Vaccines should be administered annually to all dogs starting at 12 weeks of age, regardless of breed, because leptospirosis is a zoonotic disease, can be severe or fatal despite treatment, and exposure can occur regardless of age, geography, or lifestyle.”
Three qualifiers from the same paper travel with that sentence and matter enormously to someone reading this tonight with a wet dog.
The first is timing. The statement says “Leptospirosis vaccines require 2 initial injections spaced 4 weeks apart, which can be started in puppies at 12 weeks of age or later.” A vaccine given today is not protection today, which means this is a question about the next flood rather than about this one.
The second is that the vaccine is not absolute. The paper states that “Leptospirosis in dogs that have been fully vaccinated with 4-serovar vaccines has been documented, consistent with <100% efficacy of bacterins, but infections appear to be uncommon.” It notes of the efficacy trials that “trials typically involved use of high doses of leptospires administered intraperitoneally, conditions which do not mimic natural exposure.”
The third is on the diagnosis side, and it is the sentence that argues against reasoning from your dog’s lifestyle, and its first clause names water: “Although a history of potential exposure (predation, exposure to other animal species or water sources) should increase suspicion for leptospirosis, all dogs should be considered at risk, regardless of signalment, geographic region, and lifestyle.”
The statement’s own prevention list also includes, alongside vaccination, “decreased access to potential sources of infection, such as marshy areas and standing water, and minimizing contact with wildlife and domestic animal reservoir hosts using fencing and rodent control.”
Take those paragraphs to your veterinarian and let that conversation settle what your dog needs. We are not the ones to decide it, and this page will not pretend otherwise.
Where the Water Goes
Two documents address the wastewater, both of them by handing the decision to somebody with authority over it, which is the right answer for a page that does not know your jurisdiction.
The 2024 study describes its drain arrangement as one that “provides a mechanism for the effluent/brown or contaminated water to be captured in a bladder or other collection berm if it was not deemed safe for release into the sewer drains or ground” and notes what it did in that particular experiment: “In the case of this experiment, the water hose was allowed to drain into the sewer.” Its discussion frames water capture as a planning factor for the case “when the gray water (wastewater) from the decon process must be captured rather than released into the sewer drain or ground.”
NASAAEP lists among its site preparation considerations “Containment or controlled discharge of water effluent as directed by IC (in some cases, discharge into storm sewers may be approved)” where IC is incident command. In the sample procedure in Appendix F, the decision belongs to the hazardous materials team: “The Sheamus HAZMAT team will determine the appropriate method of wastewater disposal. Disposal may be by impoundment, absorption, or running into a drain.”
For a household after an ordinary flood, washing a dog indoors into your own drain is what these documents describe as the default where it is permitted. If your area is under any advisory about the sanitary sewer, the storm drain or the water system, that advisory is the authority, not this page. Two things not to do. Do not wash the animal in floodwater, which is the contaminant you are trying to get off it. And do not wash in a place where the wastewater runs back over the animal, which is the specific problem the study’s drilled tub and Zoran’s second foot rinse each exist to solve.
The Gear That Came Off
Everything the dog was wearing is contaminated, and Texas A&M’s article gives the triage in one sentence: bedding from the carrier should be “removed and either washed or thrown away, depending on how dirty they appear to be.” NASAAEP’s rule for gear that cannot be cleaned is disposal, quoted in full earlier.
The item-by-item disposition question, which harness survives, what happens to a soft carrier, whether a bowl is washable, is a genuinely different problem with a different logic, and it turns on what a material absorbs rather than on how it looks. It is not settled on this page. It is settled in what pet gear to discard or wash after a flood or fire, which carries the disposition table and the accessory rules NASAAEP publishes by name. What belongs here is only the timing: pull the gear off the dog before the wash and bag it, rather than deciding its fate while you are holding a wet animal.

The Honest Limits of This Page
Stated precisely, so nobody has to guess how much confidence to place in each part.
What we could open and quote. Texas A&M’s consumer-facing Pet Talk guide, its Feb. 26, 2024 press release, the open-access 2024 peer-reviewed protocol and its Table 1, NASAAEP’s 2023 Decontamination best practices in full including Appendix F, the 2022 open-access Frontiers mini review, the 2023 ACVIM leptospirosis consensus statement via PubMed Central, the June 2015 federal mold cleanup guide hosted on epa.gov, and two ASPCA Animal Poison Control pages. Every quotation on this page was read in the source document on August 11, 2026.
What we could not open. Soric, Belanger and Wittnich published “A Method for Decontamination of Animals Involved in Floodwater Disasters” in JAVMA in 2008, and ASPR TRACIE describes it as covering safety requirements for the people doing the work, how to lay out a decontamination site, and a decontamination protocol. The full text is paywalled and returned a 403 to us. That is a retrieval gap and not evidence of absence, and nothing on this page is attributed to that paper. If you want to go further than this page goes, that citation is where to start with a veterinary library.
What no source we opened publishes. A soap dilution ratio for washing a dog. A soak or contact time for the lather. A required number of rinses. A verified endpoint a household can apply. The one endpoint used in the peer-reviewed study was an ultraviolet check against a fluorescent test contaminant, which works because the researchers put the contaminant there themselves and knew exactly what it fluoresced under. Floodwater does not come with a marker.
What the measured numbers actually measure. The 2024 study reports figures for trained washers on calm dogs of similar size. Its results table gives a mean wash time of 535.9 seconds for medium-coated dogs and 368.5 for short-coated dogs, with mean water use of 7.91 and 6.33 gallons. Its discussion states “Given the average wash time of 8-12 minutes/dog in this study, the minimum total time will be 15-20 min when counting the prewash preparation and postwash processes”. Its abstract states different rounded figures again. The paper’s abstract, results table and discussion do not all carry the same water figure, which is one more reason not to treat any of them as a target for your bathroom. And the paper names its own boundary: “Clearly, small dogs with very short hair (eg, dachshunds or Jack Russell terriers), large dogs with dense coats (German Shepherds or Huskies), dogs with long, easily tangled coats (Afghan hounds, etc) or dogs with mud- or oily contaminated covered coats will not fit these data”. It also records that “All decon procedures were performed during times when ambient temperatures were greater than 75°F (24°C).” That is not the weather most floods leave behind.
The useful thing to take from those figures is scale, not precision. On the paper’s own numbers this is a job of that order, with a helper, several gallons of water and a sequence, done once and done properly. It is not a rinse at the back door.
Your Wash Checklist
- Decide first whether the animal needs a veterinarian before it needs a bath. Injury, breathing trouble, signs of illness or a temperament you cannot handle safely all come before the tub in every published sequence.
- Get a second person, and get to a quiet room with a tub or basin.
- Gather everything before the dog arrives: soap, sterile eyewash or saline, sterile eye lubricant, a muzzle, a microfiber towel, a slip lead or spare collar, several clean towels, a bag for contaminated gear.
- Put your own gear on. Eye protection, a mask over nose and mouth, gloves, and an apron or full-body covering, per the Texas A&M list, before any water runs.
- Take off the collar, harness and leash, and pull bedding out of the carrier. Photograph the tag first.
- Dry particles on a dry coat get a damp microfiber towel first. No brush, no comb, no vacuum, no force.
- Flush the eyes with sterile eyewash or saline. Nothing into the nose. Nothing into the ears.
- Sterile eye lubricant in both eyes before the soap.
- Muzzle the dog, and read our muzzle page on basket versus soft before you pick one.
- Wet the coat all the way through before any soap.
- Soap with your hands, front to back and top to bottom, working it down to the skin.
- Rinse in the same direction until the soap is gone.
- Rinse the feet again as a separate step, and go back over the throat and between the toes.
- Towel dry, and get the animal warm and dry before anything else. Plan this part before you start if the power is out.
- Bag the contaminated gear and towels. Decide their fate later.
- Shower and change your own clothes.
- Watch both of you for signs of illness in the days after, and call a veterinarian rather than waiting.
- Do not tell yourself the animal is clean. Keep it off soft furnishings until dry, keep it from licking, and treat the wash as a reduction rather than a fix.

If your event was fire rather than water. Ash is a different contaminant with a different published hazard profile, and carrying anything from this page onto it would be exactly the mistake this page keeps warning about. The version of this you do on a quiet afternoon is short. Buy the sterile eyewash and the sterile eye lubricant now, because those are the two items that will not be on your shelf on the night, and put a basket muzzle and a microfiber towel in the same box. Then read the direction rule once more, because it is the only step here that fails silently. A dog washed in the wrong order looks exactly like a dog washed in the right one.

What soap should I use to wash floodwater off a dog?
Two veterinary sources name products, and neither publishes a dilution ratio or a soak time. Texas A&M School of Veterinary Medicine and Biomedical Sciences, in its Pet Talk article on bathing pets after natural disasters dated Jan. 5, 2024, states that Dr. Deb Zoran "recommends using dish soap or baby shampoo, as they are safe, easy to obtain, and very effective." The same article says to make sure the coat is completely wet before applying soap and to rinse thoroughly with clean water afterward. The published protocol table in Zoran and colleagues' 2024 paper in Disaster Medicine and Public Health Preparedness reads: "Apply small amounts of dish soap to top of head, back, sides, rear, undersides and feet – the amount of soap used for each dog will vary, but Dawn® or other dish soaps tend to lather well, so less is more." The same table says to use your hands rather than a brush, because "Stiff brushes or mitts will potentially cause skin abrasions and increase contaminate exposure or uptake." Can I use bleach or a disinfectant on a dog after a flood?
Do not put bleach, a disinfectant or a sanitizer on an animal on the strength of anything you read online, including this page. The most recent companion-dog decontamination paper we could open, Zoran, Bassinger, Budke and Fridley in Disaster Medicine and Public Health Preparedness in 2024, states that most human skin decontamination products "cannot be safely used on animals due to the significant risk of ingestion (mucous membrane exposure, grooming, inhalation) of the products used (sodium hypochlorite or other anti-infectives, Reactive Skin Decontamination Lotion [RSDL], etc)", either while they are applied or, in the paper's own phrasing, during the dwelling time those products need to work. Sodium hypochlorite is household bleach. A 2022 mini review of working dog decontamination in Frontiers in Veterinary Science does report that for working dogs meeting floodwater, soap and water "followed by a dilute hypochlorite (bleach) rinse to neutralize biological contaminants is commonly recommended." For that floodwater recommendation the review states no ratio, no contact time and no number of rinses. Its results table reports a mean wash time of 535.9 seconds for medium-coated dogs and 368.5 seconds for short-coated dogs, with mean water use of 7.91 and 6.33 gallons. Its discussion states that "Given the average wash time of 8-12 minutes/dog in this study, the minimum total time will be 15-20 min when counting the prewash preparation and postwash processes". The paper's own abstract, results table and discussion do not all carry the same figure, so treat none of them as a target. What should I wear while washing a contaminated dog?
Put the protective gear on before the animal goes in the water. Texas A&M School of Veterinary Medicine and Biomedical Sciences, in its Pet Talk article dated Jan. 5, 2024, states that Dr. Deb Zoran recommends owners wear the following while washing their pets "because contaminants will fly when animals shake from being wet": eye protection such as glasses, goggles or sunshades if outside; a facemask that covers the nose and mouth to prevent wastewater exposure; and gloves and an apron or full-body covering, such as a rain suit, to protect clothing and skin from wastewater. Never put a mask or respirator on the dog. Wash with a helper present rather than alone, which is what the same article recommends. If you are also cleaning a flooded building, the federal Homeowner's and Renter's Guide to Mold Cleanup After Disasters, published June 2015 and hosted on epa.gov, states that "People with breathing problems like asthma or who have weakened immune systems should stay away from moldy sites" and that "Children should not take part in disaster cleanup work."
My dog walked through floodwater and has been licking its paws. What should I do?
Call your veterinarian, and describe what was in the water and how much of it the dog may have swallowed. Grooming is a documented ingestion route rather than a cosmetic problem. Texas A&M School of Veterinary Medicine and Biomedical Sciences quotes Dr. Deb Zoran directly on this: "Even if they are contaminated with chemicals that aren’t absorbed by the skin, pets can still lick themselves and ingest the contaminants or expose their pet parents to the hazardous materials." NASAAEP's 2023 decontamination best practices state that "Consumption of flood waters can result in exposure to raw sewage bacteria, causing gastrointestinal illness" and that chemical exposures "can result in illness requiring veterinary medical intervention". The same document states: "Animals and responders should both be monitored for signs of illness after floodwater decontamination operations."
